I am writing to provide further information in response to inquiries about my recent article on performance issues in Gorecki's music (Tempo 211). The symposium I referred to, at which the composer was present, was titled ‘The Gorecki Phenomenon’, and, in addition to my own, included presentations by Adrian Thomas, Luke Howard, David Kopplin, Mark Swed, and Maria Anna Harley, who organized and chaired the event (and translated the commentaries of Mr Gorecki, who had much to say). This session, along with entire ‘Gorecki Autumn’ at the University of Southern California, was organized to celebrate the endowement of the Directorship of the Polish Music Reference Center by Dr Stefan and Mrs Wanda Wilk, founders of this important resource on Polish music in North America (the website can be consulted at http://www.usc.edu/dept/polishmusic/). A book collecting the research presented at this symposium, along with the lectures and interviews given by the composer during his time in Los Angeles, is forthcoming, edited by Ms Harley.

 He did B. Muse. (Sangeet Prabhakar) in Tabala from Kalanidhi Sangit Manavidyalaya under Prayag Sangit Samiti, Allahabad. 1983.
 He completed M.B.B.S Degree from Madurai Medical College under Madurai Kamaraj University, Madurai, Tamilnadu, India. 1991 and MS General Surgery from PGIMER, Chandigarh, India. 1994.
 After completion of M.Ch. Plastic Surgery from PGIMER, Chandigarh, India in 1997, he worked initially as a Senior Medical Officer for few months and later as Senior Resident in the Dept. of Surgery, Chandigarh Medical College. He completed fellowship in Plastic Surgery as PSEF International fellow from University of Southern California, Los Angeles and California Pacific Medical Center, San Francisco May 2001 to Feb 2002 under Dr. Randy Sherman and Dr. Bryant Toth. He later did fellowship in Plastic Surgery through the Scottish Foundation for Surgery in Nepal at St. John’s Hospital, Livingstone and Canniesburn Hospital Glasgow, England from Jan 17, 2003 to Feb 28, 2003 under Dr. Auf Quaba and Dr. David Soutar.
 Presently working as Professor and Head of Department, Dept. of Plastic Surgery and Burns at the T.U. Teaching Hospital, Maharajgunj, Kathmandu, Nepal. He has been involved in the training of MBBS, MS (General Surgery) and MCh Plastic surgery graduates at the Maharajgung Medical Campus.
 He served as the President of the International College of Surgeons (ICS) Nepal Section; General Secretary of Association of Plastic Surgeons of Nepal (APSON). He has been member of Society of Surgeons of Nepal since 1996 and has contributed a lot in the activities of the society. He has presented in numerous National and International conferences and has numerous publications in international and national journals as well. Abstract:
Abstract Background: Cell mediated immunity is a critical defense mechanism against various pathogens. Lymphocyte number and function, and their links to risk for infection in neonates are not well understood. ICF measures immune function by assessing ATP levels in mitogen stimulated CD4+ cells. We investigate CD4+ cell function in neonates and the implication for infections. Methods: Heparinized cord blood from 30 term neonates (TN) and 3 PN (25-28 weeks) were submitted for ICF. Results: ATP levels were significantly lower in PN than TN (221 + 49 vs. 588 + 293 ng/ml, p<0.02). All 3 PN were exposed to maternal chorioamnionitis and treated postnatally for clinical sepsis, while none of the TN showed evidence of infection. In TN, the 18 vaginally delivered (VD) had significantly higher ATP levels than 12 born by cesarean (CS) (731±255 vs. 373±206 ng/ml, p<0.001). Of the 12 TN born by CS, 3 were exposed to labor and 9 were not, and showed similar ATP levels (277±110 vs. 405±225 ng/ml, NS). All 3 PN (1 CS) exposed to labor had low ATP levels. Conclusions: 1) CD4+ cell function is significantly lower in PN than TN, 2) VD in TN, but not CS w/ or w/o labor, increases ATP levels, suggesting that delivery via the birth canal is stressful for the TN and stimulates immune response, 3) ATP levels are not elevated in PN despite VD, suggesting that immune response in PN is poor, and may be partly responsible for a higher rate for infection in this patient population. Abstract:
Dr. Eusebio E. Llamas was the epitome of a great teacher, a devoted father and a prime mover. In 1952, he underwent residency training in Bellevue, New York where he stayed for one year and then proceeded to Los Angeles where he trained at the House Ear Institute. Upon his return to the Philippines, he joined the UST Department of EENT and subsequently became the section chief of ENT. In 1978, he assumed the chairmanship of the Department of EENT until 1983.
 
