La web está tan presente en la sociedad actual que se identifica Web con Internet convirtiéndose sinónimos, pero en 1989 esto no era así. Durante los veinte años anteriores a 1989, cuando nació la Web, un grupo de científicos de varios países, fundamentalmente, Estados Unidos, había desarrollado las bases de Internet. En los años 70 y 80, Internet permitía la comunicación mediante correo electrónico, la descarga de ficheros (FTP) o incluso el control remoto de un ordenador a través del protocolo Telnet. Con el tiempo, la World Wide Web ha ido asumiendo todos estos servicios y otros más. Este artículo analiza el origen y los principios sobre los que se creó Web, cómo grandes empresas se han hecho con su dominio y los esfuerzos de su creador en estos últimos años de explicar al mundo que otra forma de generar y compartir conocimiento es no solo posible, sino deseable.

In March 1989 at CERN, Tim Berners-Lee submitted his proposal to develop a radical new way of linking and sharing information over the internet. The document was entitled "Information Management: A Proposal" (CERN Courier May 2009 p24). And so the web was born. Now, Berners-Lee, the World Wide Web Consortium (W3C) and the World Wide Web Foundation are launching a series of initiatives to mark the 25th anniversary of the original proposal, and to raise awareness of themes linked to the web, such as freedom, accessibility and privacy.

Tim Berners-Lee, ao criar as três principais inovações da Web/Internet: HTTP, URLs e o HTML, estabeleceu seu princípio fundamental: todos devem ser capazes de comunicar-se livremente com todos os outros e gratuitamente. A Internet expandiu-se de maneira espantosa. Analisar as iniciativas já realizadas e as perspectivas futuras para a garantia do Livre Acesso à informação, liberdade de expressão e privacidade é oportuno neste momento que a Web completa 25 anos e tem sua primeira Lei sobre a Internet aprovada. A Lei brasileira no 12.965, intitulada de Marco Civil da Internet, estabelece direitos e deveres de usuários e provedores, e traz estas temáticas já apresentadas, sempre atuais e necessárias à Ciência da Informação, para o centro da atenção. A análise das iniciativas para a liberdade de expressão, privacidade e livre acesso de informação na Internet foi o objetivo deste estudo. Como técnica de pesquisa adotou-se uma abordagem qualitativa, utilizando-se de revisão bibliográfica e pesquisa documental. Percebeu-se que a Lei do Marco Civil da Internet do Brasil trouxe avanços, assim como brechas para o controle e vigilância dos cidadãos. Evidenciou-se também que a grande preocupação de Tim Berners-Lee há 25 anos, e as preocupações recentes de especialistas quanto aos 10 anos futuros da Web relacionam-se com o livre acesso à informação, liberdade de expressão e privacidade.

In 1989, Sir Tim Berners-Lee proposed the development of ‘a large hypertext database with typed links’, which eventually became The World Wide Web. It was rightly heralded at the time as a significant development and a boon for one-and-all as the digital age flourished both in terms of universal accessibility and affordability. The general anticipation was that this could herald an era of universal friendship and knowledge-sharing, ushering in global cooperation and mutual regard. In November 2019, marking 30 years of the Web, Berners-Lee lamented that its initial promise was being largely undermined, and that we were in danger of heading towards a ‘digital dystopia’: What happened?

Javanese dance artist Suprapto Suryodarmo (Prapto) led a keynote workshop as part of the Dance and Somatic Practices Conference 2017 at Coventry University. This workshop took a ‘wave’ format that involved different groups of participants flowing in and out of the durational workshop over three hours. The ‘somatic music’ created by Tim Jones and Adrian Lee accompanied and supported this flow, bringing the Amerta Movement practice into conversation with musical improvisation. The musicians later played with Prapto and presented their own ‘gig’ as part of the ‘Amerta Movement in Performance’ events in July 2018 and 2019 in Stroud, Gloucestershire, UK.1 After the Stroud workshop in 2019, Prapto asked researcher Emma Meehan to write to the musicians to discuss their exploration of ‘somatic music’. The following set of e-mail exchanges over the past year share excerpts of this ongoing dialogue instigated by Prapto. Following Prapto’s death in December 2019, we gathered our conversations here to pay tribute to his work and celebrate his inspiration to artists experimenting in Amerta Movement in performance. Alongside these conversations, we invite readers to listen to audio recordings of somatic music with Tim Jones, Adrian Lee and Prapto. Rather than presenting a definition of what somatic music is, we want to share perspectives on somatic music as an ongoing dialogue that will continue as part of Prapto’s legacy in years to come. A title for these exchanges suggested itself from Prapto’s comment (2018, 151–152) ‘the idea for receiving the idea, that is the seed’, to acknowledge his seeding of this conversation into existence.

