Abstract:
The study was carried out to assess the extent to which the intervention of traditional leaders is effective in mobilising support for community development projects and to examine the perceptions that communities have about the role of the traditional leaders in development projects. The study has been guided by the critique of neoliberalism which exposes the negative effects of implementing the Structural Adjustment Programmes (SAPs) in Third World countries. The literature that has been reviewed has looked at the historical and political background of the role of chiefs and other traditional leaders in order to assess the nature of participation that is promoted through their involvement in development projects. An overview of the neo-liberal prescription and its critique has been made in order to expose the effects of the oil embargo of 1973 and the debt crisis of the 1980s on the economies of Third World countries in general and Malawi in particular. On the basis of evidence which has been gathered through a survey and focus group discussion, the study has found that the intervention of traditional leaders is very effective in mobilising communities for development projects. It has further been established that communities have high regard for their traditional leaders and that they perceive them as crucial role players in the conception and implementation of development projects. The study has however established that traditional leaders use unorthodox means such as threats of punishment to solicit the cooperation of the community members which in essence is counterproductive to the participatory approach to development.

Abstract:
Effective school leadership has become one of the top priorities in education policy agendas in many countries. This is due to the suggestions that effective school leadership is fundamental to school success. However, an examination of the extant literature shows that school leadership in most African countries is given less attention (Bush & Oduro, 2006; Mulkeen et al, 2007). Malawi is one of the African countries where school leadership is less pronounced. On the whole, little or no research exists on school leadership in Malawi. The current study was therefore aimed at exploring and understanding the experiences and perceptions of school leaders, particularly secondary school headteachers, in Malawi. It was anticipated that knowledge of the headship experiences and perceptions would help to ascertain how the headteachers operate,how they can be supported and how the headship can be strengthened to significantly contribute to improving the quality of educationin Malawi. This qualitative study was conducted in the Central West Educational Division and 12 headteachers constituted the sample. The headteachers‟accounts were captured via semi-structured interviews. The headteachers‟accounts were analysed case by case and the analysis waslargely informed by an Interpretative Phenomenological Analysis (IPA). IPA is one of the contemporary qualitative phenomenologically based research approaches which explore how people ascribe meaning to their own experiences. It offers both a methodological and an analytical approach oriented towards exploring and understanding the experience of a particular phenomenon. The IPA analysis allowed the researcher to capture both the explicit and implicit dimensions of the headteachers‟ narratives. The study shows that the headteachers‟role has become more complex and the range of tasks they are required to undertake has increasedsignificantly. While the demands placed on the headship have changed, the headteachers are ill-prepared and inadequately supported to meet those demands. The study reveals that headship professional preparation and development requires more attention. The current professional preparation and development programmes for headship lack rigourin that they are not coherently organised,practice-oriented,context-sensitive and there is an apparent misalignment between the programmes‟ content and the headteachers‟ professional needs. The study also observed limitations in the recruitment and deployment procedures of headteachers. Structurally, the findings suggest that the education systemis generallyconstrictive and rigidsuch that it does not give schools the autonomy to take important pragmatic decisions. Furthermore, the study shows that leading and managing schools using the values inherent in the indegenous knowledge systems like „umunthu/ubuntu philosophy‟ can enhance the effectiveness of headship in Malawi. Policy and practice implications and recommendations on how the headship can be supported and strengthened are discussed. The study also makes suggestions regarding further research on the role of school leadership in Malawi.

Insecure access and limited rights to land are major factors contributing to poverty among rural women (Ellis,2000; Havnevik et al,2007). Despite that, rural women’s livelihoods are directly linked to land; they generally lack secure access to productive land. In acknowledging the inequalities in terms of land ownership among Malawians, the government of Malawi introduced a land reform project known as the Community Based Rural Land Development Project (CBRLDP) (GoM, 2002a). This study aims at assessing the effects of group-based titling of the CBRLDP on creating secure access to land and livelihoods of women beneficiaries.Using qualitative research design, methods such as in-depth interviews, focus group discussions and questionnaire surveys were used as sources of primary data and project reports while CBRLDP programme planning documents and evaluation reports as sources of secondary data were consulted. While the data shows that secure access to land could create women’s sustainable livelihoods,the study found that access to land and the livelihoods generated by the CBRLDP are gendered, for instance,there are more male beneficiaries as compared to women. With regard to women’s land rights, this study shows that women are still struggling in claiming their rights to land. Furthermore, the study found that the roles of traditional leaders in securing access to land and protecting women’s land rights within the CBRLDP remain unclear. The study also reveals that access to land alone is not enough for the creation of women’s sustainable livelihoods.

