Penciptaan karya tari Sapuh Leger merupakan pencapaian ide serta kreativitas yang di latar belakangi oleh kelahiran seseorang. Menurut masyarakat Hindu sifat baik buruknya seseorang sangat dipengaruhi oleh hari kelahiran. Kelahiran seseorang pada Wuku Wayang merupakan kelahiran yang dianggap tidak tepat, karena dapat mempengaruhi sifat dan tingkah lakunya sehingga terlihat berbeda ketika seseroang yang lahir dihari biasa. Masyarakat Hindu Bali sangat meyakini adanya mitologi kelahiran Wuku Wayang yang berhubungan dengan kelahiran Bhatara Kala. Konon katanya Bhatara Kala memiliki sifat dan watak yang tidak baik, untuk itu setiap kelahiran pada Wuku Wayang wajib diupacarai yang disebut dengan upacara Bayuh Oton Sapuh Leger.Karya ini mengungkapkan beberapa sifat anak yang dilahirkan pada Wuku Wayang menurut umat Hindu Bali. Sifat-sifat tersebut diantaranya pemarah, egois, dan selalu menolak nasetan orang tua. Selain sifar-safatnya karya sapuh Leger juga menampilkan elemen-elemen yang digunakan dalam upacara Bayuh Oton Sapuh Leger seperti membuat Banten, meminta air suci, memercikkan air suci, dan sembayang (berdoa). Penciptaan karya tari Sapuh Leger adalah sebagai cerminan diri pada anak dan orang dewasa yang beberapa tidak dapat mengendalikan amarah dan emosionalnya terhadap orang tua. Karya ini diharapkan dapat menjadi intropeksi dan menjadi kesadaran agar menjahui sifat yang kurang baik.Penari dalam karya ini berjumlah sembilan orang penari putri dengan menampilkan lima adegan yang menegaskan pada sifat anak yang lahir pada Wuku Wayang dan proses upacara pembersihan diri.The creation of Sapuh Leger dance works is the achievement of ideas and creativity that is based on one's birth. According to Hindu society, the merits of a person are greatly influenced by the day of birth. Someone's birth in Wuku Wayang is a birth that is considered inappropriate, because it can affect the nature and behavior of that person so that it looks different when someone is born on an ordinary day. The Balinese Hindu community strongly believes in the mythology of the birth of Wuku Wayang which is related to the birth of Bhatara Kala. It is said that Bhatara Kala has bad character, for that every birth in Wuku Wayang must be celebrated which is called the Bayuh Oton Sapuh Leger ceremony.This work reveals some of the characteristics of children born in Wuku Wayang according to Balinese Hindus. These traits include being angry, selfish, and always rejecting parents' advice. Besides that, the work of Sapuh Leger also displays elements used in the Bayuh Oton Sapuh Leger ceremony such as making Banten, asking for Tirta or holy water, sprinkling holy water, and Sembahyang (praying). The creation of Sapuh Leger dance works is a reflection of children and adults who some cannot control their anger and emotional toward their parents. This work is expected to be introspective and become awareness in order to find out the nature that is not good.The dancers in this work number nine female dancers by presenting five scenes that emphasize the nature of the child born in Wuku Wayang and the process of self-cleansing ceremony.

