Full textBefore tackling the problems raised by the educational system in Lozère, we studied this "Department" and noticed it had been handicaped by its hemmed-in position and its harsh climate for too long : this checked its development and made it be regarded as a supporter of the status quo. The continuously decreasing population figures led to a fall in the number of young children and teenagers who were to be provided with schooling. Each successive government is confronted every year with the issue of the disappearing primary-school classes and the closing of small secondary schools in rural areas, such measures being most often the results of arbitrary decisions which do not satisfy anyone. Thanks to recent laws of decentralization and more autonomy granted to local authorities, the Lozère Regional Council (Conseil Général) was allowed to provide secondary schools with working and accomodation conditions which can be compared to those of the other Departments of the Regional Education Authority. However, this does not get ride of the ghost of closing classes or schools. We therefore carried on an objective reflexion on all public secondary schools of the Lozère "Department" : their geographical locations, data (numbers of staff and pupils, etc), aims and actions, put forward a few proposals and advice enabling us to view the future of rural secondary schools with more optimism and hope. On the other hand, being aware that Departments are responsible for the re-building and extending of secondary schools, we did not fail to underline the fact that only the Minister or his representatives is competent to grant the financial means and appoint the personnel indispensable to the creation or functionning of these secondary schools. Assigning administrative staff and teachers is among these means, and this sometimes makes local communities' decisions remain ineffective. However, the huge efforts made and the change in mentality opened the way to an undeniable will that needs materialization will come out of a global reflexion, both moral reflexion and a political one. Time is now ripe to achieve this end. This new enthusiasm must be seized upon, to maintain in these fragile areas an outstanding level of National Education and to maintain rural secondary schools capable of compensating the handicaps the pupils inherit from their social and family environments. "

Full textFrom 1814 to 1914, a slow movement of decriminalization begins according to the progress of the civilization. The penal code of 1810 containing mandatory sentencing, is no more adapted to the repression over time and political systems. Through the legislator, appears intermediate sentencing in case of extenuating circumstances. The law of 25 June 1824, voted under the Restoration, is the first one to correctionnaliser some crimes. But it is limited to some crimes and vote is reserved to the magistrates. The law of 28 Apr. 1832 is of a more considerable dimension. Besides that it modifies several articles of the penal code and of criminal instruction, it gives to the jury the right to grant extenuating circumstances. By generalizing their application, it modifies the article 463 of the penal code. It also abolishes the punishment mark and the capital punishment in nine cases. The law of 18 Apr. 1863 realizes a new sweetening of the criminal law. Under 3rd republic, the decree of 27 Nov. 1870, restores the extenuating circumstances for the punishments of simple police he previous law had abolished. Finally the law of 26 Oct. 1888, contraventionnalise. The application of the extenuating circumstances can be also influenced by other factors. The successive laws modifying the quantum of the vote of the jury as well as the various modifications relative to the recruitment of the jury's members has consequences on the appreciation of the fault and allows to compensate the excessive indulgence of the jury, making the punishment more sure. Other factor : the correctionnalisation before judgment. The individualization of the punishment lightens the budget of justice. It is considerable everywhere in Europe. But what's about the principle of the equality in front of the law ? Lozère department, as place of study, allows to examine the impact of these various developments. Rurality and conservatism of this department have an influence on the appreciation of the crime and throughout the penal trial

Full textWhen a researcher settles for a long time, as a resident, in his research field, he is able to obtain answers, from his/her interviewees, that are more truthful, than if he were to simply stay for a limited time there. The analysis of this dissertation was to measure the link between the ability from Lozerian natives to communicate in the vernacular language with their sense of identity in a diglossic situation where the stigmatization of that dialect is not longer as pregnant as in the past. In the least populated area in France where rurality does not necessarily mean rural isolation, the secular influences of nearby areas, as well as the ancestral way of life of the Lozerian natives, have forged a common identity anchored around mutual assistance, conviviality, the generosity of discourse, the sharing of traditional valeues and the welcoming of the Other. The use of the theoretical framework of symbolic interaction allows us to structure this research to grasp sociolinguictical representations linked to the Occitan culture. The history of Lozère, its geography, the geolinguistic zones defined for the field research, are all epistemologic elements that permit to showcase rurality, isolation and the survival of indigenous populations in order to try to contain the linguistic substitution to ensure the transmission of the heritage language in future generations so that we prevent the repetition of the trauma that older folks have felt when the use of the regional dialect was prohibited in the linguistic hegemonic framework in French, while in school

