Abstract:
The past economic colonial policies in the Philippines created severe issues for land tenancy and distribution patterns. When Magsaysay won the presidency in 1953, his administration carried the banner of land and agrarian reform as its core policy. The paper investigated how Magsaysay Administration’s agrarian reform policies addressed the needs of the peasants. Further, the study presents the land and agrarian reform programs enacted by the Magsaysay Administration, from conceptualization to implementation, their results, and efficacy in easing the tenancy problem of farmers. Using the historical method, the study showed that Magsaysay's land and agrarian reform program provided security of tenure to the farmers. It enabled them to become more independent, self-reliant, and responsible citizens. Ultimately, the program succeeded in protecting the farmers from the uncertainty and threat of land deprivation and, in effect, curtailed insurgency. Magsaysay's program also proved influential to succeeding administrations in the design and construction of their land and agrarian reform laws.

Abstract:
Ramón Magsaysay became a phenomenon in Philippine politics after World War ii. In less than a decade, he rose from managing a bus company to governing his homeland. Magsaysay died tragically in a plane crash near the end of his only term as president and students of Philippine affairs have been left to speculate about what might have been a different subsequent course of affairs in this Southeast Asian nation. This paper argues that the so-called “Magsaysay Myth”—the idea that the United States installed him in office to transform his country’s government and politics—is not convincing. u.s. policy makers with experience in the Philippines, including President Dwight D. Eisenhower, remained skeptical that he could achieve fundamental change in his country in a short period of time. Despite Magsaysay’s great success as secretary of defense, he was less effective enacting reforms as president. However, he did not “sellout” to the Philippine economic and political elite. Rather, his relative ineffectiveness resulted from his lack of political experience and the well-organized opposition to reforms in the legislature.

Abstract:
The study determined garlic grower’s perception on livelihoods’ vulnerability to climate variability, the coping strategies employed, and the relationship between the profile and their coping mechanism to climate variability. Correlational research design was employed in this study. The respondents were randomly selected from the registered list of garlic growers in the municipalities of San Jose, Magsaysay, Calintaan, Rizal, Looc and Lubang of Occidental Mindoro, Philippines. Survey, interview guide and observation with the garlic growers and farmer leaders were done. Result showed vulnerability to climate variability indicators that were always perceived were pest and disease, lack of water supply and low quality of crops. The coping strategies that was always practiced was irrigating the land more during dry season using water pumps, since garlic is usually planted in the months of December to April. However, respondents indicated they ‘never’ got crop insurance and do not let their land be leased or rented by other farmers. Further, age and farming experience have significant relationship with coping mechanism employed. Keywords: garlic, coping mechanism, climate variability, crop insurance

The idea of outcomes-based education shifts educators from content-deliverer to project manager, facilitating the investigation of learning approaches and focusing on deeper learning to develop students’ essential skills for their career readiness. This study established the effectiveness of the project-based learning (PBL) approach in teaching topics on Information and Communications Technology (ICT) among selected students of three programs at President Ramon Magsaysay State University (PRMSU), Iba, Zambales during 2nd semester SY 2018-2019. The study employed a descriptive research method to describe and interpret the present condition and relate to the desired objectives. Descriptive and inferential statistics were used in analyzing data gathered. The study findings conclude that student-respondents had a “Fair” level of performance in ICT topics during the pre-test while “Very Good” after using the PBL approach; the PBL approach was effectively based on the result analysis of mean, frequency counts, standard deviation, and t-test computation. The variance test analysis revealed a significant improvement in students’ performance on ICT topics, as reflected in the post-test result. Recommendations are provided.

