This thesis deals with the procedures for and the issues in the analysis, design, and implementation of Library Loan Management System (LLMS). LLMS is a low-volume real-time transaction processing system intended for small or medium size libraries. It is designed to provide such library functions as library cataloging, patron registration, circulation, and reference services based on a relational database management system. We implemented prototype LLMS to run on IBM PC/AT or XT compatible microcomputer using dBASE IV. The developed prototype system has been documented in this thesis. We also discuss some issues in implementing LLMS in a networked environment.

Using your institution's content management system to distribute a module on the library's resources creates an effective venue for reaching students. Our goal was to get the word out about our resources and teach our students a few techniques about searching by using our institution's course management system. We created a Desire2Learn (D2L) module for release to all faculty consisting of short films and documents about the library as well as websites of interest. If the professor decides to incorporate the module into their course site, it becomes part of the course's class content. We are currently monitoring 67 courses.

The use of Information Systems (ISs) has been widely accepted and proven to increase the service quality in many organizations. Academic libraries have embraced the use of ISs and have implemented them to perform different activities. The efficient utilization and management of ISs in libraries will help libraries to derive maximum benefit from adopted ISs. The research used the DeLone and McLean (2003) IS success theory to determine the impact of IS management on the quality of the IS, the use of the IS and the benefits gained. The researcher used nine (30%) of the thirty university libraries which are members of the consortium of academic and research libraries in Ghana (CARLIGH) - an association of libraries that help with the IS and electronic resource use of member libraries. A mixed method approach with questionnaires, interviews combined with content analysis of the university websites was used to gather data. Findings indicated that academic libraries in Ghana are making use of some ISs including; ILS, DAM, social media, websites, among others, amidst a number of challenges. The research also revealed that the management of ISs affects the quality thereof. Quality of ISs affects use, and use affects the benefits gained from use. The researcher proposed an IS management standard guideline which Ghanaian academic libraries could adopt for using and managing ISs to enhance efficiency and better service delivery.

The primary focus of this study was to conduct a needs-analysis of how the University could effectively address the website and portal information needs of its users through the implementation of a content management system. This study sought to understand the current perspectives and information needs of users of the university's corporate website, as well as the staff and student portals, and to propose ways in which the University can manage its content assets to address these needs. More specifically, the question asked was: How Stellenbosch University could address the information needs of its users by implementing a content management system?

Due to a shortage of librarians to teach classes coupled with a growing student body, librarians at East Tennessee State University (ETSU) decided to explore alternative means to deliver instruction. Their charge was to supplement traditional classroom instruction by utilizing ETSU's course management system (Desire2Learn, D2L) to inform students about resources and search techniques. They created a D2L module consisting of short films and documents about the library that faculty could add to their course sites. This paper outlines the process of selecting topics, creating materials for the module, and promoting the module to faculty.

Last year at the ECDL 2004 conference, we reported some initial progress and experiences developing DSpace as an open source community-driven project [8], particularly as seen from an institutional manager’s viewpoint. We also described some challenges and issues. This paper describes the progress in addressing some of those issues, and developments in the DSpace open source community. We go into detail about the processes and infrastructure we have developed around the DSpace code base, in the hope that this will be useful to other projects and organisations exploring the possibilities of becoming involved in or transitioning to open source development of digital library software. Some new challenges the DSpace community faces, particularly in the area of addressing required system architecture changes, are introduced. We also describe some exciting new possibilities that open source development brings to our community.

Abstract:
This thesis is an empirically based, theoretical discussion of the process of decision making in relation to Library Management Systems (LMS). Although the conceptualization of the LMS decision process in rational terms, common in many LMS selection models, may be useful in different respects, here the process is viewed from a social constructivist stance. It is argued that due to the complexities involved, the potential choice of an LMS does not necessarily reflect the superiority of the chosen LMS based on objective inherent qualities. Nevertheless, libraries continually choose new systems and in many of these selection processes, the chosen system is perceived as the optimal choice. In this study, therefore focus is placed on examining the way in which this shared perception is constructed. Three theoretical views are adopted as the research framework, including Brunsson’s views on the process of decision making and its consequences, Collins’s views on methodological symmetry and construction of conceptual order, and finally Giddens’s views on duality of structure and the social order. Observations, interviews, and document studies are the methods employed in four different case studies that each lasted from 10 months to two years. In this study an array of different factors were found to be influential during the long process of the LMS decision making. It was also found that although the norms of rationality were striven for, and shared perceptions of rationality were constructed, the complexities involved did not allow a true rational choice by determination of all the options, projection of future needs, evaluation of the identified options, and selection of the optimal outcome. Instead, the different activities and happenings during the process helped construct a shared perception of the possible courses of action and optimality of the decision outcomes. Based on this study and with the help of the theoretical framework, it was suggested that an LMS choice is only one potential consequence of the LMS decision process; other consequences include legitimization, action, responsibility, and constructions of conceptual and social order. Through this study, the importance of the day-to-day actions and interactions (at micro level) and their wider implications for the construction of shared perceptions and shaping and reshaping of social structures are highlighted. This thesis contributes towards an alternative conceptualization of the process of LMS decision making. It may also have implications for the library practice, LMS related research, and educational programs within LIS.

