 Objective – NosoBase® is a collection of documentation centres with a national bibliographic database dedicated to infection prevention and control (IPC), with over 20 years of experience in France. As a quality assurance activity, this study was conducted in 2017 with a three-step approach to evaluate the bibliographic database regarding (1) the availability and coverage of citations; (2) the scope and relevance of content; and (3) the quality of the documentation centre services.
 Methods – The three-step quality approach involved (1) evaluating the availability and coverage of citations in NosoBase® by searching for the bibliographic citations of three systematic reviews on hand hygiene practices, published recently in three different peer-reviewed international journals; (2) evaluating the scope and relevance of content in NosoBase® by searching for all documents from 2015 indexed in NosoBase® under hand hygiene related keywords, and analyzing according to publication language, document type (e.g., legislation, research, or guidelines), and target audience; and 3) evaluating the strengths, weaknesses, and opportunities of the documentation centre services, with interviews involving the librarians.
 Results – NosoBase® contained 70.8%-80.9% of references directly concerning hand hygiene cited by the three systematic reviews. Of the 200 articles indexed in NosoBase® under hand hygiene related keywords in 2015, 22.5% were French language based, with a significant representation of French non-indexed literature. The analysis of the documentation centre services highlighted future opportunities for growth, building on the strengths of experience and collaborations, to improve marketing and usability, targeting francophone IPC professionals.
 Conclusion – Specialized bibliographic databases may be useful and time efficient for the retrieval of relevant specialized content. NosoBase® has significant relevance to French and francophone healthcare professionals in its representation of French documentation and healthcare literature not otherwise indexed internationally. NosoBase® needs to highlight its resources and adapt its services to allow easier access to its content.

The Union Française des Arts du Costume, founded in 1948, has been housed since 1986 in the new Musée des Arts de la Mode, and comprises collections of garments and accessories and of complementary documentation. Its Centre de Documentation, open to all, includes a library and archival collections of drawings, prints, photographs, and publicity material; a Centre de Consultation du vidéodisque facilitates access to both garments and documents while removing the need for rare and fragile materials to be handled. A videodisc on 20th century fashion has been available since 1987; a second videodisc is devoted to the 18th and 19th centuries. The thousands of images on videodisc are complemented by a database on BRS software.

Sikkim-Darjeeling Himalayan Endangered Languages Archive (SiDHELA) created by the Centre for Endangered Languages, Sikkim University is India’s first endangered language archive. This archive is part of the ongoing language documentation initiatives of the Centre funded by the University Grant Commission. The Centre, formally established in December 2016 aims for preservation and promotion of endangered languages in Sikkim and North Bengal. The Centre carries out documentation and description of the indigenous endangered languages of the region through linguistic and ethnographic fieldwork. SiDHELA conceptualised as a platform for a linguistic resource of the languages spoken in the region, houses the primary data collected through fieldwork. One of the main aims of this archive is to preserve the data for long term usage and dissemination. Central Library, Sikkim University hosts the archive under its digital library. Through this archive the Centre for Endangered Languages, Sikkim University seeks not just to preserve and protect but also to promote the use of endangered languages spoken in the region. This paper presents the journey of this archive from idea to reality. This paper outlines the motivation behind the conceptualisation of SiDHELA as a regional archive and then discusses its development. It includes discussion on the developmental platform, theoretical issues in the conceptualisation of the archive and practical challenges in its design and development and its prospects. This paper thus primarily intends to inform scholars and researchers working with endangered languages of the region about this archive and its development. Finally, it hopes to kindle interest among researchers and librarians for developments of more such regional archives.

The Royal Library of Belgium, created in 1559, is the central research library of the country. The national library, which is one of its six departments, has two sections: Legal Deposit, and Belgian Bibliography and National Documentation. The fact that the area covered by Belgium was occupied in the past by several countries has resulted in a scattering over Europe of many of the library's treasures. Belgium became a federal state in 1994, consisting of three cultural communities and three physical regions, and four linguistic regions. It has also become the centre of the European Union. The new structure of the library does not however take into account the implications of the new constitution for the transfer to the communities of responsibilities in the field of cultural patrimony. The major objective of the library's management in the immediate future will be reconciling the library's structure with its new political and institutional framework. The administrative or physical separation of the function of National Library from the other functions of the Royal Library is now under consideration, but it could be difficult to realize. Technical facilities should be developed, as this is much more feasible. The future of the Royal Library might be seen as the virtual library of federal Belgium, ‘combining an on-site collection of current and heavily used materials in both print and electronic form with an electronic network which would provide access to, and delivery from, external worldwide library and commercial information and knowledge sources’.

