Abstract:

O objetivo do artigo é oferecer uma visão geral da obra filosófica de Hermann Lübbe. Para tanto, deu-se ênfase a dois de seus principais campos de investigação: história da filosofia e fenomenologia da experiência do tempo nas sociedades modernas. A exposição está organizada em quatro momentos: (1) contextualização intelectual, (2) as críticas de Habermas às suas posições, (3) o pluralismo metodológico de Lübbe e (4) sua descrição das consequências sociais e culturais da aceleração civilizacional moderna, bem como as possibilidades que se abrem para tal abordagem na análise das “jornadas de junho” de 2013.

Abstract:

Das Bundesverfassungsgericht ist ein Kollegialorgan; jeder der beiden Senate ist mit acht Richterinnen und Richtern besetzt. Diese beraten nicht nur gemeinsam, sie schreiben auch die Entscheidung gemeinsam. Meist ist nicht angegeben, ob sie einstimmig oder mit einer bestimmten Mehrheit ergangen ist. Wer wie gestimmt hat, wird ebenfalls nicht offengelegt. Eine Ausnahme sind Sondervoten, in denen einzelne Richter*innen mit ihrer abweichenden Meinung nach außen treten. Gertrude Lübbe-Wolff hat in ihrer Amtszeit vergleichsweise viele Sondervoten geschrieben. Wir haben mit der ehemaligen Bundesverfassungsrichterin über diese Praxis und ihre Bedeutung für die Beziehungen im Senat gesprochen. Das Interview führten RAin Lucy Chebout und Dr. Dana-Sophia Valentiner Mitte Februar 2021 per E-Mail mit Prof. Dr. Dr. h.c. Gertrude Lübbe-Wolff.

In its judgment of 18 July 2005, the Second Senate of the Federal Constitutional Court (FCC) declared the European Arrest Warrant Act (Europäisches Haftbefehlsgesetz – hereafter called the EAWA) of 21 July 2004 unconstitutional and void.However, the result of total nullity of the EAWA, as well as certain points of the Court's reasoning were not undisputed within the senate, which becomes obvious with the dissenting opinions of the judges Broß, Lübbe-Wolff and Gerhardt. Beyond these judges, the ruling faced scholars’ criticism as well.

ZusammenfassungWeyma Lübbe adelt in ihrem Aufsatz „Rule of Rescue vs. Rettung statistischer Leben“ [1] die der „Rule of Rescue“ entsprechenden spontanen Wünsche zu „bürgerschaftlichen Urteilen“. Die Urteile und Wünsche der Bürger müssen zweifelsohne im demokratischen Rechtsstaat letztlich ausschlaggebend sein. Insbesondere in der Gesundheitspolitik bedarf die Voreingenommenheit für nahe- gegenüber fernliegenden, für konkrete gegenüber abstrakten Folgen aber eher der Korrektur als der Affirmation. Der „Rule of Rescue“ ist der durch ihre Verwirklichung im Gesundheitswesen entgehende Nutzen gegenüberzustellen. Eine gesundheitsökonomische Information über ihre „Opportunitätskosten“ ist Teil der „gesundheitsethischen Aufklärung“ der Bürger und nicht Teil eines Kampfes gegen die „Rule of Rescue“.

AbstractThis paper considers the success of the thriller Der neunte Arm des Oktopus (transl.: The Ninth Arm of the Octopus, Cologne: Bastei Lübbe, November 2020) by German drugstore magnate Dirk Rossmann. Certain elements of brand-name authorship are applicable here, but the market power of Rossmann goes far beyond name recognition. Beyond the typical marketing for a ‘big book’ in the sense of contemporary trade publishing, Rossmann flooded the campaign with his own funds. This contribution approaches an unlikely case study through a trilateral interdisciplinary perspective (book studies, economics, law), underlining the unequal footing on which books enter the market.

