Abstract:
This study examines the role of academic libraries in supporting distance education at the University of Business and Integrated Development Studies in Ghana. The findings highlight the importance of digital access and resources, information literacy instruction and support services, collaborative partnerships, and user satisfaction. The study reveals that academic libraries have made significant investments in digital collections, ensuring remote access to a wide range of scholarly materials for distance learners. Information literacy programs and support services are crucial in equipping students with research skills and enhancing their academic success. Collaborative partnerships between librarians, faculty, and other stakeholders integrate library services into the distance education curriculum. User satisfaction demonstrates the effectiveness of library support in meeting the needs of remote learners. Based on the findings, recommendations are provided to enhance library support for distance education, including continuous investment in digital resources, strengthening information literacy instruction, and encouraging collaborations and partnerships. By implementing these recommendations, academic libraries can enhance their support for distance education and contribute to student success. Abstract:
Abstract The purpose of this study was to explore the extent to which individual factors such as academic tasks, preference for print sources and information skills influence distance learners’ use of digital libraries in a teacher distance education programme at the University of Education, Winneba in Ghana. The population of the study consisted of 1,834 distance students and from a sample size of 641 distance learners spread across three distance study centers, namely, Winneba (247), Kumasi (276) and Asante-Mampong (118). A total of 453 (70.67 percent) distance learners, selected randomly, completed a 31-item questionnaire. In addition, 30 distance education tutors, four coordinators and four librarians were purposively selected to participate in the study. The findings showed that academic tasks of distance learners did not require them to use digital library resources, which resulted in low or no academic use of digital libraries. The findings also pointed to a high preference for print resources among distance learners which resulted in the low use of digital library resources. Finally, it was noted that even though most of the distance learners possessed basic ICT skills, this did not result in their of use of digital library resources. To improve digital library use in distance education, it is recommended that academic librarians seek and foster collaboration in teaching information literacy and library instruction in distance education, an approach which must be backed by a policy that mandates the use of (digital) library scholarly resources in teaching and learning in distance education. It is also recommended that the Centre for Distance Education and the University Library collaborate to offer training programmes in specific digital resources and general information literacy courses for all distance education stakeholders in the university to boost digital library use.

Abstract:
The aim of the article is to systematise, summarise new knowledge on the activities of libraries of vocational education institutions in the information and communication space, to consider specific activities in terms of present and prospects for their development. The research methodology was based on the general scientific principles of unity of theory and practice, systematics, complexity, and comprehensiveness of knowledge. The use of general scientific (description, analysis, synthesis, comparison, generalisation) and special (bibliographic, sample observation, grouping, content analysis) methods at the empirical and theoretical levels of research contributed to achieving this goal. The scientific novelty of the research is to generalise and systematise new and known knowledge concerning the activities of libraries of vocational education institutions in the information and communication space in terms of nowadays and prospects for its development within one research. Conclusions. Current conditions of transformation of the learning process focused on distance education and the rapid development of digital technology pose new challenges to the libraries of vocational education institutions. The quarantine constraints that libraries faced in 2020-2021 demonstrated the need to reformat rapidly various types of library services into an online format. The most promising channel for promoting any information or resources today is the Internet. The use of Internet technology in libraries is now mandatory for every librarian. Librarians should not only focus on information and communication resources and technologies, including the Internet but also apply this knowledge in practice. Thus, the introduction of Internet tools in the activities of libraries of vocational education institutions is an urgent necessity. Librarians can effectively use a great variety of Internet services in their daily work and bring vocational education institutions’ information and library services to a qualitatively new level.

Abstract:
This research evaluates the barriers and challenges towards distance learners' access to academic libraries' physical and digital resources, databases, catalogs, and technological infrastructure, as well as the accessibility of virtual reference services and online tutorials. This research provides practical measures to improve library conditions, assist administrators in formulating effective policies, and benefit library professionals. The study aims to fill the gap in the Library and Information Science literature and contribute to knowledge in the field. A questionnaire was used for a nature of survey, and data was collected from six distance education providing universities in Pakistan selected from the Higher Education Commission HEC- Pakistan website. Two universities discontinued their programs, so data was collected from the remaining four. A sample of 200 students was selected, and 178 responses were received. Two incomplete responses were discarded, and the 176 responses were analyzed using SPSS. Distance education has become more available around the globe, and the number of distance learning students increases day by day. In response to the growing popularity of distance education, libraries and librarians identify their needs and then provide the best available services to these off-campus part-time students.

