This thesis examines the role of the military in Tunisia and Libya during the 2010-2011 Arab uprisings by asking why the two states’ military forces chose to either defect from or defend the ruling administration. Using a comparative case study methodology, this study demonstrates that the joint configuration of energy capacity, military structure and the strength of protests led to the different outcomes in these two cases. The data indicates that one can understand the impact of these three factors using theories that focus on the correlation between rational action, institutional identity, economic inducements, and ideological stances. Thus, I employed approaches from rational choice and institutionalism as the theoretical framework for this study. This study shows that the actions of the Tunisian and Libyan military forces should be read through this theoretical framework. While informative, conclusions drawn from these cases do not allow for universal generalizations. Additionally, it is important to note that the three influential factors are not the only elements that influenced the variations in outcome during the Tunisian and Libyan conflicts. Moreover, I do not make a comparison in terms of the absolute values of the factors, but rather in terms of relative values.

In this thesis, data collected from both previously published material and new surveys conducted using satellite imagery on the architecture and construction of over 2,400 rural structures in nine different regions of Tripolitania and dating between the 1st c. BC and the 7th c. AD are brought together and analysed on a regional scale. The synthesis and standardisation of these data and the creation of new typologies, applicable to structures in all parts of the region have, for the first time, facilitated meaningful comparisons between buildings and settlements across Tripolitania during the period under the study, in a more systematic fashion and on a wider scale than has previously been possible. This first part of this study contextualises the material with discussions on the historical background of Tripolitania, previous investigations and methodological foundations, the evidence for pre-Roman architectures and settlement, and the chronology of rural settlement during the period under study based on ceramic evidence. This is followed by a discussion of the known military buildings in the region, with particular reference to how these structures related and potentially contributed to the development of civilian settlement and architecture. The second part of this study presents quantitative and qualitative analyses of the physical characteristics of the main group of buildings under investigation: unfortified and fortified farm buildings. Discussions of how different spaces may have been utilised and the spatial relationships between the settlement groups formed by these buildings provide insight into how and why different types of buildings developed in the countryside between the 1st c. BC and the 7th c. AD. These analyses demonstrate that the rural buildings of Tripolitania can be seen as meaningful reflections not only of the wide variety of activities taking place in the buildings themselves, but also of the varying histories and patterns of land-use in different parts of the region and even the status, wealth, and socio-cultural structures of the people who constructed and lived in them.

The dramatic uprisings that ousted the long-standing leaders of several countries in the Arab region have set in motion an unprecedented period of social, political and legal transformation. The Arab Spring uprisings saw criminal prosecutions in the Arab region take centre stage in the pursuit of transitional justice. Through a comparative case study of Egypt, Libya, Tunisia and Yemen, this thesis presents a critique of mainstream transitional justice theory. This theory is built on the underlying assumption that transitions constitute a shift from non-liberal to liberal democratic regimes, where measures – often legal – are taken to address atrocities committed during the prior regime. By examining the factors that triggered, drove and shaped decisions regarding the prosecution of political leaders in the four case studies, this thesis will enhance our understanding of how transitional justice is pursued in varied contexts. The findings of this research therefore build on the growing literature that claims that transitional justice is an under-theorised field and needs to be developed to take into account non-liberal and complex transitions. I argue that transitional justice in the Arab region presents the strongest challenge yet to the transitional justice paradigm, which presumes a shift from violent, non-liberal rule to peaceful, liberal-democratic rule. There are four parts to this argument. First, the non-paradigmatic nature of the Arab region transitions, whereby a renewed form of repressive, non-liberal rule has largely taken shape, warrants a re-thinking of transitional justice and its pursuit in various contexts. Second, the Arab region cases demonstrate that both domestic and international actors pursue competing accountability agendas, thereby weakening claims of a global accountability norm. Third, the emphasis these cases place on accountability for corruption and socio-economic crimes as opposed to civil and political rights violations underline the need to develop transitional justice theory. The limited content and extent of the investigations and prosecutions in the four case studies are driven by the controlled nature of the transitions and point to a practice of scapegoating certain high-level officials and a certain set of crimes to show that there has been a break with the former regime. Finally, a re-thinking of transitional justice needs to take into account the absence of pre-existing democratic structures and what this means for criminal accountability prospects in non-paradigmatic transitional contexts.

The aim of this thesis is to introduce the Maghreb countries and the historical background and current events to clarify the common issues between the two shores of the Mediterranean Sea. Specifically, this thesis introduces the relations between Morocco, Algeria, Tunisia, Mauritania, Libya with their former colonial power, France. Although Libya differs in many aspects from the other Maghreb countries, it cannot be isolated in the region. Thus this thesis, with the emphasis to the differences, takes Libya also in account. This thesis also aims to define the current foreign policy of France towards the Maghreb countries and outlines the strengths and weaknesses of current and future mutual cooperation.

Les médias audiovisuels jouent un rôle important dans la construction de l'État de droit dans les pays en transition politique, en particulier par leur rôle de chien de garde, et par leur rôle dans la promotion du débat démocratique et dans le contrôle de l'élément le plus important de la démocratie, qui est élections libres et régulières. Cependant, les médias peuvent jouer un rôle négatif qui menace la stabilité de l'État et déstabilise le régime s'ils sont exploités pour atteindre des intérêts personnels et partisans étroits.En Libye, depuis la chute du régime, il y a eu un changement rapide et massif dans le domaine des médias audiovisuels. Cependant, l'absence de législation légale réglementant les médias et l'absence d'un organe de régulation indépendant ont fait de la scène médiatique libyenne un chaos caractérisé par une polarisation politique, régionale et même tribale.Cette thèse tente d'analyser la scène médiatique audiovisuelle et de la relier à l'histoire politique et médiatique de la Libye d'avant l'indépendance à nos jours. Nous essayons également, à travers cette thèse, de connaître le rôle que la régulation des médias peut jouer dans la promotion de la démocratie et de l'État de droit, en extrapolant certaines théories et opinions de ceux qui s'intéressent à ce domaine, et en extrapolant l'expérience tunisienne de la post-révolution dans le domaine de la régulation des médias<br>The audiovisual media play an important role in building the rule of law in countries in political transition, through their role as a watchdog, and through their role in promoting democratic debate and in monitoring most important element of democracy, which is free and fair elections. However, the media can play a negative role that threatens state stability and destabilizes the regime if exploited to achieve narrow personal and partisan interests.In Libya, since the fall of the regime, there has been a rapid and massive change in the field of audiovisual media. However, the absence of legal legislation regulating the media and the absence of an independent regulatory body have made the Libyan media scene a chaotic one characterized by political, regional and even tribal polarization.This thesis attempts to analyze the audiovisual media scene and to relate it to the political and media history of Libya from before independence to the present day. We also try, through this thesis, to know the role that media regulation can play in promoting democracy and the rule of law, extrapolating some theories and opinions of those interested in this field, and by extrapolating the post-revolution Tunisian experience in the field of media regulation