The Art Section of the Library of the Centre for Historical Studies in Madrid inherited part of the art library of the former Centro de Estudios Históricos (CEH) and the entire collection of the Instituto de Historia del Arte y Arqueologia ‘Diego Velazquez’. The Art Section is particularly well endowed with monographs on painting from the 15th to the 18th centuries, and on silver, and with guides and catalogues relating to regional art. The collection of periodicals is one of the best of its kind in Madrid. Other notable holdings include the manuscripts of the Catálogos Monumentales Nacionales, a collection of auction catalogues, and a magnificent collection of photographs. The CEH Library has been part of a libraries automation programme, the Programa de Informatización de Bibliotecas del Consejo Superior de Investigaciones Cientificas (PRIBIC) since 1988, and in 1989 made a start on the retrospective conversion of the catalogue records of the Art Section. The Art Section collaborates with other art libraries in Madrid and contributes data to documentation centres such as ISOC and to the Répertoire d’Art et Archéologie (now succeeded by the Bibliography of the History of Art). Projects currently under consideration include indexing and automating the auction catalogues, and copying the photograph collection onto videodisc.

The National Documentation Centre on Drug Use (NDC) is a unique Irish information resource that embraces elements of several library types: national, public, special, academic, digital, and health. This paper presents the results of an evaluation study carried out by NDC staff in two parts, a value survey and impact interviews. Both quantitative and qualitative methods were used to examine aspects of the value and impact of the NDC’s resources and services. Many elements of our approach worked well and contributed to the achievement of our aims and objectives. We outline our approach and suggest some modifications that we might make if we were to repeat the study.

Abstract This article pairs Bibliothek, a memorial in Berlin against the Nazi book-burning of May 10, 1933, with the library in Wim Wenders’ film Der Himmel über Berlin (1987) as sites to reflect on loss with the disappearance of material books from the library and the conversion of libraries into information centers in the era of the internet and digital reproduction. It explores loss by taking up arguments of Walter Benjamin concerning artworks and by applying his theory of loss to books that exist, unlike works of art, only because of mass technical reproduction. It then examines how to argue for loss in ontological and even civilizational terms, especially when the rational justification for the massive clearance of books is justified by the short-term utilitarian calculus of benefit and gain that determines that there is no loss at all. By way of conclusion, it offers a sketch of the new library as having heightened responsibilities in the pursuit of truth as a center for documentation akin to an incident room at the scene of a crime. In this regard, the Topography of Terror Documentation Center on Wilhelmstrasse in Berlin on the site of the former Gestapo Headquarters is both a paradigm and a beacon.

This study aims to determine how the impact of the disputed Dokdo Island / Takeshima between South Korea and Japan on the development of Hallyu in Japan Year 2012-2015. The purpose of this study was to determine the impact of the disputed Dokdo / Takeshima between South Korea and Japan on the development of Hallyu in Japan after re-simmering dispute over Dokdo Island / Takeshima by the visit of South Korean President Lee Myung Bak in 2012. Methods The study was qualitative. Most of the data were collected through interviews, literature study, observation, documentation, and online data searches. The study was conducted at the Korean Cultural Center, The Japan Foundation, Library and Documentation Centre of Scientific Information LIPI, and the Embassy of Japan to Indonesia. The results showed that the development of Hallyu in Japan after re-simmering dispute over Dokdo Island / Takeshima between South Korea and Japan in 2012 experiencing barriers. Problems island disputes between countries worsen bilateral relations, in the case of disputed Dokdo / Takeshima also have a negative impact on the cultural development of Hallyu in Japan.

