Abstract:
Libraries rely on websites to inform patrons of their resources, services, and organizations. Consequently, these websites are a rich source of research data to discover library trends, whether it is determining which databases are most commonly offered or which departments have the most employees. Content from library websites not only allow researchers to explore these types of questions, but they also indicate how libraries communicate information to patrons. Come to this session to learn when and how to conduct a content analysis of library websites. It will begin with an overview of the types of research questions that can be explored using this method, including examples from research projects within the library and information science literature. Then, the presenter will delve into the process of conducting a content analysis of library websites, breaking down the general steps and providing helpful tips along the way. These steps will be demonstrated with an example of a study conducted by the presenter that used information from library websites to determine which academic library departments (collections/technology, research/instruction, etc.) manage institutional repositories. Lastly, the session will conclude with an activity that will walk attendees through thinking of a research question and how to design a content analysis for that question.

Abstract:
This article presents the use of the Checklist as a tool to tailor and enhance library resource instruction and the faculty response. A checklist was developed that covered the information resources of the library and the information skills needed by pharmacy faculty. Librarians learned the value of using a checklist. Better relationships were developed with the college of pharmacy faculty. Weaknesses in the library’s training of pharmacy faculty were discovered and remedied. Checklists are used in medicine to obtain quality. Checklists can be used in medical librarianship for the same purpose.

Abstract:
The main scientific problems investigated in this work deal with the creation of flexible open source e-Learning content and services system (referred here as Digital Library of Educational resources and services – DLE) providing learning customisation possibilities for its users. Standards and interoperability are key factors in the success of the introduction of such kind of DLEs, and therefore the main research object of the work is investigation and proposal of interoperability guidelines for DLE components. The main problem is not the identification of suitable standards and specifications, but the adoption of these standards and specifications and their application in e-Learning practice. Approaches concerning LOM Standard Application Profiles (APs) and curricula mapping are the main topics created and investigated here because they could provide more quick and convenient LOs search possibilities in the repositories for the users. Another key factor is quality of DLE systems, and therefore one more research object of the work is the effectiveness of methods of DLE components evaluation. DLE components’ complex evaluation tools suitable for systems based on flexible approach have been created. These tools should include a number of criteria to evaluate LOs reusability level and VLEs adaptation capabilities. Disertacijoje nagrinėjamos lanksčios atvirosios el. mokymosi turinio ir paslaugų sistemos (t. y. skaitmeninės švietimo išteklių ir paslaugų bibliotekos, angl. Digital Library of Educational Resources and Services) kūrimo bendrajam lavinimui ir profesiniam mokymui mokslinės problemos. Nagrinėjama skaitmeninės švietimo išteklių ir paslaugų bibliotekos (toliau – skaitmeninės bibliotekos) schema ir reikalavimai. Pagrindinis dėmesys skiriamas bibliotekos lankstumui, t. y. biblioteka turi teikti naudotojams individualizuoto mokymosi galimybes. Skaitmeninės bibliotekos sudedamųjų dalių suderinamumas (sąveikos geba, arba sąveikumas, angl. Interoperability) ir standartai yra esminiai bibliotekos funkcionavimo veiksniai, todėl pagrindinis disertacijos tikslas yra bibliotekos sudedamųjų dalių sąveikumo rekomendacijų kūrimas. Abstract:
Objective: To determine if the library resources being utilized most frequently by medical residents correlate to the cost of the resource and the clinical value of the resource. To determine the quality of medical library services provided to residents. Methods: A survey analysis was conducted of 217 medical residents from the 2005/06 East Tennessee State University Quillen College of Medicine class in surgery, family medicine, internal medicine, obstetrics/gynecology, psychiatry, pediatrics, and pathology with a return rate of 48.4%. Quantitative analysis was performed with the SPSS (v. 14.0 for Windows) software program. The results were expressed in percents in graphical or tabular form. The data were analyzed using descriptive statistics (frequencies, mean, median, and mode), and inferential statistics (Mann-Whitney U test and chi-square test.) Results: The most frequently used resources by residents were Google, PubMed, UptoDate, and free web resources. The resources that were rated with the highest clinical value and rated by at least 25% of the respondents were online journals, InfoRetriever, MDConsult, and the Cochrane databases. When clinical value, frequency of use, and cost were combined, the highest ranking resources were Google, free web resources, PubMed, and Up-ToDate. Conclusions: As suspected, medical residents heavily use the web for information. Although online journals are expensive, residents highly rate their clinical value. Medical librarians need to frequently measure the resource use patterns of their different patron groups to plan for training and to make wise purchase decisions.

