Abstract:
More and more people are living in, or moving to, urban areas than ever before. This attraction to urban areas means that new houses and work places are needed. Building new houses or renovating older housing stock is a natural way for a city to evolve. However, the end products of construction projects are produced at their place of consumption. This means that a multitude of materials and resources need to be delivered to, and removed from, each construction site. This leads to new transport flows being created in urban areas. In urban areas, these transports are subjected to space limitations, environmental demands, accessibility demands and noise restrictions. This has led to a situation where material deliveries to construction sites needs to be coordinated and managed in ways that reduce their impact on the urban transport system and at the same time ensuring efficient construction projects. In essence, construction in urban areas faces two problems; the urban transport problem and the problem of coordinating multiple construction stakeholders. One way to address these problems is through the use of construction logistics solutions such as terminals (e.g. construction logistics centres) and checkpoints. The aim of both types of solutions is to control and coordinate construction transports. In the construction industry, these solutions are however, still a rather new phenomenon. This means that how these solutions are perceived by different stakeholders, and the effect the solutions have on material flows and costs, needs to be explored further. The purpose of this thesis is to explore how construction logistics solutions can be used as a means to coordinate material flows to ensure efficient construction and reduce disturbances on the urban transport system. To achieve this purpose, the following research questions have been addressed: RQ1:   How are different stakeholders in the construction industry affected by construction logistics solutions? RQ2:   How will the use of construction logistics solutions affect material flows and costs in urban construction projects? To answer the research questions two main methodologies have been used; case study research for the empirical studies and literature reviews for the analysis of the case studies as well as for understanding how supply chain management, logistics, and third-party logistics affects the inter-organizational relationships of the construction industry. The main findings of the research are firstly that construction logistics solutions do have a role to play in the coordination of different construction stakeholders. Adding this new node will force construction stakeholders to address coordination issues in order to ensure that material deliveries arrive to construction sites on time. This also implies that new inter-organizational relationships will evolve, where communication is key. However, this may not be an easy task as it will call for an attitude adjustment towards a more open and collaborative environment. Secondly, adding a construction logistics solution can reduce some unnecessary friction between construction stakeholders and third parties. Coordinated material flows can lead to a reduction in the amount of material delivery vehicles that travels to site, thus alleviating some of the congestion in the urban transport system. This will not reduce all friction between construction projects and third parties, but it is a step in the right direction. Thirdly, a construction logistics solution must come with a set of regulations and a governance strategy from the initiator of the solution. This governance strategy must be clearly stated and communicated to the affected stakeholders. To alleviate animosity towards the solution, flexibility and stakeholder involvement is key. If the directly affected stakeholders are consulted on the function, chances are that they will be more accepting of the solution.

Abstract:
The contribution of diploma thesis is to clarify what the logistics center actually is, its function, role, providing services and bringing benefits not only to economic but also non-economic entities in its vicinity. Start of construction of logistics centers occurred in the Czech Republic and Slovakia at different times, which could be caused by many different factors, but we can simply say that the construction was started with the arrival of foreign investors in the market and lack of storage and distribution network here in the meantime occurring. Central European market is still due to relatively cheap labor attractive place for the construction of logistics centers for investors, because of this there is still the ongoing construction. Market Characteristics of Czech Republic and Slovakia is primarily focused on describing the situation in both markets, layout of logistics centers in countries and also the performance of developers operating in the market. Development of the construction of logistics centers in both markets can be divided roughly into three periods-the pre-crisis known as boom years, a period of financial crisis and post-crisis period marked as the revival phase.

Abstract:
This study examines how and on what basis logistics centres are located in Greater Stockholm. Its purpose is to formulate a possible future scenario regarding localisations of logistics centres in Greater Stockholm in 10-15 years. Goods transports, distribution, property characteristics, market trends, investment decisions, localisation factors, potential challenges, public plans, transport infrastructure and logistics locations have been investigated in order to form a conclusion. There is a wide range of previous research on most fields mentioned above. Yet there is a gap regarding a picture of them from a market perspective applied to Stockholm’s future. The research method is qualitative, involving 31 interviews (34 respondents) representing logistics companies, goods holders, property developers, investors, consultants and municipalities; as they are making the decisions of tomorrow, i.e. "choose" the locations. The qualitative approach has been complemented with descriptions of infrastructure, regional plans and reports in order to consolidate and complement facts and opinions from the interviews. Together they provide the basis for a final analysis and discussion followed by a possible future scenario of Greater Stockholm’s major logistics locations. Stockholm’s population and purchase power is increasing; there is a housing shortage which is forecasted to worsen, environmental regulations get stricter, financing for logistics developments is getting harder, competition increases among logistics companies and the transport infrastructure in Stockholm is facing major changes. The strongest effects these parameters have had on logistics property market is that space consuming businesses move to the outskirts as they cannot find economy in being centrally located. The trend of space consuming activities leaving the city centres in favour of e.g. residential, office and retail use seem to continue. There is an increased interest from investors and operators for logistics in Greater Stockholm. Many central locations are left in order to find modern (more efficient) outskirt located (cheaper) premises. The major logistics centres in 10-15 years seem to be "Stockholm Nord" (Rosersberg/Arlanda) in the north "Stockholm Syd" (Södertälje/Nykvarn) in the south. Upplands-Bro and Jordbro will be important. Lunda/Järfälla, Västberga/Årsta together with minor areas in Botkyrka and Huddinge will mainly be options for smaller terminals or cross-docking units, as the land will be too expensive for businesses requiring large spaces.