Abstract:
Thus far the research on how schools have managed the sudden transition to distance education due to the COVID-19 pandemic has mainly focused on the experiences of teachers, and the voices of school librarians have gone unexplored. This study aims to explore the transition to distance education from the perspectives of secondary school librarians in Sweden. The study focuses on how this transition affected school librarians’ working practices and the factors that impacted their abilities to rebuild their usual activities and services in new formats. This study uses an infrastructural perspective to analyse the school library as a part of the wider school infrastructure, and considers the enforced transition to distance education as a kind of infrastructural ‘breakdown’. School libraries are treated as multifaceted infrastructures with material, structural and relational/cultural factors which all may contribute to their success. Through a thematic analysis of semi-structured interviews with 14 librarians at 12 secondary schools in Sweden, I identified four themes in the ways informants talked about the transition process:  1.     Most well-established practices, relationships and collaborations could be adapted.  2.     The library room had social functions that could not be fully rebuilt online. 3.     Systematic integration, strong relationships and a culture of library use contributed to successful transitions. 4.     Work to make libraries more accessible and visible became more important. This is a two years master's thesis in Library and Information Science.
Hittills har forskningen om hur skolor har hanterat den plötsliga övergången till distansundervisning på grund av COVID-19-pandemin fokuserat till största delen på lärares erfarenheter, och skolbibliotekariers röster har inte utforskats. Denna studie syftar till att utforska övergången till distansundervisning utifrån svenska skolbibliotekariers perspektiv. Studien fokuserar på hur denna process påverkade skolbibliotekariers arbetspraktiker, och de faktorer som påverkade deras förmåga att återskapa sina vanliga verksamheter i nya format.  Studien använder ett infrastrukturellt perspektiv för att analysera skolbiblioteket som en del av en bredare skolinfrastruktur, och betraktar den påtvingade övergången till distansundervisning som ett slags “infrastrukturellt sammanbrott”. Skolbibliotek behandlas som mångfasetterade infrastrukturer, med materiella, strukturella och relationella/kulturella faktorer som alla kan bidra till deras framgång. Genom tematisk analys av semi-strukturerade intervjuer med 14 bibliotekarier på 12 gymnasieskolor i Sverige identifierade jag fyra teman i hur informanterna pratade om övergångsprocessen:  1. De mest väletablerade praktikerna, relationerna och samarbetena kunde anpassas. 2. Biblioteksrummet hade sociala funktioner som inte helt kunde återskapas på nätet. 3. Systematisk integrering, starka relationer och en kultur av biblioteksanvändning bidrog till framgångsrika övergångar. 4. Arbetet för att göra biblioteken mer tillgängliga och synliga blev viktigare.

This study unites the concepts of self-directed learning and information literacy in the external higher education environment. It asserts that many attempts by librarians at building better working relationships with distance educators have failed because the approaches of distance educators to the information needs of students are not adequately addressed. This exploratory and qualitatively based study examines the approaches of ten distance educators at Southern Cross University (SCU) to the information needs of their external students. It then makes recommendations based on these interviews which aim to improve relationships and co-operation between libraries and distance educators and to promote self-directed learning approaches by external students.

Abstract:
The objective of this study was to know the information searching process of doctoral education distance program Hispanic students offered by Anglo-American institutions of higher education. Standards related to the library services; theories of distance education by Holmberg, Knowles and Simonson; Zipf theory of Least Effort; and Liu and Yang Distance Learning Search Model were used as theoretical framework. The study design was descriptive with a quantitative approach and a survey as a technique. An anonymous self-administered questionnaire was applied to Hispanic students through the snowball sampling technique. The results of this research were analyzed using descriptive statistics with the help of the Statistical Package for Social Science (SPSS) v.23 computer program. They revealed the profile of the students, the process they perform when looking for information and the factors, favorable and adverse, that affect them during this process. These data can help library administrators meet the information needs of Hispanic students as required by accrediting agencies, regardless of where they are at the time of education or the particularities they present. It concludes that students do not use the resources and services of the virtual library at their maximum power, need more guidance and show the slightest effort during the information searching process.