Objectives: The purpose of this study was to create a checklist that could be used in the training of a college of pharmacy faculty so that there were no gaps in their information literacy; to implement the checklist; and to measure the users response to the intervention. Methods: A checklist was developed that covered the information resources of the library and the information skills needed by pharmacy faculty. All faculty were required to meet with a librarian during the academic year and cover everything on the checklist in one or multiple sessions. Faculty were surveyed as to their responses to the training. Results: Librarians learned the value of using a checklist. Better relationships were developed with the college of pharmacy faculty. Weaknesses in the libraries training of pharmacy faculty were discovered and remedied. Conclusions: Checklists are used in medicine to obtain quality. Checklists can be used in medical librarianship for the same purpose.

Abstract:
The study seeks to explore the use of electronic information resource in the University of Fort Hare (UFH) Library. The objectives of the study are to determine factors that influence acquisitions of electronic information resources at UFH library, to find out the user’s responses to electronic information resources in the library and identify the challenges faced by UFH library regarding the usage of electronic information resources. The literature review was conducted through an acquisition of electronic information resources in academic libraries, collection development policies of academic libraries in South Africa and application of electronic information resources within South Africa and globally. The study is based on Diffusion of innovation (DOI) theory. The study adopted qualitative and quantitative approaches, and the non-probability sampling-Quota sampling was used for students and purposive sampling technique for librarians and academics. The data was collected with self-administered questionnaires and document analysis. The study found that academics were not fully involved in the acquisition of the library electronic information resources; therefore, there is a lack of communication about the acquisition of electronic resources. The study further reveals that there is usage of electronic information resources; however, there are library users who prefers to use search engines such as google, yahoo etc. It was also identified that there are two important barriers that hinder the use of electronic information resources, i.e. physical and personal barriers. The study recommends that University of Fort Hare library should consider including e resources in the collection development policy. It is also recommended that the library online training/tutorials must be installed on the library website to increase the usage of e-resources. In order to stay relevant and visible, librarians should embrace new opportunities and go beyond the comfort zone of traditional librarian principles.

Abstract:
Public libraries place importance on information technology for the delivery of quality services. One aspect of quality services is knowing the usage in the electronic information resources (EIRs) among the users. This study was carried out to investigate the use of the EIRs at the Penang Public Library Corporation (PPLC). The findings revealed that EIRs services provided by PPLC are being regularly used by the users. It was noted that the younger group relied more on the EIRs. The most preferred EIRs were Internet (51.9%) and OPAC (43.2%). The preference of Internet was higher among school students with 25% users and college students with 17.2% users, whereas preference of OPAC was higher among the professional group with 30% users. It was determined also that most of the users who used Internet were for information searching. For OPAC, they seemed more likely to use title search in searching library materials and they learned to use the OPAC by themselves. The usage of other EIRs were less popular with Electronic Journals (19.1%), Online databases (16.0%) and CD-ROMs (7.4%). It is recommended that PPLC must strive aggressively to promote the less popular EIRs that are provided but seldom used by the library users. PPLC also needs to improve its training programme in order to help users to enhance the use of EIRs.

The Regional Maritime University (RMU) Ghana, pays between $5,000 and $8,000 in annual subscription for e-resources with the Consortium of Academic and Research Libraries in Ghana (CARLIGH) to support postgraduate studies and lecturers. However, statistics from the library and library research rooms indicate very low use of the e-resources by postgraduate students and lecturers. This study is therefore set to address the problem of low patronage of the e-resources. The study aimed at finding what library e-resources and services could be provided by the RMU library to enable postgraduate studies. The main research tool that was used to collect data was a questionnaire with both closed and open-ended questions. The total population for this study was 25 postgraduate students and five lecturers. Thirty (30) copies of the questionnaire were distributed to postgraduate students and their lecturers at the department of ports and shipping administration with a response rate of 66.66%. Undergraduate students were excluded from this study. The study revealed that the RMU library has enough e-resources to support both academic and research work and this is known to the majority (75%) of the respondents who use them occasionally. The main reasons for the occasional use of the e-resources were lack of user-education, user-training and lack of off-campus access to fully put the resources to maximum use. Apart from the study suggesting an extensive user education and awareness creation initiative, it also recommends the rolling out of new user services to enhance usage of the e-resources.

