El apartado cuarto del artículo 348 bis de la Ley de Sociedades de Capital, incorporado por la Ley 11/2018, de 28 de diciembre reconoce un derecho de separación alternativo (cumulativo al del derecho de separación en cuentas individuales) en base a los resultados consolidados del grupo. La finalidad de la norma es la de garantizar a los socios de la sociedad dominante su propio derecho de separación en caso de insuficientes dividendos, lo que constituye una auténtica novedad respecto a la redacción anterior del precepto.

Gaur egon 272 udalerri eta 348 kontzeju daude Nafarroan, bai eta 67 mankomunitate eta elkarte tradizional ere, zerbitzu publikoak emateko. Idazkarien araubide juridikoa antolatzeko onartutako bata bestearen ondorengo Foru Legeek arazoak sortu dituzte: bitarteko lan-kontratu asko metatu dira azken hiru hamarkadetan, gatazka ugari judizializatu dira, eta inkonstituzionaltzat jo dira 11/2004 Foru Legeko lehen xedapen gehigarriaren bi tarteki ere. RESUMEN: Se analiza la problematica que circunda al regimen juridico de los secretarios municipales en Navarra. Fundamentalmente el relativo a la provision y seleccion mediante la obtencion de la previa habilitacion foral. Todo ello entorpecido en los ultimos treinta y cinco anos, por la voluntad de proceder a una forzosa agrupacion de municipios —hasta el momento imposible— con lo que tambien se agruparian los servicios prestados por la secretaria municipal. En la actualidad en Navarra existen 272 municipios y 348 concejos, ademas de 67 mancomunidades y agrupaciones tradicionales para la prestacion de servicios publicos. Las sucesivas Leyes Forales aprobadas para ordenar el regimen juridico de los secretarios han resultado problematicas, al existir una alta tasa de interinidad acumulada en las tres ultimas decadas y por la multitud de conflictos que se han judicializado, incluso con la inconstitucionalidad declarada de dos incisos de la disposicion adicional primera de la Ley Foral 11/2004. ABSTRACT: The problems around the legal regime of municipal legal secretaries in Navarra are analyzed. Basically the problem related to the provision and selection by means of the achivement of a previous foral authorization. And all of it impeded for the last thirty five years by the will of proceeding to a mandatory assemblage of municipalities —so far impossible— that brings the assemblage of the services provided by the municipal legal secretary. To date there exist 272 municipalities and 348 councils, besides 67 grouping of municipalities and traditional groupings for the provision of public services. The consecutive Foral Acts enacted to arrange the legal regime of legal secretaries have been problematic because there is a high rate of temporary staff during last three decades and by a ton of conflicts which were judicialized even with the inconstitutionality of two subsections of the first additional provision of the Foral Act 11/2004.

Durante el Porfiriato la imagen fotográfica adquirió gran popularidad e importancia en la sociedad, reflejó los aspiraciones de los miembros de la clase dominante conformada por grandes terratenientes aburguesados, grandes industriales, comerciantes y banqueros que pretendían mantener sus riquezas y mantenr su control politica e ideológica, mediante el financiamiento de la mayoría de las publicaciones. Aunque la libertad de expresión y de imprenta había quedado garantizada en la Constitución de 1857, la ley Mordaza de 1882 castigaba a los periodistas subversivos e inmorales que pretendieran trastornar el orden público, incitar a la desobediencia de las leyes o dañar los cánones morales y de comportamiento social. La prensa porfirista legitimaba el orden y el progreso que sustentaba el gobierno a través de una cantidad importante de contenido gráfico, ilustraciones y fotografías que mostraban el progreso y la estabilidad social. En las páginas de las revistas ilustradas, entre las que podemos mencionar a El mundo ilustrado (1894 – 1914), la élite mexicana se vió reflejada en reportajes escritos y en imágenes fotográficas como copias fieles de la realidad, fotografía que como espejo daban cuenta exacta del conservadurismo y el catolisismo social. Rafel Reyes Spíndola, propietario, director y editor del semanario domincar El mundo ilustrado, 2… compró rotativas de gran tiraje y empezó a utiizar tanto linotipos alemanes como la técnica de medio tono. Abstract:
The precise date of the Council of Serdica is so important because it is essential for establishing the chronology of numerous events in fourth-century Christianity, and thus for reconstructing its overall history and developments. Unfortunately, this date has been under debate for nearly two centuries. Traditionally, the council was dated to 347 C.E., but discoveries in the 18th and 19th centuries led scholars to favor first 344 and then 343. In the early 20th century, Eduard Schwartz inaugurated a new stage in the debate when he argued for 342. In his wake, most French, Italian, and English-speaking scholars argued for 343, whereas most German-speaking scholars followed Schwartz's authority and endorsed 342. In 1974, Marcel Richard advanced a novel argument in favor in 342 that appeared to cement this date for its advocates. Recently, however, 343 appears to be the preferred date even in German scholarship. After more than a century of debate, it seems, a consensus has been reached. This essay offers the most comprehensive reassessment of this debate to date to see if it really should be considered concluded. It re-examines all the evidence and all the arguments made in support of one date or another, in particular those of Schwartz and Richard, and argues that the case for the Council of Serdica's having been held in the autumn of 343 should be considered conclusive; thus, the lengthy debate can rightly be closed.

