Abstract:
The past 25 years has seen the increasing use of commercially contracted firms to provide logistic support to Western armies, especially in the British, US, and Australian militaries. The resulting integration of civilian and military logistic personnel and systems to form a joint military-civilian/ public-private integrated logistic system has required a number of adjustments and changes in order for the product to be efficient, effective, and functional and remains a dynamic and ongoing process. In 2018, commercial logistic support is now at the point where certain militaries are deploying non-military logistic contractors forward into 1st and 2nd line logistic support roles. This article will briefly describe the western military trend to commercial logistic contracting, highlighting key points and considerations of which any military will require awareness, if contemplating a similar expansion. It will also emphasise that this growth of civilian contracting has been predicated on low intensity, counterinsurgency conflicts such as deployments in Iraq and Afghanistan. 1st and 2nd line commercial logistic support hence remains completely untested in the event of a potential peer or near-peer conflict. The untested nature of commercial contracting in a forward support role is the greatest potential critical vulnerability of militarycivilian integrated logistic systems, especially in the context of a potential NATO Article V -type conflict. The lessons for the Polish military as it considers greater integration of military and civilian logistics as part of a modernised force structure are clear.

Abstract:
An Integrated Logistic Support (ILS) service has the objective of improving a system’s efficiency and availability for the life cycle. The system constructor offers the service to the customer, and she becomes the Contractor Logistic Support (CLS). The aim of this paper is to propose an approach to support the CLS in the budget formulation. Specific goals of the model are the provision of the annual cost of ILS activities through a specific cost model and a comprehensive examination of expected benefits, costs and savings under alternative ILS strategies. A simple example derived from an industrial application is also provided to illustrate the idea. Scientific literature is lacking in the topic and documents from the military are just dealing with the issue of performance measurement. Moreover, they are obviously focused on the customer’s perspective. Other scientific papers are general and focused only on maintenance or life cycle management. The model developed in this paper approaches the problem from the perspective of the CLS, and it is specifically tailored on the main issues of an ILS service.

Abstract:
The primary discussion of spatial organization that includes the analysis of the impact of logistics processes on flexibility, the transformability of spatial solutions and the transparency of space, has not been able to provide the theoretical and methodological interpretation of their spatio-temporal flow. This paper will point out the modalities of ?logistic architecture? production that break the design process tradition, as it turned out as unable to support creativity-based modes of reception of architectural ideas. The introduction of the ?logistic architecture? concept announces a new methodological and theoretical approach to the spatial syntheses of different processes in a building, aimed at achieving optimal spatio-temporal conditioning by the logistics system in relation to the use of creative strategy, as a part of the urban renovation. As my research field, this research observed the comparative flow of produced vehicles from the factory end line to the multi-story parking structures within two factories: Fiat Factory in Kragujevac, Serbia and Volkswagen Transparent Factory in Dresden, Germany.