We are doing it because of the way society is organized” His fight is “When technology has advanced so much, why the work cannot be done mechanically?” When India has committed to a massive Swaccha Bharat Abhiyan making country swaccha by 2nd October 2019, immediate inevitable need is to address the miserable plight of country’s manual scavengers and pay focused attention acknowledging the fact that manual scavenging is a question of human dignity rather than sanitation issues. Even after seven decades since Independence, it is a matter of national shame that thousands of scavenger families still live a socially degrading and inhuman life in the twenty-first century. Mahatma Gandhi, the Father of the Nation, struggled throughout his life to ameliorate the working and living conditions of this section of society and to restore to them their lost human dignity. This article briefly highlights the curse of manual scavenging, weaknesses of the 1993 Law and rehabilitation program, proposed new Bill and suggests Action Plan to liberate and rehabilitate manual scavengers by the end of 2019 by drawing appropriate Road Map.

With the increasing demand for quality research to cope up with the industry trends, understanding the need among researchers should primarily be established to further improve capacity and practices over the production of theoretical knowledge. Essential to support is the notion of exploring issues then stimulate the concern. This study established the concern on research capabilities among Graduate School student-respondents at President Ramon Magsaysay State University conducted during the First Semester School Year 2018-2019. The study made used of descriptive research design with survey questionnaire as the main research instrument. The data was processed using descriptive and inferential statistical tools. The study concludes that respondents perceived their capabilities in writing research proposal and publishable research paper both as “Moderately Capable”. The respondents perceived the availability of facilities, time, training, funding, other resources and support from agency in doing research as “Moderately Available”. The analysis of variance test revealed that there is significant difference on the research capabilities of respondents in writing research proposal when grouped according to position and highest educational attainment; significant in writing publishable research paper when grouped according to sex, position and research seminars/trainings attended; significant in the availability of facilities, time, training, funding, other resources and support from agency in doing research when grouped according to sex, position and research seminars/trainings attended.

Electronic system is the doorway to fast and efficient transactions in most of our daily undertakings today. Such transactions cover quality output for a huge majority of businesses, society and institutions that include state universities and colleges. This study aimed to determine the level of effectiveness of electronic Individual Performance Commitment and Review (e-IPCR) system that was developed, tested and implemented as a tool of managing faculty performance evaluation for the Ramon Magsaysay Technological University Zambales (RMTU). It was also designed to assess the user’s level of acceptability for continuously adopting the system and determine what additional features are to be integrated in the system for enhancement. This study made use of the causal comparative descriptive research to determine the cause of differences that already exist between or among group of individuals. This involved two groups of respondents: 1) The college deans and 2) faculty of the RMTU. The groups were selected using purposive sampling technique. The De Lone and McLean Success Models were used as bases for system effectiveness measurement-- information quality, system quality, service quality, intention to use, user satisfaction, and net benefits. The study revealed that e-IPCR System that was developed, tested and implemented for RMTU is “Effective” in terms of Information Quality, Systems Quality, Service Quality, Intention to Use, User Satisfaction and Net Benefits; and the user’s level of acceptability to continually adopt the system is described as “Acceptable” using the same, system with database working on Local Area Networks ranked as the top preference and priority of the user for integration in the system.

Abstract:
This descriptive research study was conducted to determine the self-efficacy of the public school teachers in conducting action research; their attitude towards action research and identify the possible factors that hindered teachers from doing action research & their influence level. The study was conducted in the different public schools in Magsaysay, Occidental Mindoro from May to July 2016. The public school teachers from the Department of Education-Magsaysay District were purposively selected as the respondents of the study. The study adopted and modified the Attitudes toward Research (ATR) scale and self-efficacy test to suit the needs of the research objectives. Descriptive statistics such as mean, frequency and percentage were used to describe and quantify the variables. The result shows that the public school teachers in Magsaysay, Occidental Mindoro have an "average" level of research self-efficacy. They tend to hold "positive" attitudes toward research. The "very high" influential factors that hindered teachers from doing action research were work over-load which leaves little time or no time for conducting research, lack of practical training/experience in how to do action research and lack of research centres and research specialist in school or division.