Ce mémoire a comme objectif d'élaborer une méthodologie de formulation et de pose adaptée aux enrobés à matrice de pierres (SMA: Stone Matrix Asphalt) suivant le principe de formulation du Laboratoire des Chaussées développé au Québec. La méthodologie de formulation proposée est la suivante: (a) estimer une masse de départ de particules grossières; (b) définir la masse de particules intermédiaire (012,5), de telle sorte qu'elle n'engendre pas le desserrement des particules grossières; (c) déterminer la masse optimale en pierre (>5 mm) à partir d'un essai à la PCG; (d) déterminer le dosage optimum en filler. Ce travail fait ressortir les critères de formulation pour les enrobés SMA ainsi que les critères que les entrepreneurs et les donneurs d'ouvrages devraient prendre en considération avant la mise en place des SMA. La principale différence demeure dans la stratégie de compaction qui se doit d'être plus agressive et sévère.

La posició de l'administrador de societats de capital després de la modificació que la Llei 31/2014, de 3 de desembre, per a la millora de el govern corporatiu, ha emprès en el capítol III del títol VI de la Llei de Societats de Capital, ve determinada per un cos estatutari de deures fiduciaris que caracteritza la gestió societària com una professió que imposa un necessari contingut i dedicació funcional, una observança de l'escenari normatiu -directa o indirecta-, i una aplicació a la gestió social alineada a l'interès social amb diligència general, bona fe i lleialtat corporativa. La delimitació funcional de la figura de l'administrador social ocupa un destacadíssim lloc en el moviment de Corporate Governance. La relació que uneix l'administrador amb la societat s'emmarca dins de les relacions representatives de gestió i es caracteritza pel seu caràcter fiduciari, atípic, bilateral, consensual, onerós i obligatori. L'alineament únic i exclusiu amb l'interès social aporta l'element fiduciari que fonamenta la relació gestora i causalitza tot el cos prestacional. En aquest escenari relacional, la Llei 31/2014 ha delimitat i precisat el marc conductual del gestor social sobre els dos deures tradicionalment lligats a la relació fiduciària d'administració societària: el deure de diligència i el deure de lleialtat. El primer, funcional i dispositiu, imposa un judici tècnic. El segon, disfuncional e imperatiu, imposa un judici ètic o axiològic. En el present treball s'analitza la posició nuclear d'administrador de societats en el moviment de govern corporatiu, la relació fiduciària de gestió representativa de l'administrador amb la societat, els deures fiduciaris que de la mateixa emanen i els efectes e instruments que ofereix l'ordenament en cas d'infracció dels deures fiduciaris pel gestor social.
La posición del administrador de sociedades de capital tras la modificación que la Ley 31/2014, de 3 de diciembre, para la mejora del gobierno corporativo, ha acometido en el capítulo III del título VI de la Ley de Sociedades de capital, viene determinada por un cuerpo estatutario de deberes fiduciarios que caracteriza a la gestión societaria como una profesión que impone un necesario contenido y dedicación funcional, una observancia del escenario normativo -directa o indirecta-, y una aplicación a la gestión social alineada al interés social con diligencia general, buena fe y lealtad corporativa. La delimitación funcional de la figura del administrador social ocupa un destacadísimo lugar en el movimiento de Corporate Governance. La relación que une al administrador con la sociedad se enmarca dentro de las relaciones representativas de gestión y se caracteriza por su carácter fiduciario, atípico, bilateral, consensual, oneroso y obligatorio. El alineamiento único y exclusivo con el interés social aporta el elemento fiduciario que fundamenta la relación gestora y causaliza todo el cuerpo prestacional. En dicho escenario relacional, la Ley 31/2014 ha delimitado y precisado el marco conductual del gestor social sobre los dos deberes tradicionalmente ligados a la relación fiduciaria de administración societaria: el deber de diligencia y el deber de lealtad. El primero, funcional y dispositivo, impone un juicio técnico. El segundo, disfuncional e imperativo, impone un juicio ético o axiológico. En el presente trabajo se analiza la posición nuclear del administrador de sociedades en el movimiento de gobierno corporativo, la relación fiduciaria de gestión representativa del administrador con la sociedad, los deberes fiduciarios que de la misma emanan y los efectos e instrumentos que ofrece el ordenamiento en caso de infracción de los deberes fiduciarios por el gestor social.
The position of the capital company administrator after the amendment that Law 31/2014, of December 3, for the improvement of corporate governance, has undertaken in chapter III of title VI of the Capital Companies Law, is determined by a statutory body of fiduciary duties that characterizes corporate management as a profession that imposes a necessary content and functional dedication, an observance of the regulatory setting -direct or indirect-, and an application to social management aligned to social interest with general diligence, good faith and corporate loyalty. The functional delimitation of the figure of the social administrator occupies a very prominent place in the Corporate Governance movement. The relationship that unites the administrator with society is framed within representative management relationships and is characterized by its fiduciary, atypical, bilateral, consensual, onerous and obligatory nature. The unique and exclusive alignment with the social interest provides the fiduciary element that underlies the managerial relationship and causes the entire benefit body. In this relational setting, Law 31/2014 has defined and specified the behavioural framework of the social manager regarding the two duties traditionally linked to the fiduciary relationship of corporate administration: the duty of diligence and the duty of loyalty. The first, functional and discretionary, imposes a technical judgment. The second, dysfunctional and imperative, imposes an ethical or axiological judgment. This paper analyses the nuclear position of the company administrator in the corporate governance movement, the fiduciary relationship of representative management of the administrator with society, the fiduciary duties that emanate from it and the effects and instruments offered by the law in case of infringement of fiduciary duties by the social manager.

