In Belgian historical research a lot of attention is given to local politics, also by the activities of local amateur historians. This research mostly bas a very limited scientific finality because the local political past is taken in isolation. 'Glocal history' requires representative data. Within a broader perspective one can consider the local political past in a global context. In Belgian political rhetoric municipalities are described as the cornerstone of a well-balanced government organization. However, this is not noticeable in the administrative language: municipalities are described as 'subordinate' administrations or 'administrations under tutelage'. A significant international literature has shown that political fragmentation the existence of multiple parties in a governing body - affects policy-making. Indeed, an increase in the number of parties increases the number of viewpoints considered, but on the other hand may also lead to a decrease in government flexibility. Ein zentraler Faktor hierfür ist der Zugang zum motorisierten Individualverkehr. Geflüchtete nehmen dies wahr, passen sich den lokalen Mobilitätspraktiken an, entwickeln aber auch eigene Strategien im Umgang mit der bestehenden Mobilitätssituation. Werden sie dabei von lokaler Politik und Zivilgesellschaft unterstützt, kann das wesentlich dazu beigetragen, mobilitätsbedingte Exklusion zu verringern.

U radu je izvedena komparativna analiza ustavne pozicije i organizacije lokalne samouprave u glavnim gradovima: Ljubljana, Zagreb, Beograd, Podgorica i Sarajevo. U komparativnoj analizi modela lokalne samouprave u glavnim gradovima su posebno uzeti u obzir aspekti ustavnog statusa glavnog grada kao jedinice lokalne samouprave; teritorijalna organizacija; obim samoupravnih nadležnosti u vršenju javnih poslova te institucionalna organizacija gradskih vlasti. Det legges vekt på hvordan kommuner integrerer ROS-arbeidet og risikoforestillinger i eksisterende plan- og arbeidsprosesser. Hvilke utfordringer opplever kommunene i dette arbeidet?
