Following the Iranian Revolution of 1979, Iraq invaded Iran resulting in a costly war from 1980 to 1988, which threatened American interests in the Persian Gulf. From the outset, the stated official American policy was strict neutrality, but this was not the case. The war had provided the United States with an opportunity to improve relations with Iraq, particularly alter Iran reversed the Iraqi invasion in the summer of 1982. This dissertation offers an answer to this puzzle by examining changes in policy responses by the international community toward Iraqis displaced after the U.S. invasion of 2003. From 2003-2006, Jordan, Syria, and Egypt remained quiet about the growing humanitarian needs of displaced Iraqis.
