Abstract:
Abstract:
Abstract:
In 2009, Germany ratified the UN Convention on the Rights of Persons with Disabilities (UN-CRPD) and committed itself to allow for “the full and effective participation [of people with disabilities] in society” (United Nations, 2006, §3), especially in education (United Nations, 2016, §24). The present article addresses the necessary follow-up question: which patterns of perception university teachers have of students with disabilities? A first project-based qualitative analysis of data from the EU-project “European Action on Disability within Higher Education” has been conducted on the grounds that disability can be described as a constructed sociocultural phenomenon (Tremain, 2005), showing that heterogenous concepts of disability can be reconstructed from the interviews (Aust, Trommler, & Drinck, 2015). In an adaptation of theoretical sampling according to Grounded Theory (Glaser & Strauss, 2010), interviews with teachers were selected for this article. The Explanatory Legitimacy Theory Model by DePoy and Gilson (2004, 2010) served as a pool of ideas for analysis. The four main areas of, 1) effective power of symbols or iconic figures, 2) performativity of attributions of disability, 3) dimension of time for concepts addressed, and 4) perpetuation of the medicine model can be reconstructed. The analysis indicates that the medicine model remains the dominant reference when teachers in higher education speak about disability. In conclusion, conditions that impede the proper implementation of the UN-CRPD in higher education must be identified so that higher education institutions can be further developed as multicultural organisations (Schein, 1984).

Abstract:

Abstract:
We review recent evidence indicating that researchers in experimental psychology may have used suboptimal estimates of word frequency. Word frequency measures should be based on a corpus of at least 20 million words that contains language participants in psychology experiments are likely to have been exposed to. In addition, the quality of word frequency measures should be ascertained by correlating them with behavioral word processing data. When we apply these criteria to the word frequency measures available for the German language, we find that the commonly used Celex frequencies are the least powerful to predict lexical decision times. Better results are obtained with the Leipzig frequencies, the dlexDB frequencies, and the Google Books 2000–2009 frequencies. However, as in other languages the best performance is observed with subtitle-based word frequencies. The SUBTLEX-DE word frequencies collected for the present ms are made available in easy-to-use files and are free for educational purposes.

‘Tis the season of anniversaries in Germany. 2009 unfolded like a hitparade of history. March ushered in the sixtieth anniversary of the foundingof the Federal Republic and May witnessed the sixtieth anniversary ofthe end of the Berlin Blockade. After a summer lull, the seventiethanniversary of Nazi Germany’s invasion of Poland fell on 1 Septemberand in October, the twentieth anniversary of the first Monday demonstrationin Leipzig took place. Finally, the month of November offered up amajor date—the twentieth anniversary of the fall of the Berlin Wall—and alesser one, suited more for the political connoisseur: the fortieth anniversaryof the Social Democratic Party’s (SPD) ratification of the GodesbergerProgram. 2010, of course, culminates in October with the twentiethanniversary of unification.

Abstract:
Abstract. Flood risk assessment is an essential part of flood risk management. As part of the new EU flood directive it is becoming increasingly more popular in European flood policy. Particularly cities with a high concentration of people and goods are vulnerable to floods. This paper introduces the adaptation of a novel method of multicriteria flood risk assessment, that was recently developed for the more rural Mulde river basin, to a city. The study site is Leipzig, Germany. The "urban" approach includes a specific urban-type set of economic, social and ecological flood risk criteria, which focus on urban issues: population and vulnerable groups, differentiated residential land use classes, areas with social and health care but also ecological indicators such as recreational urban green spaces. These criteria are integrated using a "multicriteria decision rule" based on an additive weighting procedure which is implemented into the software tool FloodCalc urban. Based on different weighting sets we provide evidence of where the most flood-prone areas are located in a city. Furthermore, we can show that with an increasing inundation extent it is both the social and the economic risks that strongly increase.

Abstract. Losing streams that are influenced by wastewater treatment plant effluents and combined sewer overflows (CSO's) can be a source of groundwater contamination. Released micropollutants such as pharmaceuticals, endocrine disrupters and other ecotoxicologically relevant substances as well as inorganic wastewater constituents can reach the groundwater, where they may deteriorate groundwater quality. This paper presents a method to quantify exfiltration mass flow rates Mex of wastewater constituents from losing streams by the operation of integral pumping tests (IPT's) up- and downstream of a target section. Due to the large sampled water volume during IPT's the results are more reliable than those from conventional point sampling. We applied the method at a test site in Leipzig (Germany). Wastewater constituents K+ and NO3− showed Mex values of 1241 to 4315 and 749 to 924 mg m−1stream d−1, respectively, while Cl− (16.8 to 47.3 g m−1stream d−1) and SO42− (20.3 to 32.2 g m−1stream d−1) revealed the highest observed Mex values at the test site. The micropollutants caffeine and technical-nonylphenol were dominated by elimination processes in the groundwater between upstream and downstream wells. Additional concentration measurements in the stream and a connected sewer at the test site were performed to identify relevant processes that influence the concentrations at the IPT wells.