This paper contains a report of two interdependent knowledge organization (KO) projects for an LGBT2QIA+ library. The authors, in the context of volunteer library work for an independent library, redesigned the classification system and subject cataloguing guidelines to centre LGBT2QIA+ subjects. We discuss the priorities of creating and maintaining knowledge organization systems for a historically marginalized community and address the challenge that queer subjectivity poses to the goals of KO. The classification system features a focus on identity and physically reorganizes the library space in a way that accounts for the multiple and overlapping labels that constitute the currently articulated boundaries of this community. The subject heading system focuses on making visible topics and elements of identity made invisible by universal systems and by the newly implemented classification system. We discuss how this project may inform KO for other marginalized subjects, particularly through process and documentation that prioritizes transparency and the acceptance of an unfinished endpoint for queer KO.

The International Organization of the Francophonie (Organisation Internationale de la Francophonie, OIF) which developed over the last decades of the twentieth century brings together, as of 2008, 53 State and government full members and 13 observer members, spread out over five continents. The Répertoire des bibliothèques nationales de la Francophonie, which is in its third edition (2008), presents index cards on every national library, or library fulfilling such a role, of each member or observer country. After presenting an overview of the International Organization of the Francophonie, this article looks at the creation of the national library in each country, legal deposit and national bibliography. Then, communication (websites) and international relations (membership of IFLA) are addressed. Of the 63 countries surveyed, only 9 countries do not have a national library, although the majority of these nine countries have another institution – a national documentation centre, public or parliamentary library or national archives – that normally fulfils the functions of a national library. It must be recognized that there is a large disparity between the national libraries of developed countries in Europe and North America and those in developing countries of sub-Saharan Africa, Asia and the Antilles. In some sub-Saharan African countries, the national library has only a nominal existence.

This paper uses a forensic building performance evaluation approach to undertake a comparative evaluation of the in-use energy and environmental performance data (collected over two years) of two civic buildings located in Southeast England – a small community centre (<1000 m2) and a medium-sized public library building (∼4500 m2), which are designed to high sustainability standards (EPC A rating) and low heating demand met by on-site low/zero carbon technologies. Although both buildings achieved measured air-permeability rates of ∼5 m3/h.m2, they encountered similar issues related to poor documentation of ‘as-built’ drawings, poor handover and guidance, problems with integrating and maintaining new technologies (heat pumps, biomass boilers and solar thermal), lack of calibration of sub-meters, and issues with automatic window controls. However, the actual annual energy use of the community centre is similar to the design prediction, while it is almost double the prediction in the case of the library building. This is because the community centre management team overcame some of the issues through their continuous engagement and interest in the building’s performance, whereas the management team of the Library building failed to engage with energy management, resulting in disuse of the biomass boiler and solar thermal system. Practical application: Comparative building performance evaluation (BPE) systematically reveals the similarities and differences in the actual energy and environmental performance of two ‘sustainable’ civic buildings. Careful management of heating and electricity loads, good occupant control over the indoor environment and high performance of low-carbon technologies in the Community Centre results in the building performing better than good practice benchmark. Regular changes in facility management (FM) staff result in inadequate energy management and control over heating, ventilation and lighting, that undermines occupant comfort and leads to excessive energy use in the library building. For civic buildings to perform as designed, it is vital that metering, sub-metering and controls are set up, commissioned and used properly by the FM team. Design teams should ensure that easy-to-understand user guides are made available before handover for FM and occupants.

While the literature on folklore and traditional culture of the Middle East is quite extensive overall, relatively little has appeared on the Arabian Gulf. Unfortunately, this region has undergone rapid socioeconomic change stimulated by the impact of oil wealth. Much of the traditional way of life in the Gulf, as in the case of pearl diving, has disappeared except in the memories of the older generation. In late 1983 an institution was formed as an initiative of the GCC (Gulf Cooperation Council) to document and preserve the folklore of the region. This is the Arab Gulf States Folklore Centre (Markaz al-Turāth al-Sha‘bī li-Duwal al-Khalīj al-Arabīya), located in Doha, Qatar. The center is housed in a complex of five buildings with facilities in support of research projects, documentation, and archives, and a library on the folklore of the region. Several major conferences and a number of small workshops have been sponsored here on issues related to the collection of folklore in the Gulf. The center publishes books in Arabic and English, as well as a quarterly journal, Al-Ma’thūrāt al-Sha‘bīya (MS). This article provides an introduction to the AGSFC as the primary resource for research on the folklore of the Arabian Gulf.