ENGLISH ABSTRACT: “Leave her alone, why are you bothering her? She has done a beautiful thing to me … I tell you the truth, wherever the gospel is preached throughout the world, what she has done will also be told, in memory of her” (Mark 14:6, 9). This is how Jesus Christ perceives woman; with gratitude, dignity and respect. Unfortunately, women have often been ill-treated, discriminated against and even oppressed by her own fellow human beings of the opposite sex just because she was born a woman. Many women have asked themselves, “Why was I born a woman?” Questions such as these motivated the researcher to carry out this current study on women The purpose of this dissertation is to: (1) Determine through an in depth literary analysis factors that have contributed to the desperate position of women leadership in CCAP Nkhoma Synod. (2) To conduct empirical research in the different congregations of the Synod among members of Chigwirizano cha amai, church elders and reverends. (3) To explore a new model of reading and interpreting New Testament texts with regards to addressing the problem of the lack of women in leadership positions in the CCAP Nkhoma Synod. The research has shown that women in the CCAP Nkhoma Synod are denied leadership positions because of historical, cultural and biblical factors. Historically, the first Dutch Reformed missionaries who came to Malawi used a patriarchal type of leadership, which sidelined women from leadership positions. Culturally, it was discovered that people brought their cultural beliefs along with them to church, that a man is superior, powerful, respectful and a controller; while woman are considered to be weak, inferior and submissive. Through Social Identity Theory, it was discovered that these beliefs and actions of considering themselves to be superior and better than women, were influenced by aspects such as self-categorization and stereotyping. This means that the moment men categorized themselves as reverends and elders, they automatically compare themselves with the other group, in this case, “Chigwirizano cha amai”. This resulted in stereotyping women as weak and powerless, not qualified to carry out leadership roles. The research has shown that the biblical factor is the main contributor as to why the church has silenced women up till now. Texts like 1 Corinthians 14:34-35 and 1Timothy 2:11-12 have been used to oppress women from exercising their godly given leadership gifts and skills. This is why a new theory of interpreting the Word of God has been suggested in this dissertation. It is called the “Multi-dimensional Approach”. This new approach1 will be achieved by rereading the Scriptures through three aspects, namely, the literary, social-historical and theological-rhetorical aspects. The researcher remains optimistic that through this process of re-reading the texts, the Chewa culture and missionary history, as well as people’s mindsets, attitudes and beliefs will change in favour of women leadership. This research sought to answer the following questions: (1) To what extent are historical and cultural factors, and particularly factors pertaining to the interpretation of the Bible, responsible for the lack of women in leadership positions in the CCAP Nkhoma Synod? (2) Complex as it may be to explore and measure the impact of these factors, would it be possible to substantiate and verify such influences empirically? (3) Once this has been done, would it for instance be possible to identify alternative readings of history, culture and the Bible? These three questions were very crucial in that they guided the researcher to know the real problem and how this problem can be solved.