 As prime mover, he was instrumental in the separation of the Dept. of Otolaryngology from the Dept. of Ophthalmology in 1984 and led the department until 1989 earning the distinction of becoming the longest serving chair.
 
 He would invite residents (who were in awe of his demeanor in handling patients) to see interesting cases in his private clinic. He demonstrated compassion to all patients regardless of their social status. In the operating room, he exemplified finesse in doing surgeries and made it look so simply seamless. He never showed any mean streak and always appeared calm even amid adversity. Whenever there were issues in the department or among residents, he would talk to them in private and would counsel them like a father to his children.
 
 He was deeply religious as he would go to the chapel first thing in the morning before he went to the OPD at 8 am sharp. He taught the residents the virtue of punctuality by being at the OPD ahead of them, and 30 minutes in advance of his scheduled operations. He was impeccable in his choice of apparel, always dressing up with the perfect triangle of the Windsor tie
 
 The only reason why I wanted to become an ENT as early as third year medical student was solely because of Dr. Llamas. He would literally deliver his lecture verbatim from Boise’ Textbook of Otolaryngology including pauses for commas. He inspired me a lot and told myself, I wish I could do at least half of what he could memorize and that would be good enough
 
 He was very open to inviting graduates from other institutions to join the department as exemplified by the acceptance of Dr. Carlos Reyes for Otology and Dr. Robie Zantua for Head and Neck Surgery. He was never threatened by other consultants practicing at UST and in fact encouraged them to do so.
 
 He was a dedicated father to his children Rose, Jun, Beth and Annie and a devoted husband to his wife Lulu. He would always think of his family’s welfare over his own. His extended family would always seek his support whenever the need arose, and he would welcome them with open arms. To the family, thank you for generously sharing Dr. Llamas during his most productive years.
 
 The best tribute the PSO-HNS offered to Dr. Llamas was choosing him as the Most Outstanding Teacher in 2020. We would not be where we are today if not for the selfless dedication of our dear Dr. Llamas. As Thornton Wilde said, “The highest tribute to the departed is not grief but gratitude”.

The Los Angeles Football Club (LAFC) will begin play in 2018 as a new franchise in Major League Soccer (MLS). LAFC will replace Chivas USA as the second MLS franchise in the Los Angeles area. Chivas USA competed in 10 seasons of MLS, beginning with the 2005 season. Chivas USA was modeled after its parent organization, Club Deportivo Guadalajara (otherwise known as Guadalajara or Chivas Guadalajara) of the first-division Mexican League. MLS is highly regarded for its diversity initiatives, and Chivas USA was to focus on reaching the large Hispanic/Latino audience in the Los Angeles area. The club played alongside the Los Angeles Galaxy, one of MLS’s inaugural franchises, in the Home Depot Center (now StubHub Center) in Carson, California.

To date, there has been a paucity of comparative, qualitative research exploring the nuances of women’s gang involvement beyond the United States. In this article, we seek to address this gap by drawing upon qualitative interviews with small samples of self-nominated female gang members in Los Angeles, California (United States) and Glasgow, Scotland (United Kingdom). The emerging insights indicated that two key models of entry into the “social field” of the gang emerged in the data: a deficit model entry linked to drugs and debt and a credit model of entry where women were considered to bring social skill, expertise, and agency into the gang. Implications in terms of testable hypotheses for future research as well as for future practice are outlined.

