Abstract:
The article analyzes some results of the international migration of the Lithuanian population in the context of European integration. During the post-Soviet period, irreversible transformations of the country's economic system have taken place. With the accession to the EU, a significant part of the population is oriented towards work in other EU countries, as a result, the quality of labor potential in modern Lithuania is decreasing. Young people do not see any special career prospects in their country. The slowdown in European integration processes, compounded by the restrictions of the coronavirus pandemic, triggered the return of a significant part of previously emigrated Lithuanian citizens to their homeland in 2020. Stopping the flow of money from EU funds to reform the economy and support public institutions in Lithuania will significantly exacerbate the systemic problems of the Lithuanian economy that accumulated during the post-Soviet period of development. It is highly likely that returning Lithuanians will not be able to fulfill their expectations in the labor and social sphere, which will provoke tension in Lithuanian society. In this situation, Russia's constructive policy towards Lithuania could create an alternative to the European vector of development, reorienting the migration preferences of the younger generation of Lithuanians from the West to the East.

Abstract:
The prevailing opinion in Lithuania is that the country‘s economic growth was determined by the inflow of foreign direct investments (FDI). Their influence on the Lithuanian economy remains unquestionable, however, there is a tendency to overestimate their impact, while otherfactors are under-estimated or ignored completely when conclusions on their influence on the country‘s economy are drawn. Based on the data of the Department of Statistics of Lithuania, Eurostat, other agencies and the analysis of the research of Lithuanian and foreign academics on FDI, and the impact of the innovations on the country‘s economy, the given study presents the analysis of the three main channels for the technological and innovation diffusion, which have exercised a decisive influence on the economic development in Lithuania over the last decade. They are foreign direct investments, international trade, and the country‘s knowledge capital. These diffusion channels were considerably important in the transition period, however, the creation of original knowledge and innovations, or the creative application of the technology created in other countries and application of the knowledge gained abroad was utilised least. In Lithuania,, the creation and adoption of extended modifying innovations and technologies was dominant in terms of innovation modes, while the strategic innovations were created by only 1 percent of Lithuanian enterprises . A comparative analysis of surveys, statistical data, and academic studies was conducted and lead to the conclusion that the main technology and innovation diffusion channel, as well as the main driving force behind Lithuania‘s economy during the transitional period of 1996–2007 was neithert FDI nor the scientific potential of the country, but rather the international trade. In addition, the data suggests that the country‘s scientific potential was ill-prepared for the changes brought on by globalisation and had a very weak impact on the growth of the Lithuanian economy and the economy‘s technological and innovational reorientation, which led to the enterprises searching for other possible sources of innovation. The model for the creation of innovation eacompassing state institutions, the science community and enterprises was not functional during the said period in Lithuania.

Abstract:
Despite the strong public interest in the accountability and efficiency in education spending on higher education institutions (HEIs) in Lithuania, there are currently no existing studies which have examined the impact of HEIs on the country’s economy. In the present study, we have used a disaggregated input-output table for Lithuania’s tertiary education institutions in order to determine the output value added to the local economy by the presence of HEIs. The results of the study have revealed that HEIs contribute to the Lithuanian economy in the period of (2010–2016), with the average of gross domestic output (GDP) of 298.48 mln. euros. The present study is the first of its kind to use input-output table evaluate the impact of HEIs on Lithuania’s economy, and its results could be of significant value to the current policy debates regarding the status of higher education in Lithuania.

Research background: COVID-19 pandemic became the global issue in today’s world. Due to the globalized world, the virus had a possibility to spread across the globe and infect people from different nations and continents. However, COVID-19 pandemic is the consequence of globalization that has tremendous social-economic outcomes around the globe. COVID-19 also induced the panic in mass media and governments adopted new policies and precautions in order to minimize the damage and spread of this virus. However, due to the government restrictions, the consumer behavior also had a drastic change and influenced the economy as a whole. Purpose of the article: To investigate the social-economic effects of COVID-19 pandemic in Lithuania. Methods: scientific literature analysis, statistical analysis of secondary data and comparative analysis. Findings & Value added: People are well informed about the COVID-19 pandemics in Lithuania. Thread of COVID-19 was seen as real and Lithuanians were in panic that affected their behaviour on purchasing consumer goods and services. Lithuanian economic sectors were affected differently. However, Lithuania has a mild social-economic effects of COVID-19, were more concerned about global issues related to the virus (spreading globally and in Europe, impact on economy and etc.) and less about personal, local and national issues (closure of Lithuanian borders, closure of schools and universities, crisis in tourism and other sectors).

