Thesis (M.C.P.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2007.<br>Includes bibliographical references (p. 91-93).<br>Brownfields are abandoned or underused land whose redevelopment is complicated by the presence or perception of contamination. Nationally the United States Environmental Protection Agency estimates the number of brownfields to be more than half a million. As of 2002, the EPA requires states and tribal governments to inventory brownfields within their boundaries in order to receive federal funding for brownfield response programs; municipalities and regional planning offices eligible for competitive EPA brownfield grants are encouraged to first conduct a brownfield inventory. Assessment grants funding inventories are open-ended, allowing local governments to define their own methods of identifying brownfields and prioritizing parcels for redevelopment; as such there is little documentation of the way inventories are conducted. Through interviews with brownfield redevelopment professionals and inventory makers in Alabama, California, Kentucky, Massachusetts and New Jersey this thesis explores the ways local governments prioritize property types for identification, how they locate brownfields, how they incorporate community knowledge, and how inventories influence subsequent public funding allocations.<br>(cont.) This research indicates that inventories tend to focus on large sites close to infrastructure with the intention of marketing individual properties rather than strategically incorporating brownfield redevelopment into broader urban or regional planning. While local governments frequently design inventories in partnership with and for use by non-government actors, they tend to work almost exclusively with other professional groups and have marginal success at soliciting community participation. Though inventories are meant to capture brownfields that have eluded regulatory databases of contaminant release reports, fear of litigation from injured property owners and reliance on official property records bias inventory results to represent only the most visible brownfields. I conclude that the EPA should work with planning professionals to educate inventory makers on ways of creating strategic inventories. I also assert that brownfield inventories must include community partnerships in order to align brownfield redevelopment with community objectives and explore the legal and political implications of such partnerships.<br>by Sharlene Leurig.<br>M.C.P.

In the standard model of cosmology, the universe is currently dominated by dark energy in the form of the cosmological constant that drives the expansion to accelerate. While the cosmological constant hypothesis is consistent with all current data, models with dynamical behaviour of dark energy are still allowed by observations. Uncertainty also remains over whether the underlying assumption of a homogeneous and isotropic universe is valid, or if large-scale inhomogeneities in the matter distribution can be the cause of the apparent late-time acceleration.This thesis investigates inhomogeneous cosmological models in which dark energy clusters or where we live inside an underdense region in a matter-dominated universe. In both of these scenarios, we expect directional dependences in the redshift-luminosity distance relation of type Ia supernovae. Dynamical models of dark energy predict spatial variations in the dark energy density. Searches for angular correlated fluctuations in the supernova peak magnitudes, as expected if dark energy clusters, yield results consistent with no dark energy fluctuations. However, the current observational limits on the amount of correlation still allow for quite general dark energy clustering occurring in the linear regime. Inhomogeneous models where we live inside a large, local void in the matter density can possibly explain the apparent acceleration without invoking dark energy. This scenario is confronted with current cosmological distance measurements to put constraints on the size and depth of the void, as well as on our position within it. The model is found to explain the observations only if the void size is of the order of the visible universe and the observer is located very close to the center, in violation of the Copernican principle.<br>At the time of the doctoral defense, the following papers were unpublished and had a status as follows: Paper 4: Accepted.

Experimentation exploring the movement of voids within carbon fiber reinforced plastics was performed using fluorescent dye infused into the laminates observed through a transparent mold under ultraviolet light. In situ photography was used as an inspection method for void content during Resin Transfer Molding for these laminates. This in situ inspection method for determining the void content of composite laminates was compared to more common ex-situ quality inspection methods i.e. ultrasonic inspection and cross-section microscopy. Results for localized and total void count in each of these methods were directly compared to test samples and linear correlations between the three test methods were sought. Test coupons were then cut from these laminates and were used to calculate the interlaminar shear strength at certain locations throughout the laminates. Although this research did not adequately observe correlations between results obtained from ultrasonic C-scans, cross-sectional microscopy and in situ photography of the surface, it was seen that the fluid dynamics of the thermosetting epoxy used in this experimentation correlated to results obtained from previous experimentation performed by students at Brigham Young University using vegetable oil as a substitute for resin.

Weitere Besonderheiten sind die detaillierte Untersuchung des transienten Verhaltens eines nichtkondensierbaren Gases mit einer neuartigen Messtechnik sowie die Ermittlung des Einflusses des Gases auf den Kondensationsvorgang. Beim Experiment wurden schnelle Übergangsvorgänge ausgelöst, indem ein in einer Kühlwanne liegendes, leicht geneigtes Wärmeübertragerrohr plötzlich mit dem Dampfraum eines unter Druck stehenden Kessels verbunden wurde. Dabei wurden im Rohr unterschiedliche Anfangsbedingungen hinsichtlich der Vorlage von nichtkondensierbaren Gasen (in diesem Falle Luft) eingestellt. Es wurden Versuche mit Atmosphärendruck, mit erhöhtem Druck, aber auch mit vorheriger Evakuierung des Versuchsrohrs durchgeführt. Durch eine Instrumentierung mit neuartigen Nadelsonden, die eine Phasendetektion kombiniert mit einer schnellen lokalen Temperaturmessung ermöglichen, konnte die Umverteilung von Dampf, Kondensat und nichtkondensierbarem Gas als Funktion der Zeit beobachtet werden. In recent years, the increasingly precise constraints on the value of the Hubble constant, H0, have highlighted a discrepancy between the results arising from early-time and late-time measurements. A potential solution to this so-called Hubble tension is the hypothesis that we reside in a cosmic void, i.e. an underdense cosmic neighbourhood characterized by a faster local expansion rate. In this thesis, we model this scenario through the Lemaître-Tolman-Bondi formalism for an isotropic but inhomogeneous universe containing matter, curvature and a cosmological constant, which we denote by ΛLTB. We numerically implement this framework with two different formulations for the local matter density profile, respectively based upon a more realistic Gaussian ansatz and the idealized scenario of the so-called Oppenheimer-Snyder model. We then constrain the background cosmology and the void parameters involved in each case through a Markov Chain Monte Carlo analysis with a combination of recent data sets: the Pantheon Sample of type Ia supernovae, a collection of baryon acoustic oscillations data points from different galaxy surveys and the distance priors extracted from the latest Planck data release. For both models, the resulting bounds on the investigated parameter space suggest a preference for a -13% density drop with a size of approximately 300 Mpc, interestingly matching the prediction for the so-called KBC void already identified on the basis of independent analyses using galaxy distributions. We quantify the level of improvement on the Hubble tension by analyzing the ΛLTB constraints on the B-band absolute magnitude of the supernovae, which provides the calibration for the local measurements of H0. Since no significant difference is observed with respect to an analogous fit performed with the standard ΛCDM model, we conclude that the potential presence of a local void does not resolve the tension.