Because of its complexity and length this article is organized into two parts. Part I, which appeared in the previous issue of the Quarterly, traced attempts to improve rapid rail transit in Los Angeles from 1895 to 1925. This concluding installment traces the political, civic, and taxpayer response to the 1925 comprehensive regional rapid transit plan. The plan was eclipsed by a seemingly unrelated controversy about a union station for the steam railroads. Meanwhile, though frustrated in its plan for a crosstown subway, the rapid transit provider, the Pacific Electric Railway (PE), was not passive: it worked cooperatively with other public-sector and private-sector agencies to create viaducts that separated its trains from busy intersections, bought new rolling stock, and installed safety measures. The emerging multi-destinational, automobile-oriented city of the 1930s and 1940s led planners to include rail rapid transit in freeway medians, but the politically powerful State Division of Highways opposed it, as did various civic and commercial organizations and the Automobile Club of Southern California (ACSC). Sectional differences in how residents perceived their interests divided city council and state legislature support. PE’s management, now discouraged, gradually abandoned and finally sold its passenger service. Part II concludes with an examination of the PE’s financial condition in the 1920s in refutation of the often-made claim that the PE’s high debt and unprofitable financial account sheets precluded it from making capital investments.

Abstract:
This master is a study of the co-operation between "Angered’s culture schools" and compulsory schools. In many reports of today one can see that there is a lack of co-operation between compulsory school and other cultural institutions. This master aims to study a “good example” to see what makes it successful in the terms of organizational conditions, profession, authority and legitimacy as well as knowledge creation. The theoretical frames are Folkesson’s (2004) theory of the dimensions of co-operation and Nonaka’s theory (1995) of knowledge creation. The result is based on four interviews with leaders and teachers, together with an analysis of written documents. My results show that the success in this studied example is related to organizational conditions, profession, authority, legitimacy and knowledge creation in many ways.

Abstract:
Juvenile criminality has been widely discussed in the public debate. But what is there to do about a phenomenon like juvenile criminality in Sweden. Many studies have shown the potential of lowering juvenile criminality if different actors would collaborate. This research aims to explore preventive work and cooperation between different actors working with youth in risk of crime in Angered, with a focus on Hjällbo and Hammarkullen. The study is based on social and situational theory. Data was collected through qualitiative methods; six interviews were taken with various stakeholders and written reports were used from the local board of crime prevention i.e.”Styrgruppen för Tryggare Hjällbo”. The study shows that parents have an important role to play when it comes to prevention of juvenile delinquency. Other important actors are the school, the police, the social services and last but not least local voluntary workers. An obstacle to successful prevention is that the social services and many of the local actors that work with juvenile crime prevention have different ideas about which methods are best to use to prevent youth at risk of entering a criminal career. Privacy is another obstacle that complicates crime prevention for young people in the study area. These two obstacles work against the mechanisms that need to work in order to prevent young people from choosing a criminal career.

Por não possuírem todos os recursos necessários para o desenvolvimento dos seus negócios, é comum optarem por procurarem investimentos, encontrando nos investidores-anjo uma opção vantajosa. No Brasil, apesar de existirem algumas opções por realizar essa espécie de investimento, optou-se por adotar as chamadas notas conversíveis, fortemente inspiradas na prática norte-americana. Tais instrumentos podem ser definidos como um investimento realizado através da concessão de um empréstimo, o qual poderá ser pago na data de vencimento através da conversão do saldo devedor em participação societária. A conversão é obrigatória, entretanto, quando ocorre algum evento de liquidez entre a concessão do empréstimo e o vencimento. Por contarem com inúmeras cláusulas de natureza societária, tais instrumentos não podem ser classificados como o instituto típico do mútuo. Deste modo, poderia o instituto ser classificado ou como uma sociedade em comum, em face das disposições peculiares do instrumento, ou como um contrato atípico consagrado pelos usos e costumes. Para responder essa questão foi conduzida uma pesquisa qualitativa através da entrevista de doze pessoas que participaram destas operações na condição de investidor ou empreendedores. Os resultados confirmam que as notas conversíveis são o instrumento comumente utilizado nas operações de investimentoanjo, bem como que as partes entendem estar diante de uma norma jurídica exigível ao se valerem do instituto. Aliado a isto, o resultado pode ser sustentado pela percepção de outros instrumentos similares no ordenamento, a ausência da identificação do fim comum entre as partes, bem como pela teoria da atipicidade contratual.<br>Startups play an important role on the production of innovations and on economic development. Since startups do not have all the necessary resources for the development of their business, they often look for financial support from angel investors. In Brazil, although there are some formal options to contract this type of investment, entrepreneurs decided to adopt the so-called convertible notes, strongly inspired by US practice. Such instruments may be defined as an investment made through the granting of a loan, which may be paid on the maturity date through the conversion of the debtor balance into equity. Conversion is mandatory, however, when any liquidity event occurs between the granting of the loan and the maturity. Since the convertible notes have numerous clauses of corporate nature, such instruments can not be classified as the typical institute of loan. In this way, the institute could be classified as a partnership, or as an atypical contract consecrated by customs. This dissertation conducted interviews with twelve people who participated in these operations as investors or entrepreneurs. The results confirm that convertible notes are the instrument commonly used in angel-investment operations, as well as the fact that the parties understand that they are in compliance with a legal standard that is required when using the institute. Allied to this, the result can be sustained by the perception of other similar instruments in the Brazilian legal framework, the absence of the identification of the common objectives between the parts, as well as by the theory of contractual atypicity.

