Abstract:
The article focusses on the medicalisation of procreation promoted by the colonial governement in Transjordan and on the consequent transformation of birth practices in the local society. It specifically investigates the impact of public health policies on colonised women’s lives considering the ways the former changed local procreation practices and the new life trajectories they elicited for the women who chose to train as birth attendants. Transjordanian midwives and nurses trained in the newly imposed biomedical system became at the same time objects and agents of social change contributing in the long term to the transformation of birth, parenting and family representations.

Abstract:
This research examined the effect of infrastructure on rural transformation of Gboko local government area of Benue state, Nigeria. Both primary and secondary source of data and information were used for the study and questionnaire was used to obtained information from the primary source while journals and internet constituted secondary source of information. The population for this study is four hundred and seventy two (472) respondents from the study area. The statistical tools employed were the Pearson Product Moment Correlation Coefficients (r) to examine all the hypotheses of the study. The findings of the study indicates that a positive or direct relationship exists between Rural Transformation (RUT) and Agricultural Activities ACA in Gboko Local Government Area of Benue State and the relationship is statistically significant (p<0.01). Hence, we accept that there is relationship between agricultural activities and rural transformation. A positive or direct relationship between Rural Transformation (RUT) and Small Business Development (SBD) in Gboko Local Government Area of Benue State. The result of the study indicates that the strength of the relationship is 0.174** or 17.4% and the relationship is statistically significant (p<0.01). There is an inverse relationship between Rural Transformation (RUT) and Social Challenges (SOC) in Gboko Local Government Area of Benue State. It was concluded that infrastructure enhances rural transformation. It was recommended among others that The individual communities should come up with ideas of training their children in the small business development while at the same time reach out to the government to help with all the necessary help needed to improve the development of small business in the study area.

<div><p><em>The thrust of the study is to examine the activities of household women generally, identifying some of the structural challenges with a view to identify the multiplicity of their circumstances as social actors. It explores the dynamic roles of household in development with particular reference to Lafia metropolis of Nassarawa State in the middle belt of Nigeria. The study was conducted at the background of reports of the numerous socio-economic challenges of women in Nigeria in particular in the context of political challenges in comprehensive state building. The research designed employed was a survey of 400 questionnaires administered on 400 respondents gathered using clusters and purposive sampling technique. Contrary to some expectations, the findings of this research revealed that household women in Lafia metropolis actively engage in some form of active economic functions to better the lives of families amidst acute infrastructural and socio-economic challenges. This study has many implications, primarily generating a data base for a nuanced understanding of household women’s role that will serve as basis for gender equity and subsequently achieving sustainable development. It also contributes to the current debate on the role of household women in the informal sector and in the economy. More so, it gives a clear picture of how some African household women make meaning in their daily lives. The study recommends that the state government should appreciate the role of household women through providing them with microeconomic support and various empowerment policies and schemes.</em></p></div>

One manifestation of the implementation of fiscal decentralization is determination sources of revenue for regions that can be extracted and used itself according to their potential. Authority of the local governement realized by collecting taxes and levies regulated in the Law Number 28 of 2009 concerning Regional Taxes and Regional Levies. Authority to collect tax on the Tax Object Regions are divided into two, namely Provincial and Regency / City Taxes. Based on Article 2 paragraph (1) and (2) Law Number 28 of 2009 concerning Regional Taxes and Regional Retribution. The Indonesian tax administrators on behalf of the local government therefore need to establish innovative services which support the taxpayer in submitting the information needed by the tax officers. This needs to do more than just reduce the asymmetric information between taxpayers and tax officers. There needs to be a strong information management infrastructure in order to deal with huge, clerical, routine, and transactional tax information.Innovation on tax collecting must be in accordance with some principles in tax and tax collecting. Indonesia government through local government has been making some innovation to maximize the tax collecting so that able to increase the regional original revenue (PAD).