Resource sharing is considered to be one of the most important pillars of library service, because no single library can meet all the needs of its users. Libraries have always cooperated to meet the increasing demands of users by sharing their resources. In the past few decades, the need to establish library consortia emerged more strongly as libraries began to take advantage of technology to improve access to information and service delivery. There has been a notable increase in the formation of library consortia on the African continent. South Africa has taken the lead both in the amount of established consortia and the number of member libraries within them. This development accompanied the implementation of common library systems in consortia, where a single system is adopted by all member libraries. In the Southern African region, the library system called INNOPAC/Millennium Pac has already been adopted by consortia and libraries in Botswana, Mozambique, Namibia, South Africa, and Zimbabwe. The recently-established Lesotho Library Consortium (LELICO) also recognized the need for a comprehensive investigation to identify a common system that will effectively meet the needs of its member libraries. The purpose of this study was to analyze the successes and limitations of the INNOPAC library system operating in consortia and libraries in the Southern African region, in order to assess its suitability for LELICO. The study focused on two South African consortia (The Gauteng and Environs Library Consortium – GAELIC, and The Free State Library and Information Consortium - FRELICO), two university libraries (Namibia and Zimbabwe) and one agricultural college library (Botswana) in the Southern African region that use the system. A special emphasis was the criteria of assessment that would apply to a small, multi-type consortium in a developing country like Lesotho. Data was collected through a literature search, questionnaires, interviews, site visits, and analysis of policy and institutional documents. The target groups of the study were the library managers, system managers, and library professionals of selected GAELIC and FRELICO libraries, and the system managers of the three selected libraries in the region. The study found that the INNOPAC library system is performing satisfactorily in the chosen consortia and libraries, and that it has a positive impact on them. It performed to a high standard in all the key areas, and this may be attributed to keeping abreast of the latest developments in the library world, and offering a range of services that meet the needs of libraries. The study found further that the INNOPAC library system contributed towards increased productivity, improved customer services, and better decision making in the two consortia. However, direct access to members’ holdings was restricted by a decentralized server model adopted by these consortia. This and other lessons shaped a proposal for the implementation and management of the INNOPAC library system in LELICO. A proposed model recommends a central server as a more cost-effective management solution. The model also explains the mode of operation by member libraries and the coordinated structures that would implement and manage the INNOPAC library system, adapted to the specific requirements of a small, multi-type consortium in a developing country like Lesotho. Given its successful performance in consortia and libraries across Southern African countries, the study recommends further research into the advantages and challenges of INNOPAC for wider regional library cooperation.

Existing research has focused on the financial challenges affecting public libraries and how to improve library efficiency and funding. However, it is unknown how financial diversification could improve the economic fortunes of public libraries. The purpose of this study was to illuminate the unique structural, legal, and operational dynamics associated with adopting a financial diversification strategy in the Clayton County Library System (CCLS), Georgia, and to explore what would support or hinder the implementation of such a strategy. Using modern portfolio theory, the research explored how the CCLS could diversify its funding sources. A qualitative single-case study was conducted to gather information from a sample of library personnel: 2 library directors, 7 assistant directors, 6 branch managers, and 3 grant writers. Budget documents and meeting minutes over a 3-year period were also reviewed. The data were analyzed using a content analysis method, and were coded inductively. Interview data were triangulated with the results of a review of budget documents, meeting minutes, and related literature. Study findings revealed that financial diversification was an effective strategy for the participants in this study, but such diversification would be complex for the broader CCLS because of stakeholders' concerns about CCLS's organizational characteristics, legal frameworks, and management attitudes. The study findings may be used as a basis for further empirical investigations on adoption of financial diversification plans in public libraries. Positive social change is expected to result from this study because it provides useful data to policymakers, library administrators, and other stakeholders seeking ways to sustain public library funding.

Public libraries are evolving from their traditional role as promoters of literacy to a new role as providers of community resources, including after-school activities for teenagers. A policy mandate for such activities appears to be lacking though, which might impact negatively their effectiveness. The purpose of this study was to get a better understanding of the existing policy and implementation mechanisms of after-school activities offered by the Atlanta Fulton Library System in Georgia to at-risk teenaged patrons. Moore's theory of innovation and public value provided the theoretical framework for the study. An embedded case study research design was used to explore the perceived role of the public library, guiding policy framework, and factors constraining the implementation of after-school activities in 3 of the system 20 branches serving at-risk youth; semi-structured interviews with 21 participants comprising teenagers engaged in after-school activities, parents, librarians, library managers, and members of the Friends of the library; observations of teenagers' behaviors in the library setting; and publicly available document on the subject. The data were inductively coded and then subjected to a content analytical procedure, which revealed 5 after-school themes: bridging a digital divide, teen and community needs, public policy, and public service. The key finding of this study indicates an absence of a system-wide formal policy in how after-school services are provided across library branches for at-risk teenagers. The study concludes with recommendations to reexamine the existing after-school programs in a way that better incorporates the unique needs of library patrons and to align policies with these needs in order to better serve at-risk youth within the context of their communities.

This thesis examines how knowledge management professionals use trust as a component in the creation of knowledge management systems, and what methods they use for building trust. Adopting a grounded theory approach, interviews with 8 knowledge management professionals active in different industries served as the base for an analysis that identified trust to be the single most important common factor in the data. The concept of trust used by the informants was identified as relating to the knowledge management system itself, rather than other users, employees or groups in an organisation. Building trust, the KM-professionals mainly focused on three methods: simple solutions, system superiority, and implementation security. Using these methods, the KM-professionals seek to ensure system trust by creating opportunities for users to obtain positive experiences of using the system, and thereby generate a foundation for a trust-based relationship between the user and the system.

