Abstract:
In April 2010, the Maharashtrian Navnirman Sena (MNS), a right-wing political party, staged a Maharashtrian Food Festival in Mumbai to mark the fiftieth anniversary of the founding of the Indian state of Maharashtra. Led by Raj Thackeray, the firebrand nephew of Bal Thackeray—the leader of the rival Shiv Sena (Maharashtra’s original Marathi-chauvinist party)—the MNS generally attracts media attention for antimigrant rhetoric and violence. The Food Festival, held over a four-night period at an athletic complex in suburban Mumbai, provided an opportunity for the party to show a softer face. Vendors provided visitors samples of Maharashtra’s often-neglected culinary traditions, while women competed for the title of “best cook in Mumbai.” While the party’s explicit Marathi-first sentiments place a natural limit on their political appeal, the festival seemed carefully engineered to raise their electoral fortunes among the Marathi middle classes. Comfortable enough to be less concerned about losing jobs and privileges, this segment of the electorate might be motivated by memories of a delicious (and identity-affirming) dish enjoyed at the festival.

Abstract:
Maharashtra is highly urbanized and economically developed state in India. But now the growth rate is declining, and debt burden has increased in the state. CAGR has been used to examine the impact of FRBM act on fiscal deficit in the state. The RBI data from 1991 to 2016 show that the primary and fiscal deficit is increasing fast. The revenue and capital expenditure are increasing after 2003 FRBM act. The debt burden has increased in the state due to interest payment, pension liabilities, seventh pay commission to state employees, farm loan waiver scheme and infrastructure projects. State government took loans from different sources to finance its capital expenditure. The least square regression result shows that development expenditure in the state has declined very fast. The expenditure on health, education and social welfare of scheduled caste and tribe has declined in the state over the period of time. Government must improve revenue and capital receipts within the short period. Efforts must be made to reduce the debt burden on the state. Therefore, a number of alternative policies are required to improve revenue and capital receipts. State government must increase taxes on electronic and tobacco-related products. Taxes must be increased on commercial vehicles, luxury hotels, entry tax at hill stations, malls and purchase of diamonds and gold, petrol and diesel. Such sources will increase tax revenue to state government and fiscal deficit can be reduced to some extent.

Abstract:
The paper aims to study the perceptions of tourism stakeholders of Maharashtra regarding effectiveness of branding and marketing strategies. It is the state which is receiving maximum number of foreign tourists in India. For this study, a survey of 178 tourism stakeholders was conducted. A structured questionnaire was used for rating the branding strategies of the destination. Data was analysed with the help of important performance analysis method and paired sample t-test was applied. Results of the study showed that, though the Maharashtra Tourism is successful in projecting a simple, appealing, believable and distinct image with help of ‗Unlimited Maharashtra‘ brand, there is need of innovative advertising tactics for effective branding of the Maharashtra Tourism to attract more international tourists.

