Abstract:
AbstractThe research footprint of Information Technology (IT) in a legal system has not grown with the same pace as it has penetrated other domains. More specifically, in developing countries such as India, where the digitalization revolution is underway, the growth of legal informatics (LI) is still premature and very limited traces of IT can be observed to assist and elevate the legal system, which still functions very much in an old school way. The faster growth of population and the diminishing proportion of judicial executives and the deteriorating law and order situation along with declining human rights demand the urgent evolution of LI to grow at a very rapid pace to attain its maturity. However, the human harassments are pretty prevailing across the nation, but its intensity increases manifold when it comes to the law-enforcement agencies tasked with responsible policing, more specifically, the state police, which often operates with compromised work ethics. The situation becomes more appalling with a vulnerable population, especially women. As a result, such a population often does not muster enough courage to go to a police station to file their complaints despite acute mental and emotional pain. This is to avoid further trauma by police harassment and ergo a large number of cases go unnoticed. An underprivileged rape victim, who tries to file a report by going to a police station is a classic example of such a situation; where she is not only denied, but also gets harassed by insensitive police official(s) at the station; consequently, a good number of such victims do not go and their cases are not reported. In this research work, we have developed a computational framework, called eLegalls, an LI-enabled innovation, as an effective solution to the above stated issues. The eLegalls system facilitates users to file their reports to police in their geographic jurisdiction, through its efficient and secure interface without any in-person visit. The eLegalls will help the vulnerable population to avoid unwanted denial and impending harassment by the police official(s) at the police station. The system is also equipped with some secure and pertinent features for the lawyers or attorneys to efficiently advocate in assigned cases. The eLegalls is envisioned to eventually be a successful legal tech, effectively serving the community.

Abstract:
Legal informatics is created in the context of the application of computers in law. The study of legal communication has become increasingly interdisciplinary in recent years, and in addition to fields traditionally interested in legal language (such as philosophy and linguistics), this area encompasses other disciplines, such as economics, sociology, anthropology, and psychology. Communication in a virtual environment within legal informatics and the administration of justice faces the challenges posed by globalization, migration and the growing multilingualism in the legal domain, and includes key issues of equality in access to justice in more complex, multicultural societies. Social networks influence different aspects of modern life and have a profound impact on interpersonal communication. They will continue to integrate more and more into the normal human experience and increase the scope of the human communication process. Every traditional communication channel has its obvious advantages and organizations should continue to use it, but the Internet is a channel in continuous development that enjoys great attention and is used by more than one-third of the global population. The emergence and development of techniques provided by the viral marketing strategy, strongly supported and empowered by the development of digital technologies, have given the opportunity to lesser known brands to position themselves in the mind of a large number of consumers. This can be done by creating content that will "reach" to the public and in that way to motivate further transmit of the message, through social networks, about their impressions of the product or service to other family members, friends or colleagues. Social networks, but also the Internet in general, with their rapid development become an inevitable marketing medium that will become an important factor in the business of the companies in the near future. Marketing communication is changing more and more every day in the way it communicates with consumers. By monitoring trends and developing innovative marketing communication techniques on social networks, it is possible to respond to market demands more precisely and better understand and respond to the hidden needs and wishes of consumers. Legal informatics, which is considered to be the process of managing information about data related to the legal aspects of business, is increasingly dealing with communication and content of social network users. This topic, therefore, has led to the development of mobile application and other mobile device development services advancing to step into the realm of law. Also, legal informatics, but also law in general, play a major role in identifying and sanctioning unethical and illegal activities in a virtual environment, such as hate speech and cybercrime, which can have unforeseeable consequences for information technology users and organizations and their business.

Abstract:
Searches were conducted of two legal databases dealing with civil law in Austria. The searches produced 12 references relevant to telemedicine, which were obtained from a university legal library. From the literature, it can be concluded that Austrian civil regulations are sufficient to clarify the questions of liability arising in connection with the practice of telemedicine. Although no specific legislation has been enacted as yet, we would not expect such legislation to produce different results in the legal assessment of the case patterns discussed in this paper.

Abstract:
The aim of this project is to establish a desirable information environment adjusting to need and behaviour of legal professional in Korea. For this purpose, present situation of information sources in printed form and computerised systems were examined. Printed sources were evaluated based on commonly used criteria title by title. Operation of the two systems, LIRES and SCS, was described based on written documents and on interview with the system designers. Professional's attitudes toward legal information, information sources, and computerisation were surveyed. Responses made a distinction between groups of practitioners and professors to compare the results. Differences in attitudes towards library, information sources, and information seeking habits between two groups were identified. Capabilities of the computerised systems were analysed and compared with the potential users' needs and behaviours as found by the survey. Also, functions of the two systems were analysed by practical use of them, which was carried out by application of five legal questions to each system. According to the analysis, it was identified that the problem of search method which was a main factor of users' dissatisfaction with the printed information sources, could not be completely cleared up by the systems. For development of the information sources, improvement of search method of printed sources was suggested. Also, advancement of the two systems in the direction of utilisation of computer capacity for searching and of expansion of input data adjusting to potential users' needs was recommended. In addition, in order to maximise the use of the two systems, integration of them, by connecting them to the Dacom-Net, and then to the distributed database system as an efficient interface was recommended. The configuration required of such an interface was demonstrated by the example of an experimental system, CONIT.

