Abstract:
Language policy in the Republic of Macedonia – between legislation and practice The question about the status of the Macedonian language manifests itself for the first time in the 19th century, but its resolution starts with the codification of the Macedonian language after World War II. The Macedonian language is then declared as an official language in the Macedonian republic and equal amongst the other languages in SFR Yugoslavia. However, the official language in SFR Yugoslavia (the language of international communication, military dealings, one of the core subjects in all elementary schools etc.) was the Serbo‑Croatian language. With the formation of an independent Republic of Macedonia, the Macedonian language became the only official language until the peace deal Ohrid Framework Agreement was signed, when the language of the largest ethnic minority – the Albanian language – gains the status of an official language. The issue of interest of this article is whether the Macedonian language has changed its status and to what extent, what are the terms of legislation for it and the real situation in which it is found in the Republic of Macedonia.

Abstract:
Theoretically, due to many linguistic similarities, the Macedonian people could build their literary language together with the Bulgarian people (or they could just accept Bulgarian standard). Macedonians could also build their literary language together with the Serbian people (or simply accept the Serbian standard), due to many rich cultural and linguistic interactions which have lasted for centuries, into t his d ay. But historical circumstances in t he Vardar Macedonia h ave paved t he third way to Macedonian people, and enabled them to establish their own state and to build their own literary language on the basis of one of the Macedonian dialects. The Macedonian central dialect is distanced from both the  Bulgarian and Serbian dialectal centers and has its own special linguistic features.

Abstract:
In 2022, lexicologist Elka Jačeva-Ulčar published a book in Macedonian, which has garnered attention for its utility and interest not only among specialists such as Macedonians, lexicologists, and onomatologists, but also among a broader readership intrigued by the historical evolution of language as related to the history of a country. Drawing upon published dictionaries and recent field research, the book provides a comprehensive analysis of the contemporary Macedonian surname system. It delves into various aspects including the motivating bases, prevalent suffixes in Macedonian surnames, and other facets pertaining to the formation and usage of surnames within the diverse population of the Republic of North Macedonia. The review recognizes the significant contribution of Elka Jačeva-Ulčar to contemporary Slavic and particularly Macedonian studies, as well as to Balkan studies in general. The researcher’s interest extends beyond the Macedonian language to those spoken by other inhabitants of the region, evaluating their impact on the Macedonian anthroponymicon. Individual sections of the book under review examine each Balkan community and their historical interactions with Macedonians, providing examples of surnames and linguistic elements that may have been assimilated into Macedonian. The study is particularly valuable for its insights into the linguistic heritage of the region’s minor ethnic groups.

Abstract:
Macedonia started its transition from a command to a market economy after its declaration of independence in 1991 from the former Yugoslavia. In 1991, ethnic Albanians abstained from voting for the first Macedonian constitution. Soon claims of ethnic Albanians in Macedonia started to aim at proportional representation in all political institutions, more education in the Albanian language at the university level and changes to the constitution proclaiming Macedonia to be a multi-ethnic country made up, on an equal basis, of Macedonians and Albanians. In 2001, immediately after the Macedonian parliament ratified a border treaty with Serbia, ethnic Albanians clashed with Macedonian armed forces. The clashes ended with the signing of the Ohrid Framework Agreement (OFA) in 2001. Decentralization was a main preferential policy choice out of the OFA. This paper estimates the efficiency of Macedonian municipalities by using the Stochastic Frontier Analysis (SFA). We hypothesise that ethnic fragmentation may have a negative impact on the efficiency of Macedonian municipalities. We also hypothesise that political variables at municipalities in Macedonia also have impact on the municipal efficiency.

Abstract:
Pulevski's second published book is Dictionary of three languages (trilingual), published in Belgrade in 1875. This work is particularly significant because of the clear conception and openly expressed idea about the homeland of Macedonia, about the Macedonian people and the Macedonian language as special in the Slavic world. In this essay, we will briefly point out the translation that Pulevski performs in his "Trilingual" from Macedonian to Albanian. Through the translation of lexemes, phrasemes and expressions that Pulevski includes in this kind of dictionary in three languages (Macedonian, Albanian and Turkish) we will analyze the methodological approach of the revivalist.