AFRIKAANSE OPSOMMING: “Laat staan haar,” het Jesus gesê. “Waarom maak julle dit vir haar moeilik?” Sy het ʼn goeie daad aan my gedoen... Dit verseker Ek julle: Oral waar die evangelie in die hele wêreld verkondig word, sal daar ook vertel word wat sy gedoen het, tot herinnering van haar.” (Mark 14:6, 9). Dit is die manier waarop Jesus na vroue gekyk het, met dankbaarheid, waardigheid en respek. Ongelukkig is vroue dikwels sleg behandel, teen gediskrimineer en selfs onderdruk deur manspersone, net omdat hulle as vroue gebore is. Menige vrou het haarself al gevra, “Waarom is ek as vrou gebore?” Vrae soos hierdie het die navorser gemotiveer om hierdie studie te onderneem. Die doel van hierdie navorsing is: (1) Om deur ʼn literatuurstudie die faktore wat tot die desperate situasie van vroue leierskap in die CCAP Nkhoma Sinode bygedra het, te ondersoek. (2) In empiriese navorsing onder lede van die sogenaamde Chigwirizano cha amai (vroue groep), ouderlinge en predikante van verskillende gemeentes van die Sinode te doen. (3) Om ʼn nuwe model vir die lees en interpreteer van die Nuwe Testament met die oog daarop om die probleem van die afwesigheid van vroue in posisies van leierskap in die CCAP Nkhoma Sinode te ontwikkel. Histories het die eerste Nederlandse sendelinge wat na Malawi gekom het ʼn patriargale vorm van leierskap gevestig wat vroue van die begin af uitgesluit het. In kulturele verband is daar gevind dat die mense hulle tradisionele kulturele oortuigings ook in die kerk ingedra het, soos dat die man verhewe is bo die vrou, magtig en in beheer, terwyl vroue as swakker beskou word, minderwaardig en passief. Met behulp van Sosiale Identiteitsteorie is gevind dat hierdie oortuigings en handelinge van mans dat hulle meerderwaardig en beter as vroue is, deur aspekte soos self-kategorisering en stereotipering beïnvloed is. Dit beteken onder andere dat die moment wat mans hulleself as predikante en ouderlinge kategoriseer, hulle onmiddellik hulleself met ander groepe vergelyk, in die geval die Chigwirizano cha amai. Dit dra tot verdere stereotipering van vroue by, naamlik dat hulle swak en magteloos is en daarom nie vir posisies van leierskap geskik is nie. Die navorsing het getoon dat die faktor wat die grootste bydrae gelewer het tot die rede waarom die kerk die vroue se stemme stil gemaak het, verband hou met die wyse waarop die Bybel gelees word. Tekste soos 1 Kor 14:34-35 en 1 Tim 2:11-12 is dikwels gebruik om vroue daarvan te weerhou om hulle God-gegewe gawes van leierskap te ontwikkel en uit te leef. (2) Om ondersoek te doen tot watter mate hierdie faktore ook deur middel van empiriese navorsing bevestig kon word, wel bewus van die kompleksiteit van die situasie. Abstract:
Collaborative leadership (CL) is a managerial concept that entails full inter-agency coordination in order to achieve enhanced security goals. The problem in Malawi, however, is limited collaboration among security actors (SAs), which has resulted in breakdown of some security issues such as border disputes, illegal migration, internal crime, violent demonstrations, corruption and political intolerance. Using a combination of both in-depth comparative security case studies and surveys of fifteen security organisations and 100 individual respondents, this study examined the effectiveness of CL among SAs for achieving sustainable NS and prosperity (SNS) in Malawi. The empirical findings show that while SAs are working together and making Malawi one of the most peaceful countries in Africa, adoption of CL approach for SNS management is still limited. In turn, these issues have affected economic development of Malawi. Based on the research findings, the study recommends a practical policy framework (PPF) called “NACUSSEPA” which is an inter-agency collaborative model for CL, SNS, and hence prosperity in Malawi. The recommended PPF is rooted in the strategic focus on SNS priorities, promotion of national cultural practices and mind-set change, sharing power, information and training security officers together for effective decision making and establishment of collaborative structures with legal mandate. Others include evaluation measures and parliamentary approval of the practical NS policy framework.

"The relevance of social and economic rights to societal welfare and well-being need not be overemphasised. The quality of life enjoyed by the citizenry is directly related to the level of enjoyment of social and economic rights in any particular country. However, the enjoyment of social and economic rights is, in turn, largely predicated on the manner in which national resources are managed and directed towards obligations raised by social and economic rights. It is axiomatic, therefore, to devise a framework that ensures that managers of public resources operate within an environment where their actions in relation to the management of national resources are governed by transparency and accountability. In the light of the above, this study explores the relationship that exist between the social trust concept and leadership roles, particularly in as far as duty bearer accountability for social and economic rights is concerned. The study argues that social trust based devices can be used to enhance duty bearer accountability in relation to social and economic rights and that such increased duty bearer accountability will automatically serve to better the welfare of the citizenry. The viability of recognising and enforcing social trust based accountability mechanisms is highlighted by exploring its relevance to Malawi and Uganda. The crux of the study is that public functionaries must always be amenable to censure by the citizenry if diligence is to be infused in the performance of their duties and the social trust concept offers adept mechansisms for achieving this." -- Abstract. This study consists of five chapters. Chapter one provides the context and foundation of the study. Chapter two is devoted to explaining the nature and scope of the social trust concept and how it can validly, if at all, be extended into the public law realm. Chapter two also expounds on some basic concepts employed in the study. Chapter three is aimed at providing and understanding of leadership roles and explaining their relevance to social economic rights. Briefly put, chapter three explores the interface between social economic rights and social trust based leadership roles. Chapter four discusses the benefits of revitalising a social trust based conception of leadership roles particularly by highlighting why Malawi and Uganda need social trust based leadership roles. The chapter also outlines how the benefits of a revitalised duty bearer accountability can be realised. Chapter five will present the study's conclusions and recommendations." -- Introduction.

