Resumo: O presente artigo tem como objetivo propor uma leitura do romance Desesterro (2015), escrito pela autora paulista Sheyla Smanioto, a partir de textos teóricos sobre literatura marginal, identidades marginais e subalternidade. Esta leitura parte da compreensão de que o texto de Smanioto incorpora processos de subjetivação das personagens que não são comumente tratados em textos literários e que vão além da questão da fome, da violência e da miséria em contextos de vulnerabilidade e exclusão social, ainda que passem também por tais questões. Desse modo, a fim de melhor refletir sobre a problemática apresentada, serão mobilizados os trabalhos de Spivak (2010), Dalcastagnè (2012) e Nascimento (2009) para pensar as implicações da subalternidade e identidades marginais, bem como as discussões de bell hooks (2015) e Michel Foucault (2004, 2008) sobre a produção de identidades e os processos de subjetivação e objetificação.Palavras-chave: literatura marginal; modos de subjetivação; literatura brasileira; Sheyla Smanioto.Abstract: This article aims to propose a reading of the novel Desesterro (2015), written by Sheyla Smanioto, born in São Paulo. Supported by theoretical texts about marginal literature, marginal identities and subalternity, the reading starts from the understanding that Smanioto’s text incorporates subjectivation processes. Those processes deal with characters differently from most literary texts, since they go beyond the issue of hunger, violence and misery in contexts of social exclusion, even if such issues are also discussed. Thus, to better reflect on the problem presented, the works of Spivak (2010), Dalcastagnè (2012) and Nascimento (2009) are mobilized to think about the implications of subalternity and marginal identities, as well as the discussions of Michel Foucault (2004, 2008) and bell hooks (2015) about the production of identities and the processes of subjectivation and objectification.Keywords: marginal literature; modes of subjectivation; Brazilian literature; Sheyla Smanioto.

O fenômeno da literatura marginal periférica emerge no sistema literário brasileiro contemporâneo como um movimento que confronta a tradição canônica da literatura, todavia apropriada como um elemento de legitimação. Neste artigo, buscamos evidenciar que os atos de instituição da literatura marginal periférica mantêm articulações com a experiência modernista, operando deslocamentos literários e culturais associados ao conceito de antropofagia, formulado por Oswald de Andrade como proposta de interpretação da cultura brasileira.

ResumoTrata-se, no presente texto, de estabelecer vínculos entre as formas de violência simbólica e imaginária sofridas pelos sujeitos ditos subalternos/marginais e as representações discursivas em textos estético/literários de enfrentamento destas mesmas violências. Neste rumo, procura-se pelas subjetividades plasmadas nos textos oriundos de distintos conjuntos/movimentos recentes, dentro do meio urbano brasileiro, no lapso de tempo das duas últimas décadas — dos anos noventa até dato —, notadamente: a poesia marginal, o movimento mangue, a literatura marginal e o rap/hip hop. Este artigo se propõe a debater a importância da Literatura Marginal, surgida a partir dos anos 2000, para a formação leitora, visando estabelecer a relação entre a produção desses autores e a emergência de um movimento que busca a sua legitimação fora da série literária canônica. Logo, pensando na relação existente entre as literaturas de minorias e as práticas e orientações que norteiam a formação do leitor é que este trabalho busca problematizar como a formação leitora pode, por meio de obras da Literatura Marginal, promover uma efetiva inserção dos chamados grupos sociais minoritários ou marginalizados nas práticas de letramento e que contribuem para o desenvolvimento linguístico do leitor em formação. Ainda, tem-se por objetivo deste artigo avaliar como a Literatura Marginal pode contribuir para uma diversificação e inclusão de conteúdos e temáticas culturais periféricas nas práticas de formação do leitor. Cabe ressaltar que não somente a adoção de textos de autores vinculados à Literatura Marginal (ou a outras literaturas de minorias) é que solucionará todo e qualquer problema relacionado à diversidade temática na formação do leitor. Contudo, se deseja que o presente debate inicie uma reflexão e possível ressignificação das práticas e objetivos que envolvam a formação de leitores, a partir da adoção de manifestações literárias variadas, que nem ao menos são mencionadas nos currículos.