Abstract:
<p>In Hindu, someone who is born to coincide with wuku wayang is a child who falls into the category of "cemer", because it has the same birthday as Bhatara Kala. Bhatara Kala will eat every child who has the same birth day as him, so to avoid the pursuit of Bhatara Kala every child is required to carry out the Sapuh Leger Ceremony. This study aims to address several issues including: (1) The procession of the Sapuh Leger Ceremony, (2) Application of the teachings of Manusa Yadnya, (3) the meaning of symbols in the Sapuh Leger Ceremony in the Padang Griya Environment, Padangsambian Village, West Depasar.</p><p>This type of research is qualitative, with the determination of informants using the purposive sampling method. As well as collecting data using non-participant observation, structured interviews with recording techniques, recording and shooting, and literature study methods. Data analysis conducted in this study used a descriptive qualitative method.</p><p>The results of the study showed that the procession of the Sapuh Leger Ceremony in the Padang Griya Environment Padangsambian Village, West Denpasar was carried out from morning to noon, starting from offering offerings to Ida Sang Hyang Widhi as a manifestation of Oton God, licking to cleanse themselves in beji and in the Lord Shiva Buddhist temple. The application of the teachings of Manusa Yadnya in the Sapuh Leger Ceremony lies in the procession of the implementation of the Natab Banten Oton procession. Meaning of symbols in the Sapuh Leger Ceremony is found in the Facilities used in the ceremony and staging of the Sapuh Leger Puppet. So that through each symbol used in the ceremony to form a communication to deliver a message so that children born in wuku wayang always find prosperity in their lives.</p>

Abstract:
Six cultivars of barley (‘Akka’, ‘Bruce’, ‘Klages’, ‘Leger’, ‘Perth’, and ‘York’) were compared for their ability to produce haploid embryos competent to produce embryogenic haploid callus. The capacity to generate such callus from scutellar epidermal cells is different among these cultivars and appears to be correlated with the developmental state–age of the embryo and associated with a rapid growth period. Histological examination of 12-, 14-, and 16-day-old embryos confirmed the meristematic nature of the callus-initiating cells and produced results which correspond well with results obtained from cultures of other similar embryos. Variability among cultivars in embryo development, root initiation from callus, and primary and secondary shoot regeneration was also identified.

Abstract Older adults frequently experience daily stressors and are at increased risk of adverse health consequences. Emerging studies have focused on factors that may buffer older adults’ well-being and strengthen their resilience to stress. This symposium adds to this burgeoning literature and presents studies that identify a wide range of such stress-buffering factors, including individual characteristics and daily social and emotional experiences. Huo et al. considered older adults’ empathy and found that more empathic individuals tended to use constructive strategies but not destructive strategies when coping with interpersonal tensions. When daily tensions occurred, more empathic individuals were also better at maintaining their mood. Kim et al. showed that older adults’ marital status influenced their irritable encounters with grown children. Although irritable encounters were associated with increased daily negative mood, this link varied by parents’ marital status. Hong et al. assessed the link between daily stressors and negative affect among older adults with varying levels of loneliness. They found that positive interpersonal encounters were particularly protective for lonely older adults’ daily affect. Leger et al. further examined the buffering effects of trait level and same-day positive emotions during times of stress. Higher trait and same-day levels of positive emotions reduced negative emotions on the day following a stressor. Together, findings might inform future interventions aimed at increasing the daily experience of older adults. Dr. Hoppmann will serve as the Discussant and summarize the theoretical and methodological contributions of these studies. She will discuss challenges in this field and directions for future research.