碩士<br>國立中興大學<br>國際政治研究所<br>101<br>Euro is the second largest currency in the world and Euro-zone is the number two economy legging behind the US. Under the impact of global financial storm, Europe’s debt crisis broke out due to the problems with structural factors and financial deficits. Germany, as the largest economy in EU, plays a decisive role and its policy stances could affect the development of European debt crisis. This thesis uses political system theory to explore the Merkel government’s policy on handling the debt crisis of EU. It finds that the Merkel government has been influenced by both external and internal factors, for instance, the maintenance of EU integration, the pressures from international community, domestic public opinions and economic situation at home. As a result, the Merkel government proposes a policy guideline of “strengthening economic governance”. This policy has successfully reduced debts and deficits in EU member states and promoted their economic growth sluggishly. On the other hand, it also creates the policy debates between “austerity” and “stimulus”, which hurt the Germany-France relations and become an inevitable challenge in front of EU.

Este trabalho de pesquisa examina a presença dos investidores ao longo do ciclo-de-vida das empresas portuguesas, juntamente com a estrutura de capital e acionista. Recorrendo a exemplos estilizados do ciclo financeiro das empresas, existentes nas obras de Berger e Udell (1998) e Caselli (2009), foi possível criar um exemplo alternativo que estabelece previsões para o sequenciamento dos investidores ao longo do desenvolvimento das empresas. Variáveis de tamanho e idade das sociedades financiadas são comparadas e usadas para situar cada tipo de investidor. A análise empírica realizada mostra que, à medida que as empresas crescem e envelhecem, a estrutura acionista e de capital altera-se. De modo geral, a presença dos investidores externos cresce. Tal faz-se notar pelo aumento do nível de dívida, em percentagem da totalidade do capital investido, enquanto a participação de investidores externos no capital próprio também aumenta. Por último, os investidores identificados no ciclo-de-vida, tendem a financiar empresas nas fases de desenvolvimento esperadas segundo a literatura.<br>This research work examines the presence of several investor types along the life-cycle of Portuguese firms, alongside the shareholder and capital structure. By using stylized financial growth cycles found in Berger and Udell (1998) and Caselli (2009), it was possible to build an alternative example that sets predictions for the sequencing of investors in the development of firms. Size and age variables of financed Portuguese companies are compared and used to situate each investor type. The empirical analysis shows that, as firms become larger and older, the shareholder and capital structure change. Overall, outside investors increase their presence over the life-cycle. The level of debt tends to grow in the global structure, while, at the same time, the participation of outside investors in the equity also rises. Finally, investors tend to finance companies in the stages of development as expected by literature.

In recent scholarship on the work of John Fante, issues of spirituality and the sacred have not been a popular emphasis. Yet in Ask the Dust spirituality is intrinsically tied to representations of the Italian diasporic experience in the United States, including social alienation and selective accommodation, two key concepts in diaspora theory. Despite his self-professed Americanism, Fante’s protagonist Arturo Bandini faces alienation by members of Los Angeles’s white majority, and he hesitates to adopt entirely the social mores of this culture into which he has thrust himself. The ensuing ebb and flow of his spirituality becomes a barometer of both of these experiences. Bandini’s skepticism about organized religion and even the existence of God marks his attempts to shake off his Italian cultural inheritance and accommodate the norms of secular, consumerist America. At the same time, he exhibits almost violent bursts of investment and pride in Catholic doctrine and culture that indicate the depth of his alienation in 1930s Los Angeles. Tracing this ebb and flow of investment in the sacred allows us to reach a more nuanced understanding of both the novel and the Italian diasporic experience in the United States.

