Abstract:
Akribie (which in German means the quality of exactness or accuracy), the Working Group of Critical Librarians, has been meeting since 1988. We work in libraries in West Germany, in all areas of specialisation. We have in common a desire to share experiences and an interest in the problems of our colleagues in other countries, especially since their problems are often not so different from our own. So far, our curiosity and informality have made by-laws and boards of directors unnecessary. Accordingly, Akribie is not a registered, non-profit organisation, but rather a forum for candid discussion and joint action, with the goal of finding new forms and possibilities for library work. For this purpose the working group is open to everyone. The media landscape, the inner structure of the library system, and consequently the picture of the profession is changing all the time. There are different approaches to finding a solution to the current situation in the library system. We think that libraries and their employees should reflect social changes and make these the basis of their work. We favour democratic internal structures, freedom of group action, and the greatest possible strengthening of individual responsibility. We support the participation of library users in all aspects of substantive decision - making in library work.

Bekanntlich ist die Kulturpolitik in Deutschland, anders als in Frankreich und England, über weite Strecken föderalistisch organisiert. So existiert denn auch in der Bundesrepublik weder eine Nationalbibliothek noch eine nationale bzw. zentrale Kunstbibliothek. In Anbetracht dieser Situation haben sich 1964 die sechs großen (west) deutschen Kunstbibliotheken von überregionaler Bedeutung zu einer Arbeitsgemeinschaft der Kunstbibliotheken (AKB) zusammengeschlossen, die durch enge Kooperation ihrer Mitglieder eine optimale Literaturversorgung und -erschließung sicherstellen soil. Im Rahmen eines von der DFG gefÖrderten Programms, das 1972 angelaufen ist, wurden die Sammelschwerpunkte der teilnehmenden Bibliotheken aufeinander abgestimmt. Durch ihre kooperative Erwerbungspolitik erfüllen die (inzwischen sieben) Mitgliedsbibliotheken der AKB heute in gewisser Hinsicht die Funktion einer dezentralen Nationalbibliothek für Kunstgeschichte.Unlike France and the United Kingdom, the organization of cultural affairs in Germany is strongly determined by federalism. So there is no national library, nor is there a particular national art library. In 1964, the six bigger (West) German art libraries of supra-regional importance formed a loose association called Arbeitsgemeinschaft der Kunstbibliotheken (AKB). The purpose of the AKB is to foster co-operation on different levels (acquisition, cataloguing, etc). A co-operative acquisitions programme has been operated by the participating libraries since 1972; it is mainly financed by the German Research Society (Deutsche Forschungsgemeinschaft). Thanks to this co-operation the member institutions of the AKB function in some way as a decentralized national art library.

Abstract:
The article «Applying Google Trends to study the German legal deposit copy system» discusses the use of web tools to investigate current library science problems. Using web-based statistical method the author searches the following issues: the dynamics of interest in the subject of a legal deposit copy from the date of adoption of the Law on the German National Library (2006) to nowadays; relations of the public interest peak changes in this topic to certain phenomena in the social and cultural life of Germany; the federal dimension of these issues when comparing interest to the topic in different regions of Germany; the public opinion on the popularity of legal copy among traditional and electronic sources. The article is divided into four parts. The first one sets the work objective and main tasks, gives a general description of the chosen research method. The second part deals with the process of creating a semantic dictionary; analyzes traditional and electronic sources of synonymic dictionaries. It describes the strengths of such an online language matching service as semager.de. The third part dissects a group of keywords related to the topic of a legal deposit copy along with the most interesting and problematic, from the point of the author’s view, additional keywords such as the German National Library, network publications, and disserta­tions. Using web statistical tools the paper shows that the most intense issues regarding the legal deposit, the problems of the German National Library and online publications were raised in the lands of West Germany. Developing the legal deposit copy system will go, first of all, through online publications, greater cooperation with academic and scholar libraries; open access of scientific data and publications related to dissertations and theses of West German lands’ universities. The fourth part presents main conclusions and substantiates the method significance for library and sociological research.