Digital libraries are fast expanding into the role of independent educational entities that aspire not only to complementing traditional classroom teaching, but also allow open electronic learning for distance and continued education. These multifaceted roles can be realized only if the course content and the related content management system are versatile enough to be captured into any individual's learning needs. Many studies have defined a concept of "learning object" to address the issues and needs. But in attempting to solve the problem, the definitions have emphasized some aspects of the digital library while leaving the other issues to be solved later. Thus, the whole system dynamics is either weak or too cumbersome to navigate. As a part of this masters work, firstly the current model of pedagogical endowment was investigated. In order to accommodate the digital nature of education, a new modern profile of learning is proposed that allows modular yet efficient transfer of knowledge from the teacher to the pupil. The thesis then proposes a comprehensive learning object (LO) model, along with the associated system model, that will allow complete and flexible integration of content into the modern digital library profile. The process will be user-centric (both for knowledge developers and learners) as well as metadata-centric. It is scalable and interoperable with legacy and existing content databases and display systems. This thesis covers how the LO model is integrated into the core of the library's content development, discovery, and delivery process. The results of the experiment in terms of ease-of-use, flow-control, and feasibility of the model are documented. A beta-version of these concepts has been successfully tested with volunteers and implemented as a part of the Digital Library Network for Engineering and Technology (DLNET) project.

The present master thesis is an exploratory qualitative study in academic libraries regarding the transition from the integrated library systems to the next generation integrated library systems or library services platforms and the potential implications in their internal workflows. Nowadays, libraries all over the world are facing up with a number of challenges in terms of acquiring, describing and making available to the public all the resources, both printed and electronic, they manage. In particular, the academic libraries have more reasons to wish to fulfill their users’ needs since the majority of them use the library sources more and more for scientific research and educational purposes.In this study we attempt to explore the phenomenon in the globe using the available literature and to identify the implications in libraries’ workflows and the possible future developments. Moreover, through observation and semi-structured interviews we try to identify the current developments in the Greek context regarding the adoption of next ILS and possible implications in their workflows. Finally, we attempt a comparison between the Greek situation and the international one.

There is a great need for digital libraries that are flexible, scalable, and reliable. Few such systems exist. Little is known about how to build them. This thesis addresses these problems by enhancing a prototype digital library system with the aim of making it more flexible, scalable, and reliable. We hypothesize that: 1) adding a new (user information) layer and maintaining weak coupling in the design of a digital library system can help achieve system flexibility; 2) optimizing network connection usage and facilitating distribution of computation and disk operations in system design can help achieve system scalability; and 3) applying good software processes can help university students produce a very reliable system. Approaches based on the above hypothesis were used in the project of Reengineering the MARIAN System in Java. The results of the project and experiments verified the correctness of the hypothesis. The results of this thesis may help inform future digital library design and implementation projects to produce flexible, scalable, and reliable systems.

Managers of public libraries have been presented with a new set of challenges in the day-to-day operations of public libraries. These include their ability to serve as change agents as they manage the use of continuing online distance learning (CODL) for staff. This online tool may provide staff opportunities for on-the-job learning, yet for managers and managerial staff little is known about how the tool impacts their role in light of the changes. This research investigates the perceptions of 103 Northeast Texas Library System managers and managerial staff about their role as a change agent in the use of CODL using an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) to determine the outcome. Administrators from urban, suburban, and rural public libraries were surveyed using a General Training Climate Scale to explore three constructs: extent of the manager role, manager role, and use of CODL. Data analysis was performed using exploratory and confirmatory analysis to support the theoretical model. An altered model was tested and confirmed through model fit indices.

In today's highly competitive landscape, new product development strategies are imperatives for companies to create and sustain competitive advantages. The objective of this research is to develop an integrated approach to automate, or aid, the design problem solving process. An Integrated Design System (IDS) is proposed focusing on the parametric and detail design. In this system, generation and evaluation of new design problems occur quickly and easily by changing the inputs for the design model. The IDS provides an integrated platform to incorporate available application programs such as CAD and FEM tools into a single system. Four major frameworks, namely information handling, problem decomposition, design space characterization, and problem solving, are proposed and embedded in it to implement the product development process. The information handling includes five aspects. A naming protocol is devised to organize the historical design cases. A search algorithm is proposed to retrieve a design case. A system-generated report is used to distribute the design information. A constraint definition frame is presented to define the relationships between design parameters. Two schemas, information matrix and constraint tree, are developed to represent information in the IDS. A diagonal-centered decomposition scheme is developed utilizing a Genetic Algorithm to decompose a complex design problem. In addition to the conventional genetic operators, two novel genetic operators, unequal position crossover and insertion mutation, are proposed. To characterize the design space, two methods, Incremental Response Method (IRM) and Artificial Neural Network (ANN), are presented. The IRM is derived from response surface method, while the back-propagated ANN is coded to be self-evaluated. The presented problem solving algorithm constitutes the solving mechanism of the IDS. Based on the assessment of the design objectives, all design parameters are given a priority index to facilitate the parameter selection. An independent recursive method is introduced in this algorithm to handle the design constraints. The case studies are performed on two design problems: a hard disk drive actuator arm and a shaft. The results show that the system can automatically align parameter values towards the objective values in a reasonable manner, and thus verify the feasibility of the embedded frameworks.

U.S. student enrollment in online classes in the higher education sector has grown rapidly since 2001. Researchers have found that student satisfaction often leads to higher student retention, yet more research was needed to understand reasons for student satisfaction with online education. The purpose of this nonexperimental study was to examine the relationship between students' early exposure to technology (i.e., before college) and their satisfaction with online education in college. The unified theory of acceptance and use of technology were the theoretical framework. A convenience sample of 103 participants from the population of online students at colleges and universities in the United States took a survey on their past exposure to information and communication technology (ICT); their expectations for, and willingness to continue using ICT; and their satisfaction with online education. Several statistical tests, such as ANOVA, Spearman Rho correlation, and t-tests were conducted to analyze collected responses. Results indicated there was an indirect relationship between the early exposure to technology and student satisfaction based on the statistically significant correlation found between the early exposure to technology and effort expectancy, then between effort expectancy and use behavior and finally between use behavior and student satisfaction. By implementing study findings, educators and managers may be better able to bring positive social changes necessary to prepare all students and workers for the technology-driven education and the workplace regardless of their socioeconomic status.