Abstract:
The Ramon Magsaysay Center for Agricultural Resources and Environment Studies (RM-CARES) has isolated Trichoderma longibrachiatum and Trichoderma asperellum from carabao manure. Since Trichoderma is mass produced in solid form and applied basally, the conversion Trichoderma into liquid form allows the supply of nutrients at different growth stages of crops. This study aimed to formulate and test the efficacy of combined organic liquid supplement (OLS) from Trichoderma spp. and fermented extracts from kakawate and malunggay leaves, banana fruits, soybean and mungbean seeds. Based on the results for one trial on pechay, undertaken in a certified organic area at the Ramon Magsaysay Center for Agricultural Resources (RM-CARES), Central Luzon State University Science City of Muñoz (CLSU), Nueva Ecija, yield was significantly increased by the supplementation of Trichoderma spp. in combination with fermented plant and seed extracts. Treatment with 1:0.5 ratio of T. asperellum: fermented plant and seed extracts significantly gave the highest computed yield of 12 t/ha which is 47% higher than the yield obtained in commercial OLS and 106% higher than the control. The treatment with 1:0.5 ratio of T.longibrachiatum: fermented plant and seed extracts, and treatment with commercial OLS produced comparable yield with 9.80 t/ha and 8.17 t/ha, respectively. Since the developed OLS from Trichoderma and fermented plant and seeds extracts is at par or even surpassed the yield of commercial OLS, it has the potential as bio-liquid fertilizer for organic pechay production which could be possibly substituted to commercial OLS.

Abstract:
This study determined the employment status of IT Education Graduates of PRMSU Castillejos Zambales from 2015-2020 specifically the BS Computer Science Graduates. The study also assessed the relevance of the present job of the graduaterespondents and the reasons of their unemployment. The finding of the research study will serve as basis for further study that will determine the problems encountered by the graduates in finding job, faculty performance and update or enhance the BSCS curricula to meet the demand of the industry in response to Industrial Revolution 4.0 mandate. The researchers administered a survey to the respondents to gather necessary data on their employment and job placement. There were 60 percent of the graduaterespondents who were presently employed as rank and file or clerical level; majority have professional, technical and supervisory position job which is relevant to the graduate outcomes. The survey revealed that 60 percent of the respondents’ reason for unemployment was family concern and decided not to find a job. Based on the data gathered from the respondents, the BSCS graduates were employed majority related to their course and the necessary theoretical and technical skills they gained in school helped them to find job. It is strongly recommended that further study should be done in the future to further enhance the study

The descriptive research aims to determine the socio-demographic characteristics of the healthcare providers, the health workers’ knowledge of and attitudes towards computer applications and the relationship between socio-demographic characteristics of the healthcare providers and their knowledge of and attitudes towards computer applications. The study was conducted in the Rural Health Units of San Jose, Magsaysay, Rizal & Calintaan, Occidental Mindoro from March 2017 to June 2018. The 51 health workers were purposively selected as respondents of the study. Survey and interview were used to gather the data needed. Descriptive statistics and Pearson Moment Correlation were used to analyse the gathered data. Results shows the healthcare providers are female, young, college graduate, and have long work experience in the maternal and newborn care section and had assisted the rural health doctor during consultations. The healthcare providers have “high” level of knowledge on computer and its applications and had expressed “positive” attitudes towards the use of computers in their work. Further, only age has a significant relationship with the healthcare providers’ knowledge of and attitude towards computer applications.

