During the mid-1980s, Colombia joined the neoliberal global economy in two ways: (1) by implementing a “low-intensity democracy” made up of reforms intended to institutionalize the social protests as a response to the crisis of governance and to promote investor security and (2) by exchanging a protectionist industrialization economic model for an extractivist neoliberal one. The new progressive legislation created inclusive institutions and recognized multiculturalism and social and political rights, but these very rights are denied by the neoliberal economy, which favors big transnational ca

The inevitable incursion of Colombian armed groups into Ecuador remained at low levels for decades, but in the late 1990s the United States increased its level of engagement in the conflict and the Colombian government permitted the expansion of paramilitaries into the South of the country. While Rafael Correa’s Plan Ecuador privileged economic development in the border region as a way of promoting peace there, the massacre by the Colombian military in Angostura (Sucumbíos) in March 2008 led to an increase in military spending and increasing violations of the human rights of the region’s peopl

Given that forced migration subjects households to extremely vulnerable conditions, the need to design particular policies for displaced populations is unquestionable. However, forced displacement poses several challenges to policymakers. In connection with low-intensity conflicts, such as in the case of Colombia, the main obstacle concerns the identification of households' victims of forced migration, so as to know to whom one should funnel aid. In such cases, inasmuch as victims migrate individually and tend to spread throughout a territory, identifying victims is difficult and channeling ai

AbstractWhy does South Sudan continue to experience endemic, low intensity conflicts punctuated by catastrophic civil wars? Reporters and analysts often mischaracterise conflicts in the young country of South Sudan as products of divisive ‘tribal’ or ‘ethnic’ rivalries and political competition over oil wealth. More nuanced analyses by regional experts have focused almost exclusively on infighting among elite politicians and military officers based in Juba and other major cities who use patronage networks to ethnicise conflicts. This paper argues instead that civilian militias known as the Nue

Insect saliva induces significant antibody responses associated with the intensity of exposure to bites and the risk of disease in humans. Several salivary biomarkers have been characterized to determine exposure intensity to Old World Anopheles mosquito species. However, new tools are needed to quantify the intensity of human exposure to Anopheles bites and understand the risk of malaria in low-transmission areas in the Americas. To address this need, we conducted proteomic and bioinformatic analyses of immunogenic candidate proteins present in the saliva of uninfected Anopheles albimanus fro

Martin Van Creveld in his book entitled, “The Transformation of War” written in 1991, discusses ‘Future War’ and the way in which wars will be fought. It will not be the highly technical interstate kind of war the West has been preparing for, but rather low intensity conflict where the lines between state, soldier and civilian become blurred, society becomes a war zone and the conflict becomes a more di

Problem Investigated. This dissertation is a study of the political effects of low-intensity warfare in Indonesia since 1945. In particular, it examines the interaction between general principles and contextual variables in guerrilla conflict, to determine whether such conflict causes the diffusion of political power. Analysis of insurgent movements indicates that power structures within a guerrilla group tend to be regionalised, diffuse and based on multiple centres of roughly equal authority. Conversely, studies of counter-insurgency (COIN) techniques indicate that successful COIN depends o
