Abstract:
Over 2,000 teachers in the state of Washington received reduction-in-force (RIF) notices across the 2008–09 and 2009–10 school years. We link data on these RIF notices to an administrative data set that includes student, teacher, school, and district variables to determine the factors that predict the likelihood of a teacher receiving a RIF notice. Not surprisingly, we find that a teacher's seniority is the strongest predictor, but we also find (all else equal) that teachers with master's degrees and those credentialed in the high-need areas of math, science, and special education were less likely to receive a RIF notice. Value-added measures of teacher effectiveness, which can be calculated for a subset of the teachers, were not correlated with the probability of receiving a RIF notice. Finally, simulations suggest that a very different group of teachers would be targeted for layoffs under an effectiveness-based layoff scenario than under the seniority-driven system that exists today.

Purpose – Using a Spanish administrative data set, the authors document the importance of recalls in labour market transitions. The authors focus on two issues: the interplay between the unemployment compensation system, the widespread use of fixed-term contracts and the layoff-rehire process; and the use of implicit contracts and, hence, the existence of cross-subsidisation between industries and firms within unemployment insurance. The purpose of this paper is to estimate a duration model with competing risks of exits in order to investigate the individual, job and firm attributes that influence the probabilities of leaving unemployment to return to the same employer or to find a new job. The findings indicate that recalls are very common and that, although they are widespread among the labour market, there are certain types of contract, firms and sectors which are more prone to use them. Design/methodology/approach – The authors estimate a duration model with competing risks of exits in order to investigate the individual, job and firm attributes that influence the probabilities of leaving unemployment to return to the same employer or to find a new job with a different employer. This constitutes a relevant research and policy issue since it has to do with the design of the unemployment compensation system.

AbstractThis case series follows the treatment protocol after a grade 2 injury to the proximal semitendinosus muscle using US-guided Percutaneous Needle Electrolysis (PNE) and Rehab & Reconditioning program (RRP) in two professional soccer players. The injury was diagnosed using magnetic resonance imaging (MRI) and ultrasound imaging. The players received one session of PNE 48 hours after the injury. The indoor's phase of the RRP started 24 hours after the PNE technique and then the player proceeded to perform an on-field's phase, following which the players returned to train with the team. The effectiveness of the program was measured by comparing the match-performance data collected through Global Positioning System (GPS) in two matches before and five matches after injury and with ultrasound imaging analyzing the evolution of the muscle injury. No adverse effects were identified during or after the US-Guided PNE technique. Both players missed a single competitive game because of injury (layoff= 16 and 14 days). The GPS variables studied showed similar values before and after injury. PNE and PRR protocol improves the results of the initial phase of muscle repair and reduces the time to return to training and return to play, maintaining the GPS parameters that the players need in high performance.

Many embedded systems are implemented for healthcare, and smart homes and spaces. These devices are generally designed for elderly care, for monitoring, surveillance, and collection information. As embedded systems are ubiquitous and pervasive in a smart home, office, or space, different layout affects not only reduce the implementation cost but also the power density of electromagnetic waves. This study aimed to develop a multiple-embedded-system optimization layout to consume less electromagnetic wave power density and gain better communication strength. For smart offices, we analyzed the layout topology of n-shaped and n-shaped with door layout categories. On the basis of the location of each embedded system in a communication center via an n-shaped layout, we investigated the electromagnetic wave effect to the local, direct, and semidirect effects. Indirect and subindirect effects were also studied in the n-shaped layout with a door. In addition, we derived a set of formulas from the scope for the diverse effects to help users to quickly identify the scope of each effect. To verify the multiple-embedded-system optimization layout, 16 cooperating embedded systems with four test cases in a smart office were used to evaluate the diverse effects of electromagnetic wave power density and communication strength. Experiment results showed that the optimization layout consumed 3950 × 10−6 W/m2 electromagnetic wave power density.