ENGLISH ABSTRACT: Notwithstanding that many prominent, influential and highly effective Christian leaders over this past century are making a difference throughout Africa, a serious leadership crisis still looms. There is no doubt that Christianity has spread throughout Africa, reaching many remote areas within the continent. Still the depth to that Christianity remains elusive. Practical theologians have discovered various patterns of leadership abuse, immorality, and heresy throughout Africa. As alarming as these patterns may be, in a positive way they are encouraging many Africans to seek alternative models of leadership. Thus, Africa has now become a place ready to implement effective or authentic leadership models. The purpose of this dissertation is to determine, in a practical theological way, whether African Bible College in Malawi is producing graduates that can be described as authentic Christian leaders. As a way of determining this, the researcher will be 1) investigating the growing (Christian) leadership crisis within sub-Saharan Africa, 2) analyzing various Christian leadership models within the field, 3) conducting empirical research on the African Bible College (ABC) and ABC graduates, 4) exploring normative perceptions of Christian leadership and 5) developing a revised praxis for ABC to help it become an even more effective institution for producing authentic Christian leaders. Authentic leadership in particular emphasizes the “genuineness,” “realness,” and “transparency” of people in leadership positions. It requires a leader to be open, honest, and accountable to others. They must earn the respect and trust of their followers. People today are becoming more skeptical of their leaders. They have grown weary and impatient with typical overbearing, power-hungry, and dishonest leadership personalities. They want to see their leaders actually practicing what they are preaching, living lives of integrity, and truly living out their Christian faith in a God honoring and practical manner. This is why authentic leadership theory has become prominent and widely accepted within the past decade. The theory will be useful for analyzing the leadership of ABC graduates.
AFRIKAANSE OPSOMMING: Nieteenstaande die feit dat baie prominente, gesaghebbende en hoogs effektiewe Christenleiers (gedurende die afgelope eeu) ʼn ware verskil deur die hele Afrika gemaak het (en dit steeds doen), dreig ʼn baie wesenlike en ernstige leierskapkrisis steeds. Daar is geen twyfel nie dat Christenskap soos ’n veldbrand deur die hele Afrika versprei het, en baie afgeleë gebiede op die kontinent bereik het, maar die diepte van daardie Christenskap bly steeds bedrieglik. Praktiese teoloë het verskeie voorbeelde van misbruik van leierskap, immoraliteit en dwaalleer oral in Afrika aangetref. En, so ontstellend soos hierdie voorbeelde ook al is, op ʼn positiewe wyse motiveer en bemoedig hulle baie Afrikane om alternatiewe modelle van leierskap na te jaag. Dit is hoekom outentieke leierskapsteorie die afgelope dekade een van die toonaangewendste en algemeen aanvaarde leierskapsteorieë geword het, en nuttig sal wees vir ontleding van die leierskap van ABC-gegradeerdes.