Com o uso generalizado das tecnologias de informação no apoio ao ensino, é comum disponibilizar conteúdos digitais, seja através de Sistemas de Bibliotecas Digitais (DLMS) ou de Sistemas de Gerência de Aprendizagem (LMS). No entanto, estes sistemas funcionam de forma independente, têm características diferentes e manipulam tipos diferentes de materiais, sendo seus repositórios com dados e metadados heterogêneos e distribuídos. Os conteúdos destes repositórios seriam melhor aproveitados se estivessem integrados a um ambiente comum, ou fossem acessados de modo integrado a partir dos ambientes de de DLMS e LMS. Nesta tese é apresentada uma visão homogênea dos conteúdos de DLMS e LMS. Para esta homogeneização utilizou-se uma extensão da arquitetura de mediadores e tradutores que trata a integração de metadados, assim como ontologias para tratamento semântico. Foram consideradas ontologias locais para descrever os metadados de cada repositório e uma ontologia global para a integração. No entanto, os documentos dos repositórios dos DLMS tendem a ser monolíticos e não têm um enfoque na reutilização( reuso). Assim, foram definidas regras para extração dos conteúdos mais importantes destes documentos, o que possibilita a reutilização. Esta extração envolve técnicas de mineração de texto e utiliza regras para descobrir as definições contidas nos documentos. Foi desenvolvido um protótipo que demonstra a viabilidade do processo. Para facilitar o entendimento do trabalho, é apresentado um estudo de caso que utiliza a técnica proposta e o protótipo desenvolvido. O trabalho facilita e enriquece o desenvolvimento de materiais de aprendizagem, uma vez que torna os conteúdos de documentos das bibliotecas digitais reutilizáveis e integrados aos Objetos de Aprendizagem (LO) existentes.
With the widespread use of Information Technology for teaching support, it is usual to made digital content available through Digital Library Systems (DLMS) or Learning Management Systems (LMS).These systems, however, work independently, have different characteristics and manipulate different types of materials, and their data and metadata repositories are heterogeneous and distributed. The content of repositories would be better used if it was integrated in the same environment or accessed in an integrated way from DLMS and LMS. This thesis presents a homogeneous view of DLMS and LMS content. In order to provide such homogenization, it is proposed an extension of the mediator and wrapper architecture for dealing with metadata integration and ontologies for treating semantics. Local ontologies are used for describing each metadata repository, and a global ontology for the integration. As documents of DLMS repositories tend to be monolithic and not to follow a reuse approach, rules for extracting the most important content from these documents were developed in order to make them reusable. This extraction includes text mining techniques as well as rules for discovering definitions embedded in the documents. A prototype was developed which implements the extraction and proves the feasibility of this approach. In order to make the work easier to understand, it is presented a case study that uses the proposed technique and the prototype. The work described in this thesis facilitates and enriches the development of learning material by making the content of digital library documents reusable and integrated to existing learning objects.

This work presents the System of Management for University Library (SGBU) as a methodological suggestion for the management of University Library. The methodological ways used in this study were: exploratory research; qualitative boarding; three types of technical ways: bibliographical research, research in documents and the case study; the object of study was the University Library; the instruments of data collect used were: non-structured interview, non-systematic observation, natural participation observation, field notes of reflective essence, analysis of home documents, brainstorming and suggestion box . Simultaneously to the development of SBGU, the implementations were conducted in a University Library case study on purpose to validate the proposed model of System of Management, as well to test yours real applicability. Therefore, it was concluded that a System of Management for University Library which has institutional, management, operational, organizational, human-behavioral, environmental questions, constitute itself in a effective instrument of support to the administrative action of library professional.
Neste trabalho apresenta-se o Sistema de Gestão para Biblioteca Universitária (SGBU) como uma proposta metodológica para o gerenciamento de Biblioteca Universitária. Dessa forma, o modelo de sistema proposto compreende seis subsistemas, que são: subsistema institucional, subsistema gerencial, subsistema operacional, subsistema de organização, subsistema humano-comportamental e subsistema ambiental. Os procedimentos metodológicos utilizados no estudo foram: pesquisa exploratória; abordagem qualitativa; três tipos de procedimentos técnicos: pesquisa bibliográfica, pesquisa documental e o estudo de caso; o objeto de estudo foi a Biblioteca Universitária; os instrumentos de coleta de dados utilizados foram: entrevista não-estruturada, observação assistemática, observação participante natural, anotações de campo de natureza reflexiva, análise de documentos internos, Brainstorming e caixa de sugestões . Paralelamente ao desenvolvimento do SGBU, foram conduzidas as implementações em uma Biblioteca Universitária - estudo de caso com o intuito de validar o modelo de Sistema de Gestão proposto, bem como testar a sua real aplicabilidade. Portanto, concluiu-se que um Sistema de Gestão para Biblioteca Universitária, que compreenda questões institucionais, gerenciais, operacionais, organizacionais, humanocomportamentais e ambientais, constitui-se em um efetivo instrumento de suporte à ação administrativa do profissional bibliotecário.

