Abstract:
Over 2,000 teachers in the state of Washington received reduction-in-force (RIF) notices across the 2008–09 and 2009–10 school years. We link data on these RIF notices to an administrative data set that includes student, teacher, school, and district variables to determine the factors that predict the likelihood of a teacher receiving a RIF notice. Not surprisingly, we find that a teacher's seniority is the strongest predictor, but we also find (all else equal) that teachers with master's degrees and those credentialed in the high-need areas of math, science, and special education were less likely to receive a RIF notice. Value-added measures of teacher effectiveness, which can be calculated for a subset of the teachers, were not correlated with the probability of receiving a RIF notice. Finally, simulations suggest that a very different group of teachers would be targeted for layoffs under an effectiveness-based layoff scenario than under the seniority-driven system that exists today.

Abstract:
Purpose – Using a Spanish administrative data set, the authors document the importance of recalls in labour market transitions. The authors focus on two issues: the interplay between the unemployment compensation system, the widespread use of fixed-term contracts and the layoff-rehire process; and the use of implicit contracts and, hence, the existence of cross-subsidisation between industries and firms within unemployment insurance. The purpose of this paper is to estimate a duration model with competing risks of exits in order to investigate the individual, job and firm attributes that influence the probabilities of leaving unemployment to return to the same employer or to find a new job. The findings indicate that recalls are very common and that, although they are widespread among the labour market, there are certain types of contract, firms and sectors which are more prone to use them. Design/methodology/approach – The authors estimate a duration model with competing risks of exits in order to investigate the individual, job and firm attributes that influence the probabilities of leaving unemployment to return to the same employer or to find a new job with a different employer. Findings – The findings indicate that recalls are very common and that, although they are widespread along the Spanish labour market, there are certain types of contract, firms and sectors which are more prone to use them. Practical implications – Overall, the results suggest that there is room for the reform of the way the UCS is financed, in combination with changes in other labour market institutions. Originality/value – The contribution of this paper is twofold. First, it documents the importance of rehirings in labour market transitions, in general, and in compensated unemployment, in particular, highlighting the use of different types of contract (in particular, temporary ones) and using a large data set for Spain. Second, it examines the interplay between the unemployment compensation system, the use of temporary contracts and the layoff-rehire process, focusing its attention on the likely cross-subsidisation of firms and sectors with respect to unemployment benefits . This constitutes a relevant research and policy issue since it has to do with the design of the unemployment compensation system.

Demographical changes and reforms in the higher education in the last years change the state of the educational system at Hungary. It's started a sharp competition between each university for applicants, and so indirectly for survival. Universities, which lose on this competition, require closing their institutions, making layoff, or have to be merged into another university. In like competitive situation the importance of marketing is sharply rising. Higher educational institutions should give up their privileged position, and have to apply consciously and efficiently the instruments of marketing. They apply like way of marketing and communication, which were previously by business sector used. There is a lot of applicable element, but the challenge for these very special institutions is compli-cated.

Urban transportation is the main way of carbon emission, development of low-carbon transportation has become the focus of attention of the countries all over the world. This paper analyses the influencing factors of carbon emission of Tianjin transportation based on grey correlation method, putting forward that the cost of urban resident transportation, traffic volume of urban passenger, number of private car and energy consumption of urban transportation are the most important key factors. Therefore, in order to construct low-carbon transportation system, Tianjin should design the layoff of urban space reasonably to control the demand of transportation effectively to reduce the urban transportation cost first, develop urban public transportation to optimize the urban traffic structure in response to the growing urban traffic volume of passenger second , establish a series of laws and regulations to improve the urban traffic management level to strengthen the supervision of private cars third, develop and apply new technology and new energy to adjust the energy structure of urban transportation to reduce urban transportation energy consumption at last.