This chapter introduces creativity as a fundamental human desire and activity that is culturally embedded and socially regulated. Examples are drawn from classical, jazz, and traditional musicians in Cape Town, Helsinki, and Los Angeles. Conducting in-depth qualitative research among such diverse communities poses methodological challenges but also reveals rich insights. The chapter proposes a model of creativity based on these musicians’ experiences and discusses the components of generativity, agency, interaction, nonconformity, recycling, and flow. It theorizes why societies do not always value creativity and how they regulate it, addressing issues of power, punishment, socially induced emotions, motivation, and morality. Common enablers and inhibitors of creativity are introduced. Classical, jazz, and traditional music scenes in Cape Town, Helsinki, and Los Angeles are compared and contrasted.

This chapter examines the dramatization of debt in two contemporary noir films by Danish-American director Winding Refn. A financialized obligation, debt is ceaselessly bought, sold, and securitized. At the same time, debt creates and sustains a social economy of affect that moves within and between people as it crisscrosses our planet. Drive and Only God Forgives tell stories about working-class families, drifters, and small-time crooks to explore the guilt, distrust, and despondency set in motion by a present that remains forever in debt to the past and cannot discern a future. Incapable of repaying what he owes, Drive’s nameless protagonist finds that debt breeds ever more debt. This constant increase, or excess, situates Refn’s characters as biopolitical relays for the monetized consumption and free production of sexuality and violence, and thus the surplus jouissance on which both capital and cinema feed. Set in Los Angeles and Bangkok at the intersection of migratory and financial flows, Refn imagines a global shadow economy of money laundering and drugs. Yet Refn's meditation on the relationship between debt and violence also ponders the possibility of forgiveness within a system determined to uphold financial measurements of social interaction.

Chapter three examines the rollout of anti-diphtheria schemes in the Irish Free State. It argues that a successful – albeit small-scale – anti-diphtheria scheme undertaken in Dundalk, Co. Louth, in 1927 influenced the introduction of new legislation designed to accommodate the rollout of a state-backed national anti-diphtheria immunization programme. An overview of the national picture is complemented by more in-depth analysis of local initiatives implemented by ‘front line’ medical officers in Dublin and Cork. These case studies highlight the dissimilar results obtained by a frugal and limited intervention in Dublin compared with the more comprehensive mass immunization scheme implemented by public health authorities in Cork. Abstract Angela Merkel’s sixteen-year chancellorship was a period characterized by great continuity and stability. Merkel governed with caution and risk aversion. She worked through the long chain of international crises methodically and persistently. Germany was thus saved from major shocks—from the international banking crisis and the ensuing sovereign debt crisis, the migration crisis, Russia’s occupation of Crimea and threat of war, and a wave of populism and nationalism led by US President Donald Trump. At the end of her tenure, her accumulated political capital helped to steer Germany united through the pandemic and once again united Europe under the multiple pressures of Brexit, budget conflicts, and vaccine nationalism. In this concatenation of crises, Germany grew more and more authoritative in international politics. Within the European Union (EU), the country assumed a dominant role that historically had always led to conflicts and balancing efforts in Europe. It is down to Merkel herself, her moderating and compromise-seeking nature, that Germany’s increase in power was not perceived as a threat for the first time in history.

The Alameda Corridor rail project became a tale of two cities: Los Angeles and Long Beach, California. It started as a story including each of the six cities in between. The Alameda Corridor Transportation Authority transformed a tangled web of rail lines, each owned and operated by three competing railroads, into one line. The new corridor created public value in eliminating grade rail crossing that backed up truck and car traffic in six mid-corridor cities, and through the reduction of air pollution emissions and groundwater contamination. The line moved the harbours from reliance on nineteenth-century rail technology to a twenty-first-century system aligned with the technology needed to compete in a globalized goods movement world. Public expense was significantly reduced as the line was built primarily with private sector debt financing, which was paid off by fees on private sector container cargo. The move to governance by only the cities of Long Beach and Los Angeles contained costs and kept the project on time to reduce the financial uncertainty that would have adversely affected the costs of borrowing. This efficient decision-making structure based on those with a financial stake in cost containment came at the expense of participation in decision-making by mid-corridor cities.

