One of such revolutions has exhibited in the form of digital libraries. This paper examines the development of digital libraries, the concept, characteristics, funding, infrastructure, and ICT policy in Nigeria. The paper enumerates a number of challenges hindering the development of digital libraries in Nigeria and proffers some recommendations.

The development of information and communication technology is very fast affecting various fields of life and professions. The research features the relevance and importance of the transition to the digital economy and digital society as the most important priorities of the state policy of the Russian Federation. The authors emphasize the impact of this process on the development of all types of libraries, including university libraries. Digital environment results in a number of social and technological challenges, e.g. the specifics of dealing with e-users of university libraries, access to electronic resources, new requirements for the publication activity of teachers and researchers in specialized sources and professional competence status, creativity of managers and specialists of university libraries, etc. The paper describes The Concept of Development of University Libraries, a draft document that emphasizes the changing role of university libraries and the need to change the content of their activities. The project takes into account the development of world libraries and such components as infrastructure, structure, and ultrastructure, including new challenges to the digital environment. The study features the case of the State University of Management that educates management personnel for libraries.

Abstract:
Purpose – The purpose of this paper is to review the literature on organisational cultural change and problems in its implementation, focussing on the case of building a learning organisation (LO) within university library context. Design/methodology/approach – Key literature published within Library and Information Science, Business and Management and other related fields were reviewed to identify themes regarding organisational cultural change in relation to development of an LO emerging in the recent years. Findings – Reviewed literature in this paper highlights key challenges in examining organisational cultural change for the purpose of building an LO. These include a lack of an agreed definition of the LO concept, practical approaches and measure for assessing achievement of the cultural change. A need for in-depth studies which focus on current practices and related problems in this regard is also revealed, and the systems approach is proposed as a suitable approach for holistic investigation of all critical elements that possibly affect establishment of an LO. Originality/value – The paper raises awareness of the importance of examining organisational cultural change as a critical supportive influence of developing an LO. Problems to be considered in its implementation are synthesised and served as a basis for further investigation in the author’s doctoral research project.

The article focuses on the increasing importance of research activities of libraries as a management tool and substantiates the necessity of the development of library specialists’ professional research competencies. The activities of modern libraries depend to a large extent on the external conditions and available resources. Librarians have to monitor the requirements of their founders and consumers, the priorities of cultural policy, staff resources, innovative potential and other factors. Library specialists therefore face new challenges. Today their activities acquire not only cultural meaning but also marketing, management and strategic dimensions. Researches and analytics enable to take into consideration changes and to adjust managerial decisions, to reveal opportunities and risks. Library research workers study reading preferences among the different social groups, their level of informational culture as well as their satisfaction with library services, the role of libraries in the structure of communication channels, the quality of library activities. In this connection, Khabarovsk State Institute of Culture has introduced in the curricular of students majoring in “Management of Library and Information Activities” disciplines “Sociological research in library and information science” and “Marketing research in library and information science”. Training has practice-oriented character, it means that every student performs his own research as a course project. The final qualification work is aimed at working out a development strategy for a particular library (a research base) taking into account specific situation. It is based on gathering data (sociological survey), and their interpretation using the research methods according to the adopted program. The program contains the description of the purpose, object, hypothesis, concept, survey frame, research methods, stages of the research. The results obtained and recommendations should be described in the report. During the implementation of the study students acquire the necessary research skills and professional competences in the sphere of library and information activities.