Abstract:
The construction industry’s world is very complex, competitive and challenging. That means that everyone who is involved needs to be constantly updated and follow the latest technological trends and ideas to be able to work on a viable project by minimizing the problems.  Nevertheless, there are always different complications that arise mainly because there is not much attention given to logistics and logistics solutions. The purpose of this thesis is to identify the major problems in the Swedish construction industry as well as their corresponding logistics solutions applied by different companies. Moreover, this research will try to investigate how the use of the fairly new concept of Construction Consolidation Centers can improve the situation primarily with the material transportation. The current thesis was conducted by investigating the relevant literature and arranging interviews with a few of the many consultant companies working in the construction industry. The outcomes from both investigations are analyzed and compared showing that there are important differences between the theory (literature review) and the reality (interviews) as some of the main problems in real projects do not appear in the current literature. It is also clearly exposed that Construction Consolidation Centers are a game changer to this kind of projects and such a solution is suggested from both sides, while there is high necessity from the companies to emphasize on the logistics and invest more on their logistics solutions.

The recent surge of direct-to-customer (DTC) orders in the retail industry has increasingly put pressure on omni-channel retailers' supply chain networks to offer faster and cheaper delivery while maintaining their supply chain cost position and committed service level agreements. As warehousing and logistics operations are not part of the core business for most omni-channel retailers, both operations are often outsourced to third-party logistics (3PL) companies. This makes it challenging for omni-retailers to actually improve these operations to handle the surging DTC orders through the relationships with their 3PL partners. This thesis presents cost analysis frameworks for improving the effectiveness of warehousing and logistics cost structures in outsourced omni-channel retail distribution networks. The thesis also conveys short-term and long-term strategy recommendations for reducing supply chain costs of these networks through a case study based on Verizon's retail supply chain network. First, a short-term strategy is proposed through leveraging the key cost drivers identified in a should-cost model developed to simulate receiving, pick-pack, and verification operations in distribution centers (DCs) based on a set of parameter inputs, such as volume, labor rate, labor standard time, facility location, staffing strategy, etc. This zero-based should-cost modeling technique can help the hiring company enhance their bargaining power in contract negotiation with 3PL companies in order to realize cost savings and collaborate on implementing new technologies. Second, a long-term strategy is formed to provide frameworks for omni-channel retailers to reconsider the pros and cons of outsourcing and to think of building sustainable and collaborative relationships with 3PL companies for the coming challenges in the omni-channel retail industry. The recommended execution plan is to stay with a centralized DC model and transition to partnering with capable 3PL service providers to pool ground shipments in order to achieve zone-skipping before the last mile delivery for the future.

Abstract:

Abstract:
Abstract Purpose – The purpose of the study is to identify key-factors for the development of reverse logistics in a distribution central. The study should contribute to cover the knowledge gap that is the problem area: development of reverse logistics in a distribution central. This, since former research primarily deal with the problem area: development of reverse logistics between costumer and focal firm. The purpose of the study has been broken down into two research questions. The first one deals with which forces that affect the development of reverse logistics in a distribution central. Further, important factors for the development of reverse logistics in a distribution central will be identified. Method – The method for the study is an one case study since only one process will be studied. Also, to be able to obtain more profound knowledge within the problem area. The chosen business case is named Ikea distribution central and is located on the industrial area Torsvik. The company is active on the furniture market. The literature collection has been done through four different methods which are: recommendations of search words, recommendations of articles, database searches and snowball sampling. Further, the data collection has been made through interviews, document studies and observations. Finally, the internal validity of the study is high under the circumstance that theories regarding the development of reverse logistics based on B2C is considered to be applicable on the problem area which is based in B2B. Further, the external validity of the study is considered to be low since only one business case was studied. Although, the theory and empiricism of the study has been analysed which in turn strengthens the external validity. Findings – With the collected theories and empiricism as background the authors has produced a basis on which key-factors that are important for the development of reverse logistics in a distribution central. The key-factors that were identified as important and should be taken under consideration is: driving- and hindering forces for the development of reverse logistics in a distribution central, the primary causes of reverse logistics in a distribution central, return avoidance, gatekeeping, supplier relationship management and green logistics. Further, it was discovered that a big factor for a favourable development of reverse logistics in a distribution central was continuous training of the personal simultaneously as the development of the reverse logistics process. Implications – Through the analysis of the study it became clear that a big amount of hinders that can occur in association with the development of reverse logistics, comes as a result of the gap in understanding between the management and the operating core. With this as background the authors of the study recommends that whenever a process is developed, great importance should be added in developing the personal working in the process. Limitations – The limitations which lowers the internal validity and in turn the credibility of the study is that many of the theories used in the study is based on B2C. Another limitation is the choice of one case study since the research questions aimed at obtaining general conclusions. Keywords – Reverse logistics, Return management, Return avoidance, Gatekeeping, Supplier relationship management, Green logistics, Distribution central
Nyckelord – Reverse logistics, Return management, Return avoidance, Gatekeeping, Supplier relationship management, Green logistics, Distributionscentral