This study analyzed the revolutions in Tunisia, Egypt, and Libya (North Africa) beginning in late 2010. The first part of the study focused on variables that the North African revolutions shared. These variables were “personalistic-style of dictatorship”, “sizable percentage of youth in population”, and “economic context”. These factors were then discussed as major descriptive variables that caused the revolutionary events in North Africa. The second part of the study assessed why each North African revolution resulted in varying levels of violence. Au maghreb, l'islam et le politique ont toujours connu une imbrication totale. Quelque soit la place reservee a cette religion dans les institutions politiques, les pouvoirs politiques lui ont toujours fait jouer un role de premier ordre au niveau des ideologies. Mais l'islam a toujours ete egalement un lieu de contestation pour les forces sociales recherchant la justice et au dela de cet ideal, une participation au pouvoir. Cet heritage culturel semble encore agir sur les mentalites et les comportements. Les pouvoirs en place au maghreb ont oeuvre depuis les independances pour la modernisation des systemes politiques. Mais les fondements de cette oeuvre n'etant pas tres solides de par l'eclectisme qui les nourrit (dosage modernite islam), les systemes qui en sont nes portaient en eux des elements contradictoires qui ont fini par produire l'anomie sociale dans ces pays. Cette situation a favorise l'emergence de mouvements de contestation ou l'islam occupe une place preponderante. Mais la encore certains islamistes voudraient faire jouer a l'islam, en tant que religion et que culture, un role qui risque de mener a une impasse et menace la cohesion sociale elle-meme. Pour eviter ces deux ecueils (l'anomie sociale et la guerre civile), les protagonistes sont appeles a faire un effort considerable sur le plan de la pensee afin de construire un systeme politique qui soit base sur des fondements philosophiques solides. Ces bases ne doivent negliger ni l'islam, religion sociale par excellence, ni la modernite, necessite vitale pour etre de son temps. Whatever the position reserved for it in political institutions, the powers in politics have always made islam play a role of first order at the ideological level. However, islam has likewise always provided a place for protest for social forces seeking justice and, beyond that participation in power. This cultural heritage still seems to affect both mentality and behaviour. Since independence, the authorities existing in the maghreb have been working to modernise the political system. However, since the bases of this effort have not been very solid, due to the eclecticism which has nourished them (a dosage of islam and modernity), the systems that have been born from it have contained contradictory elements producing social anomy in these countries as a result. This situation has encouraged the emergence of protest movements, in which islam predominates. Yet here also, some islamic fundamentalists would like to make islam play a cultural and religious role that could lead to an impasse, and that threatens the social fabric itself. So as to avoid these two dangers (social anomy and civil war), the protagonists are asked to make considerable efforts at the philosophical level in order to construct a political system with sound philosophical foundations. These foundations must not ignore islam, the social religion par excellence, nor should they ignore modernity, the latter being vital so as to be relevant to the times. It is only once common ground has been found regarding the bases of the national community, that divergences of opinion will appear normal and tolerable to one side and the another

From the sixth century b. C. , the Phoenicians had settled along the littoral. Literary source, archeology, epigraphy confirme that there was once a Punic presence all over this area. Tacape, Gigthis, Sabratha, Oea, Lepcis were the Carthage's emporia even after Carthage's disappearance, in 146 b. C. , the Punic culture had been certified. The senate, the plebeian assembly, and the shophet were the most famous institutions. Later, during the Numidian era and from the Roman era to the second century of hours, their culture and civilization testify to the persistence of the Phoenician-Punic contribution

L'art rupestre de Tunisie a longtemps été ignoré. Les rares stations rupestres connues et le nombre particulièrement faible des représentations pouvaient faire penser que les cultures préhistoriques n'avaient pas développé de telles traditions iconographiques. Cette étude a permis de réunir les données existantes concernant les sites rupestres et I'ensemble de leurs figurations. Au delà du bilan documentaire qui s'avérait nécessaire, les recherches menées dans le domaine de l'art rupestre, ont apporté des éléments de réponses aux nombreuses interrogations concernant la nature de ce mode d'expression artistique, sa répartition spatio-temporelle ou encore son apparente «pauvreté ». L'objectif étant de donner plus de cohérences aux données disponibles en individualisant des styles et des ensembles qui permettent de placer les figurations rupestres de Tunisie dans leur contexte géographique et chrono culturel. Avec l'avancement des recherches et I'apport de datations directes et indirectes des parois, les hypothèses émises pourront être vérifiées.

Libyan-Tunisian bilateral relations take place in a context shaped by particular historical factors in the Maghreb over the past two centuries. Various elements and factors continue to define the limitations and opportunities present for regimes and governments to pursue hostile or negative policies concerning their immediate neighbours. The period between 1969 and 2010 provides a rich area for the exploration of inter-state relations between Libya and Tunisia during the 20th century and in the first decade of the 21st century. Ideologies such as Arabism, socialism, Third Worldism, liberalism and nationalism, dominated the Cold War era, which saw two opposing camps: the capitalist West versus the communist East. Arab states were caught in the middle, and many identified with one side over the other. generating ideological rivalries in the Middle East and North Africa. The anti-imperialist sentiments dominating Arab regimes and their citizens led many statesmen and politicians to wage ideological struggles against their former colonial masters and even neighbouring states. Post-independence Tunisia and Libya were involved in the rivalry that was clearly present during the 20th century between 'radical' and 'conservative' Arab regimes. A polarised ideological climate existed between Habib Bourguiba, Tunisia's first President, and Muammar Gaddafi, the young military officer who would later become the ruler of Libya, which created a hostile climate. The regimes of Bourguiba and Gaddafi adopted differing positions on their relations with other Arab states, Pan-Arabism and a narrowly defined Tunisian nationalism, and they clashed on many occasions. Ideology was a major factor contributing to the state of relations between Bourguiba and Gaddafi in the period between 1969 and 1987. Post-1987, Tunisia made a remarkable reversal under Zine El Abidine Ben Ali, who had ousted Bourguiba from power, in the area of Libyan-Tunisian bilateral relations. The years between 1987 and 2010 witnessed joint co-operation and policies between the regimes of Tunisia and Libya, principally in the area of the economy. Gaddafi and Ben Ali appear to have focused more on shared economic interests than on implementing a radical pan-Arabism or a conservative notion of Tunisian nationalism.