Dieses Jahr kann auf auf 11 interessante Vorträge zurückgeblickt werden. Besonders hervorzuheben sind die beiden Hauptvorträge, die von Herrn Professor Hetsroni aus Haifa und Herrn Dr. Sengpiel aus Karlsruhe gehalten wurden. Erneut lag ein wichtiger Schwerpunkt auf Meßverfahren, die räumliche Verteilungen von Phasenanteilen und Geschwindigkeiten sowie die Größe von Partikeln bzw. Blasen der dispersen Phase zugänglich machen. So wurde über einen dreidimensional arbeitenden Röntgentomographen, ein Verfahren zur Messung von Geschwindigkeitsprofilen mit Gittersensoren und eine Methode zur simultanen Messung von Blasengrößen sowie Feldern von Gas- und Flüssigkeitsgeschwindigkeit mit einer optischen Partikelverfolgungstechnik vorgetragen. The illegal bushmeat harvest has been identified as a reason for declining wildlife populations throughout much of Africa. For many years the trade was thought to exist primarily in Western Africa. The illegal use of bushmeat in Eastern Africa, including Kenya, went undocumented and unstudied. In 2004, the Born Free Foundation published a study which claimed illegal sale of wild game was substantial in butcheries throughout Nairobi, Kenya. In an effort to determine other markets of the commercial trade, the goal of this study was to analyze local restaurants in Voi, Kenya for illegal bushmeat sale. The town of Voi was selected due to recent published reports in the popular press, its proximity to Tsavo National Park, and its access to a major highway. Samples were collected and analyzed using mDNA sequencing analysis of the cytochrome B gene. None of the collected samples were identified as illegal game meat. The restaurants in Voi, Kenya were not a commercial outlet for illegal bushmeat trading in the local economy during the period of this study. The results from this study provide valuable baseline data which can be used in future research to help determine possible vectors of the bushmeat trade.

Dans un contexte incertain et concurrentiel, principalement marqué par les phénomènes de mondialisation et le développement massif des technologies de l’information et de la communication, quelles sont les marges de manœuvre des sociétés locales pour s’adapter, agir et réagir face aux mutations contemporaines ? C’est à travers le prisme du développement local que notre travail examine ces interrogations. Notre approche, centrée sur la notion de ressources immatérielles, permet de pénétrer au cœur de la « boite noire » des interactions sociales dans et par les échelles de la proximité. L’observation de quatre projets de développement confirme l’intérêt de la valorisation des ressources immatérielles, mais laisse en suspens quelques questionnements. Afin de compléter ces observations, une posture de recherche fondée sur le passage par l’expérimentation est proposée pour appréhender au mieux les processus à l’œuvre au cœur de l’action. Les résultats obtenus posent les fondements de l’intelligence territoriale et esquissent une requalification des supports de l’action locale. Cette thèse formule ainsi quelques propositions pour avancer sur la voie d’un enrichissement des méthodes de développement local. D’un point de vue méthodologique, le travail mené montre l’intérêt de la posture d’expérimentation pour enrichir la palette du chercheur<br>What can the local societies do to adapt themselves in a competitive and unsettled environment, mainly marked by the globalization and the strong development of the information and communication technologies ? How should they act and react to the contemporary changes ? We chose to use the local development to study these questions. Our approach based on the concept of immaterial resources allow us to work with the social interactions at a local level. The study has been carried out in two phases. First the observation of four development projects proved the interest of the immaterial resources. Then an experimentation-based research helped getting a better understanding of the processes at work during the action. The results obtained constitute the basis of the territorial intelligence and propose a new conception of the local action frameworks. In the end this research makes a few suggestions to improve the local development methodology. From a methodological point of view, the work done shows the interest of the experimentation to improve the tools and methods of the researcher

L’essor de la coeliochirurgie nécessite la recherche de nouvelles stratégies anesthésiques, notamment contre les douleurs post-opératoires. L’analgésie multimodale bénéficie de la synergie entre différentes méthodes, notamment topiques, qui font l’objet de nombreux travaux avec des résultats contradictoires. Nous souhaitons contribuer à la recherche d’un mode d’administration optimal à travers une double exigence:1)répartition efficace sur le péritoine, 2)humidification simultanée du gaz d’insufflation pour lutter contre l’hypothermie. L’hypothermie est due à l’évaporation de la surface péritonéale au contact du gaz d’insufflation sec. L’humidification permettrait de réduire cette perte d’énergie thermique. Nous avons réalisé plusieurs études expérimentales, in vitro et in vivo chez l’animal. Nous avons d’abord évalué l’efficacité de l’humidification à froid dans la prévention de l’hypothermie. Puis, nous avons recherché quels humidificateurs étaient capables de transférer de l’anesthésique local dans le gaz d’insufflation. Enfin, nous avons réalisé une étude pharmacocinétique de l’administration de ropivacaïne par humidificateur, en comparaison avec l’instillation. Nos résultats ont permis d’établir des pistes pour l’optimisation de l’administration topique: nous avons montré chez l’animal, que l’humidification à chaud du gaz n’apportait pas de gain en terme de lutte contre l’hypothermie, par rapport à une humidification à froid, nous avons montré l’utilité d’un nébuliseur capable d’humidifier et de transférer de l’anesthésique local dans le flux de gaz, nous avons réalisé la première étude pharmacocinétique spécifique de la nébulisation de ropivacaïne en comparaison avec l’instillation classique, pour en valider la sécurité. Ces résultats nous permettent de poursuivre notre recherche par une étude clinique évaluant l’effet de la nébulisation de ropivacaïne et de l’humidification du CO2 insufflé en coeliochirurgie<br>The boom in laparoscopic surgery means that new anesthetic strategies must be found, especially with respect to post-operative analgesia. Topical administration of local anesthetics is part of multimodal analgesia and many studies seeking to establish its interest in laparoscopic surgery provide contradictory results. Our aim is to contribute to an optimum way of administrating local anesthetics topically, with a view to: 1)homogeneous spreading on the peritoneum, 2)simultaneous humidification of insufflation gas, in order to prevent hypothermia. Hypothermia is due to evaporation of the peritoneum’s surface by contact with dry insufflation gas. Humidification could prevent this thermal energy loss. We performed several in vitro and in vivo (animal-) studies. Firstly, we evaluated the efficiency of hot versus cold humidification in hypothermia prevention. Secondly, we evaluated several humidification devices in order to assess their efficiency in delivering ropivacaine in the insufflation gas flow. Finally, we performed a pharmacokinetic study of intraperitoneal ropivacaine nebulization, by comparison with standard instillation. Our results open new prospects for intraperitoneal topical administration of local anesthetics: in the animal setting, we showed that hot humidification of insufflated gas did not provide any benefit in hypothermia prevention, in comparison with cold humidification, we established the potential value of a nebulizer, able to humidify and deliver local anesthetics along with CO2 insufflation during laparoscopy, we performed the first pharmacokinetic study of intraperitoneal ropivacaine nebulization, validating the safety of the technique. These results enable us to follow our research with a clinical trial to evaluate the effects of nebulized ropivacaïne and humidified insufflation gas in laparoscopic surgery

Bien que cinq découvertes soient faites, le nombre de découvertes est inférieur à ce qu’on s’attendrait, en présumant une distribution isotrope de galaxies naines. Ce résultat mène au deuxième objectif de la these: quantifier les limites de détections du relevé PS1. This survey is instrumental in helping resolve tensions that have become apparent between observation and theories. In a first phase, a search algorithm is developed, discovering five new satellites. Though yielding five discoveries, this number is lower than one would expect, assuming isotropy of the dwarf galaxies. This leads to the second aim of this thesis, namely quantifying the detection limits of the PS1 Survey. The detection efficiency maps over the entire PS1 sky can be used as a stepping–stone towards the quantification of the (an)isotropy of the Milky Way satellites’ distribution. Real-time voice measurements were performed to assess whether there are significant problems with 802.11b wireless networks regarding real-time voice communication. We present an analysis of how the 802.11b MAC protocol and diverse environmental conditions affect the quality of real-time voice in terms of loss, delay, and jitter. We also reveal practical issues of wireless monitoring with passive sniffers for this type of analysis. The results obtained in our measurements show that in the majority of the experiments the quality was good, but under some circumstances the requirements for an acceptable voice communication were not met.<br>Realtidsröstmätningar gjordes för att testa om det finns problem med 802.11b trådlösa nätverk beträffande realtidsröstkommunikation. En analys presenteras av hur 802.11b MACs protokoll och olika tillstånd i omgivningen påverkar kvaliteten på realtidsrösten i form av förluster, fördröjningar och jitter. Även praktiska angelägenheter om trådlös övervakning med passiva sniffers visas. De erhållna resultaten visar att i en majoritet av fallen var kvaliteten acceptabel, men under vissa förhållanden blev inte kraven för röstkommunikation uppfyllda.