Abstract:

German neoconservatism and its role in the political culture of the Federal Republic is largely uncharted scholarly territory. Especially for English-language historians and political scientists, its place on the historical map is marked, “Here lie monsters.” This article is intended not as a definitive treatment, but as a sketch suggesting the contours of the subject. It has become commonplace to regard 1968 as a pivotal year in the history of the Bundesrepublik. This article suggests that this may be true in a broader sense than is usually meant: that the significance of 1968 derives not only from the 68ers and their transformation of the political culture of the left, but also from the neoconservative reaction to the 68ers, which helped recast the political culture of the non-left. The article begins by exploring some of the difficulties in getting a conceptual and definitional handle on German neoconservatism. It then proceeds to examine in some depth the career and ideas of one of the most prominent German neoconservatives, Hermann Lübbe. Then the article discusses several key issues, events, and processes that defined neoconservatism, before touching briefly on the reasons for its dissolution as a coherent phenomenon and reflecting on its place in the history of the Bundesrepublik.

Abstract:

We study small perturbations of the Friedman–Lemaître–Robertson–Walker (FLRW) solutions to the dust-Einstein system with a positive cosmological constant in the case that the space-like Cauchy hypersurfaces are diffeomorphic to 𝕋3. We show that the FLRW solutions are nonlinearly globally future-stable under small perturbations of their initial data. In our analysis, we construct harmonic-type coordinates such that the cosmological constant results in the presence of dissipative terms in the evolution equations. Our result extends those of [I. Rodnianski and J. Speck, The nonlinear future stability of the FLRW family of solutions to the irrotational Euler–Einstein system with a positive cosmological constant, J. Eur. Math. Soc. 15 (2013) 2369–2462; J. Speck, The nonlinear future stability of the FLRW family of solutions to the Euler–Einstein system with a positive cosmological constant, Selecta Math. 18 (2012) 633–715; C. Lübbe and J. A. Valiente Kroon, A conformal approach for the analysis of the nonlinear stability of pure radiation cosmologies, Ann. Phys. 328 (2013) 1–25], where analogous results were proved for the Euler–Einstein system under the equations of state [Formula: see text], [Formula: see text]. The dust-Einstein system is the case cs = 0. The main difficulty that we overcome here is that the dust's energy density loses one degree of differentiability compared to the cases [Formula: see text], which introduces many obstacles for closing the estimates. To resolve this difficulty, we commute the equations with a well-chosen differential operator and derive elliptic estimates that complement the energy estimates of [I. Rodnianski and J. Speck, The nonlinear future stability of the FLRW family of solutions to the irrotational Euler–Einstein system with a positive cosmological constant, J. Eur. Math. Soc. 15 (2013) 2369–2462; J. Abstract:

After the end of the Cold War, the idea of peacebuilding has been central to the main narrative within the study of international peace. For a significant period, the narrative was dominated by liberal and secular approaches which put state as the primary actor in peacebuilding processes. Nevertheless, many cases show that non-state actors, in particular faith-based transnational actors, might have contributed significantly to the conflict transformation mechanism through their faith-based peacebuilding activities. This article explores the modification that Rüland, von Lübke, and Baumann have made on Lederach’s concept on peacebuilding, which categorises peacebuilding processes into two dimensions: conflict evolution and crisis intervention. The first dimension of conflict evolution focuses on the identification of the root causes of the conflict and its development, while the second dimension is more concerned with the management of conflict and its transformation, as well as its impacts to the peace establishment process in certain areas. Referring to the Indonesian Nahdlatul Ulama’s involvement in the Afghanistan peacebuilding process, this article shows how the model offered by Rüland, von Lübke, and Baumann can well explain the opportunity transnational non-state actors have to contribute significantly to promote the establishment of peace in conflict areas.

Zusammenfassung In dem Projekt MyRehab entwickelte das Fraunhofer-Institut für offene Kommunikationssysteme (FOKUS) eine telemedizinisch assistierte Trainings- und Therapieumgebung für die Lebensbereiche übergreifende Rehabilitation und Prävention, die aus einer häuslichen, einer klinischen und einer mobilen Komponente besteht. Die Trainings- und Therapieumgebung soll den Menschen wieder an Bewegung heranführen und Patienten bei der korrekten Ausführung von Therapieübungen nach einem stationären Aufenthalt in der Klinik assistieren. Nach der dreijährigen Entwicklungsphase wurden die entwickelten Module für den Patienten von der Charité in einer 6-monatigen Studie auf ihre Akzeptanz und Usability im Reha-Zentrum Lübben evaluiert.