ENGLISH ABSTRACT: This study is an appraisal of the training program of Veritas College as an answer to the training need of the untrained church leaders in Sub Saharan Africa, focusing on the country of Malawi. Partly as a result of the impact of the Church Growth Movement the number of churches in Africa has increased significantly during the last decade. These achievements have created a major training problem. Theological training institutions have been unable to cope with the massive influx of church leaders. Despite remarkable efforts by them, new methods of theological training have had to be developed in order to fulfil the training needs of Africa. The situation in Africa has changed due to many political and historical developments, creating a need for Christians to be trained in how to impact their context. There is a new environment and challenge for theological education in Africa today. Ideally, theological education should develop all levels of Christian leadership, so that leaders become devoted, effective and knowledgeable workers of God. The Church has always tried to provide theological training for these workers, and has created various educational models. Formal and non-formal education are important modes of training, and form, together with the church, an important triangle in the provision of learning services for the body of Christ. Formal as well as non-formal theological training models, however, have various weaknesses, including a tendency to dominate from the top; a fixed curriculum out of context; an over-emphasis on a content approach; the inaccessibility of training for the untrained church leader; the inaffordability of training for the really poor untrained church leaders in Sub Saharan Africa. This creates a need for change in theological training today. Principles for an appropriate theological education for Sub SaharancAfrica should include i) the development of local church leadership within the context, for the context; ii) a holistic approach to theological education; iii) a focus on character formation in leadership training; iv) training in the context of the local congregation; v) the equipping all levels of church leadership; vi) training to practise theology; and vii) the provision of 'basic theological training'. The training model proposed by Veritas College has an education philosophy called "Integrated Leadership Development" (ILD). This training model is integrated into the functioning of the local congregation and the life of the trainee. ILD also promotes an integrated theological practice, where the trainee is taught how to practise theology. Veritas' training program is built around the basic skills of how to do understand, apply and communicate the Bible. An appraisal is done of the training program of Veritas College as presented in the Synod of Nkhoma of the Church of Central Africa, Presbyterian (CCAP) in Malawi. From the perspective of the unique training context of Malawi and the CCAP, the development of this program is described and evaluated in the light of the training needs of Sub Saharan Africa. The potential of the Veritas training model to contribute to the training need of Sub Saharan Africa is evaluated. The model has the ability to i) present technical theological training for a semi-literate church leadership; ii) implement basic theological training for church leaders in the local congregation; iii) offer a theological training program not bound to many theoretical books; iv) help semi-literate church leaders to make use of the only piece of literature they possess, namely the Bible; and v) to teach the illiterate through an oral medium. It would indeed appear that Veritas is able to make a positive contribution to the training needs of Sub Saharan Africa.
AFRIKAANSE OPSOMMING: Hierdie studie beoordeel die opleidingsmodel van Veritas College as 'n antwoord op die opleidingsnood van die onopgeleide kerkleiers in Sub Sahara Afrika, met die fokus op Malawi. Gedeeltelik as gevolg van die Kerkgroei Beweging was daar gedurende die laaste dekade 'n aansienlike groei in die aantal kerke in Afrika. Dit het gelei tot 'n geweldige opleidingskrisis. Teologiese opleidingsinstansies kon net nie voldoen in die aanvraag vir opleiding in die steeds toenemende kerkleierskap nie. Ten spyte van noemenswaardige pogings om in hierdie behoefte te voldoen, was daar 'n besef dat nuwe metodes ontwikkel sou moes word om in die nuwe opleidingsbehoeftes van Sub Sahara Afrika te voldoen. Verder vra die benarde sosio-ekonomiese konteks in Sub Sahara Afrika dat gelowiges toegerus word om iets aan hulle konteks te doen. Teologiese opleiding moet daarna streef om aile vlakke van Christelike leierskap te ontwikkel tot toegewyde, effektiewe en ingeligde werkers van God. Die kerk het nog altyd probeer om in die behoefte vir opleiding van hierdie werkers te voorsien deur in 'n verskeidenheid van opleidingsmodelle te voorsien. Formele en informele onderrig vorm saam met die kerk 'n belangrike driehoek in die voorsiening van opleidingsdienste vir die liggaam van Christus. ENGLISH ABSTRACT: This study and dissertation examines the mission methodologies of the Protestant church in Africa -- focusing on the country of Malawi as a case study. A historical study of early mission methods and an empirical study of current practices point to the need for a new approach to mission, a new approach that can best be described as a reformation of mission. This reformation requires the reversal of the five conventional trends that mission work in Africa has traced. At the crux of this reformation is the need to take the methodological phase of leadership development, a phase traditionally withheld until last, and make it paramount. In the process of making this assessment of mission in Africa it was necessary to first carry out historical research relevant to early mission work in Malawi. Historical research focused on the first five missions to initiate work in the country, all of which eventually established a permanent presence in Malawi. Three of these early churches were reformed or Presbyterian -- the Established Church of Scotland, the Free Church of Scotland, and the Dutch Reformed Church in South Africa. The other two missions were the Universities' Mission