Abstract:
The digitization of dispersed collections offers the opportunity to do much more than simply image collections. The paper centres on major initiatives involving the British Library which are virtually reunifying significant collections dispersed around the world. Such virtual reconstruction of cultural heritage creates a different digital entity. The Codex Sinaiticus project has worked towards the July 2009 Web launch of the virtual reunification of all the leaves of one of the earliest extant Bibles. The approximately 400 leaves are physically located in St Catherine's Monastery, Mount Sinai, Leipzig University Library, the National Library of Russia, St Petersburg, and the British Library, London. The International Dunhuang Project is a very mature project that has been digitizing material from the Dunhuang caves and the Eastern Silk Road dispersed in London, Beijing, Dunhuang, St Petersburg, Berlin, Paris, Stockholm and Kyoto. These complex programmes have broad application to other cultural–historical projects, and some of the wider political, diplomatic and stewardship themes are developed.

Abstract. The Spectral Aerosol Extinction Monitoring System (SǼMS) is presented that allows us to continuously measure the spectral extinction coefficient of atmospheric aerosol particles along an approximately 2.7 km long optical path at 30–50 m height above ground in Leipzig (51.3° N, 12.4° E), Germany. The fully automated instrument measures the ambient aerosol extinction coefficients from 300 to 1000 nm. The main goal of SǼMS observations are long-term studies of the relationship between particle extinction and relative humidity from below 40% to almost 100%. The setup is presented and observations (a case study and statistical results for 2009) are discussed in terms of time series of 550 nm particle optical depth, Ångström exponent, and particle size distribution retrieved from the spectrally resolved extinction. The SǼMS measurements are compared with simultaneously performed EARLINET (European Aerosol Research Lidar Network) lidar, AERONET (Aerosol Robotic Network) sun photometer, and in situ aerosol observations of particle size distribution and related extinction coefficients on the roof of our institute. Consistency between the different measurements is found, which corroborates the quality of the SǼMS observations. Statistical results of a period of 1 yr (2009) show mode extinction values of 0.09 km−1 (SǼMS), 0.075 km−1 (AERONET), and 0.03 km−1 (in situ). Ångström exponents for this period are 0.19 (390–880 nm, SǼMS) and 1.55 (440–870 nm, AERONET).

Abstract. During the measurement campaign FROST (FReezing Of duST), LACIS (Leipzig Aerosol Cloud Interaction Simulator) was used to investigate the immersion freezing behavior of coated and uncoated Arizona Test Dust (ATD) particles with a mobility diameter of 300 nm. Particles were coated with succinic acid (C4H6O4), sulfuric acid (H2SO4, two different coating conditions), and ammonium sulfate ((NH4)2SO4). Ice fractions at temperatures between 233.15 K and 240.65 K were determined for all types of particles acting as IN (Ice Nuclei). In this temperature range, uncoated particles and those coated with C4H6O4 or small amounts of H2SO4 started to act as IN at higher temperatures compared to particles with larger amounts of H2SO4 or (NH4)2SO4 coatings. Although the latter two showed similar hygroscopic growth and droplet activation behavior, they differed in their ability to act as IN. ATD particles coated with (NH4)2SO4 were the most inefficient IN. The ability of the investigated particles to act as IN was found not to be related to water activity for the freezing process investigated, however, in LACIS, the supercooled droplets were activated and highly diluted before the freezing occurred. Applying the measurement results, a parameterization, based on a simplified CNT (Classical Nucleation Theory) type nucleation rate expression, was developed. The simplified theory allows us to determine that thermodynamic changes at the surface are dominating the change in nucleating ability, rather than changes in surface area or kinetic effects.