Collisions between ships contribute to ship losses even in modern time. In numerous research projects, new innovative side-shell structures have been proposed and assessed in contrast to conventional side-shell structure designs with respect to their crashworthiness properties. The current paper presents an in-depth comparison and assessment (by means of experiments and nonlinear finite element simulations) of three innovative side-shell structures referred to as the X-core, the Y-core and the intrusion-tolerant corrugated panel structures; all of them have been presented separately in the literature before. The objective is to compare the three concepts against a typical reference double-hull side-shell structure and challenge their structural designs with respect to energy absorption, penetration depth at fracture of the inner barrier during a bulb-impact loading condition, weight and manufacturing cost. It is concluded from the investigation that there is not one candidate who is superior to the others. Hence, the structures have to be further developed or trade-offs have to be made depending on the indented functionality of the structure and risk for collision related to e.g. distribution of likely collision angels.

This article empirically examined how Kosovan SMEs finance their working capital and their investments through their growth life cycle. Using the financial growth cycle paradigm to test the financial growth cycle based on a sample of 100 Kosovan SMEs’ reporting data since their incep­tion of business. Findings show that Kosovan SMEs use various sources to finance their working capital and investments throughout their life cycle. To finance their working capital needs, during the first two years of operation, Kosovan SMEs rely more on insider capital sources such as personal savings, financing offered from 3F connection - friends, family, fools, retained earn­ings, and also trade credit takes a significant place. Over time, as businesses evolve through age, the proportion of retained earnings and business debt financing in total capital injection volume increases significantly. As firms grow older, financing from trade credit marks a decline, so the SMEs replace it with using more overdraft. During the first years of operation, to finance their investments, Kosovan SMEs rely primarily on owner’s personal savings, financing from 3F connection - friends, family, and fools, retained earnings, but as the company grows older and becomes more extensive, they rely mainly on two sources: retained earnings and bank loans. In general, con­cerning debt, Kosovan SMEs use more trade credit and overdraft to finance their working capital and bank loans to finance their investments. Funding from 3F is mainly used during the initial phase of operation. However, the most used resource by Kosovan SMEs in all stages of operation remains re­tained earnings, while external equity raised from angels and venture capi­talists and other alternative financing are almost inexistent.

Abstract The socio-technical system (STS) is an important topic in Systems Engineering and Design Science. Its performance is not only affected by social aspects but also influenced by various technical factors. To understand the relationships and interactions among different components and subsystems in STS, many studies have been done either at individual agent level or at the system level, yet few studies were conducted at the local structural level in such systems. Motivated by this research gap, we developed an approach to analyzing STS based on the network motif theory. In this study, we apply this approach to three bike-sharing systems (BSS) to validate its feasibility. We focus on studying the size-3 motif, the most basic building block of complex networks, and its correlations to a BSS’s rebalancing performance in three different cities, i.e., NYC, Chicago, and Los Angeles. This paper reaches three conclusions. First, both seasonal and city effects play a significant role in affecting BSS’s network structure and its local motif characteristics. Second, the rebalancing issue, i.e., the imbalance between bike returns and rentals, happened at the local transit level can be different from that observed at the system level, and vice versa. Third, the average geographical distance of size-3 trip motifs follows strong patters correlated to the motif structures as well as the number of directed links in a motif. Compared with previous studies, these insights would be beneficial to guiding system designers in engineering STS, particularly from a bottom-up manner (e.g., using mechanisms or incentives), to achieve desired system-level performance. This study also provides an in-depth understanding of the relations between local system structures and system-level performance in an STS, therefore contributes to both the design theory of complex systems and the BSS research community from a new network motif-based perspective.

