Full textThis study on the effective implementation of financial decentralisation in Namibia has explored how effective the development budget is utilised to address development challenges in Oshana Region. Namibia is faced with different development challenges of unemployment and unequal distribution of income, amongst other issues, and the government has introduced some initiatives to address these challenges. The implementation of the Enabling Decentralisation Policy (Decentralisation Act of 2000), which aims to transfer power, functions and resources to the regional government, can be regarded as a guideline to the effective utilisation of the development budget in Namibia. A qualitative methodology was used to explore the effectiveness of the development budget, since the findings of the research depended on the response of the participants. Financial decentralisation is a new concept in many countries, including Namibia. Purposive sampling was employed and the employees working with the development budget, especially those from the National Planning Commission at the Development Budget Sub-Division, Ministry of Regional, Local Government and Rural Development and the Oshana Regional Council – the custodians of the development budget - were the main sources to provide the required data. The results of the study indicate that there is a lack of proper monitoring mechanisms for the utilisation of development funds at both regional and central government level. Stakeholders from central and regional government do not have data and information of the total amount allocated and executed in Oshana region. The development budget in Namibia, despite the Decentralisation Policy, is highly centralised and institutions are working in isolation, which makes it challenging for the Regional Council of Oshana to effectively monitor utilisation of resources. Lack of capacity and highly complex institutional arrangements are perceived as the main possible challenges impeding the effective implementation of financial decentralisation and utilisation of the development budget in Oshana Region. It is recommended that Government address the challenges identified in this study.

Full textA Literatura Econômica de desenvolvimento aponta o crédito como um dos determinantes do desenvolvimento econômico, que promove investimentos, suavização do consumo, mitigação do risco e uso de novas tecnologias de produção. O objetivo deste trabalho consiste em analisar se a presença física de bancos por meio da agência bancária ainda é relevante para o desenvolvimento de mercados locais de crédito no Brasil. A relação entre crédito e agências bancárias pode sofrer de endogeneidade, uma vez que existem características de mercado não-observáveis que podem afetar tanto crédito quanto a entrada de bancos nos mercados. Para tratar esta endogeneidade, se propõe o uso de um framework de OI para modelar a decisão de entrada de firmas. A partir destes modelos, utiliza-se o resultado previsto como instrumento para as agências bancárias observadas. O resultado encontrado é de que, ao utilizar o valor esperado de agências ou a probabilidade estimada de haver agência, o impacto de agência em crédito se reduz significativamente e é nulo na maioria das especificações e para a maior parte dos anos da amostra. O uso de um segundo modelo de OI como teste secundário teve o mesmo resultado