Abstract:
The article analyses problems of cluster’s formation in Lithuania. The reasons why clusters in Lithuania are evolving slowly are described in this article. Also cluster’s development process in a logical sequence is submitted. The article accented that the Lithuanian cluster’s policy principles should assess the specific Lithuanian conditions, the positive foreign experience and strategic objectives of competitiveness.Lithuanian status of fisheries sector is estimated. Also the main problems in this sector are named: complexity of management, decreasing of fishing quota, shorter season of cod fishing, economic problems. The article made assumptions that the clustering process should ensure more sustainable development of the sector, a new operational quality creating the ability to compete at lower prices and innovation. Also it was emphasized that clustering processes should assess such factors as: sector’s culture, competitive opportunities and sustainable development of the region.During formation of this cluster it is recommended to assess the fisheries sector as the component of Lithuanian maritime economy. Lithuanian maritime cluster should be developed allowing for common features inherent in clusters, assessing sustainable development principles of the sector. In this way Lithuanian maritime cluster combines not only the fisheries sector but also the activities characterized by Lithuanian maritime economy.

Purpose – the main purpose of this scientific paper is to reveal the potential of agricultural products of Lithuanian origin to compete in ever-growing international market for Western style food. Design/methodology/approach –The methods of research employed are as follows: analysis of a scientific literature, analysis of a statistical data, correlation analysis and small sample interview. Findings – International trade in agricultural products is one of the most competitive sectors of national economy providing a substantial surplus to foreign payments balance. One of potential export facilitators of agricultural products of Lithuanian origin are businessman, engaged in re-export of agricultural products from Lithuania. The ability of Lithuanina agricultural producers to sell their production in the World market is lower than in other similar EU countries. Research limitations/implications – the research provides insights, on how it could be possible to facilitate export of agricultural products of Lithuanian origin. In order to get clear directions what steps should be taken, there is a need for further researches. Practical implications - new approach of increasing export of agricultural products of Lithuanian origin is presented. Originality/Value – The paper provides new insights on Lithuanian international trade in agricultural products. Keywords: intra-industry trade, export, agricultural products, Lithuania. Abstract:
In the scientific literature the shadow economy is defined as complex phenomena. The existence of it is determined by various causes and factors and the main purpose of this paper is to describe the meaning of shadow economy and estimate the size of it in Lithuania. The main tasks of this paper are to analyse the main conception of shadow economy, to present alternative methodologies for measuring the shadow economy, to analyse the level of shadow economy in Lithuania and disclose the main causes of it. The first part of the paper analyses the main conception of shadow economy. There are various points of view describing the definition of shadow economy and it depends on the main point of research. In this paper it is used the economical point of view. The second part of the paper presents the alternative methodologies for measuring shadow economy. There are various methods assigned to direct, indirect and factorial groups. Finally, in the third part of the paper it is presented the results of other authors’ researches of Lithuanian shadow economy. According to them, the rate of Lithuanian shadow economy fluctuates between 17-33.8% of gross domestic product. The most important Lithuanian shadow economy causes are too big tax burden, gaps in legislation, distrust and dissatisfaction of government.

Lithuania is a small developing market economy which inherited the specific soviet economic structure and so‐called “homus sovieticus” mentality which excluded a possibility for business of property valuation. Within a historically short period of time Lithuania moved from the closed soviet economic area into the area of global economy, which presented different business valuation criteria. Taking the above into account, let us evaluate the professional and ethical potential of Lithuanian property valuers, who have played and will be playing a significant role in the country's economic development, and see whether this potential will enable them to become full‐fledged members of the Western property valuers’ community.