Abstract:
This study aimed to investigate the role of academic libraries in Saudi higher education in supporting distance learning (DL) in the country. Two cases, known for their history of offering DL programmes in the country, were selected. These were Imam Mohammad Bin Saud Islamic University (IMBSIU) in Riyadh and King Abdul-Aziz University (KAU) in Jeddah. A mixed methodology, which included both qualitative and qualitative approaches, was used. Triangulation of data collections methods was achieved by implementing a document analysis, interviews and questionnaires. The results indicated that DL in the country is transforming traditional approaches into fully automated techniques through the implementation of e-learning via the Internet; the Saudi government is supporting this approach. However, the results also showed that policies of academic libraries lack rules which recognise DL stakeholders right to be served and supported. Little or no co-operation was found to exist between academic libraries and DL deanships in both case studies; this could hinder the efforts made by academic libraries to serve and support DL stakeholders. In addition, textbooks were found to be the main source of learning and teaching in DL, thus reducing the desire of DL stakeholders to use their academic library. The lack of DL guidelines was found to be responsible for making distance learners less likely to use information resources other than textbooks. Official interactions were weak between DL stakeholders, especially learners with their instructors, and with academic and non-academic support such as academic library services. This was found to be responsible for a lack of academic library support specifically designed for DL stakeholders, and many other factors relating to the existing condition of academic libraries were also found to be significant in failing to recognize the right of DL stakeholders to be served. However, overall, participants attitudes toward the importance of academic libraries in supporting DL stakeholders were positive. Moreover, participants expressed a desire to find solutions as soon as possible to overcome the current lack of information services designed for DL stakeholders. According to this study s results, several recommendations have been formulated related mainly to the importance of building co-operation between academic libraries and DL deanships in the country. It is concluded that there is an urgent need for DL stakeholders needs and rights to be recognised and supported by any means in order to improve the quality of DL. Hence, several models/solutions, which can be implemented in either the short or the long term, are proposed here in order to provide solutions for the current lack of information services being offered to DL stakeholders by both academic libraries and DL deanships.

This research examines the reading and information needs of undergraduate distance education students at Curtin University of Technology and the academic library's role in meeting those needs. Twelve undergraduate units offered at Curtin in second semester were selected as the prime units of this research. The research was conducted in three phases in 1996. First, the documents supplied to the distance education students were examined to determine what reading was specified and/or suggested to the students. Next, the unit co-ordinators responsible for the units were interviewed to find out what reading and information literacy expectations they held for their distance education students. Finally, the non-metropolitan area students enrolled in the units were interviewed to find out if they felt they could complete the units using only supplied readings and prescribed texts. They were also asked about obtaining resources through Curtin University Library and Information Service or other sources. Their use of telecommunications and computers was also examined.This research found there were as many models of the practice of distance education as there were units surveyed. There was a high degree of agreement between the unit co-ordinators and students on the possibility of completing their associated units using only the supplied reading plus the textbooks. The students could not complete their units using only the supplied reading but many could successfully complete units using the supplied reading and set texts.Although all students were using computers there was a significant difference in the number of students that had access to a computer linked to telecommunications and the number of students that were using this access. Only a small proportion of the students used this facility to access the Curtin Off Campus Library Services.There was a lack of knowledge by students of the services and resources that were available to them. Responses from students indicated they were not effectively informed about the services and resources available to them. This lack of knowledge of existing services pointed to a need for improved marketing of the services to this group of students. An improved level of co-operation between the library, the unit co-ordinators and the University Distance Education Service is recommended to address some of the issues raised in this research. This co-operation should include working with academic staff in unit and course design and a review of the promotion of all services to distance education students.

