Full textThis research addresses the issues of identity and culture in Latvia in the context of the upcoming European Union enlargement in 2004. Political self- determination of Latvia was historically indebted to culture. The phenomenon of cultural identity, so important 12 years ago when Latvian independence was regained, is largely ignored by politicians in the upcoming enlargement process. This is especially worth attention since the 8-th parliamentary elections took place in October 2002. The obvious lack of interest in cultural issues on the part of politicians is compensated by the apprehensions in the society (reflected in mass media) to loose Latvian specific culture and identity when joining the big European family. The external political course of the government has one aim on the agenda: joining the EU, with no more alternatives for the future development of Latvia. From the point of view of Foucault’s post-modern theory the opportunities of the enlargement looked forward to by the authorities are viewed as operations of power with information about the pluses and minuses of the membership. Economic and political opportunities for Latvia in the EU and the security issues solvable under the European roof are explained by the transition of Latvian modern political discourse into the post-modern modality. Post-modern deconstruction strategies concern culture in the EU to the greatest extent. Latvian public, traditionally conservative, treats the desubjectivation of culture with skepticism and fears of globalization.

Full textDenna avhandling behandlar de lettiska flyktingarna från andra världskriget och deras erfarenheter av ofrivilliga kontakter med Sovjetlettland vid mitten av 1950-talet, då flyktingarna blev måltavla för en sovjetisk repatrieringskampanj. Målet för denna kampanj var repatriering, dvs att få flyktingarna att återvända till hemlandet, det av Sovjet ockuperade Lettland. Ett annat mål var att splittra flyktingarnas sammanhållning. Avhandlingen beskriver och analyserar den sovjetiska repatrieringskampanjen och de lettiska flyktingarnas reaktioner. Studien bygger på källmaterial från kampanjverkamheten Committee For Return to the Motherland, som hade sin bas i Östberlin, samt från artiklar i den lettiskspråkiga tidskriften Par atgriešanos Dzimtenē (For Return to the Motherland) som riktade sig till de lettiska flyktingarna. Flyktingarnas reaktioner studeras genom en rad lettiska tidningar som utgavs i Väst. Min avhandling visar hur väl utvecklade strategier användes i syfte att framkalla önskade reaktioner från flyktingarna, samt vilka motåtgärder flyktingar själva utvecklade mot repatrieringskampanjen. Mer specifikt analyseras standardberättelser i Par atgriešanos Dzimtenē som var avsedda för flyktingarnas självidentifiering och igenkännande. Avhandlingen pekar på att den sovjetiska repatrieringskampanjen var en mycket komplex propagandaverksamhet. Utöver det offentligt tillkännagivna kampanjmålet fanns flera parallella målsättningar och avsikter som omfattade en stor mängd skiftande aktiviteter. En strategi som användes aktivt var vilseledning, bl a för att dölja verksamheter riktade mot flyktingarna, och för att förvilla statsledningar och myndigheter i de nationer där flyktingarna vistades. Avhandlingens slutsats är att trots den sovjetiska överlägsenheten i organisation och resurser kunde en liten oförsvarad och inom sig splittrad lettisk gemenskap motstå de samordnade ansträngningar från den sovjetiska propagandan.

Full textAfter the last European Union expansion the east European countries became members of the European Union. This meant that they would become apart of the Schengen agreement and that they would be able to travel, live and work anywhere in Europe. This came as a shock to
the Scandinavian trade unions that were worried that work migration would escalate, and that it would lead to social dumping, which would make the working conditions worse for the native workers. .
The Swedish labour market is build up by the principal of negotiations. The evolution of the labour laws comes from the rules and regulations of collective agreements.
The Lex Britannia principal was made to regulate the working conditions for guest workers in Sweden, by making it possible for trade unions to take industrial action against foreign companies to make them sign a Swedish collective agreement.
Even though Swedish labour law includes an obligation to maintain industrial peace it is not valid for foreign companies. In the Laval- case the European court of justice judge that the Lex Britannia principles is not consistent with EC- law and that the Swedish labour law violate the principles of free movement and the posting of workers directive.
By comparing the Swedish labour laws and regulations on collective agreements, laws and regulations on remuneration to the Latvian labour laws and regulations on collective agreements and laws and regulations on remuneration, the study have shown that the countries have a lot in common at the same time they differ quite allot. The similarities may in many cases be an effect of the common EC- laws and regulations.
The conclusion came to be that do to its history of forming and develop the rules and regulations of the Swedish labour market the Swedish trade unions have a strong position in the Swedish labour market. The Swedish labour market may therefore show
tendencies of protectionism at the same time that the young labour market, the young labour laws and weak trade unions of Latvia shows tendencies of social dumping.