Abstract:
AbstractThis case series follows the treatment protocol after a grade 2 injury to the proximal semitendinosus muscle using US-guided Percutaneous Needle Electrolysis (PNE) and Rehab & Reconditioning program (RRP) in two professional soccer players. The injury was diagnosed using magnetic resonance imaging (MRI) and ultrasound imaging. The players received one session of PNE 48 hours after the injury. The indoor's phase of the RRP started 24 hours after the PNE technique and then the player proceeded to perform an on-field's phase, following which the players returned to train with the team. The effectiveness of the program was measured by comparing the match-performance data collected through Global Positioning System (GPS) in two matches before and five matches after injury and with ultrasound imaging analyzing the evolution of the muscle injury. No adverse effects were identified during or after the US-Guided PNE technique. Both players missed a single competitive game because of injury (layoff= 16 and 14 days). The GPS variables studied showed similar values before and after injury. PNE and PRR protocol improves the results of the initial phase of muscle repair and reduces the time to return to training and return to play, maintaining the GPS parameters that the players need in high performance.

Full text
Abstract:
Most of the photovoltaic (solar cell) systems in Sweden today are installed on private houses and connected to the public grid. Photovoltaic (PV) power can be consumed directly in the house, called self-consumption, or fed in to the public grid. For the house owner self-consumed PV energy often has a higher economic value than sold excess PV energy, since the savings from not buying one kWh is larger than the income of selling one kWh. The self-consumption can be expressed as an absolute value; amount of produced/consumed kWh, or as a relative; absolute self-consumption divided with total PV production. The PV production and self-consumption were calculated on an hourly basis. In this Master thesis a MATLAB tool for calculating and optimizing the production, absolute and relative self-consumption and profit for PV systems with panels in one (1DPV), two or three directions (3DPV) was developed. The results show possibilities to increase especially the relative self-consumption with 3DPV. There is however no economic gain of using 3DPV instead of south-directed 1DPV for the studied case; a private house close to Västerås with a 1DPV system of 3360 W and variable electricity prices based on hourly Nord Pool Spot prices. The rated power of the inverter can be decreased with 3DPV compared to south-oriented 1DPV and still keep minimal production losses. A smaller inverter and other peripheral equipment such as cables might compensate for the lower yearly profit with 3DPV when calculating the payback period. Further studies of economic aspects and how to optimize them have to be carried out for 3DPV systems, since economy is very crucial for investment decisions.

Abstract:
The data generated by scientific simulation, sensor, monitor or optical telescope has increased with dramatic speed. In order to analyze the raw data speed and space efficiently, data pre-process operation is needed to achieve better performance in data analysis phase. Current research shows an increasing tread of adopting MapReduce framework for large scale data processing. However, the data access patterns which generally applied to scientific data set are not supported by current MapReduce framework directly. The gap between the requirement from analytics application and the property of MapReduce framework motivates us to provide support for these data access patterns in MapReduce framework. In our work, we studied the data access patterns in matrix files and proposed a new concentric data layout solution to facilitate matrix data access and analysis in MapReduce framework. Concentric data layout is a data layout which maintains the dimensional property in chunk level. Contrary to the continuous data layout which adopted in current Hadoop framework by default, concentric data layout stores the data from the same sub-matrix into one chunk. This matches well with the matrix operations like computation. The concentric data layout preprocesses the data beforehand, and optimizes the afterward run of MapReduce application. The experiments indicate that the concentric data layout improves the overall performance, reduces the execution time by 38% when the file size is 16 GB, also it relieves the data overhead phenomenon and increases the effective data retrieval rate by 32% on average.

Whitehead, Jonathan David. "Scheduling and layout in flexible manufacturing systems." Thesis, University of Southampton, 2002. https://eprints.soton.ac.uk/50617/.