L’investissement dans des infrastructures locales sobres en carbone est considéré comme une composante importante de la lutte contre le changement climatique. Les mécanismes de règlementation climatique (comme la compensation carbone) font supporter aux développeurs de projet les risques liés à la réduction des émissions de gaz à effet de serre (GES): les risques opérationnels, technologiques ou liés au monitoring environnemental et aux mécanismes régulateurs. Nous montrons que l’efficacité environnementale et économique des projets dépend en grande partie des modalités de partage de ces risques entre les différents acteurs impliqués dans le projet. Sur un échantillon de projets de torchage des gaz d’enfouissement financés par le Mécanisme pour un Développement Propre, il est montré que la délégation de la fourniture de la technologie crée des risques supplémentaires. La délégation de l’élaboration de la documentation du projet selon les règles formelles de l’UNFCCC et la séparation de l’opération de la décharge et du projet MDP semblent être maîtrisables par la mise en place de mesures de partage de risques<br>Investment in low carbon infrastructure is considered an important component of the fight against climate change. The mechanisms of climate regulation (such as carbon offsets) transfer to project developers the risks associated with reducing emissions of greenhouse gas (GHG) emissions, i. E. Operational and technological risk, or risks associated with the environmental monitoring and the regulatory mechanism itself. The success of projects depends importantly on the risk sharing arrangements between the private and public partners. It is shown that the delegation of tasks between the partners can create risks that affect the environmental effectiveness and economic efficiency of the project. For a sample of landfill gas flaring projects financed under the Clean Development Mechanism, it is shown that the outsourcing of the provision of technology creates additional risks. The outsourcing of the development of the official project documentation required by the UNFCCC and the separation of the operation of the landfill and the CDM project development appear to be manageable by risk sharing arrangements

Doublement voire triplement minorisées dans cette arène (en tant que "femmes", "immigré(e)s", et "habitant(e)s" d'un quartier dits "sensibles") leur mobilisation fait l'objet de contraintes et d'opportunités particulières, notamment liées aux contextes politique et social, locaux et nationaux. Cette thèse étudie donc les formes et les processus de construction de leur engagement public, ainsi que l'ensemble des interactions et des coopérations produisant l'expérimentation de pratiques reposant sur un usage politique du "personnel". Bien plus qu'une procédure technique de mise en relation des migrants et des institutions publiques, la médiation est un acte politique visant l'élargissement et le renforcement des marges de liberté d'expression et d'action des femmes ethnicisées dans leur quartier et leur famille. Being doubly or trebly minorities (as women, as immigrants, as living in a so-called "sensitive" quarter), their mobilization are subjected to specific constraints and opportunities, linked to political and social contexts, local as well as national. This thesis studies the shapes and the construction processus of their commitment, but also the interactions, cooperations, allowing experimentation of practices making a political use of "personal" experiences. More than a technical procedure connecting migrants and public institutions, this mediation is a political act aiming at the broadening and reinforcement of the freedoms of expression and action of ethnicized women in their quarters and families. Finally, the analysis of their biographical path demonstrates that they've got something out of this public commitment since they find equilibrium between their desire for social advancement and their social assignations as ethnicized women

En arrivant au pouvoir, Chávez a commencé par changer non seulement les mécanismes électoraux et étatiques, mais la logique tout entière de l’espace politique, en imposant de nouvelles formes d’auto-organisation locale pour garantir l’hégémonie de sa base. Les majorités pauvres du pays, qui se trouvaient historiquement exclues de l’action politique, ont été incorporées à celle-ci en tant que sujets. Un des objectifs majeurs de la politique intérieure vénézuélienne est la participation effective des citoyens à la gestion de leurs affaires. La popularité de Hugo Chávez repose essentiellement sur l’appui des couches défavorisées de la population, qui semblent être les bénéficiaires des réformes entreprises, et d’un large éventail de programmes sociaux financé par la manne pétrolière. Si la question de la participation est un enjeu très actuel pour la plupart des démocraties, les formes qu’elle prend au Venezuela sont nouvelles et singulières. Le régime vénézuélien constitue-t-il une alternative aux dérives et insuffisances de la démocratie représentative, inventée en son temps comme une sorte de procédé permettant de filtrer la souveraineté populaire ?<br>The severe crisis in which the Venezuelan society has been immersed since the middle of the 1980’s is translated after ten years by profound development of the institutional image and its relations of the internal forces. For some decision makers or analysts, Venezuela would be a case of a transition towards a socialist model, etatist in terms of economics, semi authoritarianism and unique in terms of politics. For others, Venezuela embodies a new route for the participative democracy. Arriving to power, he started to change not only the state electoral mechanisms, but also the total logic of the political spectrum, setting new forms of local self-organisations to guarantee the hegemony of his government. Most of them poor people, who have historically been excluded from the politic arena, have been incorporated as individuals. One of main of Venezuelan objectives of the interior politics is the effective participation of citizens in the management of their issues. The popularity of Hugo Chavez is essentially based on the endorsement of the most disadvantaged part of the society, who seems to be the beneficiary of reforms undertaken, and of a large range of social programs financed by the oil grace. If the question of the participation is a current issue for many democrats, the shapes that take in Venezuela are new and unusual. Venezuela, country of numerous resources and potentialities, declares its socialist and revolutionary identity and gets involve firmly in the “road of the participation”. This policy is marked by a strong tension between a declared wish to put in place the terms of an effective participation and temptation to hold a centralised control of the process of decision. Will the social reforms take root on a permanent basis? What kind of democracy will be in question? Do the Venezuelan regimen constitute an alternative to deformations and insufficiencies of the democracy representative, created in its time like a kind of proceed allowing to filter the sovereignty popular?

L'anesthésie des malades à risque en chirurgie buccale est un problème rencontré en milieu hospitalier. Les indications chirurgicales, souvent motivées par la prévention de l’endocardite infectieuse, de l’ostéoradionécrose ou par la préparation d’un malade à une greffe, appellent des interventions dont l’étendue nécessite parfois le recours à l’anesthésie générale qui n’est pas toujours souhaitable auprès de ces malades. Ces travaux étudient l’association de l’anesthésie locale à une analgésie intraveineuse comme solution à ce problème, afin d’éviter plusieurs interventions sous anesthésie locale seule. Dans une première étude prospective, dont l’objectif est d’évaluer la validité de cette technique, 70 malades, classés ASA 3 & 4, sont opérés. L’évaluation des critères étudiés pour chaque malade : état de santé et antécédents ; indication, durée et étendue de l’intervention ; doses d’anesthésique local et analgésique utilisées ; variations hémodynamiques et effets secondaires, démontre que cette technique peut effectivement représenter une alternative à l’anesthésie générale dans ces situations. Cependant, le principal inconvénient de cette technique reste la dépression respiratoire induite par l’analgésique morphinique et le risque d’arrêt ventilatoire. Afin de déterminer si l’incidence de la dépression respiratoire peut être diminuée par l’utilisation d’un dérivé morphinique agoniste-antagoniste tout en conservant un effet analgésique suffisant, un effet comparatif en double aveugle est alors réalisé, après accord du comité d’éthique, entre la Nalbuphine et le Fentanyl auprès de 24 malades classés ASA 3 & 4. Les résultats démontrent que l’administration de0. 2 mg. Kg-1 de Nalbuphine, versus 2µg. Kg-1 de Fentanyl, induit une dépression respiratoire significativement plus faible pour une analgésie et une sédation per-opératoires équivalentes. La Nalbuphine peut donc bénéficier d’une indication préférentielle dans ces situations puisqu’elle n’entraîne qu’une dépression respiratoire modérée sans risque d’apnée tout en assurant une analgésie suffisante.