De geschiedschrijving die de ‘Vlaamse Frontbeweging’ tot onderwerp nam, heeft tot dusver te weinig het oog gericht naar de voorgeschiedenis die in nauw verband staat met de afschaffing van de loting en de veralgemening en uitbreiding van de dienstplicht vanaf 1909. Daarbij kwam ook nog eens de eerste taalwet van 1913 die door de strijdkrachten zou moeten toegepast worden. Dit leidde tot een veel sterkere betrokkenheid binnen de Vlaamse beweging. Daarbij werd uit de aard der zaak vooral gerekend op de jonge mannen die nog naar het leger zouden moeten. Zij zouden in staat moeten zijn om de volksjongens zonder veel scholing mee in het ‘Vlaamse’ bad te trekken en zo stapsgewijs het Nederlands een plaats te geven in de strijdkrachten.Al even belangrijk voor een goed begrip is het feit dat de vooroorlogse elite er bijzonder goed in was geslaagd om het leger dienstbaar te maken bij de start van de carrière van wie hoger onderwijs kon volgen via de ‘compagnies universitaires’. In 1909 werd bovendien de categorie van de brancardiers gecreëerd die bestond uit seminaristen, novicen en student-onderwijzers. Zij moesten enkel een cursus volgen in hun vrije tijd.Er werd dus een elite geschapen die amper in contact kwam met de werkelijkheid in het leger en die mijlenver afstond van het beroepskader. Dat leverde de nodige springstof waarop de Frontbeweging kon groeien als een voortzetting van de vooroorlogse katholieke studentenbeweging. Deze jongemannen vonden dat zij hun vooroorlogse agitatie op taalvlak moesten verder zetten in oorlogstijd. Omdat de Duitse Flamenpolitik en de toenemende uitzichtloosheid leidde tot verbittering betekende dit een bedreiging voor de machtspositie van het militaire kaderpersoneel en de koning-opperbevelhebber.De hoop en de verwachting dat de Vlaamse oud-strijders zich na afloop van de oorlog en masse achter de Frontbeweging haar eisenprogramma zou scharen, bleek echter ijdel.__________ “A Wide Field for the Student Movement Lies Open.” On the Origin and Character of the Flemish Front Movement The historiography which takes the ‘Flemish Front Movement’ as its subject has so far paid too little attention to the historical background which is closely tied to the abolition of the conscription lottery and the generalization of the service requirement from 1909. In addition to this was the first language law of 1913 that the armed forces were supposed to follow. This led to a greater participation in the Flemish Movement. This obviously included in large part the young men who still had to go into the army. They had to be up to the task of bringing boys from the common folk who did not have much schooling into the ‘Flemish’ sphere and thus work step-by-step to give Dutch a place among the armed forces.Just as important for a good understanding is the fact that the prewar elite was unusually successful in making the army a stepping stone in the career of those who could follow higher education, through the “compagnies universitaires” (university companies). Most importantly in this regard, in 1909 the category of stretcher-bearer was created, which was made up of seminary students, novice priests and student teachers. They only had to take a course in their free time.Thus, an elite was formed that was nearly never in contact with the day-to-day life of the army and which was miles away from the traditional professional circles. This provided the necessary spark from which the Front Movement could grow as an extension of the prewar Catholic student movement. These young men found that they had to continue their prewar agitation regarding language matters in wartime. Because the German Flamenpolitik (policy of coopting the Flemish Movement) and growing hopelessness led to embitterment, this constituted a threat to their position of power of the military senior staff and the king as commander-in-chief.The hope and the expectation that Flemish veterans would range themselves en masse behind the Front Movement’s list of demands after the end of the war turned out to be in vain.

Abstract Middle-age and older adults vary widely in their physical health. This symposium describes studies that identify diverse daily experiences that account variation in health using multiple indicators of well-being (self-reported, biological). Fingerman et al. assessed daily TV viewing among older adults and found that more frequent television watching was associated with poorer physical health, worse health behaviors, and less energy expenditure (via actical watch). Leger et al., examined links between daily affect and sleep. Greater variability in daily positive affect is associated with fewer hours of sleep and greater morning tiredness even after adjusting for mean levels of affect. Luong et al. examined links between daily stress and affect. Interpersonal stressors were associated with greater affect reactivity than non-interpersonal stressors and links were reduced among older adults. Birditt et al. assessed links between daily social interactions and cardiovascular reactivity. More frequent social interactions and negative social interactions were associated with increased heart rate and links varied by gender and race. Polenick et al. examined links between daily social interactions and salivary DHEA-S (a marker of the stress response). Positive interactions predicted greater DHEA-S over the course of the day and links between negative interactions and DHEA-S varied by age group such that younger individuals appeared to be more reactive. These studies offer important clues regarding how daily experiences get under the skin to influence health and well-being.