Full textDas Hauptziel der Studie bestand darin zu untersuchen, in welchem Maße und unter welchen Bedingungen der Handel mit Früchten von Adansonia digitata, Ziziphus spina-christi und Balanites aegyptiaca zur Armutsbekämpfung in Rashad im Gebirge Nuba Mountains, Sudan beiträgt. Das zielgerichtete Probenahmeverfahren wurde eingesetzt, um 221 Sammler und 62 Händler von Haushalten im Zeitraum 2008/2009 auszuwählen. Quantitative und qualitative Daten wurden durch mehrere Methoden erhoben, die Interviews, Haushaltserhebungen, direkte Beobachtungen sowie Literaturanalysen umfassen. Sowohl quantitative als auch qualitative Methoden kamen zum Einsatz, um das System von der Produktion zur Konsumption der drei Produkte zu analysieren und deren Beitrag zu den Einnahmen und Ausgaben der Haushalte zu beurteilen. Die Ergebnisse zeigen, dass der Beitrag zum Haushaltsgesamteinkommen 51%, 42% bzw. 26% für A. digitata, Z. spina-christi bzw. B. aegyptiaca Früchte betrug. Die A. digitata Früchte-Fallstudie zeigt akkumulations- und eigenbedarfsorientierte Lebensunterhalts- und Erwerbsstrategien; während die Fallstudien zu den Früchten von Z. spina-christi und B. aegyptiaca eine Eigenbedarfs-Lebensunterhaltsstrategie für die Haushalte darstellen. Die Ergebnisse zeigen auch, dass die finanzielle Rendite vom Handel auf lokaler Ebene mit ausgewählten NTFP„s (Nichtholzprodukten) durch verschiedene Faktoren negativ beeinflusst wurde, die in Beziehung stehen mit den Märkten für die Erzeugnisse, mit der Ressource Baum, den Einstellungen der Teilnehmer und dem politischen Umfeld, in welchem die Produkte gehandelt wurden. Die Untersuchung legt den Schluss nahe, dass jede Annahme bezüglich des Potentials von NTFP-Fallstudien, die ländliche Entwicklung positiv zu beeinflussen, von der Rolle des Produkts bei der Bildung von Finanzkapital und der damit in Beziehung stehenden akkumulativen Strategie abhängig ist. Somit wird die Aufmerksamkeit darauf gelenkt, dass nicht angenommen werden kann, dass alle NTFP„s ein Potenzial für die ländliche Entwicklung haben, und somit die Menschen aus der Armut herausführen. Den Handel der untersuchten NTFP‟s auf lokaler Ebene zu fördern, und die künftige Richtung des finanziellen Gewinns hinsichtlich akkumulativer Strategie, Interventionen und Hilfeleistungen (z.B. Full textThe dissertation is dedicated to solving the scientific problem, which is to improve the scientific and methodological approaches to ensure the transparency of fiscal policy in the context of financial decentralization of territories. The study identifies and classifies the existing interpretations of the essence of the category "local government" according to the author's approach in accordance with the semantic blocks: political science, economics, government, law, management. It was determined that the common object and subject of local government is the local community. The author's definition of "local government" was formulated as a legal right and real ability of the territorial community population to solve issues of social, economic, political significance, based on national interests and interests of local communities’ residents directly or through elected authorities. The activities of local governments should be founded on self-organization, self-responsibility and self-financing on the basis of their own material and financial base in order to improve the quality of the local community residents’ life and increase its contribution to the overall social development. The author's approach to the functional classification of the local government principles was developed, which provides the separation into five substantive blocks: economic, political, managerial, public law and state. A series general (universal) local government principles (legality, independence, social justice, etc.) are identified, which characterize not only local government, but also other institutions. Special (specific) block of principles characterizes only local government (comparability of material and financial resources and authorities; combination of legislative acts of state and local authorities on a single legal basis). The author's definition of "financial decentralization" is formed, which is a multifaceted concept that provides a system of an authority transfer from the state level to the local level with the simultaneous provision of appropriate income sources for local budgets to cover the needs of socio-economic development. The key characteristics of the budget process transparency are identified, which are the timeliness, completeness, systematization, social importance and relevance of the disclosure of tax and budget information for public. The main tools for assessing transparency in the public sector for such organizations as the International Monetary Fund, Organization for Economic Co-operation and Development, Public Expenditure and Financial Accountability, World Bank, Global Initiative for Fiscal Transparency, G-20 were reviewed. The author suggests new categorization for transparency assessment tools, which are divided into three groups in accordance with the scale of application, specificity, assessment tools: reviews and indices, initiatives, official standards and norms. The author provided the generalization of the perspective directions of budget transparency improvement in Ukraine, which are based on components of the budgetary information openness, adequate oversight, level of public participation according to International budgetary partnership transparency reports and annual United States Department of State reports for the period 2014-2020. The thesis provides the scientific and methodological approach to construct an index of institutional conditions of financial decentralization as an integral indicator created on the basis of 6 key indices: government effectiveness, regulatory quality, control of corruption, corruption perceptions index, tax burden, government spending. The obtained results indicate the level of development of the basic institutional conditions of the local budget system reform implementation efficiency based on financial decentralization rules. The study proposed the improved scientific and methodological approach to assessing the degree of financial decentralization at the macro and micro levels by calculating an integral indicator of financial decentralization with further ranking based on certain ranges. This approach allows to determine the overall dynamics of changes in the state of the budget system. The application of the methodology enables to characterize the state of the studied phenomenon at the micro level for individual budgets and, if necessary, to make a confrontable, equivalent object comparison. The results of calculated financial decentralization level, which is based on an integral indicator among the local budgets of regional centers for 2016-2020, indicated the unevenness of their clustering. The budgets of Kyiv and Odesa belong to the group of high level of financial decentralization. The group of growing level includes Dnipro, Kharkiv, Zaporizhia, Lviv, Chernivtsi, Uzhhorod. The local budget of Chernihiv is marked by a low level of financial decentralization. Other regional centers’ budgets belong to the middle level group. The obtained results of calculation the integral coefficient of financial decentralization at the macro level show that the highest level was reached in 2020 (1.24), the lowest was reached in 2015 (1.11), which in some way indicates the progress of the ongoing financial decentralization reform. The scientific and methodological approach to determining the forecast level of social development expenditures of local budgets was improved. It is based on the construction of a linear exponential smoothing model by the Brown-Mayer method and estimation of the forecast trend based on linear model quality indicators (linear prediction error, root mean square error, Tayle mismatch coefficient), which allows to develop long-term financial plans to balance the planned amount of own income resources and the projected amount of social development expenditures, taking into account transfer revenues from the state budget. The existence of correlations between indicators of the local budgets state and the level of socio-economic development based on an improved scientific and methodological approach, which uses correlation analysis tools, was substantiated. It was investigated that in the period 2018-2020 the set of significant correlations of budget indicators with the level of socio-economic development has stabilized to two main ones: the coefficient of tax effort and the index of tax capacity. The model of estimating the level of financial provision has been improved by determining the annual integral indicator of united territorial communities by the method of additive convolution and the average integral indicator for the period based on a system of indicators generalized to groups of financial stability by income, expenditure, taxes and transfers. Determining the optimal number of evaluation indicators was carried out by the method of principal components, which allowed ranking the community budgets by level of financial provision based on certain ranges of intervals, considering a statistically significant set of indicators. The results of the calculation of integral indicators of financial provision of united territorial communities of Sumy region indicated that the level of financial provision is dynamic. It is explained by the beginning of the united territorial community existence and the period of evolutionary budget changes. United territorial communities according to the difference in living conditions and internal socio-economic characteristics are unevenly distributed among 6 groups of financial provision, which are found by the Sturges method: low (5 communities), insufficient (2 communities), satisfactory (7 communities), medium (14 communities), above average (5 communities), high (2 communities). Communities with a level of financial provision above average are mostly stable in changing positions in relation to other united territorial communities in the region. According to the results of the analysis, the largest number of communities belongs to the group of the medium state of financial provision. The author improved the scientific and methodological approach to modeling the dependence between public finance, corruption and transparency at the macro and micro levels based on the use of a panel data structure represented by macroeconomic indicators and public finance state indicators in the regional aspect using the Multiple indicators – multiple cause model at the macro-level (MIMIC) and the Dynamic multiple indicators – multiple cause model at the micro level (DYMIMIC), which allowed to build regression models with fixed and random individual effects. The model for assessing the impact of corruption and lack of transparency on the state of public finances development at the macro level indicated the importance of the economic freedom index, ease of doing business index and corruption perception index in total Ukrainian consolidated budget expenditures changing. The importance of such basic indicators of economic development as the share of tax revenues in total budget revenues, gross domestic product per capita and the ratio of the monetary aggregate M3 to GDP was also confirmed. At the micro level the budget transparency indicator did not show significance in the conditions of the chosen model. However, it should be noted that there are other exogenous factors that are not included in the model, and therefore the role of open budgets at the micro level, simplification of regulations, increased public participation should be further investigated. At the micro level the indicators of the share of local budget expenditures in GRP, GRP per capita, and the unemployment rate turned out to be significant.

