Are the links between growth and unemployment operating only through labor market institutions, or are thre other relevant transmission channels?

Full textThe intention of this thesis is to study short time working from two perspectives : on the one hand, the relationship between the employer and the employee (part i) and, on the other hand, the impact on employment part ii). In part i, the conditions governing the basic ideas and procedures related to the legality of the decision taken by the employer are first examined. Next, the disruptions caused by such decisions as well as the system of compensation established to remedy, at least partially, the decision in question are considered. Part ii seeks, at the outset, to cast light on the legal framework of the laying off of employees hired on a short time working basis. In the following section, the emplasi's is placed on short time working as an alternative to the laying off of the employee and, within this context, as an instrument for employment strategies. The examination of the latter aspect leads to the suggestion of a juridical approach, both more global, and more balanced than is presently the case, to the issue of short time working which takes into consideration the ambivalence of the institution involved

Full textThe matching theory aims to account for the trading process between unemployed workers looking for a job and firms holding vacancies. It allows to explain the equilibrium rate of unemployment according to the parameters of the economy. People who have moved into unemployment, find a job after a period of unemployment, but in the meantime other workers became unemployed. This phenomenon leads to an always positive level of unemployment. Within this framework, it is possible to study different problems resulting from the heterogeneity of individual characteristics and of the agents behaviors. Actually, a long unemployment period seems to decrease the probability of re-employment. In the same way, the level of skill has an important influence on the workers employment. Wether, the people taking part in the labor market choose to remain employee or to create a firm influence the level of employment. Indeed, an important unemployment level may result from an insufficient creation of firms

Full textThis thesis studies the relationships between migration, unemployment and growth. The first part analyses, in a theoritical and empirical point of vue, the determinants of the location choice and the selectivity of migration. The second part focuses on the relationships between migration and unemployment. A synthesis shows three limits of the previous studies that the chapters 4 and 5 try to overcome. These chapters considere that each local labour market is non competitive because of wage bargaining. Migration costs and ground rents are considered as determinants of the location like employment opportunities and remunerations. The transitory dynamics is also studied. We show that labour mobility do not exclude the persistance of regional unemployment rates differentials. The opening of the frontiers is likely to increase or decrease the general level of unemployment. It can induce an overshooting of the unemployment rate of the region of immigration and an undershooting of the unemployment rate of the region of emigration. The last part studies relationships between migration and growth. Previous studies, synthetised in the chapter 6, conclude that the immigration of low qualified workers has a negative impact on the arrival region and that the emigration of high qualified workers has a negative impact on the departure region. Two original contributions relativize these results. We show that the immigration of low qualified workers is likely to motivate more people to educate, consequence wich is good for the growth of the region of immigration. Moreover, we show that some emigration of high qualified workers can be desirable if the region of departure is likely to imitate the innovations realised in the region of arrival and if emigrants transfer a part of their remuneration to their region of origine

In a first part, we show the interest of the taking into account of the asymmetry between workers and contractors for the modeling of the involuntary unemployment. In a second part, we introduce an assumption of asymmetry of the financial statement on the primary financial market. It enables us to obtain an involuntary result of unemployment which resists the fall of the money wage. In a third part, we analyze the question of the effects of the new shareholder governance about unemployment. We study the effects of the shareholder value on the involuntary unemployment. We conclude from it that the shareholder value is likely to increase the level of unemployment

Full textThe gdr (german democratic republic) disappeared as a state on october 3, 1990 by integration into the federal republic of germany. The unprecedented resources devoted to the restructuring and privatising of economic activities in the + new lander ;, as well as the reputation of eastern germany as the most industrially developed country within the communist block, should have prevented the collapse of the economy that was observed in all the former communist countries following the transition. Instead, we have witnessed a surge in unemployment, which remains at levels unseen in other transition countries. The present dissertation analyses the causes of this situation, as well as the possible cures. In the first part, we describe the forms and magnitude of unemployment in both parts of germany, as well as the impact of the privatisation policy and the consequences of the choice of a one-to-one conversion rate between the two german currencies at the time of unification. The second part is devoted to the policies devised for curbing unemployment. We show that unemployment in the + new lander ; has basically structural causes, related to the low productivity of labour in the east german industry, to the mistakes in the privatisation/restructuring policies, and compounded with a policy tending to equalise east and west german wages. Among the proposed cures, a great importance is attached to investment in human capital, and to appropriate training policies