This work aims to analyze risks related to information technology (IT) in procedures related to data migration. This is done considering ALEPH, Integrated Libray System (ILS) that migrated data to the Library Module present in the software called Sistema Integrado de Gest?o de Atividades Acad?micas (SIGAA) at the Zila Mamede Central Library at the Federal University of Rio Grande do Norte (UFRN) in Natal/Brazil. The methodological procedure used was of a qualitative exploratory research with the realization of case study at the referred library in order to better understand this phenomenon. Data collection was able once there was use of a semi-structured interview that was applied with (11) subjects that are employed at the library as well as in the Technology Superintendence at UFRN. In order to examine data Content analysis as well as thematic review process was performed. After data migration the results of the interview were then linked to both analysis units and their system register with category correspondence. The main risks detected were: data destruction; data loss; data bank communication failure; user response delay; data inconsistency and duplicity. These elements point out implication and generate disorders that affect external and internal system users and lead to stress, work duplicity and hassles. Thus, some measures were taken related to risk management such as adequate planning, central management support, and pilot test simulations. For the advantages it has reduced of: risk, occurrence of problems and possible unforeseen costs, and allows achieving organizational objectives, among other. It is inferred therefore that the risks present in data bank conversion in libraries exist and some are predictable, however, it is seen that librarians do not know or ignore and are not very worried in the identification risks in data bank conversion, their acknowledge would minimize or even extinguish them. Another important aspect to consider is the existence of few empirical research that deal specifically with this subject and thus presenting the new of new approaches in order to promote better understanding of the matter in the corporate environment of the information units

Building a thriving information economy is a goal for many developing countries. This research helps identify the factors (inhibitors and motivators) that can be used to leverage the Information and Communication Technology (ICT) sector in a developing country to build a sustainable information economy that benefits other sectors of the economy. This is done by studying the current literature on this topic and then synthesizing the theoretical models to create a unified decision framework to help developing countries set their path to building a sustainable information economy. Drawing on past literature and extant theory, a novel ICT4D decision framework is built that provides a three-dimensional view based on 1) the ICT value chain, 2) key factors (e.g. infrastructure, policies, markets), and 3) stakeholders (e.g. industry, government, academia). This decision framework is then used to study the case of Palestine, where secondary and primary data are used to compare the critical success factors for Palestine with the general framework. This synthesized framework and critical success factors superset is expected to advance the field’s understanding of how both controllable and non-controllable country characteristics contribute to or inhibit the growth and development of an ICT sector in developing countries. In addition, the framework and identified success factors help in setting a future path for development. Results from both secondary data sources demonstrate the usability of the framework to analyze the current setting of the ICT sector, in addition, to help investigate a range of possible opportunities for action to reach a higher level of ICT success. Then, via a targeted set of interviews with academic, industrial, and governmental sources who are experts in the Palestinian ICT arena, an exploratory study was performed that focused on key critical success factors for future development of the ICT economy. Controllable factors that have the potential for sustainable action were identified. In the case of Palestine, it appears that despite having many challenges that are out of control, there seem to be many opportunities for change specifically in government and educational policies that can help the ICT sector in specific, and the Palestinian economy in general reach its real potential. Given the current political situation in Palestine, it was found that there is a great potential in creating new software products for export. The challenges in this particular area in the case of Palestine lies in the lack of adequate business skills to research the global market and to market products and services that can be offered by the Palestinian ICT sector. The findings should also help stakeholders see if the challenges to developing an ICT sector in Palestine are the same as those for any developing country, and where they are truly unique. The outcomes of this research have the potential to frame and inform economic development decisions that could define the future of the Palestinian state.

Entwickelt wird ein Dokument Management System zur elektronischen, Client-Server-basierten Publikation und Langzeitarchivierung von Hochschulschriften für die Universitätsbibliothek Potsdam. Der zu konzipierende Dokumentenserver muss den bibliothekarischen Anforderungen im Hinblick auf die Sicherung von Authentizität und Integrität des Servers und der einzelnen Textdokumente entsprechen. Eine Analyse der Eignung verbreiteter Dateiformate zur dauerhaften Speicherung unter Berücksichtigung von Verfügbarkeit, Strukturierbarkeit, Konvertierbarkeit und Austauschbarkeit sowie Recherchierbarkeit erbringt eine langfristig anzustrebende Präferenz für XML als Archivierungs- und Rechercheformat sowie PDF und/oder HTML als Präsentationsformate. Die Formalerfassung erfolgt über die Anreicherung des Dokumentes mit Metadaten nach dem DC qualified Standard, die in einer Datenbank strukturiert abgelegt sind. Der dauerhafte Zugang zur Publikation kann durch Verwendung einer zitierfähigen URN (Persistent Identifier) gesichert werden. Bestehende Archivierungssysteme werden untersucht und auf Vereinbarkeit mit den lokalen Bedürfnissen geprüft.

Ein Workflow für die Anlieferung von Dokument und beschreibenden Metadaten durch den Autor und die weitere Bearbeitung durch die Bibliothek wird erarbeitet und die technische Umsetzung mittels Perl, HTML, XML und einer MS Access Datenbank beschrieben. Der Dokumentenserver ermöglicht performantes Retrieval und ist als Dataprovider mit einer OAI-Schnittstelle für den weltweiten, standardisierten Datenaustausch ausgestattet. This paper explores the potential for and progress of a gradual transition from a highly centralized model for cataloging to an iterative, collaborative, and broadly distributed model for electronic resource description. The author's purpose is to alert library managers to some experiments underway and to help them conceptualize new methods for defining, planning, and leading the e-resource description process under moderate to severe time and staffing constraints. To build a coherent library system for discovery and retrieval of networked resources, librarians and technologists are experimenting with team-based efforts and new workflows for metadata creation. In an emerging new service model for e-resource description, metadata can come from selectors, public service librarians, information technology staff, authors, vendors, publishers, and catalogers. Arguing that e-resource description demands a level of cross-functional collaboration and creative problem-solving that is often constrained by libraries' functional organizational structures, the author calls for reuniting functional groups into virtual teams that can integrate the e-resource description process, speed up operations, and provide better service. The paper includes an examination of the traditional division of labor for producing catalogs and bibliographies, a discussion of experiments that deploy a widely distributed e-resource description process (e.g., the use of CORC at Cornell and Brown), and an exploration of the results of a brief study of selected ARL libraries' e-resource discovery systems.