Abstract:
Federal legislation, federal authorities and the scientific community share the idea of municipal entities as the most important element of local self-government without which local self-governement will not last a day. But in practice, due to the direct requirements of federal legislation, municipal entities’ charters can exist only in the form of a document that almost completely duplicates the rules of laws. Only on a very limited list of issues does the representative bodies still have variability in the formulation of charters. The question arises: why is it necessary to duplicate at the local level a significant number of directly applicable federal legislation? Municipal entities are created, their local self-government bodies are successfully formed and begin to work even before the adoption of the charter. Thus, charters have no constituent significance. It is quite possible to examine issues of local importance and the powers of local self-government bodies without referring to the charter of the municipality. It turns out that the charter is just a verbatim copy of the norms of federal laws that does not establish anything and is far from being the only and the best source of information about the structure of local self-government. Having no practical use, being a relic of the 1990s, having turned into an end in itself, the institution of charters is subject to abolition.

Abstract:
The purpose of this research is to analyze the tax policy on subsidized fuel of diesel oil in Indonesia. Currently, subsidized fuel in Indonesia are taxed Value Added Tax (VAT) by central government and Vehicle Fuel Tax by local government. This research is using post positivist approach with qualitative method of research. The results of this research conclude tax on subsidized fuel oil are taken by goverment with the purpose of revenue productivity for both central governement and local government. Besides, to control the consumption of subsidized fuel in the public. By taxing 2 kind of taxes on subsidized fuel diesel oil incurring the double taxation and resulting those taxes are not neutral for economic since the subsidized fuel are the vital public needs. Government should evaluate the tax policy on subsidized fuel diesel oil by exempting the VAT on subsidized fuel in order to maintain the economic stability and make a strict policy on controlling the consumption on subsidized fuel diesel oil only for them who reserve to get the subsidy.

This study aims to know why gender responsive budgeting is not responsed by local government. Since it was issued by president as we know as Presidential Instruction Number 9 of 2000, there was no any significance changin in gender equality. This research was developed by some previous researches in Indonesia that found many regulations have setted to promote gender equality, but there was no significant action that showed by local government to implement it. So, this study try to seek what the obstacle that hampered gender reponsive budgeting implementation in local government. Documentation study and depth interview were the the tools to capture the data. The research found some obstacles such us the understanding of gender concept among government official, political will, and resistance to change. Some strategies to handle these obstacles are (1) political committment affirmation; (2) technical capacity affirmation; (3) accountability; (4) establish planning and budgeting department; (5) build the network with private sector, academicion, and society empowerment activity group. Contribution of this research include to developed theory in public sector accounting especially in budgeting process, and give understanding about gender responsive budgeting in local government. The last important contribution is to give suggestion and overview for Manado City governement to start gender responsive budgeting implementation.

Abstract:
Traffic congestion in the distric of Ubud is an urgent problem. It is a logical consequence of the unpreparedness of Ubud in the face of rapid development of tourism. Construction of facilities and infrastructure provided for tourists, continuously carried out without analyzing the carrying capacity of Ubud as a tourism destination. The failure of governement authorities in managing public space in Ubud led to the emergence of traffic congestion. The purpose of this research is to find out the cause of traffic congestion as well as the action is being pursued by local community in solving traffic congestion. In this research, there are quantitative and qualitative data derived from primary and secondary data. The techniques to collect data were using observation, in-depth interview and literature study. Informants were determined by choosing the first informant, followed by key informants. The data obtained was analyzed using qualitative method and explained descriptively. Research shows the factors causing traffic congestion in the distiric of Ubud are emerged directly by two categories, internal and external categories. Local community managed to solve congestion with the realization of two central parkings, shuttle bus, traffic management and revitalization of pedestrian and traffic signs.Without real action from local government, local community have tried to solve traffic congestion with their own resources and ideas.