In Kenya, they unfold in mobile money systems such as M-Pesa, as well as in several local currencies implemented on the model of the Bangla-Pesa. These monies have different natures and logics, and the thesis aims to show their impacts and implications. For this, we use data from two field surveys.Monetary innovations challenge development theories, which have largely excluded money from their analyzes, and which generally consider it to be neutral. The study of these schemes allow us to lay the foundations of a monetary theory of development. By doing so, we question the meaning of the concept of development, and the roles that money and finance have to play for it

Full textLocal government in South Africa is mandated with the delivery of basic services. This responsibility reflects the evolving role and status of subnational governments across the world. In South Africa, local government policy is underpinned by a developmental vision. The vast backlog of infrastructure that apartheid entrenched requires that considerable financial resources facilitate basic service delivery. In many other countries, inter-governmental transfers account for a far larger portion of municipal revenue than in South Africa where financial capacity is broadly assumed to be sufficient for expenditure needs. This is an inequitable assumption - for communities that do not have substantial revenue bases the current fiscal and financial system undermines equalised service delivery. Inter-governmental relations therefore require revision if municipalities are to address socio-economic inequities. Fiscal options to facilitate developmental government include a greater transfer of resources to local government, or, if the constraints of the fiscus inhibit this, transfers that primarily focus on equalisation. If this restructuring does not occur, local government will not have the financial means to ensure that decentralisation implies the optimal mechanism for development - improved financial and fiscal facilitation of developmental local government is therefore imperative.

Full textThis work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.

