Abstract:
The conversion of rental apartments to tenancy-owned housing has been a common phenomenon in the housing market in Stockholm during the last two decades. Rental apartment-tenants have the opportunity to purchase their unit for a hefty discount. The existence of the discount has further resulted in banks providing a mortgage that allows the tenant to purchase the apartment with full leverage and without any cash contribution. The households have been able to sell their apartment with high profit and then reinvest it in other housing alternatives at better locations, in better technical conditio

The focus of this PhD is on the way in which policy makers and practitioners ‘plan’ ‘community’ in the realisation of urban policies, particularly in housing and regeneration. The research underpinning this PhD took place against a policy backdrop of measures to increase the supply of (affordable) housing, to reduce social exclusion and to promote urban renaissance and sustainable communities. The common theme through all of the outputs has been focused on ‘community’ both as a entity which exists but which is difficult to define, and as an instrument of policy. It investigates the rise and fall of the civil servants’ co-operative building society, which was a special form of housing arrangement for civil servants in Hong Kong that began in the 1950s. The focus is on the voluntary dissolution of civil servants’ co-operative building societies. The goal of this thesis is to identify strategies that promote resident empowerment, involvement and cooperation in housing co-operatives that can be applied to mixed-income developments in order to bridge social capital. Numerous American policy makers, housing professionals and planners support the development of mixed-income housing to address the social and economic isolation of low-income, urban citizens living in public housing.