Abstract:
Although the idea of lending works of art originated in Germany in 1885, the first library to actually do so was that of Newark, U.S.A., through the initiative of John Cotton Dana in 1903-4. Other countries followed suit - Britain before the end of the Second World War, Scandinavia by the late 1950s, and France, where in recent years over 30 picture libraries have been established with state support under Mitterand’s Minister for Culture, Jack Lang.While in East Germany there are over 100 picture libraries lending mainly reproductions, in West Germany there are 61, lending exclusively original works. The Graphotek in Bremen Public Library is the third largest of these, and all citizens over 16 can borrow from its collection of over 2,200 works for eight weeks at a time, choosing either directly or, at any of the six branch libraries, from colour slides and catalogues.The Bremen Graphotek has set out to build up a representative collection of German and international art from all periods, with special emphasis on contemporary art; prints make up the greater part of the collection, and reproductions are excluded. 720 artists are represented; 50% of funding is reserved for Bremen artists. Over 33,000 loans have been made in the Graphotek’s first ten years, with 75%-80% of the collection being out on loan at any given time. There has been a gradual trend towards more borrowing by schools, hospitals, etc.The Graphotek has promoted 88 exhibitions. The last of these, on the occasion of the Graphotek’s 10th anniversary, displayed work by 70 artists illustrative of new directions in art since 1970.The Graphotek also functions as a centre for information on art, artists, art galleries, etc., with reference books and art journals available for consultation.

Abstract:
The division of Germany after the war led to the former Preussischer Staatsbibliothek (PSB) being split between the Deutsche Staatsbibliothek (DSB) in East Berlin and the Staatsbibliothek Preussischer Kulturbesitz (SBPK) in West Berlin. Following the country's unification, the collections are being reunified in one institution, the Staatsbibliothek zu Berlin, which will be the biggest library in Germany. Both buildings will continue to be used, since neither is large enough to hold the entire collection, both are architecturally significant, and a new building is out of the question. Reintegrating the post-war collections is much less of a problem than the treatment of post-war acquisitions of the two libraries. Large numbers of books (many of them lacking in other major Germany libraries) are duplicated, and it is difficult to achieve a sensible allocation of materials between the buildings. It has been decided to use the older building (DSB) for holdings up to 1955, for consultation only, while the other building (SBPK), which dates from 1978, will house material from 1956 and serve as a lending library. The catalogue sittuation is equally complex. The DSB had a complete record of the pre-war collection of printed books, but the major part of the collection was either in West Berlin or lost; on the other hand, in the west, where 1.7m. volumes of PSB's holdings were concentrated, the SBPK had to start without any catalogue at all. The aim is now to carry out a complete retrospective conversion of all the varied existing catalogues within the next seven years. To add to these complications, the entire older building is being restored to acceptable standards and the former central reading room is being reconstructed; during the lengthy process a storage building is having to be rented. The greatest challenge of all, however, is the integration of staff.

Picture lending has, at different times and in different places, been championed by individuals who have regarded it — with some difference of emphasis and interpretation — as a means both of helping artists and of bringing art into people’s lives. Ten such individuals are profiled: Heinrich Schulz; the more radical Otto Nagel, and Rudolf Bosselt, who were active in Germany in the 1920s and 1930s; Franz Roh and Eva Pietzsch, whose work continued into the post-War period in West Germany; Pieter Kooistra, founder of the SBK network in the Netherlands; Knud Pedersen in Denmark; Karl-Heinz Bolay, who became a leading librarian in Sweden; and Heinz Werner and Isolde PreiBler, who championed the cause of picture lending in East Germany, in circumstances which imposed severe limitations on what could be achieved until German unification opened up new possibilities. This research was originally introduced in this publication in 1994 (issue 61). It focused on a comparison of marketing management in British and German university libraries in the context of their respective environments.
 The project consisted of an extensive literature review of all aspects of marketing management, which served as a framework for a set of interviews with library managers in both countries. Ultimately, 23 in-depth interviews with senior managers in both countries were conducted.
 The most prominent result of this research was that the differences in the practice of marketing management in British and German university libraries were not nearly as great as the literature review suggested, particularly when the differing environmental conditions were taken into
 account. One of the more surprising aspects in this context was the extent to which east German libraries had caught up with their west German and British counterparts. Although they have to work under very difficult conditions as far as buildings and provision of space are concerned, they achieve
 performance standards which are comparable with western libraries.

