Full textThis research addresses the issues of identity and culture in Latvia in the context of the upcoming European Union enlargement in 2004. Political self- determination of Latvia was historically indebted to culture. The phenomenon of cultural identity, so important 12 years ago when Latvian independence was regained, is largely ignored by politicians in the upcoming enlargement process. This is especially worth attention since the 8-th parliamentary elections took place in October 2002. The obvious lack of interest in cultural issues on the part of politicians is compensated by the apprehensions in the society (reflected in mass media) to loose Latvian specific culture and identity when joining the big European family. The external political course of the government has one aim on the agenda: joining the EU, with no more alternatives for the future development of Latvia. From the point of view of Foucault’s post-modern theory the opportunities of the enlargement looked forward to by the authorities are viewed as operations of power with information about the pluses and minuses of the membership. Economic and political opportunities for Latvia in the EU and the security issues solvable under the European roof are explained by the transition of Latvian modern political discourse into the post-modern modality. Post-modern deconstruction strategies concern culture in the EU to the greatest extent. Latvian public, traditionally conservative, treats the desubjectivation of culture with skepticism and fears of globalization.

Full textDenna avhandling behandlar de lettiska flyktingarna från andra världskriget och deras erfarenheter av ofrivilliga kontakter med Sovjetlettland vid mitten av 1950-talet, då flyktingarna blev måltavla för en sovjetisk repatrieringskampanj. Målet för denna kampanj var repatriering, dvs att få flyktingarna att återvända till hemlandet, det av Sovjet ockuperade Lettland. Ett annat mål var att splittra flyktingarnas sammanhållning. Avhandlingen beskriver och analyserar den sovjetiska repatrieringskampanjen och de lettiska flyktingarnas reaktioner. Studien bygger på källmaterial från kampanjverkamheten Committee For Return to the Motherland, som hade sin bas i Östberlin, samt från artiklar i den lettiskspråkiga tidskriften Par atgriešanos Dzimtenē (For Return to the Motherland) som riktade sig till de lettiska flyktingarna. Flyktingarnas reaktioner studeras genom en rad lettiska tidningar som utgavs i Väst. Min avhandling visar hur väl utvecklade strategier användes i syfte att framkalla önskade reaktioner från flyktingarna, samt vilka motåtgärder flyktingar själva utvecklade mot repatrieringskampanjen. Mer specifikt analyseras standardberättelser i Par atgriešanos Dzimtenē som var avsedda för flyktingarnas självidentifiering och igenkännande. Avhandlingen pekar på att den sovjetiska repatrieringskampanjen var en mycket komplex propagandaverksamhet. Utöver det offentligt tillkännagivna kampanjmålet fanns flera parallella målsättningar och avsikter som omfattade en stor mängd skiftande aktiviteter. En strategi som användes aktivt var vilseledning, bl a för att dölja verksamheter riktade mot flyktingarna, och för att förvilla statsledningar och myndigheter i de nationer där flyktingarna vistades. Avhandlingens slutsats är att trots den sovjetiska överlägsenheten i organisation och resurser kunde en liten oförsvarad och inom sig splittrad lettisk gemenskap motstå de samordnade ansträngningar från den sovjetiska propagandan.

Full textAfter the last European Union expansion the east European countries became members of the European Union. This meant that they would become apart of the Schengen agreement and that they would be able to travel, live and work anywhere in Europe. This came as a shock to
the Scandinavian trade unions that were worried that work migration would escalate, and that it would lead to social dumping, which would make the working conditions worse for the native workers. .
The Swedish labour market is build up by the principal of negotiations. The evolution of the labour laws comes from the rules and regulations of collective agreements.
The Lex Britannia principal was made to regulate the working conditions for guest workers in Sweden, by making it possible for trade unions to take industrial action against foreign companies to make them sign a Swedish collective agreement.
Even though Swedish labour law includes an obligation to maintain industrial peace it is not valid for foreign companies. In the Laval- case the European court of justice judge that the Lex Britannia principles is not consistent with EC- law and that the Swedish labour law violate the principles of free movement and the posting of workers directive.
By comparing the Swedish labour laws and regulations on collective agreements, laws and regulations on remuneration to the Latvian labour laws and regulations on collective agreements and laws and regulations on remuneration, the study have shown that the countries have a lot in common at the same time they differ quite allot. The similarities may in many cases be an effect of the common EC- laws and regulations.
The conclusion came to be that do to its history of forming and develop the rules and regulations of the Swedish labour market the Swedish trade unions have a strong position in the Swedish labour market. The Swedish labour market may therefore show
tendencies of protectionism at the same time that the young labour market, the young labour laws and weak trade unions of Latvia shows tendencies of social dumping.

This design of nesting box is combining theoretical concepts of Ecology and Industrial product. Collared Scops Owl (Otus lettia) often expand habitat to urban area because of plenty of food in urban. Collared Scops Owl is secondary cavity nester, which use nature tree cavity or old nesting site made by primary excavator (e.g. woodpecker). In urban area, the maintenance of trees usually reduction and/or pruning cuts of trees is due to hardly finding suitable breeding sites as tree cavity in urban area. Previous research found man-made nest box widely used at management use as a biodiversity offset tool. We analyzed development of man-made nest box for Strigiformes, and integrated related design limitation. Then we try to standardize the nest box format that cause easy to build and good for promotion. Finally, through man-made nest box building, we hope public understand difficult of owl living in urban and elevate common conservation awareness. This design is expected as reference of other related products.