Abstract:
This story is about a kind of pilgrimage, which is connected to the course of events which occurred in Częstochowa on 22 September 1942. In the morning, the German Captain Degenhardt lined up around 8,000 Jews and commanded them to step either to the left or to the right. This efficient judge from the police force in Leipzig was rapid in his decisions and he thus settled the destinies of thousands of people. After the Polish Defensive War of 1939, the town (renamed Tschenstochau) had been occupied by Nazi Germany, and incorporated into the General Government. The Nazis marched into Częstochowa on Sunday, 3 September 1939, two days after they invaded Poland. The next day, which became known as Bloody Monday, approximately 150 Jews were shot deadby the Germans. On 9 April 1941, a ghetto for Jews was created. During World War II about 45,000 of the Częstochowa Jews were killed by the Germans; almost the entire Jewish community living there. The late Swedish Professor of Oncology, Jerzy Einhorn (1925–2000), lived in the borderhouse Aleja 14, and heard of the terrible horrors; a ghastliness that was elucidated and concretized by all the stories told around him. Jerzy Einhorn survived the ghetto, but was detained at the Hasag-Palcery concentration camp between June 1943 and January 1945. In June 2009, his son Stefan made a bus tour between former camps, together with Jewish men and women, who were on this pilgrimage for a variety of reasons. The trip took place on 22–28 June 2009 and was named ‘A journey in the tracks of the Holocaust’. Those on the Holocaust tour represented different ‘pilgrim-modes’. The focus in this article is on two distinct differences when it comes to creed, or conceptions of the world: ‘this-worldliness’ and ‘other- worldliness’. And for the pilgrims maybe such distinctions are over-schematic, though, since ‘sacral fulfilment’ can be seen ‘at work in all modern constructions of travel, including anthropology and tourism’.

Abstract:
Linkage of "Lakes Zwenkau-Cospuden" as one of the elements of land reclamation after the open-cast mines and its future importance for the development of the region The open-cast mine "Böhlen", closed in 1921, in 1969 was transformed into "Zwenkau"("Zw") open-cast mine. In the seventies, together with its smaller neighbouring mine "Cospuden"("Cs"), became one of the greatest enterprises of the Central German lignite mining area. In the last centuries Zw and Cs mines had an significant influence on the economic, technical and scientific progress of this region. Although the mines were in separate mining areas, very close relations of proximity existed between them, particularly in the superposition of the lowering ground water areas. Thus, the total mass of the mine tailings "Cospuden" in the mining sector "Zwenkau" was flattened and designed for land reclamation. Since the cessation of lignite mining in the area Böhlen/Zwenkau/Cospuden the south region from Leipzig has been changed fundamentally. The remaining holes, which mines left behind, became lakes. Along the lakes raised beaches, ports and holiday houses. Lusatia and Central German Mining Administration Company (LMBV), which is now responsible for the reclamation and rehabilitation of disused mines, proposed a new perspective of this region, perceived as a part of nature and human-being. The main emphasis has been placed on the development of created lakes, flow-up phase and good water quality assurance. Some of the new lakes are connected together with artificial canals and locks. This also relates to "Zwenkau-Cospuden Lakes" (LMBV 2009). In this article the methods of management former mining areas in the South from Leipzig, with the great accent put on the linkage of "Lakes Zwenkau-Cospuden", are described. Necessary test on the soil samples from this field are explained. Finally, the influence of the restoration of the area on the development of the region is shown.

Abstract:
AbstractLaw is a discipline which allows us to combine a high level of doctrinal craftsmanship with an equally high level of theoretical reflection and (re-)construction of legal-political developments. For the academic scholar, law is practice, theory and doctrine, each requiring a distinct set of goals, a distinct set of methods and a distinct level of abstraction. For some time, the international legal discipline has been described as lacking in theoretical development. This consideration may have motivated the conveners of a Kelsen-Schmitt-Arendt conference series when they decided that it was time for a re-engagement with the theories of Kelsen, Schmitt, and Arendt. The first workshop on constitutionalism will be the object of this commentary.Kelsen, Schmitt and Arendt have experienced unexpected and innovative reception in recent years: Schmitt has contributed to questions such as the problematic role of human rights, the institutionalization of politics as conflict, as well as new applications of the state of exception. Kelsen's international writings as well as his democratic theory have borne a fruitful re-reading, and Arendt, who has been widely read, and written about in the social sciences for several years, has finally reached the law faculties. The primary interest of this comment lies in the question of how international legal scientific work can make use of legal and political theory. A whole range of politico-legal developments in the European and international arenas are currently creating new forms of institutions, obligations, and types of engagement between legal orders. The velocity and the diversity of these developments are challenging traditional frameworks, paradigms, and analytical tools of the discipline. This task of conceptualization asks for and lends itself to theorization. Which approaches to theory are available for legal scholars, and what kind of insights do they offer? The conference offered the chance to witness different examples of how theory can be accessed. What role is there for theory in international law and what is its potential?