Abstract:
Indien men de geschiedenis van de strafrechtelijke repressie van het Vlaamse activisme na de Eerste Wereldoorlog ten gronde wil bestuderen, moet men niet alleen de parlementaire verklaringen, de gerechtelijke statistieken en de kranten omrent die repressie raadplegen, maar vooral de gerechtelijke archieven uitpluizen die deze repressie heeft nagelaten. In dit artikel wordt dit voor de eerste keer gedaan voor de Vlaamse activisten die door de krijgsraad van het Groot Hoofdkwartier van het Leger werden veroordeeld. Die krijgsraad te velde kreeg tussen 19 november 1918 en 13 mei 1919 het monopolie van de bestraffing van zowel burgeractivisten als militaire activisten en behield dit monopolie tussen 14 mei 1919 en 30 september 1919 voor de militaire activisten. Na deze laatste datum werden de Vlaamse burgeractivisten vervolgd voor de provinciale Assisenhoven en de militaire activisten voor de provinciale krijgsraden.Het krijgsauditoraat van het Groot Hoofdkwartier vervolgde uiteindelijk 689 gewone burgers en 105 militairen voor (Vlaams en Waals) activisme (inbreuk op artikel 104, 115, lid 5 en 118bis van het Belgische strafwetboek). Hiervan moesten er zich uiteindelijk slechts drieëndertig Vlamingen (26 burgers en 7 militairen) verantwoorden voor de krijgsraad van het Groot Hoofdkwartier. Vier van hen werden vrijgesproken en negenentwintig tot een straf veroordeeld. De hoogste straf was een doodstraf, die in hoger beroep werd omgezet in een buitengewone hechtenis van twintig jaar. De laagste straf bestond uit een gevangenisstraf van twee jaar. Onder de veroordeelde burgers waren er twee die deel hadden uitgemaakt van de tweede Raad van Vlaanderen en twee die de Duitsers hadden benoemd in de door hen opgerichte Vlaamse administratie. Alle andere waren plaatselijke propagandisten van het Vlaamse activisme. De zeven militairen waren allen verdacht van activisme in het bezette België tijdens de zes laatste maanden van de oorlog. Drie van hen waren vanuit het Frontgebied naar het bezette gebied overgelopen en drie andere genoten van een vervroegde terugkeer uit een krijgsgevangenenkamp in Duitsland waar ze zich ook al maanden voor de Vlaamse zaak hadden ingezet.________The day of reckoning. Flemish activists court-martialled at the Main Headquarters of the Army (23 January until 30 June 1919)In order to carry out a thorough study of the history of the criminal repression of Flemish activism after the First World War, you need to consult not only the parliamentary declarations, the legal statistics and the newspapers on the subject, but more in particular research the court records reporting on that repression. This article is the first to study the Flemish activists who were sentenced by the court-martial at the Main Headquarters of the Army. From 19 November 1918 until 13 May 1919 that field court-martial was given the monopoly of prosecuting both civilian and military activists and it retained this monopoly for the prosecution of military activists between 14 May 1919 and 30 September 1919. After the latter date the Flemish civilian activists were prosecuted by the provincial Assize Courts and the military activists by the provincial court-martials. Eventually the military tribunal of the Main Headquarters prosecuted 689 civilians and 105 military on the basis of (Flemish and Walloon) activism (infringement of article 104, 115 paragraph 5 and 118bis of the Belgian Criminal Code). Finally only 33 Flemish (26 civilians and 7 military) had to account for their actions in front of the court-martial of the Main Headquarters. Four of them were acquitted and twenty-nine were sentenced. The most severe penalty was a death sentence, which was converted on appeal to an exceptional imprisonment of twenty years. The most lenient penalty was two years imprisonment. Two of the convicted civilians had been part of the Second Council of Flanders and two of them had been appointed by the Germans to be part of the Flemish administration they had established. All the others had been local propagandists of Flemish activism. The seven military had all been suspected of activism in occupied Belgium during the last six months of the war. Three of them had deserted from the Frontline to the occupied territory and three others had been granted an early return from a prisoner of war camp in Germany where they also had dedicated themselves for months to the Flemish cause.

