In this article, an important topic for public administration is addressed, that of the institution of the prefect from the perspective of its evolution at different historical stages. The importance of the institution of the prefect in the national public administration system is argued from the perspective of the good functioning of the central and local administrative system. We formulate opinions through which we express our reasoned disagreement with this shift, referring to European models and especially to the example of France. Trying to offer a rational scientific justification for excluding foreigners, especially Jews, and increasing the role of ethnic Romanians in the economy, major scholars of economics offered solutions toward successful Romanianization. Because some of these economists were also influential politicians and public intellectuals, their investigations and blueprints for the project gained wide publicity and provided steps for a

AbstractIn many elections around the world, voters choose between politicians who differ not only in personal background and policy promises, but also in their history of dishonest electoral conduct. While recent literature has begun to investigate the conditions under which voters punish electoral malfeasance, we know relatively little about whether they penalize different forms of illicit activities carried out by politicians differently. In this paper, we present the results of a candidate choice experiment embedded in a survey fielded prior to the 2016 Romanian local election. We asked vot

It is argued that the abrupt unleashing of brutally anti-Jewish discourses in this most eastern province of the Austro-Hungarian monarchy, after the anti-Semitic wave which had reached its peak in Vienna and in the center of Austria in the last decades of the 19th century, goes back to local social and national conflicts deeply rooted in the contradictions of the modernization process. His stance on the school question may have been determined by his failure to grasp the profound social changes that had taken place in his lifetime and his belief that Catholic families could remedy any deficiencies of the Protestant public schools. In many recent democracies, candidates compete for office using illegal strategies to influence voters. In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the “wrong” way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? Already in the second century BC the Greek politician and historian Polybius had assessed the position of religion in Roman society as the cement of the Roman state. But religion was much more than just a matter of public observance and political loyalty. It permeated every side of life, and took many different forms. The most visible and heavily reported problems of different cultures living together, unsurprisingly perhaps, centre on housing and accommodation. The principal areas of tension appear to be two-fold. First, recent immigrants being housed in already- deprived areas. Second, Romany Travellers, with their own form of desperation, trying to settle en masse against the wishes of locals and often in breach of planning laws. This problem has grown in recent times as their nomadic lifestyle has been increasingly outlawed, beginning most notably in recent times with section 39 of the Public Order Act