Currently, innovations in the field of information technology are increasingly becoming the key to the company’s success, its main competitive advantage. The library business is no exception in this regard. The purpose of the study is to study the current trends in the foreign market of library technologies as a factor that directly affects the methods and forms of library work based on information provided on the websites of foreign companies, as well as in summary reports on the development dynamics of the market of library technologies. Specialized companies offer to libraries the new resource management technologies, metadata sets for expanding collection or software tools for optimizing electronic catalogues. They are the providers of innovation for libraries, intermediaries between the end user and the advanced achievements of IT technologies.The author notes that among the priorities of the development of library technology industry the unchallenged leadership belongs to library-information systems of the new generation: first, library service platforms that use cloud technologies and service architecture, and second, advanced integrated library systems with the addition of Web modules, Web applications, etc. The hidden spring of the development of foreign market of library technologies is the fundamental change in the concept of library automation, the transition from unified library systems, managing print and electronic resources and basing on client-server architecture, to universal library service platforms with cloud storage.The author analyses in detail the trends of the library technology market in the United States as the most developed and active market, as well as in Europe and Latin America. The article draws attention to the companies — leaders in the competitive struggle in the market of library technologies. The author concludes that reorientation to network technologies means for libraries, on one hand, increase of efficiency, access to up-to-date online information, closer communication with users, reduction of non-core costs, and on the other hand, constant dependence on network service providers, whose set increases proportionally to the growing differentiation of the market, the maximum openness and partial de-specialisation, compensated by active participation in digital Humanities projects, and ultimately, loss of institutional autonomy.

Integration of information and communication technology platforms is one of the incentives for the development of Digital Humanities (DH) projects abroad in their increasingly close interaction with academic, primarily University libraries. The purpose of the article is to analyze the deepening interaction of libraries with DH projects within the single digital paradigm, as well as to analyze new services for project management, data curation, organization of online publications, preservation and exchange of databases, etc. In the era of digital convergence, large scientific libraries abroad are actively developing new models of cooperation with DH projects, forming special service packages for continuous servicing of scientists on the basis of the integrated approach.The article discusses the new concept of library services for DH projects, draws attention to the problem of classification and ranking of library services in order to streamline the work and improve its efficiency, describes the existing multi-level service models developed in the library systems of the major US Universities. In the context of formation of the new package of library services within the framework of DH projects, the article considers the new practices and operational models on which they are based. The author describes the experience of University libraries in the Netherlands and Canada. Under the innovation pressure in the field of library technologies, the service package offered by scientific libraries in developed countries is constantly expanding and modernizing. It includes not only digitization of printed materials, computer assistance, but also management of databases, preservation and exchange of scientific data, organization of digital publications, consultations in the field of copyright protection, etc. Development of new practices in the field of digital services management changes the organizational paradigm of library work, puts forward new standards of professional activity, which require continuous training to meet, i.e. launches an institutional rebranding of the library.

Abstract:
Purpose – The purpose of this paper is to study how Swedish local politicians perceive the impact of public library digital services on public libraries and to discuss how this can affect the sustainable development of public libraries. Design/methodology/approach – Empirical data were collected through semi-structured interviews with local politicians from 19 different Swedish municipalities. Data were treated to qualitative content analysis and discussed based on the concept of sustainable organization. Findings – According to local politicians, public library digital services may affect public libraries through changes to libraries’ physical spaces, librarians’ tasks and competencies and libraries’ economic situations. Based on these findings, public library digital services can both strengthen and weaken public library sustainability through, for example, increased access and expenditures, the latter of which may threaten public library sustainability. Research limitations/implications – Interviews did not focus specifically on the politicians’ views on public library digital services but dealt generally with their views on public libraries. To identify reasons for variations in views on this topic, follow-up interviews should be done. Data on views from public library managers would also be of use to determine the degree to which they are shared with local politicians. Originality/value – When sustainability and public libraries are discussed, the focus is generally on the library’s contribution to a sustainable society. Here, the focus is instead on the sustainability of the public library itself.

Computational methods play a central role in modern drug discovery process. It includes the design and management of small molecule libraries, initial hit identification through virtual screening, optimization of the affinity as well as selectivity of hits and improving the physicochemical properties of the lead compounds. In this review article, computational drug designing approaches have been elucidated and discussed. The key considerations and guidelines for virtual chemical library design and whole drug discovery process. Traditional approach for discovery of a new drug is a costly and time consuming affair besides not being so productive. A number of potential reasons witness choosing the In-silico method of drug design to be a more wise and productive approach. There is a general perception that applied science has not kept pace with the advances of basic science. Therefore, there is a need for the use of alternative tools to get answers on efficacy and safety faster, with more certainty and at lower cost. In-silico drug design can play a significant role in all stages of drug development from the initial lead designing to final stage clinical development.