Abstract:
In this thesis we aim to study the librarians’ and library users’ views on librarianship and the library at National University of Rwanda. Accordingly, we have gathered information from these groups. The information is based on qualitative interviews as well as observations and participation in a work group for library promotion. The latter made it possible to investigate how respondents consider these issues and how librarians’ self image is expressed in their daily work and in promotion. We analyze the most important frame factors that impede on librarians’ self image and library users’ perception of library services. This makes it possible to understand what probably affects the actual situation at NUR’s library. Marked impeding frame factors established are for example the economy and the organization. Information provided through this thesis could to be shared among library personnel and used as a base for their further development of library services. Our thesis points out library users’ opinions about the library in general as well as the areas that are most critical to improve. These areas are service at the circulation desk, acquisitions and courses in how to retrieve information. It also points out the need for a more explicit professional librarian identity and that the librarians need to work more as knowledge librarians. An explicit identity would imply unified library personnel that would make it possible to work towards common goals and clarify how to conduct daily work.

Academic libraries worldwide are using the digital content management and information sharing LibGuides as a platform to provide and promote subject or course orientated information resources, to share knowledge, to provide information literacy education, utilize the Web 2.0 features to communicate with users to support teaching, learning and research. This study explored the use of LibGuides by four departments in the Community and Health Science (CHS) Faculty at the University of the Western Cape (UWC) among students, academics and the faculty librarian. A descriptive case study research design with a sequential explanatory mixed methods approach was adopted. As data gathering tools web based questionnaires, face to face interviews and system generated LibGuides page views were employed. Findings revealed that although the CHS librarian spent quality time to create LibGuides and to expose faculty members to them, only a few students and teaching staff actually used the LibGuides and that there was confusion between LibGuides and study or course guides. Those who used LibGuides, found the information resources they contained useful – especially course specific resources. Students and teaching staff being made aware of LibGuides demonstrated willingness to use them, thus librarians should deploy strategies to market, promote and educate users of LibGuides by amongst others, seeking collaboration. The impact of the study was revealed by a teaching staff embedding CHS LibGuides in e-learning courses, teaching staff introducing LibGuides during lectures and students approaching the CHS librarian for training. It is recommended that the CHS librarian incorporate suggested information resources into LibGuides, that LibGuides awareness should be raised, more training be done and that further research to explore the use and benefits of LibGuides at UWC be undertaken. It is recommended that library managers deploy strategies to reach out to faculties to enhance the use of library resources using LibGuides.

Nowadays, libraries all over the world are facing up with a number of challenges in terms of acquiring, describing and making available to the public all the resources, both printed and electronic, they manage. In particular, the academic libraries have more reasons to wish to fulfill their users’ needs since the majority of them use the library sources more and more for scientific research and educational purposes.In this study we attempt to explore the phenomenon in the globe using the available literature and to identify the implications in libraries’ workflows and the possible future developments. Moreover, through observation and semi-structured interviews we try to identify the current developments in the Greek context regarding the adoption of next ILS and possible implications in their workflows. Finally, we attempt a comparison between the Greek situation and the international one.

For academic research to release its value, it has to be communicated. It is essential, if research is to flourish, that the various forms of research communication, including journal articles and similar research outputs, are as easily and widely available as possible. The publications in this submission, produced between 1998 and 2010, all discuss major aspects (managerial, technical, economic and cultural) of improving access to research outputs in order to support research activity in higher education institutions. The later works focus in particular on the issue of ‘open access’ (OA) publishing and dissemination. The publications investigate the why and how of OA. Firstly, they examine the potential benefits (and dis-benefits) of OA for the research community and other stakeholders. Secondly, they discuss how OA systems and services might operate in practice. The earlier works on OA focus on repositories, particularly institutional repositories. Some of the later publications bring into consideration OA journals and their (potential) ongoing relationship with repositories. The publications are written from the perspective of a library and information services provider in a research university. They report on ground-breaking action-based research-and-development work: setting up innovative demonstrator systems, developing new business processes, and designing novel organisational policies. Possible future scenarios are modelled and analysed. It is shown that these activities have made a significant impact on wider professional practice, as well as contributing to the research literature, as OA has became more mainstream. Major themes discussed include managerial challenges associated with implementing OA services; technical issues relating to the development of systems and standards; economic factors covering costs, funding streams and business models; and cultural issues, including disciplinary differences. These are examined in relation to different stakeholder groups at institutional, national and system-wide levels. Other key themes include intellectual property rights and quality assurance. A clearer picture of possible research-communication futures incorporating OA is developed.