Full text
Abstract:
This thesis covers a variety of inter-related scheduling and layout issues encountered in flexible manufacturing systems. The principal focus is upon systems which adopt the commonly implemented loop layout configuration. A pivotal idea behind the work is that products must revisit machines during their manufacture. The work encompasses both computational and theoretical results. The computational work consists of testing both new and standard heuristic and local search techniques on two strongly NP-hard combinatorial optimisation problems, one related to layout and the other to single machine scheduling. In the layout problem, machines must be sequenced around a loop of conveyor belt with the objective of minimising the amount of movement carried out by the worst affected product type within the manufacturing system. In the single machine scheduling problem, coupledoperation jobs must be scheduled so that the maximum completion time on the machine, the makespan, is minimised; each coupled-operation job consists of two arbitrary processing time operations separated by a time lag that is bounded both below and above. Our results suggest that local search techniques, while well suited to standard search spaces, do not perform well when the search space contains infeasible neighbours and the cost of evaluating candidate solutions is high. The theoretical work stems from the repetitive manufacture of single product types in loop layout flexible manufacturing systems. We demonstrate that in such a system, the efficiency is strongly governed by the balance of workloads on the machines. We develop mixed integer programming models for tool allocation and machine sequencing with the objective of balancing workloads, and as a secondary criterion, minimising product movement. Focusing on a single machine, we study the computational complexity of a class of coupled-operation scheduling problems; each job consists of two unit processing time operations separated by a fixed delay of two units of time, and their order of production is restricted by precedence constraints. For several standard scheduling objective functions, we provide either polynomial algorithms or proof of NP-hardness for parallel chain and tree precedence constraints.

Chan, Wai Man Ivan. "Intelligent conceptual mould layout design system (ICMLDS) : innovation report." Thesis, University of Warwick, 2012. http://wrap.warwick.ac.uk/51910/.

Full text
Abstract:
Family Mould Cavity Runner Layout Design (FMCRLD) is the most demanding and critical task in the early Conceptual Mould Layout Design (CMLD) phase. Traditional experience-dependent manual FCMRLD workflow results in long design lead time, non-optimum designs and costs of errors. However, no previous research, existing commercial software packages or patented technologies can support FMCRLD automation and optimisation. The nature of FMCRLD is non-repetitive and generative. The complexity of FMCRLD optimisation involves solving a complex two-level combinatorial layout design optimisation problem. This research first developed the Intelligent Conceptual Mould Layout Design System (ICMLDS) prototype based on the innovative nature-inspired evolutionary FCMRLD approach for FMCRLD automation and optimisation using Genetic Algorithm (GA) and Shape Grammar (SG). The ICMLDS prototype has been proven to be a powerful intelligent design tool as well as an interactive design-training tool that can encourage and accelerate mould designers’ design alternative exploration, exploitation and optimisation for better design in less time. This previously unavailable capability enables the supporting company not only to innovate the existing traditional mould making business but also to explore new business opportunities in the high-value low-volume market (such as telecommunication, consumer electronic and medical devices) of high precision injection moulding parts. On the other hand, the innovation of this research also provides a deeper insight into the art of evolutionary design and expands research opportunities in the evolutionary design approach into a wide variety of new application areas including hot runner layout design, ejector layout design, cooling layout design and architectural space layout design.

Abstract:
The multi-functional components layout design problem, which may have various options associated with it, including passive, active, and reactive components in given multibody dynamics systems, is defined in this study. The defined layout design problem is able to address the objective functions that are related to the dynamic responses of multibody dynamics systems, rather than static responses. The target of the multi-functional components layout design problem in given multibody dynamics systems is to seek the optimal interactive system layout between given multiple multibody dynamics system in order to maximize or minimize the dynamic objective function. The governing equations for the interactive system and the given multibody dynamics systems are derived first. The optimization objective is the first order natural frequency of the multibody dynamics system with multi-functional components in this study. The sensitivity analysis was then implemented based on the system eigen equation. Two numerical examples are presented in this study, it shows that the topology optimization method can be applied to the multibody dynamics system natural frequency optimization successfully.