Abstract:

Summary In Sorbian historiography the Lutheran reformation of the early 16th century is seen as a starting point of Sorbian national history. It is thought that the introduction of Sorbian language into church life led to the development of Sorbian literature, a Sorbian elite and hence to a national identity. Based on research into the history of Sorbian pastoral work in Lübben, the main city of the Margraviate of Lower Lusatia, the present paper argues that the lack of pre-reformation sources about Sorbian church life and accordingly the increase of them after the reformation is primarily due to general mechanisms of source creation and preservation. In view of this, the impact of the reformation on Sorbian history needs to be evaluated with caution.

SummaryRadiofrequency obliteration for the treatment of varicosis was licensed in Europe in 1998. Many papers have been published on the outcome of radiofrequency obliteration. In most cases these were case series, although prospective, randomised, controlled studies and metaanalyses as well as reviews were also published. Methods: The first review by Schmedt and Steckmeier in 2006, analysed 2333 treated extremities. This paper deliberately waives a formal metaanalysis of the study results on file. Lübke et al. published a metaanalyses of radiofrequency obliteration in 2008. It comprised eight prospective, randomised studies with 225 treated extremities. Another review was also published in 2008 by Noppeney et al. This review included 516 treated extremities from case series, and 116 treated extremities from prospective, randomised studies. It also deliberately waived the techniques of metaanalysis. The last published metaanalysis is by van den Bos et al. 2009. This analysis included 19 publications containing reports on 2514 treated extremities. Two papers on the more recent radiofrequency obliteration methods, VNUS Closure Fast® and RFITT have been published to date. Results: The overall perioperative complication rate for radiofrequency obliteration is very low. The frequency of deep vein thrombosis and/or pulmonary embolism is given as between 0 and 1.4%. Perioperative transient para- and hypaesthesia are reported most often; the frequency here is between 0 and 15.9%. Schmedt and Steckmeier give the mean closure rate for the VNUS Closure Plus® procedure as over 89%, Lübke et al. quote between 81.25 and 100%, and Noppeney et al. cite 89.1% for case series and 87.1% for the prospective, randomised studies. The closure rate in the metaanalysis by van den Bos et al. is given as between 67 and 100%. The European multicentre study reports a closure rate of 96.7% 12 months after the VNUS Closure Fast® procedure. The closure rate 12 months after RFITT is given as 97.6%. Conclusion: The study results on file show that radiofrequency obliteration has become an established therapeutic alternative to traditional vein stripping. Its major benefit is the very low level of perioperative pain symptoms.

Margaret Thatcher, Walter Scheel, Helmut Kohl and many others developed dementia after their resignation. Mild cognitive impairment in Paul von Hindenburg and in communist sclerocrats (Andropow, Breshnew, Ceausescu, Honecker, Mielke and others) may have contributed to the rise of Adolf Hitler and the downfall of communist regimes, respectively. Two prototypes of presidential dementia have to be distinguished: the tragic senile King-Lear-form with cognitive deficits and the buffalo- and buffoon-like King-Ubu-type with predominant behavioral disturbances.

Abstract:

In Old Spanish and in Portuguese the name of a female agent is sometimes expressed with a suffix that coincides with one of the suffixes used in these languages in the formation of instrument nouns, as in Portuguese tecedor ‘weaver’ vs. tecedeira ‘female weaver’. The etymology of this female suffix has long been a puzzle for Hispanists and Lusitanists. Although it has been known since Meyer-Lübke that there are parallels in other Romance varieties, the problem has never been tackled from a pan-Romance perspective in a systematic way. The purpose of the present paper is to do just that. It is argued that these suffixes denoting female agents arose as a consequence of the ellipsis of the head noun in Latin noun phrases containing a noun referring to a female and an adjective in -toria. The alternative of viewing the modern suffixes as the result of the coalescence of the Latin agentive suffix -tor and the female suffix -ia of words like avia ‘granny’ is also explored.

