The National Library of Education is the largest federally funded library in the world devoted entirely to education. In March 1994, Congress created this new national library, bringing together the former U.S. Department of Education Research Library; the 1-800 user service; INet (ED/OERI's Internet site and services); and the Technology Resources Center. These units now operate in partnership with the ERIC to carry out reference and referral services; collection and technical services; resource sharing and cooperation, including Internet Services (INet); and marketing/public relations. NLE is planning a network of national education technology and related resources. The network will promote greater cooperation and resource sharing among education and library professionals, policymakers, the public and other providers and repositories of education information in America. It will also apply information science, computer and telecommunications technologies for the enhancement of education information dissemination.

PurposeThe purpose of this paper is to provide information on how public libraries and information services in Kenya National Library Service (KNLS) are perceived, by examining adult users, with a view of improving service delivery and enhancing the effective management of public library services.Design/methodology/approachSurvey methodology using questionnaires was adopted to solicit required information from 112 respondent adult users and data were analyzed using SPSS version 14.FindingsThe paper shows that KNLS library services and information resources are very positively perceived by most respondents. KNLS libraries are: comparatively better off than universities and other public libraries; are predominantly focused on print documents (books) as preferred sources; readers' mostly begin their search for information on a particular topic; general reading and research purposes and information resources equip users with appropriate knowledge.Research limitations/implicationsThe study focused on adult users in internet‐serviced libraries within the KNLS and thus may not be used to generalize about users of all public libraries in Kenya.Practical implicationsThis paper attempts to provide KNLS public libraries with fundamental information about adult users' perspectives of services and information resources. Though the services and information resources are positively perceived, the library management has room to improve and maintain current levels of perception.Originality/valueThe paper is of value because understanding of users' perceptions is vital for services and information resource improvement.

Introduction: Prior to 2011, libraries within Alberta Health Services (AHS) operated using a variety of self-determining service models across 19 locations. Evaluation of library services demonstrated significant gaps in service delivery and access to resources, cost inefficiencies and variation in library service standards across the province. National and international trends reflected ongoing library closures and challenges to demonstrate library contributions to organizational goals and improvements in health information literacy. Description: In January 2011, all AHS library services were aligned under the Knowledge Management Department to capitalize on the natural fit between libraries as conduits to evidence and knowledge management practices that support the use of evidence in practice. The mandate was to develop enterprise-wide library resources and services to support clinical decision-making and quality patient care under the umbrella of the Knowledge Resource Service (KRS). The Business Case for KRS Optimization guided this initiative. Outcome: KRS is now a focal point for access to, and expertise in, healthcare information resources and services. Organization-wide evaluations conducted in 2011 and 2014 show increased user satisfaction, while utilization analytics reflect continued growth. Discussion: The KRS Optimization Initiative was a proactive, internally driven effort to extend library services and resources beyond the traditional library space, streamline ‘back-office’ functions and allow staff to contribute to organizational initiatives. The path has been winding yet lessons learnt include the value of dedicated staff, teamwork, and maintaining a focus on improving service for all AHS staff and clinicians.

Purpose – Most libraries in higher education are facing the challenge of providing valued and improved services with the same or fewer resources. Focussing on the library learning service at one university, the purpose of this paper is to consider how libraries can find new service models with contracting resources while aligning with institutional and professional values and providing value-in-use for end users and key stakeholders. Design/methodology/approach – Following a discussion of sustainability as relevant to library services, the paper presents a case study of one library’s approach to sustaining its library learning service. Findings – The sustainability of library services is aided by developing a service blueprint that provides direction and structure yet is dynamic and responsive. To be successful the approach should be grounded in resource realities, encourage scalability where possible and address the values and needs of key stakeholders. Originality/value – The paper presents a workable, integrated approach to managing a library learning service so that it delivers value and is sustainable.

Abstract:
The role of libraries in education today is directed at implementing digitization, called library 4.0. There is a need for service innovation that is able to reach the needs of the digital natives. This study describes and analyzes the innovation of Library Services 4.0: Eco-Blended Libraries and Inclusion-Based Library at Universitas Negeri Malang’s Library. This research uses descriptive qualitative method. The data were obtained through interviews with librarians, observation and documentation. The results showed that in an effort to create a library ecosystem 4.0, the library has succeeded in implementing innovations. These innovations are in the form of an Eco-Blended Library program such as an e-book garden, Beringin Baca, a children's play ground, a library café, art performances, movie talk, and discussion booths. In addition, inclusion-based library is also developed with the Integrated Library Information System (SIPADU) facility digitizing collections in collaboration with Indonesia OneSearch, chat reference services, online loan and extension library collections, as well as information literacy. As a suggestion, the library needs to increase the number of human resources who might more focus on digital library services, further encouraging human resources to conduct online scientific publications and participate in online training forums or groups.