Abstract:
One of the main directions of logistic support of the Armed Forces of Ukraine is medical support which is aimed at life safeguard and health of military personnel, well-timed and efficient provision of medical care in the event of injuries, injuries and diseases, fast renewal of combat power and ability to work in different conditions of its handling and at different period of time. The readiness of medical service of the Armed Forces of Ukraine to the medical support of the troops depends on the well-timed organization of medical supplies and the refilling of medical supplies full and complete. The qualitative and efficient allocation of medical equipment and medical supplies is a determining factor in this process. The aim of the work – reasoning of the irregularity of distribution logistics in the unified logistic system of the Armed Forces of Ukraine and the study of the main aspects of management of the distribution of medical supplies from the position of military pharmaceutical logistics. To get the purpose of the research, the analysis of domestic scientific sources and the current normative and legal base of Ukraine have been carried out. Research methods are: information search, comparison, systemization, semantic analysis, synthesis and modeling. In the conditions of logistic support of the Armed Forces of Ukraine and other components of the security and defense forces of Ukraine, the logistic function of the distribution of logistical equipment, inventory, military equipment and services (food, bath and laundry services, etc.) should ensure the activity of troops (forces) in peacetime and war time. It is the guarantee of the ability to ensure the defense of the state and appropriate response to military threats to the national security of Ukraine, efficiently using available potential and resources. Distribution logistics from the position of military pharmaceutical logistics is the management of all functional subsystems of the medical supplies and health services of the Ministry of Defense of Ukraine in order to optimize the distribution of the material flow (purchased medical supplies) from the supplier to the final consumer (according to the applications of the Military Medical Clinical Centers of the Regions). Same, distributive logistics in the structure of a unified logistic support system of the Armed Forces of Ukraine does not carry a commercial component, and its functions consist in planning, organization of distribution, control and regulation of the logistic process of distribution of material and technical means (including medical equipment and supplies), inventory, military equipment, services (catering, bath and laundry service, etc.). According to the authors, the term «marketing logistics» is not possible to use as a single system of logistic support of the Armed Forces of Ukraine, and in its subsystems. To sum it up, it was suggested to use the term «distributive logistics». On the basis of theoretical generalization of the data of scientific literature and normative legal acts, the main aspects of management of the distribution of medical equipment and supplies from the standpoint of military pharmaceutical logistics are studied. The functions of distributive logistics are defined, the model of the current logistic chain of distribution of medical equipment and supplies in the medical service of the Armed Forces of Ukraine is constructed. It is noted that in order to ensure the qualitative and efficient distribution of medical equipment and supplies, a regulatory and legal framework which regulates the division of powers between institutions and units of medical supplies and defines the responsibility for their implementation in the current conditions of the reformation of the Armed Forces of Ukraine.

Abstract:
Complicating functions of computer-aided tools of specific application control systems prioritize the task of keeping a highdegree alert performed by the operations services in the presence of component failures. Besides its primary function, the operations service provides the logistic support, maintenance and repair, storage, etc. Thus, it includes all the functions of the logistic support system. The article deals with such problems of the logistic support as planning, preparing and delivery of spare parts used to repair and recover systems. The authors analyzed customer’s requirements, which ensure stable operation of the specific application computer-aided systems. They discovered that one of activities intended to meet the customer’s requirements is preparing spare parts, which provide the operational onsite repair. Currently there are no governing documents specifying the procedure of spare parts preparation. The article proposes an approach to preparing optimal quantity of spare parts based on failure statistics over the past period and forecasting the number of possible failures over the planned period of time. The authors propose the widely-known method of exponential smoothing as a forecast model, which allows giving an unbiased estimate both for stationary time series, and for polynomial ones. Keywords: logistic support, operation of computer-aided tools, spare parts, preparation of optimal quantity of spares, forecasting of line time series, exponential smoothing.

Abstract:
While serious games are being widely adopted by NATO and partner nations, their use is currently limited to training and operations planning. In this paper, we explore new methods that use simulations for decision support during the execution of military operations. During this phase, the commander makes decisions based on knowledge of the situation and the primary objectives. We propose here to take a simulation containing smart and autonomous units, and use it to create new kinds of decision support tools capable of improving situation awareness, and consequently the quality of decisions. The breakthrough behind this initiative is the realization that we can provide HQ decision makers with access to a version of the information that smart simulated units use to make decisions. To ensure the approach was sound we first studied decision-making processes, and analyzed how situation awareness improves decision making. After analysis of the decision-making processes at various headquarters, and the types of decision criteria employed, we are able to produce innovative information, computed by the simulation, and fed by the command and control system. We then propose a prerequisite architecture, and describe the first results of our proof of concept work based on the SWORD (Simulation Wargaming for Operational Research and Doctrine) simulation. Based on the current situation (intelligence, operational state, logistics, etc.) and the current maneuver (current task), examples of what we are now capable of are as follows: provide an immediate local force ratio map, produce a capacities map (detection, combat), compute contextual fire or logistic support time required, automatically generate lines of battle such as the Forward Line of Own Troops (FLOT), Limit Of Advance (LOA), Line of Contact (LC), Forward Edge of Battle Area (FEBA), or propose an effect based maneuver map in order to understand the current effect of the forces on the ground. We then propose a prerequisite architecture for use as a decision-support system at HQ, and describe the next smart layers that we believe should be developed for optimal results.