LibGuides, as a method of creating pathfinders for instruction of information literacy and content management has long been used by academic libraries, but has not been widely used by school libraries. This article describes a collaborative plan between a distance education librarian and a professor of school library media using LibGuides to overhaul a print pathfinder project in a reference sources for youth course. The methodology, results of the products, and student feedback from the assignment are discussed. The project exemplifies potential collaborative efforts between academic distance education librarians and school library media instructors.

The paper deals with the possibility of applying the DEA method to measure the efficiency of local public services provided by municipalities and towns in the Czech Republic. It is testing and modeling data on the effectiveness of local libraries, which for 100 years had to provide basic education and disseminate education in municipalities. There are many models in the literature dealing with various problems of efficiency analysis. A particularly suitable and elegant model is the DEA model based on Chebyshev distance. This model can be formulated with both the assumption of constant range returns and the assumption of variable range returns. Similar to the classical DEA model, this method can be formulated as a set of optimization problems looking for weights for given inputs and outputs.

Witnessing two drastically different political regimes and the ending of the 20th century and the beginning of the 21st within one single lifetime, as many other people, I have been profoundly affected by these changes and mainly by the new access to information provided by the electronic revolution. On the one hand, this paper aims to present, in a subjective and informal manner, my personal review of the evolution of technology, and my own contact with information and communication technology as a person, but mainly as a teacher. From the letters, the hand-written notes and the library books of my childhood, I am now faced with emails from students, laptop or iPad notes taken during classes and virtual libraries that instantly give access to numerous books. But this is not enough and the need for virtual modules, electronic resources, online learning and teaching is greater than ever, requiring innovative working methods and a complex educational design in addition to an adapted content design. On the other hand, the case study the article focuses on is an example of best practice that could also be used in Romania, boosting the modernisation of education and training. Finland is a pioneer in distance learning (since 1986) and e-learning (web-based education since 1998) and having experienced their educational services as an Erasmus teacher, I would like to refer to their expertise and promote their techniques. My purpose is to present the rationale, the benefits, and the challenges that the Finns have already faced, using their experiences for addressing and using e-learning appropriately in the process of teaching and learning. In addition it could also be used as a potential model of societal inclusion of the unemployed and low educated, people living in remote or poor areas, migrants, persons with disabilities or elderly, such as implied by the European Commission programmes.

This qualitative exploration documented the lived experiences of 12 guidance counsellors in Philippine public and private universities. During the height of the COVID-19 pandemic (2020–2022), school closures forced counsellors to adapt to new modalities. Through online semi-structured interviews, counsellors shared how they delivered their services via distance/virtual means. Thematic analysis elicited findings on the successes and challenges reported. For successes, new learnings, wider reach of services through online platforms, involvement of faculty members in referrals, and mental health education were highlighted. Meanwhile, challenges included students discontinuing counselling, the stigma associated with seeking mental health support, and lack of manpower. The counsellors provided recommendations for improvement of services moving forward.

The urgency of application of technologies and means of distance learning in educational process of higher educational institutions is designated. The growing frequency of using cloud services and electronic textbooks in mobile and distance learning is noted. The importance of building educational environment is highlighted, where the key element is e-learning resources in digital form, including structure, subject content and metadata about the course. For higher educational institutions, the need for methodical support for the preparation of educational content on the basis of distance education platforms is determined. The experience of using the free distance education platform Moodle within the framework of the higher educational institution Donbass State Engineering Academy is considered. Methodical aspects of training content preparation on the basis of distance education platforms on the example of MoodleDDMA system are given. The General structure of the distance course and an example of evaluation of test tasks of the distance course (module) on topics are considered. An example of the presentation of the course on the basis of distance education platform MoodleDDMA is given. Conclusions about the experience of using the Moodle distance education system at the Donbass State Engineering Academy from the point of view of teachers and students are drawn. The perspective directions of researches and development of the Moodle distance education platform in completion and expansion of educational materials by multimedia elements and links, and also creation of the application for mobile devices for possibility of more effective use of the platform are allocated.