O presente texto trata da literatura produzida nas favelas paulistas, especificamente do Sarau da Cooperifa, analisando os percursos desse movimento artístico e cultural atrelados a um aspecto de ordem política e militante como forma de resistir através da literatura. Foi interessante observar como o “Manifesto da antropofagia periférica” se constituiu como uma aporia de combate aos ditames da antropofagia modernista, questionada de igual maneira por escritores que buscam afirmar suas identidades e literaturas que circulam para além de espaços de consagração dos cânones de poder.

resumo A denominação “literatura marginal” vem se transformando na tradição literária brasileira ao longo das décadas, associando-se a uma gama de estilos, textos e autores. Nos últimos anos, está mais ligada a uma literatura produzida na periferia e que compreende como público setores da sociedade brasileira que nunca foram alvo do mercado editorial. Textualmente, caracteriza-se por apresentar vozes pouco presentes na nossa tradição literária. Todavia, o adjetivo “marginal” é ainda escorregadiço, associando-se a determinados autores e obras talvez mais pelo fato de o utilizarem em manifestos e entrevistas do que por existirem textos com características reconhecíveis como “marginais”. O presente estudo pretende aproximar-se de uma descrição dessa literatura ao se debruçar em publicações como Manual prático do ódio, de Ferréz. Trata-se, portanto, de uma proposta descritiva e comparativa cujo objetivo é traçar alguns elementos pertinentes à literatura conhecida como marginal, assim a diferenciando de outras marginalidades da nossa história literária.

No Brasil, a segregação urbana é uma das faces mais importantes da desigualdade social e parte promotora da mesma. Essa segregação, junto a um sentimento político-social, unido ao posicionamento marginal de alguns grupos sociais, culminou no surgimento de uma rede de produção cultural independente cuja novidade consiste na representação e divulgação da identidade local. Dentro destas manifestações encontra-se a Literatura Marginal. Nesse tipo de literatura, os próprios autores das obras são marginalizados por uma sociedade que não lhes dá ouvidos ou voz para falar e, na forma de escrever, encontraram um modo de mostrar sua revolta e a busca por reconhecimento social e étnico. O objetivo deste artigo é apresentar um pouco desta produção literária dos últimos 20 anos no Brasil, suas peculiaridades de formas e temas.

Abstract:
No presente trabalho, o objeto de análise é a Literatura Marginal produzida por Ferréz e seus pontos de contato com um deslocamento do lugar da periferia. Partindo dessa ideia, esta pesquisa pensa Ferréz, em alguns momentos, e dialoga com outros escritores da periferia e suas preferências temáticas. Falando da periferia como tema do escritor da nova geração da Literatura Marginal e como possibilidade de que essa Literatura despontasse, esta pesquisa tem início com a discussão do conceito de periferia e, em seguida, coloca em perspectiva e realiza um sobrevoo entre os diferentes sentidos do termo marginalidade no contexto da Literatura e nas artes de uma maneira ampla. A partir das referidas observações, são discutidas as primeiras expressões de marginalidade na literatura, especialmente aqui no Brasil e verificadas quando se começou, de fato, a aplicar essa expressão marginal na Literatura. Assim, são apresentadas as três principais conotações de marginalidade: (i) aquela que se refere à cultura marginal das décadas de 1960 e 1970; (ii) aquela que diz respeito à poesia marginal do mesmo período; e (iii) a que se relaciona aos escritores que trazem a periferia como tema ou, ainda, aqueles que são oriundos dela. Em seguida, são apresentados os traços da marginalidade literária da nova geração e algumas ações político-culturais de alguns escritores. Nesse momento, há um aprofundamento no objetivo desta pesquisa, que é discutir as mutações na Literatura Marginal e no discurso de Férrez dentro de uma nova concepção de marginalidade literária, inseparável de novos sentidos e contextos da ideia de periferia.