In ihrem fotografischen Magazinbeitrag „Analog Algorithm – Landscapes of Machine Learning“, der auf ihrem gleichnamigen Buch basiert, nimmt uns die Fotografin Susanne Huth mit ins Silicon Valley, das Machtzentrum der technischen Innovation und der postindustriellen, neoliberalen Wirtschaftsordnung schlechthin. Mit ihren Arbeiten begibt sie sich auf einen Streifzug durch den etwa 70 Kilometer langen und 30 Kilometer breiten Landstrich in der San Francisco Bay Area, der Gegenstand globaler und kollektiver Fantasien zu sein scheint. Huths Bilder zeigen jedoch, dass es nicht ausreicht, lediglich über diesen Ort zu reden, zu behaupten, er habe mit seinen Technologien die Alltagsroutinen, Daten und digitale Identität einer jeden von uns erfasst und durchdrungen – ohne dass wir jemals da gewesen wären (Lübbke-Tidow 2020). Susanne Huths Schwarz-Weiß-Arbeiten brechen mit diesem Narrativ, indem sie das Silicon Valley als sozio-politischen Prozess beforschen, ihn als kulturelles Dispositiv begreifen und die strukturelle Transformation der Dienstleistungsgesellschaft zur Informationsgesellschaft nachzeichnen. Summary The paper deals with a few aspects of the morphosyntax of clitics in Piedmontese (Western Romance) and their historical development. In Piedmontese an element =l= (orthographically l’) is obligatorily inserted between the Subject Clitics and all and only the inflected forms of “to have”; in several varieties of Piedmontese this element has a double interpretation synchronically, either as a semantically null element or as an Object Clitic of 3rd singular. Although the presence of such an element is not rare among neighboring Romance varieties, where it generally acts as a 3rd singular subject clitic, it is argued that in Piedmontese its peculiar distribution is intimately tied to other unusual morphosyntactic features, all of them having developed within the last two-to-three centuries. In particular, historical reanalysis of l’ was crucial in the positioning of the object clitics after the participle in compound verbal forms (a rare pattern among Romance languages). Partially correcting traditional analyses (such as Meyer-Lübke 1900), it is argued that the necessity to avoid ambiguity and clearly identify a pronominal object was at best a contributing factor in triggering morphological change. The postpositioning of the object clitics was rather mainly the result of the extension in use of the subject clitics, and of the ensuing reanalysis of the element l’. This was made possible by two conditions: a restricted set of occurrences in which l’ was found, and a ready-made alternative interpretation. Comparison with neighboring varieties shows that such a development was not possible in those Romance languages which did not have an element similar to l’ in the restricted range of uses of premodern Piedmontese. Résumé Cet article traite de quelques aspects de la morphologie des clitiques en piémontais (une langue romane occidentale) et de leur développement historique. On trouve en piémontais un élément =l= (l’ dans l’orthographe) obligatoirement inséré entre les clitiques du sujet et les formes fléchies du verb ‘avoir’. Dans plusieurs variétés du piémontais cet élément peut être interprété soit comme un élément sémantiquement vide, soit comme le clitique objet de la troisième personne singulier. Bien que la présence d’un élément similaire au l’ piémontais n’est pas rare parmi les variétés voisines (où il joue généralement le rôle de clitique sujet de la troisième personne singulière), l’article démontre que la distribution inhabituelle de cet élément en piémontais est étroitement liée à un certain nombre d’autres particularités morphosyntactiques qui se sont toutes développés durant les deux ou trois derniers siècles. En particulier, la réanalyse historique de l’élément l’ a été décisive pour le positionnement des clitiques objet après le participe dans les temps composés — une solution fort rare parmi les langues romanes. Avec une révision partielle des analyses traditionelles (par ex. Meyer-Lübke 1900), on démontre que la nécessité d’éviter toute ambiguïté et de distinguer clairement un objet pronominal a joué tout au plus un rôle complémentaire dans le changement morphologique. Le positionnement des clitiques object après le participe a été plutôt le résultat d’une extension de l’usage des clitiques sujet, ce qui a amené à une réanalyse de l’élément l’. Cette réanalyse a été permise par deux conditions: une distribution fort limitée de l’ et la possibilité de l’amener à une analyse alternative. La comparaison avec les variétés voisines démontre que le même développement qu’on trouve en piémontais ne s’est pas produit dans ces langues romanes qui étaient dépourvues d’un élément comparable à l’ dans les domaines d’usage bien limités qu’on trouvait en piémontais pré-moderne. Zusammenfassung Dieser Artikel befaßt sich mit einigen Aspekten der Morphosyntax von Klitika im Piedmontesischen (Westromanisch) und mit ihrer historischen Entwicklung. Im Piedmontesichen ist es obligatorisch, ein Element =l= (ortographisch l’) zwischen Subjektsklitika und allen flektierten Formen (und nur diesen) des Verbs ‘haben’ einzufügen. In manchen Mundarten des Piedmontesischen ist dieses Element in zweifacherweise interpretierbar, und zwar entweder als semantisch leeres Element oder als Objektklitikum der 3. Person Singular. Obgleich das Element selbst in benachbarten romanischen Varietäten nicht selten vorkommt und dort im allgemeinen als Klitikum der 3. Person Singular fungiert, wird hier argumentiert, daß seine eigenartige Distribution im Piedmontesischen in engem Zusammenhang mit anderen ungewöhnlichen morphosyntaktischen Phänomenen steht, die sich allesamt innerhalb der letzten zwei bis drei Jahrhunderte entwickelt haben. Insbesondere war eine historische Reanalyse des Elements l’ entscheidend für die Position von Objektsklitika nach dem Partizip in zusammengesetzten Verbformen, was in romanischen Sprachen selten vorkommt. Dieser Artikel berichtigt teilweise traditionelle Analysen (z. B. Meyer — Lübke 1900) und argumentiert, daß die Notwendigkeit, Mehrdeutigkeit zu vermeiden und ein Objektpronomen eindeutig zu identifizieren höchstens sekundär zu morphologischen Veränderungen beigetragen hat. Vielmehr war die Entwicklung nachgestellter Objektsklitika hauptsächlich das Ergebnis einer Ausweitung des Gebrauchs von Subjektsklitika und einer darauffolgenden Reanalyse des Elements l’. Dies wurde durch zwei Faktoren ermöglicht: eine begrenzte Anzahl möglicher Kontexte für l’ und eine bereits vorhandene alternative Interpretationsmöglichkeit. Der Vergleich mit benachbarten Varietäten zeigt, daß eine solche Entwicklung in denjenigen romanischen Sprachen nicht möglich war, die kein dem l’ ähnliches Element in begrenzt möglichen Kontexten nach Art des Früh-Piedmontesischen aufwiesen.

