Full textCom o uso generalizado das tecnologias de informação no apoio ao ensino, é comum disponibilizar conteúdos digitais, seja através de Sistemas de Bibliotecas Digitais (DLMS) ou de Sistemas de Gerência de Aprendizagem (LMS). No entanto, estes sistemas funcionam de forma independente, têm características diferentes e manipulam tipos diferentes de materiais, sendo seus repositórios com dados e metadados heterogêneos e distribuídos. Os conteúdos destes repositórios seriam melhor aproveitados se estivessem integrados a um ambiente comum, ou fossem acessados de modo integrado a partir dos ambientes de de DLMS e LMS. Nesta tese é apresentada uma visão homogênea dos conteúdos de DLMS e LMS. Para esta homogeneização utilizou-se uma extensão da arquitetura de mediadores e tradutores que trata a integração de metadados, assim como ontologias para tratamento semântico. Foram consideradas ontologias locais para descrever os metadados de cada repositório e uma ontologia global para a integração. No entanto, os documentos dos repositórios dos DLMS tendem a ser monolíticos e não têm um enfoque na reutilização( reuso). Assim, foram definidas regras para extração dos conteúdos mais importantes destes documentos, o que possibilita a reutilização. Esta extração envolve técnicas de mineração de texto e utiliza regras para descobrir as definições contidas nos documentos. Foi desenvolvido um protótipo que demonstra a viabilidade do processo. Para facilitar o entendimento do trabalho, é apresentado um estudo de caso que utiliza a técnica proposta e o protótipo desenvolvido. O trabalho facilita e enriquece o desenvolvimento de materiais de aprendizagem, uma vez que torna os conteúdos de documentos das bibliotecas digitais reutilizáveis e integrados aos Objetos de Aprendizagem (LO) existentes.
With the widespread use of Information Technology for teaching support, it is usual to made digital content available through Digital Library Systems (DLMS) or Learning Management Systems (LMS).These systems, however, work independently, have different characteristics and manipulate different types of materials, and their data and metadata repositories are heterogeneous and distributed. The content of repositories would be better used if it was integrated in the same environment or accessed in an integrated way from DLMS and LMS. This thesis presents a homogeneous view of DLMS and LMS content. In order to provide such homogenization, it is proposed an extension of the mediator and wrapper architecture for dealing with metadata integration and ontologies for treating semantics. Local ontologies are used for describing each metadata repository, and a global ontology for the integration. As documents of DLMS repositories tend to be monolithic and not to follow a reuse approach, rules for extracting the most important content from these documents were developed in order to make them reusable. This extraction includes text mining techniques as well as rules for discovering definitions embedded in the documents. A prototype was developed which implements the extraction and proves the feasibility of this approach. In order to make the work easier to understand, it is presented a case study that uses the proposed technique and the prototype. The work described in this thesis facilitates and enriches the development of learning material by making the content of digital library documents reusable and integrated to existing learning objects.

Full textThe use of Information Systems (ISs) has been widely accepted and proven to increase the service quality in many organizations. Academic libraries have embraced the use of ISs and have implemented them to perform different activities. The efficient utilization and management of ISs in libraries will help libraries to derive maximum benefit from adopted ISs. The research used the DeLone and McLean (2003) IS success theory to determine the impact of IS management on the quality of the IS, the use of the IS and the benefits gained. The researcher used nine (30%) of the thirty university libraries which are members of the consortium of academic and research libraries in Ghana (CARLIGH) - an association of libraries that help with the IS and electronic resource use of member libraries. A mixed method approach with questionnaires, interviews combined with content analysis of the university websites was used to gather data. Findings indicated that academic libraries in Ghana are making use of some ISs including; ILS, DAM, social media, websites, among others, amidst a number of challenges. The research also revealed that the management of ISs affects the quality thereof. Quality of ISs affects use, and use affects the benefits gained from use. The researcher proposed an IS management standard guideline which Ghanaian academic libraries could adopt for using and managing ISs to enhance efficiency and better service delivery.