Abstract:
Esta dissertação tem por objeto a leitura literária de textos marginal-periféricos na escola a partir de experiências com turmas de ensino fundamental II e ensino médio em escola da rede pública do estado de São Paulo. Discutir a pertinência da inserção dessa literatura na esfera educacional, considerando-a como força atuante dentro do campo literário, bem como as relações dessa vertente com o mercado cultural, constitui um dos objetivos deste estudo. Para tanto foram utilizadas, sobretudo, as noções de campo (Pierre Boudieu) e secundariamente a de polissistema (Itamar Even-Zohar). O processo de leitura das obras dessa modalidade pelo aluno leitor foi abordado à luz da teoria da recepção (Hans Robert Jauss e Vincent Jouve). O corpus selecionado para a análise dos elementos que favoreceriam a identificação por parte do receptor é constituído de quatro obras marginais e/ou periféricas de autores diferentes: Capão Pecado, de Ferréz; Graduado em marginalidade, de Sacolinha; Vão, de Allan da Rosa e Te pego lá fora, de Rodrigo Ciríaco. Depreendeu-se do estudo que o valor maior das obras marginalperiféricas estaria relacionado à representatividade social e à apropriação da escrita por grupos historicamente desfavorecidos, o que ocasionaria identificação por parte do leitor, aluno de escolas de periferia. Além dessa identificação, observada no processo de leitura, discutiu-se também a necessidade de um viés de distanciamento, estudado por meio de comparações com teorias teatrais.
The subject of this dissertation is the reading of marginal literary pieces, texts produced by a group of writers from the outskirts of São Paulo city, known as Periferia. Taking in consideration the teaching experiences in middle and high school classes in a public school of São Paulo state and understanding that marginal literature is one of the major influences within the literary field as well as the relation of this group with the publishing market, this study discusses the pertinency of the inclusion of this literature in educational sphere. It was based on the notion of field of Pierre Bourdieu and supplemented by the polysemy of Itamar Even-Zohar. The reading process was seen through the reception theory (Hans Robert Jauss and Vicent Jouve). In order to analyze the elements that help in the process of reader identification, the corpus was Capão Pecado by Ferréz, Graduado em Marginalidade by Sacolinha, Vão by Allan da Rosa and Te Pego Lá Fora by Rodrigo Ciríaco. The conclusion is the value of this kind of literature seems to be related to the social representation and the writing appropriation by historically deprived groups, because of that, the public school readers, raised in the outskirts of a metropolis identify themselves with the texts. Besides the identification, observed during the reading process, it also discusses a need for aloofness, studied in comparison with acting theories.

A presente dissertação tem como objetivo principal problematizar a questão da Literatura Marginal / Periférica e apresentá-la no âmbito da Literatura e das Culturas. Para a construção do trabalho, foram utilizados teóricos que trabalham e reveem conceitos de cultura, não cristalizados, tais como, Cultura Popular, Cultura de Elite e Cultura de Massa, tendo em vista uma concepção de mercado e de socialização da arte. Ao mesmo tempo, a fim de inserir este novo movimento literário no âmbito das artes e das instituições, foram feitas entrevistas e utilizadas obras literárias de três autores (Ferréz, Alessandro Buzo e Allan da Rosa) e de uma autora (Elizandra Souza) que atuam na cena literária marginal / periférica. Para sua concretização, o estudo toma como referência as indagações e as recepções diante das culturas e da indústria cultural, ao traçar um panorama de como este movimento vem atuando na Literatura Brasileira Contemporânea
The present dissertation aims at raising issues around the socalled Marginal or Peripheral Literature and at locating it in the field of Literature and Culture. In the organization of the work, intellectuals working and revising culture-related non-crystallized concepts, such as Popular Culture, Culture of the Elites and Mass Culture have been used, taking into consideration conceptions related to the market and to the socializing of art. At the same time, in order to place this new literary movement in the field of the arts and institutions, interviews were made and literary works by four different authors who are active participants in the marginal / peripheral literary scene were used: three male authors (Ferréz, Alessandro Buzo and Allan da Rosa) and one female author (Elizandra Souza). In the background, the present study takes into consideration different questionings and reception to both culture and industrial culture, as it designs a panorama of the way such movement has been presented in Contemporary Brazilian Literature