Researchers have found that owls would change their body shape from oval to tall and slender while sensing danger. It was hypothesized that the change in body shape would help them avoid attack from predator or mobbing from small birds, yet it has not been tested. We tested the functions of such behavior in the Collared Scops Owls(Otus lettia) using two types of specimens, oval and tall/slender, on the campus of Pingtung University of Science and Technology and nearby forest plantation. A total of 82 persons were asked to search one of the specimens in trees in six minutes. When testing detection by preys, we exposed the two forms of specimens alternately at each site and recorded any mobbing behavior using an event data recorder. We found human testers spent more time looking for the elongated specimen than for the non-elongated one. More people misidentified the elongated specimen as a branch than non-elongated one. The number of mobbing event directed at the specimens is significantly lower for the elongated specimen than for the non-elongated one. We also found birds spending more time searching for the elongated specimen than for the non-elongated one. Chinese Bulbul (Pycnonotus sinensis) is the species which showed the highest mobbing frequency among the 12 species of birds participating mobbing.

In the clinical medication of wildlife, anesthesia is used for restraint and reducing stress in order to precede further examination and medication. Tiletamine-zolazepam (TZ), composed of tiletamine and zolazepam in a 1:1 ratio, is one of the commonest anesthetics for animals in Taiwan. The advantages of TZ are including; low dose, wide safety margin and short induction phase. However, the reports of anesthetics in wild avian application are not sufficient. The objective of the present study was to evaluate the effect of TZ on in Sunda Scops Owl (Otus lempiji), the commonest injured raptors in Taiwan, induction time, anesthesia time, recovery time, physical change, pain reflex and muscular tone. The antagonist effect of flumazenil (FMZ), a partial antagonist, to TZ 10 mg/kg in Sunda Scops Owl was also determined. Results revealed that all 4 groups, TZ 5, 10, 15 and 20 mg/kg, showed smooth and short induction phase and were applicable for restraint. In the anesthesia phase, eyes of all test animals were opened, pharyngeal, palpebral, corneal and digit reflexes were existed. Salivary secretion increased except TZ 5 mg/kg group. Muscle relaxation time increased as TZ dose increased. Head-up, stand-up and walking time in recovery phase increased as dose increased and showed dose-response relationship and significant difference within groups. The adverse effect was ataxia in recovery phase. During recovery phase from the 45th to 60th min after anesthesia, heart rate and respiratory rate decreased as dose increased with dose-response relationship. There was no significant difference in body temperature between TZ 10, 15, 20 and 40 mg/kg groups. Groups of FMZ 0.0125, 0.025 and 0.05 mg/kg had shortened recovery time in Sunda Scops Owl anesthetized with TZ 10 mg/kg. The recovery time of FMZ 0.05 mg/kg had significantly decreased compared with the control group. As FMZ dose increased to 0.1 and 0.2 mg/kg, recovery time increased compared with FMZ 0.05 mg/kg group. In conclusion, administration of TZ does not produce surgery anesthesia in Sunda Scops Owl, but is effective for restraint purpose. For noninvasive medication and restraint, the recommended dose is 10 to 15 mg/kg. Although TZ had a short induction phase and a wide safety margin, inhibition of heart rate and respiratory rate in high dose and ataxia during recovery phase should be noticed. FMZ 0.05 mg/kg is recommended to decreased recovery time in Sunda Scops Owl anesthetized with TZ 10 mg/kg. Increasing FMZ to 0.1 and 0.2 mg/kg is resulting in prolonged recovery time.

On guard, an owl with ear tufts would have the tufts erected, and they look obvious when an owl is under a concealing posture, i.e. becoming slimmer and taller. However, it has never been tested whether tufts could enhance the concealment effect. During June-October 2016 I set up four types of Collared Scops Owl (Otus lettia) specimens-normal posture with/without tufts and concealing posture with/ without tufts-at 30 different spots and recorded four consecutive hours in the morning using dashcams to document mobbing event. Study showed the concealing posture did lower mobbing rate and postpone the detection time. However, tufts didn’t significantly make the camouflage effect better. The mobbing pattern varied with bird species. Mobbing was more intense in earlier period of experiment, which may be due to breeding activity or habituation to the specimens.

Abstract The rapidly developing cities of the world are causing fragmented and lost habitats. In addition, the living spaces of many animals are altered. Raptors are important environmental indicatorsbecause they are top consumers of the food chain in the ecological environment and sensitive to the environmental qualities. This thesis studies the adaptation of raptors in urban green areas by analyzing the criteria of habitat selection by diurnal and nocturnal raptors in northern Taiwan. To investigate the favored habitats of Crested Goshawk(Accipiter trivirgatus) and Collared Scops Owl (Otus lettia), 64 green areas in Taipei and New Taipei city were surveyed. The locations at which the animals were observed to be resting or nesting and the plant structure in the micro-habit were recorded. The sites were also analyzed by urban gradient and their sizes. The normalized difference vegetation index (NDVI) around the greenspaces and differential types of land cover within the greenspaces were also analyzed with GIS. Results show that Crested Goshawks and Scope Owls were recorded in 18 and 16 green areas respectively. DBH (p=0.024), cross-sectional area (p=0.034), and tree cover (p=0.048) were important factors explaining nesting preferences. Goshawks and owls also preferred larger green areas (27.6% / 51.7%) and green areas set in low-developed areas (50.0% / 66.7%). Three strategies to improve raptor habitats are suggested: First, expanding the planting space of suitable trees is most important for increasing the ecological habitats of the urban raptors. Second, a map of raptor habitats can be used as a basis for protecting raptors. Third, setting into action of the environmental education of nature conservation is an important issue to protect raptors and maintain more green space in Taiwan.