Abstract:
Maharashtra Anaemia study (MAS) was conducted as a part of the PhD programme of Dr Anand Ahankari through a joint collaboration of the University of Nottingham, UK and Halo Medical Foundation, India. The main goal of the study was to establish baseline epidemiological data for anaemia research in pregnant women and adolescent girls in Maharashtra state of India. Iron deficiency anaemia is the most common form of anaemia observed in India, and assessed based on haemoglobin (Hb) levels in blood. Clinically, anaemia is categorised in mild, moderate and severe form based on Hb levels. The project had three main sections, a) Adolescent girls cross sectional survey, b) Pregnant women prospective study, and c) Maharashtra state birth registry analysis. The study aimed to investigate individual and village level risk factors of anaemia in adolescent girls (13 to 17 years), and pregnant women (3 to 5 months) living in rural Maharashtra. Data from pregnant women were also used to examine risk factors associated with low birth weight (LBW). A recently introduced non-invasive haemoglobin (Hb) technology (known as NBM 200) was validated in this Indian setting by comparing Hb measurements obtained from the NBM 200 with reference blood measurements. In the adolescent survey, Sahli’s hemometer (finger prick technique) was used to estimate reference Hb values, while in pregnant women venous blood samples were obtained to measure Hb using an automated analyser. Anaemia was defined using Hb levels based on the following cut offs, (a) Hb < 12.0 g/dl in adolescent girls, and in (b) Hb < 11.0 g/dl in pregnant women. Multivariable regression technique was used to identity risk factors associated with anaemia and LBW. The Maharashtra state birth registry records covering a 32-year period (1980 to 2011) were investigated to assess temporal changes in the sex ratio at birth to investigate impacts of sex determination prevention legislations (known as PNDT 1994 and PCPNDT 2003). The adolescent girls’ survey showed a very high prevalence of anaemia (87%). Of 45 factors assessed in the survey, four were associated with adolescent anaemia. Anaemia likelihood increased significantly with age (Odds Ratio [OR] 1.41 per year, 95% CI: 1.17 to 1.70). Factors associated with decreased risk of anaemia were higher mid upper arm circumference (> 22 cm) (OR 0.51, 95% CI: 0.31 to 0.82), and ≥3 days/week consumption of fruit (OR 0.35, 95% CI: 0.23 to 0.54). At village level piped water supply was associated with higher Hb levels (β coefficient 0.61 g/dl, 95% CI: 0.39 to 0.82). Results from the NBM 200 reported wide agreement levels in the Bland-Altman analysis (mean difference of -2.70 g/dl, 95% CI: -2.84 to -2.55) demonstrating an overestimation of Hb by the NBM 200 compared to Sahli’s hemometer. The NBM 200 showed low sensitivity (23.6%) and moderate specificity (61.8%) for the diagnosis of anaemia in the adolescent population. Findings from pregnant women showed high anaemia prevalence (77%). Of 51 factors assessed in the study, three were associated with maternal anaemia. Increased risk of anaemia was seen in women with consanguineous marriages (OR 2.41, 95% CI: 1.16 to 5.01). Post-delivery data from full-term singleton live births showed the prevalence of LBW babies was 7%. Consanguineous marriage was a major risk of LBW babies in our study population (OR 5.68, 95% CI: 1.58 to 20.32). Village level risk factors showed lower likelihood of maternal anaemia with regular access to government nurses (OR 0.48, 95% CI: 0.25 to 0.93). The NBM 200 validation showed overestimation of Hb levels and underestimation of anaemia. Bland-Altman analysis showed a mean difference of -1.8 g/dl (95% CI: -2.06 to -1.71) indicating a systematic overestimation by the NBM 200 compared to venous Hb measurements. The device showed low sensitivity (33.7%) but high specificity (91.8%) for the diagnosis of anaemia in the pregnant woman population. The 32 years of longitudinal birth registry data showed a significant increase in the sex ratio at live birth from 1980 to 2004, and then a subsequent decrease in sex ratio. The annual state male:female sex ratio of Maharashtra increased from a baseline of 1.11 in 1980 to a maximum value of 1.23 in 2003, before decreasing to 1.16 in 2011. This represented an increase in the annual sex ratio at live birth from 1980 to 2004 of 0.005 units per year (p < 0.001), and a decrease of 0.009 units per year after 2004 (p < 0.01). The increase in the sex ratio was consistent with the hypothesis of both increasing availability and acceptability of ultrasound scanning during this period, enabling foeticide of females in utero. The probable cause for the decrease in sex ratio after 2004 is likely to be due to the strengthening of the legislation banning sex-specific foeticide.