This paper will apply system engineering in analyzing the late order problem at a pesticide company, thereby surveying stakeholders needs for warehouse re-designing. The functional analysis in the warehouse will be carried out in the concept analysis section to propose warehouse’s layout redesign alternatives that based on the demand of storage capacity and throughput. The authors also used the AHP method to select the final design layout. The detailed design section builds the operation process for the warehouse as well as the codification for commodity storage slots along with these tables forms that support for warehouse management. These solutions increase warehouse performance as well as the utilization in warehouses when applied in practice. Therefore, the system engineering method should be used in warehouse’s redesign

Abstract ‘Emerging contaminants’ are newly introduced into the environment through release into surface waters from wastewater treatment effluent, manufacturing, and agricultural use. How emerging contaminants move through water systems is unclear. Since the decay rates of emerging contaminants in piping systems have not been determined, this study determines the importance of decay rate on concentration throughout a distribution system and also determines how the system layout effects concentration. Systems were modeled to determine the time to peak contamination for a clean system becoming contaminated, as well as a contaminated system being cleaned of contamination. It was found that only emerging contaminants with second-order decay at the highest rate observed did not build up to high concentrations. The position of storage tanks in the distribution system affected the rate at which contaminants cleared the system, and systems with a branched layout could be cleared of contamination faster than systems containing loops.

Abstract:
This article discusses the possibility of using a multicopter type aircraft as a transport vehicle in urban environments. This type of transport is the most promising in the near future, given the constantly growing number of traffic jams in large cities. The assessment of this aircraft is presented, taking into account the reliability requirements specified in the regulatory documents. The analysis of the aviation regulations requirements in terms of the aircraft systems reliability was carried out. Also the paper presents six options for the multicopter layout with a different number of propellers, taking into account the propeller control system, power supply system and control system. Other onboard systems are not considered, since their failures do not lead to an aircraft crash. An assessment of these options, taking into account the multicopter most critical onboard equipment layout according to reliability criterion by budgeting the requirements for one thrust generation channel, is given. Fault trees and failure situations that lead to a disastrous situation are also presented for each multicopter layout separately, as well as proposals for the number of independent channels for the power supply system and control system. Based on the set quantitative requirements for the occurrence of a catastrophic situation for the main on-board equipment and various layout options, taking into account the number of propellers and proposals for their architecture, power supply systems and control systems the most promising multicopter architecture options are determined. They meet the requirements for failure safety for a catastrophic situation.

The generation of layouts takes place using evolutionary algorithms, which are used to optimize the arrangement of elements in terms of overlapping within a given boundary and the topological relations between them. In this paper, the approach is extended by a data structure that facilitates the hierarchical organization of layout elements making it possible to structure and organize larger layout problems into subsets that can be solved in parallel. An important aspect for the applicability of such a system in the design process is an appropriate means of user interaction. This depends largely on the calculation speed of the system and the variety of viable solutions. These properties are evaluated for hierarchical as well as for nonhierarchical structured layout problems.

The simple automatic arrangement system is presented based on Plant Simulation software and focused on an equipment layout problem. The automatic layout system is an automatic layout system of workshop layout according to data; adopt the method of simulation modeling combined with optimization of the workshop layout. According to the different optimization objectives, the user can get a different optimal solution. Through simulation, we can get the default layout of the carrying amount, size and arrangement, combined with the enterprise's actual situation. The appropriate adjustments and production efficiency of production workshop are improved, and the operation time of manual modeling is shortened.

China’s policy program for the management of layoffs in this process of enterprise restructuring has been evaluated as an example of ‘good practices in labor administration’. In this paper, we use original field data collected in Beijing, supplemented by additional information from recent Chinese studies, to assess this evaluation. We apply for this purpose the criteria often used by development agencies to evaluate governance systems, namely, accountability, transparency, consistency, participation, and information flow. Using these criteria as a yardstick, we argue that the Chinese experience in reforming their employment system through massive layoffs and re-employment is better characterized as a classic case of ‘muddling through’ rather than a shining example of ‘good governance’.