Sophistication of technology has resulted in libraries having to manage print, digital and electronic resources. Managing all resource types and formats with traditional integrated library systems is ineffective as the systems were designed for physical resources. Next generation library management systems are expected to change this by integrating all library resources and providing access through a single platform, reducing the number of transaction the user has to perform. Additionally libraries will save large proportions of their budgets on hardware and software, as the systems are accessed through a web browser this will be an added benefit for libraries as the cost of acquiring electronic resources is continuously increasing. Next generation library management systems are not yet implemented in academic libraries in the Western Cape Province. To investigate the reasons for this, the author employed a qualitative case study approach in which a minimum of two members of the Executive Management of each of the four Cape Library Consortium institutions were interviewed. Data collected was analysed using NVivo analysis software, responses being analysed within the institution and compared across the other institutions.

The last years, libraries and information centers, as well as other organizations are attempting to survive in a knowledge-driven society. Moreover, they are called upon to redefine their structure and management processes in order to increase their competitive advantage through their learning capability and their knowledge assets. Knowledge has become their core element that contributes to the development and improvement of their services through knowledge management (KM) initiatives, connected with knowledge assets creation, sharing, and exploitation. This study is a qualitative research that has been conducted in NTUA Central Library with main research object the Department of Information and Users’ Services. The study examines the knowledge management (KM) perception in the Department and by extension, the library. It aims to identify the adopted KM practices, investigate the KM process through knowledge creation and sharing, collaboration and communication among employees and external collaborators and finally, to propose new methods and techniques through a KM strategy, for improving the Department and library’s internal operation and services provision. The study’s goal is to present the current situation of one of the biggest Greek academic libraries regarding KM initiatives and to draw attention on the academic libraries’ changing role in the new digital era and the opportunities that KM provides them to participate in the knowledge-based economy and the knowledge-based society. The importance of this study lies on the fact that few researches have been conducted in Greek academic libraries and the results have presented that they demonstrate little attempt to adopt KM practices and rather, to establish a clear KM strategy. In this context, the study is trying to clarify the importance of focusing on people as libraries’ knowledge resource connected with their knowledge and experience, which defined as “intellectual assets” that need to be recorded, classified, updated and definitely shared, in order to become searchable and accessible. It is a case study, conducted through an interpretive approach, following a holistic ethnography tradition. The research methods used for the data collection were the methods of participant observation and semi-structured interviews. The data collected have been analyzed through the six (6) phases of the thematic analysis, while methods data validation have been used to ensure their reliability. In conclusion, the study presents results connected with the Department’s knowledge specification (tacit and explicit), the process of knowledge sharing by mentioning the people involving, the methods and tools. Furthermore, the weaknesses the Department faces are presented regarding employees’ involvement – mostly connected with communication and collaboration – and the systems and resources management. Within the organizational context of a university library, the reference sector has an important role in information management, by integrating all the sectors in the information flow directed to the "useful" service user, to achieve better results in their demand within the system of library information. This dissertation thus contributes to a better understanding of the features of processes and information flows and the Ortodocs, Sigaa system in order to allow managers, optimize the use of the system in one of its main functions, that is , taking strategic decisions, in order to minimize the deviations found in the procedures used by system users , that have direct bearing on the quality of the product or service offered for informational unit, which is the library . This set of actions have significant impact by maximizing the effective use of the tools provided by the information system. However, it is relevant record, the importance of effective integration of the system in any organizational environment of the institution to which the decisions implemented to achieve the desired goals. This work was performed at the Central Library of the Federal University of Paraíba - UFPB , coordinator of the Library System - SISTEMOTECA the institution where the library module of the Integrated Academic Management System - SIGAA been deployed and is in the process of technical adequacy . The research is a qualitative, descriptive and through the method of analysis of Focus Group and discourse analysis type , had as main objective to analyze and critique existing judgment on the information in the Library Sector Reference system processes , identifying their implications on the flow information within the Central Library UFPB . And as a result, obtained the building requirements and suggestions for improvement of the system in order to contribute to the management of information users (librarians) managers of the Library.
Dentro do contexto organizacional de uma Biblioteca Universitária, o setor de referência tem papel importante na gestão da informação, por que integra todos os setores no fluxo informacional direcionado ao atendimento “útil” do usuário, na obtenção de melhores resultados em sua demanda dentro do sistema de informação da biblioteca. Esta dissertação, portanto, contribui para um melhor entendimento sobre as funcionalidades dos processos e fluxos de informação do sistema Ortodocs e Sigaa, de forma a permitir que os Gestores, otimizem o uso do sistema em uma de suas principais funções, que é, a tomada de decisões estratégicas, com a finalidade de minimizar os desvios encontrados nos procedimentos utilizados pelos usuários do sistema, que tenham reflexo direto na qualidade do produto ou serviço oferecido pela unidade informacional, que é a Biblioteca. Este conjunto de ações tem impacto significativo por que maximiza o uso efetivo das ferramentas disponibilizadas pelo sistema de informação. Contudo, é relevante registrar, a importância da efetiva integração do sistema, em todo o ambiente organizacional da Instituição para que as decisões aplicadas alcancem os objetivos desejados. Este trabalho foi executado na Biblioteca Central da Universidade Federal da Paraíba – UFPB, coordenadora do Sistema de Bibliotecas – SISTEMOTECA da Instituição, onde o modulo biblioteca do Sistema Integrado de Gestão Acadêmica – SIGAA foi implantado e está em processo de adequação técnica. The title of the research is Sustainability Performance Evaluation Management Systems Model for Individual Organizations and Supply Chains. This research has achieved its aim to develop and demonstrate the practical implementation of a simple and objective sustainability performance evaluation management system model for individual organizations and supply chains. It has resulted in the recognition that a new concept – Network of Interested Partners – underpins the achievement of sustainability. The term acknowledges the interdependence and reflects the essential cooperation that must be achieved between business organisations, their commercially related entities and the local community if progress towards sustainability is to be achieved. It therefore encompasses and extends the concept of a supply chain as currently used. Sustainable Development is defined by the World Commission on Environment and Development as development, which meets the needs of the present without compromising the ability of future societies to meet their own needs. Organizations, as part of human activities, also have to be sustainable. The sustainability of organizations is directly linked to the continual improvement of business performance. Many organizations have found a way to improve performance through the establishment of management systems. International Organization for Standardization (ISO) standards are recognized worldwide as reliable and efficient tools for the implementation of management systems. However, they do not always result in the desired improvement in outcomes. Therefore, if the required improvement of business performance is to be achieved, improved methodologies for development and implementation of performance evaluation (PE) processes are necessary. These methodologies must take into consideration sustainability principles. They also have to be applicable to individual entities and supply chains, with or without management systems in place. Supply chains are important because it is being increasingly recognized that overall supply chain performance is a means of adding value and competitive advantage to all businesses. In the first part of the research a performance evaluation model or PE (version 1 model) was developed. This was used as criteria to compare and evaluate existing performance evaluation processes and outcomes of individual organisations and their respective supply chain within the Gladstone region, Australia. Questionnaires have also been used to identify and evaluate the needs of the interested parties in relation to the organizations’ and supply chains’ business performance and processes of performance evaluation. All the information provided in the first part of the research was used by the researcher to develop the Sustainability Performance Evaluation Management Systems model or SPEMS (version 2 model). This incorporates the concepts of Network of Interested Parties/Partners. In particular, one of the outcomes is recognition that organizations need to establish partnerships if effective supply chain performance improvement is to be achieved. Therefore the establishment of partnerships has become a key requirement for the implementation of SPEMS. The establishment of partnership among participants of a supply chain of Gladstone and implementation of the eight first steps of the SPEMS (version 2 model) in this supply chain was commenced successfully through workshops. The supply chain was formed by commercial organizations, government entities and interested parties from the community. SPEMS requires that partners all have the same level of ownership and authority in the decisions of the supply chain. Some new terms and their definitions have been created within the research to support the new SPEMS model. They include: Network of Interested Partners, sustainability for organizations, sustainability KPI and sustainability friendly organizations. All of the above are encompassed within the final SPEMS (version 3 model).