Urban transit and city logistics have undergone major changes in recent years, including increased peak congestion, shrinking mass transit ridership, and the introduction of ride-sharing and micro-mobility platforms. At the same time, widespread data collection offers transit agencies insight into their riders in unprecedented detail. In this setting, data has the potential to inform decision-making and make meaningful impact on problems of great public interest. This thesis concerns data-driven decision-making for public transit systems, and spans topics from demand estimation to the design and operation of fixed-route systems and paratransit. The first chapter is concerned with origin-destination demand estimation for public transit. Our aim is to estimate demand using aggregated station entrance and exit counts, which can be modeled as the problem of recovering a matrix from its row and column sums.
We recover the demand by assuming that it follows intuitive physical properties such as smoothness and symmetry, and we contrast this approach both analytically and empirically with the maximum entropy method on real-world data. The next two chapters then use this demand data to inform strategic transit planning problems such as network design, frequency-setting, and pricing. These problems are challenging alone and made even more difficult by the complexity of commuter behavior. Our models address operator decision-making in the face of commuter preferences, and our approaches are based on column generation and first-order methods in order to model complex dynamics while scaling to realistic city settings. Finally, we explore tactical decision-making for paratransit. Paratransit is a government-mandated service that provides shared transportation for those who cannot use fixed routes due to disability.
Although paratransit is an essential safety net, it is also expensive and requires large government subsidies. These financial difficulties motivate us to develop large-scale optimization algorithms for vehicle routing in paratransit. We provide an optimization-based heuristic approach to servicing paratransit requests subject to labor constraints; this approach shows strong performance while also being tractable for several thousand daily requests..

Lean enterprise transformation entails a complementary set of initiatives and efforts executed over a substantial period of time, in a consistent and coordinated manner, at all levels of the enterprise. It builds upon ordinary organizational change in that a broader set of people and functions will be affected, and non-traditional approaches and mental models will continue to be exercised. I have developed and proposed a set of capabilities that must be possessed by any enterprise in order for that enterprise to successfully transform and sustain a new way of doing business. These capabilities have been drawn and compiled from a combination of organizational change literature and models, as well as personal experience and observations. Between 2003 and the present, three US Air Force Air Logistics Centers (ALCs) initiated lean enterprise transformation efforts. This notion was beyond the activities these sites pursued in the past, as the ALCs were challenged to see their enterprises as a system that needed to be optimized. I have used the capabilities developed to assess each ALC and make suggestions regarding their future needs in executing lean enterprise changes.
(cont.) In particular, I have focused on two of the twelve capabilities (a leadership team with a shared mental model and a balanced and cascading system of metrics), and compared each ALC to an ideal state and utilization of these capabilities. Further, I have examined the Warner Robins ALC with respect to all twelve capabilities, in light of past work conducted at the site. The results of this research are two-fold. First, I have learned that there are certain conditions that must be met before lean enterprise transformation can be attempted and sustained. The readiness necessary can be assessed within a combination of the qualitative results derived from a comparison with the ideal capabilities I have defined, along with the quantitative results reported with the LAI Lean Enterprise Self Assessment Tool. Second, I have determined that there are special practices and cultural aspects of government enterprises that makes lean enterprise transformation particularly difficult for them. This is the result of policies in place, and a tradition of strategic direction being handed down from above.

Abstract:
In times when capacities of roads are starting to run out, it is necessary to search for any alternatives with environmental protection in mind. One of the options is to move some of the road freight transport to railways. One of the possible ways to achieve it is by using Public logistics centres. This concept is already in use in Western Europe and the demand for building terminals of combined transport is growing in the Czech Republic as well. The goal of this thesis is to evaluate the potential of PLC and its influence on the regional development based on information from other countries. In the thesis, theoretical aspects of infrastructure investment and predicted effects of localization into targeted regions are assessed. Outcomes of this research are weaknesses and suggestions for potential implementation of this concept in the Czech Republic.