Yet hardly a day goes by when an elderly man or woman does not die with all the wealth of knowledge, which is then buried beyond recovery. Therefore, there is a need for institutions, which are in the business of information like libraries and/or information centers to manage (collect, document, organize, store, disseminate) the indigenous knowledge for potential contribution in present and future endeavours. Ngulube (2002: 96) rightly points out that the loss of IK will &ldquo
impoverish society&rdquo
.
The main aim of the study was to explore the issue if indigenous knowledge within the library and information sector, specifically within the Swaziland National Library Service
investigate if IK is managed
determine how it can best be managed in order to contribute positively to the community
and identify ways to best manage it. This study adopted the qualitative research methodology using the triangulation method, which allows the use of different data collection techniques.
The study found that Swaziland National Library Service (SNLS) manages IK, but at a very low level. Lack of funds is one major issue that has been voiced as the biggest hindrance to Indigenous Knowledge Management and that Library and information professionals are not adequately trained to manage IK. The study also discovered that Library and information services in Swaziland are still very much book-based and very much westernized, such that only a select elite is catered for by the current services. Intellectual property rights are not dealt with, with respect to IK.
From the findings, this study recommends that Library and information professionals include indigenous knowledge in the existing collection development policies or must design collection development policies that include IK.

Full textIn Information Technology (IT) service management, the Information Technology Infrastructure Library (ITIL) has been established as a standard and framework for managing IT services within private and public sector. However, in South African public sector, the value of this framework including the capacity management process has not been determined. The aim of the study was to assess the capacity management process within the service design stage of the ITIL framework in managing IT services at a selected public organisation in South Africa. Assessing capacity management in the context of this research was to judge whether it adds value to the organisation. Main questions asked were: to what extent has ITIL been implemented in the public sector in South Africa?, what benefits have been achieved through the implementation of ITIL in the public sector in South Africa? and how effective is the capacity management process of ITIL in the South African public sector? The study adopts a qualitative approach based on primary and secondary data. A purposive sampling method was used to collect data through interviews of ICT officials in Pretoria and Western Cape regions. It is evident in terms of the findings that capacity management within the organisation is practiced, but the organisation still has challenges in managing the process. Findings reveal challenges around user account management, ICT skills shortage and capacity constraints, information, network monitoring tools, and ITIL implementation. DeLone and McLean theoretical framework was used to analyse the capacity management process to explain the findings. A lack of clear ICT planning among the leadership is a contributing factor. Lack of adhering to standards, procedures and processes make it almost impossible to manage capacity. Efforts to address the technical and organisational challenges such as technical skills and stakeholders immediately reporting the users that need to be terminated on systems prohibit the success of capacity management process. Drawing the conclusion, it is recommended that efforts to address challenges should move beyond just ICT, into a comprehensive action by all stakeholders in respective of inter departmental units and executive who make decisions. Solutions should be embedded with ICT being able to manage technology, auditing of processes, and capacity to ensure excellence through reduced risk, increased efficiency, confident forecasts, and cost effectiveness is essential.

Full textThe purpose of this thesis is to examine the impact of best practices framework like In- formation Technology Infrastructure Library (ITIL) on IT outsourcing implementation. This thesis will examine the research question:
“What are ITIL’s effects on IT Outsourcing implementation?”
The goal is to find out whether ITIL is applicable in IT outsourcing project, and if it has a positive or negative impact on it. The study of the impact of ITIL in IT outsourcing pro- jects, will start by giving the reader an overview about ITIL and IT outsourcing critical suc- cess factors. This thesis is conducted through a cross-sectional study, and information has been obtained through secondary literature. The authors have also conducted a series of in- terviews with IT practitioners and an IT expert. The interviews has been done in a semi- structured way.
The outcome of this research show that ITIL definitely can have a positive impact on IT outsourcing implementation. A positive effect that has been discovered from this research is that ITIL improved the communication between service providers and customers. These studies also shows that ITIL can serve as a growth enabler by giving structure to compa- nies work activities. On the other hand, organizations should consider ITIL more as guide- lines than a framework. This research also discovered that using ITIL frameworks can make work procedures more complex and time demanding, and due to this, small- to me- dium-sized companies could face more struggle in the implementation phase of ITIL.