Abstract:
The purpose of this article is to study the issue of politicization of the language dispute between the Republic of North Macedonia and the Republic of Bulgaria. This academic dispute became a political argument not only in relations between two countries, but also in resolving issues in the world. The main method was content analysis the English-language news portal’s materials - Balkan Insight. This analysis provides the opportunity to research the components of this dispute. As a result, it can be stated that in the scientific community there is no consensus about how much and to what extent the Macedonian language is "similar" to other languages of the Balkan Peninsula. Bulgarian scientists do not acknowledge the existence of the Macedonian language, claiming that the language of North Macedonia is a dialect of Bulgarian. The Macedonian scientific community takes a different point of view, arguing that the language developed historically, through the BI media platform, is trying to form European public opinion. The collective West officially support the integration of Macedonia into European structures, but does not reject the positions of individual EU states, such as Bulgaria, which play a significant role.

Abstract:
The questions are: Where are the ‘footprints’ of the ancient Macedonian Macedonians’ toponyms and vocabulary, remaining in the linguistic-semantic fund that would witness the continuity of historical development and transformation, respectively, the “antico-Slavic mixing” that has been widely claimed by some Macedonian historian? “What are the remaining words of the ancient Macedonian heritage, even of the language of the old Greeks old neighbors who would testify to their every day contacts?”, when we see that today’s vocabulary fund of the Macedonian language is strictly Slavic, except for Turkish and Bulgarian-Serbian borrowings and the modern inflows of internationalisms and technicalities? Where are the old ancient Macedonian words which the Macedonian Slavic language today inherited, however few were they ?! The ancient language dictionary of the ancient Macedonian tribe should have definitely left a mark on today’s Macedonian language vocabulary, as they have left the mark of the old Anglo-Saxon in today’s English language or the language of Old Gallons in the French language today. This is the fact of the missing points of contacts between these two cultures, among others....

Abstract:
The fact that Macedonian Turks living in a multilingual geography experience a different process from standard Turkish and Anatolian dialects is an event that can be explained by language interaction. Since the late 19th century in Macedonia, the Turkish language, which transitioned from a dominant language to a dominated language, has become susceptible to the influence of Macedonian and Albanian. This influence, which works against Turkish, has brought the Macedonian Turkish dialect closer to the Balkan languages, which belong to the Indo-European language family, and distanced it from Turkish in Turkey. In this study, based on examples obtained by scanning certain issues of the “Sevinç” magazine, which was published in Macedonia, some sentence types resulting from language interaction are discussed. The distinctive aspects of these sentences, which differ from similar structures in Turkish in Turkey, are emphasized, and alternative sentence types used in their functional context are examined. In the identified sentence examples from the scanned texts, it is observed that noun-relative clauses, constructed with the imperative-mood and borrowed from the Indo-European languages, are used instead of nominal verbal sentences used in Standard Turkish. It is also noted that the phrase “ne zaman” takes on the function of certain adjectival verbs, and in direct speech constructions requiring the conjunction “ki” and the adverbial verb “diye” they are not used. Furthermore, it is evident that formations contradicting the sentence structure of Turkish are employed. The identification of different structures resulting from language interaction in the spoken and written language of Turks living in Macedonia is crucial in terms of understanding their causes, demonstrating their correct forms, and preventing deterioration and alienation in our language. Keywords: multilingualism, language interaction, sentence structure, nominal verbal sentences, Macedonian Turkish

Abstract:
In 2019, a new law regulating the use of languages other than Macedonian entered into force in North Macedonia. Language issues have always been a hot topic in North Macedonia and one capable of stirring controversial debate, especially between the Albanian- and the Macedonian- speaking population. This is also the case for this most recent piece of legislation. The present article discusses initially the constitutional and political background to the adoption of the law. It then analyses some of the most disputed aspects of the law. Most of them relate to the broader issues of democracy and rule of law as well as the balance with other human rights.

The article addresses the complex relations between the Republic of Macedonia and the neighboring countries formed after the breakup of Yugoslavia in 1991. Several reasons behind said difficulties are discussed, namely: the dispute between Serbia and Macedonia concerning Belgrade’s lack of recognition of the Autocephaly of the Macedonian Orthodox church, the conflict with Albanians, who point out to human rights violations by the government in Skopje, and the contestations between North Macedonia and Bulgaria addressing Bulgaria’s suppression of Macedonian national identity and language in the province of Pirin Macedonia (Blagoevgrad Province). Finally, we discuss the conflict with Greece concerning the name of the Macedonian state and the rights of Macedonian immigrants.

