Abstract:
This study generally analyses the livestock sector in the TRNC and the red meat sector in particular. The historical overview and economic structure of the TRNC show the importance of the agricultural sector for the TRNC. In order to understand the red meat sector in general, first the international red meat sector is examined shortly and then the red meat sector in the TRNC is analysed. The research data rely on a descriptive analysis based on the interpretation of primary and secondary data from the official websites of the Ministry of Agriculture of Northern Cyprus and Food and Agriculture Organization of the United Nations (FAO). TRNC does not have a liberal economy and import of red meat is strictly forbidden to the country. However, recently, discussions regarding liberalising the import of red meat led to further discussion of the problems experienced in red meat production and the factors affecting costs of production. The decision to import red meat supports the depth of existing problems in this field today. This study aims to reveal the necessity of policies that will bring possible solutions to overcome the structural problems in the red meat sector.

Though Mr Gladstone was speaking of the opposition to home rule in the country, rather than in the parliamentary Liberal party alone in the statement quoted above, this has become the rather standard interpretation of the great separation in the Liberal party in 1886. As one modern historian of the Liberal disruption puts it, ‘a striking characteristic of modern British history has been the class alignment of political parties… The Liberal Unionist party (those who seceded on the home rule question) was a half-way house, which entertained for a time much of the wealth and territorial influence which had been Liberal and was to be Conservative.’ One of the most influential historians of late-nineteenth-century Britain puts the issue in broader terms. The origins of Conservative dominance as well as the leakage of the landed and business classes to the Conservative party, Sir Robert Ensor argues, are to be found in the undermining of English and Irish agriculture by the invasion of North American wheat. This produced, in turn, agrarian revolution in Ireland, the rise of violent nationalism in Ireland, the growth of social and political conflict, and, ultimately, the rejection of Irish political demands by the English. Yet another attributes the fall of Gladstone's third ministry to a general revolt against the Liberal party by railway directors and other businessmen who had been alerted to the dangers to property which the government's railway policies implied. This theme has been taken up and many have come to argue that class voting emerged in 1886 when the upper – and middle-class Liberals, taking home rule as an excuse, departed to the Conservatives in a reaction against growing social radicalism.

Abstract:
This study examines factors of land grabbing in Liberia, especially from tribal communities, due originally to different social expectations regarding land and contracts between indigenous people and settlers from America. In addition, land appropriation throughout the history of the Liberian nation is due largely to the Americo-Liberian oligarchy and public corruption. The study analyzes survey, empirical, and concession contracts data gathered by the Ministry of Internal Affairs, Sustainable Development Institute, Government of Liberia, Center for Transparency and Accountability in Liberia, and United Nations Mission in Liberia. It then correlates associations between a number of concession companies, their land acreage under operation, county acreage, and incidence of land grabbing to demonstrate an increase in disputes during the early 2000s due to practices of corrupt public officials. This has resulted from the consistent implementation of inequitable land laws, which have perpetuated land transfer from tribal communities to mostly Americo-Liberian descendants and foreign concessionaires. This land appropriation has fostered public corruption, increased land related disputes, and raised the level of conflict in Liberian society.

abstractThe Polish mission to Liberia (1934–8) was a series of diplomatic, commercial, and scientific initiatives carried out by Poland's Maritime and Colonial League and Ministry of Foreign Affairs. Contextualizing the mission in terms of contemporary attempts to construct Poland's colonial identity, this article argues that Poland's colonial lobby imagined their presence in Liberia as a unique form of colonialism, distinct from its Western counterparts. Many participants in the mission considered Poland to have a special moral mandate in Africa by virtue of its own experience as a recently occupied nation. The grandiose visions of Liberia as a Polish colony and unfulfilled economic promises, however, contributed to the ultimate termination of the mission in 1938. The Poles’ concept of colonialism obscured their plausible objectives in Liberia and distracted them from executing their economic plan. The construction of a Polish colonial identity was a perfect means of rallying patriots around the flag and creating domestic support for Poland's maritime projects, but a colonial ideology was a double-edged sword in foreign affairs.

Abstract:
Crop production in West Africa is mostly dependent upon rainfed agriculture. Irrigation is a vital need due to uneven distribution of rainfall and seasonality of water resources. However, management and sustainability of irrigation are under risk due to notably weak database, excessive cost, unappropriate soil or land use, environmental problems and extreme pessimism in some quarters since rainfed agriculture is seen as potentially able to support the present population. This paper focuses on modernized irrigation technologies and systems that utilize less water. Information about irrigation systems in Ghana and Liberia were gathered through: 1) Irrigation development authorities in both countries, by reviewing past literatures, online publications, reports and files about irrigation in West Africa, specifically Ghana and Liberia; 2) International Food Policy Research Institute (IFPRI); 3) Collation of information, reports and data from Ghana Irrigation Development Authority (GIDA) and 4) International Water Management Institute (IWMI). The result shows that both countries have higher irrigation potential. However, the areas developed for irrigation is still a small portion as compare to the total land available for irrigation. On the other hand, as seen in the result, Liberia as compare to Ghana has even low level of irrigation development.