Foods that reach the consumer must be safe and with quality. To obtain a safe product is important the control not only at the end of process, but all along the entire chain Production chain, it means, from “farm to fork”.The poultry industry is an example that clarifies the application of a control system of that type. This study was conducted in an industry of poultry multiplication and aims to propose a plan where process points are identified as critica and special measures must be taken to control the proliferation of a pathogenic fungus that belongs to the species Aspergillus fumigatus. Microbiological analyses were made in points identified as favouble to fungal growth, inside the exploration of breeding and hatchery, through the methods of Petri dishes exposure and surface swabs followed by plating onto a selective agar medium. The fungus was found in the hatchery and in the nests of the poultry farm multiplication. Measures most effective for control this fungus are prevention, cleaning and disinfections with a chemical product that has enilconazol as active substance, during the months of the year when temperatures are favourable.

L'Holocène est la période géologique la plus récente. Il s'agit d'une période interglaciare qui a débuté il y a 11000 ans et dans laquelle nous vivons aujourd'hui. L'intérêt pour l'étude de sa variabilité climatique est exacerbé dans le contexte actuel de réchauffement global attribué à l'Homme. Mais cette période a également vu le développement des sociétés humaines organisées qui ont très tôt interagi avec leur milieu, en s'adaptant aux variations naturelles de l'environnnement, mais aussi en perturbant le système naturel par leurs activités agricoles et industrielles. Cette thèse présente une étude sédimentologique et géochimique de carottes sédimentaires longues (9 à 13m) prélevées dans deux lacs alpins: les lacs du Bourget (Savoie) et d'Anterne (Haute Savoie). Deux thématiques distinctes ont été développées: l'enregistrement de la variabilité des débordements de crue du Rhône dans le Lac du Bourget et celui de la contamination anthropique par le plomb dans les deux lacs.

