I principi fondamentali di libertà, sicurezza, democrazia, i dispositivi normativi dell’Unione Europea e le pronunce della Convenzione Europea per la tutela dei Diritti dell’Uomo e delle libertà fondamentali (CEDU) possono essere oggetto di pericolose violazioni nei sistemi di giustizia penale. Quando tali violazioni sono perpetrate dagli attori chiamati alla tutela dei medesimi diritti e libertà le istituzioni devono predisporre dispositivi anche formativi necessari per la loro prevenzione. Il volume intende indagare la complessità di azioni formative – in primis di tipo informale – che accompagnano la costruzione delle conoscenze degli operatori dei sistemi in esame e le modalità del loro accrescimento. I contenuti sono trattati partendo dalle ipotesi di ricerca e sulla base della sperimentazione dell’embedded learning nel carcere di Chieti (con la supervisione del Dipartimento di Scienze della Formazione e Psicologia dell’Università di Firenze).

Il progetto richiama l’attenzione sull’emigrazione intellettuale dal fascismo. L’Italia è di solito considerata terra di migranti poveri e senza istruzione. Ma durante il ventennio, specie dopo le leggi antiebraiche, professionisti, studenti e studiosi anche stranieri espatriarono soli o con le famiglie nelle Americhe, in Inghilterra, in Palestina, in Svizzera. È un fenomeno limitato ma importante di brain drain, per l’Italia non ancora indagato. Chi erano e cosa fecero quanti forzatamente partirono in cerca di libertà, lavoro, e poi salvezza? I loro nomi, le loro storie vennero cancellate. Qui si cerca di ricostruirle grazie ad archivi esteri, a lettere e memorie disperse. Quali difficoltà incontrarono nei paesi di accoglienza? Quanti tornarono? Le storie parlano di perdite irreparabili a danno del paese, di responsabilità e ingiustizie, ma anche di risorse e talenti della cultura italiana, di impegno e determinazione. Il progetto promosso dall’Università di Firenze è finanziato dalla Regione Toscana e patrocinato da New York Public Library, Council for At-Risk Academics, e J. Calandra Italian American Institute.

Sullo sfondo delle ‘dimore vitali’ di Lecce, Parma e Firenze tra gli anni Quaranta e Settanta del secolo scorso, spiccano in primo piano un autore pressoché dimenticato (poeta, traduttore dal francese, narratore) e il suo «maestro», tra i critici più agguerriti del nostro Novecento. Sono molte le storie che si intrecciano nei 142 pezzi epistolari raccolti in questo volume, accuratamente trascritti e annotati da Dario Collini. Storie personali – alle lettere è in primis affidato l’inedito e intrigante ritratto di un Pagano poliedrico, complesso, sfuggente – e storie collettive, come quelle di «Libera Voce» e del «Critone», tra le imprese culturali che contribuirono ad avvicinare la periferica realtà salentina ai maggiori centri letterari della penisola. Lungo un ampio arco cronologico, a palesarsi è anche la storia di una profonda amicizia, che senza la pretesa di annullare le distanze fra i due corrispondenti avrebbe continuato nel tempo ad alimentarsi di «gratitudine», «stima», «fiducia».

Nell’attività del bibliotecario la dimensione tecnica, essenziale per lavorare con competenza, non può prescindere o separarsi dall’impegno, dall’attenzione ai diritti civili e al modo in cui questi vengono vissuti e praticati nell’ambito della comunità di appartenenza. Garantire l’accesso alle informazioni non può essere limitato alla ‘nostra’ biblioteca, ma dev’essere una responsabilità che riguarda il territorio dove viviamo e dove operiamo, guardando ai nostri colleghi che possono trovarsi in situazioni più difficili della nostra e soprattutto alle persone che si trovano in difficoltà nell’esercitare i propri diritti. L’auspicio è che la trasmissione della conoscenza registrata contribuisca sempre più alla libertà, ai diritti, al benessere di tutti. Quando si capirà che investire in biblioteche significa investire per la democrazia, lo sviluppo economico e la qualità della vita? Il quadro di riferimento per comprendere e interpretare le problematiche delle biblioteche è, come sempre, quello del confronto con le tradizioni bibliotecarie internazionali, a partire dal continente europeo, proprio perché la professione ha oggi un impianto teorico e una dimensione operativa di valore globale.