to Central Africa (Anglican) and the Zambezi Industrial Mission (independent/Baptist). These original missions to Malawi were directed and influenced by a vanguard of some of Africa's greatest pioneer mission workers -- David Livingstone, Robert Laws, A.c. Murray, William Murray, and David Scott. Details from this historical research assisted in determining what mission methodologies were being utilized at various points in time. The second segment of research pertinent to this dissertation is an empirical study of current mission and church work in Malawi. Over 100 denominations, missions, and parachurch organizations were studied. The findings from 83 of these organizations are analyzed in this paper. An exposition of data from this research is outlined in Chapter 4, but the most troubling discovery resulting from these findings was the absence of adequately trained Christian leadership and localized facilities to equip such leaders. This problem is compounded by a lack of vision for leadership development and a reluctance to commit the necessary resources. By combining this empirical research with the historical data cited above it was determined that mission in Malawi has proceeded through four paradigms of methodology: 1) pioneer mission work, 2) vocational (elementary education and vocational training), 3) church planting, and 4) pastor training. At present the church in Africa is entering a fifth dimension of mission methodology -- leadership development. Leadership training not in the traditional sense of preparing clergymen for the ministry, but a wholistic education that equips dedicated Christians for leadership in any spectrum -- religious, public or private. In order for this dissertation to present a comprehensive and effective model for mission it was also necessary to conduct a third investigation -- an analysis of what defines mission. Three important conclusions relevant to this paper can be drawn: 1) Every dimension of mission is equally valid. Whether it is ecclesiastical in its nature, proclamational, contextual, theological or liberational -- every aspect of mission is as vital as the next. 2) Mission is not mission if its central and ultimate purpose is not to reveal the grace of God made available through Christ. 3) The purpose of the church is mission -- not vise versa. These three elements of research -- historical, empirical and missiological -- form the foundation of the model for mission in Africa outlined in the final chapter of this dissertation. This model necessitates a reformation of mission that reverses the historic pattern of mission work and makes leadership development a priority. The significance of such a reformation is two-fold: 1) It will substantially increase the ability of national Christian leaders to effectively propagate the church and manage the affairs of mission in Africa. 2) It will enable expatriate mission personnel to be utilized at a point of contact where they can be most effective -- at the leadership development level. The church in Africa today is at a critical juncture. As mission enters the 21st century a reexamination of its methodology is imperative. Expatriate assistance is in decline, paralleled by swelling anti-Western sentiment that makes it progressively difficult for the foreign mission worker to maintain traditional footholds. As a result it is becoming increasingly pertinent that mission in Africa, and the church in the West, adopt a new model for mission that adequately equips the African for this inevitable transition. This new approach to mission offers a new hope to the continent. Africa's problems, as many believe, are not a result of poverty, civil unrest, or power-hungry potentates. At the root of Africa's problem is an absence of dedicated, wholistically equipped Christian leaders. Leaders with Christian morals, ethics and values -- equipped to serve the church and lead their country.

'n Historiese studie van vroee sendingmetodes en 'n empiriese studie van huidige praktyke dui op die behoefte aan 'n nuwe benadering tot sending, 'n nuwe benadering wat ten beste beskryf kan word as 'n hervorming van sending. ENGLISH ABSTRACT: In most African communities, local community leadership is highly esteemed and plays a crucial role in community development. Local community leaders, especially in rural areas, have much power and authority over community members and in most cases act as contact persons with development agents. They are key to the development of their communities. However, most communities experience a number of leadership challenges. A number of leaders are corrupt, oppressive, self-seeking and incapable of serving their communities. This hinders transformation in communities. Therefore, this thesis presents the need for transformational local community leadership for community transformation in rural areas, Lilongwe rural (Malawi) in particular. It contends that for community transformation to take place there has to be a leadership that is transformational to guide such change. The local church is deemed as an ideal change agent that can model transformational leadership and reach out to local community leaders because of its nature, call and strategic position in local communities despite its imperfections. To have a deeper understanding of the theme of this research, an empirical study was conducted in “Mgwayi” community in Lilongwe rural, Malawi, using a case study research strategy. An interdisciplinary approach was employed to gather primary and secondary data, which was analysed from a practical theological perspective. The results clearly indicate that the community experiences a number of leadership and general challenges caused by internal and external factors. The local church is playing some significant role in addressing these challenges; however, it can do better. Therefore, this study suggests that there is need for the local church to reclaim both its nature and its call so that it can take its rightful position and role in the community. There is need for the local church to exercise transformational leadership as modelled by Christ Jesus. Development agents can partner and work alongside the local church to empower it towards transformational leadership and being what it ought to be.