Abstract:
This article examines the activities of two normal schools with agricultural profile in Grădiştea, Vlaşca County and Caracal, Romanaţi County. The institutions were created by Constantin Angelescu, the Ministry of National Education, at the end of the summer of 1937. Their founding showed the sense of urgency displayed by the liberal government regarding the improved teaching of agricultural studies in normal schools as well as the level of agricultural practice among young teachers. The schools, both experimental endeavours, had, according to documents in the archive of the Ministry of National Education, contrasting fates: the one in Grădiştea was successful; the other, in Caracal, was a bitter disappointment. However, I argue that their activities were significantly marked by the establishment of King Carol II’s authoritarian regime in February 1938. In the summer of that year, Dimitrie Gusti’s close collaborators took over the leadership of Ministry of Education. Gusti’s ideas about rural development shaped the subsequent legislation regarding primary and normal schools; as a consequence, both institutions were disbanded.

Some of the late nineteenth century success of Liberia coffee, sugar, and other commodities can be attributed to the leasing of plantations to enterprising foreigners, although a few leading politicians did own successful farms … For most Americo-Liberians, the role of dirt farmer was decidedly beneath their station.Yet the reasons for this apathy among most Americo-Liberians for agriculture, which prevailed up to the early 1870s, were not far to seek. The majority of them being newly emancipated slaves, who had in servitude in America been used to being forced to work, erroneously equated their newly won freedom with abstinence from labour.Both arguments are inaccurate, yet the authors made essential contributions to the writing of Liberian history. J. Gus Liebenow became renowned within Liberian academic circles for his earlier book, Liberia: the Evolution of Privilege. In that book he analyzed the policy that enabled the minority Americo-Liberians (descendants of free blacks from the United States who founded Liberia in 1822), to monopolize political and economic power to the exclusion of the majority indigenous Africans for more than a century. M. B. Akpan dissected Liberia's dubious political history and concluded that Americo-Liberian authority over the indigenous population, was identical to the discriminatory and oppressive policy practiced by European colonizers in Africa.

ABSTRACTA representative sample of waterways in Liberia was surveyed for crocodiles, and all three species of African crocodiles were observed. Contrary to previous reports, only Nile crocodiles inhabit the Monrovia mangrove swamps and brackish-water mouths of rivers; there are no slendersnouted or dwarf crocodiles in these habitats. There is partitioning of habitats among the three species in Liberia: Nile crocodiles in mangrove swamps and river mouths (brackish water); slendersnouted crocodiles in rivers through rain forest (freshwater); and dwarf crocodiles in small streams through rain forest (freshwater), some entering the adjacent river. Dwarf crocodiles utilize burrows in the stream banks.Nowhere are crocodiles abundant, and there is an apparent absence of adults. Although 40% of Liberia is forested, deforestation is occurring rapidly by foreign timber companies and slash-and-burn agriculture practised by the largely rural population. Hunting with firearms, although illegal, is widespread, both for subsistence and commercially, without concern for depletion. Mangrove ecosystems near human population centres are being destroyed. The combination of the above factors has apparently depleted the crocodile populations in Liberia.

This study reviews the theoretical literature regarding determinants and the limitations to the demand side of rural finance in Liberia with the coming into effect of the National Financial Inclusion Strategy (NFIS). The outcome of this study reveals that education, income level, household assets, and agriculture rank as the outstanding drivers of the demand for finance in Liberia’s rural market. Obviously, the demand for financial services in the rural market of Liberia is very high. However, the demand is limited by a litany of factors such as slow economic growth & lack of job opportunities, poor public infrastructure, structural unemployment, few diversification opportunities, seasonality in agriculture, imperfect information & supervision, and poor social protection and market failures. Two decades of civil war have left Liberians facing many challenges. One such group includes those concerned with the preservation and maintenance of Liberia's archives, which were severely compromised during the period of conflict. This paper provides a brief introduction for scholars as to the nature of Liberia's archival materials available in-country, the impact of the war on the collections, and details about how scholars interested in the history of Liberia may access these records.There are three archival collections in Liberia. The first is at the Ministry of Foreign Affairs on Tubman Boulevard, between 12th and 13th Streets. The second is at the Center for National Documents and Records (National Archives) at 96 Ashmun Street, while the third—the Presidential Archives—is at the Executive Mansion on Capitol Hill.

