Panzram and Paulo Pachá, eds. The Visigothic Kingdom. NL Amsterdam: Amsterdam University Press, 2020. http://dx.doi.org/10.5117/9789463720632.

Full text
Abstract:
How did the breakdown of Roman rule in the Iberian Peninsula eventually result in the formation of a Visigothic kingdom with authority centralised in Toledo? This collection of essays challenges the view that local powers were straightforwardly subjugated to the expanding central power of the monarchy. Rather than interpret countervailing events as mere ‘delays’ in this inevitable process, the contributors to this book interrogate where these events came from, which causes can be uncovered and how much influence individual actors had in this process. What emerges is a story of contested interests seeking cooperation through institutions and social practices that were flexible enough to stabilise a system that was hierarchical yet mutually beneficial for multiple social groups. By examining the Visigothic settlement, the interplay between central and local power, the use of ethnic identity, projections of authority, and the role of the Church, this book articulates a model for understanding the formation of a large and important early medieval kingdom.

Full text
Abstract:
This collection of essays brings together a range of critical approaches, from varying disciplinary backgrounds, to provide an in-depth overview of the past and current status of small-scale fisheries in Japan. The book attempts to map out some of the major themes relating to community-based fisheries-management systems, environmental sustainability, lottery systems for allocating fishing spots, fishing livelihoods, local knowledge, social vulnerability to environmental hazards, socioeconomic factors affecting small-scale fisheries development, history of destructive fishing practices, women’s entrepreneurship in the seafood sector, traditional leadership systems, religious festivals, and power relationship between local communities and government agencies. The aim of this book is then to provide a comprehensive and multifaceted analysis of the cultural richness of this fishing sector, which still plays a key role in the broad academic debates focused on the potential small-scale fishery trajectories within the context of global scenarios.

Abstract:
This chapter examines the complex interplay between the National Rural Employment Guarantee Act 2005 (NREGA) and the multiple levels of political representation that comprise India's system of local government, known as panchayati raj, which includes elected councils at the village, block, and district levels. The analysis of the politics of NREGA implementation assesses the roles played by both politicians and administrators operating at each of these three levels. These interactions are assessed through an examination of three NREGA-related processes: (1) the increased power and resources of elected local councils, and the consolidation of power within these councils by their leaders; (2) the rationing of work opportunities, and the political logic behind the exclusion of certain groups; and (3) the struggles between village- and block-level actors over opportunities to engage in corruption.

Full text
Abstract:
Federalism: A Very Short Introduction provides a concise overview of the principles and operations of federalism, the political system defined by power sharing between a national government and its subnational units, from its origins and evolution to the key events and constitutional decisions that have defined its framework. While the primary focus is on the United States, a comparative analysis of other federal systems, including those of Australia, Brazil, Canada, India, Nigeria, and Switzerland, is provided. The role of federal government is explained alongside the critical roles of state and local governments. This VSI also examines whether federal structures are viable in an era of increasingly centralized and authoritarian-style government.

Abstract:
This chapter analyses the political economy of continuity in Argentina’s minimalist response to the new global order in intellectual property. The choices made in the 1990s facilitated Argentina’s largest drug firms’ adjustment to the eventual introduction of drug patenting. Accumulated resources allowed the local sector to shape the Argentinean patent system in the 2000s, as the focal point of conflict moved from how to introduce pharmaceutical patents to how the patent system functions. Argentina continued to buck external pressures for over-compliance, and the patent office’s procedures for examining pharmaceutical patent applications underwent changes too. Argentina’s local firms worked closely with the Executive to secure these outcomes. The chapter also considers the downside of extensive producer power, and the limitations of Executive agency, by considering the Health Ministry’s inability to reform other aspects of the pharmaceutical market against the wishes of the local sector.

Abstract:
This chapter examines the marketing of white goods—labour-saving appliances powered by electricity or gas. While small devices such as the electric iron were typically sold through shops, power-hungry durables such as cookers, refrigerators, water heaters, and wash boilers, were sold mainly through specialist electrical contractor/retailers, some larger department stores, and, especially, the power utilities. Power supply concerns saw such appliances as key to building power sales and thus gaining productivity advantages from a larger and more even load. Crucially, they also regarded these appliances as a key competitive weapon in the battle with rival local utility providers (electricity/gas). We explore the nature of production systems and value chains in this sector, the range of appliances on offer and their advantages and costs, and the ways in which the marketing battle between gas and electricity suppliers boosted their diffusion.