Abstract:
The Oil Pollution Act of 1990 requires the development of Regional and Area Contingency Plans. For more than 20 years, the State of Florida, under both the Department of Environmental Protection and the Florida Fish and Wildlife Commission, has worked closely with the U.S. Coast Guard and the National Oceanic and Atmospheric Administration to develop these plans for coastal and marine oil spill response. Current plans, developed with local, state and federal stakeholder input, use geographic information systems (GIS) data such as location and extent of sensitive ecological, wildlife, and human-use features (termed Environmental Sensitivity Index data), pre-defined protection priorities, and spatially explicit protection strategies to support decision-making by responders (termed Geographic Response Plans). However, they are long overdue for improvements that incorporate modern oceanographic modeling techniques and integrated data from coastal ocean observing systems. Better understanding of circulation in nearshore and estuarine waters, at a scale consistent with other spatial data, is especially lacking in Area Contingency Plans. This paper identifies the gaps in readily available information on the circulation-driven causes and effects missing in current oil spill contingency planning and describes a sample methodology whereby multiple coastal and ocean spatial science disciplines are used to answer questions that no single, non-integrated discipline can answer by itself. A path forward for further integration and development of more comprehensive plans to better support coastal protection in Florida is proposed. The advances made here are applicable to other coastal regions of the world.

education and a host of other activities in rural communities as well as in urban ones (Warren, 1991:26). Yet hardly a day goes by when an elderly man or woman does not die with all the wealth of knowledge, which is then buried beyond recovery. Therefore, there is a need for institutions, which are in the business of information like libraries and/or information centers to manage (collect, document, organize, store, disseminate) the indigenous knowledge for potential contribution in present and future endeavours. Ngulube (2002: 96) rightly points out that the loss of IK will &ldquo
impoverish society&rdquo

The main aim of the study was to explore the issue if indigenous knowledge within the library and information sector, specifically within the Swaziland National Library Service
investigate if IK is managed
determine how it can best be managed in order to contribute positively to the community
and identify ways to best manage it. This study adopted the qualitative research methodology using the triangulation method, which allows the use of different data collection techniques.

The study found that Swaziland National Library Service (SNLS) manages IK, but at a very low level. Lack of funds is one major issue that has been voiced as the biggest hindrance to Indigenous Knowledge Management and that Library and information professionals are not adequately trained to manage IK. The study also discovered that Library and information services in Swaziland are still very much book-based and very much westernized, such that only a select elite is catered for by the current services. Intellectual property rights are not dealt with, with respect to IK.