<p>Radio Frequency IDentification (RFID) as a tool is being used for the better governance and management of libraries. A RFID system offers a complete package from security, theft detection, tracking, monitoring, inventory control, and act as an expedient in books circulation or charging and discharging of books; and, lessens the burden of librarians, who could be better redeployed to other productive activities in the service of the readers. RFID technology was implemented in Defence Science Library, Defence Scientific Information & Documentation Centre (DESIDOC), Delhi, in 2013. The study describes the process of implementation of RFID system in the Defence Science Library, at DESIDOC. It provides an overview of the work to implement the RFID system including the philosophy or the background or thought process that had gone into deciding in its implementation, the various features, technical specification of the library automation software and system itself. The constraints faced during the data migration and the visible advantages from the users’ perspective vis-à-vis manual operation are also covered. The study concludes that implementation of RFID technology has brought a bouquet of benefits to librarians, the staff and scientists or user of the Library. </p>

The main aim of this paper is to explore home libraries’ involvement in social changes in the rural area of Kepek, Gunungkidul, Yogyakarta. These home libraries mainly work as a collection provider at every house managed by a reading centre known as TBM (Community Reading Garden). This research used conceptual frameworks of social changes based on Ogburn and Bourdieu. Qualitative method was used to collect data using observation, interview, and documentation. The collected data was analysed through Miles and Huberman model including display, reduction, and conclusion/verification. The findings show that social changes occur through four phases, namely invention/discovery, diffusion, accumulation, and adaptation. These changes also found dynamic contestation between agency and structure in the home library program. The contestation creates dynamics in education and economy among actors in Kepek communities.

Introduction.In a research library, researchers are the main players, while . librarians should be the partners in conducting research even though this combination rarely happens. In general, librarians are only involved in a part of research activities as their research assistants to carry out some administrative stuffs, such as distributing questionnaires and sending invitation letters, instead of designing a research plan and/or somequestionnaires or doing data analyses.Data Collection Method. We interviewed librarians in the Center for Political Studies, Research Center for Economic, Center for Science and Technology Development, and Center for Scientific Documentation and Information of Indonesian Institute of Sciences, Jakarta.Data Analyses. Data were analyzed using qualitative analysis methods, through the direct interview, where data categorized by using open coding.Results and Discussions.The results stated that 86.7% of respondents had ever been involved in research activities carried out by the research center in the same or different units. From that result, 53.3% respondents ever engaged research activities up to 5 times in a year. In the other hands, librarians who answer conduct independent research and are often involved in the research are 13% respondents. Some recommendations figured out from this research are (1) a librarian could be a plagiarism examiner for a research proposal, (2) a librarian must be literated in information technologies, (3) a librarian should be involved in examining a literature review of the proposal and writing the manuscripts.Conclusions.The role of a librarian is not just as a research assistant or a data collector but as a research buddy who could help addressing some documentative problems.