Doch wie aussichtsreich ist diese neue Schwerpunktbildung? Und wie wird dieser Anspruch tatsächlich erfüllt und nachhaltig gesichert? Ausgehend von den Umbrüchen in der gesamten Informations- und Medienbranche beschreibt der Beitrag wesentliche Rahmenbedingungen für das Innovationsmanagement in Bibliotheken und die Schlussfolgerungen, die daraus zu ziehen sind. Up to now, the general image of a “library” has remained alarmingly unchanged. But the advancing digitization of media and the mobilization of media use require new meaning and content. Among experts the idea of service- and experience-oriented learning spaces evolves as a common concept, replacing the classical media storehouses. But how promising is this new concept? And how is this claim met and sustainably ensured? Based on changes in the information and media sector, the article describes the general framework for innovation management in libraries and the related conclusions. Abstract:
The academic information service enterprise should continuously react to the rapidly changing environment in which it functions. The theoretical research pertaining to the study has shown that such enterprises which embark on re-engineering because radical change is required, should be knowledgeable in terms of what the change entails, why it is important to change and how the change takes place through re-engineering, organisational design and an innovative leadership framework. In order to ensure efficiency within its operations while focusing on its own sustainability, the enterprise should establish leadership roles which involve all staff in leadership on a daily basis. The empirical research focused on the attitudes of staff towards such a leadership driven enterprise. Results revealed that factors such as whether staff participated in re-engineering, their engagement with re-engineering proposals, their work experience and their language have a significant impact on the attitudes of staff towards an innovative leadership framework.

AbstractConnecting people with nature is a powerful concept that opens doors for relationship building and conservation messaging. The roles of wild animals in the city (e.g., in zoos and aquariums) and how we interact with them—and vice versa—must evolve along with our theoretical discussions and animal management practices in order to advance the field. While taking into consideration the long history of animals in captivity, where we are today, and were we should go in the future, this chapter reviews animal welfare and its ethical frameworks, human-animal interactions and its effect on both animals and people, wildness in zoos and how we perceive different states of origin, compassionate education programs and their efforts to instil empathy and empower people to become agents of change, and the power of modern technology in providing real connections with artificial means. In this ever-changing world, living responsibly together has never been more important.

AbstractDue to successful protection and restoration efforts, humans and wild animals more and more often come to inhabit overlapping spaces. This is often experienced by humans as problematic, as animals may cause material damages to property and pose threats to humans and domesticated animals. These threats, as well as normative beliefs about belonging and culturally-based prejudices, often provoke distress or aggression towards animals. While philosophy has so far provided normative guidance as to what we should do in terms of developing proper relationships, the actual tools designed to facilitate the development of more peaceful cohabitation have been provided mostly by wildlife management and social sciences. In this contribution, I propose that environmental philosophy can provide conceptual tools easing the difficulties of cohabitation. One such tool is the practice of consolation. I begin by drawing a distinction between the contemporary and traditional forms of consolation. I further show that several common ethical arguments concerning cohabitation with wildlife can be seen as following the ancient concept of consolation. I close with some practical remarks regarding how environmental consolation could be practiced today in the context of difficult cohabitation with wildlife.

The affordances of digital textbooks go beyond using textbooks in the four walls of a traditional classroom. With digital textbooks, users can swipe the text to scroll; increase/decrease size of text and images and change brightness options; view and read downloaded information; interact with 3D models and images; make notes, search topics, follow hyperlinks, take quizzes, self-regulate learning and “synthesize” own textbooks and library, etc. However, there are some constraints such as overload of working memory, depending on digital devices' functionality, etc. The correlation between affordances and constraints is analyzed through identification and description of eight didactic systems with platforms maintaining learner-centered environment, interactive feedback, social media, user interface design, and desired results. In this chapter, the concept of “affordances” as a way of strengthening eight possible models explored, called “didactic systems”. The used methods are “thematic evaluation” and “comparative analysis”. The conclusion and future research is provided at the end.