Previous issue date: 2007-10-30<br>This work investigates VoIP (Voice over IP) performance over WLAN (WVoIP) through qualitative and quantitative point of view, considering degradation in indoor environment. The results was obtained through a channel emulator to produce the Weibull distribution. Measurements results with a robot showed that this distribution is adequate to represent WLAN environment instability. The test utilized the CODECs (Coder Decoder) G711 and GSM (Global System for Mobile Communications). The work presents results that indicate the effect of the instability of wireless environment in the VoIP performance. The results indicate a significant variation of voice quality, considering the severity of the phenomena emulated. The behaviors of the CODECs are evaluated considering the different characteristics of bandwidth and robustness.<br>O trabalho investiga de forma quantitativa e qualitativa o desempenho de VoIP (Voz sobre IP) em uma rede WLAN (Wireless Local ?rea Network), denominado WVoIP, (Wireless VoIP) considerando degrada??o em ambiente indoor. Para atingir esse objetivo foram realizados testes utilizando um emulador de canal capaz de produzir fen?menos de propaga??o com distribui??o de Weibull. Les travaux présentés dans ce manuscrit traitent des mécanismes de croissance associés au dépôt de nanofils d’oxyde de zinc (ZnO) en bain chimique. Cette technique de croissance, attractive de par sa facilité de mise en œuvre et son coût limité, consiste à immerger un substrat dans une solution de précurseurs portée à basse température (typiquement 90°) pendant quelques heures. Le dépôt préalable d’une fine couche de ZnO fortement texturée est nécessaire à l’obtention de la morphologie nanofils et il est donc nécessaire de maîtriser le processus de croissance associé. Dans un souci de cohérence, la méthode sol-gel dite de trempage consistant à immerger le substrat dans une solution de précurseurs avant de recuire la couche ainsi déposée est ici adoptée. Le ZnO, sous sa morphologie nanofils, est actuellement fortement étudié du fait de son fort potentiel applicatif. Typiquement, il peut être utilisé en tant que brique de basse dans la réalisation de cellules solaires de types Grätzel ou à absorbeur extrêmement fin. Dans ce contexte, il est nécessaire que les nanostructures élaborées présentent des propriétés physiques attractives et ces dernières doivent donc être finement caractérisées. Dans un premier temps, l’influence des paramètres expérimentaux associés au processus de trempage sur les propriétés morphologiques et structurales de films minces de ZnO déposés via ce processus est quantifiée. Il est montré à cette occasion que dans des conditions extrêmes de recuits, les couches évoluent vers une morphologie de type fil. Fort des conclusions obtenues, les mécanismes régissant la croissance de nanofils de ZnO en bain chimique, et plus particulièrement l’influence de la surface de nucléation sur ces derniers, sont étudiés. La possibilité d’obtenir des nanofils localisés et parfaitement alignés à travers la réalisation de masques est démontrée. L’ensemble des nanostructures élaborées (couches et nanofils) sont caractérisées par photoluminescence afin de pouvoir estimer leur qualité structurelle et d’étudier les défauts en présence. Pour finir, une étude plus fondamentale consistant à suivre in situ l’évolution des nanofils au cours de la croissance par rayonnement synchrotron est proposée avec une attention toute particulière aux phénomènes de polarité<br>ZnO nanowires are of strong interest in the realization of solar cells based on type-II band alignment. They can be grown by chemical bath deposition, a technique in which the substrate is seeded with ZnO nanoparticles by dip-coating and then placed in a precursor solution heated at 90°C for a couple of hours. In this document, we will discuss the nucleation and growth mechanisms associated with this low cost technique. In particular, we will see how the seed layer morphology can drive the one of the nanowires. Also, advanced characterization by photoluminescence and synchrotron radiation will be performed on the grown nanostructures

Atualmente, a Universidade de Brasília conta com uma infraestrutura de WLAN (do Inglês, Wireless Local Area Network) para atender os usuários de seus campi. Por meio dessa infraestrutura, a Universidade vem buscando alterativas para melhor atender a seus usuários, preferencialmente sem custos adicionais. Uma das alternativas é a implantação do serviço de voz sobre a rede sem fio da Instituição, em que os usuários utilizarão seus dispositivos móveis na comunicação, dispondo da facilidade de mobilidade. Ao se utilizar serviços de voz sobre redes sem fio, é necessário que parâmetros como atraso, variação de atraso e perda de pacotes estejam de acordo com recomendações para uma boa qualidade nas chamadas telefônicas. Além disso, prover mobilidade em redes padrão IEEE 802.11 envolve a transição do usuário móvel entre pontos de acesso, sendo um dos fatores de degradação da qualidade auditiva da voz. A solução de rede sem fio da UnB dispõe de tecnologias, como ClientMatch e os padrões IEEE 802.11k e 802.11r, que auxiliam o usuário móvel no processo de transição. Nesse contexto, o trabalho em questão buscou avaliar o impacto da tecnologia ClientMatch e dos padrões IEEE 802.11k e 802.11r no suporte à mobilidade e tráfego de voz, aferindo a qualidade auditiva da voz e o desempenho dos principais parâmetros de QoS (do Inglês, Quality of Service) em uma rede VoIP (do Inglês, Voice over IP). Mediante os experimentos realizados foi possível verificar que a tecnologia ClientMatch – Sticky Client não está voltada para suporte a mobilidade, apresentando baixo índice de atuação. As tecnologias IEEE 802.11k e 802.11r não produziram os resultados esperados nas avaliações realizadas. Mesmo com baixos índices de atuação da tecnologia ClientMatch – Sticky Client e resultados inesperados das soluções 802.11k e 802.11r, a rede WLAN da UnB permite um bom desempenho para o tráfego de voz mediante mobilidade, com níveis aceitáveis de qualidade da voz, devendo-se atentar para o processo de transição entre pontos de acesso, ClientMatch – Band Steering e o distanciamento entre os pontos de acesso. Além dos experimentos que buscaram avaliar o impacto da tecnologia ClientMatch e dos padrões IEEE 802.11k e 802.11r no suporte à mobilidade e tráfego de voz, foram realizados testes com CODECs (do Inglês, Coder–Decoder) mediante mobilidade do cliente móvel. O codificador–decodificador G711 foi o que apresentou melhores resultados nos experimentos executados com relação a qualidade auditiva da voz.<br>In recent years, we have observed an increase of use and evolution of the IEEE 802.11 based-networks. Currently, the University of Brasília (UnB) owns and operate a WLAN (Wireless Local Area Network) infrastructure to serve users of its campuses. Through this infrastructure, UnB is seeking alternatives to better serve its users, preferably without increasing its costs. An alternative is the implementation of voice over the wireless network of the Institution, where users utilize their mobile devices for communication while providing mobility. When using voice over wireless networks, parameters such as delay, delay variation and packet loss must comply with the recommendations for reasonable phone calls quality. Furthermore, providing mobility in IEEE 802.11 networks involves the transition of the mobile user between access points and this very process is one of the key factors of voice quality degradation. The UNB wireless networking solution encompasses technologies such as ClientMatch, IEEE 802.11r and 802.11k standards that assist the mobile user in the transition process. In this context, this work evaluates the impact of the ClientMatch technology, IEEE 802.11r and 802.11k standards in supporting mobility and voice traffic, while evaluating the audio quality, performance of the main QoS (Quality of Service) parameters in a VoIP network (Voice over IP). The conducted experiments showed that the ClientMatch – Sticky Client technology is not tailored for mobility support, presenting low rate of action, while the IEEE 802.11r and 802.11k technologies have not produced the expected results. Even with the low rates of operation of ClientMatch – Sticky Client technology and unexpected results of the solutions 802.11k and 802.11r, the UnB WLAN infrastructure provided good performance for voice traffic, even under moderate mobility, attaining acceptable levels of voice quality; nevertheless, the process of transition between access points, ClientMatch – Band Steering and the distance between access points may impact in the results. In addition to the experiments that seek to evaluate the impact of technology ClientMatch and IEEE 802.11r and 802.11k standards in supporting mobility and voice traffic, tests were performed with CODECs (Coder - Decoder) by mobility of mobile client. The encoder – decoder G711 showed the best results in the experiments performed with respect to the voice quality.