Разработаны методические подходы и практические рекомендации относительно определения эффективного уровня финансовой автономии органов местного самоуправления в регулировании социально-экономического развития административно-территориальных единиц. В работе определены содержание, условия возникновения финансовой автономии органов местного самоуправления как фактора социально-экономического развития административно-территориальных единиц Украины, установлены причинно-следственные связи между финансовой автономией и финансовым механизмом регулирования социально-экономическим развитием административно-территориальных единиц. Определены противоречия между формированием финансовых ресурсов местного бюджета и распределением властных полномочий органов местного самоуправления. Проанализировано соответствие между типом местного самоуправления и моделью бюджетной системы, свойственным Украине, и принятым в мировой практике. Усовершенствовано экономическое содержание понятий “финансовая автономия органов местного самоуправления”, “финансовая автономия административно-территориальных единиц”. Определены свойства и виды финансовой автономии органов местного самоуправления. Охарактеризованы формы финансовой автономии органов местного самоуправления в контексте реализации концепций бюджетного унитаризма и бюджетного федерализма. Проведена оценка достаточности методического обеспечения количественной оценки уровня финансовой автономии органов местного самоуправления, рассчитаны показатели оценки финансовой автономии органов местного самоуправления. Установлено существование взаимосвязи между финансовой автономией органов местного самоуправления отдельных административно-территориальных единиц Украины и уровнем их социально-экономического развития. Кластеризованы административно-территориальные единицы Украины по формам проявления этих закономерностей и предложены теоретические аспекты относительно установления уровня финансовой автономии органов местного самоуправления для отдельных групп административно-территориальных единиц. Определена взаимосвязь уровня финансовой автономии органов местного самоуправления с уровнем социально-экономического развития на примере Днепропетровской области. На основе такой взаимосвязи определен оптимальный уровень показателей оценки финансовой автономки органов местного самоуправления по расходам. По результатам расчетов оптимальных показателей опредена степень финансовой автономии органов местного самоуправления по расходам. Сформированы целостные критериальные комплексы обобщенной и конкретно-территориальной оценки уровня финансовой автономии органов местного самоуправления. Разработаны теоретические и методические положения оценки влияния финансовой автономии органов местного самоуправления на социально-экономическое развитие административно-территориальных единиц с учетом закономерностей и вероятностного характера такого влияния. Усовершенствован научно-методический подход к обоснованию стимулирующего уровня финансовой автономии органов местного самоуправления.
In the dissertation there have been researched theoretic elements of the financial autonomy of agencies of the local self-government. There have been elaborated methods of approach and practical recommendations concerning definition of effective level of the financial autonomy of agencies of the local self-government. In the work there has been researched theoretical conception of the financial autonomy. There has been improved theoretical and methodological ensuring to research the financial autonomy of agencies of the local self-government. There has been uncovered existence of interdependence between the financial autonomy of agencies of the local self-government and level of economical development of the administrative and territorial units. There have been elaborated approaches to govern the financial autonomy of agencies of the local self-government. There have been elaborated integral criterial complexes of generalized and concretely territorial estimation of level of the financial autonomy of agencies of the local self-government. Theoretical and methodical positions of evaluation of influencing of financial autonomy of organs of local self-government are developed on socio-economic development of administrative-territorial units taking into account conformities to the law and probabilistic character of such influencing. There has been formed scientific and methodical approach to ground stimulant level of the financial autonomy of agencies of the local self-government.

The legal support in the field of local economic development financing in Ukraine is examined, the international experience in financing local economic development is reviewed, and the existing practices of financing local economic development in Ukraine are analyzed. Recommendations to improve the mechanisms and regulatory framework for financing local economic development are made.

Full textWomen play an important role in Senegalese society occupying a central position in the economic and social life of the nation. In this thesis we will highlight the dynamism and the heroic levels of energy that Senegalese women invest in their daily tasks. Our observations will focus on the region of Diourbel. Their dynamism will be assessed throughout their daily activities, including their efforts to reach an economic self-sufficiency and their work within organizations. Diourbel used to be the center of the groundnut (peanut) basin. The borders of this region changed with shifts in the techniques of peanut farming and modifications in the environment. The latter has had effects on the living conditions of the inhabitants, particularly on women who had to find ways to adapt to such challenges as men migrating and increases in the cost of running a household. We highlight the active role women play within the family, demonstrating their collective and individual activities. These details are presented within the context of such multidimensional issues facing the old groundnut basin, as the incoherence of the colonial and national agricultural policies which have been aggravated by the combination of anthropogenic and physical factors. In addition the women´s associations are characterized by their variety, objectives, methods and internal relationships. The analysis will show them to be an inevitable feminine response to the observed social, economic and environmental changes. Women of Baol play a substantial role and exert significant influence on the process of maintaining both the social and familiar structures of their communities. As women carry out these efforts, our analysis will reveal how these efforts generate new perspectives