Abstract:
Its own evolution and its contacts with the non-related balkan languages : albanian, aroumanian, greek, romanian and turkish, have resulted in important changes : the existence of a triple article ; the obligatory repetition of the direct object (definite) and of the indirect object (definite or indefinite) ; the analystism of the nominal category (without declension) and the verbal category (without the infinitive); the existence of participles ending in n and active participles ending in l formed from the aorist or the imperfect ; the existence of two new sets of tenses made with the auxiliary "to have" or "to be" and the active past participle ending in n. But the main innovation concerns the system of verbs. It consists of a change of the temporal morphemes f a particular function : different attitudes of the subject speaking in accordance with his relation to the object. The interpretation of information by the individual speaking depends on his : - type of perception, conscious or non-conscious - type of knowledge, conscious or non-conscious which determines the nature of the listener's perception of the message : supposed, doubtful, uncertain or - on the contrary - certain, affirmed and real, testified and thus true. These criteria are a part of any statement which uses a verbal form

Abstract:
<p>The aim of this study is to investigate whether culture is perceived and taught in similar ways in regard to the study of English during the final year of compulsory schooling in Sweden and the Former Yugoslav Republic of Macedonia. In order to achieve this, relevant parts of policy documents and teaching materials from both school systems are analyzed – based on a framework which was devised using Claire Kramsch’s definition of culture as a foundation – and discussed. Our findings indicate that culture is not perceived and taught similarly in regard to the study of English during the final year of compulsory schooling in the two school systems we examine. In Sweden, based upon that which is expressed in the policy documents, it appears that learning about culture is seen as a natural component of language learning. On the hand, this does not appear to be the case in regard to the Former Yugoslav Republic of Macedonia. While representations of culture are present in the teaching materials examined from each region, the ways in which it is portrayed reflect that which is set forth in the policy documents, i.e., culture is more fully integrated in the textbook used in Sweden than it is in the one used in Macedonian classrooms. Our study is of interest to those active within the field of education because an increasingly globalized world means that classes are being comprised of increasingly heterogeneous groups of students. Having insight into differences that exist between school systems may lead to a greater understanding of the situation that exists in one’s own corner of the world.</p>

Abstract:
It has played a major role in the change of the cultural and demographic character of the Balkans during the long Ottoman rule of the region. Conversion in religion did not mean change in language as well. The latter was impossible to happen and it did not concern pre-modern societies like the Ottoman one. One of the best known islamized groups in Greece is the case of the Greek-speaking Muslims of western Macedonia, commonly labelled with the pejorative term “Vallahades”. Speaking Greek and maintaining numerous Christian and pre-Christian customs in their religious culture, they seemed like awkward Muslims in the eyes of their Christian neighbours, as well as in the eyes of travellers and researchers visiting the region in the last two centuries of the Ottoman empire. This led a number of contradictory theories regarding their origin, their conversion to Islam, and their culture. The aim of the present thesis is to analyse the process of Islamization and to examine step by step through the sources those political, economic and social circumstances of each period that encouraged the conversion and the general spread of Islam (mainly mystical orders and bektashism). Another important aim is to distinguish the historical truth from the legends regarding the Vallahades that inevitably flourished under the influence of the Nation-states ideology of the eighteenth century

Abstract This chapter provides an overview of the development of Macedonian terminology after the codification of the Macedonian language and the initial efforts for drafting specialised terminology. It sheds light on the participation of Macedonian linguists in collaborative terminology projects in the former Yugoslavia and the International Committee of Slavists. It elaborates on the importance of the Dictionary of Macedonian Language, which laid the groundwork for future lexicographic and terminographic projects. The chapter provides a detailed overview of the theoretical foundations of the Macedonian Scientific and Professional Terminology project which led to the publication of draft terminology in terminological bulletins and terminological dictionaries. Blazhe Koneski is the most significant scholar who contributed both theoretically and practically to the development of Macedonian terminology.

Abstract:
Esse-perfect in Macedonian: lexical distribution and contextual restrictions - The present article deals with the esse-perfect in Macedonian, also found in Aromanian and some Albanian dialects, which is formed with verbs of both aspects by means of the auxiliary sum ‘to be’ plus the (formally) passive participle. In contrast to previous work on this topic, our research sets out to determine the domains of usage for this construction in Macedonian, both in the standard language and its dialects, especially those on the western periphery and in linguistic enclaves surrounded by Albanian-speaking communities. In addition to personal fieldwork, three main corpora serve as a material basis for this task; see the list of sources at the end of the article. The formation of the esse-perfect is rather limited when compared with the other two perfects of Macedonian. In particular, its distribution clearly depends on lexical verb classes, with language contact accounting for less rigid restrictions and a wider usage of this construction.