Elle présente également une synthétisation des conditions et des hypothèses que les programmes et les institutions peuvent provoquer pour obtenir un changement durable dans les territoires. Un tel changement est prévu dans le but de conduire les PMA vers une trajectoire de développement. Le sujet de thèse est placé dans le cadre de la problématique des axes stratégiques du développement local et des choix de sociétés dans les Pays les Moins Avancés.La recherche, qui s’appuie sur une étude de cas de financement de développement local, est réalisée avec quatre sources de données qualitatives collectées de 2014 à 2017 sur le terrain d’une économie moins avancée. La posture épistémologique utilisée commence par déterminer la nature des problèmes identifiés et les spécificités des Pays les Moins Avancés. L’approche constructiviste pragmatique a permis de répondre et d’expliquer des phénomènes observables relatifs aux processus aboutissant au développement économique local suite à des financements appropriés.Les résultats de ce travail ont mis en évidence le cadre empirique du développement local dans les PMA.Les contributions de cette thèse de doctorat sont à plusieurs niveaux. D’abord elles sont d’ordre théorique, à travers un éclairage du système de gouvernance locale dans les Pays les Moins Avancés. Le cadre théorique spécifique aux PMA est approfondi et a permis de développer un ensemble de préconditions du développement local dans les PMA. Ensuite, les contributions de ce travail portent sur les politiques de développement et les politiques publiques.Nous proposons à partir de mécanismes de financements dit « mixtes » des stratégies de financements adaptées aux particularités des PMA en nous basant sur deux piliers du développement local dans les économies les moins avancés : la gouvernance locale et les entrepreneurs. Once observed the development of the use of pictures after the change of the printing technqiue, this work emphasizes the importance of the part played by photo in the way t0 make up into pages to organize the news into a hierarchy. Examining the evolution of the content of newspapers (both throughout time for a particular edition and at the same times for each of three editions), it tires to stress the similarities and the peculiarities of dailies, believing that the personality of newspapers expresses itself rather into the local pages, while they tend to an increasing homogenization of the choice of subjects illustrations at national and international level. L’électroporation (EP) in vivo est utilisée comme stratégie d’amélioration de la réponse immune induite par les vaccins ADN. Cependant son effet sur les acteurs du système immunitaire inné reste méconnu. Dans l’objectif de mettre en évidence le comportement cellulaire sur le site de la vaccination, nous avons développé des approches d’imagerie par fluorescence in vivo chez le macaque. Nos résultats montrent que l’EP locale, augmente non seulement la quantité et la distribution de l’antigène vaccinal, mais induit également la mobilisation et la migration des cellules de Langerhans. De plus, l’EP cause un recrutement de leucocytes dans la peau et le tissu sous-cutané et favorise la production de cytokines pro-inflammatoires dans la peau. Ces évènements précoces, qui résultent de l’utilisation de l’EP en tant que système de délivrance des vaccins ADN, mettent en évidence le potentiel de l’EP en tant qu’adjuvant vaccinal<br>In vivo electroporation (EP) is used as a strategy to improve the immune response induced by DNA vaccines. We developed in vivo fluorescence imaging approaches to highlight the cell behavior in the site of vaccination in macaques. Our results show that the local EP not only increases the amount and the distribution of the vaccine antigen, but also induces the mobilization and migration of Langerhans cells. Furthermore, EP causes the recruitment of leukocytes into the skin and subcutaneous tissue and promotes the production of pro-inflammatory cytokines. These early events that result from the use of the EP as a delivery system for DNA vaccines, highlight its potential as a vaccine adjuvant

Enfin, nous déterminons l’impact final de la décentralisation sur l’accès des populations locales aux services de base (chapitre 6)<br>To improve the efficiency of the public sector, a decentralization process has been engaged in a large number of developing countries. This thesis, in four parts, analyzes various aspects of decentralization in developing countries. Part 1, which consists in a review of literature, studies the expected theoretical effects of decentralization, examines their relevance in the particular context of developing countries and, draws up a critical assessment of empirical studies evaluating the existence of such effects (chapter 1). Part 2 focuses on the relevance of an essential argument in favor of decentralization, largely ignored in studies on developing countries: the "competition principle". More precisely, we analyze the existence of strategic interactions between local governments in a context of weak fiscal resources (case of Benin, chapter 2) and in the absence of local democracy (case of China, chapter 3). Part 3 relates to the vertical relationship between the central government and local governments. In particular, we focus on the effect of central fiscal transfers on the level of local own-Revenue in Benin (chapter 4) and on the determinants of the allocation of fiscal transfers between local governments in Senegal (chapter 5). Ce travail concerne la synthèse et la caractérisation structurale de nanocristaux de faible taille (~1-3 nm) d’oxydes métalliques simples, à savoir le dioxyde de titane (TiO2), le dioxyde d’étain (SnO2) et le monoxyde de zinc (ZnO). Les synthèses ont été réalisées au moyen de méthodes sol-gel non-aqueuses voire strictement non-hydrolytiques sous contrôle cinétique. La caractérisation structurale s’est principalement appuyée sur la diffraction des rayons X, la microscopie électronique en transmission et la méthode des fonctions de distribution de paires atomiques, obtenues grâce à la diffusion totale des rayons X, couplées à des méthodes de modélisation à l’échelle atomique. Dans le cas de TiO2, des nanoparticules d’anatase bien cristallisées de 4 nm à 8 nm ont été synthétisées. Le ratio molaire de donneur d’oxygène par rapport au titane s’est avéré être un paramètre influençant fortement la taille des particules. Nous avons également mis en évidence la formation d’une phase intermédiaire caractérisée par des nanoparticules faiblement cristallisées de très faible taille dont la structure pourrait s’apparenter à une structure brookite désordonnée. Pour SnO2, des nanocristaux présentant une structure rutile ont été obtenus avec des tailles comprises entre 2 nm et 4 nm. Dans le cas de l’utilisation d’un éther, nous avons mis en évidence la formation concomitante d’une phase organique polymérisée et de nanoparticules primaires dont la structure intermédiaire présente de fortes similitudes avec la structure rutile. L’utilisation de solvants possédant une fonction benzyle en présence de tétrachlorure d’étain a conduit à la formation d’eau dans le système. Dans le cas de ZnO, nous avons montré que l’utilisation d’une base organique pour initier la formation du réseau oxyde dans une solution méthanolique d’acétate de zinc en présence d’un agent complexant du zinc permettait d’obtenir des nanoparticules de l’ordre de 1 nm. Même pour les faibles valeurs de taille, les nanoparticules présentent une structure très proche de la wurtzite avec un désordre croissant au niveau du réseau cationique<br>The aim of this work was to synthesize small size (~1-3 nm) metal oxide nanocrystals namely titanium dioxide (TiO2), tin dioxide (SnO2) and zinc oxide (ZnO), and to study their structure. Syntheses were conducted via non-aqueous or even strictly non-hydrolytic sol-gel methods under kinetic control. The structural characterization was mainly carried out by X-Ray diffraction methods, transmission electronic microscopy and the study of pair distribution functions, obtained by X Ray total scattering, coupled with atomic scale modelling methods. In the case of TiO2, anatase nanocrystals were obtained with sizes ranging between 4 nm and 8 nm. The molar ratio of the oxygen donor with respect to titanium was shown to be an important parameter to control the nanoparticle size. In peculiar conditions we have been able to isolate an intermediate phase characterized by very small sized and poorly crystallized nanoparticles which the structure can be assimilated to a disordered brookite structure. Concerning SnO2, rutile-type nanocrystals were synthesized with sizes ranging between 2 nm and 4 nm. The use of an ether as oxygen donor led to the simultaneous formation of an organic polymeric phase and of primary nanoparticles characterized by an intermediate structure close but still different from the rutile-type structure. Moreover, the use of benzyl-type solvents in the presence of tin tetrachloride led to the formation of water in the system. Lastly, for ZnO, we have shown that using an organic base to induce the formation of the metal oxide network in a methanolic solution of zinc acetate in the presence of a strong complexing agent of the zinc allowed us to obtain wurtzite nanocrystals of ultrasmall sizes around 1 nm. Even for the smallest sizes, the nanoparticles exhibit a structure very close to that of wurtzite with an increasing disorder of the cationic network