Full textIn this dissertation we take an empirical approach to the study of the impact of financial development on consumption. We use four different methodologies, which stress different aspects of consumption behavior and different ways of considering financial development's effect. We start by estimating a Panel Vector Autoregression (PVAR) model to study the relation between a new broad measure of financial development and a set of core macroeconomic variables which includes consumption. The results from these estimations suggest that while financial development has a positive impact on Gross Domestic Product (GDP) and on investment, the evidence of an impact of financial development on consumption is weaker. These results survive a battery of robustness checks and are stronger in a subsample of countries with higher levels of financial development. In the second empirical chapter, using the Panel Smooth Transition Regression (PSTR) method, a Panel Error Correction Model (ECM) is estimated for consumption, in order to study how the relation between consumption and its determinants changes for different values of financial development. The results suggest that higher financial development leads to a smaller reaction of consumption to its determinants in the short run, but also to a faster adjustment towards the long run equilibrium. In the third empirical chapter, we apply Panel Threshold Regression (PTR) techniques and a First Difference Generalized Method of Moments (FD-GMM) methodology to estimate the threshold model. The difference is in the assumption of exogeneity of the explanatory variables. PTR assumes exogeneity while FD-GMM does not. We regress consumption on income, wealth and the interest rate and consider as measures of financial development both a broad measure of financial system development and a measure of credit. In both cases we find evidence of a threshold in the financial sector variable which affects how consumption responds to the other variables in the model. Finally, we use nonparametric regression methods in our fourth empirical chapter. The model, which includes lagged consumption, income, wealth, the interest rate and financial development, aims at describing in a more general way the kind of link one can find between consumption and financial development, as well as providing some evidence of the shape of the relationship between consumption and its typical explanatory variables. Our results point towards distinctly nonlinear links between consumption and the regressors. As for financial development, we find that its effect over consumption is highly dependent on the value of the remaining regressors.
Nesta dissertação estudamos o impacto do desenvolvimento do sistema financeiro sobre o consumo através de uma abordagem empírica. Para tal usamos quatro metodologias, as quais salientam aspectos diferentes do comportamento do consumo e formas diferentes de incorporar o efeito do desenvolvimento do sistema financeiro. Começamos por estimar um modelo Panel Vector Autoregression (PVAR) para estudar a relação entre uma nova medida lata do desenvolvimento financeiro e um conjunto de variáveis macroeconómicas cruciais, entre as quais se inclui o consumo. Os resultados das estimações sugerem que o desenvolvimento do sistema financeiro tem um impacto positivo sobre o produto interno bruto (PIB) e sobre o investimento, mas que o efeito sobre o consumo é menos notório. Estes resultados sobrevivem a uma bateria de testes de robustez e são mais fortes numa subamostra de países com níveis de desenvolvimento financeiro mais elevados. No segundo capítulo empírico, usamos o procedimento de Panel Smooth Transition Regression (PSTR) para estimar um modelo Panel Error Correction Model (ECM) para o consumo, de forma a averiguar como varia a relação entre o consumo e os seus determinantes quando o nível de desenvolvimento financeiro toma valores diferentes. Os resultados indicam que o aumento do nível de desenvolvimento financeiro reduz a reacção do consumo aos seus determinantes no curto prazo, mas também conduz a um ajustamento mais rápido em direcção ao equilíbrio de longo prazo. No terceiro capítulo empírico, aplicamos as metodologias de Panel Threshold Regression (PTR) e First Difference Generalized Method of Moments (FD-GMM) para estimar com modelo com efeito threshold. A diferença reside na hipótese de exogeneidade das variáveis explicativas: o procedimento PTR supõe exogeneidade e o procedimento FD-GMM não. Estimamos o modelo para o consumo tendo como variáveis explicativas o rendimento, a riqueza e a taxa de juro, e considerando como medidas do nível de desenvolvimento financeiro ou uma medida lata do desenvolvimento do sistema financeiro ou o crédito. Em ambos os casos encontramos indícios da existência de um efeito threshold do nível de desenvolvimento financeiro sobre a forma como o consumo responde às outras variáveis do modelo. Finalmente, usamos métodos de regressão não paramétricos no quarto capítulo empírico. O modelo, que inclui o consumo desfasado, o rendimento, a riqueza, a taxa de juro e o nível de desenvolvimento financeiro, procura descrever de forma mais geral o tipo de ligação que se pode encontrar entre o consumo e o nível de desenvolvimento financeiro, bem como ser informativo quanto à forma funcional da relação entre o consumo e os seus determinantes típicos. Os nossos resultados apontam no sentido de as ligações entre o consumo e os seus determinantes serem claramente não lineares. Quanto ao nível de desenvolvimento financeiro, concluímos que o seu efeito sobre o consumo depende fortemente do valor das restantes variáveis.