ZusammenfassungDas Transplantationsgesetz (TPG) als Rechtsgrundlage für das Verteilungssystem in der Lebertransplantation in Deutschland wird durch Richtlinien der Bundesärztekammer (BÄK) konkretisiert. In diesen Richtlinien wird der Stand der Erkenntnisse der medizinischen Wissenschaft festgestellt. Das Verfahren für die Richtlinienerarbeitung ist nun formalisiert und transparent gestaltet worden.Die Umfrage mit 502 Teilnehmern beleuchtet 4 aktuelle Aspekte des Verteilungssystems aus dem Blickwinkel unterschiedlicher Interessengruppen (medizinisches Personal, Patienten auf der Warteliste Leber oder nach einer Lebertransplantation, Medizinstudenten und nicht medizinische Universitätsmitarbeiter und Studenten). Eine große Mehrheit der Befragten empfand das gegenwärtige Verteilungssystem für Spenderorgane als gerecht. Ärzten wurde ein großes Mitspracherecht hinsichtlich der Allokationsregeln eingeräumt. Die Chancen eines Patienten auf der Warteliste, rechtzeitig ein Spenderorgan zu erhalten, wurden schlechter eingeschätzt als sie tatsächlich sind. Die 6-monatige Alkoholabstinenz vor Aufnahme auf die Warteliste Leber bei alkoholbedingter Leberzirrhose stieß auf große Zustimmung bei den Befragten. Die Ergebnisse der Umfrage legen nahe, dass Vertrauen in die Ärzte bezüglich der Schaffung gerechter Allokationsregeln besteht und lassen auf eine breite Zustimmung zu dem aktuellen Verteilungssystem in der Lebertransplantation schließen.

<p><strong><em>Abstract:</em></strong></p><p><em>This community service activity aims to help school owners and managements to get competences in preparing Financial Statement regarding to Accounting Standards for Non Profit Entity (PSAK 45/ISAK 35). The subject discussed in this community service activity are: 1. Basic knowledge of Financial Statement for Non Profit Entity, 2. The Accounting Cycle Concept that consist of journalization, posting to general legder, preparing trial balance, adjusting entries concept, and adjusted trial balance. 3. Basic concept of preparing Financial Statements including activity statement, statement of financial position, and cash flow statement. 4. Practise for identifying transaction, preparing cash journal, posting to general ledger, and preparing trial balance. 5. This community service activity is a suistanable training program, with objective to give the participants competences in preparing Financial Statements of their school at the end of the program. Methods used in this community service activity are counseling, training, and mentoring presented by community service activity team. Discussion sessions with participants guided by the mentor and held in Zoom Meeting. Questionnaire in Google Form platform is used to gather feedback from participants. The evaluation results for this community service activity, both during the session and through questionnaire, shows that participants are satisfied with the program and the purpose of this community service activity is achieved where participants got the benefits in knowledge, understanding, and skills related to Financial Management and Financial Statements in school. Also, participants are able to apply transaction identification, journalized, prepared general ledger and trial balance.</em></p>

Abstract:
Studien undersöker om den svenska aktiemarknaden i regel presterar sämre mellan månaderna maj och september enligt den så kallade “ sell-in-may-and-go-away- effekten”. Vi använder den logaritmerade avkastningen för det svenska indexet OMXS30 som delas upp i olika perioder; maj till september, samt oktober till april. Avkastningen för dessa perioder jämförs genom att använda en regressionsmodell. Resultatet från undersökningen visar att effekten är positiv, samt signifikant på en-procentsnivå mellan 1986 till 2017 för OMXS30 iSverige. Studien tittar även på sell-in-may-and-go-away- effektens utveckling, och finner indikationer för att effekten avtar efter publiceringen av Bouman & Jacobsens undersökningav effekten år 2002. Indikationen på att effekten avtar kan betyda en högre grad av rationalitet hos investerare samt en mer effektiv marknad allt eftersom sell-in-may-and-go-away- effekten blir mer allmänt känd. Resultatet för att effekten skulle vara avtagande är dock inte statistisk signifikant och därmed inte heller statistiskt säkerställd.