The objectives of the project are preservation and popularization of the Bulgarian cultural heritage in the European context of cultural and creative industries, cultural exchange and cultural diversity through: (1) Presentation and popularization of the value of the cultural wealth of the Community centre; Popularization of the theme of the book Treasures of the Community Library and innovative online presentation of the old Printing fund, storing it in electronic form to facilitate access to it and its preservation for future generations; (2)Popularization of the historical cultural hall, connected with statehood and the first inscription „Unity makes Power” by digitization of archival documentation; (3) Stimulating sustainable partnerships, exchanging experience and knowledge, bringing together scientific and practical experience in the preservation of cultural heritage and volunteering. The community Center „Nadezhda 1869” is associated with historical events important for the Bulgarian statehood. Three great folk assemblies were sitting in his theater hall. It starts the library and museum work, the theater, the cinema and the Art Gallery in the city. The library has a fund of 48 787 units, and the old-print collection consists of 446 books, newspapers and magazines from the period 16th -19th century. The oldest is the book „The Work Miney”, printed in Venice in 1588 and containing religious texts in Greek. For digitization is selected the topic „Bulgarian education to Liberation”, consisting of teaching aids in linguistics, natural sciences, mathematics and history – a total of 78 titles. Digitization is carried out in the specialised Digital center „North +” of Regional Library “P.R.Slaveykov", created under the program BG08 „Cultural Heritage and contemporary arts”. The successful realization of the project activities will help to protect and promote knowledge, improve access through digital technologies to the specialized collections of the old Printing fund and popularization of the Historical Theatre Hall -National value, through their inclusion in the cultural treasury „North +”, the rubric „Old print Fund” and the website of the Community Center. AbstractThe International Committee of the Red Cross (ICRC) Library was first created at the initiative of the ICRC's co-founder and president, Gustave Moynier. By the end of the nineteenth century, it had become a specialized documentation centre with comprehensive collections on the International Red Cross and Red Crescent Movement, international humanitarian law (IHL) and relief to war victims, keeping track of the latest legal debates and technological innovations in the fields related to the ICRC's activities. The publications collected by the Library until the end of the First World War form a rich collection of almost 4,000 documents now known as the ancien fonds, the Library's Heritage Collection.Direct witness to the birth of an international humanitarian movement and of IHL, the Heritage Collection contains the era's most important publications related to the development of humanitarian action for war victims, from the first edition of Henry Dunant's groundbreaking Un souvenir de Solférino to the first mission reports of ICRC delegates and the handwritten minutes of the Diplomatic Conference that led to the adoption of the 1864 Geneva Convention. This study aims to determine the various obstacles and efforts that make the school library as Iqro’ Center for students primary state of Bangetayu Wetan 02. Iqro' Center is the concept of Islamic library which aims to make the library as a center of student activities in reading and discussion according to QS. Al-'Alaq verses 1-5. The results showed that the biggest obstacle of this library is the absence of librarians so that circulation services are not running. These constraints can be overcome by fulfillment of librarians. In accordance with the results of interviews, to make the school library as Iqro’ Center for business students that need to do is to adjust the library materials to the needs of students, as well as the need for motivation from teachers to build reading interest in students. Therefore, in managing the library should involve teachers and students because they are the library users.

In 1812 the creation of a public library was proposed for the encouragement of education and national culture. This was eventually to become the National Library of Chile. Its first Director, Manuel de Salas, was the author of the legal deposit law. For the first 100 years the library held the dual character of central collection library and public library. Gradually its public library functions were transferred to other bodies, under the administrative and technical control of the National Coordination of Public Libraries, which reports to the Director of the National Library. As it grew in importance and volume over the years, the library moved three times. The present building, begun in 1913, was completed in 1963, with some additional alterations in 1980 and 1981. The creation of the Office of Libraries, Archives and Museums in 1929 made possible an integrated policy for conserving, safeguarding and disseminating the national cultural heritage. The application of computer systems to bibliographic processes – notably the NOTIS system – has led to national network of bibliographic information (RENIB) that now includes academic and public libraries, the Library of Congress of Chile, and other documentation centres.

The documentation, proceeding from social-democratic organizations of Primorye during the revolution of 1905–1907 is considered and political reaction, presented in the Collection of Illegal Publications of the Center for Social and Political History (CSPI) at the State Public Historical Library (GPIB). Documentary collections of the library are equated to archival collections and are an important component of the Archive Fund of the Russian Federation, and the documentation contained in them, as a rule, belongs to the category of particularly valuable or unique. The Center for Social and Political History of the State Public Historical Library contains in its collection illegal publications of the Russian Social-Democratic Labor Party (RSDLP), including publications of local organizations and groups. Primorye organizations include 13 documents, which are charters, cash reports, conference resolutions, mandates to deputies, reports on the status and activities, political proclamations. Most of the documents come from the Vladivostok organization of the RSDLP – officially approved by the leading organization of the Primorsky district of the RSDLP, which included all the Social Democratic groups of the Primorsky region. The aim of the article is to reconstruct the organizational structure, status and activities of the organizations of the Russian Social Democratic Labor Party in the Primorsky region of the Amur governor general-governorate and to determine the functional role and significance of the historical documentation presented in the department of the rare book of the CSPI, according to the surviving historical sources. Being historical sources and performing a retrospective function, during the period of its operation the collection documents carried social, political, ideological, and regulatory functions. Their importance for studying the social and political movement in the Far East, Siberia and the country as a whole can not be overestimated.