To achieve this objective tests were performed on the bench using voice codecs G729, G711, G723 and GSM analyzing characteristics of delay and loss of packets. The paper presents results that indicate the effect of the phenomena of instability of wireless networks in the performance of VoIP. These variations show significant changes in the quality of voice depending on the used environment and the distance between the transmitter and receiver.<br>Esta disserta??o analisa a qualidade da transmiss?o do VoIP (Voz sobre IP) em rede WLAN (Wireless Local ?rea Network). Para atingir esse objetivo foram realizados testes em bancada utilizando os codecs de voz G729, G711, G723 e GSM analisando suas caracter?sticas de atraso e perda de pacotes. En dépit de candidatures récurrentes, l'élite franco-maghrébine n'obtient pas de succès électoral dans le cadre du scrutin uninomal. Ainsi, on ne trouve aucun maire de moyenne ou grande commune, ou président de département ou même de région, et surtout aucun(e) député(e) d'origine maghrébine de confession musulmane au sein de la société française. Cette étude a pour but d'analyser les mécanismes de blocage qui empêchent la promotion de cette élite, le plus marquant se trouvant au niveau national, plus précisément au sein de l'Assemblée nationale. Les résultats témoignent de l'absence d'une vraie volonté politique cohérente et transparente des responsables des partis. Cette absence semble liée à des attitudes et préjugés particulièrement d'ordre ethno-confessionnel des responsables influents des partis de gauche comme de droite. Il faut ajouter à cela qu'une partie de l'électorat à des conceptions discriminatoires et racistes latentes persistantes, par un processus de transfert des mémoires influencé par les séquelles psychologiques de la guerre d'Algérie et par des perceptions liées la religion musulmane. La diversité culturelle/politique, valeur européenne, connait un certain engouement et tous les responsables des partis politiques français en font l'apologie. Nous sommes devant une situation de blocage à la fois complexe et paradoxale. Quant aux femmes, celles issues de minorités nommées au gouvernement obéissent à une stratégie complexe. Bien que la France soit pluriethnique, l'Assemblée nationale ne reflète pas l'image multiculturelle réelle de la société. La représentativité des minorités ethniques reste un enjeu majeur pour la République<br>In spite of party supported candidacies, rarely autonomous ones, in the elections, the French elite from the Maghreb does not reach success within the framework of the uninominal system. We find no mayors of average or big cities, no presidents of departements or even regions, no MPs of Maghreb origin and Moslem confession. The purpose of this study is to analyze the mechanisms wich prevent the promotion of this elite, the most striking being at the national level, more precisely at the chambre des députés. The results confirm the absence of a real political will of the party leaders. This stems from the survival of attitudes and prejudices, particularly of ethno-confessional order, in the mind of influential personalities both from the right and the left. It is necessary to add that within the electorate, there are persistent and somehow latent discriminatory and racist conceptions deriving from the remembrance of the Algerian War with its psychological sides and biases concerning the presence of the Moslem religion. Prevailing cultural and/or political ideologies as well as the European values insist on diversity. But we are in front of a situation of blockage wich is complex and paradoxical. As for women coming from minorities, some have been appointed to govemment for complex strategic reasons. Although France is multiethnic, the current Chamber does not reflect the multicultural image of society. La rage entraîne plus de 60,000 décès par an dans le Monde, dont 800 au Cambodge, pays fortement endémique pour la rage canine.La mort survient dans près de 100% des cas de rage, maladie évitable dans presque 100% des cas par l’accès à une prophylaxie post-exposition (PPE) antirabique adéquate et en temps utile. L’amélioration de l’accès à une PPE dans les zones rurales des pays endémiques permettra d’épargner des vies humaines à court terme. Cette thèse en épidémiologie a tiré parti des données collectées auprès des patients consultant au centre antirabique et les chiens testés à l’Institut Pasteur du Cambodge (IPC), Phnom Penh. Suite à un bilan épidémiologique de la situation et des obstacles auxquels sont confrontés les patients cherchant à accéder à la PPE adéquate et en temps utile, elle vise à contribuer à améliorer 1/ l’accès géographique et 2/ l’accès financier à une PPE pour les populations rurales du Cambodge. Nous avons développé une stratégie originale d’identification des poches de populations à haut risque d’incomplétude vaccinale après une exposition potentielle à la rage. Ceci devrait permettre d’améliorer l’accès géographique à la PPE et se concrétiser par l’ouverture en Juillet 2018 d’un centre périphérique de prévention de la rage dans l’Ouest du Cambodge. Cette stratégie d’identification de difficultés d’accès aux soins est applicable à d’autres thématiques de santé, sous certaines conditions. Notre rappel des patients et l’analyse des décès par rage parmi les patients n’ayant pas complété de leur propre chef le protocole PPE de 4 sessions intradermales sur 1 mois ne permettent pas de mettre en évidence une différence de mortalité par rage parmi les patients n’ayant reçu que 3 sessions sur 1 semaine, par rapport à au moins 4 sessions/1mois. Le raccourcissement du protocole à 1 semaine permet de réduire les coûts directs et indirects et l’absence de revenus pendant la durée du traitement en capitale. La mise en place de ce protocole doit s’accompagner d’un suivi d’au moins 6 mois des patients après leur prise en charge initiale. L’ensemble de ces travaux a des implications qui dépassent le cadre du Cambodge: Dans ses recommandations d’Avril 2018, l’OMS recommande désormais ce nouveau protocole IPC– le premier protocole PPE antirabique abrégé à 1 semaine<br>Rabies causes more than 60,000 deaths worldwide each year, including 800 in Cambodia, where canine-mediated rabies virus circulates. Death occurs in nearly 100% of rabies cases, a disease which is nearly 100% avoidable by timely and adequate rabies post-exposure prophylaxis (PEP). Improving access to PEP in rural areas of endemic countries will spare human lives in the short term. This epidemiology PhD used the data collected in patients referred to the rabies prevention clinic and tested dogs at Institut Pasteur du Cambodge (IPC), Phnom Penh. After a baseline assessment of access to and obstacles to access timely and adequate PEP in Cambodia, this PhD aims to contribute to improving: 1/ geographical access and 2/ financial access to PEP for rural populations in Cambodia. We developed an original strategy to identify populations with a high risk of PEP noncompletion after a bite by a potentially rabid dog. This should help improve geographical access to PEP following the implementation in July 2018 of a peripheral rabies prevention center in Western Cambodia. This strategy can be applied to identify difficulties in accessing health services relevant to other health issues, under certain conditions. After patient callback and analysis of rabies deaths among those who did and did not complete the 4-sessions/1-month intradermal PEP regimen of their own accord, we were unable to demonstrate a difference in rabies mortality among patients who only received 3 vaccine sessions over the first week compared to those receiving at least 4 sessions/one month. Abridging the protocol to one week would reduce direct and indirect costs and the loss of income during PEP in the Capital. S'engager dans le processus de mise en place de l'écotourisme dans les pays en voie de développement nécessite aujourd'hui, une réelle stratégie afin d'aider les décideurs à s'assurer de la durabilité des aménagements touristiques de leur territoire. Plus encore, s'agissant des espaces désertiques, il y a urgence à construire un modèle de mise en œuvre des projets écotouristiques applicables dans ces milieux vulnérables et basé sur le concept d'optimum écotouristique développé par Jean-Pierre LOZATO-GIOTART (2003, p.306) qui prône une synergie entre leurs différents composantes : intervenants, ressources (naturelles et culturelles), communautés locales et visiteurs… c'est-à-dire un "équilibre entre pratiques de loisirs et préservation des territoires d’accueil". La création d'une grille d'indicateurs d'écotourisme spécifique aux espaces désertiques est une approche qui pourrait aider à construire des programmes de développement selon les principes de l'optimum écotouristique. Aussi, l'application du concept de l'optimum écotouristique dans le sud-ouest du Sahara algérien, grâce au projet-pilote écotouristique à la Daïra de Charouine, située dans la wilaya d'Adrar, répond de façon appropriée aux stratégies de développement local des régions du Sud de l'Algérie, dont la grande majorité est cataloguée comme pauvres, bien que leurs richesses en biodiversité et culture aient déjà été recensées.Cette étude de cas ouvre une nouvelle vision sur la réflexion à mener à propos des indicateurs de durabilité en écotourisme en vue de leur application effective dans le contexte de planification et de gestion des projets dans les milieux désertiques<br>Launching the process of establishing ecotourism in developing countries requires today a real strategy to help decision makers to ensure the sustainability of tourism development in their territory. Furthermore, with regard to desert areas, there is urgency to build a model of implementation of ecotourism projects applicable in these vulnerable areas and based on the concept of ecotourism optimum developed by Jean-Pierre Lozato-Giotart (2003, p.306) that promotes synergy between their different components: actors, resources (natural and cultural), and visitors local communities ... that is to say, a "balance between recreation and conservation practices of the host territories". Creating a grid of indicators specific to desert areas ecotourism is an approach that could help build development programs based on the principles of ecotourism optimum. Also, the application of the concept of ecotourism in the optimum southwest of the Algerian Sahara, through the pilot project of ecotourism in the Daïra Charouine, located in Adrar, responds appropriately to local development strategies of the southern regions of Algeria, the vast majority is classified as poor, although their wealth in biodiversity and culture has already been identified. This case study opens a new vision to carry on thinking about sustainability indicators ecotourism for their effective implementation in the context of planning and project management in desert environments