Purpose – The aim of this article is to describes Sprague Library’s experience in using EBSCO Discovery Service (EDS) to market library services and resources in order to draw conclusions for other institutions. Design/methodology/approach – Uses the case study of Montclair State University in developing a strategy for using Discovery Tools as a library promotional tool. Also includes examples from other institutions. Findings – EDS (and other Discovery Services) can be helpful in highlighting library resources and services that may go unnoticed. Studies show a correlation between discovery tools and increased Interlibrary Loan (ILL) activity so it’s important to promote services like ILL within your discovery service. Practical implications – With a reasonable effort, libraries can use discovery tools to provide additional modes of communication with users. Originality/value – Highlights some of Sprague Library’s unique efforts in utilizing EDS to promote library resources and services.

Library scientists have been actively considering the ways to improve various aspects of library activities recent decades. The most studied problems are the following: libraries innovative development in general, information systems updating, e-resources and services modernization, etc. The paper analyzes the history of creating the most significant complex information resources generated by the Branch of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. It shows that both internal (human, technological) and external (reform of the Russian Academy of Sciences, emerging new software products or platforms) factors can evidently be reasons for upgrading some specific electronic products. Modernization of the library information resources can follow several areas: structure development, content updating, design improvement, changing generation technologies, hard- and software update, providing services based on resources, carrying out promotion activities. Using the e-resources property for continuous transformation, it’s possible to increase their life cycle significantly. At the same time, the main goal of modernizing library information resources is to improve their quality. The library information resources updating is a natural process in some extend permitting to improve content and service components of a resource for its providing in a modern form to a wide range of users. The choice of the resource improvement direction depends on its relevance, and developers’ competence level.

Post‐secondary students with print disabilities (blindness, visual impairments, learning disabilities, physical handicaps) need information access to learning resources in alternate formats such as Braille, electronic text, large print, taped books, and tactile graphics. British Columbia College and Institute Library Services (CILS) is a provincial clearinghouse for resources for students and faculty with print impairments. CILS supplies resources tocomply with the “duty to accommodate” under Canadian Human Rights legislation. As a coordinated service, CILS provides services by direct loans, interlibrary loans with partner agencies, and production of new alternate format materials. This article describes the range of services and technological applications that are used to locate and produce resources to accommodate the students’ needs.

<strong>Abstract: Introduction:</strong> Alberta Health Services (AHS) was created in 2009, merging 12 former health regions and three provincial health authorities. Library services that had previously operated independently across the province were amalgamated into a single provincial entity, Knowledge Resource Service (KRS). A survey of library services was conducted in 2011. Subsequent to that survey, the provincial library service underwent major changes, which culminated in the launch of a provincial library website in August 2013. Another survey was conducted in 2014 to determine the impact of these changes. <strong>Methods:</strong> AHS staff and physicians were surveyed in 2011 and 2014 using an electronic survey tool. The survey results were analyzed using descriptive statistics and the results reported as percentages. <strong>Results:</strong> This paper addresses the questions that are comparable between the two surveys. There were 1195 responses to the 2011 survey and 721 to the 2014 survey. Respondents in 2014 had less difficulty accessing the library website. Additionally, more respondents reported that using library resources prevented the occurrence of adverse events, from 13% in 2011 to 36% in 2014. <strong>Discussion:</strong> The drop in respondents reporting difficulties accessing information via the library website suggests that the new service model is effective in removing access barriers, enhancing the effectiveness of information resources for AHS staff and that the easier to find resources are helping to prevent adverse events.