Resumo: Pretende-se neste trabalho analisar, sob a perspectiva bakhtiniana, enunciados verbo-visuais que fazem menção à literatura marginal brasileira contemporânea. A seleção dos enunciados privilegiou aqueles que se destacaram quanto à identidade dessa literatura, ou seja, enunciados que mostram de que espaço social é esta literatura, por quem ela é feita (eu), para quem ela possivelmente se destina (outro). Destaque-se que a relação entre o espaço, tempo, o eu e o outro é essencial para a produção de sentido e para a (re) formação da identidade desta literatura. O corpus se constitui das três capas das edições especiais da revista Caros Amigos sobre a literatura marginal publicada entre os anos de 2001 a 2004, a Carta ao leitor publicada na primeira edição da revista e enunciados verbo-visuais como capas de livros e cartazes veiculados em sites, redes sociais e blogs
Abstract: It is intended in this paper to analyze, from Bakhtin's perspective, verb-visual enunciations which refer to literatura marginal. The selection of enunciations privileged those that stood out about the identity of this literature, that is, enunciations that show that social space is this literature, by whom it is made, to whom she possibly intended. It is noteworthy that the relationship between space, time, and I and other is essential to the production direction and to (re) formation of the identity of this literature. The corpus is constituted of three layers of special editions of the magazine Caros Amigos about literatura marginal published between the years 2001 to 2004, the Carta ao leitor published in the first edition of the magazine and enunciations verb-visual book covers and posters linked in sites, social networks and blogs

Resumo: Os saraus literários da periferia de São Paulo se tornaram uma tendência em todo o país. Bares em bairros pobres abrem suas portas para poetas negros e pobres que desejam mostrar seu talento e se organizar coletivamente para disseminar essa importante produção artístico-cultural, fortalecer identidades culturais e racias e formar leitores nas periferias das grandes cidades. Tais encontros despertaram o interesse das comunidades pobres, de pesquisadores e do mercado editorial, além de apontar para possibilidades de pensar a crítica literária e até mesmo o ensino de leitura e de literatura em espaços institucionais como a escola. Além disso, desde a publicação da Edição Especial da Revista Caros Amigos Literatura Marginal, a diversidade linguística de uma periferia hibridizada e sincrética tem sido vista como a principal característica da literatura marginal/periférica. Uma literatura original, multimodal e multissemiótica, que cria efeitos de sentido inesperados e experiências únicas de fruição estética. Não são poucas as contribuições dessas organizações e nosso objetivo é analisar alguns dos eventos de letramentos e multiletramentos que constituem esses contextos e possibilitam sua atuação estético-política. Para tanto, observamos o sarau Elo da Corrente, por sua representatividade junto aos coletivos que se dedicam à literatura marginal/periférica. No Elo, pudemos encontrar todas as referências apontadas como fundamentais da literatura marginal/periférica, cujas contribuições destacaremos aqui: os marginais dos anos 70, a literatura negra, o movimento cultural Hip Hop e a cultura nordestina. Tal diversidade é possível, dentre outras coisas, pelas muitas influências estéticas e culturais que compõem os espaços
Abstract: The literary soirees the outskirts of São Paulo became a trend throughout the country. Bars in poor neighborhoods open their doors to black and poor poets who wish to show their talent and organize collectively to disseminate this important artistic and cultural production, strengthen cultural and racias identities and educating readers on the outskirts of large cities. Such meetings aroused the interest of poor communities, researchers and publishing, and point to possibilities of thinking literary criticism and even the teaching of reading and literature in institutional spaces such as school. In addition, since the publication of the Journal Special Edition Dear Friends Marginal Literature , linguistic diversity of a hybridized and syncretic periphery is considered the main feature of marginal / peripheral literature. An original literature, multimodal and multissemiótica establishing unexpected sense effects and unique experiences of aesthetic enjoyment. Many are the contributions of these organizations and our goal is to analyze some of literacies and multiliteracies events that constitute these contexts and enable its aesthetic and political action. Therefore, observe the soiree Link Chain , in representation among collectives engaged in marginal / peripheral literature. In Elo could find all references identified as key marginal literature / peripheral, whose contributions highlight here: the marginal 70s, the black literature, the cultural movement Hip Hop and nosdestina culture Such diversity is possible, among other things. for the many aesthetic and cultural influences that make up the spaces