AFRIKAANSE OPSOMMING: In die meeste Afrika-gemeenskappe is die plaaslike gemeenskapsleiers hoog aangeskrewe en speel hulle ‘n belangrike rol in die ontwikkeling van die gemeenskap. Plaaslike gemeenskapsleiers, veral in landelike gebiede, het baie mag en gesag oor die lede van die gemeenskap en tree in die meeste gevalle as kontakpersone op tussen die gemeenskap en ontwikkelingsagente. Hulle is die sleutel tot die ontwikkeling van hul gemeenskappe. Die meeste gemeenskappe ervaar egter ‘n aantal uitdagings t.o.v. leierskap. ‘n Groot aantal is korrup, onderdrukkend, soek hul eie belang en nie in staat om die gemeenskap te dien nie. Dit verhinder transformasie in gemeenskappe. Daarom bespreek hierdie tesis die behoefte aan transformerende plaaslike gemeenskapsleiers in landelike gebiede, in besonder landelike Lilongwe (Malawi). Dit beweer dat daar transformerende leiers moet wees om ‘n gemeenskap te begelei deur verandering vir gemeenskaps-transformasie om plaas te vind. Abstract:
Decentralization is an approach Malawi government is using to accelerate development. In order to achieve this, local structures like ADCs were instituted to improve community participation and enhance demand driven type of development. This study examined the effectiveness of the ADCs in decentralization. The study was conducted in TAs Chilowoko and Kalumo in Ntchisi district. Both quantitative and qualitative research methods were used. Through random sampling, 97 respondents were interviewed using a household questionnaire. Two focus group discussions and 14 key informant interviews were also done. Analysis of the quantitative data collected was done using Scientific Package for Social Scientists (SPSS) tool while the qualitative data was analyzed manually using common themes that emerged from the findings. The results show that the community members do not commonly know ADCs and that they do not have autonomy to enhance community participation in decision making. ADCs do not have the autonomy to operate as custodians of development. ADCs are also facing many challenges that include lack of operational resources, incentives, transport and political infringement. On the overall, therefore, the study recommends that there is need to create awareness on the existence of the ADCs and other local structures to the community members. Secondly, there is need to review the National Decentralization Policy, Local Government Act and the Guidebook on decentralization in Malawi

Abstract:
The non governmental organisation (NGO) sector has a lengthy legacy in Malawi going back all the way to the period of colonialism. However, the growth of the sector was restricted in the two key political eras of colonial rule and post independence under the first republic which ended in 1994. The new dispensation of multiparty politics has facilitated the growth of the sector in terms of numbers. However, the local NGO (LNGO) sector has largely remained underdeveloped due to a poor skills base and low funding among others. While the International NGOs (INGOs) have enjoyed better funding with the leverage of foreign social capital, the LNGO sector remains underfunded and vulnerable to manipulation by donors because they have not managed to attain considerable financial autonomy to leverage on. This study has confirmed that although most LNGOs consider sourcing funds from a narrow base, mostly donors, they can tap into various opportunities for revenue generation with creativity and strategic thinking. Malawi has a very enabling legislative framework for NGO funding and this provides room for growth of NGOs in the area of fundraising. However, there is very limited knowledge and capacity among LNGOs in terms of being able to explore alternative sources of funding that are less restrictive in nature. Most NGOs already apply single-loop learning which allows them to monitor pre-set indicators within a certain operational framework. However this type of learning does not allow them to actually ask fundamental questions about the appropriateness of the very operational framework they are using. Additionally, by bringing on board double-loop alongside single-loop learning, the NGOs have an opportunity to develop and apply their operational frameworks while being able to throw them out when necessary. In other words double-loop learning helps them to think outside the box. The dominant existence of single-loop learning in most NGOs has also contributed to inadequacies or absence of strategies to deal effectively with the question of autonomy. Some of the NGOs have potential to generate considerable levels of income from unrestricted sources but have not managed to do so because the prevailing mental models overshadow their ability to think out of the box. The Active Youth Initiative for Social Enhancement (AYISE) as a case study has showcased the potential for innovation in NGO enterprise development. In some instances, the sector line in which an NGO is operating can be a factor in the choice of business enterprises to embark on. In other instances, this may not be the case. For example, AYISE is a youth focused organisation and this means that as it pursues its business objectives, it should not engage in activities that may antagonise what it represents. Business activities such as selling of alcohol or cigarettes are inappropriate for an NGO like AYISE. Furthermore, NGOs such as the Ekocenter of Yugoslavia embarked on organic wine production, as a way of promoting their sector line authority (environment) through showcasing of environmentally friendly crop production processes. This implies that there is also an ethical or moral dimension to fundraising which NGOs must consider. However, other alternatives to fundraising can go across the board, for instance desktop publishing. It is a business activity that can be done across the board although limitations are also possible in terms of content to be published. To reinforce this point, a youth NGO such as AYISE, may not publish posters advertising alcohol while an environmental NGO may not put an embargo on such content. It is therefore fundamental that an NGO should be careful and conscious of what it is planning to do and how its actions would affect its image and values. The corporate world remains largely untapped as a source of funding for LNGOs and yet it has potential to offer funding with fewer strings attached.