La città del lavoro è un libro programma. Oggi il fordismo, con le sue grandi fabbriche, è In Italia e in Occidente al tramonto. Ma non è in crisi il taylorismo, che nel Novecento è stato accettato anche dal socialismo di Stato e dalla cultura di sinistra e comunista. Il lavoro continua, in larga parte, ad essere eterodiretto, ridotto a merce e a cosa, appendice e schiavo della tecnica, mentre la sinistra è incapace di dare una risposta adeguata ai neoliberismo, ai processi tecnologici e di globalizzazione in corso. Ripensare la sinistra significa porre al centro della politica il lavoro come diritto di cittadinanza costituzionale; e soprattutto affermare la democrazia e la libertà nel lavoro affinché la persona umana possa realizzare il proprio progetto di sapere e di vita.

Il titolo di questo volume richiama quello del libro di Alain Touraine Le monde des femmes, e ne condivide le tesi principali. Si sostiene, infatti, che per cogliere i processi innovativi e di mutamento significativi per la società contemporanea, dobbiamo prestare una rinnovata attenzione alle donne come soggetti sociali, che agiscono in funzione di una "ricomposizione del mondo". Questa tesi viene messa alla prova sul terreno empirico, con i risultati di alcune ricerche condotte nel "distretto" pratese, una società in rapida trasformazione in cui le donne emergono come soggetto centrale del cambiamento – in ambito lavorativo così come in quello culturale e politico – proponendosi come agenti della trasformazione sociale ed economica. Il terreno di ricerca si concentra sul lavoro autonomo e imprenditoriale, sulle libere professioni e, in relazione a queste, prende in considerazione la famiglia, i processi di formazione del capitale sociale, il ricambio generazionale, includendo nell'analisi anche il fenomeno migratorio. La pubblicazione di questo lavoro è stata incoraggiata e sostenuta dall'Associazione Soroptimist International Club di Prato, e in particolare dalla Presidente Anna Edy Pacini Sanesi.

What befalls economies that descend into violence? This chapter suggests that the splintered trade networks described in Chapter 2 effectively forced firms in Liberia to localize many of their inputs and to internalize many of the functions that would otherwise be external—imitating the effects of import-substitution and state-led industrialization policies. Specifically, the war economy in Liberia mimicked import tariffs, localized the staffs of many companies, raised local content in products, and even spurred technical learning and knowledge accumulation. In calling attention to ways in which violence localized supply chains, this chapter suggests that the interplay between violent predation is itself a reaction to the structure of global value chains.

Abstract:
How can liberals justify adult authority over children? Children are born requiring both subordination to adults and education to equip them for citizenship. These requirements are especially vexing for liberal democracies, for whom the exercise of authority is at odds with the natural liberty and equality of citizens. This difficulty has led some liberal theorists to appeal to the liberal state as a model for familial relations and reject parental authority. My book shows that this effort is misguided, and that early liberals understood parental authority as a necessary protection for children’s own future liberty. It was early modern absolutist theorists—Bodin, Filmer, and Hobbes—who sought congruence between the family and the state, arguing that absolute paternal authority was a salutary education for absolutism’s subjects. But early liberals like Locke and Rousseau opposed congruence. Even as they sought to restrict public authority and limit the formal power of parents, they nonetheless sought to strengthen their private authority over children. They saw that undermining traditional authorities would not issue straightforwardly in freedom but would instead elevate the authority of public opinion to new heights and subject citizens to a new tyranny of opinion. To counteract this threat, they buttressed the pedagogical authority of the family to protect children’s future intellectual liberty and defend liberal citizenship. Their educational writings reveal an important corrective insight for modern liberalism: authority is not only not the enemy of liberty, but actually a necessary prerequisite for it.