From the findings, this study recommends that Library and information professionals include indigenous knowledge in the existing collection development policies or must design collection development policies that include IK.

The use of computers within the electronic environment has led to rapid and dynamic changes in the way governments and businesses operate. One of the significant outcomes of computerization is that managing electronic records now relies on IT and it needs to be integrated into the business processes of an organization. Therefore electronic records management (ERM) not only requires the involvement of key players in recordkeeping, such as records managers and archivists, but also IT personnel and administrators under a common shared responsibility to establish a credible electronic records management programme. According to McLeod, Hare and Johare (2004) managing records in the electronic environment is not only a major challenge but also increasingly a strategic issue for organizations in both the public and private sectors. They suggested that “a key factor in meeting both the challenge and addressing the strategic management is the provision of education and/or training for employees and potential employees (i.e students). In particular, providing this at the appropriate level of detail and in the appropriate areas of the subject, commensurate with roles and responsibilities so that these people can discharge, both effectively and efficiently, their responsibilities for managing records in the electronic environment”. Within this context, this paper examines the education and training opportunities on ERM worldwide and in Asia.

Higher education administrators need data on student perceptions to support their decision making regarding mobile learning (m-learning) applications. There is a lack of research addressing students' perceptions of mobile applications for course management systems (CMS). The findings of this study may help administrators understand students' perceptions of a CMS m-learning application, Blackboard Mobile Learn (BML). This m-learning application is available on mobile devices, such as the iPad, iPod Touch, iPhone, Android, and Blackberry smartphones. The purpose of this quantitative survey study was to explore the linear relationship between the independent variables of students' perceptions of usefulness and students' perceptions of ease of use with the dependent variable of the students' intent to use BML. The technology acceptance model (TAM) provided the theoretical framework. The study was a survey-based cross-sectional design in which 98 students from 2 community colleges were polled. The results of multiple regression analyses indicated that students' perceptions of usefulness and students' perceptions of ease of use were both significantly and positively related to students' intent to use BML. The results of t tests for population means where the variances are unknown confirmed the students' intent to use many of the specific functions of BML: Announcements, Information, Contacts, and My Grades. The findings were inconclusive for Discussions, Assignments, and Course Documents. This study is significant in that it provides college administrators and faculty with supportive data, giving students a new educational platform: mobile learning. The key positive social change provided is a CMS m-learning solution for students to be lifelong learners.

Knowledge management (KM) is increasingly becoming important for organisations to enhance their competitive advantage, performance and to become more effective. Academic institutions and academic libraries, in particular, have come to the realisation that they too can benefit from knowledge management and are increasingly looking to adopt appropriate means to effectively manage their knowledge resources so as to improve the services rendered to their patrons. Knowledge management systems (KMS) are suitable means for academic libraries to manage knowledge and enable the processes of creation, storage, sharing and application of knowledge. While issues related to the design and implementation of knowledge management systems have been widely discussed within various sectors such as the business sector, there is a paucity of research pertaining to KMS implementation in academic libraries yet libraries have started to use several technologies for KM without putting certain issues that are critical to the successful implementation into consideration. Therefore, this study, puts forwards the idea of a KMS in Makerere University Library, exploring several aspects with the aim of discovering how the library can successfully implement a knowledge management system and in so doing explore the readiness of Makerere University Library to implement a KMS. An exploratory study was done adopting the qualitative research approach with Makerere University Library as the case study. The study involved interviews with eight library staff members in the librarian and IT staff categories that were purposively selected to provide information to the study. The major findings from the study revealed that, the majority of library staff at Makerere University Library understand the meaning of knowledge and knowledge management concepts though more training is still needed to clarify these concepts to some staff that do not have a clear understanding of the two concepts. The study also revealed that, the technological infrastructure of the library needs to be updated to support the KMS implementation. Other factors discovered that are key for the successful KMS design and implementation include: library management support, KMS budget, library culture, KM strategy, policies and guidelines, rewards and incentives. The study also identified benefits of a KMS for the library as well as challenges that the library may face in implementing a KMS. Finally, the study puts forward recommendations in the form of strategies for the library to successfully implement a KMS.

Abstract:
This report works with a case provided in the course IS/IT for Organizing, Communication and Coordination II at Linnaeus University, Sweden. The case involves a University in North America that is renovating and revamping and, in essence, reinventing its library along with the services offered by the library and the facilities within. Along with the university staff in charge of the library renovations, the group analysed the possible gaps in the current working ecosystem and discussed how they can be improved upon. It was found out and understood that there is a lack of cohesion in the way the library staff generate, store and share documents and resources, which was intertwined with the lack of team culture and sense of professional community. Useful information was said to be in silos in the form of staff members that were somewhat disconnected from each other. This information was often in the form of explicit knowledge that was not easily accessible and tacit knowledge that was, in a sense, locked away since it was involuntarily not being shared. The group preparing this report used the theoretical background of knowledge management and knowledge sharing, along with a Soft Systems Methodology approach, to provide recommendations that the professionals in charge of the library renovations could execute upon during their plans. The recommendations revolve around organizing the organizational knowledge and bringing more cohesiveness to the way the staff and systems generate, store and share this knowledge, leading the way towards a knowledge-friendly culture. The proposed solutions elaborated by the group take Nonaka’s two types of knowledge (1994) into consideration: explicit and tacit knowledge. The recommendations begin with organizing the knowledge with aims of easier retrieval by users, using Shared Folder platforms or Content Management Systems. The active creation and sharing of knowledge shall be supported using blogs, wikis and e-learning authoring systems. Sharing of tacit knowledge can be enhanced by a Yellow Pages of the library staff, Community of Practice and through mentoring and networking activities.