The present thesis deals with the conceptual economy-related metaphors in the economic discourse. The aim of the thesis is to provide the comparative analysis on the economy-related conceptual metaphors in popular economic discourse in English and Lithuanian. The paper attempts to describe the concept of metaphor and how this rhetorical device is used in the economic discourse. The analysis aims at exploring which metaphoric constructions are dominant in the English and Lithuanian economic rhetoric as well as pointing out the differences or similarities in the usage of the linguistic expressions of these constructions and the functions of the metaphorical language in economic texts. The paper consists of two parts, theoretical and analytical. Chapter 2 and 3 provides theoretical background for the analysis. Chapter 2 discusses the concept of metaphor. Section 2.1 deals with the traditional view of metaphor; whereas section 2.2 introduces cognitive linguistics and how this discipline describes metaphor. Next, section 2.3 provides a discussion on the conceptual metaphor. Section 2.4 cultural variation in metaphor is discussed briefly. Chapter 3 deals with the metaphors in economic discourse. Šis darbas nagrinėja konceptualiąsias su ekonomika susijusias metaforas anglų ir lietuvių ekonominiame diskurse. Analizės tikslas buvo išsiaiškinti, kurios konceptualiųjų metaforų konstrukcijos yra plačiausiai naudojamos lietuvių bei anglų ekonominėje retorikoje pabrėžiant vartojimo skirtumus bei panašumus koncentruojantis į funkcijas, kurias jos atlieka. Ekonominiame bei politiniame diskurse metafora dažnai suvokiama kaip ideologinė priemonė, kuria siekiama paveikti, įtikinti ir manipuliuoti žmonėmis. Atlikus straipsnių, kurių tema yra Lietuvos bei Didžiosios Britanijos stojimas bei požiūris į Euro zoną, populiariuose ekonominiuose leidiniuose, buvo nustatyta, jog dažniausiai ekonominė sistema yra konceptualizuojama kaip gyva būtybė, sodas bei mechanizmas arba mašina. Antroje darbo dalyje pateikta kaip vertinti globalios ekonomikos procesus, pateikti globalizacijos rodikliai, indeksai ir elementai. Trečioje darbo dalyje pateiktas globalizacijos ypatumų poveikio Lietuvos ekonomikai tyrimas, kuriama išanalizuotas Lietuvos patrauklumas investicijoms, užsienio prekybos balansas ir darbuotojų mobilumo analizė. Darbo pabaigoje suformuluotas magistrinio baigiamojo darbo išvados ir siūlymai.
In the master’s final work, based on the designed methodology, assessed globalization characteristics in Lithuanian economy. In the first work’s part described the globalization phenomenon and its’ characteristics in the context of economic activity, given concept of globalization, basic concepts. Also described world economic globalization development, excluded globalization characteristics and its’ impact to the economy state. The second part of final work assesses global economic processes, provided globalization indicators, indices and elements. In the third part analyzed globalization characteristics impact to the Lithuanian economy, attractiveness for investment, foreign trade balance and employee mobility. In the end of the Master's final work given conclusions and recommendations.

The analysis of innovation research reveals that it is known more about the role and impact of innovations than about how they are developed and implemented. In the dissertation, various innovation factors are analysed taking into account context and systemic nature of innovation. While analysing theoretical aspects critical for identification of significant innovation factors, innovation definition, typology, and management peculiarities are considered, because they limit the set of innovation factors. Systemic analysis of factors, presented in economic and management literature, allows identifying a number of theoretical innovation factors, which also include economic factors. Problems related to factor measurement are described as well, because measurement issue is a part of factor significance evaluation task. Taking into account the conclusions of theoretical analysis and experience of empirical research on innovation factors, research algorithm and sequence, used for evaluation of innovation factors’ influence, are formulated. It is suggested to evaluate the influence of innovation factors by using logit method and analysing statistical significance of variables’ coefficients and factors’ marginal effects. Using the algorithm and related methods, empirical study of innovation factors’ influence in Lithuanian firms during the periods 1999-2001 and 2002-2004 is conducted. Inovacijų tyrimų analizė atskleidžia, kad yra žinoma daugiau apie inovacijų vaidmenį ir poveikį nei apie tai, kaip jos kuriamos ir diegiamos. Disertacijoje analizuojama atskirų inovacijų veiksnių įtaka inovacinės veiklos rezultatams, atsižvelgiant į kontekstą ir sisteminį inovacijų pobūdį. Analizuojant teorinius aspektus, kritinius nustatant veiksnių reikšmingumą, nagrinėjamas inovacijos apibrėžimas, taip pat tipologija ir valdymo ypatumai, kurie riboja inovacijų veiksnių aibę. Ekonominėje ir vadybinėje literatūroje pateikiamų veiksnių sisteminė analizė leidžia identifikuoti teorinius inovacijų veiksnius, tarp kurių yra ir ekonominiai veiksniai. Taip pat išryškinama inovacijų ir jų veiksnių matavimo problema, kuri kyla vertinant veiksnių reikšmingumą. Atsižvelgiant į teorinės analizės išvadas bei inovacijų veiksnių ekonominių empirinių tyrimų patirtį, formuojamas inovacijų veiksnių įtakos vertinimo algoritmas ir nuoseklumas. Inovacijų veiksnių įtaką siūloma vertinti naudojant tikimybinį logit metodą bei analizuojant veiksnių kintamųjų koeficientų statistinį reikšmingumą bei ribinius poveikius. Remiantis sudarytu algoritmu bei metodais, atliekamas empirinis inovacijų veiksnių įtakos tyrimas Lietuvos įmonėse, apimantis 1999-2001 ir 2002-2004 m. laikotarpių duomenis. Abstract:
The main aim of this thesis is to understand wetland management in Lithuania. The research is based on a questionnaire survey completed by 122 respondents, 160 interviews, both structured and semi-structured, and six focus group discussions with members of the public. Three case study areas were chosen to represent a variety of ongoing management activities. The framework adopted in this research has been based on exploring the relevance of the ecosystem approach to management in Lithuania. The ecosystem approach to management, the principles of which were largely prepared in developed societies, seeks to balance biodiversity conservation and the sustainable use of natural resources, equitably sharing costs and benefits. This research evaluates the extent to which this approach is applicable in the countries in transition, and focuses in particular on their experiences during controversial times. Political, economic, social and ideological factors are used to bring existing issues, problems and strategies into the context of wetland management in Lithuania. The social chapter examines how the social dimensions of gender, education and place influence people's attitudes towards wetlands. The chapter on economic factors analyses the components of production, consumption and exchange, and explores their significance in the context of wetlands. The chapter on political factors evaluates the legislation system and institutional arrangements that have been put in place to try to ensure the conservation of wetland ecosystems, while the chapter on ideology aims to understand why wetlands have such a bad reputation even in modem societies. In conclusion, the thesis draws on this material to indicate the key flaws with standard ecosystem approaches to wetland management exploring the possibility of creating of a more nuanced and complex framework for managing wetland in transition economies such as Lithuania