Full textMost of the usual explanations about the increase in the level of prices are based on one main idea: the disparity between global supply and demand. If we rely on a strictly endogenous notion of banking currencies, it is therefore possible to prove that, on one hand, inflation can be defined as a "swelling" phenomenon and not as an unbalanced phenomenon, and that, on the other hand, the level of unemployment is not linked to the agents' behaviour. Confident in these remarks, this thesis aims to prove that a negative answer has to be given to the following question: can anti-inflationary politics be opposed to the development of unemployment? The first part of this composition introduces quickly the traditional explanations of price increase and then tries to go beyond them by demonstrating that in our economics, supply and demand are terms of an identity. The second part of this thesis analyses the objectives, the instruments and the results of common politics fighting against the increase in the level of prices (monetary politics, incomes politics, prices politics). Finally, the third part demonstrates that structural unemployment and inflation (defined as a swelling phenomenon) have the same origin, and that therefore, the inefficiency of the traditional anti-inflationary politics in fighting against inflation infers their difficulty as far as structural unemployment is concerned

Full textThe thesis studies the relationships between the Optimal Unemployment Insurance (UI) literature recommendations and post unemployment job stability. We focus on one particular job quality dimension that is job stability within a context of a huge increase of very short duration job contracts in France since the 2000’s. Using job search and matching frameworks, we analyse how the features of the UI system affect job stability. The particularity of our approach is that we account for employees’ behaviors while the majority of the literature on optimal UI focuses only on jobless workers behaviors. We show notably that job-seekers who leave quickly unemployment tend to find unstable jobs. Once employed they have a greater probability to return to unemployment because the job-retention efforts they exert are not sufficient

Full textThe unemployment level and its distribution among groups of workers are rarely linked in the economic analysis of unemployment. Contemporary unemployment theories only give little attention to the heterogeneous labor market hypothesis, as if concentration of unemployment on few workers groups didn't change the rate of unemployment at the agregate level. On the other hand, theories that deal with unemployment of unskilled workers stress explanations focused on one category of workers, like competition with low wages countries or technological bias in favour of skilled labour force. Unemployment structure and structural unemployment are two highly compartmentalized fields of research. The object of this thesis is to understand the relationship between the average level of unemployment and its distribution among groups of workers. Those relations differ in the short and the long run. In the short run, a cyclical increase in unemployment decreases the dispersion of unemployment by skill groups which, in turn, depresses the rate of growth and leads to more cyclical unemployment. The variance of unemployment rates is a pro-cyclical variable that amplifies economic cycles. The effect goes throught wages, productivity and consumption. We find some evidence of this relationships in the case of france since the midle of the eighties. In the longer run, the increase of structural unemployment leads to an increase in unemployment dispersion and then to more structural unemployment. Unemployment among groups of workers is a result and also a component of structural unemployment. An employment policy targeted on some groups of workers could decrease the structural level of unemployment by modifying its structure

Full textThe aim of this dissertation is to analyze wage-bargaining processes and their influence on the labor market. These objects have already been widely studied but the originality of this work concerns the three following points : first, the bargaining dynamic process and the possibilities of renegociation are studied; second, asymmetries of information and delays in bargaining are taken into account; and third, the consequences of wage-bargaining are analyzed within intertemporal general equilibrium models. The first part of this dissertation concerns the microeconomic approach of wage-bargaining and strikes. Usually, wage-bargaining outcome is studied using the nash (1950) criteria, which does not allow to account for renegociations and delays. This first part thus proposes a strategical analysis which overcomes these two unabilities. The second part offers an empirical analysis of wages and strikes determinants. On the one hand, a wage-setting theoretical model is developed, using the results of the first part, and it is tested on panel-data. On the other hand, this part provides an empiricl study of the dynamics of strikes in france. The third and last part studies some macroeconomic consequences of wage-bargaining within two intertemporal general equilibrium models. The first model explains the short-term dynamics of unemployement and participation to the labor market. The second one, accounting for labor heterogeneity, analyses the links between technological progress and unskilled employment, and evaluates the efficiency of unskilled employment subsidies

