Abstract:

Durante o governo do primeiro presidente de Moçambique, Samora Moisés Machel, é possível perceber o desenvolvimento do imaginário popular sobre alguns importantes elementos da Frente de Libertação de Moçambique (FRELIMO) do período da luta anticolonial. Promovida pelas publicações oficiais do Partido da Frelimo através de coleções organizadas pelo Órgão de Informação e Propaganda e das publicações da revista Tempo no período após a independência. O próprio Samora Moisés Machel é conhecido atualmente como o “pai da nação”, assim como, o símbolo da emancipação feminina tem sua representação na figura de Josina M. Machel. Ou seja, não é apenas a construção de heróis nacionais homens em torno de mitos fundacionais que constituiu o imaginário popular moçambicano. É sobre essa emblemática mulher e a utilização política da imagem associada a ela que trataremos a seguir através da análise de materiais de 1975 a 1986.

Abstract:

A preocupação pela luta de libertação contra o regime colonial português em Moçambique teve como foco conseguir a unidade nacional, e foi possível através da união das massas. “Educar o Homem para vencer a Guerra, criar uma sociedade nova e desenvolver a pátria” Machel, (1979), mensagem do lema na 2ª Conferência do Departamento da Educação e Cultura (DEC) em 1970. Pretende-se descrever e refletir sobre projeto educacional na perspectiva samoriana[1]em Moçambique. Na produção do trabalho, nos cingimos na pesquisa bibliográfica e biográfica. Segundo (TREINTA.F. T. at al., 2014, p.9).“pesquisa Bibliográfica consiste na seleção e a priorização de um conjunto de dados que represente o estado da arte do assunto pesquisado”. Samora Machel, contribui bastante para a educação em Moçambique, através da sua politica socialista com maior foco na educação das massas e luta contra o analfabetismo.[1] Usaremos esta expressão para nos referir à ideologia da política educacional de Samora Machel.

Em Moçambique, como em muitos outros países do continente, estão novamente voltando as hostilidades da guerra civil, que se pensava já superadas. Daí a necessidade desse simpósio, cujas reflexões partiram do legado político de Samora Machel. A conferência partiu da reflexão sobre o quadro geral dos países do continente em condições semelhantes, para finalmente fazer uma aproximação com Moçambique.

Abstract:

Após a independência de Moçambique em 1975 Samora Machel tornou-se o primeiro presidente do país. Ele foi responsável por criar um regime autoritário que visava a construção nacional como maior prioridade. Foi nesse sentido que construiu o projeto do “Homem Novo”, que visava promover uma sociedade que unisse os valores do marxismo-leninismo com o combate aos valores tradicionais presentes naquele contexto. O Instituto Nacional de Cinema foi criado nesse período como forma de difundir esses valores que eram almejados pelo poder político. Foi esse o contexto de produção do cinejornal Kuxa Kanema, que tinha então entre seus objetivos promover uma narrativa a respeito de Samora Machel como forma associá-lo a eles. Nesse sentido, criou-se a imagem dele como um político carismático, popular, que se destacava como um legítimo marxista e com uma inquestionável liderança no cenário internacional. Mais que isso, ele se destaca como um líder profético, que guia o povo pelos caminhos que estão por vir, associado a figura do mito do salvador apontada por Girardet (1987).

Entre 1979 y la desaparición de la RDA, en 1990, el gobierno de Mozambique promovió la migración de miles de mozambiqueños para la Alemania del Este. Algunos autores alemanes argumentan que el principal propósito de la élite mozambiqueña, con esta migración, era amortizar los gravámenes de la deuda contraída con la RDA. Más allá de contemporizar o no con esta tesis economicista sobre las motivaciones para el envío de mano de obra mozambiqueña para las fábricas alemanas, lo que me propongo aquí es reflexionar en torno al impacto subjetivo que va a tener esta relación contractual asimétrica, en la formación de estos jóvenes mozambiqueños, conocidos hoy como "Magermane", sobre todo en miras a entender diversos aspectos de sus prácticas y representaciones políticas, en la actualidad. El propósito de esta reflexión, es esbozar un proceso de individuación - peculiar y contradictorio - en estos ex-trabajadores mozambiqueños a partir de su experiencia en Alemania. Un proceso que exaltó siempre su "racionalidad cientificista" como el camino acertado para la producción de los hombres nuevos, es decir de los sujetos sociales imprescindibles para el desarrollo de un país recién liberado de su dependencia colonial. Estos hombres nuevos, idealizados por Machel, estos "filhos de Machel", como suelen autodenominarse en la actualidad, marcan su presencia en el contexto mozambiqueño como un remanente no deseado, como una figura incómoda, sobre todo para la élite gobernante, pues actúan como un dispositivo de memoria que les recuerda una época abarrotada de discursos bien intencionados y utopías de desarrollo triunfalistas, que al final sólo beneficiaron a unos pocos. Sin embargo y al mismo tiempo, llaman la atención en la población pues se configuran como sujetos autoreferenciados, cuando de ciudadanía, derechos y justicia se trata.