<p>Extended use of synthetic chemical fertilizers may degrade soil quality. As a synthetic chemical fertilizer substitute, organic fertilizer can improve soil quality, produce healthier agricultural products, and be environmentally sustainable. Thus, coffee grounds liquid organic fertilizer may solve this problem. This study examines how liquid organic fertilizer made from coffee grounds affects land kale's physiological and growth characteristics. A fully randomized experimental design with one factor and 11 treatments was used. A control group, NPK-16-16-16 4 g, and Arabica, Robusta, and Liberica coffee were treated with three concentrations (4 mL.L<sup>-1</sup>, 12 mL.L<sup>-1</sup>, and 20 mL.L<sup>-1</sup>). Four replicates were run for each treatment. The investigation found that coffee ground liquid organic fertilizer does not meet Minister of Agriculture Decree 261/KPTS/SR.310/M/4/2019 criteria. Compared to the control group, liquid organic fertilizer made from coffee grounds did not increase land kale growth. Additionally, it did not grow as well as with NPK16-16-16 fertilizer. Coffee grinds liquid organic fertilizer only enhances kale growing on land, promoting sustainable agriculture.</p>

This thesis discusses the IACM level 3 evaluation of the supervision system of the Inspectorate General of the Ministry of Agriculture to determine the gap between the capability conditions of the Inspectorate of the Ministry of Agriculture and the needs of stakeholders, and areas of improvement that need to be followed up to provide suggestions for improving the capability of the Inspectorate General of the Ministry of Agriculture. The research method used is a qualitative method with a case study approach. The informants in this research consisted ofSecretary of the Inspectorate General, Inspectorate I, Inspectorate III, Inspectorate IV,Investigation Inspectorate andInspector IIInspectorate General of the Ministry of Agriculture.The data used in this research consists of primary data and secondary data. Data collection was carried out through document analysis and interviews. Qualitative data analysis is carried out involving data reduction, data presentation, and drawing conclusions. The results of this research show that the supervision activities carried out by the Inspectorate General of the Indonesian Ministry of Agriculture are at Level 3 or only carry out supervision activities on compliance audits.In general, the Office of the Inspector General of the Ministry of Agriculture has reached level 3 (integrated). Within each element, all relevant internal audit policies, processes and procedures are defined, documented and integrated.

Abstract In 1905 the establishment of the International Institute of Agriculture (IIA), the forerunner to the Food and Agriculture Organization (FAO) of the United Nations, created a forum for bureaucrats and technocrats from around the globe to exchange information about the latest developments in agricultural practice and administration. Representatives from the Ottoman Empire were active participants in the institute's early activities. This article traces their contributions to the institute's formative debates that aimed to set international standards as well as the imperial-level projects that resulted from their participation. It argues that the institute, in addition to representing a space in which Ottoman officials could assert their expertise and perform their capacity to be a part of global standard-setting processes, provided an impetus for collating and comparing statistics from across the empire. The projects undertaken drew from existing provincial statistics-gathering institutions and served to reveal differences across provinces in a step toward greater empire-wide legibility. Focusing on the empire's Eastern Mediterranean provinces, the article demonstrates how these statistics' public circulation not only enabled Ottoman officials to identify regions they considered ripe for further agricultural development, but also supported French officials' justifications for imposing colonial rule post–World War I.

PUSTAKA Bogor is one of the libraries that has a collection of local content in digital form which can be accessed through a repository called the Ministry of Agriculture Repository. The collections contained in the Ministry of Agriculture's repository are publications from the Ministry of Agriculture, which makes the collections therein unique, specific collections and not found in other institutions. In order to realize PUSTAKA Bogor's goal of disseminating agricultural science and technology information, it is important to develop digital local content collections in the Ministry of Agriculture's repository. Collection development activities have a big influence on the service quality indicators in the library as a whole. Adapting to technological developments and the diversity of library collection media, collections in forms other than print, such as digital collections, also need to be developed in accordance with the policies set by PUSTAKA Bogor and the Ministry of Agriculture. This research aims to explain the form of implementation of collection development policies in the Ministry of Agriculture repository managed by PUSTAKA Bogor. This research uses a qualitative research method with a case study approach. Determining informants in this study used a purposive sampling technique which was adapted to the research topic. Data collection was carried out by observation, interviews and documentation. The results of this research are a form of implementation of collection development in the Ministry of Agriculture repository carried out through data entry using two methods, namely the conventional method carried out by the library and the harvesting method carried out by IT.