Abstract Geological carbon storage has a critical role to play for the US to accomplish carbon neutrality by 2050. In this work, previous studies of geological carbon storage are reviewed, redefined, and evaluated to focus on providing proper candidate storage sites in the Southern San Joaquin Basin. This study clarifies not only the CO2 capture and storage opportunity but also the potential economic benefit. A three-stage selection method is applied to a catalog of saline formations and hydrocarbon fields to qualify sites for additional in-depth study. The three stages consist of screening using geological criteria, defining exclusion zones, and qualifying sites (Callas and Benson, 2020; Kim et al., 2022). Exclusion zones define potentially unacceptable storage sites based on seismic risk, surface environment such as sensitive habitats, social, and economic aspects. Nine saline formations and 133 hydrocarbon fields were examined. The exclusion zones including faulted, seismically active, large population density, restricted lands, and sensitive habitats, were subtracted from hydrocarbon fields and saline formations. This process resulted in qualified sites. Finally, qualified sites were prioritized using a scoring system. The estimated CO2 storage resource in the qualified saline formations ranged from 16.6 to 52 GtCO2 whereas the estimated CO2 storage resource in hydrocarbon fields ranged from 0.45 - 1.15 GtCO2. Among hydrocarbon fields, 15 CO2-EOR candidate fields with storage resources of 0.36 – 0.88 GtCO2 are located in Kern County. Considering the scoring system, a total of 41 storage sites including 7 hydrocarbon fields were defined as target CO2 storage sites. The opportunities for 41 CO2 storage sites in and around Kern County were linked to selected large CO2 emitters in Southern California including Imperial, Kern, Los Angeles, Orange, San Bernardino, Santa Barbara, San Luis Obispo, and Ventura Counties. Finally, the prospective storage sites and emitters were analyzed technoeconomically using SimCCS to find optimal conditions to deploy CCS projects. Regional GHG emissions from oil and gas facilities such as EOR steam generators and CHPs can be captured and stored economically in geological formations as a result of LCFS and 45Q credits. The sensitivity of 45Q credit value and covered period are critical factors to incentivize CCS deployment. The deployment scenarios evaluated using SimCCS teach that the Southern San Joaquin basin is an excellent potential regional carbon storage hub.

Quantitative understanding and prediction of cutting forces using worn tools is important to cutting process thermal modeling, tool life estimation, chatter prediction, and tool condition monitoring purposes. In this paper, a modeling approach in 3D oblique cutting is presented. The cutting configuration is featured with worn chamfered tools with a rounded tool nose under hard turning conditions, which are characterized by small feed rate and small depth of cut using a chamfered nose radius tool. The whole cutting edge is discretized into a number of elements, which follow the same chip flow angle. The force information is modeling by collectively considering the forces on each discretized elementary cutting edge based on a worn tool force model. The proposed model is further validated with the experimental hard turning studies. It is found that the chip flow angel does not change noticeably with tool wear. The predicted cutting and feed forces are relatively accurate compared with the predictions of the thrust forces. The force modeling accuracy is expected to be further improved by accurate consideration of the flank and crater wear geometry and generalization of the interaction forces between the discretized chip elements along the tool nose of the chamfer zone in the future studies.

Abstract:
The Pursuing Regional Opportunities for Mentoring, Innovation, and Success for English Learners (PROMISE) Initiative Research Monograph is comprised of four sub-studies that took place between 2006 and 2009 to examine the effectiveness of the PROMISE Initiative across six implementing counties. Beginning in 2002, the superintendents of the six Southern California County Offices of Education collaborated to examine the pattern of the alarmingly low academic performance of English learners (EL) across Los Angeles, Orange, San Bernardino, San Diego, Riverside, and Ventura. Together, these six counties serve over one million EL students, more than 66% of the total EL population in the state of California, and close to 20% of the EL population in the nation. Data were compiled for the six counties, research on effective programs for ELs was shared, and a common vision for the success of ELs began to emerge. Out of this effort, the PROMISE Initiative was created to uphold a critical vision that ensured that ELs achieved and sustained high levels of proficiency, high levels of academic achievement, sociocultural and multicultural competency, preparation for successful transition to higher education, successful preparation as a 21st century global citizen, and high levels of motivation, confidence, and self-assurance. This report is organized into six chapters: an introductory chapter, four chapters of related studies, and a summary chapter. The four studies were framed around four areas of inquiry: 1) What is the PROMISE model? 2) What does classroom implementation of the PROMISE model look like? 3) What leadership skills do principals at PROMISE schools need to lead transformative education for ELs? 4) What impact did PROMISE have on student learning and participation? Key findings indicate that the PROMISE Initiative: • resulted in positive change for ELs at all levels including achievement gains and narrowing of the gap between ELs and non-ELs • increased use of research-based classroom practices • refined and strengthened plans for ELs at the district-level, and • demonstrated potential to enable infrastructure, partnerships, and communities of practice within and across the six school districts involved. The final chapter of the report provides implications for school reform for improving EL outcomes including bolstering EL expertise in school reform efforts, implementing sustained and in-depth professional development, monitoring and supporting long-term reform efforts, and establishing partnerships and networks to develop, research and disseminate efforts.