Full textThe consulate and the Empire, that were founded on the Ancien Regime and the Revolution, allowed for the presence of a local civil service across the entire territory. The centralised administration guaranteed a strict structure for the society and led to uncontested sectorial modernisation. Despite certain successes, the uniform application of the government’s precepts were not united. There was protiform resistance in Gévaudan against the efforts to penetrate there. Also, in the department, the centralisation progressed along a single route. It was a procedure of modus vivendi that was unbalanced between the concerns of the State to confirm it’s authority and the local will to conserve its own government. Despite a napoleonic centralisation that was coercive and pragmatic, the Lozère stayed on the whole outside of the national process of integration. It remained for many “a colony two thousand leagues from the metropole”

Full textFive sedimentary sequences have been studied in the Mont Lozère with the aim to reconstruct the landscape dynamics and the land-use through the longue durée. The use of a multi-proxy analysis has allowed us both to identify distinct rhythms of human-induced landscape shift and to establish the local/regional extent of these changes. The use of high spatial, chronological and analytical resolution has enabled a correct integration of the results of this research with those supplied by the PCR-Mont Lozère project. As a result, a series of land-uses in a mountain environment from the Neolithic to present time has been proposed. A long history of socio-environmental interactions in Mont-Lozère is evidenced. A first shepherding phase in Early Neolithic (4550-4400 cal BC) has been evidenced. During Late Neolithic pastoral practices and related slash-and-burn strategies attain its highest activity. In the Iron Age Period a noticeable deforestation of both foothills and higher environments takes place as a consequence of the overall increase farming and metallurgical activities. Forest clearances increase even more during High-Medieval times, at the same time that farming activities reinforce. During the Middle Ages a more complex and diversified land-use system, including farming, metallurgy, mining and charcoal production, is recorded. The development of farming activities in the Late Medieval resulted in a more evident forest clearance of the Massif. This area remained unchanged until the 19th century, when the decay of agriculture and shepherding occurs and forest replanting in Mont Lozère is recorded. The history of highland herb communities of Nardus stricta correctly matches the main phases of land-use and underlines the key-role of farming in the genesis and evolution of this cultural landscape
Se han estudiado cinco secuencias sedimentarias en el Mont Lozère con el objetivo de reconstruir la dinámica paisajística y los usos del suelo en la longue durée. La utilización de un análisis multiproxy ha permitido determinar los principales ritmos de antropización y establecer su carácter regional y/o local. La alta resolución espacial, cronológica y analítica hapermitido la integración de resultados con aquellos obtenidos en el marco del PCR-Mont Lozère y proponer los usos de la montaña que han modelado el paisaje cultural desde el Neolítico hasta la actualidad. Se ha evidenciado una larga historia de las interacciones socioambientales en el Mont Lozère, con una primera fase de carácter agropastoral en el Neolítico Antiguo, en ca. 4550-4400 cal BC. El Neolítico Final es una fase de marcado impacto agropastoral en la que se generalizan las quemas para abrir claros en el bosque. En la Edad del Hierro se inicia una marcada deforestación en el piedemonte y los espacios de altitud, coincidiendo con un desarrollo agropastoral y metalúrgico. En el periodo altomedieval se amplifican las deforestaciones coincidiendo con un marcado incremento de las actividades agropastorales. En la Plena Edad Media se evidencia un sistema diversificado que implica metalurgia, agricultura, pastoreo, minería y carboneo. El desarrollo agropastoral de la Baja Edad Media supone una marcada deforestación en el macizo que se extiende hasta mitad del s. XIX, momento en que se inicia el declive del agropastoralismo y empiezan las reforestaciones en el Mont Lozère. La historia de las formaciones herbosas con Nardus stricta de los espacios somitales sigue estas principales fases de antropización y revela el papel clave del agropastoralismo en la génesis y evolución de este paisaje cultural