First Martyr of Liberty explores how Crispus Attucks’s death in the 1770 Boston Massacre led to his achieving mythic significance in African Americans’ struggle to incorporate their experiences and heroes into the mainstream of the American historical narrative. While the other victims of the massacre have been largely ignored, Attucks is widely celebrated as the first to die in the cause of freedom during the era of the American Revolution. He became a symbolic embodiment of black patriotism and citizenship. This book traces Attucks’s career through both history and myth to understand how his public memory has been constructed through commemorations and monuments; institutions and organizations bearing his name; juvenile biographies; works of poetry, drama, and visual arts; popular and academic histories; and school textbooks. There will likely never be a definitive biography of Crispus Attucks since so little evidence exists about the man’s actual life. While what can and cannot be known about Attucks is addressed here, the focus is on how he has been remembered—variously as either a hero or a villain—and why at times he has been forgotten, by different groups and individuals from the eighteenth century into the twenty-first.

Major figures within evolutionary science contributed to the debate about vaccination, exposing some key practical differences in the moral imperatives to be derived from slightly different models of emotional evolution. The chapter shows how the science of sympathy impinged on individual liberties for the sake of a greater good at the level of society itself. It also shows how the science of sympathy could be liberty’s greatest advocate in its determination to let ‘nature’ take its course. Intellectual investigations of evolutionary scientists were internalised and employed as modes of being, or as guides to moral action. The opposite reactions of Huxley and Wallace over vaccination, are taken to be expressions of moral feeling, based on alternative understandings and internalisations of the evolution of civilised emotions.

Eva, une « sans-ami » sur les réseaux sociaux, André, salarié « restructuré » après trente ans passés dans l’industrie chimique, Louis, sans emploi, cherchant à prouver sa « bonne volonté » à l’aide sociale, Nadia, jeune femme infibulée confrontée au système médical suisse… Comment ces personnes vivent-elles ces vies sous contrainte ? Que font-elles face aux dispositifs institutionnels ou aux liens sociaux qui les privent d’une partie de leur liberté d’être ou de faire ce qu’elles souhaitent ? Les situations de domination ordinaire sont peu visibles dans l’espace public suisse. Nos recherches permettent de montrer que, bien loin d’être silencieux et passifs, les « dominés » mettent en place des moyens d’agir originaux. Ainsi en est-il des personnes séropositives usant du secret pour échapper à l’opprobre, des étrangers négociant et détournant les noms dont on les affuble ou encore des femmes dépendantes économiquement gagnant par un travail empathique auprès de leur mari des plages d’autonomie personnelle. Même sous contrainte, ils agissent et s’aménagent des marges de manoeuvre. Ces figures de l’action sous domination ou de dominaction, comme nous les avons appelées, représentent ainsi une énigme aujourd’hui, dans un monde où les formes de pouvoir sont de plus en plus désincarnées et où la distribution de la considération sociale, de la réputation ou de la reconnaissance constitue un enjeu central de nos sociétés.

La pandémie de Covid-19 a exacerbé la situation socio-économique fragile dans les pays d’Afrique du Nord, aggravé les problèmes existants et posé de nouveaux défis pour la démocratisation dans la région. Alors qu’une grande attention a été accordée aux conséquences de la maladie à Covid-19 sur les processus électoraux, son impact sur le constitutionnalisme et l’État de droit dans les pays d’Afrique du Nord a reçu relativement moins d’attention. C’est dans ce contexte que l’Institut international pour la démocratie et l’assistance électorale (IDEA International) a organisé, en partenariat avec le département des Affaires politiques de la Commission de l’Union africaine (CUA), un webinaire sur le thème de l’impact de la pandémie de Covid-19 sur le constitutionnalisme et l’État de droit dans les pays d’Afrique du Nord (Algérie, Égypte, Libye, Maroc, Mauritanie, République sahraouie et Tunisie). Il n’a que 14 ans. En 1956, István Borsodi pense choisir la liberté en traversant le Rideau de fer. Il quitte une Hongrie morose – où la Révolution contre l’occupant soviétique a été écrasée – et rejoint la Suisse. István se souvient de son arrivée en terres helvétiques, des applaudissements, « des gens qui venaient nous saluer » dans chaque gare où le convoi spécial faisait halte. Il a conservé la première carte postale destinée à sa famille restée en Hongrie « Je suis à Bière, je me sens bien, j’embrasse tout le monde ». Mais, après quelques temps, le mal du pays, l’ennui des proches commencent à le ronger et ses perspectives professionnelles en Suisse sont moins attrayantes que ce qu’il imaginait. Sa tante restée au pays lui écrit que les jeunes rapatriés bénéficient d’une amnistie. En 1959, István Borsodi choisit alors de rentrer dans la Hongrie de János Kádár. Cet ouvrage retrace l’exode de quelque 200 000 Hongroises et Hongrois de 1956, l’arrivée d’une partie d’entre eux en Suisse, avant d’éclairer le parcours de celles et ceux qui ont décidé de rentrer en Hongrie quelques semaines, mois ou années après leur exil. Ce phénomène migratoire « à contre sens » est au coeur de ce livre. Arrivés dans le « paradis capitaliste » des Trente glorieuses, pourquoi ces personnes choisissent de rejoindre l’ « enfer » communiste ?