Full textUnemployment is now a structural element of the economic reality. Because of its extent and its spreading, unemployment constitutes a significant threat for adolescents : young people are specially vulnerable to unemployment which is a social and economic precariousness factor. Unemployment is therefore a stress factor. Adolescents can cope with this stressor by developing a certain social representation of unemployment and unemployed persons. The aim of this study is to analyse this sociocognitive process of coping. This research is based on i/an exploratory study, carried out by interviews ; it constitutes an initial approach of the unemployment representations among secondary school students, 2/ a pre-survey carried out by questionnaires among vocational secondary students ; it attempts to identify the relationship between stress and social representation of unemployment, 3/ a survey carried out by questionnaires among vocational, technical and general secondary students ; it shows in which conditions the social representation of unemployment can help young people to cope with the stress caused by unemployment threat. This study shows that the stress coping function of the social representation of unemployment changes according to the subjects' potential employability

Full textThe understand correctly the bad performance of the French labor market, it is necessary, according to the author, to distinguish unemployment of the 70's from that of 80's the author propose that real interest rate was a major cause of employment stagnation in the 80's while real the wage was an important factor in the 70's. After a confirm in the first chapter that the unemployment growth has resulted mainly not from the evolution of labor force but from the stagnation of employment, the author analyses relations between wage and employment in the second chapter. He concludes that wage evolution explains the employment evolution of the 70's, but not that of the 80's. The third chapter examines relations between real interest rate and employment. It presents a dynamic optimization model which explains the relation between "profitability of labor" and employment. An econometric study confirms a correlation between employment and profitability of labor of which the fluctuation resulted mainly from that of real interest rate. The fourth chapter includes an explanation of hysteresis mechanism of high interest rate and its consequences. The last chapter describes productivity mode and employment evolution of the various economic sectors, discovering a fact that trade good sectors experienced more severe diminution of employment than home good sectors

Full textIn the first part of this paper, the author examines the way the classical approaches of unemployment induce us to consider the unemployed solely from negative categories characterized by lack and handicap, and simply omit the daily practives and ways of life. In this outlook, labour is considered as un unsumontable horizon which is not questionned by classical approaches. In a second part, we should try to understand how and why labour has become a fundamental anthropological category and also to question the "virtues" usually given to it. Finally, the third part of this research explores the field of unemployment, detailling the same mine, resourceful practices, the way of acting, consumption forms, autonomy activities, sociabilities, times conceptions and self identity's construction of young unemployed and precarious people, through life stories. Taking the whole of the young unemployed's daily life into consideration, this brings us to break off with the prevailing stereotypes and with a sociology of labour, which makes of the latter, the key point of sociality

Full textUnemployment Insurance (UI) is a key labour market policy.A comprehensive survey of UI literature assesses what we know about UI optimality and its relevance regarding present labour market conditions. Despite of being its founding rationale, jobseekers’ consumption smoothing is rarely assessed, as well as other UI gains. In contrast research has long focused on UI adverse effects, namely recipients’ moral hazard, and on benefits optimization to control it. Recent literature better integrates firm and economic dynamics, thus being richer regarding the way UI benefits and financing rules could be more optimal.Do UI regimes build on this knowledge? An historical approach of French UI rules, and up to date descriptions of 5 other UI regimes, show an extreme diversity of UI arrangements, raising doubts about their optimality. Comprehensive analysis of social transfers to unemployed should be preferred to analysis restricted to UI benefits, because less misleading about unemployed real situation and behaviour.An in depth analysis of French UI rules illustrates that numerous reforms didn’t solve structural problems. The regime suffered increasing spending due to labour market changes, but it also stimulated adverse expensive behaviours among specific groups and short term contracts, both leading to heavier taxes and reduced efficiency for the bulk of workers and firms. In France as elsewhere, UI systems’ funding is a forsaken part of reforms. Yet regarding justice, incentives, financial stability, etc. reviewing rules governing resources could be more rewarding than implementing usual UI benefits reforms