Neurophysiol. 79: 1518–1534, 1998. Because of their strategic position between the granule cell and pyramidal cell layers, neurons of the hilar region of the hippocampal formation are likely to play an important role in the information processing between the entorhinal cortex and the hippocampus proper. Here we present an electrophysiological characterization of anatomically identified neurons in the fascia dentata as studied using patch-pipette recordings and subsequent biocytin-staining of neurons in slices. The resting potential, input resistance ( RN), membrane time constant (τm), “sag” in hyperpolarizing responses, maximum firing rate during a 1-s current pulse, spike width, and fast and slow afterhyperpolarizations (AHPs) were determined for several different types of hilar neurons. Basket cells had a dense axonal plexus almost exclusively within the granule cell layer and were distinguishable by their low RN, short τm, lack of sag, and rapid firing rates. Dentate granule cells also lacked sag and were identifiable by their higher RN, longer τm, and lower firing rates than basket cells. Mossy cells had extensive axon collaterals within the hilus and a few long-range collaterals to the inner molecular layer and CA3c and were characterized physiologically by small fast and slow AHPs. Spiny and aspiny hilar interneurons projected primarily either to the inner or outer segment of the molecular layer and had a dense intrahilar axonal plexus, terminating onto somata within the hilus and CA3c. Physiologically, spiny hilar interneurons generally had higher RNvalues than mossy cells and a smaller slow AHP than aspiny interneurons. The specialized physiological properties of different classes of hilar neurons are likely to be important determinants of their functional operation within the hippocampal circuitry.