A literatura marginal periférica conquistou, na última década, reconhecimento crítico e espaço nos meios acadêmicos. Por sua natureza engajada e pela própria dinâmica dessa literatura, observamos que autores periféricos utilizam amplamente o ciberespaço para a livre circulação de algumas obras e divulgação de projetos culturais. Nesse contexto, pretendemos explorar a interação da literatura marginal com as novas tecnologias de comunicação e a maneira como os autores Sergio Vaz, Ferréz e Marcelino Freire utilizam esses espaços para difundirem uma literatura combativa que participa dos movimentos sociais ao mesmo tempo em que afirma um novo perfil de escritores e uma estética própria da periferia na tradição literária brasileira.
Peripheral marginal literature has achieved, in the last decade, critical recognition and space in academic circles. Due to the committed nature and dynamics of this literary genre, we observe that non-canonical authors widely take advantage of the cyberspace for a free circulation of several works as well as the spread of cultural enterprises. In this context, we intend to explore the interaction of marginal literature with the new technologies of communication and the way in which the authors Sergio Vaz, Ferréz and Marcelino Freire benefit from these writing spaces in order to disseminate an engaged literature that participates in the social movements at the same time that it affirms both a new profile of writers and a unique aesthetic of a Brazilian literary tradition.

Este trabalho busca analisar a apropriação recente da expressão \"literatura marginal\" por escritores oriundos da periferia, tomando como ponto de partida o conjunto de autores que publicaram nas três edições especiais Caros Amigos/ Literatura Marginal, nos anos de 2001, 2002 e 2004. A pista deixada por essas publicações era que, mais do que o perfil sociológico dos participantes ou um determinado tipo de literatura, a junção das categorias literatura e marginalidade por tais escritores encobria uma atuação cultural específica, que está relacionada a um conjunto de experiências e elaborações compartilhadas sobre marginalidade e periferia, assim como a um vínculo estabelecido entre criação literária e realidade social. Por isso, além de apresentar empiricamente essa nova geração de escritores marginais, esta pesquisa visou articular a formação interna do grupo e seu significado mais geral, buscando demonstrar como um conjunto de idéias e vivências compartilhadas possibilitou que moradores da periferia, tradicionalmente excluídos como sujeitos do processo simbólico, pudessem entrar em cena para produzir sua própria imagem, dando origem a uma intensa movimentação cultural em bairros da periferia paulistana.
This work intends to analyze the recent appropriation of the expression \"marginal literature\" for deriving writers of the periphery, being taken as starting point the set of authors who had published in three special editions of Caros Amigos/ Literatura Marginal, in the years of 2001, 2002 and 2004. The hint left for these publications was that, more than the sociological profile of the participants or a stricted kind of literature, the junction of the categories literature and marginality for such writers hid a cultural specific performance, which is linked to a set of experiences and elaborations shared on marginality and periphery, as well as a link established between literary creation and social reality. Therefore, besides empirically to present this new generation of writers delinquents, this research aimed at to articulate the internal formation of the group and its meaning more general, searching to demonstrate as a set of ideas and shared experiences made possible that living of the periphery, traditionally excluded as citizens of the symbolic process, they could enter in scene to produce its own image, giving origin to an intense cultural movement in paulistana neighbourhoods of periphery.