The overall objective of this thesis work is to seek current and potential attractive quality of the career service of Library and Learning Resource in University college of Borås (HB), and try to make students know and experience the career service on their own initiative.First objective is the evaluation and assessment of the current quality work of career service. The main quality evaluation emphasizes on the career service awareness and its communication channels.After reviewing the current situation of the career service in the context of LLR in HB, identifying possible existing problems, and developing a Kano questionnaire to examine some question areas, the authors will offer some recommendations and suggestions for improvement. For this purpose, recommendation concerning communication channels and a specific PDSA approach will be developed with some detailed descriptions of items involved in this approach which will be reviewed.In order to reach to the objectives of this thesis work, the authors will use primary data in the form of interviews, and secondary data from literatures, scientific articles, and books and WebPages. In addition, the authors will use experiment methodology within this research and provide a PDSA solution which can facilitate LLR of HB to improve the quality of its career service.

Abstract:
This study took the form of an evaluative study of the effectiveness of public libraries as a means of providing information to school children, and was conducted at the Queenstown Public Library in the province of the Eastern Cape in South Africa. The research endeavoured to evaluate the effectiveness of public libraries in the role which they play to provide information to school children, despite the widespread belief that the role of libraries is now being replaced by Information and Communication Technologies, or ICTs. This study is also significant for the factors which contribute towards school children being prevented from receiving the full range of benefits which libraries have to offer and the recommendations which it makes to improve the effectiveness of the role played by libraries in this respect. The study could also be of benefit to the staff of libraries, as it could serve to inform them with respect to what needs to be done in order to improve the ways in which libraries make information available to school children. In this respect the research could also provide valuable insights into the strategies which need to be developed and adopted in order to make public libraries more effective providers of various types and forms of information to school children. It is to be hoped that the study will also make a valuable contribution to the existing body of knowledge concerning public libraries as a means of providing information to school children. It is the fervent wish of this researcher to make a credible and articulate case for the great value which public libraries have for school children, despite the fact that general perceptions no longer accord libraries the value which they were once commonly held to possess.

This study focuses on the human resource planning challenges of the Department of Library and Information Services in the City of Cape Town. In line with this focus the study seeks to determine the way in which the human resource planning strategies of the City of Cape Town impacts on departmental effectiveness and service delivery output of the Department of Library and Information Services. The study further endeavours to determine what the human resource planning processes in the Department of Library and Information Services entails as well as whether human resource planning in the Department of library and Information Services takes the external environment into account. The study is qualitative and employs a case study approach in order to reveal the reality of the situation. Structured questionnaires and the researcher’s observations were utilised to gather the research data whilst books, journal articles and government policies and documents were extensively consulted during the course of the study. The research findings indicated that the Department of Library and Information Services lacks a comprehensive human resource plan. Talent management and succession planning is not formally practised in the department and the work place skills plan of the department is not run optimally. The fact that the department is classified as an unfunded mandate also contributes to the current human resource environment in the department. It is recommended that the COCT involves the DLIS in its human resources policy formulation processes.