Abstract:
In 1991, India adopted neoliberalism, a system of political economic practices that promotes private property and free trade, as its political and economic system to promote development in their country. India's neoliberal reform has created issues surrounding human development, resource accumulation, and power struggles. Eleven years later, in 2002, Bt cotton was introduced to the Indian agricultural sector. This research examines how the genetically modified organism Bt cotton is being used to commodify nature in the context of agriculture under neoliberalism. The research focuses on the dispossession of the rural farmers through the commodification of agriculture using Bt cotton. Dispossession of the rural farmers happen through the implications that arise from the commodification of nature. Through Marxist theory of primitive accumulation, this research analyzes accumulation by dispossession and how it neglects the working class and its struggle in rural India. Through this examination, the research will argue alternatives to the dispossession of the working class and the commodification of nature through Bt cotton. Dispossession, in this research, is examined both through working class, but also through the dispossession of biodiversity. Through the loss of biodiversity, the rural farmers are becoming dispossessed from a more sustainable environment. Along with these goals, the research will also incorporate themes of food security through changing landscape of agriculture due to the incorporation of Bt cotton. This research argues the contradictions that are presented through the commodification of agriculture under neoliberalism and provide a contribution to social justice literature, and our understanding of the relationship between technology and the commodification of nature.

In India, the 2019 monsoon season arrived very late and heavy, following a severe heatwave. This year's monsoons have brought the highest amount of rain in 25 years and with unprecedented spatial variability. In some districts of Maharashtra, higher-than-average rainfall caused massive flooding, which resulted in the submergence of 2 lakh hectares. Whereas remaining states saw the continued drought conditions from monsoon 2018. This unusual monsoon behaviour is considered an example of the impact of climate change and is expected to intensify and worsen over time. The combination of drought followed by heavy rainfall increases the risk of massive flooding, influence on natural and man-made systems, including infrastructure and agricultural production in flooded and dry regions. Blue-Green Infrastructure (BGI) is an interconnected network of natural and anthropogenic components, including water bodies and green and open spaces, like bio-retention cells, rain barrels, infiltration trenches, and vegetation swales.

Reliance Industries Limited (RIL) planned to import liquid Ethane from North American market for use as feedstock in Gas Crackers at Dahej Manufacturing Division (DMD), Hazira Manufacturing Division (HMD) in the state of Gujarat and Nagothane Manufacturing Division (NMD) in the state of Maharashtra. Liquid Ethane was planned to be unloaded at GCPTCL (Gujarat Chemical Port Terminal Company Limited) Jetty and stored in cryogenic tank in DMD. For use in NMD and HMD, it was proposed to transport Ethane via a dedicated pipeline traversing through the states of Gujarat and Maharashtra and deliver at respective gas crackers of HMD and NMD in a direct usage mode as no storage facilities for Ethane were envisaged at delivery locations. Reliance Gas Pipelines Limited (RGPL), a wholly owned subsidiary of RIL implemented the Asia’s 1st liquid Ethane Pipeline project as “Dahej - Nagothane Ethane Pipeline Project” (DNEPL) and successfully commissioned the pipeline in September, 2018. This paper presents the Conceptual Design of the project including selection of phase of transportation, pipeline configuration in terms of pipeline size, no. of pump stations, spacing of main line valves (MLV’s), operating conditions, material of construction and emergency evacuation requirements of Ethane during long haul transportation.

Abstract:
Maharashtra was one of the first states to be affected by HIV in India. Results from the National Family Health Survey (NFHS-3) in 2005–06 indicate that 0.62 percent of men and women aged 15–49 years were infected with HIV, as compared to the national average of 0.28 percent. HIV sentinel surveillance data from sites across Maharashtra indicate that 1.3 percent of pregnant women receiving antenatal care (ANC) and 10.4 percent of patients receiving treatment for sexually transmitted infections in 2005 were infected with HIV. At the same time, Maharashtra ranks first nationally in the proportion of total migrants, and there is a growing consensus among policymakers and program managers that migration could be a major contributor in the spread of HIV in the state. However, empirical evidence to support or refute this conjecture is limited. To address this research gap, the Population Council studied the patterns and motivations related to the migration of male laborers and their linkages with HIV risk. The purpose of the research, as stated in this brief, was to document patterns of male migration and determine whether there was a relationship between migration and HIV prevalence.