Abstract:
Open access publishing is a cross-cutting issue that has the potential to contribute to most Sustainable Development Goals (SDGs), which are reliant on improved access to information and knowledge. Open access publishing makes scientific results available for everyone, and thus facilitates new discoveries and empowers researchers through rapid and efficient access to knowledge. Open access is a platform of knowledge management. There is a clear link between open access and access to information, and therefore between open access and sustainable development. International organizations such as WIPO and UNESCO have already recognized this connection and have changed their own internal policies and officially recognize open access as a driver for achievement of the SDGs and sustainable social, political, and economic development. In the above context, this chapter discusses how sustainable development can be realized through open access platforms. The chapter is based on in-depth literature review. The chapter commences with a brief review of the literature on the major concepts, which is followed by a description of the role of open access in attaining sustainable development. Thereafter, the status, prospects, and challenges of open access publishing in Africa are discussed. Finally, the chapter provides recommendations for attaining sustainable developments goals through open access publishing in Africa.

This chapter explore how TERI, being a research organization, emphasizes knowledge creation and global dissemination of its research on sustainable development. Knowledge Management division was created to meet the challenges of the knowledge acquisition, management, and outreach demands of the research community. The Library and Information Centre (LIC) caters to the knowledge needs of both institutional and external professionals by collecting, collating, and disseminating knowledge products and services documented in a wide array of resources, including books, reports, periodicals, and e-resources. Besides providing research assistance to users, the core competency of the LIC professionals includes providing innovative services, Web content development, contributions to publications, and setting up specialized information centres on contemporary themes like transport, renewable energy and environment, mycorrhiza, and climate change. The Institute runs the only specialized library on climate change (SLCC) supported by the Norwegian Government.

This year’s sponsored, no holds barred health sciences lively lunchtime gathering was open to all. It began with greetings from luncheon sponsor, Rittenhouse. The moderator, Rena Lubker, introduced the session and provided introductory remarks about this year’s three presentations: a commentary on issues that keep us up at night; a report on considerations to make when leaving big deal licenses and entering into new, OA friendly arrangements; and more discussion about the impact of expansions on libraries of academic medical affiliation. All three topics provided fodder for lively discussion at the end. Ramune Kubilius provided her brief annual update on health sciences publishing world developments. Are there trends or commonalities in the issues that concern health sciences collection managers across institutions? Susan Kendall, editor of a recent book on 21st century collection management shared her thoughts on what keeps health sciences collection managers on their toes (or up at night). Audience members were invited to agree or disagree with her list. The ever-changing academic library and affiliated hospital relationship landscape was again explored at the Charleston health sciences-themed gathering. Jean Gudenas examined the effects of hospital mergers and acquisitions on academic libraries. She discussed the challenges with negotiating licensing changes quickly, the commitment to communication, and other matters essential to ensuring access to resources for the new affiliates. What goes into planning, preparing and actively shifting towards a more open access friendly landscape? How do consortia make decisions to leave or enter into deals on behalf of a multi-type academic library system? Are the interests of health sciences libraries represented? Sarah McClung shared examples of recent collections decisions made by the University of California libraries and what lessons can be imparted to other libraries, including those licensing in smaller groups or even solo.

Abstract:
Libraries should develop a new model for providing information resources and analytical tools for the use of scholars working in the current multidisciplinary research environment. This model, A New Synthesis, based on today’s research experience should replace the present concept of the “collection budget.” Sources are proliferating and traditional scholarly resources are no longer at the core. Research itself has changed. Previously, finding information was primary, but now information is plentiful and today’s challenges are to understand, analyze, and extract insight from these vast resources. To address this challenge, newly designed libraries are appearing that are radically different, reconceptualizing learning spaces, technological infrastructure, and research labs for scholars and students. Yet, the concept of the collection budget is little changed. We must embrace a paradigm that allows us to envision holistically the development and investment necessary to support current research. To enable expanded capacity for supporting today’s Grand Challenge research and to ensure the critical relevancy of academic libraries in this endeavor, we must employ a new synthesis. Sources can no longer be viewed independently from the tools needed to analyze them. Critical elements include: redeploying funds to an array of open platforms; shifting the focus from access to knowledge creation; and investing in spaces, technology, and people that will help researchers solve problems in new ways. We are at a moment when building these services and placing them at the heart of libraries requires fundamental organizational and financial change. Reconceiving current spending on collections is essential to this change.