ENGLISH ABSTRACT: There is a strong pressure for organizations to attaining, maintaining and improving knowledge standards for sustained competitive strategic advantage. This assignment examines the status of knowledge and knowledge management (KM) practices at the Provincial Library Services (PLIS). I approached the topic by collecting data relevant to the management of information and knowledge and benefits of the KM activities using the following methods: A review of literature and research: - addressing the paucity of literature and research that is both current and directly relevant to libraries was one of the motivating factors behind the study; analysis of key documents and information systems; a questionnaire was distributed to the PUS personnel; informal interviews and observations. The results seem to indicate that PLIS has a knowledge infrastructure and a technology infrastructure. This is apparent in its knowledge programmes, e-mail system, web page, library management system (PROLIB), and limited access to the Internet. Staff has some fairly basic knowledge and information needs that must be addressed. Few knowledge contents should be established. The baseline information provides a foundation for more coordination; recognition of the importance and enhancement of its KM related activities. KM activities should focus on individual capabilities. Recommendations are articulated in terms of a proposed KM strategy. It became evident that success of knowledge management depends on an environment, which is conducive to conversion of individual knowledge to organizational knowledge, the value to which employees place on knowledge and their attitude towards KM. Moreover, indicators of success and evidence of effectiveness should take the measuring criteria beyond a checklist of policies and strategies, procedures and processes, systems, activities but professional competence, commitment, benchmarking and adoption of best practices for attainment of KM goals. Important to note, is the reality that a KM activity for PLIS has to take broader transformation imperatives into account.
AFRIKAANSE OPSOMMING: Daar word sterk druk geplaas op organisasies om kennis te bekom, te behou en te verbeter vir volgehoue mededingende strategiese voorsprong. Hierdie werstuk ondersoek die status van kennis en kennisbestuur- (Knowledge Management, KM) praktyke van die Provinsiale Biblioteekdiens. Ek het die- onderwerp benader deur data te versamel wat relevant is tot die bestuur van inligting en kennis sowel as die voordele van KM aktiwiteite deur die volgende metodes te gebruik: 'n Oorsig van literatuur en navorsing: - een van die faktore wat die studie gemotiveer het is om die beperkte beskikbare literatuur en navorsing wat op datum sowel as relevant tot biblioteke is aan te spreek; 'n ontleding van die kern dokumente en inligtingsisteme; 'n vraelys wat versprei is onder die personeel van die Provinsiale Biblioteekdiens; informele onderhoude en waarnemings. Die resultate dui daarop dat die Provinsiale Biblioteekdiens 'n kennis en tegnologiese infrastruktuur het. Dit blyk uit die kennisprogram, die e-pos sisteem, die Webtuiste, die biblioteekbestuursisteem (Prolib), en beperkte toegang tot die Internet. Personeel het basiese kennis en inligtingsbehoeftes wat aangespreek moet word. Kennisinhoude moet daargestel word. Die basislyn inligting voorsien 'n grondslag vir meer koôrdinasie; besef van die belangrikheid en die verbetering van die KM verwante aktiwiteite. KM aktiwiteite moet fokus op individuele vermoëns. Aanbevelings word uitgedruk in terme van 'n voorgestelde KM strategie. Dit het duidelik geword dat die sukses van kennisbestuur afhang van 'n omgewing wat bevorderlik is vir die omskakeling van kennis van die individu na organisatoriese kennis, die waarde wat personeel heg aan kennis en hulle houding teenoor kennis bestuur. Aanwysings van sukses en bewys van effektiwiteit moet meetbare kriteria verder neem as 'n lys van beleide en strategieë, prosedures en prosesse, sisteme en aktiwiteite maar moet professionele vermoëns toewyding "benchmarking" en gebruik van die beste praktyke vir die bereiking van KM doelwitte toepas. Dit is belangrik om te let op die realiteit dat 'n KM aktiwiteit van die Provinsiale Biblioteekdiens wyer transformerende imperatiewe in ag moet neem.

Electronic resources represent a large portion of many libraries' information resources in the current climate of hybrid libraries where print and electronic formats coexist. Since the dramatic uptake of electronic resources in libraries during the 1990's the topic of usage statistics has been on librarians' lips. The expectations that librarians had of being able to compare resources based on usage statistics were soon dashed as it became apparent that electronic resource providers were not measuring usage uniformly. Given the initial disappointments that librarians had in terms of electronic resource usage statistics the author set out to find the reasons why librarians were keeping statistics for electronic resources, which statistics they were keeping for electronic resources, and what were the issues and concerns with regard to statistics for electronic resources. To get an international answer to these questions a literature review was undertaken. The South African point of view was sought through an e-mail survey that was sent out to the 23 South African academic libraries that form the South African National Library and Information Consortium (SANLiC). A 65% response rate was recorded. The international and South African answers to the three questions were very similar. The study found that the reasons why librarians keep electronic resources statistics were to "assess the value of different online products/services"; to "make better-informed purchasing decisions"; to "plan infrastructure and allocation of resources"; and to "support internal marketing and promotion of library services". The study also found that the statistics that librarians were keeping are: sessions, searches, documents downloaded, turnaways, location of use, number of electronic resources, expenditure and virtual visits. The number of virtual visits was kept by international libraries but no South African libraries reported keeping this information. The concerns that were raised by both international and South African libraries were found to be about: the continued lack of standardisation; the time-consuming nature of data collection; the reliability of the usage data; the fact that the data need to be looked at in context; the management of the data; and how to count electronic resources. Clear definitions of the latter are essential. A concern raised in South Africa but not in the international literature is that there exists a lack of understanding amongst some South African librarians of the basic concepts of electronic resources usage statistics. The author concludes with a suggestion that the CHELSA Measures for Quality be implemented so that librarians can see that the collection of usage data for electronic resources has some purpose. Once this is in place one or more training events under the auspices of SANLiC should be organised in order to train librarians in the best practice of electronic resource usage statistics.