Full textLibrary services platforms (LSP) are the new genre of library management systems. They manage all type of materials that belong to the libraries collections today - printed, electronic and digital. These systems are being used by libraries all over the world since 2012, but not yet in Brazil. The new systems are provided through a Software-as-a-Service (SaaS) model and multi-tenant architecture. This new disruptive technology changes the current workflow processes involving the library and the information technology areas. The adoption of a modern, new and recent system requires a clear vision about its benefits to justify the decision and the necessary financial support to the institution managers. Many earlier studies have found relations between the information system success and the end users satisfaction. The aim of this research is to study the adoption of a library services platform phenomenon based on the perceptions and evaluations of its end users, through a qualitative approach and applying a case study method. The data collection was performed through documental research and interviews with the staff of the University of Surrey Library (Guilford, England), which uses the Alma library services platform The interview script followed the model of antecendents of end users satisfaction formation proposed by Au, Ngai e Cheng (2008) and seeks to confirm the main and determinant constructs of the library staff users´ satisfaction or dissatisfaction regarding the management system used. The research concludes that the system quality is the highest satisfaction construct among LSP users, while system support quality can be improved. It demonstrates that equitable work performance fulfillment is relevant for the users, and despite their inputs and efforts, the benefits are considered valuable. The respondents´ narratives highlight that the library services platform implementation changes the usual way of doing things, establishes new and improved workflows and creates interfaces between departments and activities. This processs affects the organizational status quo and permeates interpersonal relations in the workplace, which requires a strong motivational strategy.

Full textPor forma a acompanhar as rápidas alterações que são produzidas no mercado é condição necessária para obter sucesso e diferenciação estratégica o modo como está preparada a infraestrutura de Tecnologias de Informação (TI). Uma das possibilidades para as empresas terem uma infraestrutura de TI preparada para receber estes desafios é um conjunto de boas práticas que constam na literatura da Information Technology Infrastructure Library 2011 (ITIL). Esta permite através da sua implementação nas organizações a redução de custos, melhoria da produtividade e uma qualidade sempre ajustada às expectativas do cliente. Como objetivos deste estudo de caso temos a descrição da importância da framework ITIL 2011 na prestação de serviços de TI, ao nível de gestão de Ciclo de Vida Aplicacional (CVA), promovendo assim a criação de valor e a satisfação dos clientes de TI. Pretende-se efetuar uma exposição do benefício da adoção de boas práticas do ITIL no auxílio à gestão do ciclo de vida de aplicações em plataformas distribuídas e o que muda com a introdução desta nos seus processos de negócio, o nível de produtividade e qualidade, comparando resultados antes e aquando a implementação das boas práticas ITIL nas promoções de versões das aplicações entre os vários ambientes, assim como uma análise à gestão do risco pertencente a este processo. Após ter sido definido e delimitado o tema do estudo de caso alvo deste projeto, a metodologia utilizada para a sua elaboração centrou-se numa primeira fase na recolha do material para efetuar o estudo, da análise e de tratamento deste. Seguiu-se a elaboração do estudo de caso, retiradas as conclusões e idealizadas perspetivas de trabalho futuro. Procurou-se sempre uma contínua atualização da literatura utilizada para a elaboração deste relatório de projeto. Como principais conclusões, verifica-se um maior controlo sobre alterações e entregas existente no ciclo de vida das aplicações e plataformas, assim como uma melhor gestão do risco envolvido proveniente da automatização de processos e redução de custos inerentes às operações.
Abstract:In order to follow the fast pace of market changes through strategic differentiation and to become successful, it’s important how the infrastructure of IT it's built. What makes possible organizations to have IT infrastructure prepared to receive these challenges are a set of guidelines from ITIL 2011 framework. This framework allows through implementation, cost reduction, improved productivity always taking into account the customer expectation. The goals expected in this case study of implementing ITIL 2011 framework increase productivity, quality, risk management and delivering services by adding value to the process and meet customer expectations. By analyzing the use of ITIL guidelines applied to the application life cycle management on distributed platforms and reading the changes performed to the business processes. Comparing the results after ITIL framework has been implemented with existing ones in the past, performance keys like productivity level, quality, and risk management are measured. After the subject/objective of this case study is defined, the used methodology to make the case study it's focused on the first phase on collecting information and analysis about the current situation (As-Is). In this case study conclusions are made and future improvements are suggested. The literature used in this case study was the available information at the moment. The main conclusions of this case study are improved control of changes and delivery over the application life cycle management, less risk involved because process automation reduces the risk inherent to the change procedure and cost reduction because less resources are used.

