Grundtvig og LetlandAf Ingrid SokolovaForfatteren har været professor i litteratur ved universitetet i Riga. Gennem de seneste år har hun været leder for en lettisk folkehøjskole i Murmuizha. Denne skole blev grundlagt i mellemkrigsårene efter grundtvigsk forbillede, efter at en lettisk foregangsmand, Paul Peterson, i 1920’rne kunne knytte forbindelser til højskolen i Ollerup og modtage inspiration derfra. I mellemkrigsperioden var der gode muligheder for at f.re den slags idealer ud i livet, og der blev faktisk grundlagt en række folkehøjskoler i Letland, skoler der alle havde forbindelse til universitetet i Riga.De 50 år under sovjetisk overherredømme gjorde det imidlertid stadig vanskeligere at holde liv i den lettiske højskolebevægelse. Ikke desto mindre overvintrede idealerne, og i de seneste år har de på ny kunnet hentes frem under kampen for national selvstændighed, for at g.re uhindret brug af det lettiske modersmål og for i det hele taget at kunne formulere det program for humanisme og frihed, som professor Sokolova ser som det bærende idegrundlag hos Grundtvig. Hun går sig ingen illusioner om en let overgang til frihed og selvstændighed efter den kommunistiske æra. Men hun ser de grundtvigske idealer som en nødvendig bestanddel af den fremtidsvision, der skal g.re det muligt at overvinde vanskelighederne i forbindelse med det ideologiske vakuum efter kommunismens fald og nødvendigheden af at formulere et nyt sæt idealer.Hun omtaler den lettiske forfatter, Zenta Maurina, der levede en stor del af sit liv i eksil i Tyskland og opnåede betydelig anerkendelse, også uden for Letland. Zenta Maurina var gennem en række leder af folkehøjskolen i Murmuizha, men dengang havde skolen yderst vanskelige kår; en tid måtte den endda lukkes. Efter liberaliseringen under Gorbachov og nu senest under den nationale selvstændiggørelse er det atter blevet muligt at f.re de grundtvigske tanker frem.

Cultural-historical and literary gestalt in the Latvian short story “Saint Birgitta” (“Heliga Birgitta”) by Jānis EzeriņšThe Latvian author Jānis Ezeriņš’s (1891–1924) literary heritage includes, among other texts, the collection of short stories Fantastiska novele un citas (Fantastic short story and others, 1923). The collection contains the short story “Svētā Briģita” (“Saint Birgitta”), in which the author has used the image of a saint, which is very well known in the history of culture, literature and religion. The image can be related both to Celtic mythology and the historical Swedish personality, who had been the founder of Vadstena monastery and a literary author herself (approx. 1303–1373). The aim of the article is to explore the function of the image in the prose text by the Latvian author Ezeriņš and its connections with the cultural and historical personality of St. Birgitta. It is not typical of Ezeriņš’s writings to make such an explicit and direct association with this kind of legendary phenomena, therefore the inclusion of the text in the collection may suggest a connection between St. Birgitta’s individual destiny and enduring human values. This writer’s choice can also be seen as his own claim to international recognition.

Ornitoloģiskajā literatūrā drošas liecības par stārķu klātbūtni Latvijas teritorijā rodamas no 18. gadsimta publikācijām, taču tiek minēts, ka melnais stārķis vismaz Kurzemē bijis sastopams arī iepriekš. 17.–19. gadsimta latviešu valodas vēsturiskajās vārdnīcās iekļauti 15 nosaukumi ar fonētiskajiem un morfoloģiskajiem variantiem, sākot ar G. Manceļa „Phraseologia Lettica”. K. Mīlenbaha un J. Abstract:
Anaerobic treatment is well over 100 years old. Its initial development was for the treatment of domestic wastewaters, using anaerobic filters and hybrid processes that are still of interest today. It then progressed in application to separate sludge digestion, then to treatment of dilute industrial wastewaters. Several processes have been developed that accomplish efficient treatment of wastewaters at short detention times. Major contributions to the broad application of anaerobic treatment and the better understanding of this process has come from efforts by G. Lettinga and his colleagues. They have emphasized its importance for meeting the need for sustainable development in the future. Greater efforts are now needed for broad application of anaerobic treatment for ridding the environment of unwanted organic materials by converting them into methane, a renewable energy source.

