Abstract:
The development of digital technologies, large-scale digitalization that has covered all advanced countries, the entry of states into the era of the sixth technological order lead to significant changes in the state itself, its structure and functions. The monograph reveals the fundamental transformations of the modern state under the influence of the digital and technological vector of its development. Special attention is paid to qualitative technological changes in the main areas of state activity, the processes of creating legal norms (law-making) and their practical implementation (legal realization). The digital state emerging under the influence of new technologies acts as a theoretical model of the state of the future. Going beyond the strict scientific rationality in its classical sense allowed us to study the post-modern state, the phenomenon of which is increasingly becoming a reality and is embodied through the digital legal environment. For scientists, practitioners of public authorities, graduate students, students of law faculties.

Abstract:
Neuroscience communication is at a turning point, with tremendous opportunity for growth and democratization. The rise of the web and social media as platforms for dissemination of research findings and stakeholder engagement presents both unique opportunities and critical ethical considerations. Online- and mobile-based information and services for brain health may enhance the autonomy of users in health decision-making. However, nonadherence to ethical norms, such as informed consent and conflict of interest by digital content creators, may lead to harm. The challenges of communicating neuroscience in the digital era will require the rejection of the traditional top-down dissemination of research findings by the science community. Communicators must embrace participatory communication models, frame science in non-sensationalized, lay-friendly terms, improve the ethics of online resources and web users’ ability to assess the quality of information and source material, and educate scientists in the importance of transparency and public engagement.

Torres Lavao, Juan Sebastián. Corridos del destierro. Editorial Pontificia Universidad Javeriana, 2020. http://dx.doi.org/10.11144/javeriana.9789587815702.

Full text
Abstract:

Full text
Abstract:
Digital and social media are increasingly integrated into dynamics of protest movements. They strengthen the mobilization power of movements, extend movement networks, facilitate new modes of protest participation, and lead to the emergence of new protest formations. Meanwhile, conventional media remain an important arena where the contest for public support between protesters and their targets play out. This book examines the role of the media—understood as an integrated system composed of both conventional media institutions and digital media platforms—in the formation and dynamics of the Umbrella Movement in Hong Kong in 2014. It grounds the analysis into the broad background of the rise of protest politics in Hong Kong since the early 2000s. More important, this book connects the case of the Umbrella Movement to recent theorizations of new social movement formations. It treats the Umbrella Movement as a case where connective action intervenes into a collective action campaign, leading to an extended occupation mixing old and new protest logics. The analysis shows how the media had not only empowered the protest movements in certain ways, but also introduced forces not conducive to the sustainability and efficacy of the movement. Conventional and digital media could also be used by the state to undermine protests. Through a combination of protester surveys, population surveys, analyses of news contents, and social media activities, this book reconstructs a rich and nuanced account of the Umbrella Movement, which helps shed light on numerous issues about the media-movement nexus in the digital era.

Kahn, S. Lowell. Use of Contrast-Fortified Surgilube for Biliary Drainage in the Setting of Active Leakage. Edited by S. Lowell Kahn, Bulent Arslan, and Abdulrahman Masrani. Oxford University Press, 2018. http://dx.doi.org/10.1093/med/9780199986071.003.0083.

Full text
Abstract:
Biliary leaks are a common clinical entity that may occur after trauma or surgery. Endoscopic retrograde cholangiopancreatography (ERCP) is the first choice of treatment for an active biliary leak. Percutaneous transhepatic cholangiography (PTC) with drain placement (external or internal/external) is increasingly employed either alone or as an adjunct to endoscopy (Rendezvous procedure) or surgery. Performance of a PTC on the nondilated system remains technically challenging and is associated with extra needle passes and significantly longer fluoroscopy times. Technical challenges arise from needle localization of a small nondilated duct and the contrast that is injected will pass through the leak rather than distending and opacifying the ducts. This chapter describes the use of contrast-fortified Surgilube for biliary opacification in the setting of an active biliary leak.