This paper uses a detailed case study in order to exemplify some key trends and characteristics of activist uses of the internet. It focuses on the We Are All Boat People campaign in support of asylum seekers, discussing this in relation to three main areas. First, it considers the campaign's media strategies in the context of what Scalmer has called ‘the dilemmas of the activist’ (2002: 41). It then discusses the campaign in the context of tactical media and its key methodology of detournement. Finally, the project is discussed as an example of what Tim Berners-Lee has termed ‘intercreativity’ (1999: 182–83).

Collective Intelligence, the book in French, that Pierre Levy wrote before the existence of the worldwide web, when only the Internet existed, it's a philosophical vision of the future, a philosophical vision of what could be a global civilization based on the digital and the general interconnection of all the computers. In the interview, Levy addresses the creation o the WWW by Tim Berners Lee as a form of collective intelligence. He then discusses Berners Lee's proposal for a reform of the WWW to avoid its confiscation by the big platforms, such as Google, Facebook, and Amazon. Then, he introduces his most recent project the IELM as a tool for semantic metadata and a code between the natural languages and the algorithms, and all the apparatus of computations.

En 1992, cuando Tim Berners-Lee dio a conocer la primera versión de la Web, su visión a futuro era incorporar metadatos con información semántica en las páginas Web. Es precisamente a principios de este siglo que inicia el auge repentino de la Web semántica en el ambiente académico e Internet. El modelo de datos semántico se define como un modelo conceptual que permite definir el significado de los datos a través de sus relaciones con otros. En este sentido, el formato de representación de los datos es fundamental para proporcionar información de carácter semántico. La tecnología enfocada en las bases de datos semánticas se encuentra actualmente en un punto de inflexión, al pasar del ámbito académico y de investigación a ser una opción comercial completa. En este artículo se realiza un análisis del concepto de base de datos semántica. También se presenta un caso de estudio donde se ejemplifican operaciones básicas que involucran la gestión de la información almacenada en este tipo de base de datos.

Con el doble objetivo de cuantificar la divulgación proactiva de información digital de las Comunidades Autónomas españolas en diciembre de 2013 y de 2017, así como buscar tipologías, nos serviremos de una lista de comprobación propia inspirada en la Ley nacional 19/2013 de transparencia, acceso a la información pública y buen gobierno, que ponderando su facilidad reutilizadora según la escala cinco estrellas de Tim Berners-Lee, nos permitirá formular dos indicadores: transparencia open data, que recoge únicamente la información de los portales de datos abiertos, y transparencia global, que amplía la búsqueda a los portales de transparencia y a la web institucional. Los resultados muestran que los niveles de divulgación dejan bastante que desear y, aunque existe una ligera mejoría con el paso del tiempo, solo es relevante para transparencia global gracias al desarrollo y aportación de los portales de transparencia que eclipsan la utilidad de la web institucional. El análisis tipológico identifica dos conglomerados bastante equilibrados dando soporte al postulado de dos teorías contrapuestas: agencia y neoinsitucional.

Purpose —This paper aims at exploring politics of contemporary knowledge cultures and possible directions for responding to the postdigital challenge. Design/Approach/Methods —This paper researches history and present of several prominent strands and readings of the knowledge economy. Following Caruso's work (2016), it examines more closely the differences between the managerial paradigm and the cognitive capitalism paradigm. Recognizing the postdigital nature of contemporary knowledge cultures, it points towards a postdigital merger between the managerial paradigm and the cognitive capitalism paradigm. Findings —The paper identifies individual and social tensions between industrial and post-industrial modes of production and rapidly changing dynamic of social development. It examines the relationships between knowledge cultures and digital technologies. Based on recent insights by the father of the World Wide Web Tim Berners-Lee and his non-determinist views to digital technologies, it identifies knowledge cultures as sites of political struggle against various (material and non-material, technological and non-technological) closures over access to information and knowledge. Finally, it briefly outlines possible directions for responding to the postdigital challenge of knowledge cultures. Originality/Value —The paper provides an original contribution to theory of knowledge cultures and its relationships to the postdigital condition.

