This chapter considers the use of the concept firstly in terms of its impact on individuals affected by the activities of cultural diplomacy through education and employment by relevant institutions. Secondly, by examining the potential for such individuals also to act as cultural diplomats themselves, for their own subaltern and resistant ends, by tracking the life-histories of Na’im Shehadi Makhouly and Stephan Hanna Stephan, both Palestinian Christian employees of the British Mandate administration’s Department of Antiquities. This chapter shows how cultural diplomacy can be activated as a means of dissent within a colonial setting, but that its appeal and potential are limited.

AbstractThe welfare state comprises—besides other parts of social policy—the social security systems which provide insurance cover for the five risks of illness, long-term care, occupational accidents, old age (pension) and unemployment. The social security budgets equate to 17.7% of GDP or some 45% of public budget expenditure. The social security systems have had a unique status in the German public sector since their foundation in the late nineteenth century. On the one hand, as legally independent institutions, they enjoy a certain degree of autonomy and therefore constitute the ‘indirect state administration’. On the other hand, the steering by federal legislation (direct state administration) is quite intensive. However, in implementing this legislation, the institutions are only subject to limited state supervision, which is restricted to legal supervision (Rechtsaufsicht). Moreover, the social security institutions can appeal to the social courts against the orders of the supervising state administration.

AbstractThe setoid model is a model of intensional type theory that validates certain extensionality principles, like function extensionality and propositional extensionality, the latter being a limited form of univalence that equates logically equivalent propositions. The appeal of this model construction is that it can be constructed in a small, intensional, type theoretic metatheory, therefore giving a method to boostrap extensionality. The setoid model has been recently adapted into a formal system, namely Setoid Type Theory (SeTT). SeTT is an extension of intensional Martin-Löf type theory with constructs that give full access to the extensionality principles that hold in the setoid model.Although already a rich theory as currently defined, SeTT currently lacks a way to internalize the notion of type beyond propositions, hence we want to extend SeTT with a universe of setoids. To this aim, we present the construction of a (non-univalent) universe of setoids within the setoid model, first as an inductive-recursive definition, which is then translated to an inductive-inductive definition and finally to an inductive family. These translations from more powerful definition schemas to simpler ones ensure that our construction can still be defined in a relatively small metatheory which includes a proof-irrelevant identity type with a strong transport rule.

For many people, the most worrisome objection to a hierarchical approach is the problem of normal variation, which seems to imply that some (ordinary adult) people have a higher moral status than others. Ideally, what many would like is a step function, where relatively minor differences in underlying capacities typically make no difference to moral status at all. The author suggests that an appeal to practical realism—the thought that moral principles must be selected with an eye toward our actual epistemic and motivational limitations—may provide the basis for just such a step function, illustrating the idea through a discussion of rule consequentialism, but showing how the idea can also be applied across a range of foundational views. This approach may support a version of limited hierarchy, where only a handful of different statuses are used to cover people and the entire animal kingdom, giving all people the same status.

Although PCT rarely appears in legal contracts, when sovereigns restructure bilateral or commercial debts, they normally pay IFIs in full. This paper presents a model where a creditor, such as an IFI, that can commit to lend limited amounts at the risk-free rate and can refrain from lending into arrears is always repaid and adds value.