Abstract:
This study explores the concept and practical implementation of continuous innovation in logistics services, particularly Distribution Centres. Continuous innovation is a concept that requires a methodical, programmed, incremental and/or radical approach to business improvement involving employees at all levels in the organisational structure. Theories and models of innovation were analysed in the literature, at the outset of this research. As found by previous authors, specific characteristics of service forms did not allow direct application of traditional models of innovation. Most of these traditional models were constructed from the manufacturing perspective. As a result, a new innovation model was designed for this study. It can be used as a guide for understanding the components necessary in service forms to embark on continuous innovation. This model describes the process of service innovation and incorporates theories from literature, and some variables from the CIMA model. The study is exploratory in nature, using empirical data. The study identified, evaluated, compared and contrasted the factors in ten Distribution Centres in Australia and in Singapore that affected the use of continuous innovation in their operations and processes. The focus of the study investigated the drivers, capabilities, behaviours, contingencies, individual competencies and performance measures of innovation in Distribution Centres with logistics services. Overall, this study has made significant contributions in terms of the theoretical investigation adding to the body of literature. This study was exploratory, using case studies as a first hand approach in gaining an understanding of Distribution Centres. There are areas that would merit further investigation and future research. It suggested that additional work should be carried out to expand on this research and refine the model to meet the needs of a wider range of organisations in various service industries. In addition, there are recommendations flowing from this study concerning the practical management of logistics operations. They are addressed mainly to senior management who typically take lead in the implementation of innovative programmes within the organisation. Firms should address continuous innovation as a planned and integrated approach, taking into account many interacting factors that are essential for successful innovation. The challenge facing Distribution Centres is to develop efficient and flexible processes and systems, by continuously innovating to sustain a leading edge in the logistics industry

Abstract:
The purpose of this paper is to show how the center of distribution (CD) can improve the quality on service for clients and urban transportation in the beverage distribution activities. Therefore, it is necessary to make a deeper study of logistical concepts and all the activities that are part of it, such as sales production, storage, distribution, costs, including also the concepts of marketing, relationship with the client and his/her satisfaction. It is an order to get an integrated system between production and costumer. A research was accomplished among several beverage distributors in order to make a reference of market field. Franchisee distributors for large trade marks as well as small independent distributors were analysed. The result of the studies show us that a larger amount of these distributors do not realize the storage and routing know-how, working empirically. It is verified a great competitive desadvantage between the few-expressive or independent small franchisee distributors and the large franchisee distributor representing the large trade marks with a huge acceptance in the market. Then, it is concluded that the center distribution integrating all the trade marks or at least all the less expressive ones can be the adequate strategy for a qualified and profitable distribution.

The goal of this thesis is to describe, model, and optimize reverse logistics systems commonly used in the Consumer Electronics industry. The context and motivation for this work stem from a collaboration with an industrial partner, a Fortune 500 company that sells consumer electronics and is one of the top retailers in its sector. The thesis is divided into three parts. In the first part of the thesis we model and analyze the problem of forecasting failures of new products. When a new device is introduced to the market there is limited information available about its failure time distribution since most devices have yet to fail. However, there is extensive failure time data for prior devices, as well as evidence that the failure time distribution for new devices can be forecast from the data for prior devices. In this setting, we propose two strategies for forecasting the failure distribution of new products that leverages the censored failure observations for the new devices as well as this massive amount of data collected for prior devices. We validate these strategies using data from our industrial partner and using data from a social enterprise located in the Boston area. The second part of the thesis concerns inventory management in a reverse logistics system that supports the warranty returns and replacement for a consumer electronic device. This system is a closed-loop supply chain since failed devices are refurbished and are kept in inventory to be used as replacement devices or are sold through a side-sales channel. Furthermore, managing inventory in this system is challenging due to the short life-cycle of this type of device and the rapidly declining value for the inventory that could potentially be sold. We propose a stochastic model that captures the dynamics of inventory of this system, including the limited life-cycle and the declining value of inventory that can be sold off. We characterize the structure of the optimal policy for this problem. In addition, we introduce two heuristics: (i) a certainty-equivalent approximation, which leads to a simple closed form policy; and (ii) a dual balancing heuristic, which results in a more tractable newsvendor type model. We also develop a robust version of this model in order to obtain bounds for the overall performance of the system. The performance of these heuristics is analyzed using data from our industrial partner. The final part of the thesis concerns the problem faced by a consumer electronics retailer when matching devices in inventory to customers. More specifically, we analyze a setting where there are two warranties in place: (i) the consumer warranty, offered by the retailer to the consumer, and (ii) the Original Equipment Manufacturer (OEM) warranty, offered by the OEM to the retailer. Both warranties are valid for a limited period (usually 12 months), and once warranties expire, the coverage to replace or repair a faulty device ends. Thus, a customer does not receive a replacement if he/she is out of consumer warranty, and the retailer cannot send the device to the OEM for repairs if it is out of OEM warranty. The retailer would ideally like to have the two warranties for a device being matched, i.e., the customer would have the same time left in his consumer warranty as the device would have left in the OEM warranty. A mismatch between these warranties can incur costs to the retailer beyond the usual processing costs of warranty requests. Namely, since a device can fail multiple times during its lifecycle the replacement device sent to customers that file warranty requests can lead to out-of-OEM-warranty returns. In order to mitigate the number of out-of-OEM-warranty returns, we propose an online algorithm to match customers that have filed warranty claims to refurbished devices in inventory. The algorithm matches the oldest devices in inventory to the oldest customers in each period. We characterize the competitive ratio of this algorithm and, through numerical experiments using historical data, demonstrate that it can significantly reduce out of warranty returns compared to our partner's current strategy.