O cinejornal moçambicano Kuxa Kanema, produzido pelo órgão estatal Instituto Nacional de Cinema, era utilizado pela Frelimo, partido único do país, como um instrumento de propaganda e de promoção do projeto político nacional. Nesse sentido, a narrativa construída pelo mesmo em relação à política externa pode ser observada se moldando aos objetivos políticos do movimento em diferentes contextos. Entre 1978 e 1979, quando buscava estabelecer um projeto marxista-leninista e se preparava para uma Guerra Civil que ainda se iniciava, um discurso de aproximação com o chamado “Bloco Soviético” pode ser percebido. Já em 1981, quando essa busca por aproximação se mostrou frustrada a partir de uma negativa na candidatura do país ao COMECON, a Frelimo apelou para uma política externa mais aberta e focada nos interesses regionais do país.Palavras-chave: Kuxa Kanema, Política Externa, Samora Machel, Frelimo. AbstractThe Mozambican film newspaper Kuxa Kanema, produced by the state agency Instituto Nacional de Cinema, was used by Frelimo, the country's only party, as an instrument for propaganda and promotion of the national political project. In this sense, the narrative constructed by the same in relation to foreign policy can be observed as being shaped to the political objectives of the movement in different contexts. Between 1978 and 1979, when he sought to establish a Marxist-Leninist project and was preparing for a Civil War that was still beginning, a discourse of rapprochement with the so-called "Soviet Bloc" can be perceived. Abstract:

This paper describes the results of a pilot programme to introduce ethanol gel as a replacement for paraffin for cooking in a low-income informal settlement, Samora Machel, in the Philippi district of Cape Town. A baseline study had shown that paraffin was the dominant source of energy in this community, and that the community knew that its use was both hazardous and unhealthy, but they had no apparent alternative. A gel fuel meeting the requirements of SANS 448 was identified and supplies ordered. A burner system meeting the requirements of SANS 666 was not available on the market; instead it was necessary to use all that could be found. The Agrifood Technology Station at the Cape Peninsula University of Technology (CPUT) was tasked with finding ways to cook using ethanol gel, with accent being placed on cooking safely and using the least possible quantity of gel for a standard menu. After several fruitless attempts to launch a programme, a successful meeting was held at the crèche in Samora Machel at which a number of residents agreed to take part in the pilot programme. Soon thereafter, there was a fire in which many residents lost all their possessions, and when stoves were distributed free of charge, and five litres of gel sold at a subsidised price, all stoves were eagerly taken. The demonstration of how to cook using the gel was held at the point of distribution, and people taking stoves were shown how they worked and how to keep them clean. Every week for four weeks, a sample of the participants was contacted to determine their response to cooking on gel. Virtually every response was most positive, and at the end of that period the participants in the pilot programme requested that the supply of gel should continue as long as possible.

Investigamos como falantes moçambicanos de Português usam os pronomes átonos que refletem o complemento direto e indireto, sem terem em conta a subcategorização do verbo. Desenvolvemos um estudo etnográfico de caso múltiplo, com alunos da 12ª classe da Escola Secundária Samora Moisés Machel (zona urbana) e da Escola Secundária do Dondo (zona periurbana), recorrendo aos métodos indutivo e comparativo. Os instrumentos de recolha de dados foram a observação direta (registo de ocorrências nos discursos falados) e o inquérito por questionário. Os resultados obtidos indicam que há influência da estrutura das Línguas Bantu na realização da Língua Portuguesa, em Moçambique. Nossos resultados permitem compreender que, neste caso em particular, a influência das Línguas Bantu se manifesta da seguinte forma: os alunos associam o pronome lhe a sintagmas nominais referentes a pessoas, independentemente de desempenharem a função de objeto direto ou indireto, e o pronome o a objetos com traços [-humanos].PALAVRAS-CHAVES: Língua bantu; Lheísmo; Português de Moçambique; Português Europeu; Pronominalização. We investigate how Mozambican Portuguese speakers use the unstressed pronouns that represents direct and indirect complement, regardless of the subcategorization of the verb. We developed a multiple case ethnographic study with 12th grade students from Samora Moisés Machel Secondary School (urban area) and Dondo Secondary School (periurban area) using inductive and comparative methods. The data collection instruments were direct observation (recording of occurrences of spoken speeches) and a questionnaire survey. Our results indicate that there is influence of the structure of Bantu Languages in the Portuguese Language spoken in Mozambique. Our results allow us to affirm that, in this particular case, the influence of Bantu Languages is manifested as follows: students associate the pronoun lhe with noun phrases referring to humans, regardless of whether they perform the function of direct or indirect object, and the pronoun o with non-human objects [-human].KEYWORDS: Bantu languages; Lheism; Portuguese of Mozambique; European Portuguese; Pronominalization.