As mudanças sociais ocorridas com a evolução tecnológica e a globalização trouxeram com elas necessidades de novos aportes gerenciais, tanto no âmbito público como privado. Como parte deste cenário e fator de relevância para o desenvolvimento técnico e científico de um país, as universidades apresentaram novas demandas de informação e também tiverem que se adaptar às emergentes exigências sociais e juntamente com elas suas bibliotecas. Nessa perspectiva, este estudo tem com objetivo analisar os impactos gerados pela gestão dos órgãos coordenadores mediante a atuação de Sistemas de Bibliotecas e/ou Bibliotecas Centrais para o desenvolvimento de seus serviços, considerando a importância da integração e otimização de recursos na prestação de serviços de informação qualificados. Para tanto, a metodologia empregada como forma de traçar um caminho para compreensão do problema proposto de analisar como a gestão dos Órgãos Coordenadores (OC) mediante atuação de Sistemas de Bibliotecas (SIBI) ou Bibliotecas Centrais (BC), contribui no desenvolvimento de seus serviços e cumprimento dos objetivos estabelecidos foi o estudo descritivo, com abordagem quantitativa-qualitativa; com isto, buscou-se caracterizar o processo de gestão centralizada nos órgão coordenadores e sua contribuição para desenvolvimento dos serviços das bibliotecas universitárias federais brasileiras. Procurou-se, ainda, identificar os pontos positivos e negativos da gestão centralizada, mediante a opinião dos gestores desses órgãos. A revisão de literatura e a análise documental permitiram a fundamentação teórica do objeto da pesquisa, sendo pautado no estudo de múltiplos casos que permitiu o delineamento da mostra: dentre as 62 bibliotecas universitárias federais brasileiras, destacaram-se 44. A coleta de dados foi realizada pela aplicação de questionário encaminhado aos 44 gestores. Para análise de dados, utilizaram-se os critérios de Antonio Miranda sobre gestão de bibliotecas universitárias, a partir de três macrofunções ou setores, a saber: administrativo, social e técnico. Os resultados encontrados demonstram que as bibliotecas universitárias, apesar de terem evoluído muito na sua constituição estrutural e na gestão centralizada de seus serviços, ainda precisam avançar mais em torno de questões como a participação nas instâncias decisórias da universidade, na padronização e integração dos serviços, bem como de seus processos de controle e avaliação.
ABSTRACT The social changes seen as a consequence of technological development and globalization brought with them the requirement of new managerial contribution both in public and private scope. As a part of this scenery and major factor in technical and scientific development of a country, the universities and their libraries also had to adapt to emergent social demands. In this perspective, the main goal of this study is to analyze the impacts generated by centralized management in the coordinating agencies upon the action of the library systems and/or central libraries to the development of their services – given the importance of the integration and optimization of resources when providing qualified services. To mark out a way towards the comprehension of the proposed problem, the applied methodology was a descriptive study with a qualitative approach aiming the characterization of the centralized management process in the coordinating agencies and its contribution for the development of services in Brazilian federal universities libraries. This work also attempted to identify the positive and negative points of centralized management upon the opinion of the coordinating agencies managers. The literature review along with document analysis allowed the theoretical foundation of the study objective as well as the sample outlining of the research (which among 61 Brazilian federal universities libraries, selected 44). The data collection was performed through the application of a questionnaire sent to the 44 managers. The data analysis was done using the criteria presented by Miranda (1993) about the management of university libraries from three macro functions or sectors: managerial, social and technical. The results found in this study show that the university libraries despite having evolved greatly in their structural constitution in the centralized management of their services, still need to advance more in matters such as the participation in the deciding instances of the university; in the standardization; integration of the services and the processed of control and evaluation of the libraries.

Full textThis thesis deals with the procedures for and the issues in the analysis, design, and implementation of Library Loan Management System (LLMS). LLMS is a low-volume real-time transaction processing system intended for small or medium size libraries. It is designed to provide such library functions as library cataloging, patron registration, circulation, and reference services based on a relational database management system. We implemented prototype LLMS to run on IBM PC/AT or XT compatible microcomputer using dBASE IV. The developed prototype system has been documented in this thesis. We also discuss some issues in implementing LLMS in a networked environment.