Full textThe south-east Massif Central's ceramological knowledge during the Upper Empire leads to numerous pardoxes : whereas this area includes in the 1st and 2nd centuries leading workshops dealing out their fine ceramics throughout the whole Empire, one bare knows the crockery used in this area. This study aims at filing partly this documentary gap, focusing on the site of Javols-Anderitum, the Gabales' city ancient chief town (Lozère, nowadays). The analysis, which delt with homogeneous ceramic sets dating back to the end of the 1st century b. C. Until the end of the 3d century p. C. , intended to study the ceramic categories present in Javols, as well as to identify their chronology, function and origin. This work therefore managed to establish different chrono-typological referentials, which remain open to further research and should allow better discussion between archaeologists. The analysis also intended to set the ceramics the inhabitants of this gallo-roman capital used in a wider economical and cultural frame. Since the very beginnings of the Gabales' chief town, the mediterranean model's penetration thus apparead quite deep as far as crockery is concerned. Yet this acculturation occurred not because of italic import, but is rather on the one hand the consequence of unbroken cultural, economical and commercial links with Arverns on the north, on the other the result of leading workshops emerging in the soul of Gaul. The whole set of kitchen ustensils, through tooking advantage of potters' technical improvements, nevertheless betrays not a clear adoption of a roman alimentation. From an economical point of view, Javols' as well as other local sites' ceramic supplies seem to be tightly fastened with the leading workshops from the south of Gaul, especially with La Gaufresenque. Those consumption sites then take advantage from the Rutenian workshop's rise, yet all the more suffer from its production breaking off, hence the emergence of a new and original crockery from the middle of the 2nd century p. C

Full textForests have always been at the heart of societal stakes, such as metallurgical activities, which consume a great quantity of wood. The latter have played an important role in the evolution of forests. Generally considered as “predators” of wooded areas, metallurgical activities can also be considered as “protectors” of forests, as a means of valorizing abandoned spaces. The relationships between metallurgical activities and forests are extremely complex and implicate numerous disciplines, with each discipline using specific documents and methods. Historical, geographical, archaeological or archaeobotanical, and paleo-environmental approaches enable us to evoke the question of « metallurgical forests ». This thesis addresses the question of “metallurgical forests” across these different disciplines and themes. By combining methodological and theoretical approaches, experimental initiatives and applications on privileged regional and historical contexts, new approaches are proposed to speak about the question of « metallurgical forests » in a transversal manner. Based on the study of historical documents coming from steel establishments of the Périgord-Limousin area and on the anthracological analysis of medieval charcoal platforms of Mont Lozère, this work offered the occasion to develop new approaches. The putting into place of ratios to evaluate the surfaces of coppices consumed based on the quantity of metal produced and the study of the Napoleonic cadastres enables us to evaluate the hold exerted by the steel activities on the forest cover. The experimental approach conducted on three charcoal burning sites enabled us to fine-tune and develop new methods for recreating the diameter of wood which permitted us to envisage better the study of charcoal sylvofacies. This thesis, which takes a highly methodological approach, proposes today a new conception of the study of « metallurgical forests »

Full textAs an answer to the recommendations of the European commission which preaches a better allocative effectiveness of agri-environmental measures in a restrictive budgetary context, the goal of the thesis is to assess the advantages of auction mechanisms to allocate agri-environmental contracts and their feasibility in a French context. The first part of the thesis analyses the way agri-environmental payments are perceived by French farmers using a method derived from discrete choice models applied to a survey of farmers from the Lozère area. Auctions allow the policy maker to take into account the various objectives he seeks to attain simultaneously. Thus the definition of a scoring function to weigh various selection criteria of the farmers’ bids is an important challenge. The second part of this thesis uses a decision model to study the impact of the choice of these scoring functions on the environmental gain and the budget efficiency of the auction. The particular case of the Grass premium is analysed. The simultaneous implementation of multiple agri-environmental measures does not account for the potential cost synergies that the farmer benefits from. Basing on experimental results, the last part of this thesis analyses the relative performance of three types of auction in the presence of cost synergies

Full textUnder the Third Republic in France, chief inspectors of schools were in charge of making apply the various governmental policies in primary education. Their role, badly known, amounted not only to execute ministerial instructions. They invested their mission by adapting itself to the territories in which they practiced, territories where they had to compose with contradictory pressures. In the south of France, when strong cultural, political, religious and economic disparities existed, so allowed these men to marry the ideal republican, by supporting, by leading the laic camp, by opposing sometimes violently with the conservative opponents. After the Great War however, their influence decreases, disputed that they were by the emergence of the “Syndicat National des Instituteurs” and its departmental relays. So, from Jules Ferry to Jean Zay, chief inspectors of schools, while faded slowly the guardianship of the prefect and the politicians, had to compose with this new strength by holding henceforth major account of its demands