Abstract:
A headquarters-centered group company considered in this thesis consists of one headquarters and several operationally semi-autonomous production subsidiaries. This research investigates the situation where the headquarters provides supply chain management services shared among subsidiaries to take advantage of risk pooling effect, economies of scale, and information and resource sharing. This thesis considers three different but related scenarios. The first research scenario formulates two customer order management models. One is Headquarters-centered Common Order Management (HQ-COM) where customer orders are processed by the headquarters and then allocated to the subsidiaries. The other is Subsidiary-Autonomous Order Management (SD-AOM) where subsidiaries process customer orders relatively independent of each other. Two scenarios with demand uncertainty are simulated. One is that the order quantity exceeds the production capacity of each individual subsidiary so that the order has to be split before allocating to the subsidiaries. The other scenario is that the total quantity of selected customer orders is within the production capacity of a single subsidiary so that the orders should be merged into one batch before allocating to one subsidiary. The results show that HQ-COM outperforms SD-AOM in terms of both its performance and its robustness against demand variability. This achievement is largely due to the effects of pooling of different customer orders and sharing of production capacity among the subsidiaries. The second research scenario develops two sourcing management models: Headquarters-centered Common Sourcing Management (HQ-CSM) and Subsidiary-Autonomous Sourcing Management (SD-ASM). In HQ-CSM, two management policies are examined. One is Order Coordination policy in which common replenishment epochs are proposed by the headquarters and the subsidiaries are encouraged to coordinate the timing of their orders based on the common replenishment epochs. The other is Order Consolidation policy in which the headquarters places a combined order with the supplier. The results show that HQ-CSM outperforms SD-ASM in terms of cost and robustness against demand uncertainties. This achievement is largely due to the synergistic ordering process, the economies of scale and risk pooling effect by the implementation of transshipments. The results also reveal that Order Consolidation policy always performs better than Order Coordination policy especially in face of high demand uncertainties and high service level requirement. The third scenario considers a headquarters-managed centralized distribution center (HQ-CDC) serving multiple subsidiaries with stochastic demands. There are two kinds of inventory spaces: dedicated space and leased space. Two pricing policie--the constant pricing and the dynamic pricing--are compared. Two decision models are formulated. One is Integrated Model where the group company makes decisions on the replenishment and the space allocation simultaneously. The other is Bilevel Programming Model where the HQ-CDC and the subsidiaries make decisions sequentially. The results show that the HQ-CDC’s profit is noticeably improved in Bilevel Programming Model by the implementation of the constant pricing policy. The results also reveal that the leased space as a supplement of the reserved space leads to a more flexible space utilization and a reduced group company’s total cost especially in face of large demand and high demand fluctuation.

Abstract:
Urban Consolidation Centres (UCCs) are often conceived as an enabler to alleviate negative effects associated with distribution of goods in cities, such as traffic congestion and hazardous emissions. UCCs not only have the potential to reduce these effects but also provide alternative distribution solutions by introducing new transhipment points. Despite their potential, UCCs often fail to be self-supporting and are often dependent on subsides, which is not considered to be sustainable in the long run. In response, this thesis takes its point of departure in the two business models elements value propositions and target customers. A business model is often viewed as an enabler to generate revenue and UCCs have the potential to generate revenue by offering services to their customers, and the customers pay for the services. To understand how customers can benefit from UCCs and provide arguments why they should use these, it is important to understand the relationship between customers’ needs and the services UCCs can provide. The purpose of this thesis is to identify and describe the potential relationship between needs of UCC customers and UCC services. The research in the thesis is both explorative and descriptive, where a first step is to identify customer needs, UCC services, and value propositions. The descriptive part is to describe them and it is also the foundation for understanding the relationship between customer needs and UCC services. Through the analysis and discussion, multiple customer needs are identified and described for seven customer groups and the UCC operator; all of which could be considered customers of UCCs. The thesis also adds to the UCC literature with three new identified UCC services: e-commerce with used products, advertisement, and registration in computer system. The outcome of the analysis also provides illustrations of how customer needs can be matched with UCC services. For the most studied customer group, receiver of goods, a total of 29 different matches were identified, which illustrates the possibilities but also the complexity of the relationships. To understand the relationship, three different types of gaps were also identified that have implications for future research. The main contributions to research and the UCC literature in particular are enlargement of the scope of customers and the illustration of the relationships between customer needs and UCC services. The illustrations include contributions such as identifying, mapping and describing the customer needs, UCC services, and value propositions. An important first step is to understand how customer needs and UCC services can be linked, and this thesis provides examples of how this can be achieved. Viewing every stakeholder as a potential customer opens up the opportunity to fulfil their needs and the potential to generate revenue, which in turn could close the gap in the problem of non-self-supporting UCCs. Furthermore, with self-supporting UCCs, the number of freight vehicles can be reduced and this may lead to more attractive cities with less traffic congestion and lower emissions.