Full textThis work aims to analyze risks related to information technology (IT) in procedures related to data migration. This is done considering ALEPH, Integrated Libray System (ILS) that migrated data to the Library Module present in the software called Sistema Integrado de Gest?o de Atividades Acad?micas (SIGAA) at the Zila Mamede Central Library at the Federal University of Rio Grande do Norte (UFRN) in Natal/Brazil. The methodological procedure used was of a qualitative exploratory research with the realization of case study at the referred library in order to better understand this phenomenon. Data collection was able once there was use of a semi-structured interview that was applied with (11) subjects that are employed at the library as well as in the Technology Superintendence at UFRN. In order to examine data Content analysis as well as thematic review process was performed. After data migration the results of the interview were then linked to both analysis units and their system register with category correspondence. The main risks detected were: data destruction; data loss; data bank communication failure; user response delay; data inconsistency and duplicity. These elements point out implication and generate disorders that affect external and internal system users and lead to stress, work duplicity and hassles. Thus, some measures were taken related to risk management such as adequate planning, central management support, and pilot test simulations. For the advantages it has reduced of: risk, occurrence of problems and possible unforeseen costs, and allows achieving organizational objectives, among other. It is inferred therefore that the risks present in data bank conversion in libraries exist and some are predictable, however, it is seen that librarians do not know or ignore and are not very worried in the identification risks in data bank conversion, their acknowledge would minimize or even extinguish them. Another important aspect to consider is the existence of few empirical research that deal specifically with this subject and thus presenting the new of new approaches in order to promote better understanding of the matter in the corporate environment of the information units
Este estudo se prop?e a analisar os riscos de tecnologia da informa??o (TI) decorrentes do processo de migra??o de dados do ALEPH para o m?dulo biblioteca do Sistema Integrado de Gest?o de Atividades Acad?micas (SIGAA) na Biblioteca Central Zila Mamede (BCZM), da Universidade Federal do Rio Grande do Norte (UFRN). Assim, os procedimentos metodol?gicos tra?ados constaram de uma pesquisa explorat?ria e qualitativa, com a realiza??o de um estudo de caso na BCZM para detalhar e compreender o fen?meno. O instrumento de coleta de dados utilizado foi a entrevista semiestruturada, aplicada a (11) onze sujeitos, lotados na Biblioteca e na Superintend?ncia de Inform?tica da UFRN. Para exame dos dados utilizou-se a an?lise de conte?do, mediante a t?cnica de an?lise tem?tica. Ap?s a transcri??o, os relatos foram relacionados ?s unidades de registro e ?s unidades de contexto correspondentes ?s categorias. Os principais riscos que emergiram na transfer?ncia dos sistemas foram: a destrui??o de dados; a perda de dados; a falha de comunica??o com banco de dados da Institui??o; paralisa??o parcial do sistema; a demora no tempo de resposta para o usu?rio; a inconsist?ncia de dados e a duplicidade de dados. Como implica??es constataram-se transtornos que afetam tanto os usu?rios externos quantos os usu?rios internos do sistema, ocasionando estresses, retrabalho e aborrecimentos. As medidas para a gest?o de riscos que surgiram com maior frequ?ncia foram: um bom planejamento, apoio da administra??o central e mais simula??es de testes pilotos. Para as vantagens dessa gest?o, tem-se a diminui??o de: riscos, ocorr?ncia de problemas e custos eventuais n?o previstos, al?m de possibilitar alcan?ar os objetivos organizacionais, entre outras. Infere-se, portanto, que os riscos na convers?o de base de dados em bibliotecas existem e alguns s?o previs?veis; no entanto, verificou-se que os bibliotec?rios desconhecem ou ignoram e n?o se preocupam em identific?-los, em uma convers?o de base de dados visando a minimiz?-los ou san?-los. Outro importante aspecto a considerar ? a exist?ncia de poucas pesquisas emp?ricas, voltadas especificamente para esse tema, havendo a necessidade de novas abordagens para elucid?-lo no ambiente corporativo das unidades de informa??o