Abstract:
This thesis analyses the key developments in foreign trade for Ukraine, Russia, Poland, Lithuania, Belarus and Moldova on a comparative basis between 1996 and 2006. It examines trade developments and restructuring with the region’s two major trade blocs: the European Union (EU) and the Commonwealth of Independent States (CIS). Using dependable trade models pioneered by Béla Belassa and Herbert Grubel and Peter J. Lloyd, the analyses involve revealed comparative advantage (RCA) and intra-industry trade (IIT) to determine the extent to which structural changes have or have not occurred, which domestic industries are becoming more competitive and the degree of differentiation present. The reason for choosing the aforementioned measurement indices is straightforward. On one hand, RCA identifies those industries that have become relatively more competitive, and attempts to assess whether a given industry enjoys a comparative advantage in production by means of measuring exports. On the other hand, IIT supposes the opposite of comparative advantage theory, and affirms that differences between countries are not the only rationale for trade, because of the presence of increasing returns in scale economies. Thus, it examines the simultaneous import and export of identical, similar or differentiated products in the same industry often between similar countries. Although both indices are usually considered alternatives to each other, there is good reason to see them as complementary. The results of both indices, therefore, provide critical information from which to assess the degree of trade restructuring.

Apie JAV, Didžiosios Britanijos ar Argentinos lietuvius informacijos pakankamai dažnai galima gauti net iš tradicinių visuomenės informacijos priemonių. Tuo tarpu Brazilijos lietuviai, nepelnytai, yra visiškai pamiršti. Keliant klausimą, kodėl apie vieną iš didžiausių užsienio lietuvių bendruomenių viešojoje erdvėje nėra pateikiama jokios informacijos, yra vienintelis atsakymas. Apie Brazilijos lietuvius Lietuvoje nėra surinktos ir apdorotos informacijos, kuri būtų prieinama plačiajai visuomenei. Niekas rimtai nėra tyrinėjęs Brazilijos lietuvių bendruomenės. Mums lietuviams, turi būti privaloma tyrinėti ir pažinti vieną iš didžiausių tautiečių bendruomenių, kuri nepelnytai užmiršta. Tikslas. Šiame darbe siekiama ištirti Brazilijos lietuvių ekonominę padėtį XX a. paradžios – XX a. ketvirtojo dešimtmečio laikotarpiu, imant San Paulo lietuvių bendruomenę pavyzdžiu, atspindinčiu visos Brazilijos lietuvių padėtį. Šio tikslo siekiant keliami uždaviniai: 1. Aptarti to laikotarpio bendrą lietuvių imigrantų ir jų imigracijos padėtį Brazilijoje; 2. Išsiaiškinti kokias ekonomines sąlygas turėjo lietuviai dirbantys žemės ūkyje; 3. Aptarti lietuvių darbininkų padėtį San Paulo mieste; 4. Lithuanians in Brazil in concerned period of time was the second biggest community after JAV outside Lithuania. Abaut Lithuanians in JAV, Great Britain or Argentina Lithuanians information can be often collected from traditional public media. Meanwhile Brazilian Lithuanians, wantonly, forgotten. We can ask our selves, why there isin’t almost anything abaut the second biggest Lithuanian community outside Lithuania nothing on public space, there just one answer. Abstract:
This thesis presents a two-stage economic and policy analysis of the impact of European Union (EU) accession upon crude oil production and transportation policy in Lithuania. The first stage provides the theoretical framework for the research. The analysis begins with the overview of the Russian oil industry, as for over 50 years Lithuania was part of the Soviet Union and thus its oil industry was largely controlled by Russian interests. Although Lithuania became independent in 1991, the dependency on Russia in terms of energy remains until today. The following chapters introduce Lithuania's development since its independence, outline the relationship with the EU and present Lithuania's intentions to become a member of the European Union. More specific issues discussed include the interdependence between Russia and the European Union in terms of crude oil and natural gas supplies and the impact of this phenomenon upon the Lithuanian oil industry. Particular emphasis is placed upon the political significance of oil in Lithuania including the ramifications of the sale of the state-owned oil transit and refining interest to USA investors and the consequences in terms of reaction from Russian crude oil suppliers. The second stage centers upon two techniques - content analysis and a scaling approach. The former was used to derive a set of the important issues within the Lithuanian oil industry, whilst the latter employed these issues in order to construct a scale for assessing the opinion of the industry's leading experts. The results of the Likert scale questionnaire were analyzed using a number of techniques and this identified a series of policies relating to crude oil and oil production in Lithuania. These policies take into account the experts' opinion, the process of EU accession and the politico-economic context of the research period, which places particular emphasis on relations between Lithuania and Russia. The final part of this thesis concludes the analysis, presents the implications as well as provides a number of suggestions for further research possibilities in this field.