Abstract:
The oil industry has been facing a new reality and its focus lies in people s integration, processes and technologies which enable decisions to be taken in a faster way, which optimizes the operation and originates, therefore, the Integrated Operation concept. Taking this scenario into account, the main worldwide companies related to this industry are ready to offer programs which are dedicated to the operational integration of this chain. The first environments stemmed from the concept of the operational control rooms, where the team could monitor the operation and perform communication remotely. Nowadays, companies recognize that, besides the integrated value of the integrated collaboration environments, the operation integration demands care, evaluation, design and implementation planning in order to guarantee that such environments can become a platform which will improve communication, subsidize the best decisions, allow high quality in the analysis and use a pool of expert resources in an efficient manner in order to support several operations simultaneously. Based on this context, the aim of this work is to present a management model for the implementation of a center to provide integrated offshore logistics. The model was proposed based on an action research carried out in an important player unit of the oil industry. The work highlights the main motivations, approaches, advantages and disadvantages, performance indicators which may be constituted, risks as well as other critical factors in the adoption of a management model for the implementation of a center to provide integrated offshore logistics. The model was created with the aim of becoming an efficient management approach for the mitigation of the main variation causes in the logistic processes taking the company analyzed as a reference. The adoption of a model as the one proposed represents a rupture as opposed to the current management practices in most companies, and, therefore, non-conventional approaches in the management of risks and changes are highlighted in this work. Finally, issues inherent to the formulation of the conceptual model for a model which is close to the reality for the implementation are discussed an analyzed.

For a retained development, Enterprises have continuously pursued their competitive advantages at all time. In recent years, logistic centers in all over the world have been rapidly progressed. In such a center, people carefully control their running costs in different sections, including transportation, stocking, delivery, labor force, logistic resources and equipments, to keep being competitive. Logistic centers in Taiwan have performed well in individual cost, which is usually lower than those in other countries. However, their total costs are on the contrary higher than those of their international opponents when different parts of the entire logistic process are linked together as a whole. Due to lack of effective strategic planning, the whole logistic operation has wasted a lot, particularly in labor force and other human resources. In addition, ineffective execution and unable to act concretely to improve the activities performed in a logistic center in Taiwan, their enterprise competitions are lower than their international opponents, especially those in advanced countries, such as Japan, the United States and European countries. This study follows the “strategic planning” raised by F.R. David in his Strategic Management (1999) as the basic structure, and attempts to apply his concepts in a concrete way to support the operations of a logistic center, such as goal determining, information strategy forming, the ways to accomplish strategic goals, and the continuous improvement in operational achievements. The framework should be adjusted in different logistic centers, due to different cultures owned by different enterprises. In this article, the implementations of each framework unit are explained one by one. The closing part of this study seeks to apply our findings to the operations of a Logistic Center in Taiwan. The statistics of the application figure out that the structure proposed can not only achieve the expected outcomes of the center by a careful execution, but also create a virtuous circle to improve the competitive advantages of the company.

Due to the prevailing of globalization and liberalization, integrated area economic operation becomes the trend of all trading corporations. For an enterprise to be able to survive, effective application of global resources and customized manufacturing merchandises, as well as on-time delivery are the most important missions. To cope with the rapid change of production, marketing, and dispatching system, it is necessary for multi-nation enterprises set up their production line and dispatching system at an oversea base. Taiwanese industries currently confront a critical moment of reformation and upgrading. Taiwan government should strengthen her international competition advantage and construct an environment beneficial for the long-term development of Taiwanese industries. In the Year of 2000, the government initiated a plan to propel Taiwan to be a “Global Logistic Center” that would create a suitable supply-chain application environment for enterprises. Under the established environment, all the economic trading activities from all over the world can be rapidly , conveniently achieved in the Logistic Center, be it for product supplying, ordering, transporting, and selling. The project would also assist industries to develop their high value-added goods which are found in the upper value-chain so as to maximize their economic value, support them for their overall arrangement of global production, and encourage Taiwanese enterprises and Multinational corporations to be willing to take Taiwan as a major base for a Global Logistic Center. This thesis used the case study method and took two companies as the research target. Through interviewing key managers who are responsible for global logistics operations, this study tries to analyze the government’s preparation of setting up Taiwan as a Free Port so as to facilitate the island to be a global logistic center. Furthermore, the current environmental conditions and what role corporations in the logistics field should play are also discussed in the thesis. Finally, Taiwan’s present situations and advantages and those of near-by prospecting countries are compared. The conclusion shows that Taiwan is located at an advantageous geographic position and has access to a fully developed supply-chain of global high tech industries that make it suitable to be a Free Post and Global Logistic Center. The center could provide functions of research and development, storage, channel, logistics, service, finance, branding, marketing and capital dispatch. As for the Taiwanese logistics industry, it should hold on to the principal of “Free Trading” through modernization and internationalization in the future. They should also improve the operational performance and service quality of the whole Taiwanese logistics system to achieve the goal of “Globalized Logistics” and make the supply-demand dispatch exchanged smoothly among Taiwanese industries and their international partners. By accomplishing these objectives, Taiwan would further become the most important global logistics center in the world.