Purpose – The purpose of this paper is to get an insight in users’ opinion on library resources/services on small screen mobile devices. Objectives were to establish which types of small screen mobile devices are used and to find out is there a tendency for using academic and educational contents on such devices. Furthermore, aim was to identify whether the users need mobile friendly library web site and services at all. Also, what library resources/services and to what extent respondents consider as the important ones for mobile friendly customization. Finally the results would serve as an orientation in building mobile friendly library web site and services. The author believed that the users were still unaware of the possibility of accessing library web sites and services through mobile devices in general; therefore, this survey also had a role of raising awareness and stimulating their interest. Design/methodology/approach – The survey was focussed on small screen mobile devices with screen size up to seven inches (17.1 cm). Data collection was performed through a questionnaire containing ten questions. The questionnaire was created by LimeSurvey tool, and for mobile optimized version SurveyMonkey.com service was used too. The authors received 295 questionnaires, out of which 285 were taken into account. Findings – The survey found that the largest number of respondents own smartphone/tablet/phablet. The results show that small screen devices are, to some extent, used for educational, academic and informational purposes (reading of e-books and e-journals, education, data checking, internet searching and searching of handy information), but non-academic purposes still predominate (texting, reading e-mails, phone calls, taking pictures). Overall 64 percent of the respondents has expressed need for small screen mobile devices customized library resources/services, but there are 30 percent of undecided respondents. Croatian Scientific Bibliography, e-journals database (EZB), online databases, contact information and lecture halls reservations, has been resources/services requested by respondents to be available in a mobile friendly mode. Originality/value – The survey examines users’ opinion on a new library service before its implementation. Besides giving us a precise insight into the Rudjer Bošković Institute library users’ interest and needs for mobile friendly customization of existing library resource/service, survey gives a unique insight into the correlation of age and gender of the respondents and their answers to the question about having a small screen mobile device and opinion about the customization of library resources and services. To the author’s knowledge, this is the first users’ survey on this topic in Croatia.

This study is an attempt to examine and measure the extent and use of e-resources, information alert services, awareness towards the e-resources, purpose of using the e-resources, service attitude of library staff and overall quality of e-services offered by the library of JKK Nattaraja Dental College and Hospital. The sample size was 108 and the questionnaire was distributed and received from students (including BDS and MDS), and faculty members of JKK Nattraja Dental College and Hospital which were analyzed carefully in this study. The findings have demonstrated that e-journals are more popular than print journals; the library regularly invites readers’ views regarding the information constraints and: the library continuously puts forward information alert services to their readers. Most of the readers are aware of the e-journals/database offered by the library concerned to their subject and also are able to explore the e-resources associated with their area of interest.

With the change of information environment, the emergence of new technology, services, and new media, reference librarians and users have more choices in information acquisition methods, tools, and means. The reference consulting service is the most valuable part of developing collections, increasing comprehensive service ability, and revealing a library's social roles in the information age. The change in user demands has accelerated the transfer process which shifts the focus of library reference work from the literature retrieval to the individualized, information-oriented deep content mining, or metrology analysis. Abstract:
Purpose – The purpose of this paper is to explore library and information service impact on patient care quality. Design/methodology/approach – A large-scale critical incident survey of physicians and residents at 56 library sites serving 118 hospitals in the USA and Canada. Respondents were asked to base their answers on a recent incident in which they had used library resources to search for information related to a specific clinical case. Findings – Of 4,520 respondents, 75 percent said that they definitely or probably handled patient care differently using information obtained through the library. In a multivariate analysis, three summary clinical outcome measures were used as value and impact indicators: first, time saved; second, patient care changes; and third, adverse events avoided. The outcomes were examined in relation to four information access methods: first, asking librarian for assistance; second, performing search in a physical library; third, searching library's web site; or fourth, searching library resources on an institutional intranet. All library access methods had consistently positive relationships with the clinical outcomes, providing evidence that library services have a positive impact on patient care quality. Originality/value – Electronic collections and services provided by the library and the librarian contribute to patient care quality.

Purpose This paper aims to describe a variety of accessibility initiatives implemented at the Michigan State University (MSU) Libraries to better support persons with disabilities who want to use and access library services and resources. Design/methodology/approach By using two campus accessibility policies to help expand and improve its accessibility efforts, the MSU Libraries implemented accessibility purchasing procedures for e-resources; drafted a five-year accessibility plan, which launched an extensive multi-year staff accessibility training plan and detailed plans for content accessibility and accessibility investment; dedicated additional library staff positions and time to accessibility; drafted an accessibility statement and website documentation; established an in-house remediation service; increased library web page and collection remediation; and began leading efforts related to vendor e-resource accessibility in the Big Ten Academic Alliance library consortium. Findings As a result of these many accessibility initiatives, the MSU Libraries has thought strategically about and taken action on constantly improving its accessibility in a variety of areas; provided or hosted 29 staff accessibility training sessions; implemented new accessibility positions, roles and services; and helped influence and improve library e-resource accessibility, especially through its leadership in the Big Ten library consortium. Originality/value Most libraries strive to provide welcoming access to information and library services for all users, including persons with disabilities, but resources and literature on comprehensive accessibility initiatives in academic libraries are somewhat limited. The library accessibility initiatives implemented by a large, academic research library shared in this paper will hopefully contribute to the much-needed library and information science literature on this topic.