Pretende-se neste trabalho analisar, sob a perspectiva bakhtiniana, enunciados verbo-visuais que fazem menção à literatura marginal brasileira contemporânea. A seleção dos enunciados privilegiou aqueles que se destacaram quanto à identidade dessa literatura, ou seja, enunciados que mostram de que espaço social é esta literatura, por quem ela é feita (eu), para quem ela possivelmente se destina (outro). Destaque-se que a relação entre o espaço, tempo, o eu e o outro é essencial para a produção de sentido e para a (re) formação da identidade desta literatura. O corpus se constitui das três capas das edições especiais da revista Caros Amigos sobre a literatura marginal publicada entre os anos de 2001 a 2004, a Carta ao leitor publicada na primeira edição da revista e enunciados verbo-visuais como capas de livros e cartazes veiculados em sites, redes sociais e blogs
It is intended in this paper to analyze, from Bakhtin's perspective, verb-visual enunciations which refer to literatura marginal. The selection of enunciations privileged those that stood out about the identity of this literature, that is, enunciations that show that social space is this literature, by whom it is made, to whom she possibly intended. It is noteworthy that the relationship between space, time, and I and other is essential to the production direction and to (re) formation of the identity of this literature. Introdução. O estresse estimula respostas hormonais que alteram a concentração das células do sangue. As células sanguíneas brancas são mais variáveis nos gatos que nos cães, isso ocorre porque os felinos possuem um pool marginal muito maior. Assim, a leucocitose nos gatos pode aumentar quatro vezes quanto ao limite de referência, sendo importante conhecer a atuação do estresse no organismo para evitar erros no diagnóstico. Em situações que ocorre a estimulação do sistema nervoso simpático, resultando no estresse agudo, é esperado encontrar leucocitose, neutrofilia, eosinofilia e linfocitose. Objetivo. O presente estudo visa fazer uma revisão bibliográfica sobre a influência do estresse agudo em felinos domésticos e evidenciar a importância de conhecer seu aspecto fisiológico no organismo. Material e métodos. Foi realizada uma pesquisa bibliográfica utilizando o Google Acadêmico utilizando como palavras-chaves “leucograma”, “estresse” e "felinos". Resultados. O estresse é considerado um distúrbio da hemostasia que promove alterações leucocitárias, causando o aumento de catecolaminas que é evidenciada no hemograma por um quadro de leucocitose fisiológica, provocando uma redistribuição dos neutrófilos que são movidos do pool marginal para o pool circulante, entrando então na contagem do sangue. O pool marginal do felino é relativamente maior, o que aumenta o fluxo quando comparado ao cão, e o grau da neutrofilia geralmente é maior em gatos jovens, pois possuem um maior números de neutrófilos no pool marginal. As catecolaminas também bloqueiam a entrada dos linfócitos nos órgãos linfóides, ficando então mais presentes no sangue. A leucocitose fisiológica ocorre com minutos do estímulo e pode durar até 30 minutos. Conclusão. A adaptação dos consultórios para o atendimento felino e o manejo cat friendly são necessários para reduzir as alterações leucocitárias decorrentes do estresse agudo, assim como o conhecimento do clínico sobre o estado clínico do animal e aspectos fisiológicos do estresse.

We study the problem of constructing the relational marginal polytope (RMP) of a given set of first-order formulas. Past work has shown that the RMP construction problem can be reduced to weighted first-order model counting (WFOMC). However, existing reductions in the literature are intractable in practice, since they typically require an infeasibly large number of calls to a WFOMC oracle. In this paper, we propose an algorithm to construct RMPs using fewer oracle calls. As an application, we also show how to apply this new algorithm to improve an existing approximation scheme for WFOMC. We demonstrate the efficiency of the proposed approaches experimentally, and find that our method provides speed-ups over the baseline for RMP construction of a full order of magnitude.

Abstract Extant literature strongly suggest that marginal oil field operators are vital to economic growth and social development. The conjecture is that marginal field operators need to be nimble and innovative in order to survive, and this form the basic premise for this study. The objective of the study is to investigate the role of innovation as one of the success factors formarginal oil field development in Niger Delta region. The study methodology involved literature review and multiple level case study of operating marginal fields which demonstrated that innovation can bring about efficiency and cost reduction. The innovation facilitates the utilization of competitiveness and cluster system to transform the marginal field development to wealth creation. The study among other recommends that the Niger Delta region should be given urgent attention for the development of comprehensive infrastructure in order to transform the marginal field development into competitive oil and gas business.

Abstract The oil and gas industry in Nigeria is undergoing rapid change and explosive growth especially for marginal oil fields. Marginal oil fields operators are indigenous companies with limited profitability and some operators embrace outsourcing in their operations. Furthermore, outsourcing is process in which a company contract with another company to manage service that it does not want to provide by itself. The study examined the effect of outsourcing on marginal field operations. Using literature review and case study in India, Egypt and Malaysia by marginal field operators it is observed that outsourcing has positively contributed to delivery of marginal field project. Outsourcing is beneficial because it allows companies to reduce their fixed asset costs. Outsourcing in form of alliance between indigenous and foreign companies would enhance the credibility of the indigenous companies and stimulate capacity building in terms of knowledge and technology transfer. It is recommended that for effective outsourcing there should be a clear legal frame work.