Bibliotheken integrieren seitdem zwei Bewegungsformen, einmal das Suchen, Finden und Aneignen der Bücher durch die Benutzer und zum anderen das Aufnehmen, Ordnen und Bereitstellen der Bücher durch das Personal. This article analyses the impact of the IOTA distributed ledger technology (DLT) on smart cities. The world population is rapidly increasing while at the same time trends such as urbanization shape future demographics. Thus, fast-growing cities face the challenge of increasing demands in resources such as energy, water, transportation, while at the same time aiming to increase life quality by reducing burdens such as pollution and waste. The concept of a “Smart City” emerged with the ambition to solve a city’s issues by creating social and economic advantages while providing efficient resource allocation processes. Nevertheless, current information communication technologies tend to underperform a smartcities systems requirement since the quantity of connected devices increases which slows down the transition of a city becoming smart. The distributed ledger technology IOTA promises to enable automated, feeless transactions and processes with a high level of integrity, which may impact the development of smart cities. In this research the IOTA technology is introduced and investigated. The advantages of IOTA compared to conventional information communication technologies and the blockchain technology are highlighted. Thereafter, the current state of IOTA in smart cities is reviewed by analysing current research and use cases. To investigate the concept of a smart city the smart city initiative framework, including its subcategories is introduced. Additionally, different experts working on IOTA integrations related to smart city initiatives were interviewed giving insights into their field ofexpertise. Finally, an analysis and discussion of the IOTA technology use cases are put into relation with the multi-level perspective framework (Geels, 2006) highlighting the positive impact of IOTA on the development of smart cities.
I den här artikeln analyseras effekterna av IOTA:s teknik för distribuerade huvudböcker (DLT) på smarta städer. Världens befolkning ökar snabbt samtidigt som trender som urbanisering formar framtidens demografi. Snabbt växande städer står därför inför utmaningen att öka kraven på resurser som energi, vatten och transporter, samtidigt som de strävar efter att öka livskvaliteten genom att minska belastningar som föroreningar och avfall. Begreppet smart stad uppstod med ambitionen att lösa stadensproblem genom att skapa sociala och ekonomiska fördelar och samtidigt tillhandahålla effektiva processer för resursfördelning. Den nuvarande informations- och kommunikationstekniken tenderar dock att inte uppfylla kraven på system för smarta städer, eftersom mängden anslutna enheter ökar, vilket gör att övergången till en smart stad blir långsammare. Den distribuerade huvudbokstekniken IOTA lovar att möjliggöra automatiserade, felfria transaktioner och processer med en hög grad av integritet, vilket kan påverka utvecklingen av smarta städer. I den här forskningen introduceras och undersöks IOTA-tekniken. Fördelarna med IOTA jämfört med konventionell informationskommunikationsteknik och blockkedjetekniken lyfts fram. Därefter granskas det nuvarande läget för IOTA i smarta städer genom att analysera aktuell forskning och användningsfall. För att undersöka begreppet smart stad introduceras ramverket för initiativet för smarta städer, inklusive dess underkategorier. Dessutom intervjuades olika experter som arbetar med IOTA-integrationer isamband med initiativ för smarta städer för att ge en inblick i deras expertisområde. Slutligen analyseras och diskuteras IOTA-teknikens användningsområden i förhållande till ramverket för flernivåperspektivet (Geels, 2006), där IOTA:s positiva inverkan på utvecklingen av smarta städer lyfts fram.

