AbstractWhen a public sector organisation (PSO) uses a software as a service (SaaS) solution from a global provider this imposes risks for different types of lock-in effects. In turn, use of such solutions by PSOs may prevent full control of digital assets that need to be created, processed, maintained, and archived for use and reuse over long life-cycles. This paper addresses perceived and actual lock-in effects related to use of SaaS solutions in the public sector. We review perceptions of lock-in amongst government agencies and investigate how 46 PSOs have addressed challenges related to obtaining licences and an effective exit plan related to use of the Microsoft Office 365 SaaS solution. Through a review of responses to a survey conducted by the Swedish Government Offices we find significant misconceptions concerning lock-in effects. We find that every one of the 46 PSOs investigated neither obtained necessary licences nor established an effective exit strategy to allow the PSO to independently access, process and maintain digital assets processed by the SaaS solution after decommissioning. We present recommendations for any PSO considering use of a SaaS solution.

AbstractSatisfiability Modulo Theories (SMT) is an enabling technology with many applications, especially in computer-aided verification. Due to advances in research and strong demand for solvers, there are many SMT solvers available. Since different implementations have different strengths, it is often desirable to be able to substitute one solver by another. Unfortunately, the solvers have vastly different APIs and it is not easy to switch to a different solver (lock-in effect). To tackle this problem, we developed JavaSMT, which is a solver-independent framework that unifies the API for using a set of SMT solvers. This paper describes version 3 of JavaSMT, which now supports eight SMT solvers and offers a simpler build and update process. Our feature comparisons and experiments show that different SMT solvers significantly differ in terms of feature support and performance characteristics. A unifying Java API for SMT solvers is important to make the SMT technology accessible for software developers. Similar APIs exist for other programming languages.

Experiments are performed to investigate heat transfer enhancement from a heated square cylinder in a channel by pulsating flow. For all the experiments, the amplitude of the pulsating flow is fixed at A = 0.05. The effects of the pulsating frequency (0 Hz < fp < 60 Hz) and the blockage ratio of the square cylinder (β = 1/10, 1/8, and 1/6) on convective heat transfer are examined. The “lock-on” phenomenon is clearly observed for a square cylinder in the present flow pulsation. The influence of blockage ratio on heat transfer enhancement is examined. The U.S. Army Corps of Engineers (USACE) currently operates and maintains approximately 193 commercially active lock sites with 239 locks and dams spanning nearly 12,000 miles. These networks of water channels are used to transport 600 million tons of domestic cargo, generating $405 billion in revenue annually. Nearly 60% of these structures in operation are over 50 years old and have reached design life.