Abstract:
Fourteen years of civil war left Liberia with crumbling infrastructure and one of the weakest health systems in the world. The 2014–2015 Ebola virus disease (EVD) outbreak exposed the vulnerabilities of the Liberian health system. Findings from the EVD outbreak highlighted the lack of infection prevention and control (IPC) practices, exacerbated by a lack of essential services such as water, sanitation, and hygiene (WASH) in healthcare facilities. The objective of this intervention was to improve IPC practice through comprehensive WASH renovations conducted at two hospitals in Liberia, prioritized by the Ministry of Health (MOH). The completion of renovations was tracked along with the impact of improvements on hand hygiene (HH) practice audits of healthcare workers pre- and post-intervention. An occurrence of overall HH practice was defined as the healthcare worker practicing compliant HH before and after the care for a single patient encounter. Liberia Government Hospital Bomi (LGH Bomi) and St. Timothy Government Hospital (St. Timothy) achieved World Health Organization (WHO) minimum global standards for environmental health in healthcare facilities as well as Liberian national standards. Healthcare worker (HCW) overall hand hygiene compliance improved from 36% (2016) to 89% (2018) at LGH Bomi hospital and from 86% (2016) to 88% (2018) at St. Timothy hospital. Improved WASH services and IPC practices in resource-limited healthcare settings are possible if significant holistic WASH infrastructure investments are made in these settings.

COVID-19 remains a serious disruption to human health, social, and economic existence. Reinfection with the virus intensifies fears and raises more questions among countries, with few documented reports. This study investigated cases of COVID-19 reinfection using patients’ laboratory test results between March 2020 and July 2021 in Liberia. Data obtained from Liberia’s Ministry of Health COVID-19 surveillance was analyzed in Excel 365 and ArcGIS Pro 2.8.2. Results showed that with a median interval of 200 days (Range: 99–415), 13 out of 5,459 cases were identified and characterized as reinfection in three counties during the country’s third wave of the outbreak. Eighty-six percent of the COVID-19 reinfection cases occurred in Montserrado County within high clusters, which accounted for over 80% of the randomly distributed cases in Liberia. More cases of reinfection occurred among international travelers within populations with high community transmissions. This study suggests the need for continued public education and surveillance to encourage longer-term COVID-19 preventive practices even after recovery.

ObjectivesOnly 12 countries in the WHO’s African region met Millennium Development Goal 4 (MDG 4) to reduce under-five mortality by two-thirds by 2015. Given the variability across the African region, a four-country mixed methods study was undertaken to examine barriers and facilitators of child survival prior to 2015. Liberia was selected for an in-depth case study due to its success in reducing under-five mortality by 73% and thus successfully meeting MDG 4. Liberia’s success was particularly notable given the civil war that ended in 2003. We examined some factors contributing to their reductions in under-five mortality.DesignA case study mixed methods approach drawing on data from quantitative indicators, national documents and qualitative interviews was used to describe factors that enabled Liberia to rebuild their maternal, neonatal and child health (MNCH) programmes and reduce under-five mortality following the country’s civil war.SettingThe interviews were conducted in Monrovia (Montserrado County) and the areas in and around Gbarnga, Liberia (Bong County, North Central region).ParticipantsKey informant interviews were conducted with Ministry of Health officials, donor organisations, community-based organisations involved in MNCH and healthcare workers. Focus group discussions were conducted with women who have experience accessing MNCH services.ResultsThree prominent factors contributed to the reduction in under-five mortality: national prioritisation of MNCH after the civil war; implementation of integrated packages of services that expanded access to key interventions and promoted intersectoral collaborations; and use of outreach campaigns, community health workers and trained traditional midwives to expand access to care and improve referrals.ConclusionsAlthough Liberia experiences continued challenges related to limited resources, Liberia’s effective strategies and rapid progress may provide insights for reducing under-five mortality in other post-conflict settings.