We examined differences in attitudes to the question “Should incurable patients be allowed to die?” using the General Social Survey cumulative data from 1972–2002. Utilizing logistic regression, we examined support for this statement with age, gender, race and other background variables in the basic model. Our findings are in line with past work that finds younger people, men and self-defined liberals support non-treatment compared to others all else equal. Controlling for background variables; however, we found that whites are less likely to support non-treatment than blacks.

Abstract:
The features of support for the logistics sphere of production of equipment (products) at Russian high-tech enterprises are examined and the main areas of activity of enterprises are clarified in terms of providing integrated support for the logistics sphere of products at all stages of the life cycle. Based on current trends in the development of the economy of the Russian Federation, the use of the latest logistics technologies in the management of production enterprises is of particular relevance. It has been established that in the implementation of the traditional system of product logistic support, information flows carry information about product requirements, cost, ordering and delivery of finished products to consumers. Currently, certain steps are being taken to introduce CALS-technologies, which are considered as tools for organizing and providing continuous information support to all participants in the creation, production and use of products at all stages of the product life cycle, reducing costs in the production, operation and repair processes. It was revealed that in the traditional support system for the product’s logistics sphere there is no centralized planning, the logistics information system cannot promptly change the parameters of the main elements of the support system depending on the changed operating conditions of the product. A promising system of integrated support for the logistics sector based on CALS-technologies is proposed, which eliminates the shortcomings by analyzing the support of the logistics sector.

Abstract:
The military community has considerable experience in the areas of procuring and managing large systems. These systems are often expected to perform their intended function over a period of several years and as a result, they will require an extensive support structure consisting of personnel, equipment and spare assets. For this reason, Logistics Management has always been an important field within the military and is gaining recognition within private industry as well. The evolutionary process which starts with the identification of a need and continues through design, production and retirement is known as a product's life cycle. Studies have shown that the decisions which are made initially, during the design of the product, will determine 80% of the total system costs. Several efforts have been initiated to improve the product design process and emphasize the life cycle approach. These include; Concurrent Engineering, Logistics Support Analysis (LSA) and Quality Function Deployment (QFD). These efforts necessitate an overhaul of the decision-making methods used in the product design process. Consequently, within the military community and private industry, the time-honored sequential-hierarchical-decision approach to design is being replaced with concurrent decision-making. The sequential process of the hierarchical method can lead to suboptimal designs which significantly increase manufacturing and follow-on support costs.

Abstract:
A new economic model for the evaluation of integrated Design, Production, and Logistic Support Systems (DPLSSs) is designed and developed in this thesis. The DPLSS model was created after a survey of Life Cycle Costing (LCC) applications revealed that no models for assessing integrated design, production, and logistic support systems were available. The evaluation technique the model is based on is called Life Cycle Value Assessment (LCVA). LCVA differs from LCC in that it emphasizes consideration of life cycle revenues as well as costs.

The system addressed by the DPLSS model has a life cycle which includes product design, production capability design and construction, production, product distribution, logistic system support and maintenance, and system disposal. The baseline production capability assumed when developing the DPLSS model involves batch processing, forming the base material into individual units, and performing detailed processing operations. It has also been assumed that items produced are non-repairable.

The DPLSS model facilitates the evaluation of new DPLSSs by leading managers through the new LCVA methodology, A Cost Breakdown Structure (CBS) which is compatible with the DPLSS life cycle has been developed as a basis for the model. This CBS is used to address DPLSSs descriptively and nonnatively during LCVA evaluations.

A menu-driven computer program has also been developed to implement the DPLSS model on an IBM PC. This program leads users through the new LCVA-based methodology, performs economic and sensitivity analyses on their inputs, and then allows "what-if?â analyses on varying system configurations to be performed.