"Dyslexia is best described as a specific difficulty in learning, in one or more of reading, spelling and written language which may be accompanied by difficulty in number work, short term memory, sequencing auditory and/or visual perception, and motor skills." (British Dyslexia Association) This thesis aims to investigate the extent to which public libraries attempt to meet the needs of the dyslexic community. Libraries are key resource centres for reading and accessing the written language and should aim to meet the needs of their various user communities. Libraries should, therefore, be in the forefront in assisting users in overcoming this disability. Although much is written on the subject of dyslexia and most libraries have descriptive material on the subject, public libraries do not appear particularly proactive in providing material for use by dyslexic individuals. There is a tendency for dyslexia to be seen primarily as an educational issue. However, iflibraries are to continue to have a role in self improvement, literacy and life long learning, they should be addressing areas such as dyslexia. A survey of the literature revealed that little has been written in the professional literature about public library resource provision for dyslexic users. A questionnaire was sent 152 Public Library authorities in the United Kingdom (excluding Scotland) to ascertain the range of services and initiatives offered to people with dyslexia. The results indicate that a modest number of authorities have dedicated collections for people with dyslexia as well as material on the subject aimed towards parents, teachers and carers. The findings suggest that although interest in the potential role of libraries in serving the needs of the dyslexic community is high, relatively little is being done to address the issue in a structured way. Library authorities with dedicated collections for people with dyslexia have been investigated as comparative case studies covering themes such as composition and funding of collections, involvement with other agencies, methods of communication, location and lessons learned. Other case studies explore user needs and actions undertaken by a specialist resource centre. Supporting studies include a survey of resources available from specialist publishers. The thesis concludes witl a summary of findings ancLrecommendations for public libraries on the way ahead in terms of best practice to meet. the needs of dyslexic individuals.

This report, commissioned by DLF, provides an overview of a diverse set of more than thirty digital library aggregation services, organizes them into functional clusters, and then evaluates them more fully from the perspective of an informed user. Most of the services under review rely wholly or partially on the Protocol for Metadata Harvesting of the Open Archives Initiative (OAI-PMH). Each service is annotated with its organizational affiliation, subject coverage, function, audience, status, and size. Critical issues surrounding each of these elements are presented in order to provide the reader with an appreciation of the nuances inherent in seemingly straightforward factual information, such as "audience" or "size." Each service is then grouped into one of five functional clusters: open access e-print archives and servers; cross-archive search services and aggregators; from digital collections to digital library environments; from peer-reviewed "referratories" to portal services; specialized search engines. We are only now coming to terms with how common trauma really is; a landmark Kaiser study that surveyed patients receiving physicals found that almost two-thirds had experienced at least one form of abuse, neglect, or other trauma as a child. Though originating in the fields of health and social services, trauma-informed care is a framework that holds great promise for application to library work. Empathetic service, positive patron encounters, and a more trusting workplace are only a few of the benefits that this approach offers. In this important book Tolley, experienced in both academic and public libraries, puts these ideas into the library context. Library administrators, directors, and reference and user services staff will all benefit from learning the six key principles of trauma-informed care; characteristics of a trusting and transparent library organization, plus discussion questions to promote a sense of psychological safety among library workers; how certain language and labels can undermine mutuality, with suggested phrases that will help library staff demonstrate neutrality to patron ideas and views during information requests; delivery models that empower patrons; advice on balancing free speech on campus with students’ need for safety; how proper furniture arrangement can help people suffering from PTSD feel safe; guidance on creating safe zones for LGBTQIA+ children, teens, and adults; and self-assessment tools to support change toward trauma-responsive library services. Abstract:
With the enormous amount of information being created digitally or converted to digital formats and made available through Digital Libraries (DLs), there is a strong demand for building tailored DL services to attend the preferences and needs of diverse targeted communities. However,construction and adaptation of such services takes significant effort when not assisted by methodologies, tools, and environments that support the complete life cycle of DL development,including requirements gathering, conceptual modeling, rapid prototyping, and code generation/reuse. With current systems, these activities are only partially supported, generally in an uncorrelated way that may lead to inconsistencies and incompleteness. Moreover, such existing approaches are not buttressed by comprehensive and formal foundations and theories. To address these issues we describe the development, implementation, and deployment of a new generic digital library generator yielding implementations of digital library services from models of DL â societiesâ and â scenariosâ . The distinct aspects of our solution are: 1) an approach based on a formal, theoretical framework; 2) use of state-of-the-art database and software engineering techniques such as domain-specific declarative languages, scenario-synthesis, and componentized and model-driven architectures; 3) analysis centered on scenario-based design and DL societal relationships; 4) automatic transformations and mappings from scenarios to workflow designs and from these to Java implementations; and 5) special attention paid to issues of simplicity of implementation, modularity, reusability, and extensibility. We demonstrate the feasibility of the approach through a number of examples.