Abstract:
E- Government is defined as the use of information and communication technologies (ICT), particularly the Internet, to deliver government services. Potential benefits of E-Government include increased efficiency and effectiveness in government operations, empowerment of citizens and enhanced social and economic development leading to strengthened conditions for good governance. Governments worldwide have embraced E-Government and set up websites where they conduct their business online with citizens and other stakeholders. Due to the international significance of E-Government, methods and approaches for its development have therefore become an important area of research. Studies of E-Government have typically focused on E-Government at national level and there are few studies that have investigated the issues and challenges of E-Government at local level. This is unfortunate because research suggests that most local governments are struggling to develop effective E-Government initiatives. The problem is further compounded by the fact that the research literature on E-Government does not present clear strategies for local authorities to follow since it is often contradictory and emphasises models of maturity. The purpose of this research, therefore, was to investigate and critically analyse the development of E-Government among local governments. A qualitative research methodology was used to analyse how selected councils in the Perth Metropolitan Area plan for and develop E-Government including an assessment of their operational requirements, objectives, problems and opportunities. The results of the analysis would be used to inform local governments on the design of new ICT solutions that would improve business efficiency and productivity. The findings of this research revealed that local governments often fail to develop a strategy for the development of E-Government. Therefore, a framework for the development of EGovernment based on strategic planning is proposed. A strategic planning approach provides a framework for understanding and addressing all the complex issues in a particular organization. The findings of this research will help to extend important scholarly literature regarding the development of E-Government among local governments. Most studies of E-Government have focused on national level and there have been calls for studies that focus on local government level. Local government is described as the level of government closest to the citizens, providing majority of services and having the greatest level of interaction (Moon, 2002). Previous studies of local E-Government maturity have also been based on theoretical models which do not necessarily represent the reality on the ground. The findings in this study are based on empirical investigation and represent what is happening in practice. The cases selected have been identified as leaders in the use of ICT among local councils in the Perth metropolitan area. Their experiences (how they plan for and develop E-Government including barriers they face and the impacts of E-Government for their communities) can be useful to other local administrators involved in planning for the development of EGovernment.

Abstract:
The most important difference between the new form of local government and that of the past is the creative and dynamic “developmental role” for local government to ensure maximum impact on poverty alleviation within resource constraints, and to address spatially entrenched socio‐economic inequalities. This needs to take place within the framework of integrated development planning, which is linked to the annual budgeting cycles. The IDP process is intended to provide communities with opportunities for participation in articulating, monitoring, reviewing and evaluating their needs. The aim of the research was to establish to what extent cooperation between the communities and the ward committees in the ward of New Brighton exists, with specific reference to consultation and participation in terms of IDP. A qualitative study was undertaken and literature review on public participation in terms of the IDP was conducted. Relevant secondary data was sourced and structured interviews were conducted with councillors representing New Brighton. Focus group interviews were also conducted with ward committee members from New Brighton. The research revealed that the priorities and genuine needs of the communities were often ignored by the Nelson Mandela Bay Municipality. There is no correlation between the genuine needs of the communities and those perceived to be the needs of the communities by the public officials. Challenges on public participation in IDP process were also found to be associated with the relationship between the councillors and public officials on what constitute the genuine needs of the communities.

Abstract:
Top executives are interested in more transparent and formalized structures, applicable measurements, and clear justification of alignment. Limited or improper information technology governance (ITG) affects the business strategy that will ultimately influence the overall business alignment in local city government agencies (LCGAs). The problem addressed in this study was the lack of information regarding LCGAs IT/business strategic alignment maturity model (SAMM) level and the LCGAs' employment size. The purpose of this survey study was to evaluate 48 LCGA participants in the Southwestern part of the United States and compare their alignment perceptions with their cities' employment size. The theoretical framework for this study was based on ITG and business strategy as measured by the SAMM instrument. An online survey was used for data collection and data results were analyzed using descriptive statistics and an Analysis of Variance. After using the SAMM instrument, the current snapshot maturity level of LCGAs was 2.49 out of a maximum 5.0 level. Results illustrated no significant relationship between LCGAs alignment maturity levels and a city's size. This study empowers positive social change by providing LCGAs 6 incremental steps to improve the overall alignment maturity level in areas of transparent and formalized structures, applicable measurements, and improved alignment measures.

A considerable proportion of adolescents in Nigeria are sexually active and involved in unprotected sexual activities with multiple partners. Consequently, these adolescents suffer high rates of sexually transmitted diseases, unintended pregnancy, and unsafe abortions. Many adolescents in Nigeria lack comprehensive knowledge about sexual and reproductive health (SRH) and face significant barriers to accessing quality sexual and reproductive health services (SRHS).This study was conducted because of paucity in information on the factors influencing access to and utilization of reproductive health services (RHS) among adolescents in Nigeria. The study aimed to explore the factors influencing adolescents" access to and utilization of RHS in Kaduna North local government area, North-Western Nigeria.