Full textThis dissertation seeks to identify the employability determinants of long term unemployed individuals. That is to say to evaluate the different factors affecting significantly the probability of exit unemployment. Long term unemployment identifies a person looking for employment in a continuous way for more than a year. It and takes the form of a vicious phenomenon. It seems to be self generating once it has taken root since the longer the unemployment spell, the lower the exit probability from unemployment. Our work is based upon a dual approach. The microeconomic one evaluates the role of economic agents (both unemployed individuals and firms) in the failure of a long-lasting matching process. The macroeconomic approach stresses the incidence of macroeconomic performances and the institutional framework regulating the labour market at the unemployment level and its duration. Our work is constantly distinguished by the will to assess the outcomes of those two approaches. This takes place while examining the robustness of the theoretical assumptions underpinning them, with constant comparison to observations as given by empirical research

Full textThis study examines the role that expected unemployment insurance benefits play in explaining the duration of individual unemployment spells. Based on a detailed legal review of benefit rules applicable in nine European countries during the second part of the 1990s, we define 90 profiles of expected unemployment benefits which indicate what levels and durations of unemployment insurance benefits are expected, at each month of unemployment, by workers entering unemployment in each of these countries. The impact of the expected benefit profiles on the hazard of exiting unemployment is estimated using the data of the eight waves of the European Community Household Panel and applying a discrete-time two-level event history model, nesting unemployment spells within the corresponding profiles of expected unemployment benefits. Our key explanatory variable is an innovative indicator of the generosity of unemployment benefits, initially proposed by Ray et al. (1986), which sums, at each month of the unemployment spell, the discounted monthly replacement rates expected over the remaining compensation period. Results confirm that more generous expected levels of unemployment benefits are associated with lower hazards of exiting unemployment and indicate that there is significant variation in the hazard of exiting unemployment among spells nested in different profiles of expected unemployment benefits

Full textOur starting point is a consideration that the current crisis is an unemployment crisis; particulary because the growth of long-term unemployment upsets the standard classical norms of unemployment, defined as temporary and involuntary. Therefore, we propose an identification and categorization analysis of unemployment and long-term unemployed highlighting the critical situation of the official categories indicating the lack of unemployment and the emergence of new unofficial and informal categories. The course taken tries to articulate, on the one hand, a macrosociological approach concentrating on the categories of representation of unemployment, more or less fixed in statistical definitions, administrative regulations, conventions, social codes and, on the other hand, a microsociological approach showing how the new identity categories are negotiated in the interactions between the long-term unemployed and the profsionals responsible for dealing with unemployment. For this second part, the method consisted of mixing direct observations of interactions and interviews with the protagonists. We have thus isolated four identity transactions dynamics from certain exclusion to possible reintegration through lasting transition and tolerated transgression which constitute negotiated interpretations of longterm unemployment situations. These new and emerging identity forms, both redefine the traditional categories: false unemployment, true unemployment, excluding unemployment, and anticipate the current transformations of the status of activity and inactivity

Full textThe thesis fits in with the field of the sociology of labor, unemployment and education. It puts the stress on the general struggle against long period unemployment and the recomposition of the state interventions on the matter. It analyses more precisely with a critical eye the establishment of the institutional forms of the long period unemployed return to employment. In this way, it pinpoints, the insufficiencies of the analyses focused on the questions of the exclusion or the marginalizing, their historical background and the necessity to exceed them. Considering the public policies against the long period unemployment like strong indicators of the current changing in the workforce, the thesis shows that today, the arrangements against the long period unemployment exceeds in fact largely the administrative category of long period unemployment, in contributing to transform completely the outlines of the employment