Full textThe sparse knowledge of the late antiquity in Auvergne is partly due to the absence of chronological typology for this period. The recent uncovering of significant ceramic assemblages and the reassessment of pastdata make it possible today to fill this research gap. This thesis attempts to bring new light to the Arverne territory, its economy and culture, in the late antiquity and the early middle ages (from the late 3rd century to the mid-8th century), through the study of its pottery. The evolution observed in the repertory shows that the antique facies remained until the 6th century, as well as the culinary practices and table manners. Until the 5th century,forms and types of ceramics are very varied, becoming more standardized in the next century, and finally starting in the 7th century, closed culinary vessels are predominant.The study of funerary assemblages from the 4th and 5th centuries, demonstrates how the Arverne territory participated in the general evolution of funerary practices in Gaul. However the Auvergne region stands out by the considerable number of ceramic vases found in tombs and the clear preference for solid food vessels in funerary repasts.The presence of imported goods is evidence that the Arverne territory was part of the commercial routes by the end of Antiquity. However the small amounts of importations imply a parsimonious procurement, which would mean that the Auvergne region was actually located on the outer limits of the distribution areas of most industrial productions. The correlations established with 4th and 5th century pottery from other areas of Central Gaul could be proof of a common tradition of production, and how such territories could have possibly belonged to a same cultural and economic entity. The South of the Arverne territory seemed however more influenced by southern Gaul as shown by the study of 6th and 7th century pottery from the lozerian site of La Malène

An analysis of notarized texts, together with an elevation study, helps us to visualize the medieval landscape as well as the architecture of farms. Archaeological excavations of a castrum abandoned at the end of the 14th century supplement the information given by the texts. In an area where very few studies have been performed and where, traditionally, there are scattered villages, a monograph is a beginning which encourages more indepth research

Full textThe middle member of the Eagle Ford formation is a heterogeneous, carbonate-shale unit that is a focus of unconventional oil and gas exploration in southern Texas. Exploration results have been mixed because of the apparent heterogeneity of the member. In this study, the extent of heterogeneities in the Eagle Ford on the “bedding-scale” were examined by evaluating changes in organic and inorganic geochemistry. Samples were collected vertically in outcrop covering four non-consecutive parasequences. These samples were analyzed using a Rock Eval 6 Analyzer™ to determine source rock generative potential and a Niton™ XRF to evaluate inorganic geochemistry to identify changes in paleoredox conditions, paleoproductivity, and clastic influx. From pyrolysis data, it is determined that Parasequence 1 potentially displays an increase in source rock potential, Parasequence 2 potentially displays a constant source rock potential, and Parasequences 3 and 4 potentially display overall decreases in source rock potential during deposition. From the inferred paleoredox conditions, paleoproductivity, and clastic influx, it is determined that Parasequence 1 experienced a potential increase in oxygen abundance, Parasequence 2 experienced a potential decrease in oxygen abundance, and Parasequences 3 and 4 potentially experienced increases in oxygen abundance during deposition. It is concluded that geochemical heterogeneities do exist on a bedding scale within the parasequences of the middle member of the Eagle Ford. Additional comprehensive sampling and analysis is recommended in the future in order to tie these data to subsurface data for economic application.

Full textThe study is about the valorisation of food products from the mountain areas. The mountains are represented often as a savage nature. However, under the economic plan, the mountains are considered as less favoured areas. The main mountain areas has still a strong agrarian character, therefore the add value of their food offer could consist in alternative to improve the income of the mountain farmers and food enterprises. The highlighting of some characteristics which can to differentiate their food products in the market could to help the improvement of this economic segment of the mountain areas. The background of our study is a contemporary theme, the rural development, a topic on which management science are still not mobilized, then we estimated that they could contribute significantly. So we resorted to major authors in the field of management science such as Simon, Lancaster, Chandler and Porter. We also looked for concepts and author in the economic field trying to establish a dialogue to our research problem and doing a managerial reading of proposed concepts. We conduct our research on two axes. The first concerns the perceptions and expectations of consumers towards the supply of mountain food products. The second focus is on the food enterprises based in mountains, their structures, marketing strategies and their relationship with the territory of implantation. First we studied the farmer enterprises located in Lozère, France, and supported by the European Programme Leader. On the other hand, we have also studied the business of bottling water based in the mountains