Im vorliegenden Beitrag berichten die Autorinnen von ihren Erfahrungen bei der Umsetzung einer dezidiert weltzugewandten ökonomischen Bildung. Diese rückt den Kontext wirtschaftlichen Denkens und Handelns auf der einen und das erkennende und sich bildende Subjekt auf der anderen Seite in den Mittelpunkt des Bildungsgeschehens. Am Beispiel der einwöchigen Exkursion von Ökonomiestudierenden der Cusanus Hochschule für Gesellschaftsgestaltung in das landwirtschaftliche Ensemble von Rothenklempenow legen die Autorinnen die didaktische Umsetzung dieses Bildungsanliegens dar.

In diesem Beitrag diskutieren wir die Szenariotechnik als partizipatives Instrument zum Umgang mit komplexen, nichtlinearen Systemen. Exemplarisch berichten wir über ein transdisziplinär angelegtes Projekt zur Transformation der Landwirtschaft. Anhand dessen skizzieren wir folgend den Nutzen der Szenariotechnik als auch die Notwendigkeit eines integrativen und inklusiven Vorgehens, um der Komplexität und der damit verbundenen Unsicherheit zur Modellierung zukünftiger Systeme zu begegnen. Das damit eng verbundene Verständnis von nachhaltiger Entwicklung als Zielformulierung verstehen wir als stetigen Aushandlungsprozess und veränderliches Ziel. In diesem Kontext legen wir das Entwerfen multipler Zukünfte als größten Vorteil der Szenariomethode dar. Ebenso argumentieren wir, dass die Szenariotechnik den Ansprüchen an einen nachhaltigkeitsfokussierten Modellierungsansatz gerecht wird und beleuchten sowohl Potenziale als auch Herausforderungen. Der Fokus liegt dabei auf dem Potenzial, mit Hilfe der Szenariotechnik das Wissen unterschiedlicher Akteure aus Wissenschaft und Praxis zu verbinden und zu kommunizieren. Die hier vorgestellte Szeanriotechnik adressiert dabei Systemwissen, Zielwissen und Transformationswissen mit dem Ziel, dieses als partizipativ generierte Erzählung zusammenzuführen.

Es zählt zu den Besonderheiten des nordrhein-westfälischen Finanzausgleichs, dass die Bestimmung der interkommunalen Finanzbedarfsrelationen auf Gemeindeebene ausschließlich regressionsanalytisch erfolgt. Den Grund für die Überprüfung des hierzu aktuell verwendeten Regressionsverfahrens in Form der Pooled-OLS-Methode liefert die Erfahrung, dass die zur jeweiligen Vorbereitung der Gemeindefinanzierungsgesetze (GFG) der Jahre 2016 und 2017 durchgeführten Regressionsrechnungen nicht zu den erwarteten Ergebnissen geführt haben. Die genannte Methode wurde erstmals für das GFG 2015 unter der Zielsetzung verwendet, zu (zeit-)stabileren Resultaten bei der Ermittlung der finanzausgleichsrelevanten Bedarfsparameterwerte (Stufung der Hauptansatzstaffel, Gewichtung der Nebenansätze) zu gelangen. Die vorliegenden Rechenergebnisse legen jedoch die Schlussfolgerung nahe, dass das genannte Ziel nur teilweise erreicht werden konnte. So zeigt die durchgeführte Regressionsanalyse zum GFG 2016 auf Basis der Datenjahrgänge 2009-2012 eine Erhöhung des Gewichtungsfaktors für den Soziallastenansatz um knapp 2 Prozentpunkte auf 17,63 bei einer gleichzeitig reduzierten Spreizung der Hauptansatzstaffel um zwei Staffelklassen auf 142 % für die einwohner-stärkste Kommune (Köln). Diese Veränderung der Parameterwerte nimmt bei der Regressionsanalyse für das GFG 2017 unter Verwendung der Datenjahr-gänge 2009-2013 noch weiter zu. Danach beläuft sich der Gewichtungsfaktor für den Soziallastenansatz auf 19,25 und steigt damit um zusätzliche 1,6 Prozentpunkte an, während die Spreizung der Hauptansatzstaffel um eine weitere Staffelklasse auf 139 % für Köln abnimmt.