Dansul contemporan este jocul cu spatiul, timpul, emotia, este un domeniu al cercetarii continue, o cercetare libera, un dialog dinamic al fortelor interioare si exterioare ale omului pentru a se descoperi pe sine sau, mai departe - pentru a ajunge in inima universului. Miscarea contine dimensiuni infinite, a le pune in cuvinte inseamna a risca… Dar poate ca, pentru memoria dansului, merita riscul - gestul coregrafic trebuie uneori condensat, descris prin cuvinte pentru a putea sa traiasca mai departe, la fel de liber. In dans, metafora capata trup, emotia devine spatiu, timp. Scenele se succed, iar in urma lor, din miscarea trupurilor, ne ramane visul. Miscarea este gand, elan, zbatere si, adesea, ne aduce in lumina sufletul. Omul in miscare demonstreaza ca este mai mult decat ceea ce pare, iar dansul devine un instrument revelator de meta-realitati.

This book analyzes the relationship between liberalism and empire from the perspective of political economy. It investigates the formative impact of “colonial capitalism” on the historical development of British liberal thought between the late seventeenth and early nineteenth centuries. It argues that liberalism as a political language developed through early modern debates over the contested meanings of property, exchange, and labor, which it examines respectively in the context of colonial land appropriations in the Americas, militarized trading in South Asia, and state-led proletarianization in Australasia. The book contends that the British Empire could be extolled as the “empire of liberty”—that is, the avatar of private property, free trade, and free labor—only on the condition that its colonial expropriation, extraction, and exploitation were “disavowed” and dissociated from the increasingly liberal conception of its capitalist economy. It identifies exemplary strategies of disavowal in the works of John Locke, Edmund Burke, and Edward G. Wakefield, who, as three liberal intellectuals of empire, attempted to navigate the ideological tensions between the liberal self-image of Britain and the violence that shaped its imperial economy. Challenging the prevalent tendency to study liberalism and empire around an abstract politics of universalism and colonial difference, the book discloses the ideological contradictions internal to Britain’s imperial economy and their critical influence on the formation of liberalism. It concludes that the disavowal of the violence constitutive of capitalist relations in the colonies has been crucial for crafting a liberal image for Anglophone imperialism and more generally for global capitalism.

For more than a century, scholars have believed that Italian humanism was predominantly ‘civic’ in outlook. Often serving in communal government, fourteenth-century humanists like Albertino Mussato and Coluccio Salutati are said to have derived from their reading of the Latin classics a rhetoric of republican liberty that was opposed to the ‘tyranny’ of neighbouring signori and of the German emperors. In this groundbreaking study, Alexander Lee challenges this long-held belief. From the death of Frederick II in 1250 to the failure of Rupert of the Palatinate’s ill-fated expedition in 1402, Lee argues, the humanists nurtured a consistent and powerful affection for the Holy Roman Empire. Though this was articulated in a variety of different ways, it was nevertheless driven more by political conviction than by cultural concerns. Surrounded by endless conflict—both within and between city states—the humanists eagerly embraced the Empire as the surest guarantee of peace and liberty, and lost no opportunity to invoke its protection. Indeed, as Lee shows, the most ardent appeals to imperial authority were made not by ‘signorial’ humanists, but by humanists in the service of communal regimes. The first comprehensive, synoptic study of humanistic ideas of Empire in the period c.1250–1402, this volume offers a radically new interpretation of fourteenth-century political thought, and raises wide-ranging questions about the foundations of modern constitutional ideas. As such, it is essential reading not just for students of Renaissance Italy and the history of political thought, but for all those interested in understanding the origins of liberty.