El terme “urbanització” no ha estat mai objecte de definició positiva, i el seu ús —àdhuc normatiu— com si es tractés d’una existent institució juridicoadministrativa resulta imprecís, donant lloc a ambivalències i a interpretacions errònies de normatives sectorials no urbanístiques. L’anàlisi de quin fou l’origen civil d’aquelles primeres realitats (Llei del sòl de 1956), i de la seva posterior evolució al bloc de la refosa de 1976, que ultrapassà en molt l’exercici d’una simple refosa, constitueixen el primer i segon objectius del treball. Aquelles “urbanitzacions” (civils) van ser reconvertides en un procés, que arrenca en l’època de la transició, que anomenem de “publificació”, dut a terme, amb una plausible voluntat subjacent propiciadora que fos l’ambivalent normativa la que comportés la “publificació” d’aquelles realitats, amb el conseqüent trasllat de les responsabilitats privades d’execució i manteniment a l’àmbit públic. Explicar els condicionants normatius dels procesos de “publificació” dels objectes unitaris del dret privat “urbanitzacions particulars”, i com es van esdevenir aquests, constitueix el segon dels objectius de la investigació. L’anàlisi de l’evolució normativa posterior al bloc normatiu de 1976, amb l’actual regulació dels complexos immobiliaris privats, que ens ubica en l’actual conjuntura, constitueix el tercer objectiu. El quart objectiu, apuntar no el que una “urbanització” sigui, sinó, simplement, què sigui allò que per “urbanització” hagi d’entendre’s. Oferir una plausible definició normativa inequívoca del vocable en el dret administratiu no per dotar-la de cap contingut novedós, sinó justament, per negar-li el que no li correspon, aquella categorització d’objecte o d’institució immerescudament assolida. Proposar, en definitiva, una simple conceptualització sense objecte. Una “urbanització”, s’ha necessàriament de concloure a la vista de tota la investigació, no és res, no gaudeix de cap característica inherent que la faci mereixedora de constituir-se en cap objecte del dret conceptualitzable com a tal.

Explicar los condicionantes normativos de los procesos de “publificación” de los objetos unitarios del derecho privado “urbanizaciones particulares”, y cómo tuvieron lugar estos, constituye el segundo de los objetivos de la investigación. El análisis de la evolución normativa posterior al bloque normativo de 1976, con la actual regulación de los complejos inmobiliarios privados, que nos ubica en la actual coyuntura, constituye el tercer objetivo. El cuarto objetivo, apuntar no lo que una “urbanización” sea, sino, simplemente, qué sea lo que por “urbanización” deba entenderse. Ofrecer una plausible definición normativa inequívoca del vocablo en el derecho administrativo no para dotarla de ningún contenido novedoso, sino justamente, para negarle el que no le corresponde, aquella categorización de objeto o de institución inmerecidamente alcanzada. Proponer, en definitiva, una simple conceptualización sin objeto. Una “urbanización”, se ha necesariamente de concluir a la vista de toda la investigación, no es nada, no goza de ninguna característica inherente que la haga merecedora de constituirse en objeto alguno del derecho conceptualitzable como tal.
The term “urbanization” has never been the subject of a positive definition, and its use —even normative— as an existing legal and administrative institution is imprecise, leading to ambivalences and misrepresentations of non-urbanistic sectorial regulations. The analysis of the origin of those first realities (1956 Law), and its subsequent evolution in the block of the 1976 Rebuilt text, which far outstripped the exercise of a simple recasting, they constitute the first objective of the work. These “urbanizations” (civil law realities) were converted into a process, which starts at the time of the transition, which we call “publishing”, carried out, with a plausible underlying conducive that would be the ambivalent normative that would entail the “publishing”" of those realities, with the consequent transfer of the private responsibilities of execution and maintenance to the public domain. Explain the regulatory constraints of the processes of “publishing” the unitary objects of the private law “private urbanizations”, and how the processes happened, it constitutes the second of the objectives of the investigation. The analysis of the regulatory evolution following the 1976 regulatory bloc, with the current regulation of private real estate complexes, which places us in the current situation, constitutes the third objective. The fourth objective, to point out not what an “urbanization” is, but simply what it is for urbanization to be understood. To offer a plausible unambiguous normative definition of the word in the administrative law not to endow it with any new content, but just to deny what does not correspond to it, that categorization of object or institution immersionally achieved. To propose, in short, a simple conceptualization without an object. A “urbanization” must necessarily be concluded in the light of all the research, it is nothing, it does not enjoy any inherent characteristic that makes it worthy of being constituted in any object of the conceptualizable right as such.