Uppsatsens syfte är att undersöka Ängöskolans tid som baltiskt flyktingläger i Kalmar under den tidiga efterkrigstiden. I arbetet med uppsatsen har jag studerat listan över inskrivningsliggare som redogör för antalet registrerade flyktingar på Ängöförläggningen i Kalmar med avseende till ålder, kön, yrke/klass, civilstånd och generation. I målet att besvara hur Kalmars flyktingverksamhet organiserades och dess roll som arbetsinstitution har främst inkommande skrivelser samt intendentens skrivelser i form av brev studerats. Jag har även jämfört mina resultat med Kalmar hjälpkommittés verksamhet för judiska flyktingar och Skånes baltiska flyktingmottagning och arbetsmarknadspolitiska åtgärder under den tidiga efterkrigstiden.

Abstract:

This research addresses the issues of identity and culture in Latvia in the context of the upcoming European Union enlargement in 2004. Political self- determination of Latvia was historically indebted to culture. The phenomenon of cultural identity, so important 12 years ago when Latvian independence was regained, is largely ignored by politicians in the upcoming enlargement process. This is especially worth attention since the 8-th parliamentary elections took place in October 2002. The obvious lack of interest in cultural issues on the part of politicians is compensated by the apprehensions in the society (reflected in mass media) to loose Latvian specific culture and identity when joining the big European family. The external political course of the government has one aim on the agenda: joining the EU, with no more alternatives for the future development of Latvia. From the point of view of Foucault’s post-modern theory the opportunities of the enlargement looked forward to by the authorities are viewed as operations of power with information about the pluses and minuses of the membership. Economic and political opportunities for Latvia in the EU and the security issues solvable under the European roof are explained by the transition of Latvian modern political discourse into the post-modern modality. Post-modern deconstruction strategies concern culture in the EU to the greatest extent. Latvian public, traditionally conservative, treats the desubjectivation of culture with skepticism and fears of globalization.

Abstract:
This thesis is about a remarkable experience lived through by Latvian émigrés in the mid-1950s. They were the targets of a Soviet repatriation campaign, operated by the KGB, which not only envisioned their repatriation to the Soviet Latvian homeland, but also anticipated the destruction of their émigré society as they knew it. The purpose of this thesis is to portray and analyze this repatriation campaign and the émigré Latvian reactions to it. By looking at the activities of the Committee For Return to the Motherland in East Berlin, the contents of the Latvian language repatriation newspaper Par atgriešanos Dzimtenē (For Return to the Motherland), and the reactions to the campaign in contemporary émigré press, this study shows how highly developed strategies and tactics were implemented in order to elicit certain behaviors from émigrés, and how émigrés advanced their own counter-strategies to offset the effects of the campaign. More specifically, this study examines the standardized narratives in Par atgriešanos Dzimtenē that were meant for émigré self-identification and emulation. This thesis proposes that the repatriation campaign was a highly complex Soviet propaganda effort. The publicly announced goal of repatriation included several parallel goals, aims, and purposes and encompassed many types of activities. Above all, deception was used to cover the actions undertaken against émigrés and to mislead host country governments and agencies. This thesis concludes that notwithstanding the Soviet superiority in organization and resources, a small, unprotected, and internally divided community could withstand the concerted efforts of Soviet propaganda if the group’s sense of mission was sufficiently strong and firm.
Denna avhandling behandlar de lettiska flyktingarna från andra världskriget och deras erfarenheter av ofrivilliga kontakter med Sovjetlettland vid mitten av 1950-talet, då flyktingarna blev måltavla för en sovjetisk repatrieringskampanj. Målet för denna kampanj var repatriering, dvs att få flyktingarna att återvända till hemlandet, det av Sovjet ockuperade Lettland. Ett annat mål var att splittra flyktingarnas sammanhållning. Avhandlingen beskriver och analyserar den sovjetiska repatrieringskampanjen och de lettiska flyktingarnas reaktioner. Studien bygger på källmaterial från kampanjverkamheten Committee For Return to the Motherland, som hade sin bas i Östberlin, samt från artiklar i den lettiskspråkiga tidskriften Par atgriešanos Dzimtenē (For Return to the Motherland) som riktade sig till de lettiska flyktingarna. Flyktingarnas reaktioner studeras genom en rad lettiska tidningar som utgavs i Väst. Min avhandling visar hur väl utvecklade strategier användes i syfte att framkalla önskade reaktioner från flyktingarna, samt vilka motåtgärder flyktingar själva utvecklade mot repatrieringskampanjen. Mer specifikt analyseras standardberättelser i Par atgriešanos Dzimtenē som var avsedda för flyktingarnas självidentifiering och igenkännande. Avhandlingen pekar på att den sovjetiska repatrieringskampanjen var en mycket komplex propagandaverksamhet. Utöver det offentligt tillkännagivna kampanjmålet fanns flera parallella målsättningar och avsikter som omfattade en stor mängd skiftande aktiviteter. En strategi som användes aktivt var vilseledning, bl a för att dölja verksamheter riktade mot flyktingarna, och för att förvilla statsledningar och myndigheter i de nationer där flyktingarna vistades. Avhandlingens slutsats är att trots den sovjetiska överlägsenheten i organisation och resurser kunde en liten oförsvarad och inom sig splittrad lettisk gemenskap motstå de samordnade ansträngningar från den sovjetiska propagandan.