La réflexion sur l‟utilisation de la politique budgétaire comme outil de stabilisation et de relance connaît un net regain d‟intérêt ces dernières années. Après près de trois décennies qui ont vu la dominance des idées néo-classique, la récente crise financière des années 2008 a consacré le retour aux idées keynésiennes sur l‟efficacité de l‟outil budgétaire. Cette thèse s‟intéresse à ce thème et essaie de caractériser la politique budgétaire dans le contexte des pays en développement et son objectif final est de préciser dans quelle mesure cet outil de politique économique serait efficace pour ces pays. Le chapitre 2 traite de la question des effets des politiques budgétaires surprises. Autrement dit, et à partir d‟une modélisation en VAR structurels, cette partie se pose la question de savoir si le budget peut être utilisé de façon surprise pour relancer une économie et quels sont les défis que pose une telle mesure dans le contexte d‟une économie en développement. Le troisième chapitre à partir d‟un modèle de gravité analyse les relations entre la situation budgétaire dans les économies avancées ainsi que celle des pays émergents et les flux d‟investissement vers les économies à revenu intermédiaire. Cette étude montre qu‟un effet d‟éviction entre pays (développés et émergents) existe mais aussi que l‟économie mondiale tend vers un nouveau paradigme. Le dernier chapitre quant à lui étudie la cyclicité des politiques budgétaires pour un échantillon de pays d‟Afrique subsaharienne et d‟Amérique latine. La méthode choisie a permis de suivre l‟évolution de la procyclicité des politiques budgétaires d‟année en année et de montrer que les pays en développement surtout africains progressivement adoptent des politiques de plus en plus disciplinées et prudentes

The master’s thesis focuses on the virtual local computer network for laboratory usage. It aims to propose and realize proper network connection in order to monitor expected data flow. Thanks to the network analysers (software ClearSight and hardware NetTool Series II) it plans to pursue in detail the used transmission protocols of TCP/IP layers. The most decisive feature happens to be the right choice of appropriate network components and their precise configuration. Consequently, the thesis formulates a proposal of a laboratory task for the needs of students, which is also closely related to the actual problems. The assignment of the task will serve the teachers as a test pattern for measurement. The results elaborated in the form of the model protocol should enable later comparison of the recorded data. Another part of the diploma thesis is the working-out of well arranged manuals for the network analysers involved.