Customer-driven logistical distribution plays a key role in the operations of business logistics. This is shown in the fact that the operations of demand chain management have contributed greatly to the high improvements in logistical system performance in numerous logistical companies. In order to enhance logistical efficiency, logistical companies must coordinate their logistical functions, e.g., distribution, packing, storage, loading, information management…etc. The methodology proposed in this study is founded on the basis of the following procedures, including: (1) specification of demand attributes, (2) fuzzy clustering, (3) fuzzy ranking, and (4) hierarchical optimal assignment. In addition, considering that different resources and tasks can be assigned at each iteration, the proposed method uses dynamic programming on resource assignment to deal with the changes of systematical resources. The numerical results show that the model helps logistics systems make optimal assignments on resource allocation. Using the proposed dynamic programming model, the variance of the available resources can also be predicted so as to respond to the changes of demand patterns in logistics operations. Furthermore, information about cost and resources in the assignments is generated in the proposed algorithm to provide companies with the aid of decision making for logistics distribution management and control.

The Study of Factors Influence Logistic Industry Choice Distribution Center-A Case of Amigo Logistics Student: Yu-Wen Chen Advisor: Prof. Tai-Ning Yang Chinese Culture University ABSTRACT In recently years, following the economic development in Taiwan, the industrial competition turning white-hot. The industrial establish the distribution centers to lower the transfer cost and the cost of management and storage, for the purpose of lower costs and heighten benefit. The distribution centers hold several functions, so it became the mainstream of the business logistics. Considering the transportation cost, match with simplifying the tier, the fleet size and the vehicle routing problem, all of them must re-gard the location choice of distribution centers as the main evaluating foundation. Thus, the location decision of distribution centers got important status, for the competition of the future business logistics. The thesis got four main purposes : 1. In coping with the increasingly developed global logistics trend, a successful distribution center has to be remolded so as to offer speedy operation while reducing inventory stock to well perform novelty logistical services. This research integrates a product management strategy and an inventory model to provide a two-phase ABC re-allocation algorithm. Imbedded upon this integrative prototype, to be further elaborated in context, we explore into the application of product value-chains, contribution of benefit and marketing to formulate a sequential model for reallocating storage space to generate more profit scenarios. In this connection, we simulate different customer’s demand requirement types that include stable, step and random (unstable) to authenticate respective performance trends as the algorithm so suggests. It has proved that the product replenishment model can increase service level, logistical benefit while reducing inventory piles. In short, this study derives a model that may effectively manage warehouse storage and help ease stocking problems for a distribution center. Also, it supports that a distribution center, incorporating our model, may easily develop a product replenishment policy in a harsh global logistics environment.

Ever since 21st century, with the rapid development of economic globalization, the large flow of international trade, the logistics of merchandise hasbecome an important partin economy. The logistics centers havenot onlybeen an important part in the overall circulation system, but also played a very important role in the supply chain system.Taiwan is an island country surrounded by the sea, international trade of natural resources, ICfoundry, and other supplies for people’s livelihood, must be developed and contacted with the outside world through logistics centers. Because Taiwan is located in an important position of the Asia Pacific region, it not only can be the contact of Southeast and North Asia, but also become an important transportation hub for China. Therefore, the development of international logistics is the primary goal urgently at present. Due to the significant increase in demand of the export supply, building logistics centers hasdrawn all enterprises distributors’ attention. So often risk arising from the construction of a logistics center will bring both serious losses and the impact on business management, how to effectivelyassess risk beforehand, manage risk during construction, analyze risk afterwards, is now the most important goal for the logistics industry companies to concern about. This paper analyzes the key influence on the construction of a logistics center from the following threestages: planning, construction and operation. Considering multiple levels and criteria that may affect the risk on construction oflogistics centers, we want to improve the construction of a logistic center’s quality and reduce its risk. MCDM method is used in this paper to construct modules.First of all, in order to understand how others do in similar research, we reviewliterature. Then we use Fuzzy Delphi Method to build module of the risk factors in logistics centers, and after the expert questionnaire survey, we can get the related degree and the preference of all the risk factors in construction of a logistics center byusing Fuzzy DEMATEL and Fuzzy preference relation in order to analyze and assess the risk during the construction of a logistics center and facilitate the companies to avoid it.

