Abstract:
In this paper the influence of macrosocietal shifts on municipal reforms in metropolitan areas, as reflected by the cyclic swing from periods of increased efforts to rationalize metropolitan governance to periods of acceptance and promotion of a fragmented pattern, is demonstrated. An analogy between the changes in industrial organization and municipal organization is suggested. The paper is focused on Israel's economic core region—the Tel Aviv metropolis—with surveys of reports of commissions dealing with municipal reforms and of boundary commissions assessing claims for municipal boundary changes between 1960 and 1993. A unique feature of Tel Aviv is the region's past failure to implement proposals for major rationalization during a period when such reforms were common in countries with similar political systems. This failure was a result of specific political and geographical factors that counterbalanced the broad processes that supported reform. The subsequent period of economic stagnation weakened prospects for comprehensive reforms. Renewed growth in the 1990s has intensified pressures for municipal change but has not been associated with the comeback of old notions of metropolitan government. Rather, flexible modes of cooperation and coordination appear to be preferred, priority being given to reorganizing local government in the urban—rural fringes of the metropolis rather than dealing with the inner parts of the metropolis.

Abstract:
The article analyzes issues related to the impact of various reforms in the sphere of Russian self-government on the development of Russian cities, especially in the context of new territorial administration systems. As the initial premises of such reforms, we consider, first of all, the constitutional innovations of 2020, which in one way or another affected the economic and legal foundations of Russian local self-government, in particular, through the approval of a single institution of “public power” in the country. The concept of “public authority” is intended to embody the unity and interaction of state and municipal administration in solving the problems of socio-economic development of territories. Further, in the context of the development of cities and their management systems, the tasks of preparing new “Foundations...” of state policy in the field of local self-government are discussed. Emphasis is placed on the need to strengthen the role of municipal management structures in supporting small business forms. The importance of specifying the place and role of various types of municipalities in the practice of strategic planning is shown.

Early in the pandemic, Florida municipal managers indicated that forecasting the impact on local revenues was one of their top priorities in responding to the pandemic, yet such a tool has not been widely available. This study offers simple and straightforward fiscal planning guides for assessing the short-term and long-term impacts of the COVID 19 recession on local government revenues by estimating the revenue declines among 411 Florida municipalities from FY 2021 to FY 2023. The forecast results predict revenues will be reduced by $5.11 billion from 2019 pre-pandemic levels for Florida cities in fiscal years 2021 through 2023. The decline is forecast to be 3.54 percent in FY 2021, 4.02 percent in FY 2022, and 3.29 percent in FY 2023. The revenue structure matters for estimating the revenue decline.

Abstract:
The direction of development in Indonesia has strongly integrated with the concept of good governance started from the strengthening of international market that is both imperialist and colony thereby contradicting to the tradition of developing countries. This leads to the establishment of sound governance as an alternative concept to improve the government's capacity to innovate in policy and administration. The development of Mamminasata Metropolitan area in South Sulawesi province experiences difficulties in implementing the coordination, integration, synchronization and cannot accommodate the whole event in order to realize the interconnection of development across districts / cities, whereas the central government makes this as a National Strategic Areas (KSN) and leading area in the East Indonesia. This study aims to explore and analyze the sound governance practices in the development program of Mamminasata Metropolitan area focusing on five dimensions, namely process, structure, values, management, and policy. The results show that 1) in the process dimension, the stakeholders involved in the Mamminasata development program establish inter-regional cooperation and coordinate externally and internally of the area ranging from planning to the implementation of development activities; 2) in the structure dimension, the government has established clear organization and regulation in regulating the development process. 3) in the value dimension, Mamminasata development program is based on the responsiveness of local government and has up-holded justice in accordance with the potential of each area; 4) in the management dimension, the government personnel has already had knowledge about the Mamminasata concept, but they are still experiencing problems in the use of technology because of limited resources; and 5) in the policy dimension, the government has encouraged the public to participate directly in policy making and implementation of development programs. Therefore, it can be concluded that the five dimensions of sound governance has been practiced in the Mamminasata Metropolitan area development.

Abstract:
The aim of the study is to investigate effective strategies and processes for public participation in the IDP process in the Buffalo City Metropolitan Municipality. A qualitative study was undertaken and literature review on public participation in terms of the Integrated Development Planning was conducted. Relevant secondary data was sourced and structured interviews were conducted with three (3) ward councillors in the Buffalo City Metropolitan Municipal. Focus group interviews were also conducted with ward committee members from three (3) wards in the Buffalo City Metropolitan Municipality. The findings of this research indicate that ward councilors have limited information on administrative processes. This could lead to ward councillors not be able to provide feedback on various service delivery issues and the progress of the municipal projects. Also ward councillors may not be able to influence public participation if they do not understand their role in administrative processes such as monitoring implementation of council decisions and policies. Ward councillors have no influence on the Integrated Development Planning especially the cost and budget estimates for municipal projects which are intended to benefit the members of the community. On the basis of the key findings, recommendations were made that ward committees should be empowered to deal with the complex developments in the Integrated Development Planning process and ward councillors should play a leading role in the Integrated Development Planning process.