L'ordre juridique des pays du Maghreb est marqué par un mimétisme à l'égard des droits de l'ex - métropole et par l'influence croissante des règles néo - libérales d'essence occidentale. Les évolutions juridiques et politiques à venir ne se feront donc pas sans l'islam, une interprétation moderniste de la Chari'a pouvant favoriser l'émergence d'une modernité à la fois endogène et ouverte sur le monde, acceptée par des peuples pour qui la variable religieuse reste centrale<br>The judicial order of Maghrebi's countries is characterised by an imitation of the laws of the ex - metropolis and by the growing influence of neo - liberal rules of a western nature. The translations of this exogenous law accentuates its shortcomings while the perennality of islam is a significant reality. States use for various ends, its strong legitimizing capacity and the legal relationships between individuals are still impregnated by it. Political and legal evolution to come cannot occur without islam, a modern interpretation of the Char'ia could favorise the emergence of a modernity at the same time endogenous and open to the world, accepted by the people for whom the religious variable remains central

L’analyse stratigraphique et tectono-sédimentaire des séries sédimentaires du Paléozoïque qui remplissent le bassin de Ghadamès et son extension au nord, le bassin de Jefarah en Libye et en Tunisie, ont été étudiées. Ces formations appartiennent au cycle de Gondwana et sont, généralement, interprétées comme étant déposées dans un bassin cratonique tronqué par la discordance hercynienne. Cette étude est basée sur l’analyse des électrofaciès et des électroséquences dans plus de 130 puits. Les corrélations stratigraphiques entre puits sont basées sur la définition des cycles de 1er et de 2ème ordre. Cela a permis de comprendre l’évolution des environnements sédimentaires dans les deux bassins, de reconstituer des cartes isopaques de répartition des faciès et de reconstruire la paléogéographie des différentes unités stratigraphiques. Ces données permettent d'aborder la nature de la déformation et clarifient également le comportement des zones actives régionales élevées durant le Paléozoïque. La succession paléozoïque dans les bassins de Ghadamès et de Jefarah peut être divisée en cinq séquences de 1er ordre, délimitées par des discontinuités tectoniques majeurs avec une durée de séquence de 40 à 70 Ma. Dans ces cinq séquences, dix-huit séquences de 2ème ordre (10 à 40 Ma) ont été différenciées, décrivant les limites de séquence (SB), les surfaces d'inondation maximales (MFS) et les caractéristiques sédimentologiques. Vingt-huit puits ont été analysés afin d’identifier et d’évaluer les systèmes réservoirs paléozoïques dans les bassins Ghadamès et de Jefarah illustrant comment les propriétés réservoirs changent latéralement et verticalement dans le temps en fonction des environnements de dépôt. Deux logiciels ont été utilisés, le logiciel pétrophysique JLog pour l'analyse des propriétés réservoirs et PETREL pour la construction de modèles de corrélation stratigraphique. Les réservoirs dans la zone d'étude sont répartis sur une large gamme de réservoirs silicoclastiques s'étendant du Cambrien au Permien. Les hydrocarbures dans les bassins de Ghadamès et de Jefarah proviennent de deux roches mères principales, à savoir la Formation de Tanezuft du Silurien inférieure et la Formation d'Awaynat Wanin du Dévonien moyen-supérieur. Les neuf principaux réservoirs paléozoïques sont respectivement les formations de Hasawnah, de Hawaz et de Mamouniyat (Paléozoïque inférieure), d’Akakus, de Tadrart, d’Ouan Kaza et de Tahara (Paléozoïque moyen) et les Formations de M'rar et d’Asadjefar (Paléozoïque supérieur). Six sections transversales stratigraphiques dans la région ont été reconstruites pour illustrer les extensions verticales et latérales des réservoirs. L'ensemble de données acquises démontre que les propriétés réservoirs des séries paléozoïques sont influencées par les deux, les faciès et les environnements de dépôts<br>The sedimentology and tectonics and their relationship of the Paleozoic series that fill the Ghadames basin and its northern extension consisting of the Jefarah basin in Libya and Tunisia was studied. These formations belong to the Gondwana cycle and are typically interpreted as being deposited in a cratonic basin truncated by the Hercynian unconformity. This study is based on wells. The stratigraphic correlation between the wells is based on the definition of second order cycles. This allowed to produce isopach maps of facies distributions and to reconstruct the paleogeography of the different stratigraphic units. These data allow to address the nature of the deformation and also clarifies the behavior of active high regional areas during the Palaeozoic. The Paleozoic succession in the Ghadames and Jefarah basins can be divided in to five first order sequences, bounded by major tectonic unconformities with sequence duration of 40 - 70 Ma. Within these five sequences eighteen second order sequences (10 - 40 Ma) were differentiated, describing Sequence Boundaries (SB), Maximum Flooding Surfaces (MFS) and sedimentological characteristics. Twenty six wells with its geological well reports and well logs have been used in the study area, i.e. the Ghadames and Jefarah basins (Libya) illustrate how reservoir properties changes laterally and vertically through time (from a proximal to a distal sitting). Two softwares were used, JLog (version 4) petrophysical software for reservoir property analysis and PETREL (Schlumberger software 2014 version) for constructing stratigraphic correlation models. The Paleozoic reservoirs in the study area are spread over a large range of siliciclastic reservoirs with the prospective section extending from Cambrian to Permian. Hydrocarbons within the Ghadames and Jefarah basins originated from two major source rocks: i.e. the Lower Silurian Tanezoft Formation and Middle-Upper Devonian Aouinat Ounine Formation. The nine main Paleozoic reservoirs are respectively the Hassaouna, Haouaz and Memouniat Formations (Lower Paleozoic), Acacus, Tadrart, Ouan Kaza and Tahara Formations (Middle Paleozoic) and M’rar and Asadjefar Formations (Upper Paleozoic). Six stratigraphic cross sections through the area have been reconstructed to illustrate the vertical and lateral reservoir extensions. The dataset demonstrates that the Paleozoic reservoir properties are influenced by both, depositional facies and position within the paleogeographical setting (from proximal to distal part)

La problématique centrale traitée dans cette thèse s'intéresse au phénomène de mobilité des populations du Sud-Est tunisien, à travers l'histoire, dont le plus récent celui suscité par la dynamique transfrontalière du commerce informel suite à l'ouverture des frontières tuniso-libyennes en date du 15 février 1988 et les accords de l'Union du Maghreb Arabe (le 17 février 1989). L'extrapolation d'une typologie commune des mécanismes du système de production pastoral nomade et celui du commerce informel dans le contexte de la mondialisation (le « nomadisme moderne ») s'est appuyée sur la rétrospective historique (entamée dans la première partie de la thèse) et le suivie de la dynamique transfrontalière dès son apparition en 1988 (entamée dans la troisième partie de la thèse). Entre 1992 et 2006, plusieurs enquêtes par questionnaires ont été réalisées (1992, mars 2006, juillet 2006). Les données fournis par ces enquêtes et les études sur le terrain auprès des différents intervenants et acteurs sociaux nous ont permis d'asseoir la dynamique du commerce informel sous ses deux dimensions, l'une est relative au soubassement historique de l'ancienne structure tribale de la société au sud tunisien, l'autre est relative au contexte de la mondialisation : véritable incubateur du commerce informel ou la « mondialisation par le bas »<br>The central problematic treated in this thesis is interested in the phenomenon of mobility of the populations of Southeastern Tunisia, through history, of which the most recent one was caused by the trans-border dynamic of the informai trade following the opening of the Tuniso-Libyan borders on February 15th, 1988 and the agreements of the Union of the Maghreb Arab (February 17th, 1989). The typology that has been developed between the System of nomadic socioeconomic production and that of the informai trade, was based on a historie retrospective (first part of the thesis) and monitoring of this new phenomenon since its appearance in 1988 (the third part of the thesis). Between 1992 and 2006, several investigations by questionnaires have been carried out (1992, March 2006, July 2006). Data provided by these investigations and field researches by the différent involved partners and social actors allowed us to settle the dynamics of the informai trade under its two dimension: the first one is relative to the historie base of the former tribal structure of the society in the Southern Tunisia, the second is relative to the context of globalization (the « new nomadism ») : real incubator of the informai trade or « globalization at the bottom »