Abstract:

Merle Bowen investigates the politics of the changing rela- tionship between state and peasantry in Mozambique, prin- cipally through the elaboration of a case study, the Ilha Josina Machel in the southern province of Maputo. The book takes as point of departure the "developmental" period of Portuguese colonialism, from the early 1960s until the present day, although the main focus is on 1975-83. This is useful, because that period gives us a relatively clear insight into the reality of the Frelimo government's policies of socialism in the countryside, before all aspects of Mozam- bique's political economy were inundated by the war prose- cuted by Renamo with South African backing. Although there has been a marked increase of research interest in local-level studies recently, few works that take a similar approach treat this period in such detail. Trata do papel inovador da cooperação técnica como instrumento de ação política. A adoção de um programa de formação com múltiplas possibilidades permitiu uma articulação técnico-política na abordagem da “cooperação estruturante em saúde”. Abstract:

This paper examines the problematic of child soldiers, based on inter alia the strategy of research and study of the United Nations Office of the Special Representative of the Secretary-General for Children and Armed Conflict and on the priorities of the Machel Study. Here, national and international law will be applied on countries where children are recruited by armed groups. Concerning domestic jurisdiction alternative or traditional methods of justice as well as formal legal methods will be addressed. Specifically, this paper will focus on three main subjects: 1) the possibility of prosecution and judgment of adolescents, who participated in armed conflicts; 2) prosecution and judgment of war lords and 3) civil reparation proportional to the damage caused by an armed conflict. These three subjects will be construed according to (traditional or alternative and formal) national and international law. Finally, some recommendations will be made in order to improve the system of reintegration of child soldiers in post-conflict countries.

Abstract:

The subject of coloniality is a phenomenon of consciousness. It explores belief systems, culture, and ethics using conviction and rhetorical force. Mugabe is good at captivating rhetoric. His sophisticated philosophical conundrum derives from modernity, emancipation as it looks at land as a political and economic structure of decolonization. Thus, in him, the belief of self-consciousness and conviction leads to positive confrontation and violence. Peace is universally known to be a product of protracted violence. Zimbabwe went through a war of colonial genocide and mass massacres in the Second Chimurenga. Mugabe’s decolonial agenda is an epistemological extension of coloniality and neo-colonial struggles originated and revisited by Amilcar Cabral, Frantz Fanon, Walter Rodney, Che Guevara, Fidel Castro, and Samora Machel. Mugabeism thrives on instilling fear into the perpetrators of violence and imperialism by using rhetoric. The doctrine—therefore—reaffirms emancipation and empowerment through postcolonial agrarian revolution rather than “land grabs.” Its magnetic effect is like opposite poles of a magnet—revolutionary versus dictatorship—sharply in contra-distinction with repression, barbarism, and cannibalism. Mugabeism means working toward a common vision of human life for Africans, it means emancipation and freedom. It is a life which is not dependent on an imposed superstructure of oppression of Blacks by Caucasians.

Abstract:

As part of a household energisation experiment, a baseline survey was undertaken from a sample of 152 households in the informal settlement of Samora Machel. The survey covered energy needs for cooking, space heating, water heating, lighting and any other demands, the costs of energy and total household monthly expenses. The average home had 3-4 inhabitants in less than 2 rooms. Paraffin was the primary source of energy for cooking and space heating, and played a significant role in water heating and lighting. Electricity was quite widely available, but was used primarily for low-power services such as radios and cellphones. Only 10% of all homes had a refrigerator. 20% of all homes purchased LP gas regularly but only used it on social occasions. Fuelwood was collected rather than purchased, and mainly burned in an open brazier, both for cooking and space heating. Space heating was primarily by cookstove; only one home had a specially designed heater using paraffin fuel. The median household expenditure was R1 800/month and 20% of this was spent on energy services. About half the homes are at risk of energy poverty, where lack of energy could give rise to a range of health problems, particularly during the colder months.