Abstract:
Abstract. Five years of PM10 and PM2.5 ambient air measurements at a roadside, an urban, and a regional background site in Leipzig (Germany) were analyzed for violations of the legal PM10 limit value (EC, 1999). The annual mean PM10 concentrations at the three sites were well below the legal threshold of 40 μg m−3 (32.6, 22.0 and 21.7 μg m−3, respectively). At roadside, the daily maximum value of 50 μg m−3 was exceeded on 232 days (13% of all days) in 2005–2009, which led to a violation of the EC directive in three out of five years. We analysed the meteorological factors and local source contributions that eventually led to the exceedances of the daily limit value. As noted in other urban environments before, most exceedance days were observed in the cold season. Exceedance days were most probable under synoptic situations characterised by stagnant winds, low temperatures and strong temperature inversions in winter time. However, these extreme situations accounted for only less than half of the exeedance days. We also noticed a significant number of exceedance days that occurred in the cold season under south-westerly winds, and in the warm season in the presence of easterly winds. Our analysis suggests that local as well as regional sources of PM are equally responsible for exceedances days at the roadside site. The conclusion is that a combined effort of local, national and international reduction measures appears most likely to avoid systematic exceedances of the daily limit value in the future.

Abstract:
Abstract. The influence of varying levels of water mixing ratio, r, during the formation of secondary organic aerosol (SOA) from the ozonolysis of α-pinene on the SOA hygroscopicity and volatility was investigated. The reaction proceeded and aerosols were generated in a mixing chamber and the hygroscopic characteristics of the SOA were determined with LACIS (Leipzig Aerosol Cloud Interaction Simulator) and a Cloud Condensation Nuclei counter (CCNc). In parallel, a High-Resolution Time-of-Flight Aerodyne Aerosol Mass Spectrometer (HR-ToF-AMS) located downstream of a thermodenuder (TD) sampling from the mixing chamber, to collect mass spectra of particles from the volatile and non-volatile fractions of the SOA. Results showed that both hygroscopic growth and the volatile fraction of the SOA increased with increases in r inside the mixing chamber during SOA generation. An effective density of 1.40 g cm−3 was observed for the generated SOA when the reaction proceeded with r>1 g kg−1. Changes in the concentrations of the fragment CO2+ and the sum of CxHyOz+ (short name CHO) and CxHy+ (short name CH) fragments as measured by the HR-ToF-AMS were used to estimate changes in the oxidation level of the SOA with reaction conditions, using the ratios CO2+ to CH and CHO to CH. Under humid conditions, both ratios increased, corresponding to the presence of more oxygenated functional groups (i.e., carboxylic groups). This result is consistent with the α-pinene ozonolysis mechanisms which suggest that water interacts with the stabilized Criegee intermediate. The volatility and the hygroscopicity results show that SOA generation via ozonolysis of α-pinene in the presence of water vapour (r<16.884 g kg−1) leads to the formation of more highly oxygenated compounds that are more hygroscopic and more volatile than compounds formed under dry conditions.

Abstract. This paper presents a detailed description of LIRIC (LIdar-Radiometer Inversion Code) algorithm for simultaneous processing of coincident lidar and radiometric (sun photometric) observations for the retrieval of the aerosol concentration vertical profiles. As the lidar/radiometric input data we use measurements from European Aerosol Research Lidar Network (EARLINET) lidars and collocated sun-photometers of Aerosol Robotic Network (AERONET). The LIRIC data processing provides sequential inversion of the combined lidar and radiometric data. The algorithm starts with the estimations of column-integrated aerosol parameters from radiometric measurements followed by the retrieval of height dependent concentrations of fine and coarse aerosols from lidar signals using integrated column characteristics of aerosol layer as a priori constraints. The use of polarized lidar observations allows us to discriminate between spherical and non-spherical particles of the coarse aerosol mode. The LIRIC software package was implemented and tested at a number of EARLINET stations. Intercomparison of the LIRIC-based aerosol retrievals was performed for the observations by seven EARLINET lidars in Leipzig, Germany on 25 May 2009. We found close agreement between the aerosol parameters derived from different lidars that supports high robustness of the LIRIC algorithm. The sensitivity of the retrieval results to the possible reduction of the available observation data is also discussed.