This study endeavored to establish trends in the re-enforcing factor related to the consumption of alcoholic beverages among high school students in Liberia, using an experimental research design. A sample of 440 students from two selected schools was determined using Cochran’s formula. A sixteen item questionnaire with a reliability coefficient of 0.70 was administered to the 440 students to identify those who drink alcohol. Applying G Power formula, 84 students were randomly selected out of the 170 students who drink alcohol as participants. Another validated questionnaire with a reliability coefficient of 0.76 was used to collect data from the field. Descriptive statistics and t-test were used to analyze the data. The study concludes that the use of the Alcohol and Life Skills Training Model, which was employed to the experimental group is an effective educational tool to prepare students to make responsible decision about abstaining from drinking alcoholic beverages than the HIV/ AIDS Model which was employed to the control group. It is therefore recommended that the Government of Liberia should adopt the Alcohol and Life Skills Training Model into the National High School Curriculum in order to prevent and control the consumption of alcohol by students in high schools. Secondly, researchers and the Ministry of Education in conjunction with other Ministries such as Health and Youth should conduct further research on a wider scale on alcohol consumption among the youth, including the in-school and the out of school adolescents in Liberia.

During the first lockdown, the decision of the Diocese of Hereford to initiate discussions entitled, ‘Racial Justice and the Church’, as a response to the re-emergence of the Black Lives Matter movement was heartening. As a priest in the Church of England, who came to Craven Arms, a small agricultural town in the Hereford Diocese, after over thirty-six years’ stipendiary ministry in urban and inner-city ministry in diverse communities and congregations, it was encouraging to realise that less diverse communities were addressing the same issues. The third of these sessions was with Dr Joel Edwards and called for the creation of safe spaces where white people could be set free from ‘White liberal nervousness of getting things wrong’. I write as a white liberal with plenty of experience of getting things wrong. I write as a Christian involved in interfaith relations for many years and am aware that issues of intolerance and racism are encountered within and across different faiths, not least the long history of anti-Semitism within the Church. These comments and reflections on my personal journey explore a vision of a safe space.

Using a stochastic meta-frontier function, this study analysed the production efficiency of the cassava subsector of cassava growers from Bomi and Nimba counties in Liberia. The paper contributes to the domestication of agriculture policy issues within a country. The study found different scales of production returns for cassava growers in Bomi and Nimba counties. Farmer age, gender, household size and access to credit were key determinants of the technical gap ratio of the cassava subsector. The study recommends that relevant stakeholders (in a multistakeholder partnership) design a holistic approach of innovative finance (including microfinance, agriculture insurance and a grouped loan scheme) and social enterprise development that will encourage more women and young people to grow cassava efficiently for the higher productivity of the cassava subsector

The study examined trends in development activities of the Anambra State Ministry of Agriculture and Rural Development between 1991 and 2013. The study identified the trends in policy and programme initiation, staff recruitment and development, and funding, in the ministry. It employed secondary data through records, documents and annual reports. Results show variation in the percentages of programme initiated and implemented within each year between 1991 and 2013. The ministry did not participate in formulating policies in 46% of the programmes implemented in the state. However, 46% of all the programmes initiated had been concluded, while 54% of all the programmes initiated in the state are still active. The results showed that a total of 403 staff were recruited within the period into the various departments, with the highest number of recruitment (252) occurring between 1991-and 1995 and the least (22) took place from 2006 to 2010. The majority (91) of staff recruited had the ordinary national diploma (OND) and only 30 and 3 persons had the bachelor of science and doctor of philosophy, respectively. The trend in the funding pattern dwindled over time. Out of the five listed human capacity building programmes, staff trainings were organised only between 1991-1995 and 1996-2000). There is need for a change in government commitment to agriculture in the area of funding, human resource and policy as these are key drivers of development. Government should increase the proportion of manpower and create adequate opportunity for training and development of staff of the ministry. Abstract This study was conducted in the laboratory and plastic house belonging to the Department of plant protection – faculty of Agriculture - Anbar University to evaluate the efficiency of the biological control agent Trichoderma harzianum and the chemical inducing agents sodium bicarbonate NaHCO3 and melatonin C13H16N2O2 in inducing resistance in seeds and seedlings of okra to infection with the disease of seed rot and the fall of seedlings caused by the semi-pathogenic fungus Pythium aphanidermatum double transplantation of some isolates of the-biotic fungus T. harzianum that isolation T2 (centre of Organic Agriculture-Ministry of Agriculture-Iraq) achieved the highest ability in inhibiting the growth of pathogenic semi-fungus, reaching a degree of contrast of 1, while the result of measuring the effectiveness of volatile substances on the PDA medium of the same isolates showed that isolation T2 (center of Organic Agriculture-Ministry of Agriculture-Iraq) gave the highest percentage of inhibition against pathogenic semi-fungus P. aphanidermatum reached 36.4% and the test of the effectiveness of the inducing agents in protecting the seeds of okra, Petra on the medium of PDA showed the effectiveness of the inducing agents sodium bicarbonate and melatonin in protecting the seeds, as the germination rate reached 100% for both, while the bio-fungi isolates achieved isolation T2 (Organic Agriculture Center-Ministry of Agriculture-Iraq) the best germination rate reached 100% and the results of the plastic house experiment showed that the treatment with bio-fungi by soaking for 20 minutes gave high efficiency in the percentage of germination reached 83.33% and reduced the percentage and severity of infection to 23.67% and 18.33% respectively, as for the soaking treatment with melatonin 200 micromuller, the percentage of germination decreased to 63.67% or the percentage and severity The infection rate reached 43.33% and 37% sequentially, as for the spraying treatment with biological agent isolation T2 (Organic Agriculture Centre-Ministry of Agriculture-Iraq) after 15 days of germination reduced the percentage and severity of infection to 32.67% and 25% sequentially and the spraying treatment with melatonin after 15 days of germination achieved the percentage and severity of infection reached 49% and 39.33% sequentially, as for the spraying treatment with biological agent isolation T2 (Organic Agriculture Center-Ministry of Agriculture-Iraq) after 25 days of germination, it gave the highest efficiency in reducing the percentage and severity of infection 35.67% and 29.67% sequentially, while the percentage and severity of infection in the melatonin spraying treatment after 25 days of germination reached 51.33% and 43.67% sequentially compared to the comparison treatment Contaminated with semi-pathogenic fungus Pythium aphanidermatum .

