Overcoming the regulatory and institutional legacy of the New Order regime has been one of the main ambitions of reformasi. In the film industry, such reform took a back seat to practical efforts film making, resulting in a protracted struggle by filmmakers against censorship and the state agencies responsible for overseeing the film industry. Efforts culminated in the Masyarakat Film Indonesia (MFI) movement which protested the lack of professionalism by returning their Citra Awards before launching a legal challenge to the constitutionality of the Censorship Board in the Constitutional Court. Failing in their bid to abolish censorship, the case precipitated the legislation of a new film law and with it a plethora of new regulations that are adding additional regulatory burdens to filmmakers. In particular, the formation of new representative film bodies complicates the film industry, raising spectres of a return to state over-regulation.

Diversity in representative bodies is important to political scientists, with many focusing on the presence of African Americans in legislatures. This chapter examines black seat share and the black representation ratio in state legislatures, from 1992 to 2010. The findings show that while the relationship between black population and the black seat share is linear, the black population in a state has a non-linear relationship with the black representation ratio. This provides partial support for the expectation that because of racial threat, the relationship between black population and black descriptive representation is non-linear. Moreover, there is more to explaining black descriptive representation than the presence of African Americans. Legislative professionalism, the partisan attachments of voters, and the Latino population in the state are other important predictors of black descriptive representation in state legislatures.

This chapter examines the evolution of representative assemblies in Europe during the period 1250–1750. Numerous historical sources provide evidence of a clear distinction between the financial roles played by representative bodies in city-states and by those in territorial states. Within city-states, representative bodies met frequently, they played a direct role in controlling government finance. Within territorial states, representative assemblies were sometimes an obstacle to a government's efforts to obtain credit. The chapter first provides an overview of the origins of representative assemblies before discussing the prerogatives of representative assemblies in city-states and territorial states. The evidence relates to long-standing historical arguments about the emergence and evolution of political representation. The chapter also highlights the pronounced difference in the activities of representative assemblies in city-states and territorial states.

This chapter is an overview of the US Congress and its major functions of representation and legislation. It argues that many of the characteristics of Congress with which Americans are so impatient stem directly from the institution's democratic nature. The legislative process is complicated because a representative assembly must find ways of balancing minority rights and majority rule and develop mechanisms for reaching decisions while still allowing competing claims to be heard and taken into account. In short, Congress is slow to act, cumbersome in its procedures, and contentious in its discussions because it is a democratic decision-making body. Many who disparage Congress are, in effect if not intent, disparaging popular government.

This chapter examines the roles of the various institutional actors in the EU fundamental rights architecture. The European Commission is the most well-known supranational institution of the EU. It acts as the central pillar of the EU system with responsibilities spanning legislative proposals and enforcement of EU law, among others. As such, the Commission has an important role in ensuring that EU and implementing national law is consistent with fundamental rights. The conduct of the Commission itself is equally subject to fundamental rights requirements which is of additional significance due to its external representation role in which the Commission should also promote human rights. The other institutional actors include the European Parliament; the Council of the European Union; the Court of Justice (CJEU); the European External Action Service (EEAS) and EU Special Representative (EUSR) for Human Rights; the EU Agency for Fundamental Rights (FRA); the National Human Rights Institutions (NHRIs); the national equality bodies (NEBs) and national data protection authorities (NDPAs); and the European Ombudsman. Although the Member States are not EU institutions or bodies, their importance in the EU system overall and for the protection of fundamental rights in particular cannot be overlooked.