The main subject of the work is the visualization of typed links in Linked Data. The academic subjects relevant to the paper in general are the Semantic Web, the Web of Data and information visualization. The Semantic Web, invented by Tim Berners-Lee in 2001, was announced as an extension to the World Wide Web (Web 2.0). The actual area of investigation concerns the connectivity of information on the World Wide Web. To be able to explore such interconnections, visualizations are critical requirements as well as a major part of processing data in themselves. In the context of the Semantic Web, representation of information interrelations can be achieved using graphs. The aim of the article is to primarily describe the arrangement of Linked Data visualization concepts by establishing their principles in a theoretical approach. Putting design restrictions into context leads to practical guidelines. By describing the creation of two alternative visualizations of a commonly used web application representing Linked Data as network visualization, their compatibility was tested. The application-oriented part treats the design phase, its results, and future requirements of the project that can be derived from this test.

Penelitian ini bertujuan untuk menghasilkan produk berupa multimedia interaktif pembelajaran yang layak digunakan dalam pembelajaran matematika materi bangun ruang dan dapat meningkatkan hasil belajar siswa. Jenis penelitian ini adalah penelitian dan pengembangan. Tahapan pengembangan diadaptasi dari teori Lee dan Owens meliputi: tahap analisis, tahap desain, tahap pengembangan, tahap implementasi dan tahap evaluasi. Adapun prosedur pengembangannya meliputi analisis kebutuhan, analisis awal dan akhir, penentuan jadwal kegiatan, penentuan tim proyek, penentuan spesifikasi, merancang struktur materi, membuat flowchart, storyboard, validasi produk, dan ujicoba produk. Subjek dalam penelitian ini adalah siswa kelas VIII SMPN 5 Tanjung Jabung Timur. Instrumen yang digunakan berupa angket validasi ahli, angket penilaian siswa, dan soal tes. Hasil penelitian menunjukkan bahwa multimedia interaktif yang dikembangkan valid ditinjau dari penilaian ahli media dan ahli materi. Multimedia interaktif yang dikembangkan praktis ditinjau dari hasil uji coba perorangan dengan rerata skor sebesar 3,9 dan rerata skor uji coba kelompok kecil sebesar 3,7. Multimedia interaktif yang dikembangkan efektif ditinjau dari hasil pre-test dan post-test. Rata-rata nilai siswa sebesar 62,2 untuk hasil pre-test dan 87,8 untuk rata-rata nilai post-test. Multimedia efektif karena dapat meningkatkan hasil belajar siswa

La metodología usada fue la revisión bibliográfica y documental, seguida de un procedimiento exploratorio y aplicado, para evaluar los alcances de los principios del Linked Data sobre la diseminación de recursos en las transformaciones sociales. Trabajos-llave del creador y propagador de las prácticas de Linked Data, Tim Berners-Lee, fueron utilizados como base de la propuesta. Además de eso, se escogió analizar proyecto y datasets del área educacional, por ser compuestos, en su mayoría, por recursos abiertos, accesibles y reutilizables.Resultados. Los resultados están sintetizados en las principales directrices para la publicación de conjuntos de datos, reforzando la iniciativa de profesionales, investigadores e instituciones para el reúso e interoperabilidad.Conclusiones. Las principales conclusiones de esta discusión se resumen en dos líneas. La primera versa sobre las nuevas perspectivas que surgen a partir de este abordaje de la Ciencia de la Información sobre el Linked Data, en el ámbito de su objeto y sus manifestaciones. La segunda, sobre la necesidad de compromiso de los profesionales de la información con interrogaciones relacionadas al Linked Data, de modo a ampliar el universo informacional y el ambiente de satisfacción de las necesidades de los usuarios.

Purpose The purpose of this paper is to use ideas drawn from two founders of American pragmatism, William James and Charles Sanders Peirce, in order to propose a philosophical foundation that supports the value of collaborative tagging and reinforces the structure and goals of the Semantic Web. Design/methodology/approach The study employs a close analysis of key literature by James and Peirce to answer recent calls for a philosophy of the Web and to respond to research in the LIS literature that has assessed the value and limitations of folksonomy. Moreover, pragmatic views are applied to illustrate the relationships among collaborative tagging, linked data, and the Semantic Web. Findings With a philosophical foundation in place, the study highlights the value of the minority tags that fall within the so-called “long tail” of the power law graph, and the importance of granting sufficient time for the full value of folksonomy to be revealed. The discussion goes further to explore how “collaborative tagging” could evolve into “collaborative knowledge” in the form of linked data. Specifically, Peirce’s triadic architectonic is shown to foster an understanding of the construction of linked data through the functional requirements for bibliographic records entity-relation model and resource description framework triples, and James’s image of the multiverse anticipates the goals Tim Berners-Lee has articulated for the Semantic Web. Originality/value This study is unique in using Jamesian and Peircean thinking to argue for the value of folksonomy and to suggest implications for the Semantic Web.