Academic libraries across North America are restructuring to meet user needs in an e-preferred environment, resulting in major changes to traditional collection development roles and workflows. Responsibility for collection work is increasingly assigned to functional librarians dedicated to collection development activities across a broad range of subject areas, often serving an entire faculty or college. This paper discusses the history, process, and outcomes of the transition to functional collection development roles at two mid-sized universities. Both Carleton University and the University of Guelph support a wide range of undergraduate and graduate research needs from a single central library, but have implemented a different type of organizational design and are at different stages in the restructuring process. One year into their new functional roles, Carleton’s librarians are preparing to assess the state of change around collection development in their organization, and identify next steps for the restructuring process. By contrast, the University of Guelph has worked with a functional team model for ten years, and is undertaking a 10-year review to assess whether the original goals of the reorganization were met. How does collections work compare under a functional team model, compared to a traditional liaison model? Both perspectives offer strategies for consultation and change management that may be helpful to other institutions restructuring their collection development activities.

The scholarly publishing ecosystem is being forced to adapt following changes in funding, scholarly review, and distribution. Taken alone, each changemaker could markedly influence the entire chain of research consumption. Combining these change forces together has the potential for a complete upheaval in the biome. During the 2019 Charleston Library conference, a panel of stakeholders representing researchers, funders, librarians, publishers, digital security experts, and content aggregators addressed such questions as what essential components constitute scholarly literature and who should shepherd them. The 70-minute open dialogue with audience participation invited a range of opinions and viewpoints on the care, feeding, and safekeeping of peer-reviewed scholarly research. The panelists were: James King, Branch Chief & Information Architect at the NIH; Sharon Mattern Büttiker, Director of Content Management at Reprints Desk; Crane Hassold, Senior Director of Threat Research at Agari; and Susie Winter, Director of Communications and Engagement, Springer Nature. The panel was moderated by Beth Bernhardt, Consortia Account Manager at Oxford University Press. Beth posed questions to the panel and each panelist replied from their vantage point. The lively discussion touched on ideas and solutions not yet discussed in an open forum. Such collaborative approaches are now more essential than ever for shaping the progress of the scientific research community. In attendance were librarians, editorial staff, business development managers, data handlers, library collection managers, content aggregators, security experts and CEOs.

Libraries in Indonesia are starting to compete in developing digital libraries. College, public, and regional libraries have started to develop digital libraries. The development of digital libraries is based on the consideration of providing opportunities for greater access to collections owned by libraries and adjusting the format of library services with the characteristics of users who are familiar with information technology products. Seeing the importance of digital libraries, BPAD DIY began to develop a digital library under the name I-Jogja. I-Jogja is a digital library portal developed in the Android and iOs operating systems. I-Jogja was developed using the iLibrary software created by PT. Woolu Maya script. I–Jogja offers a new concept in digital library management, where to access public collections, people do not need to download but borrow collections from the digital library portal. This digital collection lending concept is known as e-lending. Through research, the researcher aims to describe the management of I-Jogja as a new concept of digital library management. Research that researchers conducted using qualitative research methods. From this research, it is found that the text-based I-Jogja collection, to access I-Jogja must be registered in the application, functions as a means of fostering reading interest, policies related to membership and access patterns, is able to be a means of fostering reading interest, able to run on the operating system Android and iOS.