Este estudo procurar focar algumas questões relativas ao e-government, assim como as suas principais características. Este estudo, traduz o resultado de uma investigação por questionário conduzida em 2007 e endereçada aos 15 dos municípios do distrito de Leiria com página de Internet para conhecimento do estado actual do e-government. A investigação pretendeu compreender a complexidade e o papel actual das tecnologias da informação e comunicação na Administração Pública Local. O questionário explora a natureza multifacetada dos municípios do distrito de Leiria e alguns pontos-chave, incluindo as capacidades dos governos locais, o relacionamento com outras entidades e as suas funções. E contribuir com uma abordagem estruturada e séria para a área que, com certeza, verá nos próximos anos uma profunda evolução e transformação tanto na sua prática como no reconhecimento do seu valor para a contribuição do desenvolvimento das autarquias e do poder local. Certo de momento, é a enorme esperança de que o e-government possa contribuir para a valorização do território e para a melhoria da qualidade de vida das pessoas que o habitam e nele interagem. Por fim, a partir dos dados obtidos verifica-se que muito há para fazer a este nível da administração pública. Estes dados revelam, conscienciosamente, a dimensão do desafio que se coloca às autarquias na sua transição para o e-government. É um desafio que não pode ser vencido isoladamente e que exige uma estratégia nacional adequada e ajustada ao envolvimento e desenvolvimento dos diversos níveis de governo.
The present work was designed to position the e-government at Leiria’s district Town Halls. This study is concentrated in some questions relating to e-government, in that case, its mains characteristics. It is also the result of an investigation by questionnaire managed in 2007 and addressed to fifteen of the Leiria’s district Town Halls, with internet’s page, to understand the egovernment’s present position. The real investigation’s intent was to comprehend the complexity and performance of information and communication technologies of the local public administration. The questionnaire seeks the multifaceted nature of Leiria’s district Town Halls and some strong points, including the local government abilities, the relationship with others entities and its powers. This analysis aspires to contribute with a structured boarding to the area that, certainly, will notice, in the next years, an enormous development and transformation, as in the practise as in the acknowledgment of his value, to progress the autarchies and the local power. At the present moment, there is, in fact, a huge hope that e-government can increase the territory’s value and an improvement of people’s life quality. At last, from the results obtained it is easily perceptible the great projects that must be concretized at this level of the public administration. The data reveals, the challenge’s dimension that autarchies must meet to the requirements of e-government transition. That challenge can not be defeated separately since the demands are a suitable and reasonable national strategy to the envelopment and development of several government levels.

This master's thesis follows the author's previous bachelor thesis Village Hradčany in Podještědí at Contemporary History 1914 -1948. Using terminology and methods of regional history and microhistory it accents exploring contemporary history of whole commune and municipality Hradčany with all of its historical villages. It will deal comprehensively with cultural-historical and political-historical problems and phenomena of the of the second half of the 20th century, beginning with the communist rise of power in 1948 , continuing by demise of traditional rural economy in the fifties. But it will also mention the extinction of commune Hradčany itself and its connecting to the bigger commune of socialist type in seventies and developement of socialist rural society. Due to comparing the local archive sources with sources from other surrounding settlements the work should produce a synthetical historical source, which could be taken as a general picture of history of settlements in the region. The whole work is based primarily on archive and oral-history research, interviews with the oldest settlers, collection of photographic sources and written documents as memories.

Abstract:
This paper explains the actual state of digital readiness of the local governments in Japan, and describes the stages of achievement in digitalization and the direction of digitalization. The items being analyzed are the digitalization of governmental administration, services to residents, and information security. Further, in order to clarify the direction of digitalization, we propose stages of progress of the digitalization of the local governments.

Abstract:
This chapter evaluates the current status of digital deliberation in the local governments of Seoul Metropolitan area in Korea. In order to do that, this study, first, reviews literatures on digital democracy and develops a Web site evaluation framework of digital deliberative democracy. The four stages of digital deliberative democracy consist of information acquisition, communication and consultation, citizen participation, and public deliberation. Then, after evaluating the current practices in digital deliberative democracy of 25 administrative districts in the City of Seoul based on the four stages of digital deliberative democracy, the results show that a few administrative districts have performed good practices in digital deliberative democracy. Though it could be said that many administrative districts have performed good practices of information acquisition (1st stage of digital deliberative democracy), communication and consultation (2nd stage), and citizen participation (3rd stage), public deliberation (4th stage) is not fully performed in the Web sites of the administrative districts. Based on the results, this research explores some policy recommendations to improve digital deliberative democracy.