In recent years, the pace of the dissemination of scientific information has increased. In this context, the possibility and value of sharing open access (OA) online manuscripts in their preprint form seem to be growing in many scientific fields. More and more platforms are especially dedicated to free preprint publishing. They are published, non-peer-reviewed scholarly papers that typically precede publication in a peer-reviewed journal. They have been a part of science since at least the 1960s. In 1990, Tim Berners-Lee created the World Wide Web to help researchers share knowledge easily. A few months later, in August 1991, as a centralized web-based network, arXiv was created. arXiv is arguably the most influential preprint platform and has supported the fields of physics, mathematics and computer science for over 30 years. Since, preprint platforms have become popular in many disciplines (e.g., bioRxiv for biological sciences) due to the increasing drive towards OA publishing, and can be publisher- or community-driven, profit or not for profit, and based on proprietary or free and open source software. A range of discipline-specific or cross-domain platforms now exist, with exponential growth these last five years. While preprints as a whole still represent only a small proportion of scholarly publishing, a strong community of early adopters is already beginning to experiment with such value-enhancing tools in many more disciplines than before. The two main options for geochemists are EarthArXiv and ESSOAr. A “one size fits all” model for preprints would never work across the entire scientific community. The geochemistry community needs to develop and sustain their own model.

Developments in thermal interface materials (TIMs) continue across the industry with a variety of different types of materials. Thermal and mechanical design engineers are often confronted with the need to select which type or category of TIM material is the most appropriate for a specific LED module application, which can be confusing, and how to determine which materials provide the best thermal performance. The next step is understanding which TIM material types meet requirements for ease of shipping, handling, placement, cost, and rework. These are important distinctions, in addition to thermal performance. This presentation will illustrate comparative testing results for a set of thermal interface materials (TIMs) in different categories, using different TIM testing procedures. Test data prepared using three different test methods will be compared:1. ASTM D5470-06 with known temperatures and clamping forces;2. In-situ testing with industry-standard semiconductor modules, at known temperatures and estimated clamping forces;3. In-situ testing utilizing a thermal test vehicle (TTV) for TIM2 performance for a processor module. In-situ testing has been performed at an independent power semiconductor manufacturer, using both industry-standard and commonly-available modules and a custom-designed module with a relatively small footprint, capable of high operating junction temperatures. This testing data can illustrate how different types of TIM materials perform in laboratory testing conditions, for precise comparisons on thermal performance alone; and how different types of materials perform in what are termed as “in-situ” test procedures. This term is used for application-specific conditions, where additional variables are encountered in the testing (such as non-flat surface conditions and unknown clamping force values), which is significantly different from the laboratory conditions used to generate ASTM D-5470 test values. The comparative testing that has been undertaken will be described, showing that images of various power semiconductors with several different materials tend to correlate with the thermal resistance of materials measured with the ASTM D 5470-06 method. These thermal interface materials were also tested on a TTV supplied by a major processor module. The relevance of the thermal imaging, the TTV and the ASTM values will be discussed. This presentation is intended to illustrate the differences in experimental data from one TIM material to another, as well as the differences in testing procedures.

The World Wide Web is nowadays the most famous and widespread information system. Its success is witnessed by its enormous size and rate of growth: however, the same success of the Web has brought to a situation where more sophisticated techniques are urgently needed to properly handle this mass of information. In this sense, the more ambitious plan for an evolution of a Web is the so called Semantic Web, envisioned by the inventor of the Web itself, Tim Berners-Lee. In this architectural vision, there is the need for further layers of semantics, properly enriching the data that now overflow the classic Web: ontologies, rules, logic, proofs, trust are all ingredients of this ambitious picture. Given these premises, it should not come as a surprise the fact that this evolution is bringing the Web closer and closer to another field, that since quite some time has been facing similar problems of logical organization of knowledge: logic programming. Early examples, like the Metalog system in the World Wide Web Consortium (W3C), had shown that connecting logic programming and the Semantic Web was quite a natural and fruitful step: and in fact, the burst of research in Semantic Web developments has eventually started to touch, connect and reinterprete many topics that were and are mainstream of the logic programming area. We feel this is a necessary progression, as the Semantic Web, and more generally the Web of the future, has a lot to learn from research in the logic programming area. And, conversely, in these new scenarios there are lot of new applied problems that can be challenging and rewarding from a logic programming perspective. This calls for a tighter interaction between the Web and logic programming, which was the reason to motivate this special issue as well: gathering together a selection of the best contributions that could showcase the potential of the cross-breeding.