Šio magistro darbo tikslas yra įvertinti Lietuvos ekonominių ciklų periodiškumus, nustatyti egzistuojančius ryšius tarp jų ir rasti optimaliausią vieno iš ekonominių ciklų – vartotojų kainų indekso – prognozavimo metodą nagrinėjamu 2000-2011 m. laikotarpiu. Buvo pasiūlytas netradicinis Filipso kreivės metodas, kai nedarbo lygis keičiamas kitu ekonominiu indikatoriumi. Kyla klausimas - ar egzistuoja vadovaujantis indikatorius, galintis pagerinti prognozavimo tikslumą taikant autoregresijos modelius? Darbo rezultatai rodo, kad bendrojo vidaus produkto įtraukimas į modelį patikslina prognozes, nes šis ekonominis indikatorius yra orientuojantis. Statistiniu paketu SAS parašytas programos tekstas Filipso kreivės metodo parametrų vertinimui, kuris leidžia atlikti optimaliausią vartotojų kainų indekso modeliavimą norimą žingsnių skaičių į priekį. 2011m. antrajam ketvirčiui prognozuojamas vartotojų kainų indeksas – 133.5 su 95% pasikliautinuoju intervalu [131.8; 135.3]. Pasiūlytas informatyvus prognozių grafinis vaizdavimo būdas.
The aim of this masters‘s work is to analyse the periodicy of Lithuanian economic cycles, define dependence between them and to find best forecasting model for one of economic cycles - customer price index from 2000 to 2011. Not tradicional model named Phillips curve was proposed where unemployment rate is changed by other economic indicator. One question appears - is there any leading indicators which could outperform simple autoregression? The results of this work shows that such a possibility is feasible. Taking gross domestic product into model shows better forecasts because this indicator is orientating economic indicator. The program code with statistical packet SAS was created which evaluate optimal parameters of Phillips curve model and realize optimal forecast desired steps ahead of consumer price index. The forecasted customer price index for 2011 second quarter – 133.5 with 95% confidence interval [131.8; 135.3]. The new method of showing forecasts was proposed.

Šešėlinę ekonomiką daug kas supranta kaip nelegalų verslą ar kontrabandą. Tai nėra tik vogtų daiktų realizavimas, prostitucija ar narkotikai, kuriuos privalo kontroliuoti policija ir kitos valstybės institucijos. Tačiau ir legalus verslas taip pat tampa šešėlinės ekonomikos dalimi, kai jos veiklos rezultatai falsifikuojami siekiant išvengti mokesčių. Tai neteisėti sandoriai, nerealios jų vertės ir panašiai. Iš tiesų, tai sudėtingas reiškinys, iškreipiantis oficialiąją statistiką, stabdantis ekonomikos augimą. Šio darbo tikslas nustatyti ekonominius faktorius, reikšmingai įtakoja Lietuvos šešėlinę ekonomiką. Darbo eigoje apibrėžiama šešėlinė ekonomika, jos sudedamosios dalys bei vertinimo metodikos. Tyrimo metu sudaromas Lietuvos šešėlinės ekonomikos MIMIC (Multiple Indicator Multiple Causal) modelis. Tikrinamas jo suderinamumas su turimais statistiniais duomenimis. Taip pat pateikiamos trys skirtingos MIMIC modelio specifikacijos, remiantis statistiniais kriterijais jos palyginamos ir randama priimtiniausia.
There is considerable agreement internationally about the factors that determine the relative size of the underground economy and that evidence of underground activity will be captured in several economic indicators. Until recently, however, the methods that have been employed to measure the underground economy focused on only a few causal factors, one indicator, and only produced an estimate for one particular point in time. This paper presents the modeling technique that threats the underground economy as an unobservable or latent variable and incorporates multiple indicator and multiple causal variables – MIMIC model. Moreover this technique allows us to estimate the significance of each causal variable as well as each indicator. First of all the theoretical definition of the shadow economy is proposed. Further the MIMIC modeling technique is described and the emphasis is laid on the most common variables used for latter method. Subsequently, the model is defined and the corresponding economical variables of Lithuanian are chosen. Whereupon the model is estimated and respecified while nonsignificant variables and relations been removed. Finally the conclusions about the most suitable model and statistically significant variables are maid.