This study has addressed three core questions: What is the current state of School Library Services? How is the Education Reform Act affecting these services? Why are specific choices being made by School Library Services from the options available post-ERA? Information was gathered from questionnaires, consultation, seminars etc., and also by contact 1989-91 with 14 authorities in England and Wales. Specific matters investigated over the two-year period were: Structures; Policies; Service range and level; Relationships. The study found evidence that ERA had a significant effect during this period on library support services to schools, but that other influences on change were at work, most notably the community charge and its repercussions. All the School Library Services in the contact authorities changed between 1989 and 1991, although in different degrees, and it was observed that the effect of national legislation was being mediated by local cultures. The hypothesis that 'The Education Reform Act is leading to new perceptions of School Library Service effectiveness' was upheld, and factors making for effectiveness were identified.

Objective: The purpose of this study was to analyze an ongoing project centered on satisfying basic clinical information needs of rural clinicians who work in hospitals without libraries or librarians by providing personal digital assistants (PDAs) equipped with clinical information databases augmented with full-text Loansome Doc delivery. Three projects have been instituted since 2006, in which 330 PDAs were distributed with training. Methods: This was a qualitative study that primarily involved individual interviews of participants in one of the three projects. Interviews were recorded and transcribed, and themes were analyzed. The process continued until data saturation was achieved. Results: Much information has been discovered about the value of the services provided and what can be done to better address clinician information needs. Data collection is ongoing. Conclusions: Medical librarians, particularly those in academic centers, must reach out and find new ways to enable rural clinicians to stay current with the explosion of new biomedical information.

This research discusses a number of computer-based mathematical models which are designed to assist planners to make strategic decisions concerning the allocations of social services resources. A new model is postulated which uses current patterns of care to derive a set of alternative modes or packages of care, chooses a suitable set of allocations of clients to packages of care within given resource constraints and can be used to explore the effect on resource requirements of demographic changes, and to explore alternative ways of caring for clients if populations expand and/or resources are reduced. Comparisons are made with the DHSS Balance of Care model and with other models. An exploration is included of the weighting values used in the postulated model’s objective function.

This thesis investigates the interaction between marketing practice and strategy and resource allocation in Scottish public library services. It focuses, in particular, on the period immediately prior to local government reorganisation in 1996. The historical framework within which public libraries have developed is described. So, too, is the political environment within which the libraries operate. A review of the literature indicates that, although there are examples of good practice with regard to libraries undertaking market research to ascertain the needs of their users, and potential users, many authorities could make improvements in this area. Similarly, the literature suggests that more could be achieved in other ways to ensure that libraries are more efficient, effective and responsive to user needs, and that some of the more systematic and aggressive approaches to fund-raising that are evident in the U.S.A. could be employed to advantage in Scotland. The results of a survey that was undertaken in 1996 support the view that Scottish public libraries could make better use of marketing techniques with a view to targeting the funds they have available and generating additional income. Existing, published, research has drawn attention to the significance of population size with regard to the efficiency of Scottish public libraries. Statistics published by the Chartered Institute of Public Finance and Accountancy (CIPFA) indicate the relevance of the size of local authorities in terms of the amount of income and expenditure per person. This thesis shows that population size is also a significant factor with regard to the use of marketing techniques and the range of ways in which library services generate income.

The purpose of this research is to investigate the information needs of rural communities in Bushbuckridge. Investing information of communities is vital because information plays an important role in enabling communities to meet their development needs, such as employment, education, health, safety, food security, and leisure. Libraries are therefore instrumental in helping library users to meet these needs. The study utilised triangulated (quantitative) and (qualitative) research methods. Participants in this study included 100 library users, four librarians and one library manager drawn from four local libraries through a combination of random (probability) and purposive (non-probability) sampling. The quantitative part of the study i.e. survey measured the perceptions of users on library services through questionnaires, while unstructured interviews elicited the experiences of librarians in addressing the information needs of library users in the four libraries of Bushbuckridge. Findings from the survey revealed, inter alia, that: most (65%) users had access to library services, although high travelling costs were a major barrier for those living in remote villages; a large number of users (60%) still depended on librarians to help them find information, while a growing number of users (33% had begun using computers and the internet to meet their information needs; the most important reasons for using the library were: assignments, study and careers, and, the majority of users in all four libraries were generally satisfied with the quality of the services rendered, although significant improvements were required in the supply of materials and water. Findings from interviews with librarians demonstrated that significant steps had been taken to address information needs of users across the four libraries. Common examples include: books and materials; computers and internet services; study groups; user training, and outreach programmes – although these were hampered by shortage of staff and vehicles. Cross-cutting problems included delays in purchasing of library materials; shortage of water and low perceptions about the benefits of library services in the community. In light of these results, it was concluded that information needs of library users had been partially met, with greater room for improvement in areas like human resources, information technology, transport and procurement systems and processes. The research findings have demonstrated that if provided well, library information services may help reduce the challenges of illiteracy, poverty and unemployment in this area. In light of these findings, the study recommended, inter alia, that the skills of library staff along with procurement systems and processes be upgraded in order to satisfy the information needs of library users in the study area. The study further recommended that outreach programmes be scaled up to increase awareness in the community about the role and benefits of library services in facilitating community development, particularly in Bushbuckridge where challenges of illiteracy, poverty and unemployment continue unabated.