Abstract Product durability impacts both the environment and the economy. Companies are changing their business models to the circular economy. In this model, the ownership of the product remains with the manufacturer. With this new paradigm, determining the life of the product becomes even more important for the success of the business model. The metric defined as the Marginal Cost of Durability (MCD) determines the cost to increase or decrease the life of the system. For a system to last longer, more materials are needed to counteract the fatigue damage. While this metric has been defined and used in studies throughout the literature, there is a need for a formal method of collecting this data. This paper presents a novel method for measuring the MCD aided by Metamodel-Based Optimization. A case study is presented to demonstrate this method when applied to a wind turbine tower. The results indicate that there is an increasing linear relationship between life and cost. A wind turbine tower designed for 80 years has 34% more mass and cost than a 20-year design.

Abstract:
This paper addresses COVID-19 in India, looking at how the interplay of inequality, vulnerability, and the pandemic has compounded uncertainties for poor and marginalised groups, leading to insecurity, stigma and a severe loss of livelihoods. A strict government lockdown destroyed the incomes of farmers and urban informal workers and triggered an exodus of migrant workers from Indian cities, a mass movement which placed additional pressures on the country's rural communities. Elsewhere in the country, lockdown restrictions and pandemic response have coincided with heatwaves, floods and cyclones, impeding disaster response and relief. At the same time, the pandemic has been politicised to target minority groups (such as Muslims, Dalits), suppress dissent, and undermine constitutional values. The paper focuses on how COVID-19 has intersected with and multiplied existing uncertainties faced by different vulnerable groups and communities in India who have remained largely invisible in India's development story. With the biggest challenge for government now being to mitigate the further fall of millions of people into extreme poverty, the brief also reflects on pathways for recovery and transformation, including opportunities for rural revival, inclusive welfare, and community response. This brief is based on a review of existing published and grey literature, and 23 interviews with experts and practitioners from 12 states in India, including representation from domestic and international NGOs, and local civil society organisations. It was developed for the Social Science in Humanitarian Action Platform (SSHAP) by Justin Pickard, Shilpi Srivastava, Lyla Mehta (IDS), and Mihir R. Bhatt. Some of the cases draw on ongoing research of the TAPESTRY project, which explores bottom-up transformations in marginal environments across India and Bangladesh.

Since 2010, transit agencies have given priority to multi-family residential construction referred to as transit oriented development (TOD), with an emphasis on housing affordability. In second place for urban planners but popular with suburban commuters is free or inexpensive parking near rail or bus transit centers, known as park-and-ride (PnR). Sometimes, TOD and PnR are combined in the same development. Public policy seeks to gain high community value from both of these land uses, and there is public interest in understanding the circumstances and locations where one of these two uses should be emphasized over the other. Multiple justifications for each are offered in the professional literature and reviewed in this report. Fundamental to the strategic decision making necessary to allocate public resources toward one use or the other is a determination of the degree to which each approach generates transit ridership. In the research reported here, econometric analysis of GIS data for transit stops, PnR locations, and residential density was employed to measure their influence on transit boardings for samples of transit stops at the main transit agencies in Seattle, Los Angeles, and San José. Results from all three cities indicate that adding 100 parking spaces close to a transit stop has a larger marginal impact than adding 100 housing units. Previous academic research estimating the higher ridership generation per floor area of PnR compared to multi-family TOD housing makes this show of strength for parking an expected finding. At the same time, this report reviews several common public policy justifications for TOD as a preferred land development emphasis near transit stations, such as revenue generation for the transit agency and providing a location for below-market affordable housing where occupants do not need to have a car. If increasing ridership is important for a transit agency, then parking for customers who want to drive to a station is an important option. There may also be additional benefits for park-and-ride in responding to the ongoing pandemic.