Purpose This paper aims to provide a method and decision support tool to enhance swift reconfiguration of Plug&Produce (P&P) systems in the presence of continuously changing production orders. Design/methodology/approach The paper reviews different production scenarios and system design and configuration methods and more particularly specifies the need of decision support tools for P&P systems that integrate configuration and planning activities. This problem is then addressed by proposing a method that helps reduce the solution space of the reconfiguration problem and allows the timely selection of the most promising reconfiguration alternative. Findings The proposed method was found to be helpful in reducing the reconfiguration alternatives that need to be considered and in selecting the most promising one for different orders. The advantages and limitations of this method are identified, and an illustrative test case of the approach is presented, corroborating the method applicability in the absence of large queues in the system. Originality/value This paper addresses a less explored domain within the P&P systems research field, which is the system reconfiguration. It proposed a method to support system validation and reconfiguration jointly with an illustrative test case. This represents an original contribution to the P&P research field, and it can have impact in improving agility and decreasing the complexity of reconfiguration activities to cope with constantly changing production orders.

So the plant must manufacture correctly and send the products to clients timely. Therefore, the time taken to manufacture high quality products is very important. Layout design is the method utilized on assigning the machine to a certain space. Facility layout includes product layout, process layout and cellular layout etc. The right facility layout can provide manufacturing flexibility and reduce manufacturing cost. In the general facility layout problem, the material flow and department relationship is a major optimization goal. This paper will discuss the manufacturing flexibility from facility layout and propose time as an additional requirement to the material flow and department relationship. This paper will also provide a layout model for flexible manufacturing in view of apparel manufacturing characteristics.

Purpose – The purpose of this paper is to propose a “Reconfiguration Methodology” in manufacturing systems that they can become more economically sustainable and can operate efficiency and effectively. This methodology will allow customized flexibility and capacity not only in producing a variety of products (parts) and with changing market demands, but also in changing and reengineering the system itself. Design/methodology/approach – Reconfigurable manufacturing system (RMS) is a philosophy or strategy which was introduced during the last decade to achieve agility in manufacturing systems. Until now, the RMS philosophy was based changing activities such routing, planning, programming of machines, controlling, scheduling, and physical layout or materials handling system. But the RMS concept can be based on the needed reconfiguration level (NRL), operational status of production systems, and new circumstances (NC). The NRL measure is based on the agility level of the manufacturing systems which is based on technology, people, management, and manufacturing strategies. The components of the manufacturing system design (MSD) consist of production system design, plant layout system, and material handling system. Operational status of production systems includes machine capability (flexibility) and capacity (reliability), production volume or demand, and material handling equipment in addition to the plant layout. The NC are also consisting of new product, developing the existing ones, and changing in demand. Findings – Reconfiguration manufacturing systems from one period to another period is highly desired and is considered as a novel manufacturing philosophy and/or strategy toward creating new sustainable manufacturing systems. A new reconfiguration methodology for the manufacturing systems will be analyzed and proposed. Two Case studies will be introduced. Originality/value – The suggestion of a new methodology of reconfiguration including the NRL (configurability index) and the operational status of manufacturing systems with respect to any circumstance is highly considered. The reconfiguration methodology also provides a framework for sustainability in the manufacturing area which mainly focussed on manufacturing systems design.

Cell formation(CF)and cellular layout design are the two main steps in designing a cellular manufacturing system (CMS). Efficient grouping is the prerequisite of a successful Cellular Manufacturing, and it is too hard to obtain a perfect consequence of CF and layout simultaneously. In this paper, a two-stage strategy is used to solve CF problem and layout sequentially. At the first stage, the cells are formed based on the part-machine clustering results obtained through the genetic algorithm, to get the initial inter-cell layout. At the second stage, the genetic algorithm is used to improve the solution obtained, to minimize the handling cost and maximize the utility of the machines.

The exhaust system hanger layout is used on a heavy truck and has the obvious effect.

This paper presents the design of a multiuser, large-scale 3-D layout system: Collaborative Immersive Architectural layout (CIAO). In contrast to many existing systems that sacrifice responsiveness to maintain consistency, CIAO achieves optimal response and notification time without compromising awareness or consistency. The optimal responsiveness is achieved by a new multicastbased, optimized concurrency control mechanism. Even operations on a group of related objects do not entail any latency for concurrent control. We also present the multiuser interfaces of CIAO that provide some sense of isolation as well as rich awareness.