L’ouverture de l’Océan Néotéthys au nord du bassin de Ghadamès et de la Jeffara s’accompagne d’une phase d’extension. Ceci engendre une phase de subsidence qui se traduit par le dépôt des premières séries syn-rift d’âges Permien moyen à supérieur (formation El Watiah) et Trias inférieur à moyen (formations Bir el Jaja, Ouled Chebbi et Ras Hamia/Kirchaou). Cette étude propose la compréhension de l’architecture stratigraphique et séquentielle des formations triasiques détritiques, et de la partie supérieure clastique de la formation El Watiah. 221 puits et 18 coupes sédimentologiques de terrain (affleurements du Sud tunisien) ont été corrélées à travers l’ensemble du bassin de Ghadamès et de la Jeffara. Il est démontré que ces séries s’organisent en 11 séquences de 3ème ordre. 28 cartes d’isochores et de paléogéographie ont été réalisées. D’un point de vue tectonostratigraphique, un épaississement drastique des séquences a notamment été confirmé en direction du nord de la Jeffara, à la faveur d’une subsidence forte et très différentielle. Dans le sud du bassin, un domaine caractérisé par une subsidence faible et peu différentielle a aussi été reconnu. Par ailleurs, une réinterprétation sédimentologique de la formation du TAGI de la région d’El Borma (équivalent latéral de la formation ladinienne Ras Hamia) a été proposée<br>During the opening of the Neotethys Ocean north of the Ghadames and Jeffara basin, an extensional phase created subsidence. It resulted in the deposition of the first syn-rift strata aged Middle to Upper Permian (El Watiah formation) and Lower to Middle Triassic (Bir el Jaja, Ouled Chebbi and Ras Hamia / Kirchaou formations). This study provides details of the stratigraphic and sequential architecture of triassic siliciclastic series and the upper clastic part of the El Watiah formation. 221 wells and 18 sedimentological field sections (outcrops from south Tunisia) have been correlated across the entire Ghadames basin and Jeffara. An organization in 11 sequences has been highlighted. 28 isochores and paleogeographic maps have been drawn. In terms of tectonostratigraphy, a major thickening of sequences has been confirmed toward the North of Jeffara, resulting from a very strong and differential subsidence. Low and subtle differential subsidence has been demonstrated in the southern part of the basin. In addition, a new sedimentological interpretation of the TAGI formation (lateral equivalent of the ladinian Ras Hamia formation) has been considered in the El Borma area

La ricerca si è posta come fine lo studio delle politiche di sviluppo dell’Italia in Africa e la loro evoluzione a cavallo fra gli anni Cinquanta e Sessanta. La tesi ricostruisce quindi gli aspetti principali, anche a livello normativo, di quel decennio di incerta sperimentazione nell’assistenza, che precedette in Italia l’avvio di una vera e propria politica di cooperazione allo sviluppo. Analizzando l’evoluzione delle relazioni postcoloniali attraverso le politiche degli aiuti e mettendo a fuoco i moventi, gli esiti e le prospettive delle politiche di assistenza italiane nel continente africano, si è tentato poi di comprendere come e in che momenti la cooperazione italiana abbia portato con sé il ribaltamento della prospettiva coloniale e si è affrontato il tema della permanenza della cultura coloniale nel contesto del dopoguerra in Italia. Nel tentativo di portare alla luce discontinuità e persistenze dei rapporti italiani con l’Africa, ci si è interrogati su come le valutazioni italiane sugli obiettivi da raggiungere nell’azione in Africa e sul modo di perseguirli mutino nel tempo e su quanto questo cambiamento sia derivato da un consapevole e condiviso progetto politico, gestito all’interno delle strutture dello Stato da uno specifico gruppo di “esperti” di questioni africane e influenzato più o meno da altri attori, dall’azione dei partiti politici, dai gruppi economici e dalla stessa società civile. È stata applicata allo scopo una nozione di cooperazione la più ampia possibile, che comprende quindi non solo i veri e propri aiuti, ma anche i diversi piani d’azione paralleli: l’ambito politico-diplomatico in primo luogo, ma anche quello della diplomazia commerciale e dei contatti culturali. La vastità delle aree di interesse della politica italiana verso l’Africa in quegli anni ha imposto la necessità di ridurre il campo di indagine, selezionando alcuni paesi da analizzare più in dettaglio per chiarirne i rapporti con l’Italia. La scelta di un approccio comparativo, del resto, ha dato respiro a tutta l’indagine, permettendo di fornire una panoramica completa del modus operandi dell’Italia in Africa attraverso i quattro case studies individuati, ovvero la Somalia, la Libia, la Tunisia e il Sudan; contesti in cui si possono rintracciare peculiarità interessanti per ciò che concerne la situazione pregressa dell’influenza italiana, la presenza di gruppi di pressione locale ed esterni diversificati per ruolo e grado di interesse, la metodologia cooperativa. Essendo il tema quasi completamente inevaso dalla storiografia, la tesi si appoggia abbondantemente su fonti d’archivio, ovvero sommariamente: per la ricostruzione della normativa si è fatto riferimento agli Atti parlamentari dalla I alla V legislatura (con specifica attenzione per le discussioni all’interno della Commissione III per gli Affari Esteri); per il piano d’azione politico-diplomatico, alle carte dell’Ufficio III della Direzione Generale Affari Politici del MAE; per la diplomazia commerciale, all’archivio della Direzione Generale Sviluppo e Scambi del Ministero per il Commercio Estero; per la più ampia ricostruzione delle complesse reti di relazioni fra la politica e tutto quel mondo “africano” che in Italia di quei temi continua a occuparsi anche dopo la perdita delle colonie, si sono visionati gli archivi privati di due personalità democristiane direttamente coinvolte nel processo di ridefinizione dei rapporti italiani con l’Africa postcoloniale, ovvero l’Archivio Brusasca e l’Archivio Vedovato.<br>The aim of this study is to investigate Italy’s development cooperation policies and their evolution in Africa between the 1950s and the 1960s. Therefore, the report retraces Italian main approaches – also from the regulatory point of view – adopted in that decade of tentative help actions which preceded a real cooperation. The analyse of postcolonial relationships evolution by such support policies, and the focus on motives, results and prospects of Italian assistance to Africa try to understand how and when such a behaviour brought about the reversal of the country’s colonial attitude, and to verify the permanence of a colonial culture in Italy during the postwar period.

