Abstract:
The paper is devoted to the development of a university library strategy in the period of digitalization of all spheres of social activity. There are analyzed theoretical approaches and practical methods for developing strategic planning in library activities. The paper defines the need for strategic management as a factor in the effectiveness of a university library. There are considered the directions of the library strategic development, which depend on the vector of development of the university, its educational and research activities.The strategic planning is presented as a process of modeling the future activities of the library. It includes the library’s mission formulation, its objectives, tasks and events to achieve the goals, as well as its key performance indicators. The article sees the development strategy as an element of the management process aimed at creating and maintaining a strategic balance between the goals of the library and the university, its potential and likely development prospects.The article shows the advantages of SWOT analysis as a unique tool for designing a library development strategy. There are presented five stages of developing the Strategy for the Scientific Library of the Siberian Federal University. The authors note that the library has a good potential to develop the digitalization process: there is a digitization center, good technical equipment, its own software products, an extensive repertoire of world resources, a wide range of online services, etc. However, there are also weak points that hinder the library development: the obsolescence of the computer equipment, the lack of modern ergonomic space for individual and group work of students, the irregular acquisition of printed publications, the instability of funding, etc. All this can complicate the library development in the context of the digital economy development and lead to a decline in the prestige of the library. The library’s development strategy is aimed at eliminating these problems. It presents the goals, objectives, efficiency criteria for each area of activity of the modern library of the university. The article reveals the main strategic directions of the library’s development. The proposed strategy can become a real tool for optimizing the activities of all libraries in the transition period of the digital society development.

Many of the important works related to development were written more than a decade ago. In the last decade, only two major works related to the topic have been published: an issue of Library Trends (Winter 2000) devoted to development and fundraising, primarily in the academic environment, and an updated version of Steele and Elder’s Becoming a Fundraiser. This is especially significant in a time of economic downturn.

Abstract:
Establishing of library development strategy is the most important stage in solving the tasks of adapting to the changing environment and increasing demand of users. The purpose of this study is to determine the vectors of strategic development of libraries (public libraries and libraries of scientific and educational institutions). Basing on the results of the analysis, the author identifies nine essential strategic directions and ten vectors, revealing the prospects for the development of libraries, being not only the information repositories and library and information centres, but also working, creative spaces, communication platforms, places for renting equipment, startup sites, etc. The article presents the specific features of public libraries, which are close interaction with the local community, promotion of intercultural and intergenerational dialogue, as well as socialization of the population. Strategies of libraries of scientific and educational institutions much attention pay to the integration of librarians in the research process, creation of analytical products, development of services for scientometric analysis and information support for open scientific research. Libraries strive to serve readers and visitors with the use of modern information technologies, organize spatial environment that ensure comfortable stay, provide resources and services that meet the changing preferences of users, which allows creating positive image of the library and attracting readers.

The Internet came to Brazil early, and was quickly recognized as an exciting new means of communication, highly appropriate for a technologically advanced and recently democratized society. This paper identifies and characterizes the principal Brazilian digital library initiatives in science and research; education; literature and the humanities and history and politics. Government financing was critical for the implementation of Brazilian digital libraries. Digital technology has enabled the dissemination of all types of information, replacing traditional formats with automated systems. As a result of the development of digital technology, the library has also entered a new era, which is then called the digital library era. Digital library is considered as one form of modern library where the dependence will be on modern technology in the conversion of information and data to digital formats to achieve greater effectiveness and efficiency in storing and processing information and then transmitting it. Therefore, the purpose of this study is to develop an Android-Based Digital Library Application at the Department of Education Management, State University of Surabaya. This study uses the research and development method proposed by Borg and Gall by applying the nine stages. The results of this study indicate that the development of an Android-Based Digital Library Application at the Education Management Department, State University of Surabaya has been successfully implemented with the results of the trial getting an average percentage above 80% which is included in the very feasible category to be implemented. Even so, evaluation and monitoring must continue to be carried out to prevent errors or problems that may occur, as well as material to continue developing this Android-Based Digital Library Application.

Abstract:
Purpose – This case study aims to explain why one Canadian academic library chose to design and deliver in-house leadership development training for its employees, rather than taking a consortial approach, and seeks to highlight the impact of this decision on the library's organizational culture. Design/methodology/approach – This paper is presented in three parts: the benefits and challenges of in-house, external and consortial training; the impact of an in-house leadership development program at the University Library at the University of Saskatchewan; and considerations when deciding whether to collaborate on the provision of employee training. The author draws upon her own personal experiences as the Director of Human Resources for the library, and presents evidence acquired through surveys, observations, and conversations. Findings – The paper explains how a deliberate decision to provide in-house leadership training had a transformative effect on individual employees and the organization. Practical implications – When considering collaborating to provide leadership development training, library administrators should ensure the pros and cons of doing so are thoroughly explored; the pressure to collaborate can sometimes lead to participation in activities simply to be seen as a “good library citizen,” and often such activities are not necessarily contributing to the strategic goals of the library. In economically challenging times, library leaders and decision makers will need to be very aware of these implications. Originality/value – This paper discusses why a library chose an in-house approach to leadership development training rather than a consortial approach. This article has value to library administrators as they consider implementing leadership development training in their libraries.

Purpose – The purpose of this paper is to explore issues, approaches and challenges in providing strategic direction to university libraries on developing their physical space in what is increasingly a digital age. A key aspect of the work is to explore how university libraries and their senior staff can widen libraries’ role to inform the strategic direction of formal and informal learning spaces across the institution. Design/methodology/approach – Research and perspectives from across the world provide the context for the study. A single site case study based at Loughborough University in the UK is explored to demonstrate how strategy for university library space is developed. The case study also provides an example of how a university library has extended its influence on other informal learning spaces. Findings – University library physical space has an important role in learning, teaching and research, despite the increase in digital information provision. For effective strategy, information and evidence needs to be collected from a wide range of sources. The experience and skills that university libraries have developed in managing learning spaces can be transferred to learning spaces elsewhere in the university. Research limitations/implications – This is a single site case study. Practical implications – The case study provides approaches and ideas that can be applied by university libraries in the strategic development of learning spaces. Originality/value – The paper provides an innovative and informed insight into how university libraries can influence learning and teaching spaces across university campus/site. Further research would be valuable to identify practice more widely. Surveying, from a library perspective, university and university estate, management strategies for content relating to libraries and formal and informal spaces across the institution and what is going on/being planned in this area would further progress the debate.