Ours is an age of pervasive political turbulence, and the scale of the challenge requires new thinking on politics as well as public ethics for our world. In Western countries, the specter of Islamophobia, alt-right populism, along with racialized violence has shaken public confidence in long-secure assumptions rooted in democracy, diversity, and citizenship. The tragic denouement of so many of the Arab uprisings together with the ascendance of apocalyptic extremists like Daesh and Boko Haram have caused an even greater sense of alarm in large parts of the Muslim-majority world. It is against this backdrop that M.A. Muqtedar Khan has written a book of breathtaking range and ethical beauty. The author explores the history and sociology of the Muslim world, both classic and contemporary. He does so, however, not merely to chronicle the phases of its development, but to explore just why the message of compassion, mercy, and ethical beauty so prominent in the Quran and Sunna of the Prophet came over time to be displaced by a narrow legalism that emphasized jurisprudence, punishment, and social control. In the modern era, Western Orientalists and Islamists alike have pushed the juridification and interpretive reification of Islamic ethical traditions even further. Each group has asserted that the essence of Islam lies in jurisprudence (fiqh), and both have tended to imagine this legal heritage on the model of Western positive law, according to which law is authorized, codified, and enforced by a leviathan state. “Reification of Shariah and equating of Islam and Shariah has a rather emaciating effect on Islam,” Khan rightly argues. It leads its proponents to overlook “the depth and heights of Islamic faith, mysticism, philosophy or even emotions such as divine love (Muhabba)” (13). As the sociologist of Islamic law, Sami Zubaida, has similarly observed, in all these developments one sees evidence, not of a traditionalist reassertion of Muslim values, but a “triumph of Western models” of religion and state (Zubaida 2003:135). To counteract these impoverishing trends, Khan presents a far-reaching analysis that “seeks to move away from the now failed vision of Islamic states without demanding radical secularization” (2). He does so by positioning himself squarely within the ethical and mystical legacy of the Qur’an and traditions of the Prophet. As the book’s title makes clear, the key to this effort of religious recovery is “the cosmology of Ihsan and the worldview of Al-Tasawwuf, the science of Islamic mysticism” (1-2). For Islamist activists whose models of Islam have more to do with contemporary identity politics than a deep reading of Islamic traditions, Khan’s foregrounding of Ihsan may seem unfamiliar or baffling. But one of the many achievements of this book is the skill with which it plumbs the depth of scripture, classical commentaries, and tasawwuf practices to recover and confirm the ethic that lies at their heart. “The Quran promises that God is with those who do beautiful things,” the author reminds us (Khan 2019:1). The concept of Ihsan appears 191 times in 175 verses in the Quran (110). The concept is given its richest elaboration, Khan explains, in the famous hadith of the Angel Gabriel. This tradition recounts that when Gabriel appeared before the Prophet he asked, “What is Ihsan?” Both Gabriel’s question and the Prophet’s response make clear that Ihsan is an ideal at the center of the Qur’an and Sunna of the Prophet, and that it enjoins “perfection, goodness, to better, to do beautiful things and to do righteous deeds” (3). It is this cosmological ethic that Khan argues must be restored and implemented “to develop a political philosophy … that emphasizes love over law” (2). In its expansive exploration of Islamic ethics and civilization, Khan’s Islam and Good Governance will remind some readers of the late Shahab Ahmed’s remarkable book, What is Islam? The Importance of Being Islamic (Ahmed 2016). Both are works of impressive range and spiritual depth. But whereas Ahmed stood in the humanities wing of Islamic studies, Khan is an intellectual polymath who moves easily across the Islamic sciences, social theory, and comparative politics. He brings the full weight of his effort to conclusion with policy recommendations for how “to combine Sufism with political theory” (6), and to do so in a way that recommends specific “Islamic principles that encourage good governance, and politics in pursuit of goodness” (8).