Abstract:
With the unification of Germany in 1990, the two former national libraries and national bibliographic agencies, the Deutsche Bücherei in Leipzig and the Deutsche Bibliothek in Frankfurt, were also united and given a single name: DIE DEUTSCHE BIBLIOTHEK. The Deutsches Musikarchiv in Berlin is also included in the new entity. The locations have remained unchanged, the collections continue to be maintained and responsibilities have been distributed in an effective manner. The new institution, whose total collections number some twelve million volumes, has made great progress in three short years. The merger of the two libraries has made it possible to tap new resources and to offer a new and expanded package of bibliographic services. In addition to important organizational, technical and financial concerns, the establishment of a foundation for a new identity has been a major point of emphasis. Through the step-by-step assumption of responsibility in specific areas, the sense of alienation that had evolved over 50 years has gradually given way to a spirit of teamwork and eagerness to learn. With its centres of strength in Leipzig and Frankfurt, DIE DEUTSCHE BIBLIOTHEK is now prepared to serve as a bridgehead between East and West.

Seit Ende der sechziger Jahre wird mit unterschiedlicher Intensität auf die Innovationskrise und auf den Rückgang der Investitionstätigkeit deutscher Unternehmen hingewiesen. Zur Zeit wird dieses Thema vor allem im Zusammenhang mit der abnehmenden Wettbewerbsfähigkeit der deutschen Unternehmen im internationalen Vergleich wieder intensiv diskutiert. Mangelnde Innovationen und daraus resultierende Investitionslücken führen danach nicht nur zu einem verringerten Wirtschaftswachstum, sondern erschweren darüber hinaus auch den noch immer nicht vollständig bewältigten Strukturwandel. Dabei scheinen Innovationen und Investitionen auch für die neuen Bundesländer von besonderer Bedeutung zu sein, wenn sie ihren Anschluß an die internationale Wettbewerbssituation bewältigen wollen. Die vorliegende Untersuchung fragt auf der Basis des Risk-/Return- Paradoxon, ob sich das Innovationsverhalten in den neuen Bundesländern von dem in den alten Bundesländern unterscheidet.

Abstract:
The reunification of West Germany and East Germany occurred in 1990 and had a great impact on the country. This essay investigates the impact that reunification had on the poverty structure of West Germany on the long-run. The results indicate that reunification had a negative impact on poverty since it increased the poverty rate by 4.88 percentage point in 2000 and by 6.16 percentage point in 2005. The structure of the poor population slightly changed the year following the reunification. Five years later, the structure of the poor population was similar to what it was before the reunification. However, during this period, the income transfer became more efficient since it decreased poverty by 6 percentage point to 16 percentage point more after reunification than it used to do before.

Abstract:
We investigate the effect of general-purpose transfers on different expenditure categories and tax rates in the municipalities of Saxony (eastern Germany) and North Rhine-Westphalia (western Germany). Findings from the panel data analysis suggest the existence of the “flypaper effect” – municipalities use transfers to increase expenditures but do not reduce taxes. For most expenditure subcategories the estimated coefficients are alike, suggesting similarity of spending priorities in the two federal states despite the differences in the transfer dependency. Targeted support of eastern municipalities could potentially explain few identified differences in the spending behavior.

Abstract:
Abstract Current research in design methods in the Federal Republic of Germany is reviewed. VDI guideline 2221 is discussed. The paper looks at basic research in design theory and methodology, application of the methodology to computer-aided conceptual and embodiment design, development of intelligent CAD systems, use of expert systems in CAD, and understanding thought processes in designing. References to the publications of the past three years are given.