Abstract:
The successful development of coal-based integrated gasification combined cycle (IGCC) technology requires gas turbines capable of achieving the dry low-nitrogen oxides (NOx) combustion of hydrogen-rich syngas for low emissions and high plant efficiency. Therefore we have been developing a multiple-injection burner for hydrogen-rich syngas fuel in order to achieve high efficiency and low environmental load. This burner consists of a perforated plate with multiple air holes and fuel nozzles. The multiple air holes and the fuel nozzles are arranged coaxially. The burner is based on the concept of premixed combustion configured by mixing fuel and air in the each air hole rapidly and dispersing fuel with multiple fuel-air jet. This rapid mixing can reduce NOx emissions by getting homogeneous lean premixed combustion, and preventing flashback despite the high flame speed for hydrogen-rich syngas fuels. The unsteady phenomena that occur in the combustion field should be understood in detail in order to confirm this burner concept. However, their measurement under high pressure is difficult. Meanwhile computational fluid dynamics (CFD) is able to investigate the detailed distributions of various emissions and temperature even though under combustion fields of high pressure and high temperature. The purpose of this paper is to validate this concept of the multiple-injection burner by using CFD. The burner can change the combustion form between premixed and non-premixed combustion by controlling the mixing, so the combustion field coexisting with premixed combustion and non-premixed combustion is complicated. Therefore, we have developed a hybrid turbulent combustion (HTC) model applicable to both non-premixed and premixed flames. The HTC model is hybridized with the flamelet progress variable (FPV) model and a flame propagation model. The FPV model is based on the laminar flamelet concept. The flame propagation model considers the flame stretch effect, diffusion enhancement effect, and increasing rate of flame surface area. The turbulent flow model adopts large eddy simulation (LES) with a dynamic sub-grid scale (SGS) based on the local inter-scale equilibrium assumption (LISEA4). Both the turbulent combustion model and turbulent flow model were programmed into a simulation tool based on the OpenFOAM library. We validated the concept of this burner for hydrogen-rich syngas fuel by using the simulation tool. The simulation results showed the rapid mixing of fuel and air in the air holes, and by using HTC model we confirmed that premixed combustion is the combustion configuration of this multiple-injection burner. In addition, the multiple-injection burner has high flame stability. There is no zone of high temperature in the air hole and high temperature is maintained near the burner. The multiple-injection burner can thus maintain flame stability without any flashback.

Today, in the era of modern Intelligent Production Environments (IPE) and Industry 4.0, the manufacturing of a product takes place in various partial steps and these mostly in different locations, potentially distributed all over the world. The producing companies must assert in the global market and always find new ways to cut costs by saving tax, changing to the best providers, and by using the most efficient and fastest production processes. Furthermore, they must be inevitably based on a cloud-based repository and distributed architectures to make data and information accessible everywhere as well as development processes and knowledge available for a worldwide cooperation. A so called Collaborative Adaptive (Production) Process Planning (CAPP) can be supported by semantic approaches for knowledge representation and management as well as knowledge sharing, access, and re-use in a flexible and efficient way. In this way, to support CAPP scenarios, semantic representations of such knowledge integrated into a machine-readable process formalization is a key enabling factor for sharing in cloud-based knowledge repositories. This is especially required for, e.g., Small and Medium Enterprises (SMEs). When SMEs work together on a production planning for a joint product, they exchange component production and manufacturing change information between different planning subsystems. These exchanges are mostly based on the already well-established Standard for the Exchange of Product model data (STEP), not least to obtain a computer-interpretable representation. Moreover, so-called Function Block (FB) Domain Models could support these planning process. FBs serve as a high-level planning-process knowledge-resource template and to the representation of knowledge. Furthermore, methodologies are required, which based on process-oriented semantic knowledge-representation, such as Process-oriented Knowledge-based Innovation Management (German: Wissens-basiertes Prozess-orientiertes Innovations Management, WPIM). WPIM is already a web- and cloud-based tool suites and can represent such planning processes and their knowledge resources and can therefore be used to support the integration and the management of distributed CAPP knowledge in Manufacturing Change Management (MCM), as well as its access and re-use. That is also valid for Assembly-, Logistics- and Layout Planning (ALLP). On the one hand, a collaborative planning in a machine-readable and integrated representation will be possible as well as an optimization for mass production. On the other hand, within a cloud-based semantic knowledge repository, that knowledge can be shared with all partners and contributors. To combine all these functionalities, in 2016 we have already introduced a method, called Knowledge-based Production Planning (KPP). We outlined the theoretical advantages of integrating CAPP with Collaborative Manufacturing Change Management (CMCM) in the last year at MSEC16. In this Paper, we will demonstrate our first implementations of the KPP application with an integrated visual direct manipulative process editor as well as a first prototype of our mediator architecture with a semantic integration including a query library based on the KPP ontology.