During 2009 the State of Local Government in South Africa 2009 Report, (2009:71-75) showed that much of local government is in distress and it also showed that much of the local government municipalities faced serious challenges such as the lack of service delivery, poor financial management and weak integration between the Integrated Development Plan (IDP) and the Local Economic Development (LED). To improve the performance of the municipalities, the national government approved a comprehensive Local Government Turnaround Strategy (LGTAS) that serves as a country-wide intervention with the aim to address the communities‟ increasing dissatisfaction with poor municipal services, as well as to improve the administrative and financial performance of all municipalities. The purpose of the study was to investigate the impact of the Local Government Turnaround Strategy (LGTAS) on public participation and good governance with respect to the Integrated Development Planning (IDP) process in the Mangaung Metropolitan Municipality. It was found during the literature review that although the Local Government Turnaround Strategy (LGTAS) was successfully incorporated in the Mangaung Metropolitan Municipality Integrated Development Plan Review of 2013/2014, more needs to be done to ensure that the medium-term priorities are effectively implemented to promote good governance, and effective service delivery of Mangaung Metropolitan Municipality. The study found that although the Mangaung Metropolitan Municipality has a well-planned and well-structured community engagement strategy to promote effective public participation, more needs to be done to ensure that the communities are effectively represented during the various public participation consultation activities to ensure that the needs of the majority of the communities are addressed. The study also found that the Mangaung Metropolitan Municipality has well-defined strategies to promote good governance in its Integrated Development Plan (IDP), the effective implementation remains a challenge.

Since its establishment in the 19th century, the City of Johannesburg has metamorphosed from a gold mining dormitory, a segregated town to a modern metropolitan municipality that is one of the flagships of South African municipalities. The formerly apartheid city had the legacy of fragmentation along racial lines based on the disintegrated economic logic that systematically developed areas disproportionately with black urban and peri-urban areas at the mercy of the white urban areas1. The advent of democracy in 1994 necessitated the city’s transformation into a democratic, non-racial, developmental and mega municipality encompassing the townships that were previously on its periphery. This required the national government, as the superior government to formulate a regulatory framework for local government to foster a developmental orientation, democracy, good governance and accountability to the constituent inhabitants, provincial and national government. Similar to all other municipalities country wide, it became paramount to improve the provision of public services to cover the backlogs that were created by the previous separate development policies of apartheid, but specific to Johannesburg, to maintain its position as the biggest city by population, gross domestic expenditure and economic growth. In this study the researcher maintains the seven assumptions advanced by Caiden (1982:14-6) about public administration i.e. that it is unavoidable, expects obedience, has priority, has exceptional size, has political top management, poses difficulties in performance measurement and that more is expected from it. Although public management is not entirely unique in the above ways due to the phenomenon of new public management (NPM), it is easy in the South African context to identify public administration through the schedules in the Constitution (1996), the Public Finance Management Act, 2002 (PFMA)2 and the formation structures of service providing municipal entities. Public policy analysis literature documents the paradigm shift in public management from traditional bureaucratic structure to decentralisation, NPM and policy networks amid the complexity theory in the public service endeavour to provide services. The local legislature i.e. the municipal council is granted the authority over the sphere of work of the municipality and therefore has the final say in the running of the municipality to meet the expectations of the electorate. In this study the researcher focuses on the analysis of the council’s choices of the above public management structures or policies options in exercising its authority. The council has to decide on functional activities i.e. municipal services from what the Constitution (1996) allows and decide on the executive institutions that are tasked to execute the functions within the budgetary allocations. Regarding research methodology, annual reports, departmental reports, AG performance reports, community complaints, council meeting minutes, provincial government reports, national treasury reports and primary data from questionnaires and expert interviews were consulted to answer the questions on the levels effectiveness and efficiency. It was found that the provision of services has substantially improved as from the beginning of the 21st century and the reason for this improvement is the public service reforms that include NPM. The semi permanency of entities and utilities could inhibit the provision of services in future. It was also found that the weaknesses with the utilities and entities can well be covered by the implementation of policy networks and the municipality finds it difficult to cope under exogenous complexity challenges.

The Constitution, 1996 requires that the public participate in policy making and planning in local government. To ensure compliance, legislation prescribes that local government needs to establish mechanisms, processes and procedures for public participation. However, neither the Constitution, 1996 nor legislation describes what public participation is, and how it should be implemented. Moreover, different people view public participation differently. There is thus a lack of definition and implementation of public participation in the policy making and planning processes of local government. To understand what public participation means, a conceptual analysis was conducted, resulting in the delivery of a working definition of public participation. The definition conveyed indicators of public participation, namely, the public, the levels of participation, the mechanisms for participation, the scope of participation and public influence in decision-making in participation. These indicators were studied qualitatively for description in a metropolitan municipality in South Africa in a single case study using multiple methods. The methods used were a survey questionnaire, a document study and analysis and an interview questionnaire. The findings indicate that the public who participated in the policy making and planning processes in the metropolitan municipality were mainly advantaged instead of disadvantaged people. They participated at the levels of informing, consulting, implementing, and reviewing. Public participation was not attained at the levels of educating, deciding and reporting back. The study established that the municipality employed various public participation mechanisms for informing and consulting the public. The scope of public participation was found to be reasonably broad. Though evidence suggests that the public participated in decisions pertaining to budget ward allocations, no evidence could be found that the public had an influence in decision-making in participation on the whole. It was found that public officials had the influence over public participation decision-making while politicians had the final say.