In promoting the use of Information and Communication Technology (ICT) in order to improve efficiency and effectiveness of government service institutions, the Government of Indonesia issued Presidential Instruction No. 3 of 2003 on e-Government. The directive requested that all government institutions in Indonesia should take advantage of ICT to improve public services. In line with this, the Ministry of Agriculture has launched several efforts to support the implementation of Presidential Instruction. One of these efforts is the implementation of the Web Site Competition between Work units under the Ministry. The contest has been held since 2004. The participants were grouped into three categories: 1. Directorate General / Agency 2. Provincial Agricultural Office 3. District Agriculture Office. To carry out the website competition, the Ministry of Agriculture has appointed a five person jury. To evaluate whether there are significant differences between the judges in scoring on the website which was considered and the factors that may affect the assessment, some analysis has been done. The variables included in the analysis was judge scores, level of institution, previous achievements in the competition, the location of both institutions in Java and outside Java. The statistical methods used in the analysis are Multiple Linear Regression and Variance Analysis. The analysis uses data from the Ministry of Agriculture Web Site Competition 2008-2010.

This study investigates the influence of agricultural public expenditure on the performance of Sri Lanka's agriculture sector. Utilizing data sourced from the annual reports of the Ministry of Finance spanning 2011 to 2022, the findings reveal a significant and positive correlation between the recurrent expenditure of the Department of Agriculture (DoA) and the gross domestic production of the agriculture sector (p < 0.01). However, no statistical evidence supports a significant relationship between the Ministry of Agriculture's (MoA) capital expenditure and DoA and the performance of the agriculture sector. These results underscore the pivotal role of public recurrent agricultural expenditure in bolstering the agriculture sector's performance. Particularly noteworthy is the significant impact of DoA's recurrent expenditure on sectoral performance. The study advocates for increased budget allocation towards recurrent expenditure within the agriculture sector, especially emphasizing the importance of augmenting the DoA's recurrent expenditure to ensure enhanced performance and sustainability. Ultimately, the study underscores the critical importance of effective and efficient management of public funds in driving the agriculture sector's performance.

Purpose – The purpose of this paper is mainly to investigate how Greek Farmers perceive service quality provided by the Greek Ministry of Agriculture and secondly, to confirm the five quality dimensions proposed by the SERVQUAL instrument for the Ministry’s service. Design/methodology/approach – A questionnaire based on the SERVQUAL scale, was used to determine farmers’ perceptions of service quality in the area of central Macedonia in Greece. A total of 245 completed questionnaires were collected. Findings – The analysis has shed some light on the quality gaps for the services provided by the Greek Public sector, suggesting that there is scope for improvement strategies. The results revealed a three-dimensional structure instead of the five dimensions of the SERVQUAL instrument. “Social skills” of the human factor were revealed as being the most critical dimension of quality. Practical implications – This paper provides guidelines for policymakers to develop strategies to identify service quality gaps, while the decrease of such gaps could result in the public services’ improvement. Originality/value – The current study is the first attempt to measure farmers’ perceptions of the service provided by the Greece ministry of Rural Development and Food. Secondly, this study provides additional evidence that the modification of the SERVQUAL scale could be used in different service sectors and cultures.