Abstract:
The first of the eight United Nations Millennium Development Goals for 2015 is to “Eradicate Extreme Poverty and Hunger”. Achieving this goal would be aided by having an effective and productive agricultural community. Agricultural organisations assist producers to be more effective in their operation through Commercial Extension Services (CES). Through CES, producers are advised and educated about new agricultural practices, techniques and products. A key component of CES is the provision of relevant information to producers. The problem this research addressed was that producers experience difficulty in accessing the information they require in a timeous, relevant and personalised manner. No suitable framework was found for agricultural organisations to use when designing and implementing an Information Services Platform. The main research objective was to develop and evaluate an Information Services Framework (ISF) for organisations offering information as a CES. The research methodology used to achieve this objective was Design Science Research (DSR). DSR is an iterative methodology with three cycles, namely the relevance, the design and the rigor cycles. The relevance cycle was used to acquire the information required to inform the design cycle. The information was collected by using literature research and empirical studies. The first study, the Producer Information Requirements Survey (PIRS) sought to determine the information requirements of grain producers and was conducted by interviewing grain producers in the Swartland region of South Africa. The second study, the Internet and Mobile Device Usage Survey (IMDUS) investigated the use of the Internet and mobile devices amongst South African producers by means of a national on-line survey. The quantitative and qualitative results of the analysis were used during the design phase to develop the ISF. The design phase of DSR process led to the creation of an ISF for providing Information as a Service (IaaS) in CES. The framework allows for information services to be provided in a manner and form customised to an individual producer’s preferences. The foundation of the framework is that information can be sourced from various sources, internal or external to the organisation and distributed to producers by using a unified platform. During the research, an agricultural organisation, BKB GrainCo used the proposed ISF to develop an Information Services Platform (ISP) to provide information to its producers. BKB GrainCo’s development process included two evaluations. The first evaluation, the Information Preferences Prototype Survey, was intended to test a key component of the framework, the nformation Preferences Profile. The Information Preferences Profile was conceptualized following the PIRS. In the PIRS it was determined that individual producers would prefer to specify what information they would receive, when they required it and have it delivered by using a medium of their choice. The second evaluation of the design phase was a Usability Study. The Usability Study was intended to test the functionality of the system across various technologies. The rigor cycle, following the implementation of BKB GrainCo’s ISP, contained the main evaluation, the Information Services Platform Evaluation. The evaluation was used to test the impact of BKB GrainCo’s ISP on perception of received service. The evaluation used a standardised version of the standardised SERVQUAL instrument specifically adapted in this research to measure the provision of IaaS. The results obtained during the evaluation indicated that the BKB GrainCo’s Information Services Platform was found to be valued by producers and improved the communication services of agricultural organisations. It was inferred from the successful implementation of BKB GrainCo’s ISP and the positive response from producers, after the evaluations, that the developed ISF was suitable for an agricultural organisation to provide CES. The theoretical contributions included underpinning the concept of CES in terms of stakeholder theory. Its underpinning provides justification for agricultural organisations to improve CES – including the provision of information. A second theoretical contribution was the extension of SERVQUAL as an IS theory by developing and validating a dimension designed to test the provision of IaaS. Providing producers with accurate and reliable personalised information has the capacity to improve producers’ ability to make informed decisions. Informed decision making will contribute to having an effective and productive agricultural community; resulting in improvement of agricultural output and contributing to food security and job creation. Improved agricultural output, better food security and job creation are aspects which will contribute toward the attainment of the first of eight United Nations Millennium Development Goals for 2015, which is to “Eradicate Extreme Poverty and Hunger”.
