The aim of the work is to develop an algorithm for extracting local extremes of images with low computational complexity and high accuracy. The known algorithms for block search for local extrema have low computational complexity, but only strict maxima and minima are distinguished without errors. The morphological search gives accurate results, highlighting the extreme areas formed by non-severe extremes, however, it has high computational complexity. The paper proposes a block-segment search algorithm for local extremums of images based on an analysis of the brightness of adjacent pixels and

Changes in extreme precipitation have become a significant issue of regional disaster risk assessment and water resources management. In this study, ten extreme precipitation indices of Wuling Mountain Area (WMA) during 1960–2019 have been used to analyzed the spatiotemporal variations of precipitation extremes. The relationships b

Abstract:
This paper studies the impact of extreme weather events on the local tax revenue across Colombian municipalities. We follow a two-step approach to evaluate to what extent a municipality’s tax revenue depends on natural disasters taking place both locally and in its trade partners. In the first step, we estimate a gravity model of bilateral trade and construct a trade flow matrix allowing us to measure the strength of the economic relationships between cities. To do so, we build a novel dataset describing the inter-city trade flows for road transported goods in Colombia for the period 2015–2019

Abstract:
Climate change is projected to increase the frequency and intensity of extremely hot days. We use a panel regression framework at the sub-national (i.e., region) level to identify the effect of extreme heat on economic growth in Latin America accounting for acclimation to the season and to the local climate. Extreme heat has a negative and significant impact on economic growth, and the magnitude of the impact is increasing in the intensity and duration of heat. Our results suggest that the impact of each additional consecutive day of extreme heat is greater than the impact of the prior day. Ex

Abstract:
The increased occurrence of extreme weather conditions leading to drought is a key development challenge. This paper studies how these extreme events interact with the political process at the local level using rich administrative data for drought declarations and mayoral elections in Brazil. While accounting for current and historical rainfall patterns, the paper finds that that: i) municipalities led by a mayor affiliated with the President¿s party are more likely to receive formal drought declarations prior to the municipal election; and ii) receiving a drought declaration reinforces the el

Ly, Tem. Leadership Pathways for Local Women: Case Studies of Three Communes in Cambodia. Cambodia Development Resource Institute, 2016. https://doi.org/10.64202/wp.108.201606.

Abstract:
Women’s leadership is necessary for Cambodia’s sustained development. Their involvement in leadership roles in the public sphere and politics is crucial and has been shown to impact positively on poverty reduction. Governments, NGOs and international organisations have been increasingly aware that sustainable development is significantly linked to gender equality and women’s empowerment, key factors in ending extreme poverty. It is only logical then that Cambodia should pay greater attention to developing future generations of women for leadership, especially at the grassroots level. This stud

Impact of extreme hydrological events on the quantity and quality of groundwater in alpine regions – multiple-index application for an integrative hydrogeo-ecological assessment. Abstract:
Freshwater ecosystems in mountain areas are considered important water resources and biodiversity hotspots that are highly sensitive to changes in climate. The Alpine region is known to be particularly affected by climate change, including changes in hydrological extremes such as droughts and floods, which are expected to become more frequent and intense. Despite the importance of groundwater as a primary water resource, climate change impacts on groundwater quality, including those resulting from hydrological extremes, have been rarely addressed to date. Moreover, groundwater monitoring is cu

Abstract:
By 2017, one-quarter of people born in El Salvador were estimated to be living in the U.S. We show that extreme temperatures have negatively aected agricultural production and increased international migration from El Salvador. We nd that labor markets act as a transmission mechanism of the negative eects of weather shocks on agricultural workers, who react by migrating internationally or reallocating within local labor markets. However, these responses dier by landownership status and access to risk-coping mechanisms. Our results suggest that, despite the current anti-immigrant political clim