In Industry 4.0, factories become more smart and efficient through intelligent cyber-physical systems based on deployment of Internet of Things (IoT), mobile devic-es, and cloud computing systems. In practice, the cloud computing system in a factory or logistics center is located and managed in a centralized way, so that it may not afford the heavy computing load from thousands of IoT devices in the factory. To address this issue, fog computing is an approach that deploys fog/edge computing resources nearby IoT devices in distributed way to provide real-time computing responses on sites. Most previous works on deployment of cloud/fog computing systems only focused on vehic-ular networks, production plants, and smart cities, but few works studied on deployment in logistics centers. Therefore, this work investigates how to deploy an intelligent com-puting system consisting of a cloud center, gateways, fog devices, edge devices, and sensors attached to logistics devices in a logistics center. Assume that the logistics center has existed, and the factory layout is fixed because it costs a lot to adjust layouts of the conveyor and warehousing space. Hence, in addition to locations of the cloud center and sensors that are determined based on the factory layout, this work establishes an integer programming model for how to deploy gateways, fog devices, edge devices in their respective potential sites, so that the total installation cost is minimized, under con-straints of the maximal demand capacity, the maximal latency time, coverage, and the maximal capacity of devices. This work further solves this NP-hard facility location problem by a hybrid metaheuristic algorithm that incorporates discrete monkey search (DMA) to search for good-quality solutions and genetic algorithm to increase computa-tional efficiency, in which the DMA operators are designed specifically to address bi-nary decision variables of the concerned problem. Simulation verifies high performance of the proposed algorithm in deployment of intelligent systems in large-scale instances of intelligent logistics centers.

Since NHI (National Health Insurance) System was instituted, Bureau of NHI has strived to reduce the waste by implementing some remedial measures. Reducing the payment of medicine, and promoting the systems of “Case Payment”, “Capitation Payment”, “Global Budget” and “Optimum Outpatient Visit” cause the sharply decrease in revenue of hospitals. Because increasing income is getting harder under presently medical system, the managers of hospitals should cut off spending on human resources, medicine and medical facilities to become a going-concern. Medical institutions start to pay attention to cost of logistics of medicine and medical instruments. Although the cost just account for 30 percent of the total cost, it is still an important source to lower operating cost. Therefore, this study proposes a methodology to determining a proper location of pharmaceutical logistics center. This study aims to identify the critical criteria to determine the location of pharmaceutical logistics center. First, criteria were searched through literature review and then ten experts were invited to verify the importance of the criteria by Modified Delphi Method. Four criteria and 14 sub-criteria are selected. DEMATEL was then employed to analyze the relationships among criteria and sub-criteria. According to the relationships, ANP model was constructed and an ANP questionnaire was designed and distributed. ANP was employed to determine the importance of each criteria and sub-criteria. The first five important criteria are “smooth receiving and shipping route”, “sufficient parking space”, “reasonable construction cost, “reasonable distribution cost” and “reasonable transportation cost”. Managers can take these factors into the first consideration on logistics to lower expense and then improve competitiveness.

As the progress in social production and work distribution, existing logistics are no longer sufficient for the fast moving social needs which requires a quick response. Modern logistics has gone beyond a simple distribution function, as the development of both industries and customers market, developing a quicker and faster distribution channels is one important issue for business under great competition. The rise of wholesale and chain store businesses, has brought the competition into next level. The commercialization in community combines with the character of commerce and customer’s behavior, a single window operating center would be the major development in terms of commerce in community. The local wholesale industry has target on home delivery for goods and supplies, but without the coordination of distribution between manufacturers and logistics, it would not be cost effective for both sides, and therefore, the idea of community logistics center had became a critical issue. The study utilize UML (Unified Modeling Language)as the tool for community logistics center analysis and design, the study aims to develop a new form of logistics center.

Once medical supplies shortage occurs in the process of rescuing, it will the biggest regrets of rescue event. For now, many countries include Taiwan's emergency medical stocks, which are implemented in a decentralized method. Only a small number of countries, such as the United States and Canada, have established a centralized emergency stockpile for rescue supplies. However, the decentralized storage method causes complicated operation and scheduling mechanism, which reduces the efficiency of rescue. This study attempts to discuss centralized management of emergency medical resources through the location selection of the emergency medical stockpile to improve the reserve and scheduling mechanism. In this study, the location selection model is based on P-median, and this model was used to conduct case studies on 49 hospitals in the Taipei area of Taiwan. The simulated annealing algorithm is used to find the best solution in the feasible solution of the problem.