O objetivo deste estudo foi avaliar a eficácia de três aparelhos fotopolimerizadores comerciais que utilizam o LED como fonte de luz (Elipar FreeLight - 3M-ESPE, UltraLume-LED2 - Ultradent e Single V - BioArt) na polimerização do compósito Z250 (3M-ESPE), cor A3, através das propriedades: microdureza Knoop, profundidade de polimerização e resistência flexural. Um aparelho fotopolimerizador convencional de lâmpada halógena XL 2500 (3M-ESPE) foi utilizado como controle. Em todos os casos, o tempo de polimerização adotado foi de 20 s. Para o ensaio de microdureza foram confeccionados 10 corpos de prova cilíndricos com 8 mm de diâmetro e 2 mm de altura para cada aparelho fotopolimerizador. A microdureza foi medida 24 h após a confecção dos corpos de prova, que ficaram armazenados em ambiente seco e protegidos da luz. Para o ensaio de profundidade de polimerização foram confeccionados três corpos de prova cilíndricos com 4 mm de diâmetro e 6 mm de altura para cada aparelho fotopolimerizador. O ensaio foi realizado imediatamente após a polimerização do compósito. Para o ensaio de resistência flexural foram confeccionados 5 corpos de prova com 25 mm de comprimento, 2 mm de altura e 2 mm de largura para cada aparelho fotopolimerizador. A resistência flexural foi medida 24 h após a polimerização do compósito e armazenagem dos corpos de prova em água destilada a 37ºC. Os resultados obtidos foram comparados às exigências da especificação 4049:2000 da International Organization for Standardization (ISO) e submetidos à análise estatística para comparação entre os aparelhos. Os valores de microdureza obtidos com os três fotopolimerizadores com LED não mostraram diferença entre si e foram superiores aos obtidos com o aparelho convencional. Para o ensaio de profundidade de polimerização, os valores obtidos com o aparelho Single V foram superiores aos do aparelho convencional, enquanto que os obtidos pelos outros dois aparelhos não apresentaram diferenças significativas entre si e o convencional. Para o ensaio de resistência flexural, não houve diferença entre os valores obtidos pelos três aparelhos com LED e o aparelho convencional. As exigênias da ISO 4049:2000 para os ensaios de profundidade de polimerização e resistência flexural foram atendidas em todos os casos.

Although the overall effect of compressor fouling on engine performance has been recognized for many years, remarkably little has been published on the quantifiable effects. Mathematical modelling of compressors using stage stacking methods has recently been used for a systematic study of compressor fouling and earlier investigations led to an interest in the effects of engine size and compressor stage loading. This paper presents a proposed index showing the susceptibility of compressors to fouling, which could be useful in helping operators to determine cleanup intervals. Three engines of widely differing performance were used in developing this index and additional operator experience would be useful in confirming its validity.

Community members who evacuate to shelters may represent the most socially and economically vulnerable group within a hurricane’s affected geographic area. Disaster research has established associations between socioeconomic conditions and adverse effects, but data are overwhelmingly collected retrospectively on large populations and lack further explication. As Hurricane Florence approached North Carolina in September 2018, RTI International developed a pilot survey for American Red Cross evacuation shelter clients. Two instruments, an interviewer-led paper questionnaire and a short message service (SMS text) questionnaire, were tested. A total of 200 evacuees completed the paper survey, but only 34 participated in the SMS text portion of the study. Data confirmed that the sample represented very marginalized coastline residents: 60 percent were unemployed, 70 percent had no family or friends to stay with during evacuation, 65 percent could not afford to evacuate to another location, 36 percent needed medicine/medical care, and 11 percent were homeless. Although 19 percent of participants had a history of evacuating for prior hurricanes/disasters and 14 percent had previously utilized shelters, we observed few associations between previous experiences and current evacuation resources, behaviors, or opinions about safety. This study demonstrates that, for vulnerable populations exposed to storms of increasing intensity and frequency, traditional survey research methods are best employed to learn about their experiences and needs.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

This report describes the situation of rural Youths Neither in Employment, nor in Education or Training (NEET) aged between 15 and 34 years old, over the last decade (2009-2019) in Turkey. To achieve this goal, the report portrays indicators of youth population, youth employment and unemployment, education and NEETs distribution. Since the urban/rural distinction is not clear in Turkey, the overtime change in the status of the Rural NEETs can-not be analysed.The adopted statistical procedures across the different selected dimensions involves descriptive longitudinal analysis, using graphical displays (e.g., overlay line charts) as well as the calculation of proportional absolute and relative changes between 2009 and 2013, 2013 and 2019 and 2009 and 2019. These time ranges were chosen to capture the indi-cators evolution before and after the economic crisis that hit European countries. All data was extracted from Eurostat public datasets, in addition we also used the statistics provi-ded by the Statistical Institute of Turkey, in addition to some academic works.The analyses show that Turkey has an ageing population, and that the share of the youth in the population declined over years. The relatively younger population of Turkey has pre-viously always been accepted as an advantage, but this advantage has disappeared with declining birth rates. The transition to a new administrative system in 2012 prevents a de-tailed analysis of the situation of rural NEETS. However, the available data shows that there is a significant gender gap and the lower levels of female labour force participation has led to the emergence of the NEETs as a gendered problem.