Abstract:
This thesis reports results of a research study into the information behaviour of Kuwaiti legal professionals. The main aims of the research were to investigate the information behaviour and the information needs of Kuwaiti legal professionals, and examine whether the existing legal information sources and services meet their needs. The theoretical framework for this research was derived from the investigation of information behaviour in general, and studies of legal professionals in particular. Wilson's (1996) model of information behaviour was also used to develop the conceptual framework of this research. This model takes into account four types of information seeking behaviour: active search, passive search, passive attention and ongoing search. This model helped in formulating research questions and hypotheses and the design of data collections methods. It was used also as a tool for organising the interpretation and discussion of the research findings. The research methods were designed from a user-centred perspective, including using data collection methods that are supportive of user-centred research. Triangulation was used in data collection by the use of questionnaires, interviews and critical incidents technique. The participants of the research included legal academics, legal practitioners such as state lawyers, prosecutors and private lawyers, law librarians, legal publishers and legal database producers in Kuwait. The results showed that a personal collection is the source used most by Kuwaiti legal professionals. The majority did not use electronic sources such as databases and the Internet. A large percentage also did not use law libraries. The majority of academics sought information themselves, whereas the majority of practitioners relied on the assistance of others. The majority of respondents had no training on the use of information sources. The majority also relied on internal communication as a channel for information exchange more than external communication. The majority of respondents scanned between one or two journals, although journals should be among the major information sources for legal professionals. On the other hand, newspapers ranked first for serendipity for both academics and practitioners. New books were ranked as a first source by practitioners for updating information, whereas journals were ranked first for academics. These results showed the information seeking problems of the legal professionals. This led to the development of the interface requirement for the design of a prototype Kuwaiti Legal Information System (KLIS) interface. The aim of the system was to provide relevant and up-to-date information, and links to other information sources and services in order to improve communication channels at both national and international level. The system also sought to be cost-effective. Finally, a heuristic usability evaluation was undertaken by consulting a number of experts on the system's usability and contents. Conclusions are drawn and recommendations for further research and to stakeholders are made.

Abstract:
This thesis broadly seeks to present some relevant legal aspects concerning Flight Information Regions (FIRs) and to analyze State responsibility vis-a-vis FIRs, as well as liability incurred by States on account of acts and omissions while discharging their responsibilities.
The first part of this thesis is a presentation of the international rules and regulations applicable to FIRs, their legal implications and the extent to which they create obligations for States.
Some relevant problems (accidents, airspace congestion, unlawful interference) likely to present an additional challenge for the discharge of responsibilities with regard to FIRs are also considered.
Settlement of differences between States deserves special attention and is discussed in the light of the judicial machinery provided under the Chicago Convention 1944.
Finally, the liability of States is analyzed and the need for a strict liability regime and a policy of risk management is considered.

Full text
Abstract:
All donor offspring conceived under the Swedish Genetic Integrity Act or the now-repealed Act on Insemination, from gametes donated after 1 March 1985, have the right to obtain identifying information about the donor when they are sufficiently mature. Despite this, studies undertaken in Sweden and abroad reveal that many donor offspring will never be able to exercise their right to information because their parents do not tell them how they were conceived. This study examines the regulatory framework established to facilitate access to identifying information for donor offspring in Sweden; the main objective being to determine whether or not the right to information is an effective legal right. In addition to giving an account of the source and scope of the right under Swedish law, Sweden´s possible obligations to donor offspring under the United Nations Convention on the Rights of the Child and the European Convention on Human Rights are explored. A number of measures that could promote the right to information are also considered.

Abstract:
Recent loosening of legal restrictions on cannabis and its chemical constituents, including phytocannabinoids such as Δ9-tetrahydrocannabinol (THC) and cannabidiol (CBD), has led to rapid proliferation and wide availability of products containing CBD. Although using pure CBD does not result in THC-like intoxication, it is not risk-free. In this review, we examine CBD from scientific, marketing, and regulatory perspectives. Specifically, we evaluate the evidence used to support statements concerning CBD’s real and putative medical effects and discuss misleading information that has been used in marketing approaches. Also, we explore the current legal landscape surrounding CBD. We conclude that further research is necessary to clarify legitimate therapeutic effects of CBD. Federal regulation is also necessary to assure quality, safety, and efficacy of CBD products. Until new regulations are enacted to ensure purity and label accuracy, consumers should balance any perceived benefits of CBD use against potential risks associated with using products of unknown quality.

Abstract:
Modern agricultural production and food trade are involved in the process of digital transformation, which is a cardinal factor of sustainable development and is carried out on the basis of IT platforms, the Internet of Things, cloud computing, big data, artificial intelligence, blockchain technologies. The COVID-19 pandemic has increased the dependence of these sectors of the economy on information and communication technology infrastructure and services. At the same time, the slow updating of legislation, which lags behind the constantly improving digital technologies, not only hinders their implementation, but also is a source of a number of social and legal problems. A modern regulatory framework based on digital strategies should strengthen "smart agriculture". In Russia, the legal mechanism of digital transformation and development of the national platform "Digital Agriculture" should be supported by updated basic legislation.