Abstract:

After the last European Union expansion the east European countries became members of the European Union. This meant that they would become apart of the Schengen agreement and that they would be able to travel, live and work anywhere in Europe. This came as a shock to

the Scandinavian trade unions that were worried that work migration would escalate, and that it would lead to social dumping, which would make the working conditions worse for the native workers. .

The Swedish labour market is build up by the principal of negotiations. The evolution of the labour laws comes from the rules and regulations of collective agreements.

The Lex Britannia principal was made to regulate the working conditions for guest workers in Sweden, by making it possible for trade unions to take industrial action against foreign companies to make them sign a Swedish collective agreement.

Even though Swedish labour law includes an obligation to maintain industrial peace it is not valid for foreign companies. In the Laval- case the European court of justice judge that the Lex Britannia principles is not consistent with EC- law and that the Swedish labour law violate the principles of free movement and the posting of workers directive.

By comparing the Swedish labour laws and regulations on collective agreements, laws and regulations on remuneration to the Latvian labour laws and regulations on collective agreements and laws and regulations on remuneration, the study have shown that the countries have a lot in common at the same time they differ quite allot. The similarities may in many cases be an effect of the common EC- laws and regulations.

The conclusion came to be that do to its history of forming and develop the rules and regulations of the Swedish labour market the Swedish trade unions have a strong position in the Swedish labour market. The Swedish labour market may therefore show

tendencies of protectionism at the same time that the young labour market, the young labour laws and weak trade unions of Latvia shows tendencies of social dumping.

Abstract:
An important part of successful pipeline route selection includes the identification of geologic hazards and man-made (anthropogenic) features along any proposed route. Fugro William Lettis & Associates, Inc. (Fugro WLA) was contracted to provide a preferred crude oil transmission pipeline route between the Agadem oil field and the Zinder refinery in south-central Niger. The development of the 460-km long, 500-meter wide corridor involved the use of new geologic mapping and a digital elevation model (DEM) derived from Satellite Pour l’Observation de la Terre (SPOT) remotely-sensed imagery and SPOT High Resolution Stereo (HRS), respectively. The base geologic, anthropogenic and DEM data were provided by Fugro NPA Ltd. (Fugro NPA) and augmented with additional mapping by Fugro WLA. The area of the proposed pipeline route covers varying geologic conditions such as active and relict sand dunes, bedrock outcrops and escarpments, wadis and areas of recent erosion. Anthropogenic features included reservoirs, roads, towns and settlements, agricultural areas and oases. Our study found significant height differences between the dunes and evidence for varying dune activity. Selection of the optimal pipeline route required minimization of total elevation change and exposure to geologic hazards and existing anthropogenic development while obtaining the safest, most direct and economic route between the oil field and refinery. Using a geographic information system (GIS) the digitally-mapped geologic and anthropogenic features and elevation-derived parameters were assigned a relative risk ranking surface. Next, a cumulative cost distance surface and a cost path surface were created between the oil field and the refinery. Lastly, using GIS we developed a least-cost pipeline route option from the cost path surface.