En Afrique, la décentralisation s'effectue dans des contextes variables selon les pays: la nécessité de réformer l'Etat suite à une crise, la volonté d'instaurer une démocratie locale pour compenser le pouvoir central voire dictatorial, parfois même l'incapacité de l'Etat à fournir les services socioéconomiques de base comme la santé, l'éducation, l'eau potable etc.En Afrique de l'Ouest, la décentralisation s’est souvent accompagnée d’un redécoupage des territoires dans les années 1990. La plupart des pays d’Afrique de l'Ouest ont créé trois niveaux de collectivités territoriales: la Région, le Département (Cercle au Mali) et la Commune. Ceci entraîne un besoin de gestion et d’aménagement du territoire à plusieurs échelles (état des lieux, suivi de l’emprise spatiale de l’aménagement, assainissement, gestion des ressources naturelles, développement économique rural, santé, éducation, hydraulique, gestion des risques etc.). Dans le cadre d’un besoin d’informations croissant, les partenaires au développement reconnaissent l’utilité du Système d'Information Géographique (SIG), comme outil d'aide à la décision. La création de différents ministères en lien avec l’information géographique au Mali, nécessite la mise en commun de compétences s’articulant autour de la géomatique. En effet, si chaque Institution et ministère sectoriel dispose de données thématiques propres, leur valorisation se heurte à une forte dispersion et disparité des données géographiques et cartographiques.Comment mutualiser un même système géospatial et territorial entre une mairie, une collectivité territoriale, une ONG, l’Etat ainsi que d’autres partenaires travaillant sur une même emprise territoriale ? Quelle stratégie d’information territoriale pour un pays comme le Mali ?L’objectif de ce travail de thèse est de mettre en place, selon les concepts, méthodes, et technologies de la géographie actuelle et de la statistique, un outil d’aide à la décision dans un contexte de mutualisation et de décentralisation, conçu pour faire franchir un pas décisif au bénéfice de l'aménagement territorial local, par une mise en cohérence et une mise à disposition des données géolocalisées nécessaires à une politique efficace d'aménagement du territoire. Cette perspective à caractère stratégique implique de remonter jusqu'aux aspects de la répartition des pouvoirs, les rapports entre les logiciels libres et payants, l’information participative (aspects sociétal, social, contexte ethnique...) et le développement de l’information géographique au Mali. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. This leads to a need for territory management and planning on several scales (inventory, monitoring of the environmental impact of development, sanitation, natural resource management, rural economic development, health, education, hydraulics and risk management). In the context of a growing need for information, development partners recognize the usefulness of the Geographic Information System (GIS) as a tool for decision making. The creation of different ministries in connection with geographic information in Mali requires pooling of skills centered on geomatics. Indeed, while each Institution and sectoral ministry has its own thematic data, their valuation is hampered by a high dispersion and disparity of geographical and cartographic data.How to share a common geospatial and territorial system across a town hall, a local authority, an NGO, the Government as well as other partners working on the same territorial? What territorial information strategy for a country like Mali?The aim of this thesis is to create, according to the concepts, methods, and technologies of current geography and statistics, a tool to support decision making in a context of overlapping responsibilities/actions and decentralization, designed to take a decisive step forward for the benefit of local territorial planning, by making coherent and available the geolocalized data necessary for an effective spatial planning policy. This strategic perspective implies going back to the distribution of powers, the ratio between free and paid software, participative information (societal, social, ethnic aspects, etc.) and the development of geographical information in Mali.An information strategy is in fact an essential prerequisite for any planning and development strategy. La thèse étudie la dynamique et la persistance de l’inflation dans les pays en développement, particulièrement ceux des pays de la Zone UEMOA, en mettant en exergue les spécificités de ces économies. Le premier chapitre, consacré à l’évaluation de la persistance, révèle que le degré de persistance de l'inflation est faible dans ces pays, ce qui constitue un atout pour les autorités monétaires. Dans le chapitre 2, il a été défini un cadre théorique plus approprié à l’analyse de la persistance de l’inflation dans les pays de la sous-région. L’approche a permis de montrer que le degré de persistance de l’inflation dans ces pays ne dépendait pas uniquement des politiques monétaire et de change, mais aussi négativement du poids du secteur vivrier local dans l’économie. Dans le chapitre 3, la thèse analyse les écarts d’inflation dans les pays membres de l’UEMOA, en examinant la β-convergence des différentiels d'inflation. Les estimations révèlent que, d’une part, les écarts d’inflation se sont fortement réduits à l’intérieur de l'Union et que, d’autre part, ils restent fortement persistants avec la zone Euro. Le chapitre 4 est consacré à l’évaluation du rôle des différents facteurs et utilise ensuite une spécification spatiale en panel, pour tester les effets de contagion entre pays. Les estimations indiquent une prédominance des facteurs globaux et des effets de contagion entre pays dont l'ampleur dépend du poids des exportations de chaque pays vers les autres pays de la sous région<br>This thesis examines the inflation dynamics and persistence in developing countries, especially in the UEMOA zone, highlighting the specificities of these economies. The first chapter, reveals that the inflation persistence degree, in these countries, is low which represents an asset to the monetary authorities. In Chapter 2, it was defined a more appropriate theoretical framework to analyze the inflation persistence in the countries of the sub-region. The approach allowed to demonstrate that the inflation persistence degree in these countries is not only dependent on monetary and exchange rate policies, but also negatively to the weight of local food sector in the economy. Chapter 3, analyzes the inflation differentials in the UEMOA member countries, by examining the β - convergence of inflation differentials. Estimations show that the inflation differentials are greatly reduced within the Union and they are highly persistent with the Euro zone. Chapter 4, is devoted to assessing the role of various factors and then uses a spatial panel specification to test the spillover effect between countries. Estimations indicate a predominance of global factors and contagion between countries whose magnitude depends on the weight of exports to other countries in the sub-region

In VoD, videos playing in real time need to provide the quality of video and good bandwidth for the users. Amongst the access network solutions, EPON is the best to provide good bandwidth and quality of service at a low cost. The factor of increasing the demand for SDN from various industry and academic life separates the control plane from the data plane. In this research, we propose the local storage (LS) inside the optical network unit (ONU) for store the video for the end users based on TDMA-PON architecture to facilitate the direct multicasting for video on demand. SDN controller is used to control and manage the traffic based on Flow Table and Open Flow is used for communication with SD-OLT and SD-ONU. Simulation results show that the proposed architecture improve the quality of service (QoS) of system performance in terms of the delay time, jitter, system throughput and packet loss; and improve the efficiency of downstream bandwidth.

As a result, more and more network applications are designed based on the advantages of WLANs, such as Voice over IP (VoIP), which is commonly used not only for social life between friends but also for cheaper communications. However, the call quality of VoIP depends strongly on the conditions of the network. When evaluating the VoIP capacity over IEEE 802.11 WLAN, most studies make some of the following assumptions: (1) there is only one type of stations, e.g., VoIP station, (2) the traffic of each station is saturated, i.e., the station always has a packet ready to be transmitted in the queue, (3) only the MAC access performance measures are taken into account, i.e., the performance measures of queue are ignored, (4) only the first moment performance measurements are considered, e.g., mean MAC access delay, (5) perfect channel condition, and (6) no capture effect. To be closer to real-life situations, first, we consider the multi-service WLAN, where there are three types of packets, i.e., VoIP, data, and ack packets. Second, we assume the queue size is finite and the packet arrivals at each station follow a Poisson process, i.e., we consider the non-saturated traffic scenarios. Third, we take account of the performance measures both at MAC access layer and at the queue. Fourth, not only the mean delay but also the delay jitter is taken into account when evaluating the VoIP capacity. We derive the analytical model of the considered multi-service WLAN, and study the effect of RTS/CTS, number of data stations, minimum contention window size, buffer size, channel error, and capture effect on VoIP capacity. The performance measures of interest are loss rate, mean delay, and delay jitter both in queue and in MAC access layer.

Since Wireless Local Area network (WLAN) has a characteristic of mobility, people who use VoIP over WLAN can be more convenient. In the WLAN, IEEE 802.11e can support VoIP with better Quality of Service (QoS). However, 802.11e doesn’t consider the time-varying condition of wireless channel. It needs an adaptive mechanism to complement it. Thus, in this thesis, we implement a cross-layer adaptive VoIP application which can use a suitable codec according to current channel condition. Besides, we also implement a policy-based 802.11e WLAN to protect the right of user who has applied real-time services. The experiment results show the proposed cross-layer adaptive VoIP application can archive better performance than the fixed one.

However, they meet with different local conditions in different host countries, including cultural and environment. Therefore, these subsidiaries are encouraged to set up their own local relations network. In the past studies, although the concept of network resources is used to explain this type of partnership in local area, there is still less research about impact of institutional environment on the expansion of multinational companies in overseas subsidiaries.
This study is intended to explore the relationship between range and strength of a subsidiary’s local network, and the performance of the subsidiary. Meanwhile, the operating of overseas subsidiaries often affected by the local institutional environment. So this study also includes the local institutional voids as a moderating variable. In theoretical part, we start with the view of network resources based and extend to the institutional voids caused by the incomplete institutional system in some countries. At the same time, we combine some relevant studies and the original database of the “Investigation on Foreign Investment in Manufacturing Industry” (2006) as the source of our data. After screening based on our study aim, 274 multinational companies that established their subsidiaries in China and Southeast Asia has been chosen for analyzing by hierarchical regression model.
The results of this study show that when the local network range is wider and the strength is stronger, the performance of the subsidiaries will be improved. However, the exist of institutional voids will weaken the positive relationship between local network and subsidiary performance. Thus it can be seen that the development of subsidiaries can be improved by having local network resources, especially when the connection is wider and stronger. Besides, this study uses institutional voids as moderating variables, also helps to understand the importance of local conditions on subsidiaries performance. This study also supplements some results which were lacking in the past study, and also provides some reference for the industry.