The India Meteorological Department, Ministry of Earth Sciences, provides weather forecasting, agro-advisory services, agromet services, soil moisture monitoring, and agricultural extension initiatives to encourage agricultural operations in India. Indian Space Research Organization?s (ISRO) also partners with the Ministry of Agriculture and Farmers Welfare on several satellite data and geographic information systems-based agricultural applications. ISRO, in collaboration with the Ministry of Agriculture and Farmers Welfare, has developed applications including horticultural crop inventory and site suitability for expansion in unutilized places; crop assessment using medium- and high-resolution satellite data; field information gathering with field photos using a smartphone application; and crop cutting experiments based on satellite-derived crop vigor information. ISRO has provided technology for FASAL and the National Agricultural Drought Assessment and Surveillance System to the Department of Agriculture Cooperation and Farmer Welfare. ISRO has also incorporated the Central Water Commission?s monitoring of irrigation systems. Overall, satellite-enabled services have transformed agricultural operations in India by providing farmers with precise and timely data that enable them to make educated decisions about their crops, resulting in increased crop yields and financial returns.. Level of Auditee Satisfaction is important for the Inspectorate General of the Ministry of Agriculture, in order to identify the weakness of each dimension in delivering internal controlling activity and to determine the performance of internal controlling system in the Ministry of Agriculture. The objectives of this study are to analyze auditee satisfaction of internal control held by Inspectorate, to determine factors influencing auditee satisfaction, and to formulate strategies in increasing auditee satisfaction. Service Quality model was used to measure the perception of vertical institution under the authority of the Ministry of Agriculture on services received from Inspectorate. There were five dimensions that were measured, i.e tangibility, reliability, assurance, responsiveness, and empathy. Data were collected from 193 respondents. The study used Structural Equation Modelling (SEM) and software LISREL for data processing. The result reflected that all variables were significantly correlated to each dimension of Service Quality instrument and significantly influenced auditee satisfaction. Satisfactions were measured through overall satisfaction, the function of internal control related with non audit activity and the quality of audit report. Tangibility was the most significant factor influencing auditee satisfaction.

The research hypothesis proves that there is a significant and positive effect of motivation and compensation on employee performance at the Directorate General of Horticulture, Ministry of Agriculture, Jakarta. Based on the results of the study, it can be said that there is a significant and positive effect on employee performance of 77.4% and there is a significant and positive influence on employee performance of 76.4%, where together there is a significant influence and positive motivation. compensation for employee performance is 85.4%.

This paper describes the policy decisions, methods and processes adopted for prioritisation, key features of the package and lessons learnt, with special emphasis on feasibility of implementation. Package design was led by the Ministry of Health. Prioritisation of essential services was based on evidence on disease burden, cost-effectiveness, financial risk, equity, budget impact, and feasibility of implementation. Fiscal space analysis was used to assess package affordability and options for expanding the budget envelope. The final adopted package focuses on primary healthcare and comprises a core subpackage of 78 publicly financed interventions and a complementary subpackage of 50 interventions funded through cost-sharing. The estimated per capita cost to the government is US$12.28, averting around 1.2 million DALYs. Key lessons learnt are described: (1) priority setting is essential for designing affordable packages of essential services; (2) the most realistic and affordable option when domestic resources are critically limited is to focus on basic, high-impact primary health services; (3) Liberia and many other countries will continue to rely on donor funding to expand the range of essential services until more domestic resources become available; (4) national leadership and effective engagement of key stakeholders are critical for a successful package design; (5) effective implementation is less likely unless the package cost is affordable and the health system gaps are assessed and addressed. A framework of action was employed to assess the consistency with the prerequisites for an appropriate package design. Based on the framework, Liberia developed a transparent and affordable package for UHC, but the challenges to implementation require further action by the government.

Information on the history, legislative background, and current five levels (national, provincial, county, municipal, and township level) of the agricultural extension system in China are presented herein. In addition to the five levels, there are also six administrative agencies involved: Ministry of Agriculture, State Forestry Administration, Ministry of Science and Technology, Ministry of Education, National Agriculture Leadership Working Group, and National Development and Reform Commission. An example (Zhongfang Township, City of Luoyuan, Fuzhou County, Fujian Province) is given to illustrate the intricate network of the agricultural extension system. Major problems of the Chinese extension system include a complex and inefficient extension network, disconnection between the extension service and stakeholders’ needs, and a “two-boss” dilemma for most extension agencies. However, some current success stories in Chinese agricultural extension may be applicable or provide useful tips to other countries including the United States.