Full textStarting from a series of financial ratios analysis, I build up two indices which take into account both the firm’s debt level and its sustainability. The construction of a Composite Indebtedness index, based on an original use of Robust Principal Component Analysis for skewed data, allows to classify firms according to their indebtedness degree and nature. This is a first tool to evaluate firms’ financial health. Secondly, a model aimed at investigating if and to what extent the proposed indices are able to correctly predict firms’ financial bankruptcy probabilities is proposed. The econometric results are compared with those of the popular Altman Z-score for different lengths of the reference period. The empirical evidence would suggest a good performance of the proposed Composite Indebtedness index which, therefore, could also be used as an early warning signal of bankruptcy.This chapter investigates the role of local context, with regard to the effect of local financial development and banking concentration, on a new firm’s probability of bankruptcy. The empirical setting is based on the Logit Multilevel Model that better allows the treatment of data referring to different levels of aggregation (firm and local variables) applied to new firms located in Italian provinces. I find that a higher level of financial development in a province decreases the likelihood of a new firm’s bankruptcy. This result is robust considering a 2SLS regression in which I use instruments for the local financial development and for the concentration of bank branches. In addition, the estimations suggest that the effect of local financial development and bank concentration is shaped by size. Local financial development is particularly significant for small start-ups, which traditionally suffer from great difficulty in accessing credit, whereas local banking concentration reduces the probability of bankruptcy for large, new firms.The purpose of this research is to study the role of spatial agglomeration economies as drivers of firm’s exit in France over the period 2009-2013 with a focus on two regional variables: local financial development and local specialisation. I apply spatial econometric techniques (Spatial Dynamic Panel data and Spatial GMM) to consider the spatial dependence in firm’s exit. I show that the firm’s exit is characterized by positive spatial autocorrelation, so that locations with high exit rates tend to be surrounded by similar ones. In addition, the results suggest that a higher local financial development reduces the exit rate of a department whereas local specialisation seems not to exert any effect.

The aim of the study investigates the significance of Auditor General in the control of public funds in local government with specific reference to Mopani District Municipality in order to make recommendations that can assist in improving the control of public funds. The research identifies and assesses weaknesses in how Mopani District Municipality has been controlling its public funds by analyzing the Auditor General reports for the past three financial years and its implications to service delivery. The research further assesses the role played by Auditor General in influencing the internal financial control of the municipality and in auditing the performance of the municipality since in other municipalities money is paid to contractors for services not rendered. The study provides academic input into public administration, specifically in the area of improving service delivery performance, control and financial performance management in municipalities. The study could contribute to the establishment of effective ways of monitoring the control of public funds by municipalities.

This thesis aims at studying the development and the strategies of the traditional banks in recent years. This thesis includes a survey on the changes in the financial environment in Taiwan. A local bank, HsinChu International bank, has also been recearched in regards to its recent transformation and the causes. Under the highly competitive environment, a lot of traditional banks have been trying to increase their markets. They are doing this by offering their customers cards in any possible conditions, releasing excess loans, or selling creditors’ right. These strategies have created a lot of social problems. Along with the increase of the direct finance and the decrease of the indirect finance this year, a lot of the traditional or domestic banks have been merged with bigger financial organizations. Businesses and enterprises have also become less dependent on the traditional banks for loans since these bigger financial organizations offer more ways and lower interest rates for business loans such as regular, special or company loans. These new financial organizations have also impressed people with their easier access to banking services and their diversified and open money market. Through the transformation by merging into a bigger financial organization, a lot of local or traditional banks expect to be more diversified or internationalized. They expect to provide diversified service to meet more people’s needs so that their markets can be expanded and multiplied. The result of this study shows that it is necessary for a traditional bank to be merged with a bigger financial organization in order to promote and improve its market. It is more important that a traditional bank focus on the improvement of their own system and management, i.e., building a sound business system, making use of man power and internet service. Then a Local bank would be the elect target.