Les Mutations socio-spatiales, culturelles et aspects anthropologiques en milieu aride : cas de la Jeffara Tuniso-lybienne 1837-1956. Le principe de la séparation des pouvoirs est l’un des plus importants fondements de la démocratie moderne qui reconnaît la suprématie de la loi. Ce principe est en effet un pilier essentiel dans la construction d’un régime politique démocratique basé sur la coopération et l’équilibres entre les pouvoirs. Platon, Aristote, John Locke, Montesquieu et Rousseau ont théorisé ce principe qui a ensuite été appliqué après les révolutions américaine et française. Son application représente l’une des plus garanties essentielles contre la tyrannie et le despotisme des gouvernants et l’assurance du respect des droits de l’homme et ses libertés, outre le fait de réaliser la justice. Par l’étude de ce principe, cette recherche se veut pour objectif de focaliser l’attention des juristes sur son importance au sein de la hiérarchie des fondements constitutionnels dans l’Etat. En outre, cette étude vise à mesurer l’intérêt des pays sujets de notre analyse (La Tunisie, l’Egypte, l’Algérie, la Libye et le Maroc) pour ce principe et son influence sur leurs constitutions. Ce qui permettra de déterminer si la séparation des pouvoirs y est théorique ou réellement mise en pratique, ainsi que les caractéristiques de l’application de ce principe dans ces pays<br>The principle of separation of powers is one of the most important principles on which the idea of modern democracy is governed by the rule of law. It is a fundamental pillar of the structure of a democratic political system based on cooperation and balance between powers. This principle was expressed by Plato, Aristotle, John Locke, Montesquieu, and Rousseau. In the wake of the American and French revolutions, and their applications has become the most important guarantee to prevent the domination and tyranny of rulers as well as respect for human rights and freedoms and justice.This research aims at enlightening those interested in studying the law in its importance and prestige in the constitutional rules of the state. (Tunisia, Egypt, Algeria, Libya, and Morocco) and its impact on their constitutions, to determine whether the separation of powers is theoretical or practical, and to examine the specificity of these countries in applying this principle

L'objectif de cette recherche est d'accéder à une définition claire du droit de la délimitation des frontières maritimes. Pour ce faire, l'objet de la thèse est l'étude de l'arrêt de la cour internationale de justice du 24 février 1982 prononcé dans l'affaire du plateau continental entre la Tunisie et la Libye. Cet arrêt est intéressant a plusieurs égards et, notamment, par ce que la cour était invitée à indiquer en plus du droit applicable, une méthode pratique de délimitation. Sur plusieurs points, son contenu est comparé à la jurisprudence tant antérieure que postérieure à 1982. Au total, est présenté un tableau général de la jurisprudence en matière de délimitation des frontières maritimes. L'arrêt du 24 février 1982 a été l'objet d'un recours inédit puisque c'est la première fois dans l'histoire de la cour internationale de justice et de sa devancière, la cour permanente, qu'une demande en révision est tentée, couplée avec une demande en interprétation et en rectification d'erreur matérielle. C'est l'objet du second arrêt de la cour mondiale en cette affaire prononce le 10 décembre 1985. Son examen est du plus haut intérêt à cause des considérations précédentes. En outre, il éclaire ce qu'il pouvait y avoir d'ombre dans l'arrêt initial de 1982

Dans la premiere partie intitulee "espaces du maghreb", nous avons vu comment les ecrivains maghrebins de langue francaise arrivent a ecrire et construire leur rapport avec leur espace d'origine. Dans la deuxieme partie de notre travail, consacree aux "espaces de l'ecriture", nous avons vu dans quelle mesure on peut dire qu'il y a ressemblance ou divergence au niveau des techniques d'ecritures de l'espace propre a chacun des auteurs etudies. Dans la troisieme partie, "le monde imaginaire de l'islam aujourd'hui: entre l'exil mythique des origines et l'exil reel de nos jours", nous avons rappele d'abord l'exil du prophete mohamed. Ensuite, nous avons tente de verifier si l'exil du prophete fondateur du royaume de l'islam serait toujours aussi prometteur pour les maghrebins "candidats a l'exil", ou si, au contraire, il s'inscrirait dans la dechirure et la blessure. Dans une quatrieme et derniere partie, "exils et litterature maghrebine de langue francaise", nous avons essaye dans une premire phase d'etudier le rapport a la langue francaise chez les ecrivains maghrebins. La deuxieme phase de cette partie a ete consacree a l'etude de la place occupee par la litterature maghrebine de langue francaise dans les litteratures arabe et francaise. Finalement, nous nous sommes penches sur l'etude de l'exil chez les ecrivains maghrebins de langue francaise<br>In the first part entitled "spaces of the maghreb", we saw how the french-speaking writers, form the maghreb succeed in writing and building up their relationship with their space of origin. In the second part of our work, devoted to the "spaces of writing", we came to the conclusion that there are some similarities or some differences in the space-writing techniques peculiar to each of the authors studied here. In the third part, "today's imaginary world of islam : from the original mythical exile to today's real exile", we first evoked mahomet's exile. Then, we tried to check wether the prophet's exile, which was the foundation of the kingdom of islam, was still promising for the north africans, "candidates for exile", or if, on the contrary, it went off along with tear and wound. In our fourth and last part, "exiles and the french-speaking literature from the maghreb", we attempted to study the link to the french language for writers from the maghreb. Then we dedicated ourselves to the study of the place of the french-speaking literature from the maghreb within the arab and french literatures. Finally, we looked into the concept of exile for north african writers