Every research laboratory has a wealth of biomedical data locked up, which, if shared with other experts, could dramatically improve biomedical and healthcare research. With the PhysiomeSpace service, it is now possible with a few clicks to share with selected users biomedical data in an easy, controlled and safe way. The digital library service is managed using a client–server approach. The client application is used to import, fuse and enrich the data information according to the PhysiomeSpace resource ontology and upload/download the data to the library. The server services are hosted on the Biomed Town community portal, where through a web interface, the user can complete the metadata curation and share and/or publish the data resources. A search service capitalizes on the domain ontology and on the enrichment of metadata for each resource, providing a powerful discovery environment. Once the users have found the data resources they are interested in, they can add them to their basket, following a metaphor popular in e-commerce web sites. When all the necessary resources have been selected, the user can download the basket contents into the client application. The digital library service is now in beta and open to the biomedical research community.

These are open access to information, the facility of access, uncomplicated interface design, high quality of the communication process, Internet performance, performance assurance service, ease of communication via social network, and patron-driven acquisition. With these important features of DL services, the simplicity of accessing online information and the performance of DL utilities have become of paramount importance. Several research works were therefore reviewed and evaluated to determine the usability of DL services; thereafter, the design of the DL discovery system was developed through Blacklight open-source software.

The National Library of Scotland has a long history of offering world-class collections, services and expertise, making it Scotland's primary information resource. Over the past twelve months, NLS has been continuing to build upon the work presented in the strategy document ‘Breaking Through the Walls’. The Library's commitment to developing the excellence of collections has been demonstrated by plans to secure the world-renowned John Murray Archive for Scotland. The Archive contains over 150,000 items, including private letters and manuscripts from Jane Austen, Lord Byron, Charles Darwin, Sir Walter Scott and David Livingstone. Another strand of the strategy aims to remove real or perceived barriers to use. NLS is currently implementing practical access improvements: the public areas of the Library's George IV Bridge building will be redesigned, procedures for library customer registration have been revised and a programme of staff training in approaches to customer service has been introduced. Progress has also been made regarding digital resources, as NLS aims to develop the website into a complete Virtual Library for remote users. Access to the Library's collections is also being widened, by hosting events, organizing education and outreach programmes, and by nurturing partnership projects with public libraries in Scotland. Such collaboration aims to raise awareness about NLS services, furthermore it can assist in providing seamless access between public and national resources. NLS has re-examined and revitalized all of its services, so that it plays a unique and central role at the cultural heart of Scotland.

The emerging future roles will generally depend on how advanced the libraries are in the region or country including Kenya. Purpose – The purpose of this study is to address and analyse the current status of university library websites in Bangladesh. Particularly, it is focused on all universities accredited by the University Grants Commission (UGC) of Bangladesh. The purpose of this paper is to describe the marketing initiatives taken by university libraries to promote collection and services to their clientele. Design/methodology/approach – For this study, university library websites were examined using a checklist of criteria developed from earlier studies and present websites. A total of 57 university library websites were examined and most of the websites were visited at least two times during the assessment, which started by checking the availability of direct and non-direct links from the home page of the parent institution followed by website assessment against the checklist. The paper also draws upon the authors’ personal experiences and observations. Findings – The study identified that the websites are not fully utilized for marketing library resources and services, and that university libraries are not maximizing their promotional activities. A majority of libraries did not make any effort to provide online literacy courses, live support, copyright documents, online user surveys, networking, and so on. Research limitations/implications – The study is limited to Bangladeshi university libraries and generalization to others is to be cautioned, but there are important lessons to be learned. Practical implications – This paper will be helpful to libraries planning to implement a marketing strategic plan to improve outreach to users and enhance the image of the library. Originality/value – The present study is new in Bangladesh and reveals several marketing strategies that may be useful to other academic libraries.