Abstract:
The Epilogue glosses political and artistic repercussions for Anna Sokolow during the mid-to-late Cold War era. Negotiating the twilight of the Old Left and the rise of the New Left after the 1962 founding of Students for a Democratic Society, Sokolow was caught between aesthetic changes from revolutionary modernism to Vietnam War–era postmodern impetuses. This was manifested most clearly in the upset surrounding Sokolow’s choreography for the musical Hair (1967). The Epilogue argues that Sokolow’s social–choreographic values continue to be passed down through new generations of dancers as they learn her repertory in times and places removed from the dances’ premieres, and in doing so the dances kinesthetically inform their dancers of their historical contexts within a new era. Finally, the Epilogue poses questions mediating the politics of dances’ residue.

Full text
Abstract:
As per the Bourbons’ vision of government, men of letters were to write a whole new legislation for the monarchy, as well as implement and lead in the reform of education and old privileges. Yet these plans faced a constant opposition. Rooted elites in both Spain and Peru resisted any attempts at curtailing their power or prerogatives, and undermined the reform of education and the church. As a result, men of letters were limited in exercising their new authority. For the most part, they operated in state-protected spheres, such as the new associations and press, in independent schools and academies, and in the newly empowered secular branch of the church. Yet in the era of the Enlightenment and Atlantic revolutions some aimed for more and began to design and imagine new social orders in which they could take the lead.

Abstract:
After another election victory, but this time winning almost 52 per cent of the vote, Recep Tayyip Erdogan became the first popularly elected president in the history of the Turkish Republic. In his victory speech, Erdogan vowed to lead Turkey into a "new era of social reconciliation by leaving old disputes in the Old Turkey." He also called on the public to "mobilize our energy for New Turkey”. However, his polarizing rhetoric and steps towards an illiberal democracy may alienate many Turkish discontents, and unless wounds are healed Turkey risks being a weak and fragile state.

This chapter examines three interventions by Israel into Gaza: Operation Cast Lead (2008-9), Operation Pillar of Defense (2012) and Operation Protective Edge (2014). It sets out the facts and context of each of these three interventions, the legal positions of the main protagonists, and the reaction that each of the interventions received. The chapter moves on to assess the legality of the interventions and also whether they have any precedential value, in particular for the right of self-defence and the so-called ‘accumulation of events’ theory.

Abstract:
This article explores how changes in methods and intentions affected conflicts in the Atlantic world from the fifteenth to the eighteenth centuries. First, it defines war in this era — specifically, to distinguish between acts of war and other types of violence that occurred in the Atlantic world between 1440 and 1763. Although the peoples of the Atlantic world made war idiosyncratically in this era — shaping their uses of force to suit their particular social, technological, political, and cultural circumstances — all were to be touched by what historians term the Military Revolution. In comparison with Portugal, Spain had a much more substantial impact on the Atlantic warfare of the sixteenth century. In the second half of the seventeenth century, England took the lead in creating a fleet of specialised warships to defend its home waters and to protect its overseas trade and colonies. While England was leading at sea, France was building the largest and most powerful standing army in Europe. Fighting in America was sometimes linked to wars in Europe but was rarely limited by European military conventions.

Abstract:
The changes proposed to enable sustainable innovation need the right environment in which to occur. Politicians, the media, ethicists, public and patient debate, funding agencies, and investors can all play a major role in supporting the future of medical innovation. Public–private partnerships and life science clusters are vehicles in which the new precision medicine can flourish. However, we need a new ‘social contract’ to underpin the innovation enterprise. Countries that wish to lead in the new era of precision medicine will need to unite their health and innovation policy agendas, be prepared to provide finance to achieve proof of concept, encourage public–private partnerships and the development of life science clusters, set up constructive public and ethical dialogues, invest in developing regulatory science and in bringing patients fully into policy development.