O sistema visual representa um dos órgãos de sentido mais importante, sendo responsável por cerca de 85% da integração do indivíduo na natureza. A integridade desse meio de percepção é indispensável para realização de atividades que exigem o seu uso. Esta pesquisa teve como objetivo central avaliar a função visual em estudantes da Academia Militar. Realizou-se um estudo observacional, descritivo quantitativo, transversal e prospectivo, em 71 estudantes da Academia Militar Marechal Samora Machel, Nampula – Moçambique, no período entre Agosto a Outubro de 2016. Os dados foram coletados por meio de avaliação clínica. Para análise de dados aplicou-se a estatística descritiva e o teste de Correlação de Pearson, com o nível de significância de p<0,05. Na análise dos resultados observou-se que dos 71 estudantes avaliados cerca de 53% dos apresentaram erros refrativos não corrigidos. Na correlação entre os sintomas e ametropias encontrou-se uma relação linear negativa (inversa) e não significante para ambos olhos p > α (p=0.110 e p=0.06). Na correlação entre ametropia e acuidade visual observou-se que existe uma relação linear positiva e significativa para olho direito, p < α (p=0.026) e não é significativa para esquerdo, p>α (p=0.123). Na correlação entre a estereopsia e a acuidade visual encontrou-se uma relação linear positiva e significativa p>α (p=0.231 e p=0.239) em ambos olhos; na correlação entre a sensibilidade ao contraste e a acuidade visual encontrou-se uma relação linear negativa mas significativa para ambos olhos p < α (p=0.00 e p=0.00). Assim, concluiu-se que os estudantes da Academia Militar apresentam alterações da função visual decorrentes de erros refrativos não corrigidos. ABSTRACTThe visual system represents one of the organs of more important sense, being responsible for about 85% of the individual's integration in the nature. The integrity of that middle of perception is indispensable for accomplishment of activities that demand his/her use. This research had as central objective to evaluate the visual function in students of the Military Academy. An observational, quantitative, cross-sectional and prospective study was carried out in 71 students of the Marechal Samora Machel Military Academy, Nampula, Mozambique, between August and October of 2016. The data were collected through a clinical evaluation. For analysis of data it was applied the descriptive statistics and the test of Correlation of Pearson with significance level of p<0,05. In the analysis of the results, it was observed that of the 71 students evaluated, about 53% of the students presented uncorrected refractive error. In the correlation between symptoms and ametropias, a negative (inverse) and non-significant linear relationship was found for both eyes p> α (p = 0.110 and p = 0.06). In the correlation between ametropia and visual acuity it was observed that there is a positive and significant linear relationship for right eye, p <α (p = 0.026) and not significant for left, p> α (p = 0.123). Facing increased rural-urban migration, population growth, climate change impacts, and cascading natural, security, and health hazards, many municipalities in sub-Saharan Africa are beginning to consider the benefits of urban green infrastructure for improving the resilience and wellbeing of residents living in informal settlements. However, present governance systems are often ill-equipped to deliver the scale of planning needed. Integration of urban green infrastructure into local government mandates, spatial planning and targeted action plans remains limited, further inhibited by scarce empirical research on the topic in Africa. Taking Windhoek, Namibia, and specifically Moses ǁGaroëb, Samora Machel, and Tobias Hainyeko constituencies as a case study, we fitted key informant interview (n = 23), focus group (n = 20), and participant observation data into existing governance theory to investigate (a) benefits and trade-offs of present urban green infrastructure in Windhoek’s informal settlements; (b) urban green infrastructure governance in terms of institutional frameworks, actors and coalitions, resources, and processes; and (c) the key desirable pathways for future urban green infrastructure governance in informal settlements. To this end, we used five green infrastructure initiatives to dissect governance intricacies and found diverse opportunities for innovative governance mechanisms. The urgent need for climate resilience in Namibia offers a policy and practice window to adopt context-specific approaches for multifunctional urban green infrastructure. However, for these initiatives to succeed, collaborative governance platforms and clearly delineated mandates are necessary, with explicit integration of urban green infrastructure into strategies for in-situ informal settlements upgrading and green job growth.

Nicht nur Fachleute beklagen die mangelnde Qualität der deutschen Filme und Werbespots. Eine Ursache für die mangelnden Erfolge solcher mediatisierten Kommunikation liegt in einer systematischen Interaktionsstörung zwischen der Medienpraxis und Medienforschung. Die aktuelle deutschsprachige Medienwirkungsforschung entzieht sich weitgehend der gebotenen und von Macher/innen erwarteten gesellschafts- und praxisdienenden Aufgabe. Der Hauptgrund hierfür liegt darin, dass die zumeist zugrunde gelegten Forschungsrahmen (conceptual frameworks) praxisrelevante Kategorien wie die der Zuschauerperspektive weitgehend ignorieren. Das hier vorgestellte interaktionistische Modell der mediatisierten Kommunikation will deshalb als Forschungsrahmen den Blick auf Übersehenes richten. Darüber hinaus soll dieses Modell auch für Praktiker als Prüfschema zur Mediaplanung dienen, mediatisierte Kommunikation - gemessen am eigenen Anspruch - kalkulierbarer und damit auch erfolgreicher zu machen.