Abstract:
It has long been recognised that, in the military sector, the Integrated Logistics Support ILS can significantly enhance system effectiveness and add value to their competitiveness. Hence, it is not surprising that many organisations outside to the military support the ILS adoption to increase their competence level. Even though the ILS underlying theory is general, there is a lack of suitable methodology that facilitates ILS implementation in other industries such as Oil & Gas industry. In particular when considering complex systems with long life-span, the optimisation of maintenance-related activities is important to fulfil system readiness, safety and whole life cost requirements. Modern petroleum equipment like gas turbines and drilling rigs are dependent on readily available maintenance supports in order to maximise their operational ability. Therefore, it has been identified that the study should be conducted to an effective use of ILS with the petroleum industry. In doing so, the usage of the ILS framework as a decision tool for maintenance optimisation is outlined. This framework embraces ILS concepts to support asset managers in developing their maintenance strategies. Level of repair analysis and spare parts management have been identified as potential areas for enhancing the use of ILS. In particular, maintenance optimisation is approached as a trade-off between investment in spare parts level and repair capacity. The developed framework delivers cost-effective support strategies obtained with iterative optimisation algorithm built on heuristics and genetic algorithm techniques. Finally, this algorithm has been implemented into computational algorithms. The framework can be employed to identify the optimum level of spare parts and the optimum amount of repair capacity for multi echelon repair network and multi-indenture systems. The framework has been used to carry out optimisations intended to maximise the availability of gas turbines by varying logistics support parameters. Typical results have shown that a joint optimisation of spare parts and level of repair analysis leads to better results than optimising them separately and emphasises the need for the developed framework. As part of this research, an expert panel validation method has been used to both refine the design of the developed framework and also evaluate its functionality from experienced practitioners within the Algerian petroleum industry. The results of this validation have demonstrated the advantages of integrating spare part management and level of repair analysis LORA to the problem of maintenance optimisation and shown that the framework is able to deliver optimal maintenance supportability decisions. The generic framework developed in this thesis can be seen a novel and comprehensive model for integrating two ILS elements into the operating tool in a manner that improves maintenance support provision, while remaining both flexible and usable; and therefore as a contribution to a better adoption of ILS technique within Algerian Petroleum Industry.

Abstract:
The objectives of this research are: (1) to examine how the decision is made to use a Non-Developmental Item (NDI) to meet an operational requirement; and (2) to formulate an evaluation model that could be used by the decision maker to determine which support method would be most suitable for the NDI in question. In formulating the model presented in this thesis (the Support System Decision Matrix), actual cases of NDI were studied and; the lessons learned from these efforts were consolidated into a model. The heuristic considers system use factors and system specific factors and ranks the four basic ways to support a system: (1) discard system upon failure (no support), (2) total contractor support, (3) organic support and (4) a combination of organic and contractor support. Abstract:
This work was developed in the context of an onshore pipeline construction. Through a bibliography research, it looked forward to adapt the logistics practices that are used in military operations (expeditionary logistics) to the activities of the construction and assembly of a pipeline. Nowadays there is no integrated planning process for logistics activities for works of this nature. First of all, the activities, equipments, materials and labor that are used in the pipeline construction will be presented. Next, its problems and logistics peculiarities will be discussed, where some aspects can be stand out like the permanent dislocation of machines, equipments, heavy vehicles, people, accommodation, food and energy, to places without access infrastructure; and the supply of materials used in the construction, subsistence goods, medicine, labor and fuel for the heavy vehicles, across the pipeline way, during all the construction. Logistics characteristics of a military operation will be studied, principally when it talk about transportation and supply, opening access roads in closed forests, river transportation, subsistence of the troops, logistic of health, dislocation of equipment and support vehicles. So, it is intended to propose the use of some logistics expeditionary practices in the activities of construction and assembly of an onshore pipeline, in order to obtain a more productive and leaner structure.