Abstract. The ambient aerosol particle extinction coefficient is measured with the Spectral Aerosol Extinction Monitoring System (SÆMS) along a 2.84 km horizontal path at 30–50 m height above ground in the urban environment of Leipzig (51.3° N, 12.4° E), Germany, since 2009. The dependence of the particle extinction coefficient (wavelength range from 300–1000 nm) on relative humidity up to almost 100% was investigated. The main results are presented. For the wavelength of 550 nm, the mean extinction enhancement factor was found to be 1.75 ± 0.4 for an increase of relative humidity from 40 to 80%. The respective four-year mean extinction enhancement factor is 2.8 ± 0.6 for a relative-humidty increase from 40 to 95%. A parameterization of the dependency of the urban particle extinction coefficient on relative humidity is presented. A mean hygroscopic exponent of 0.463 for the 2009–2012 period was determined. Based on a backward trajectory cluster analysis, the dependence of several aerosol optical properties for eight air flow regimes was investigated. Large differences were not found indicating that local pollution sources widely control the aerosol conditions over the urban site. The comparison of the SÆMS extinction coefficient statistics with respective statistics from ambient AERONET sun photometer observations yield good agreement. Also, time series of the particle extinction coefficient computed from in-situ-measured dry particle size distributions and humidity-corrected SÆMS extinction values (for 40% relative humidity) were found in good overall consistency, which corroborates the applicability of the developed humidity parameterization scheme. The analysis of the spectral dependence of particle extinction (Ångström exponent) revealed an increase of the 390–881 nm Ångström exponent from, on average, 0.3 (at 30% relative humidity) to 1.3 (at 95% relative humidity) for the four-year period.

Abstract:
Abstract. A correct description of fine (diameter <1 μm) and ultrafine (<0.1 μm) aerosol particles in urban areas is of interest for particle exposure assessment but also basic atmospheric research. We examined the spatio-temporal variability of atmospheric aerosol particles (size range 3–800 nm) using concurrent number size distribution measurements at a maximum of eight observation sites in and around Leipzig, a city in Central Europe. Two main experiments were conducted with different time span and number of observation sites (2 years at 3 sites; 1 month at 8 sites). A general observation was that the particle number size distribution varied in time and space in a complex fashion as a result of interaction between local and far-range sources, and the meteorological conditions. To identify statistically independent factors in the urban aerosol, different runs of principal component (PC) analysis were conducted encompassing aerosol, gas phase, and meteorological parameters from the multiple sites. Several of the resulting PCs, outstanding with respect to their temporal persistence and spatial coverage, could be associated with aerosol particle modes: a first accumulation mode ("droplet mode", 300–800 nm), considered to be the result of liquid phase processes and far-range transport; a second accumulation mode (centered around diameters 90–250 nm), considered to result from primary emissions as well as aging through condensation and coagulation; an Aitken mode (30–200 nm) linked to urban traffic emissions in addition to an urban and a rural Aitken mode; a nucleation mode (5–20 nm) linked to urban traffic emissions; nucleation modes (3–20 nm) linked to photochemically induced particle formation; an aged nucleation mode (10–50 nm). Additional PCs represented only local sources at a single site, or infrequent phenomena. In summary, the analysis of size distributions of high time and size resolution yielded a surprising wealth of statistical aerosol components occurring in the urban atmosphere over one single city. A paradigm on the behaviour of sub-μm urban aerosol particles is proposed, with recommendations how to efficiently monitor individual sub-fractions across an entire city.

Abstract:
Abstract. Secondary Organic Aerosols (SOA) studied in previous laboratory experiments generally showed only slight hygroscopic growth, but a much better activity as a CCN (Cloud Condensation Nucleus) than indicated by the hygroscopic growth. This discrepancy was examined at LACIS (Leipzig Aerosol Cloud Interaction Simulator), using a portable generator that produced SOA particles from the ozonolysis of α-pinene, and adding butanol or butanol and water vapor during some of the experiments. The light scattering signal of dry SOA-particles was measured by the LACIS optical particle spectrometer and was used to derive a refractive index for SOA of 1.45. LACIS also measured the hygroscopic growth of SOA particles up to 99.6% relative humidity (RH), and a CCN counter was used to measure the particle activation. SOA-particles were CCN active with critical diameters of e.g. 100 nm and 55 nm at super-saturations of 0.4% and 1.1%, respectively. But only slight hygroscopic growth with hygroscopic growth factors ≤1.05 was observed at RH<98% RH. At RH>98%, the hygroscopic growth increased stronger than would be expected if a constant hygroscopicity parameter for the particle/droplet solution was assumed. An increase of the hygroscopicity parameter by a factor of 4–6 was observed in the RH-range from below 90% to 99.6%, and this increase continued for increasingly diluted particle solutions for activating particles. This explains an observation already made in the past: that the relation between critical super-saturation and dry diameter for activation is steeper than what would be expected for a constant value of the hygroscopicity. Combining measurements of hygroscopic growth and activation, it was found that the surface tension that has to be assumed to interpret the measurements consistently is greater than 55 mN/m, possibly close to that of pure water, depending on the different SOA-types produced, and therefore only in part accounts for the discrepancy between hygroscopic growth and CCN activity observed for SOA particles in the past.