Teorinėje darbo dalyje apibrėžta ekonominės konvergencijos koncepcija ekonominių teorijų ir Mastrichto sutarties kontekste; apibūdinta Euro zonos sąvoka bei pagrindiniai, narystei šioje sąjungoje būtini, ekonominės konvergencijos kriterijai. Praktinėje dalyje, atliekant Lietuvos ir Latvijos ekonominės konvergencijos analizę kiekybiniais ir kokybiniais tyrimo metodais, išanalizuotas ekonominis suartėjimas su Europos Sąjungos šalimis, remiantis BVP parametrais; atlikta makroekonominių rodiklių atitikimo konvergencijos kriterijams 2004-2010 m. analizė, atskleidžiant jų netolygumams turėjusius pagrindinius veiksnius ir ateities perspektyvas. Atliktos analizės rezultatai pagrindžia Lietuvos ir Latvijos ekonomines galimybes 2014 m. įsivesti eurą. Kiek palankesni šansai vertinami Lietuvos atveju, nors kita vertus, abi kaimyninės šalys, spėjama susidurs su valstybės finansų stabilizavimo ir infliacijos pažabojimo būtinybe. Ekonominė konvergencija vyksta ir yra tvari, tik jos mastus pakoregavo, labiausiai Lietuvą ir Latviją paveikusi ekonominė krizė.
In bachelor’s thesis is examining the Lithuanian and Latvian economic convergence in order to become full members of the European Monetary Union, 2004-2010 period. In the theoretical part the conception of economic convergence was defined in context of economic theory and the Maastricht Treaty; specified the euro area term and the basics economic convergence criteria, necessary for membership in the union. In the practical part analysing Lithuanian and Latvian economic convergence of both quantitative and qualitative research methods; analyzed the economic convergence with the European Union countries, on the basis GDP parameters; carried out the analysis of macroeconomic indicators compliance with the convergence criteria 2004-2010 period, revealing the inequalities which had the key factors and future prospects. The carried out analysis findings support Lithuanian and Latvian economic opportunities in 2014 to adopt the euro. How much more favorably rated the chances of Lithuania's case, although in the other hand, both neighboring countries will estimate to face with the stabilization of public finances and inflation targeting need. Economic convergence is taking place and is sustainable, but economic crisis, the most affected Lithuania and Latvia, have adjusted the scale.

This is due to the public opinion that Lithuanians abroad are in a better financial position to contribute rather than benefit from the already limited state budget. Nevertheless, some assistance exists in the area of health care: Lithuanian consulates help Lithuanians abroad with evacuations or if they get into an accident and wish to return to Lithuania. Consulates also assist emigrants with the receipt of pensions and family-related documents.

I would like to determine the evolution of wealth concentration in main cities of the Polish-Lithuanian Commonwealth by comparing the data from different benchmark years. Moreover, I will analyze whether the Gini coefficient value indeed refers to the communities who are at a threshold of economic growth, and what is the correlation between the value of the coefficient and the town or city’s economic situation. Also, it is worthwhile to ponder the question: is there any correlation – noted by both Jan Luiten van Zanden and Guido Alfani – whereby the larger the town/city, the more visible the inequalities. AbstractThis chapter provides an analysis of structural transformations of the Lithuanian higher education landscape paying special attention to developments during Soviet times and in the period after 1990. Lithuanian higher education, which dates back to the sixteenth century, has changed from a traditional elite system to a mass system over time. Political, economic and social change, including the Soviet occupation of the country, the re-establishment of independence and Europeanization through the Bologna Process and accession to the European Union have had significant impact on the Lithuanian higher education landscape.We have identified three periods of structural change. The first period from 1990 to 2000 is characterized by the re-establishment of universities and of academic autonomy and sporadic expansion of the system. During the second phase from 2001 to 2009, main system expansion and horizontal differentiation took place due to the establishment of the private higher education sector and a boom of the non-university higher education sector. Further, vertical differentiation within the system was reinforced through the availability of EU funding. The third phase, which started in 2010, has witnessed demographic decline, increasing competition and efforts of internationalization as well as more recently also attempts at consolidation of HEIs. The major challenges for the future of this system lie in increasing trust in public authorities, breaking from path dependencies of Soviet legacy, demographic changes, brain drain and increasing competition.