Abstract:
This thesis assesses the capability of the Logistics Management Decision Support System (LMDSS) to meet the information needs of Naval Air Systems Command (NAVAIR) logistics managers based on surveys of logistics managers and interviews with LMDSS program representatives. The LMDSS is being introduced as a tool to facilitate action by NAVAIR logistics managers to reduce the life cycle support costs of aviation systems while protecting readiness. We conclude the LMDSS does not meet the definition of a Decision Support System due to the lack of modeling capabilities. The LMDSS architecture and capabilities meet the information needs of surveyed logistics managers and support Affordable Readiness initiatives which are the means by which NAVAIR intends to reduce life cycle costs while sustaining aviation system readiness levels. Lack of modeling, graphics and sensitivity analysis capabilities limits identification, analysis and comparison of Affordable Readiness initiatives. We recommend modeling tools and graphics capabilities be incorporated as part of the LMDSS application. We further recommend that initiatives to improve data validity be expedited and that Maintenance Level 3 detail cost data be provided. Recommendations are made for further research

Abstract:
Recently, seaports have paid much attention to container transportation by rail to evacuate huge container flow received by sea. In this line, Le Havre seaport, as the first French port in terms of containers’ traffic, plans to put into service a rail-road terminal near the Paris region. The main purpose of this new inland terminal is to restrict the intensive use of roads on the Le Havre-Paris corridor and achieve a better massification share of hinterland transportation. Containers are routed by train between Le Havre and this terminal and the last/first mile remains done by trucks. This paper aims to propose a decision support tool based on simulation for the layout design problem of this new terminal. This tool is tested using a set of scenarios and the obtained results are then discussed.

Full text
Abstract:
Marine Propulsion Systems Integrated Project Team (MPSIPT), part of the UK’s Defence Logistics Organisation (DLO), has traditionally provided gas turbine life cycle management to a collaboration of four European navies operating the Rolls Royce Olympus, Tyne and Spey marine gas turbines. With the drive towards the need to deliver greater efficiencies, a shrinking supplier base and in keeping with DLO’s Strategic Plan to transform in-service support arrangements, MPSIPT explored ways by which they could move from a provider to intelligent decider role. This transformation was realised in the form of a Total Care Package (TCP), introduced in April 2005, whereby Rolls Royce has taken responsibility for the support of Olympus and Tyne marine gas turbines. The issues raised should be of interest to Navies and other organisations facing similar challenges in gas turbine support. This paper gives a brief history behind how gas turbine life cycle management has been provided to the Royal Navy in the past, before concentrating on the reasons behind and the practical issues raised by our move to the TCP arrangement. The paper sets out the philosophy behind the DLO’s Strategic Plan, what that means in practical terms, how it has been applied for gas turbine support and the implications for the future. It explains how TCP has been approached in partnership with Rolls Royce, describes the issues that were faced, what the benefits are, what it means for the front line and our partners and how the contract is being managed. It concludes by identifying the lessons from the first year of operation of the TCP contract.

Abstract:
The purpose of this paper is to present the study concerning the evaluation of the repair logistics of gas pipeline Urucu-Coari-Manaus (extension of 600 km), that was constructed to operate in the Amazon Brazilian region. Repair logistics is a challenge, regarding specific operation conditions in the jungle, environment and flood variations, difficulty on accessing pipeline right-of-way, difficulty on transportation, etc. Workshops were held, gathering most experienced company personnel from different PETROBRAS sectors (engineering, operation, repair centre, integrity area, Brazilian Army, offshore sector, etc.), in order to evaluate and establish strategies for each identified failure scenario, considering type of repair, logistics, resources and costs. The first step of the study was to incorporate the experience obtained from the engineering team, responsible for the construction of Urucu-Coari-Manaus gas pipeline as they had to face unexpected and adverse conditions. Based on their experience, different pipeline sections were defined, considering specific features, like isolation, flooded areas, river crossings, access limitations, etc. The second step was brain-storming workshops with the purpose of providing the best PETROBRAS evaluation of pipeline sections repair strategies, logistics and resources. Failure frequencies were raised and addressed, as well as variables like: - time for failure detection, for digging, for repair, for resources arrival, considering different logistics and transportation modes (using specific boats, helicopters with special characteristics, such as suitable for long line operations (load line greater than one rotor diameter in length), capable of transporting heavy equipment, etc.). Innovative ways of repair were conceived and proposed to be used. Supply contract conditions for thermo plants, industrial and residential consumers were considered. Finally, a cost/benefit analysis was performed, considering expenses on logistics and resources and benefits associated with avoided losses for each specific failure scenario, in order to provide support for decision making process.