La J’farra, région traversée par la frontière tuniso-libyenne constitue le territoire historique des confédérations tribales ; les Werghemmas et les Nouaïels. Depuis près d’un siècle, elle connaît un ensemble de mutations qui affectent aussi bien les modes d’exploitation des ressources que le paysage. D’une région principalement pastorale, dominée par une organisation sociale tribale et nomade, la J’farra a connu une période de marginalité économique avant de devenir, depuis l’année 1989 la terre de la contrebande. Toutefois, malgré l’expansion spectaculaire des activités informelles, la J’farra n’est pas uniquement une aire de tolérance établie par les autorités, ni une zone d’exemption économique ou d’exception juridique, mais un territoire où s’articulent des revendications émanant des groupes tribaux locaux, des formes de subversion de la frontière, des activités informelles de diverses formes inhérentes à la mondialisation des échanges et des représentations symboliques ancrées dans les valeurs du passé. La frontière, jadis infranchissable, a contribué à la déstructuration des territoires tribaux, au dépérissement des modes de valorisation des ressources locales. Cet état de fait s’est aussi accompagné par des politiques de sédentarisation des anciens nomades qui ont certes atteint des seuils relativement avancés, mais ne sont jamais parvenus à éradiquer les anciennes constructions territoriales et à dissoudre les identités qui leur étaient afférentes. Cette situation inachevée a permis, lorsque les réseaux tribaux locaux ont réussi à créer une nouvelle réalité économique grâce aux activités informelles autour de la frontière, que s’engage un début de re-territorialisation inverse. Les réseaux sont animés principalement par une catégorie particulière ; les aâmem. Toutefois, le territoire émergeant dans la J’farra n’est pas homogène et donne lieu à une série d’affrontements. La transgression de la frontière, la banalisation de son franchissement par les descendants des anciens nomades, la réactivation des anciennes solidarités tribales au sein de réseaux commerciaux informels transfrontaliers et l’intégration au marché globalisé, ouvrent la voie à la réinvention, selon de nouvelles pratiques, de l’ancienne « conception de vivre » de la population de la J’farra et de son territoire<br>The J'farra, the region crossed by the Tunisian-Libyan border, is the history land of tribal confederations; the Werghemmas and the Nouaïels. For nearly a century, she knows a set of mutations that affect both types of resource and the landscape. Notre réflexion concerne les textes maghrebins "dits" de la modernite, c'est a dire cette categorie de textes qui attirent plus l'attention sur les transactions a l'oeuvre dans leurs poetiques que sur la reconnaissance finale d'un message. Ces transactions n'ont ete possibles que grace a l'activite intense de la crise du sujet de l'ecriture devant l'impasse historique et culturelle et dans le conflit des codes de reference entre l'orient et l'occident. L'ecrivain tente d'articuler a la litterature une reflexion critique sur ce que peuvent etre et doivent etre la machine d'ecriture et ses fonctions d'ancrage et de suppleance. Sur ses possibilites de forger un dehors qui soit maghrebin et rien que maghrebin. Le maghreb est apprehende dans ces textes comme une inconnue, une enigme qui exige en tant que question d'etre situee dans le champ complexe de la double critique systemes de references et des valeurs desincarnees qu'elles soient originelles ou importees d'orient et d'occident. Le maghreb aurait a negocier avec lui-meme fermement sa propre histoire. L'ecrivain tente ainsi de conjuguer le poetique et l'esthetique, le politique et le philosophique pour faire aboutir les separations fondatrices et participer a la remise en chantier de l'histoire. Le discours de l'histoire est entierement mis sous tension par la crise subjective. L'histoire dans ces textes vise les possibilites de depassement et, peut-etre une theorie du depassement telle qu'elle peut se formuler dans les intervalles entre aires culturelles et civilisationnelles et dans les lieux de transit<br>Our reflection concerns the modern maghrebian texts, which is to say this category of texts which calls attention more on the transactions at work in their poetics than on the final recognition of a message. These transactions were only made possible thanks to the intense activity of writer subject's crisis in front of the historical and cultural dead end and in the conflict of codes of reference between orient and occident. The writer attempts to articulate to literature a critical reflection on anchoring and subtsituting fonctions, and its capacities to forge a maghrebian cultural maghreb is read in these texts as enigma which as question demands to be placed in the complex field of double criticism of systems of references and empty value whether they be original or imported from orient and occident. Maghred would have to negogiate with itself its own history. The writer thus attempts to conjugate policies and philosophy, poetry and esthetics to realize foundating separations and to reactivate history. History discourse is entirely tightened by the subject's crisis. History, in these texts, aims at oversteppings the dead end, and perhaps at historical theory of overstepping such as it may be formulated in intervals between cultural and civilizational areas as well as spaces of transit

La tragédie des communs pose que lorsqu’utilisation d’un bien est commue, ce bien aura tendance à être sur-utilisé. Mais que se passe-t-il lorsque ce bien est l’eau dans un bassin dont dépendent trios pays ? Et que se passe-t-il lorsque la situation géopolitique rend peu probable la possibilité d’une gouvernance commune interétatique ? Nous prenons dans cette thèse le cas du bassin SASS, entre la Tunisie, l’Algérie et la Lybie et envisageons les différents modes possibles de gouvernance de l’eau. Nous suivons plus particulièrement une modalité qui nous semblait prometteuse, que des experts internationaux, forts de la connaissance technique et économique, puissent faire adopter la solution qui leur semble la meilleure.Par une double enquête de type ethnographique, d’abord avec une plongée dans le laboratoire des experts, puis au plus près de la gestion de l’eau dans des oasis tunisiens, nous évaluons la performativité du modèle des experts. Nous constatons une certaine performativité dans les oasis modernes mais beaucoup de résistance dans les plus traditionnelles. Ceci nous montre une autre tragédie. Même si le modèle des experts, qui repose sur les prix de marché, permettait d’atténuer la tragédie des communs, il conduirait à une autre tragédie : celle de la fin d’une forme de vie, un mode de vie paysan, vécu par une large population, faisant partie du patrimoine de l’humanité. De tragédie en tragédie, seule une heuristique de la peur, comme le propose H. Jonas, pourrait amener à inventer en commun des solutions dignes et soutenables pour la gestion de l’eau<br>The tragedy of the commons poses that when the use of a good is common, that good will tend to be over-used. But what happens when this good is water in a basin on which three countries depend? And what happens when the geopolitical situation makes the possibility of shared inter-state governance unlikely? In this thesis we take the case of the SASS basin, between Tunisia, Algeria and Libya and consider the different possible modes of water governance. In particular, we follow a modality that seemed promising to us, that international experts, from the authority of their technical and economic knowledge, could make adopted the solution that seems the best to them.Thanks to a double ethnographic inquiry, first with a dive in the experts' laboratory, then as close as possible to water management in Tunisian oases, we evaluate the performativity of the experts' model. We notice a certain performativity in modern oases but a lot of resistance in the more traditional ones. This leads us to uncover another tragedy. Even if the model of the experts, which is based on market prices, made it possible to mitigate the tragedy of the commons, it would lead to another tragedy: that of the end of a form of life, a peasant way of life, lived by a large population, forming part of the heritage of humanity. From tragedy to tragedy, only a heuristic of fear, as proposed by H. Jonas, could lead to the common invention of dignified and sustainable solutions for water management