Abstract:
The examination of intergovernmental contracts for acquiring agricultural machinery and equipment is a crucial strategy for comprehending resource distribution and partnerships across different levels of government. This study investigates these intergovernmental contracts between the Brazilian Ministry of Agriculture and Livestock (MAPA) and various municipalities, employing descriptive research and analyzing data on financial transfers from MAPA to states grouped by region. Over the period from 2020 to 2022, there was a noticeable increase in voluntary transfers, underscoring the significance of contextualized analyses for more robust inferences within this timeframe. The research employs summary measures such as mean, median, standard deviation, and coefficient of variation, as well as shape measures such as skewness and kurtosis, applied to three quantitative variables. These measures offer an overview of the distribution of financial amounts, revealing central tendencies and dispersions. Bar graphs visually represent the proportions of transfers by state, emphasizing the distribution of transfers across the country’s regions. Pearson’s linear correlation reveals a moderately strong and positive correlation between the years when intergovernmental contracts were executed and the average normalized transfer amounts. The relatively short timeframe is acknowledged as a limitation of this analysis. Hence, we recommend a more in-depth research agenda to explore intergovernmental contracts in the field of agriculture, considering their socioeconomic implications and impact on public policies.

A recent outbreak of Ebola starting in August 2018 has spread rapidly in North Kivu and Ituri, north-eastern provinces of the Democratic Republic of the Congo (DRC). This is the tenth outbreak in forty years. Nevertheless, Tedros Ghebreyesus, the director-general of the World Health Organization (WHO), recently stated that the outbreak is not yet a “public health emergency of inter- national concern.” Declaring such an emergency would trigger “a response across the United Nations, mobilizing multiple agencies, funding, and personnel . . . the sort of global response that belatedly resolved the [Ebola] epidemics in Liberia, Sierra Leone, and Guinea in 2014 and 2015.” Instead, the WHO and its partners are working with the DRC Ministry of Health to mount a more local response.

There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

Smart farming 4.0 encourages the farmers to work more efficient, measurable, and integrated. Through technology, farmers are able to carry out farm practice by relying on mechanization, not on the planting season, from planting to harvesting accurately. Several smart farming technologies such as blockchain for modern off farm agriculture, agri <em>drone</em> sprayer, <em>drone</em> surveillance (<em>drone</em> for land mapping), soil and weather sensors, intelligent irrigation systems, Agriculture War Room (AWR), siscrop (information systems) 1.0 have been implemented in some areas. However, farmers deal with various educational backgrounds, aging farmers phenomenon, and high cost of smart farming technology tools to implement smart farming. This paper aims to analyze the huge opportunities of smart farming by utilizing the potential of millennial farmers as actors and analyzing various government policies to support smart farming 4.0. The Ministry of PDTT has carried out pilot projects to implement smart farming in several locations. The Ministry of Agriculture also needs to play a role by creating a smart farming roadmap. The Government's Strategic Project 2020</span><span>–</span><span>2024 through food estate based on farmer corporations may support massive smart farming applications.</span></p>

The Ministry of Agriculture, through the Department of Agriculture Extension Services, intensified the use of ICTs in Agriculture extension as one way of mitigating the high extension worker to farmer ratio in Malawi. ICT-based agricultural extension in Malawi has evolved from using traditional ICT tools to modern ones. Of interest to this study is the Mchikumbe 212 platform. This service was launched by Airtel Malawi, in partnership with the Human Network International (HNI) in September 2015. The service aims to transform farming by increasing farmers’ access to information and advisory services. It provides farmers with access to practical information about agriculture via interactive voice response and short messaging services, where farmers listen to agriculture extension advisory services on a crop of their choice on their mobile phones by dialing 212. However, the adoption of the Mchikumbe 212 platform has not been satisfactory as the number of registered users has decreased since its launch. The study, therefore, aimed at analysing the factors affecting the adoption or rejection of the Mchikumbe 212 platform among farmers in Malawi. Data was collected using face-to-face interviews with both adopter and non-adopter farmers of the technology drawn from Lilongwe district. Key informant interviews were also conducted with officials from Airtel Malawi, Ministry of Agriculture and Human Network International. The study finds that there are several factors that both positively and negatively affect the adoption of the technology. Farmers who adopted the Mchikumbe 212 platform found it easy to use and navigate, convenient, affordable and accessible, and that it gave timely and relevant information for direct application in their gardens. Non-adopters showed preference for face-to-face extension over the Mchikumbe 212 platform citing absence of instant feedback as the main reason for non-adoption. Further, very little was done to promote the platform by the Ministry of Agriculture and Airtel Malawi. As a result, farmers did not associate Mchikumbe 212 platform with the government extension system. This is one of the factors that have negatively affected its adoption.