The Library and Archives of Canada (LAC) is Federal department of Canada established by the Parliament of Canada in 2004 to integrate services and functions of the National library and the National Archives of Canada; and currently it is the fourth-largest library in the world. The article discusses the experience of the Library and Archives Canada in creating modern centres for preserving documentary heritage, organizing the work of collections management, their conservation and restoration, ensuring openness and accessibility of collections. The main sources were materials published on the LAC website, primarily planning, reporting and financial documentation of the institution, as well as publications in the Canadian periodical press. Special attention is paid to the buildings and premises of the LAC storage facilities. The author describes the concept of the project of the Gatineau Preservation Centre, GPC. The complex, opened in 1997, is one of the top architectural objects constructed in Canada in the 20th century and one of the most secure library storage facilities in the world. The article considers organization of collections storage in the GPC and the work of restoration laboratories located in it. The author shows that GPC provides the most favourable storage conditions for the most valuable and vulnerable LAC collections. The paper gives information about the storage facility in the main LAC building in Ottawa on Wellington Street (built in 1967; modernized in the early 2000s), as well as storage facilities in Gatineau, Renfrew and Winnipeg.The author characterizes the new version of the LAC Collections Preservation Program (2018) which defines the strategic objectives of the institution in this area, both for the nearest future and for the long term. The paper presents results of a large-scale study of the state of the collections storage in LAC (2016—2018) and outlines the most acute problems identified in this study. There is emphasized the importance of the construction of the new Gatineau-2 complex, launched in 2019 (Project cost is 330 million Canadian dollars). According to experts, Gatineau-2 will become one of the largest, technologically equipped and environmental centres for the conservation and restoration of library collections in the world, as well as the first zero-energy storage facility in North America. In Canada, special attention is paid to the construction of modern centres for the preservation of documentary heritage, which create all the necessary conditions for long-term security of collections, conservation and restoration work. Implementation of such projects is impossible without government support, without understanding by authorities of the leading role of libraries and archives in the preservation and promotion of the national cultural heritage. The experience of LAC may be of interest to Russia, taking into account the tasks set in the document “The main directions of development of activities to preserve library collections in the Russian Federation for 2011—2020” and elaboration of long-term programs in this area.

Over the centuries, searching for information took place through searches in printed works. computers enabled the onset of electronic data processing. In the wake of this, an information industry emerged that partly digitized information in large databases and made the contents of the databases searchable and accessible. This article describes the brief but hectic development where online information search was established as a service in documentation centres. This is exemplified by illustrating the conditions at the then Odense University Library. In the period up to the turn of the millennium, end users of online information gradually took over the search process itself, which led to a reduction in the search activity at the documentation centres, while the total number of searches increased. Gradually, the information search service was adapted to the users’ new needs. The users' use of paid databases remains an area of ​​concern for the library sector, as users often prefer the free bases of the Internet, but they do not necessarily find the best references. Thus, there is still a task in promoting the scientific databases and educating the users. Concepts such as “information literacy” and “digital education” are therefore central to the work of research libraries.

The aim of this article is to draw upon sacred/secular ‘journeying’ to explore the inherent movement invoked by the state’s documentation of the life course. In tracing this motion, the article follows two intersecting pathways – the literal travel of those who register a life event and the figurative ‘journeying’ of legal identity. The argument develops from a case study conducted at the Beaney House of Art & Knowledge (Canterbury, UK): a museum, gallery, library, cafe, community exhibition, tourist information point and registration hub. But rather than using the building as a frame, to follow more closely the activity of registrars and citizens, I locate imaginative potential in the Beaney’s ‘tessellating’ spaces. Accordingly, the spatial account which is developed is ‘fictive’ in its very nature and offers an implicit critique of a bureaucratic act of governance embedded with legal fiction. In doing so, the article contributes to critical work on registration which deploys the language of ‘journeying’ to outline the performative force of state documentation, and more broadly, to spatial approaches which illustrate patterns of movement within the ‘lawscape’. The article argues that the ‘journeying’ of registration represents a pilgrimage, whereby individuals are ‘called’ to bureaucratic space at the centre of their local sphere, and the certificates they take with them, much like the badges of medieval pilgrims, are ‘takeaway tokens’ of the state – documents which impress legal identities upon us.