Aujourd'hui, près d'un siècle plus tard, elle témoigne d'un ensemble de transformations qui ont affecté aussi bien les modes d'exploitation de ses ressources que ses paysages. Région principalement pastorale, caractérisée par une organisation sociale tribale et nomade, la J'farra a d'abord connu une longue période de marginalisation économique, avant de devenir, à partir de 1989, un espace de la contrebande. Toutefois, malgré l'expansion spectaculaire de ses activités informelles, il serait dangereusement réducteur de considérer la J'farra comme étant simplement une aire de tolérance établie par les autorités, ou une zone d'exemption économique ou d'exception juridique, car elle est aussi un territoire où s'articulent des revendications émanant des groupes tribaux locaux, des formes de subversion de la frontière et des activités informelles extrêmement variées, et donc où interfèrent représentations symboliques ancrées dans les valeurs du passé d'un côté, modes de faire et comportements inhérents à la mondialisation des échanges d'un autre côté. Cette frontière, qui était jadis infranchissable, a contribué à la déstructuration des territoires tribaux et au dépérissement des modes " traditionnels " de valorisation des ressources locales. Ces transformations ont été favorisées par les politiques de sédentarisation des anciens nomades, même si celles-ci, bien qu'ayant revêtu une ampleur assez grande et ayant mobilisé des moyens importants, ne sont réellement jamais parvenues à éradiquer les anciennes constructions territoriales et à dissoudre les identités qui leur étaient afférentes. Cette situation d'inachèvement a permis, lorsque les réseaux tribaux locaux ont réussi à créer une nouvelle réalité économique grâce aux activités informelles autour de la frontière, que s'engage un début de re-territorialisation inverse. Les réseaux sont animés principalement par une catégorie particulière, les aâmem. Ceux-ci constituent l'élite dominante qui est parvenue à instaurer une nouvelle forme de solidarité tribale, la nouveauté résidant en ce que cette solidarité ne se réfère plus exclusivement, désormais, aux fondements essentiels de l'ancienne configuration sociale tribale, que sont la propriété communautaire des parcours et la sécurité collective, mais qu'elle résulte de l'établissement d'un faisceau d'intérêts propres au groupe tribal, dont les plus importants sont en rapport avec le commerce informel, étant entendu que, d'une part, la participations de chacun des membres du groupe à cette forme de commerce revêt des niveaux inégaux, et que, d'autre part, cette participation demeure ouverte à l'ensemble des membres des lignages j'farris. Les aâmem se sont montrés capables d'inventer des formes alternatives d'encadrement qui se sont substituées à celles de l'Etat et sont parvenues à " faire territoire " jusqu'à faire ré-émerger, au moins dans une certaine mesure, des frontières qui s'inscrivent à la fois concrètement dans l'espace et idéellement dans les représentations. Toutefois, ce territoire qui a émergé dans la J'farra n'est pas homogène et le processus dont il résulte s'est accompagné d'une série d'affrontements. Par ailleurs, le réseau j'farri constitue un système d'action et d'autorité et, en cela, il est caractérisé par une hiérarchie et une inégalité entre ses membres, ce qui génère là encore des clivages entre ceux-ci. Comme l'inégalité en son sein est contraire au code des valeurs tribales, et dénoncée par lui, les modes de régulation interne s'efforcent d'atténuer les oppositions. La prospérité et la pérennité du réseau dépendent de l'unité des ses membres et de son territoire, ainsi que de la persistance du phénomène de la frontière, devenue une ressource grâce à sa subversion. L'activité du réseau informel transnational j'farri fonctionne moins en opposition au territoire étatique que contre l'institution étatique elle-même, à laquelle il essaie d'échapper. La transgression de la frontière, la banalisation de son franchissement par les descendants des anciens nomades, la réactivation des anciennes solidarités tribales au sein de réseaux commerciaux informels transfrontaliers et l'intégration au marché globalisé, ouvrent la voie à la réinvention, selon de nouvelles pratiques, de l'ancienne " conception de vivre " de la population de la J'farra et de son territoire.

Participant en nombre restreint aux travaux de la premiere et de la deuxieme conference des nations unies sur le droit de la mer, les etats arabes n'ont pu qu'assister passivement a la remise en cause du droit classique de la mer. Cette situation a evolue au cours des travaux de la troisieme confe rence des nations unies sur le droit de la mer. En effet, les 21 etats arabes ont participe activement a l'elaboration du nouveau droit de la mer formant ainsi, un groupe homogene sous l'egide de la ligue des etats arabes. Toutefois, cette unite s'est averee precaire comme en temoigne l'affaire du plateau continental tunisolibyen. Quant a la convention adoptee, en 1982, a montego bay, elle fut signee par tous les etats arabes. Et comme l'unite arabe etait precaire et que l'ere des desillusions a tres vite commence, la convention ne fut ratifiee que par six etats prouvant notamment, la victoire du nationalisme maritime meme chez les arabes.<br>In parcipating in the restricted number at the works of the first and second conference on the law of the sea, the arab states could only attend passively to rejection of the classic law of the sea. In fact the 21 arab states have this time participated actively to the elaboration of the new law, creating in a like manned united group under the gouvernance of the arab league. However this unity is trouved precarious as giver evidence the case concerning the tunisian libyan continental shelf. And as the arab unity was precarious and that era of disillusion has quickly began, the convention was only ratified by six states prouving chiefly the victory of the sea nationalisme even among the arab.

Diploma thesis focuses on the role of the Civil Society in the processes of transition to democracy as a part of the possible democratization wave in the Middle East also know as the Arab Spring. For the purposes of the thesis the author examines three case studies of countries with successful revolutions - Egypt, Libya, and Tunisia. Using the method of process-tracing with focus on the path-dependency it traces the changes in the dynamics of the Civil Society in the pre-revolutionary period, concretely during Mubarak's regime in Tunisia, Qaddafi's rule in Libya, and Ben Ali's regime in Tunisia, through the revolutions to the post-revolutionary period. Moreover, the main assumption is that the initial non- democratic regimes have been significantly influencing the transformation process of all three countries and this also applies to the Civil Society as such. The Civil Society, in this thesis, is based on two paradigms. The first is based on the liberal modernization framework and the second is connected with stagnation and socio-economic deprivation. This unique combination contributed to the transformation of Egypt, Libya, and Tunisia. The thesis discusses the progress or lack thereof of in the Middle East, specifically Egypt to achieve "democracy". It will critically explore the reasons why the Arab Spring happened, what were the factors and what changed in Egypt during those times until the present. I will show how it was before the revolution in Egypt which toppled ex-president Mubarak, examine the transition phase when ex-president Morsi was in power, and at the end the second revolution or coup d'état by current president El-Sisi. With that said Egypt will be compared with the other countries in the region; Tunisia, Libya and Syria, and we will see what are some of the similarities in the revolutions as well as some of the differences.

Rebuilding a contested state following an authoritarian breakdown requires widespread support for the new political system from all communal groups. A central theoretical assertion of the institutional design literature is that inclusion of communal groups in institutional frameworks creates support for a political system. However, empirical evidence to either verify or refute this claim is inconclusive. A survey of institutional design literature reveals an implicit distinction between de jure inclusion (inclusive frameworks) and de facto inclusion (inclusion in practice). To date, this distinction has not been sufficiently differentiated and systematically examined, with large-N studies most often examining the impact solely of de jure inclusion on support, and case studies failing to make a clear conceptual distinction between these two elements of inclusion. To address this gap in the research, this study asks: during a period of political transition in a contested state, does de jure inclusion, de facto inclusion, or a combination of both, build support for a political system? To investigate this question, the study undertakes a small-N comparative study of institutional design during political transitions in the Middle East and North Africa region. Four countries are selected that underwent rebuilding of their political institutions following authoritarian breakdown: Egypt, Iraq, Libya, and Tunisia. Four hypotheses are advanced that capture the expectation that either de jure inclusion, de facto inclusion, or a combination of both, will build support for a political system. The hypotheses are investigated in two key institutional design moments in the selected countries: electoral system design and constitution-making. The study finds that de jure inclusion is not a sufficient mechanism to create support of all communal groups for the political system, whilst de facto inclusion may be sufficient. In no case where de jure inclusion alone was observed, was support for the political system present. In all cases where de facto inclusion was present, there was support for the political system, regardless of whether or not there was de jure inclusion. The study contributes to our understanding of the rebuilding of contested states following authoritarian breakdown, suggesting that, alongside an emphasis on de jure inclusion in electoral system design and constitution-making, de facto inclusion deserves consideration.