In this paper, export opportunities of textile products from Turkey to Lithuania are analyzed. The main goal of this article is to present an analysis of the opportunities to import textile products from Turkey to Lithuania. The empirical research basing on the statistical database analysis was used. The analysis of Turkey’s markets was showed that the economy is strongly dependent on exports of various products from Turkey and it is about one forth of Turkey’s GDP (Gross Domestic Product). The bulk of exports from Turkey is t o countries in the European Union. Turkey is one of the world’s largest manufacturers and exporters of textiles. The analysis of Lithuanian markets was indicated that Lithuania has a feasible market for imports due to its fast growing GDP, increasing labor wages and modernization of agriculture industry. Furthermore, advantageous and adequate policies of Lithuania’s foreign trade should encourage the development of imports to this country. The demand for textile products in Lithuania is growing rapidly and it is one of the most important sectors in fostering its economy

Abstract:
This paper contributes to the comprehensive approach for sustainable and balanced development of bioeconomy as a cross-cutting economic sector and focuses on the drivers of Lithuanian bioeconomy strategy. Lithuanian bioeconomy strategy development can be motivated by country’s specialization and, compared with other EU member states, strong performance in terms of recent growth in all biomass production and fully bio-based manufacturing sectors. However, Lithuanian bioeconomy strategy depends not only on the current state and trends of its subsectors, but also on the drivers that will be forcing and shaping them in the future. The authors decomposed these drivers into global, European and national. Using content analysis of the EU, OECD and European countries’ legal acts, global drivers such as depletion of natural resources, growing population, increasing environmental pressures and climate change were identified. Applying content analysis of the EU and European countries’ bioeconomy strategies and analysis of case studies of good practices in European countries and regions, the following drivers at European level were identified: common EU bioeconomy policy, strategy and action plan; assurance of biomass availability and sustainability, as well as efficient biomass value chain; the need to strengthen markets and competitiveness of the bioeconomy subsectors; the necessity of close cooperation among all stakeholders, namely politicians, business people, scientists and the public; the need of the development of new technologies and processes, especially industrial biotechnology. The research revealed that the bioeconomy development in Lithuania has been regulated and promoted through certain sectoral policies: agriculture, forestry, fisheries, energy, environment (including waste management), scientific research, innovation and biotechnology development. In the future, the cross-sectoral links and interactions in the Lithuanian bioeconomy will increase due to the scarce biomass, applying the cascading principle in the biomass refinement, transition towards circular economy, and the development and implementation of innovations.

Restoration of independence of Lithuania in 1990 led to highly successful transition from centrally planned economy to market economy within only two decades. New challenges for domestic companies came up, to be a part of internationalization and globalization. It became necessary to develop strategies for national companies to enter international markets and to make the optimal choice of entry mode. The main emphasis is put on the choice between traditional modes of market entry as casual export and new possible entry modes. Typical factors as emigration, intercultural differences etc. are analysed to show how to use domestic market weaknesses to create strengths for entry strategies.

Due to ongoing structural changes and socio-economic transition from the production economy to the knowledge economy, human capital plays a vital role in developing and creating new ideas and knowledge. Logistics industry is the fastest growing economic activity in Lithuania. The development of human capital becomes important in securing competitive advantage and improving performance for Lithuanian logistics enterprises. Logistics enterprises themselves try to find solutions how to create, develop and share the knowledge amongst its employees and how strategically develop and manage own human capital. The aim of the research is to examine the contemporary academic perspectives on measuring human capital and the factors affecting its value. In order to provide theoretical and practical basis of the factors affecting human capital formation in logistics enterprises, a study of the correlation between internal and external factors was conducted. Based on the investigation of 30 respondents from Lithuanian logistics enterprises, the correlation between 20 factors affecting human capital value was analysed via a path and correlation analysis. The results of correlation analysis showed that there was a significant negative correlation between the factors of the external environment “Demographic” (such as migration, structure of population and others) and the factor from the environment of the individual “Family” content; the correlation coefficient was -0.671. And it was positively correlated with the factor from the environment of the organisation “Culture” and “Value of organisation” (+0,695). Taking these results into consideration, the focus should be drawn on transforming the function of human resources management as well as providing a facilitative environment for developing the necessary skills in the professional and technical field.