This study sought to explore gender issues affecting management promotions in Malawi's health care services, utilising both qualitative and quantitative techniques in data collection and analysis. Promotion patterns were compared and contrasted for male and female managers. The study was based on the assumptions that • both men and women were aware of experiences that affected their promotion opportunities • promotion patterns showed fewer variations than did cultural, social and gender factors • male prejudices were maintained which oppressed women's promotions • increased decision-making power lowered stress about professional growth and development The findings supported the first two assumptions, but not the last two. The findings suggested that males and females encountered similar experiences concerning managerial promotions in Malawi's health care services. Factors that enhanced management successes for both males and females included management orientation and mentorship. Unclear promotion policies and procedures hindered management promotions. Information derived from this research could enable policy-makers to establish an environment that increases supportive networks and interactions between male and female managers in Malawi. Furthermore, to ensure equal opportunities in the health care services management, monitoring strategies by Malawi's Ministry of Gender, the Department of Human Resources Management and Development, and the Ministry of Health and Population need to be established and implemented.

They are able upon to mobilize communities in rural areas to initiate and implement community development projects with minimal supervision. Malawi Social Action Fund 1 (MASAF 1) project management approach, which centered on community ownership of projects and registered enormous successes, is a case in proof of this. However, distribution of power and roles between chiefs and local government authorities in view of decentralization demand more research and policy debate if chiefs are to be effectively utilized and for the decentralization process to work effectively. Whilst the local authorities derive their power from the control of 5% of revenue collected in the districts, which they are allocated, chiefs derive theirs from the legitimacy they have over their subjects for being in constant touch with the community.

Abstract:
The overall aim of this study is to determine whether and how the application of Total Quality Management (TQM) can improve organisational performance in the Maluti-A-Phofung Municipality. There is a reason to believe that TQM can be and is a viable approach for improving productivity and performance in the public sector. TQM principles centred on customer satisfaction, process orientation and continuous improvement are very compatible with preferred public sector management styles. Therefore, a theoretical and conceptual analysis is undertaken of TQM as it is discussed in various volumes of published literature. As a result, quality is examined in terms of how it historically evolved during the various stages of development of mankind and overview of essential concepts that contributed to modern professional practice of the concept. Furthermore, TQM defined within a broad framework of management theory and its dimensions are scrutinised. These dimensions are analysed in such a way that describe a model of how organisations could use TQM as a management theory. A thorough analysis of individual dimension and unique contribution of each to organisational performance is made. The role of managers to implement TQM principles and practices is analysed as well as factors contributing to failures as a check list of what managers must avoid in order to implement TQM effectively. Moreover, the criterion upon which TQM in public institutions could be evaluated is also discussed as the corner stone of a performance measurement system. Local government introduced municipal performance management systems as part of the new public management paradigm shift, adopted in an attempt to find more effective and efficient methods of delivering services. Therefore, the concept of performance management and its impact on TQM on municipal performance is thoroughly discussed. The meaning of quality and performance is defined and evaluated in terms of components of performance management. In this way the fundamental value and impact TQM may have on performance management can be determined. To determine whether and how the application of TQM can improve organisational performance in the Maluti-A-Phofung Municipality, a structured questionnaire survey is undertaken based on nine TQM dimensions identified in the study.