Full textThis thesis studies the influence of capital mobility on public policies in an imperfect labor market. We present three contributions to provide some insights on this issue. Firstly, we introduce unemployment into the capital tax competition literature to study the effect of capital mobility on the provision of public goods. Our analysis shows that the usual result of underprovision of public goods is not always preserved in the presence of unemployment. We then investigate the minimum wage policy under the constraint of capital mobility when its role is to adjust the distribution of incomes. We find that, in a non-cooperative context, capital mobility would constrain governments to set lower minimum wages.Finally, we study the influence of capital mobility on the efficiency of labor market policies when governments cannot cooperate. Using a search-matching model with an exogenous stock of capital, we find that implementing a minimum wage can make the decentralized equilibrium coincide with a social optimum in a closed economy. Next we extend the analysis to an n-country economy, the most surprising result being that capital mobility does not affect the efficiency of public policy

Full textThis thesis analyzes the performances of labor market in an economy subject to multiple equilibria and the implications of such a configuration for economic policy. It contains four pieces of research, each dealing with a particular aspect of the general setting. First, the econometric analysis of the unemployment time series for several OECD countries,which allows the identification of regime switches and their characteristics, brings forth some significant evidence that the multiple equilibria framework is relevant. Second, the effect of the implementation and of the rise of the minimum wage are investigated through a static model, assuming imperfect competition, heterogeneous labor input and wage negotiations at the firm level. Though minimum wage hikes have an adverse effect on employment, the implementation of a binding minimum wage turns out to be an efficient tool for excluding the Pareto- inferior equilibrium. Third economic policy conditions are also affected because the existence of multiple equilibria alters the dynamic properties of the economy. This case has been investigated in the framework of a fully dynamic model assuming imperfect competition individual wage negotiations and matching frictions. Finally, a coordination game experiment confirms that the introduction of a sunspot can be a source of coordination failure and inefficiency in an economy with two Pareto-ranked equilibria

Full textThe aim of this thesis is to assess the effects of Unemployment Insurance and related programs on individual labourmarket paths using French administrative data. Chapter one investigates the effects of the 2003 UI reform onunemployment of older workers using a combined Regression Discontinuity / Difference-in-Differences approach.The results suggest that reform had a structural impact on the distribution of unemployment durations, which shifteddownwards in response to benefits cuts. Partial benefit program (Activité Réduite) that allows registered job seekersto concurrently receive part of their unemployment payments and wages from temporary jobs is analyzed in chaptertwo. The results emerging from the estimation of a multivariate duration model correcting for the endogenousnature of the time in program and accounting for attrition suggest a weak effect of this scheme on transitions toemployment. The impact is however most sizable for the individuals with low labor market prospects. Chapter threestudies the relationship between the generosity of unemployment compensation and unemployment persistenceusing a panel vector autoregressive fixed effect model estimated on count data. The results suggest that past benefitsgenerosity does not affect the duration of unemployment spells, this latter being mainly explained by individualeffects and potential benefits duration

Full textUnemployment is a new public life issue in the former Soviet Union countries. We asked the question : what is the psychological impact of unemployment on the ukrainian population? This study focuses on the relationship between unemployment and social intelligence, workability, the relationship to work, and the level of stress. We used the following instruments : the Social Readjustment Rating Scale (Holmes and Rahe), the Test for Social Intelligence (O'Sullivan, Guilford), the Test of Workability (Landolt) for evaluating workability, and the Test of Color (Lüscher). The social intelligence and workability (a measure of worker reliability and accuracy) scores in the unemployed are significantly lower than those of the employed. The unemployed present the following specifities in their attitude to work. The length of unemployment and the level of stress affect the workability of individuals as well as their attitude to work