Abstract:
Rural areas face constant increase of partially used rural social infrastructure (hereinafter referred to as RSI) facilities, coordination of which shows insufficient level of description and professionalism, functions performed by RSI organisations are not aligned. As a result of a bad situation of rural social infrastructure, small rural areas face with decline. The research aim – having theoretically analysed the factors that determine social infrastructure development, to make the analysis of RSI situation and the analysis of the factors that influence development in Lithuanian rural regions. The following objectives have been solved: analysed theoretically the factors determining the development of the rural social infrastructure; analysed the condition of RSI and the factors influencing upon its development in Lithuanian rural regions. The research methods are the survey and the analysis of the scientific literature, scientific literature systemization, matching and comparison, multiple-criteria statistical data analyses and syntheses, expert evaluation. Integrated RSI condition indicators were calculated for each municipality and compared with indicators established for other municipalities in order to determine the RSI development level of each region. Analysis’ results showed that the sector of communications and telecommunications is valued best, while the sector of protection of persons and property is assessed worst. Bad RSI situation is observed in 35.29 percent Lithuanian municipalities. There is no rural territory, showing perfect level of RSI development. This permits to draw a conclusion about the differences of the situation of the whole infrastructure system and social-economic problems. Problems of territorial and social cohesion are formed due to the uneven RSI development in individual regions/municipalities. Regions/municipalities with poor RSI lags behind the needs of local population are less attractive for investments, settling down, living, resting, such areas show higher unemployment rate, lower disposable incomes of households, residents are forced into a corner, limited sustainable development, and weak local economy.

Abstract:
The economy of Latvia is experiencing rapid development in the European Union and is an active participant of the United Nations and North Atlantic Treaty Organization. In recent years there have been several changes in both sectors and national economic policy. The total population in Latvia was estimated at 1.9 million inhabitants in 2019 and a total GDP per capita was 63% of the EU average, the lowest GDP per capita in purchasing power parity was recorded in Bulgaria - 46% of the EU average, Romania - 60% and Croatia - 62%. Lithuanian and Estonian GDP per capita in 2019 was accounted for 74% of the EU average. Latvia has more than 12 theme parks, but the amusement offer is small. Most of the theme parks are mostly located in Kurzeme and Vidzeme. Attraction Parks historically evolved near the big cities, where the infrastructure is highly developed. The aim is to increase the influx of tourists in regions where tourism products are amusement parks, thus developing more local businesses and the city's environment, increasing the demand for an active economic environment, but regional laws often hinder this development.

Abstract:
The paper presents the Lithuanian agricultural land users change analysis in almost a century period. The reasons leading to agricultural land users change trends were analysed. The main factors affecting the relationship of land use and the way of the land use are political changes in the country, economic and social aspects have less impact. Therefore, taking into account the political situation in Lithuania of this long analysed period, the agricultural land users change was analysed in three stages, which took place at the time of the conversion of reforms: land use between 1920 and 1940, land use during the Soviet period between 1940 and1990, and land use after the restoration of Lithuania's independence between 1990 and 2014. After the analysis of the land use of these periods land use characteristics of appropriate epochs as well as the land users’ change trends (of the entire period) and their causes are presented in the paper.

Abstract:
The purpose of this draft paper is to empirically examine the role of concern for economic results for shaping corporate social responsibility in Lithuania and Slovenia. Results are based on 80 answers of students from Lithuania and 101 answers of students from Slovenia. Results reveal that Slovenian students on average show significantly higher concern for corporate social responsibility, as well as for economic results, than their Lithuanian counterparts. Similarly in both countries, students perceive or-ganizations concern to pay the full financial cost of using energy and natural resources as most signif-icant factor shaping corporate social responsibility. Findings are important for practitioners and for academia, which get insight into the perception of corporate social responsibility of their future em-ployees.

Abstract:
One of the major objective of each country is to ensure the economic development. The ability to set the efficient wage allows to economic development. The systematic researches of different scientists have shown that the wage must be harmoniously related to general trends of economic development. The essence of classical economics is that lower labour costs had a positive impact on the production cost and make the product more competitive. In nowadays, economy a linear relationship occurs only partially. An open labour market, especially in welfare states, and in the long-term perspective low wage inadequate to standards of living often have a negative impact on economic development. Negative factors of economic development and wage non-compliance occurs within the worker goes from national to foreign labour market. The objective of this article is to analyze these trends in general terms with emphasis on the situation in Lithuania, where from 2008–2014 years disproportion between economic development and wage level were the highest among the European Union countries. In the article, also the possibilities of economic development for using the universal progress indicator and features of wage determination are discussed. At the end of the article are concluded, that during the analyzed period (until 2015 year) Lithuania was a country, where economic development has been stopped by the improper wage determination.
