This section of the study proposes intelligent methods for assessing the state of hierarchical systems. During the research, the authors:– conducted an analysis of knowledge representation models, substantiating the advantages of using production knowledge representation in expert systems. The study outlines key concepts of fuzzy expert systems and formulates a formal task for accelerating decision-making in the rule base of a fuzzy expert system;– developed a methodology for assessment and prediction using fuzzy cognitive maps. The novelty of the proposed methodology lies in:– considering a corrective coefficient for the degree of uncertainty regarding the state of the object;– adding a corrective coefficient for data noise resulting from distortions in object state information;– reducing computational costs when evaluating object states;– creating a multilevel and interconnected description of hierarchical objects;– adjusting the object description due to changes in its current state using a genetic algorithm;– enabling calculations with input data of different natures and measurement units. The research includes the development of a visualization method for hierarchical system states. The novelty of this method lies in:– creating a visual, multilevel, and interconnected description of the hierarchical system;– enhancing decision-making efficiency in assessing the hierarchical system’s state;– addressing the issue of global and local extrema when evaluating the state of hierarchical systems;– combining graphical and numerical representations of the monitored parameters of the hierarchical system’s state;– avoiding loop formation during real-time visualization of hierarchical system states. The study also develops a method for evaluating complex hierarchical systems based on an improved particle swarm optimization (PSO). This evaluation method combines PSO with coordinate averaging and its modification by employing multiple particle swarms and integrating the Hooke-Jeeves procedure and appropriate corrective coefficients. The novelty of this method lies in:– creating a multilevel and interconnected description of real-time complex hierarchical systems;– enhancing decision-making efficiency for real-time hierarchical systems assessment;– resolving global and local extrema issues during real-time hierarchical system state evaluation;– enabling directed searches by multiple swarm particles in a specific direction;– considering the degree of uncertainty;– allowing for repeated analysis of complex real-time hierarchical systems.

AbstractThe governance of Finland’s comprehensive school system has historically evolved from centralised governance into a blend of national and local (municipal) decision-making authority. The two-fold model of governance was launched in the 1970s according to the planning economy logic, where the national education policies were enacted and regulated through strict and detailed legislation, a redistributive and ‘earmarked’ state subsidy system and a uniform national core curriculum. At an ideological level, comprehensive reform was tied firmly to the principle of equal opportunities. However, changes in administrative thinking since the 1990s have created a new balance between governmental and local governance of the education system. In this chapter we portray key changes occurring in the relationship between central and local administration as well as the most significant changes in the education system by comparing three case municipalities. We compile various register and document data about the education systems of these municipalities and assess whether we should talk about diverse municipal basic education in Finland instead of a single, uniform basic education system. We conclude that the national, previously more uniform basic education system is transforming into diverse, local basic education systems. We argue that local self-government and varying service accessibility pose a challenge to the equality of the service system at the national level.

Abstract This chapter focuses on Local Digital Twins (LDT) as a data driven decision support system that allows public administrations to connect data from different policy fields using various technologies to strengthen data driven and evidence-informed decision-making. The specific value of an LDT lies in its connection between different systems and related data to support policy-making. Eight meta-requirements (MR) policymakers have towards LDTs and how they can connect to nine LDT meta-features (MF) are presented based on five years of LDT research experience and several research projects. The theoretical features and requirements are substantiated with practical examples of three research projects: the digital twin of Bruges (Belgium) and the Horizon Europe-funded PRECINCT and URBANAGE projects. The different MF demonstrate that an LDT is a system-of-systems (SoS), with functionality residing in the overall system resulting from interactions between several operationally and managerially independent systems. Each system covers specific domains or topics, contributing to the overall purpose of an LDT, addressing cross-domain systems and issues, fostering cross-domain simulations and cross-department and organisation cooperation.

In this section of the research, a scientific and method apparatus for intelligent assessment of the state of complex systems is proposed. The basis of this research is the theory of artificial intelligence, namely evolving artificial neural networks, basic genetic algorithm procedures, neuro-fuzzy expert systems and bio-inspired algorithms. In the course of the research, the authors proposed:– the method approach to assessing the state of hierarchical systems using a metaheuristic algorithm;– the method of analysis and forecasting of the state of multidimensional objects using a metaheuristic algorithm;– the method of increasing the reliability of the assessment of the object state. This paper presents the Milan Open Data (OD) platform as a means to provide statistics and data in the framework of “Data-Driven Milan”, a city where policy decisions are taken in an “informed and aware” way using data. Open Data are ever more important in providing citizen communities with useful information. Over the last 10 years, the municipality of Milan has developed its OD platform from an experimental portal to a fully-fledged portal with more than 1,600 datasets, implemented a Linked Open Data (LOD) system and 8 advanced data visualization projects, and produced OD policies and operating guidelines. The OD portal is based on the CKAN technology, which makes datasets available via both download and Application Programming Interfaces. It currently has about 9,000 unique visitors per month. Data are also published as tables on the statistical portal and maps on the geo-portal. A single entry point to the three portals is about to be released. The advanced visualization projects make data available as reader-friendly graphics. Depending on its topic, a project might be a storytelling of the city through key statistics, a means to communicate the administration’s achievements, or a “data democratization” operation, such as “Open bilancio”, which publishes detailed information about the municipality’s annual budget. LOD are semantically enriched and machine-readable data that help to implement data interoperability between distributed systems. The ongoing LOD automation project aims to improve the current system by minimizing manual operations in the dataset lifecycle. Three Municipal Resolutions have been issued to define OD governance: the first establishes that data are released under an Open License, to promote the digital economy; the second promotes data interoperability and quality; and the third, issued in 2021, establishes the guidelines and an operating model for OD governance, including ontology-supported data publishing.