The Dompet Dhuafa Republika Foundation or better known as Dompet Dhuafa is a non-profit institution established to assist dhuafa through social and humanitarian activities in Indonesia. The Foundation manages ZISWAF funds (Zakat, Infaq, Sadaqah and Waqf) as well as other funds from individuals, groups, companies or institutions in Indonesia. Until now, the Dompet Dhuafa Foundation has been collecting and channeling ZISWAF funds for various humanitarian programs, including social and economic programs for the development of dhuafa in almost all areas of Indonesia. The success of Dompet Dhuafa's management and professionalism in transforming and expanding the benefits of zakat and waqf to help this asnaf have been recognized globally through the Ramon Magsaysay Award Foundation(RMAF) in 2016. The objective of this study was to analyze the management of ZISWAF fund by Dompet Dhuafa for socio-economic empowerment of dhuafa in Indonesia. This is a qualitative study using case study design. Data were collected through documents and interviews with focus groups. Data were analyzed using content analysis method. The findings show that the program organized by Dompet Dhuafa through ZISWAF funds can support the socio-economic empowerment of dhuafa in Indonesia. The results of this study are expected to assist the zakat and waqf fund management parties in managing the funds that are able to develop the social and economic aspects of dhuafa in the future. Abstrak Yayasan Dompet Dhuafa Republika atau lebih dikenali sebagai Dompet Dhuafa ialah institusi bukan keuntungan yang ditubuhkan untuk membantu dhuafa melalui aktiviti-aktiviti sosial dan kemanusiaan di Indonesia. Yayasan ini menguruskan dana ZISWAF (Zakat, Infaq, Sadaqah dan Wakaf) serta dana-dana lain daripada individu, kumpulan, syarikat atau institusi di Indonesia. Sehingga kini, Yayasan Dompet Dhuafa telah mengumpul dan menyalurkan dana ZISWAF untuk pelbagai program kemanusiaan, termasuklah program sosial dan ekonomi untuk pembangunan asnaf di hampir seluruh pelusuk Indonesia. Abstract:
Faculty manual guides the teachers about their jobs and gives them the general information about the school policies. The proper implementation of its provision can make teachers highly committed and satisfied in the workplace. This study examined the relationship between the provision and implementation of the faculty manual and teachers’ affective commitment and job satisfaction. The descriptive survey and correlational research design was used employing quantitative method. The data were gathered through the survey questionnaire and administered to the sixty (60) respondents from teaching personnel of Ramon Magsaysay Memorial Colleges (RMMC). The data gathered were analyzed through percentage, weighted mean and pearson correlation. The results of the data analysis showed that the teachers agreed that the faculty manual was complete in terms of provision but needs consistency in the manner of implementation. Moreover, the findings of the study revealed that the provision and implementation of the faculty manual has something to do with teacher’s affective commitment and job satisfaction in the organization. Thus, it showed that there is a significant relationship between the provision and implementation of the faculty manual and teacher’s affective commitment. Furthermore, it showed that there is a significant relationship between provision and implementation of the faculty manual and teacher’s job satisfaction. Therefore, the two (2) null hypotheses of the study are rejected. Given the overall results, the study recommends that enhancement and consistent implementation of faculty manual are needed to further improve the teacher’s affective commitment and job satisfaction.

Abstract:
Despite challenges on the employability of tourism graduates, cruise industry emerged as potential labor market for aspiring tourism graduates in the field. This study aimed to understand the perception of employers and tourism students on employability and explore possible career opportunities. The mixed method research design was utilized such as survey and interview to gather data. The respondents were the 285 graduating tourism students in selected higher education institutions in Metro Manila and five recruitment officers of the three manning agencies, such as United Philippine Lines, Philippine Transmarine Carrier, and Magsaysay Shipping. The Phase I of the study focused on conducting the survey to know respondents perception on employment while Phase II concentrate on interview with the recruitment officers from the various manning agency to explore cruise tourism career opportunities. Results showed that tourism students perceived highly competent on cruise tourism jobs such as front office, food and beverages, housekeeping and cruise staffing expect for ship star reservation system and bar mixology. Also, they perceived high on graduate attributes such as customer expectation, innovative spirit, communication skills, organizational skills, self-management skills, self-awareness, self-reliant, leadership and assertiveness. Interestingly, employers perceived employability with outstanding skills on the front office, food and beverages, housekeeping and cruise staffing section. Recruitment officers from manning agency rated high on identified graduate attributes highlighting the importance of exceeding customer expectations, aligned work experience, communication skills, demanding customers and volume of workload and multicultural workplace during the interview. This article has implication on curriculum development particularly in tourism program.