This graduate thesis analyses the EU security policy towards the Maghreb between 2005 and 2010. It does so in order to ascertain to what extent the level of practical policy corresponds with the level of declarations. Also, by using the promotion of democratic governance in the Maghreb countries under the ENP as s case study, the thesis means to challenge the proposition that European Union can be described as a 'Normative Power'. First chapter briefly presents the concept of 'Normative Power Europe'. Following section looks at the European Security Strategy and localizes the primary position of the goal of democracy promotion in the document. Third part gives an overview of the European policy towards the Mediterranean under which EU relations with the Maghreb have been framed. Most attention is paid to the European Neighbourhood Policy. Next chapter examines the level of practical EU policy. It consists of three separate case studies of European policy towards Tunisia, Morocco and Libya between 2005 and 2010. The fifth and final part qualitatively analyses the way four factors (trade, energy, migration and terrorism) contributed to the structuring of relations of Tunisia, Morocco and Libya with Spain, France and Italy. Na początku 2011 roku Bliskim Wschodem i Północną Afryką wstrząsnęła seria protestów. Rozpoczęła się w Tunezji, by przez Egipt, Libię i Syrię rozlać się niemal na cały region. Choć rewolucji nie przewidziały nawet amerykańskie służby specjalne, były to największe w historii masowe protesty w tym regionie świata. Mimo spadającego zainteresowania mediów tematami zagranicznymi, od początku protestów zwanych Arabską Wiosną na Bliskim Wschodzie, amerykańskie media szeroko komentowały temat, poświęcając wiele miejsca opisowi samych wydarzeń, ale też reakcji na nie amerykańskiej administracji. Kiedy w 2011 roku „Protestujący” – The Protester – uzyskał tytuł „Człowieka Roku” magazynu „Time”, wydawało się, że część świata arabskiego przeszła właśnie rewolucję na niespotykaną skalę. Bezpośrednim efektem Arabskiej Wiosny były wolne, demokratyczne wybory parlamentarne w Egipcie, Tunezji i Libii. Eksperci badający region nie przypuszczali, że tak silnie ukonstytuowany porządek ¬ustanowiony przez sojusznicze wobec USA dyktatorskie rządy może runąć w zaledwie kilka miesięcy.W wielu miejscach to na wyborach zakończył się jednak optymizm związany z Arabską Wiosną. Relacje z prodemokratycznych powstań szybko ustąpiły miejsca problematyce bezpieczeństwa regionalnego i światowego – Arabska Wiosna zmieniła układ sił na Bliskim Wschodzie, zdetronizowała rządzących przez dekady dyktatorów, wzmocniła i rozszerzyła działalność islamskich radykałów. W badanych krajach: Tunezji, Egipcie, Libii i Syrii można dziś zaobserwować trzy rodzaje efektów Arabskiej Wiosny: próbę tworzenia demokratycznych struktur państwowych z brakiem konsekwencji w postaci poprawy warunków życia społeczeństwa (Tunezja), powrót do władzy przedstawicieli reżimów uprzednio rządzących krajem (Egipt) a także eskalację przemocy i chaos wraz ze wzrostem wpływów radykalnych ruchów islamskich (Libia i Syria, przy czym w Syrii od 2011 roku toczy się regularna wojna domowa, która już pochłonęła setki tysięcy ofiar). Do badań wybrano materiały dziennikarskie dotyczące właśnie tych czterech krajów Arabskiej Wiosny, najważniejszych z punktu widzenia jej efektów i stosunków ze Stanami Zjednoczonymi.Powyższa problematyka zainspirowała autorkę do zadania pytania jaki wizerunek w mainstreamowych mediach miała polityka zagraniczna Stanów Zjednoczonych wobec Arabskiej Wiosny. Obowiązkową pozycją na rynku wydawniczym światowych tygodników opinii jest magazyn „Time” i to właśnie ta publikacja stała się przedmiotem analizy. Jest to magazyn opinii o największym nakładzie na świecie. Wydawany na czterech kontynentach, czytywany jest przez przywódców państw i światowych dyplomatów. Publicyści „Time’a” to jedni z najlepszych i najbardziej doświadczonych dziennikarzy na świecie. Amerykańska administracja – rząd supermocarstwa – oceniana jest przez światową opinię publiczną między innymi właśnie poprzez teksty publicystów „Time’a”. Ze względu na szczególne zainteresowanie tego właśnie wydania problematyką wewnętrzną Stanów Zjednoczonych, a tym samym prowadzoną przez mocarstwo polityką zagraniczną, badaniom zostało poddane amerykańskie wydanie magazynu.<br>When the series of protests started in the Arab World at the beginning of 2011 none of the experts, including American intelligence, did not predict how widespread the changes would be in the region. Researchers in most important world think tanks did not predict that stable dictatorships could fall apart in only a couple of weeks.From the early stages of the Arab Spring American media paid close attention to what happened in North Africa. The story appeared in mainstream news when mass protests moved from Tunisia to Egypt. American journalists were especially interested in Egyptian turmoil – Egypt was Washington’s closest ally in the Arab World for 30 years. Journalists felt the era is beginning to crumble. In 2011 “Time” called The Protester The Person of the Year. It was believed that the region has just overcome the spring of nations that Europe experienced in ’89. Free, democratic elections held in Tunisia, Egypt and Libya were the outright effect of the so-called spring. However, elections were the last optimistic breeze of that particular spring. It quickly turned out that along with dictatorships, the status quo of regional politics and alliances has fallen down. Arab Spring has also awakened and strengthened Islamic radicalism. Three models of post-Arab Spring developments can be observed at the moment: 1/ an attempt to create new, democratic governments without visible changes to standards of living in the society (Tunisia), 2/ old regime-friendly figures’ power return (Egypt), 3/ escalating chaos and violence; power vacuum that created perfect environment for Islamic radicals (Libya, Syria). Four mentioned countries are the subjects of research of the dissertation: Tunisia, Egypt, Libya and Syria. Not only the Arab Spring in those four countries was widely covered by world journalists, but also American journalists covered the selection with great attention. Tunisia and Egypt were for three decades listed as close allies of the US in the region, Libya became the subject of first foreign military intervention under president Obama and Syria became a part of strategic debate in the United States on military intervention and sphere of influence.„Time” magazine is the most important American magazine of opinion, especially in covering international issues. Biggest circulation among American magazines, prestigious history of covering international events and experienced staff in the field in the Middle East made the magazine valuable as a subject of research. American administration is being evaluated by the magazine, read not only by ordinary Americans but also leaders around the globe. „Time’s” journalists were especially interested in developments and changes of American foreign policy in the region. „Time” magazine is a benchmark of American journalism and the image of American Foreign Policy introduced by the magazine creates rationales for the perception of US foreign policy in many places in the world.For that reason main aims of the dissertation are:1/ Researching what was the image of American Foreign Policy towards the Arab Spring according to TIME Magazine, 2/ Researching the relevancy of Arab Spring coverage for „Time” as well as for American reader, 3/ An attempt of naming the doctrine of American Foreign Policy towards the Arab Spring countries.Research has been narrowed to three years of „Time” publishing: 154 papers from the period of January 2011-December 2013 has been taken into consideration. Timeframe of the research was set according to the paste of events – the Arab Spring was first mentioned in the magazine in January 2011, the last analytic article about the events was published in September 2013.