Abstract:
Verbal aspect in the Macedonian dialect of Boboshtica-Drenova and Albanian-Slavic language contact - Long-term subdominant bilingualism with Albanian has had a significant impact on verbal aspect marking in the Macedonian dialect of Boboshtica-Drenova (South-East Albania). The Slavic formal opposition of perfective and imperfective aspect marked through a variety of derivational methods has been preserved. However, under Albanian influence two continuous aspect constructions have been grammaticalised in the dialect, one of them based on the locative ǵe, and the other on the adversative conjunction toko. The paths of grammaticalization of these markers are investigated, which include structural transfer (ǵe &lt; locative and temporal tek, toko &lt; adversative and continuous po), which is partially supported by the phonetic similarity between the respective Albanian and Macedonian dialectal markers (toko || duke, tek).

Abstract:
The progress of society, in all areas, largely depends on the quality and the advancement of the companies in one country. Since the economy of a country is the primary drive for progress, the corporate world must evolve and advance in order to keep up with the trends and the constant changes in the business environment and thus continue the progress of societies. This paper aims to provide an understanding of the importance of business English as a lingua franca in advancing Macedonian businesses. Although the primary purpose for developing business English has been business interaction among English-speaking and non-English speaking companies, with time, the companies have dragged in native languages turning business English into a lingua franca in the corporate world. Therefore, not only has business English progressed into the backbone of international trade, which is crucial for the economic development of the countries, but it also became essential for the companies' internal communication, which is vital for their operation and performance. That being said, the main implication of this paper is to enlighten Macedonian society on the significance of introducing business English as the lingua franca in Macedonian companies. By discussing and analysing specific areas on how business English can improve the competitiveness of the Macedonian companies and workforce, the researcher proposes a strategy for the future based on; introduction of a Business English course in the Macedonian educational system, training of employees, employment of staff conversant with English, use of simple vocabulary and repetition of statements, and embracing language diversity.

In the course of convergent development, the peoples living on the Balkan Peninsula signi ficantly influenced each other, borrowing numerous cultural and linguistic phenomena. Thus determined the formation of the Balkan cultural and linguistic landscape. It is interesting to analyse the idioms with the meaning of blessing and curse in the Balkan Slavic languages, in particular in Bulgarian, Macedonian and Serbian, in comparison with the non-Slavic Albanian language. The found correspondences demonstrate a high degree of interlingual and intercultural interaction of these neighboring peoples.

Abstract:
In this paper, we propose a novel approach to exploring cross-linguistic connections, with a focus on false friends, using Large Language Model embeddings and graph databases. We achieve a classification performance on the Spanish-Portuguese false friend dataset of F1 = 83.81% using BERT and a multi-layer perceptron neural network. Furthermore, using advanced translation models to match words between vocabularies, we also construct a ground truth false friends dataset between Slovenian and Macedonian - two languages with significant historical and cultural ties. Subsequently, we construct a graph-based representation using a Neo4j database, wherein nodes correspond to words, and various types of edges capture semantic relationships between them.

Full text
Abstract:
The article discusses approaches to the measurement and comparative study of linguistic complexity of the Balkan dialects, genetically related to different languages. At this stage Albanian and South Slavic dialects were considered. Based on dialect descriptions and atlases, 948 South Slavic and 131 Albanian locations in the Balkan Peninsula were surveyed. Significant differences between the tentative “common Albanian” and “common Slavic” states, taken as reference points for measuring complexity, and differences between dialectal phenomena relevant for modern Albanian and South Slavic varieties, make the creation of a single list of features a non-trivial task. Thus the paper attempts a comparative study of complexity using two lists compiled independently for Albanian and for South Slavic and including 27 unmatching binary features each. All features reflect the “grammatical” complexity of language system (inventory of phonemes and grammemes, number of inflectional classes, etc.). Relative complexity or simplicity is seen as not only a static characteristic of modern dialects, but also a result of simplifying and complexifying innovations that developed in different historical periods, and preservation of the “inherited” complexity from “common Albanian” and “common Slavic”. This approach allows us to confirm the assumption that language contact can lead to both simplification and complexification and to postulate different paths of contact development for Albanian and South Slavic dialect zones. Contacts in the Albanian-speaking area are always associated with simplification, while South Slavic demonstrates a trend towards simplification, with the exception of Western Macedonian, where high complexity results from many contact-induced complexifying innovations.
